    Notes: Aerial photography may be used to quickly locate and measure the extent and severity of forest damage due to windblow. This paper describes such an application in a small area of semi-natural woodland in central Scotland after the “Great Gale” of 14th and 15th January, 1968. A 1 : 2000 scale map, showing the location and direction of fall of each windblown tree, suggests certain relationships between topography and the severity of woodland damage and gives considerable information on the airflow pattern existing over the area during the gale.

    Notes: This paper describes work carried out jointly by the British Ship Research Association and the author to assess the value of photogrammetry in acquiring quality control measurements on large steel structures in the shipbuilding industry.     Notes: A phototheodolite was used during the construction of Llyn Brianne dam to provide stereoscopic coverage of both upstream and downstream shoulders of the dam at each of eight stages of construction. Ground control was established on the valley sides, together with 80 targeted points at various levels on the dam as it progressed. The co-ordinates of the targeted points were determined numerically using a Wild A7. Three dimensional displacements were determined from the change of position to an average accuracy of 0–05 m. Agreement was obtained with independent and more precise measurements and comparisons are made with the upstream displacements. The assumptions of an analytical prediction technique are examined. Profile lines through the dam were also obtained numerically to record the progressing shape of the dam.

    Notes: Several problems are encountered when collecting traffic information by conventional methods and which leave scope for the development of more comprehensive techniques. This paper reviews the potential of different types of photography as an effective means of obtaining comprehensive traffic information. Comparisons between conventional methods and photographic methods are made. The different types of available photography are discussed, together with their uses in the field of traffic data acquisition. Finally, the paper assesses the use of automatic and semiautomatic methods of photographic data analysis in this context.

    Notes: A number of proposals have been put forward for the extraction of three dimensional data from a pair of electron microscope photographs taken from different angles. The methods used have, in general, been either point by point analyses or rather inconvenient. This paper shows that an existing photogrammetric plotter of topographic accuracy can, with very simple modification, be converted to give continuous plotting facilities from certain such micrographs.

    Notes: Four papers were read during the first symposium to be held by the Photogrammetric Society, at the University of Birmingham on 3rd and 4th April. Major General R. LI. Brown examined the staff structure of the organisations engaged upon the photogrammetric production of maps in the United Kingdom. Mr. J. R. Hollwey outlined the syllabus for a new Higher National Certificate in photogrammetry during a session which was devoted to education and qualifications. Subsequently, Professor A. J. van der Weele explained the evolution of the courses at ITC. By way of contrast, Professor E. H. Thompson attempted a forecast of developments in photogrammetry during the next decade. The papers succeeded in initiating prolonged discussion among the 80 members who attended.

    Notes: A method is described for determining wind vectors in the lower atmosphere from terrestrial stereophotography. The photographs were taken with specially adapted aerial cameras using the normal or parallel averted case with horizontal camera axes. The most favourable photographic registration was obtained on ORWO UT 16 colour reversal film. Photograph co-ordinates and horizontal parallaxes were measured and recorded on punched tape with the Zeiss (Jena) stecometer. Vector components, which were calculated from co-ordinate differences, and a statistical analysis were obtained by using an electronic computer.

    Notes: The current methods for describing and comparing shapes of teeth have a number of inadequacies which lead to inaccuracy and misinterpretation. A method is described which depends on co-ordinate information. Stereoscopic microphotography of teeth crowns is used to take co-ordinates of up to 600 points on the tooth surface. Mathematical surfaces are fitted to the co-ordinates by the method of least squares and analysed by trend surface analysis. The results show that this is a useful method of describing a complex shape, although there are problems which render comparison more difficult.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméLes méthodes qu'on utilise généralement pour décrire et comparer les formes des dents sont de par leur nature imprécises et peu sûres. On décrit une méthode basée sur l'utilisation de coordonnées tridimensionnelles. A partir de micro-stéréogrammes de couronnes dentaires, on relève les coordonnées de près de 600 points de la surface de la dent. Ce semis est ensuite lissé par des surfaces mathématiques et étudié par les méthodes de l'analyse des surfaces. On conclut qu'il s'agit d'une utile méthode de description d'une forme complexe, quoique les comparaisons de dent à dent restent difficiles.〈section xml:id="abs1-3"〉〈title type="main"〉ZusammenfassungDie gegenwärtigen Methoden zur Beschreibung und zum Vergleich von Zahnformen weisen eine Reihe von Unzulänglichkeiten auf, die zu Ungenauig-keiten und Fehlinterpretationen führen. Es wird ein auf der Koordinatenin-formation beruhendes Verfahren beschrieben. Dabei wird die Stereomikro-photographie von Zahnkronen zur Ermittlung der Koordinaten von bis zu 600 Punkten auf der Zahnoberfläche angewendet. Die mathematische Oberfläche wird mit Hilfe der Methode der kleinsten Quadrate bestmöglich den gegebenen Koordinaten angepasst und durch Oberflächentrendanalyse überprüft. Die Ergebnisse zeigen, dass es sich um ein brauchbares Verfahren zur Beschreibung komplexer Formen handelt, obwohl es einige Probleme gibt, die den Vergleich erschweren.

    Notes: Digitising from a photogrammetric instrument can be controlled by a unit specially designed for this purpose, or by a digital control computer. In the latter case, the digitising system is more flexible since alterations and additions to the real-time programs can easily be made to effect different digitising applications. The control computer can also be used in processing the digitised data.The use of such digital control in photogrammetry is as yet limited. The reasons are examined. The characteristics and real-time requirements of a computer controlled digitising system are stated. Different digitising and recording modes, identification numbers and editing arrangements are then given to illustrate the flexibility and limitations of such a system.

    Notes: The paper describes an experiment using three different methods for the production of control for topographic mapping from super-wide angle photography. The result showed that aerial triangulation by independent models observed on a Wild A9 would show economic advantages in cartographic effort required, control requirements, and accuracy attained in contouring. The experiment also indicated that great benefit in heighting accuracy is derived from the addition of tie strips flown at right angles to the main photographic cover at a suitable interval and that heights supplied by airborne profile recorder are not sufficiently accurate to be economically advantageous where close interval contours are a requirement.

    Notes: : A significant water-resources problem in Florida and other coastal states where the ground-water resources are threatened by salt-water intrusion or direct pollution from septic tanks, canals or marinas, is the almost explosive urban development of the limited coastal zone without or with only little water related planning. The reported study deals with the establishment of methods for identification of areas which are suitable for development and of areas where complete preservation or controlled and limited development should be encouraged. A methodology using data input available from such federal and state agencies as the USGS, the U. S. The Texas Water Development Board, the principal water resource planning agency of the State, has been conducting extensive estuarine data collection activities and associated research to determine the required quantity and quality of fresh water inflows necessary to maintain various environmental conditions in Texas estuaries to preserve the estuarine ecosystems. These activities are a consequence of a statutory directive to the Board to make provisions in its State Water Plan for the effects of upstream water resource development on the associated estuaries.This paper reports on the results of the first phase of an extensive estuarine research project. The objectives of the research project are to (1) define the interrelationships between estuarine ecosystems and fresh water and nutrient inflows, and (2) develop and test quantitative simulation techniques which describe these relationships. In order to accomplish the first objective, physical and chemical water quality data and biological data on the estuarine ecosystems are being collected, compiled and analyzed. The second objective is being satisfied by the development of hydrodynamic and ecologic simulation models of the estuarine environment.

    Notes: : Results of a study to determine the relationship between physical characteristics of Adirondack lakes and variations in peak boat-use intensity indicated that 69 percent of the variation in peak use can be accounted for by the number of public and commercial boat-launching facilities per mile of lake shoreline. Other lake characteristics related to peak boat use were: the number of commercial overnight accommodations available, number of boat slips, lake size, and miles of lake shoreline. Lake characteristics not related to peak use were: accessibility, configuration, tent spaces available, surrounding landscape quality, volume of traffic and availability of other lakes. This information should provide recreation managers and planners with a better understanding of factors related to variation in peak boating-use periods.

    Notes: : Analyses of soil and water were made in a stretch of shallow ground north of a cypress head in South Florida. The area is covered with water for part of the year, and it flows slowly southward. The soil is primarily peat formed from the local graminid vegetation during its decay. The top layer consists of a blue-green algal mat whose decay products contribute to the peat also. Collections of soil (including the top layer) were made layer by layer and anlyzed for cations and anions and for ion exchange capacity. The latter appears to be high enough in all layers to account for the ion content within the soil and surrounding waters. It probably is a very important buffer system that retards limestone erosion. CEC values ranged from 20 to 190 meg/100 gm dry soil from bedrock to surface.

    Notes: : The regulatory process such as that for water rates can be viewed as a bargaining process between regulators, utility management, and consumers. This bargaining process involves both political and economic influences. In an attempt to empirically verify that utility rates are a product of both economic and political factors, a sample of publicly-owned water utilities was subjected to regression analysis. As expected, cost and cost-related factors were positive and significant determinants of residential water rates. Using an admittedly imperfect measure of residential user political influence, there was evidence that increased political activity results in lower water rates. Furthermore, the political influence and water rate linkage is more evident in small water utilities than in larger suppliers.

    Notes: : When a series of aerators are used to raise the level of dissolved oxygen in a polluted stream through instream artificial aeration augmentation, the system is governed by the basic dissolved oxygen mass balance equation with the existence of artificial aeration as its boundary conditions. A mathematical model is formulated for the optimization of the allocation of aeration capacity to each of the series of aerators subject to a limitation on total available aeration capacity. The objective function is the minimization of the sum of the squares of the aeration costs and the costs incurred by damaging or unnecessarily improving the system. The original constrained allocation problem is simplified by converting it to an unconstrained one via the use of Lagrange multiplier. A discretized dynamic programming algorithm is formulated for finding the optimal allocation policy. A typical optimal aeration capacity allocation policy and its corresponding dissolved oxygen sag profile for the illustrated numerical example is presented, and the relationship between the total available aeration capacity and Lagrange multiplier is also developed treating weighting factors as parameters.

The case history of a town is also included for illustrative purposes.

    Notes: A modified transient version of the Streeter-Phelps model along with the energy balance equation is employed to analyze the effects of waste heat discharge from power plants on stream water quality. Analysis is also made to examine the effects of the upstream water quality and stream velocity on the downstream DO concentration level. The resulting coupled nonlinear hyperbolic partial differential equations representing the energy, BOD and DO concentrations are solved by the method of characteristics and simulated on a digital computer. Final numerical results indicate that the allowable quantity of thermal discharge does heavily depend on the upstream quality.

    Notes: The way the Water Resources Council proposes to measure the beneficial effects of national economic development and recreation is questioned and alternatives suggested. In measuring the former, the assumptions specified by the Council are questioned because they do not hold true in the market place. In addition, the Council's method of simulating a price per recreation day implies that an arbitrary price be selected from a range and multiplied times the number of days at no charge for use of the facilities. It is contended that these procedures would over state the economic benefits which in the real market would be measured by the selected price times the quantity demanded at that price.

    Notes: A matrix has been developed to guide the assessment of urban water resources. The matrix provides a means for determining the relative importance of water-related problems, and for identifying the data needed to evaluate these problems for the purpose of urban planning. The matrix columns list nine categories of potential water-related urban problems. The rows list 51 categories of data inputs which may be needed to evaluate the potential problems. The inputs include standard types of basic hydrologic data, information based on analysis and interpretation of these data, and information on the interfacing factors of climate, land, and culture. A system is described for ranking the relative importance of the problem categories and data inputs on a numerical scale of 0 to 3. From this, an index is derived that evaluates the relative importance of each input item to an overall program for water resource assessment. From the completed matrix the hydrologist can determine the availability of data to meet the identified requirements. Judgement can then be made as to priorities on work elements to provide the planner with maximum information in minimum time. The matrix also provides a basis for the development of programs and their funding in order to overcome critical data deficiencies.

    Notes: Whether the goal is minimizing water quality degradation in receiving streams or maximizing agricultural production on existing croplands; the solutions are identical - improved water management practices. Technology has succeeded in developing feasible solutions to improving irrigation water management, but the law has been slow to encourage or direct implementation. The villain of the western United States water problem is the property right concept of the appropriation doctrine. Improving water management also implies organizational improvements. Also, the so-called “human factor” involves questions of inefficiency and ineffectiveness, that when examined under the criteria of efficacy, may dictate a policy of continuing present practices in certain localities or regions with little technological intervention. The present effort for improving water quality management implies, therefore, a manyfold attack aimed at increasing project irrigation efficiency and effectiveness, under the larger rubric of efficacy and the achievement of larger social goals.

    Notes: Leaching of soils with water can be both beneficial and hazardous in the same instance, removing salts harmful to plants and contributing dissolved substances to groundwater. The leaching potential of a given soil is difficult to assess, even with complex instrumentation. This paper suggests that the final infiltration rates associated with the Hydrologic Soil Groups used by the USDA Soil Conservation Service in watershed planning may provide a useful guide in estimating quantities of leaching water moving through soil profiles.

    Notes: . Owing to their enormous capacity, ground-water reservoirs are at least equal in importance to the ground water itself. As regulators of water movement in the hydrological cycle, these reservoirs surpass all lakes combined, natural and manmade. While many aquifers are not well understood, data on many others are adequate for long-range broad-scale planning. An example is the basalt aquifer of the Snake River Plain in Idaho. However, the area has managerial problems which concern the time, the place and the feasibility of manipulations of water. All continents of the world contain great aquifers. For every huge aquifer, however, hundreds of smaller ones occur, and even these contain astonishing amounts of water. Aquifers in the Ohio River Basin of the United States are good examples. Management of total water resources is a difficult problem at many places. But many problems could be met and many water shortages alleviated or eliminated by use of aquifers, not merely as sources of water, but as reservoirs for management of water.

    Notes: . This paper describes the methodology for a nutrient balance to evaluate the sources and distribution of nutrients in a small river basin. Loadings for total nitrogen and phosphorus are calculated from measured nutrient concentration and river discharge data. Using a special retrieval program and a data storage and processing system, loadings are accumulated over a given time period to allow for time of passage through the basin and seasonal changes in nutrient distribution. Nutrient balances are made with the accumulated loadings to obtain the relative contribution of each nutrient source and the retention of nutrients within the basin through sedimentation and aquatic growth. The methodology has been used to study nutrients in the Qu'Appelle River Basin, Saskatchewan, Canada.

    Notes: . Management of aquatic ecosystems requires a clear understanding of the goals to be achieved, appropriate information and the means to achieve the goals. Control measures applied to aquatic ecosystems, in the absence of information on the condition of the system, are apt to be inappropriate and thus may overprotect the receiving system at times and underprotect it at other times since the ability of ecosystems to receive wastes is not constant. A major determinant of the effectiveness and efficiency of ecological quality control is the lag time in the feedback of information. If the lag is too great, the control measures may repeatedly overshoot or undershoot the desired goal. Present techniques for measuring the responses of aquatic organisms and communities require days or weeks, whereas information for ecosystem quality control and prevention of ecological crises should be generated in minutes or hours as is the case for other quality control systems. Two biological monitoring systems have been developed to generate information rapidly. One system measures changes in the movement and breathing of fish in order to provide an early warning of developing toxicity in the wastes of an industrial plant. The other system measures changes in the diversity of algal comunities in streams by means of laser holography. The incorporation and use of these systems in industrial plants is discussed.

    Notes: The effect of feedlot runoff on the environmental quality of the Cottonwood River in east central Kansas was evaluated by analysis of community structure of benthic macroinvertebrates using the species diversity index, (d). The benthic fauna along the study reach was dominated by mayflies, caddisflies, midges, riffle beetles, and the pelecypod, Sphaerium. Sixty-five taxa were identified during the study; the benthic fauna was most abundant during the 1968–69 segment of the study. However, the mean 3 per station indicated the river was subject to moderate environmental stress, and 3's of those stations immediately downstream from feedlots were significantly lower than the 3 at the control station. There was a significant increase in d's during the 1970–71 segment of the study, following the closing of two feedlots. The results indicate periodic feedlot runoff had a continuing adverse affect on the environmental quality of the river, but recovery was rapid as the organic load on the river was reduced.

Daily and hourly precipitation data and selected recurrence frequencies of rainfall amounts are tabulated. History of previous heavy rainfalls in New Jersey indicates that occurrences of very heavy rains are frequently associated with tropical disturbances. The task of resource management, in this case water resources, is rapidly becoming more complex, particularly because decision making is often contingent upon various prior activities and sets of data. Comprehensive planning is required in order to prevent misallocation of resources or mismanagement in resource development. Such planning involves five general phases which are applicable to any problem faced by society: (1) problem identification; (2) formulation of alternatives; (3) evaluation of alternatives; (4) implementation; (5) review. There have been many attempts to simplify the planning process and effectively carry out these five phases. The experience of the Alberta Water Resources Division has been that the Critical Path Method is one of the most useful tools available today for planning. It involves two basic steps: (1) preparation of a network diagram which (a) identifies all the activities necessary for the completion of a project, (b) correctly sequences these activities, (c) allocates resources; and (2) mathematical computations for scheduling the activities. In other words, this approach breaks a task down into smaller units or activities for easier organization, scheduling, and performance for eventual completion of the project. This paper will illustrate the effectiveness of the Critical Path Method by discussing its application to actual water resources projects.

    Notes: . Two factors affecting the centralization of wastewater treatment facilities were investigated; the cost of collection and treatment systems and the performance of treatment plants. Based on computer-generated minimum cost designs, wastewater collection networks were found to be characterized by diseconomies of scale of magnitude similar to the reported economies of scale for wastewater treatment works. The combined costs of collection and treatment are U-shaped functions from which the least cost size of collection and treatment systems were found for particular values of population density. Examination of the day-to-day performance of five metropoitan-area waste-water treatment plants revealed that, for time series shorter than one month, the day-to-day variation in effluent quality was random, although the variation in quantity discharged was distinctly non-random. The performances of all five plants on any given day showed little correlation. This suggests that the decentralization of treatment facilities can produce benefits both through the reduction in quantities of waste discharged at a given point and through in-stream averaging of the varying performances of several treatment plants. Since the cost function of collection and treatment combined is generally flat in the region of the minimum-cost size, little penalty is invoked to gain the potential benefits of treatment plant decentralization.

    Notes: . Studies to determine frequency characteristics of regulated streams at points within a stream system require the use of flow routing models. This study compares several different flow routing methods using data from six river reaches. Results indicate that approximate flow routing methods yield good flow estimates when compared with observed flows. The unit response method, recently introduced, performed as well as other approximate methods for all reaches studied and gave better results for reaches subject to power releases.
