    Notes: . Two factors affecting the centralization of wastewater treatment facilities were investigated; the cost of collection and treatment systems and the performance of treatment plants. Based on computer-generated minimum cost designs, wastewater collection networks were found to be characterized by diseconomies of scale of magnitude similar to the reported economies of scale for wastewater treatment works. The combined costs of collection and treatment are U-shaped functions from which the least cost size of collection and treatment systems were found for particular values of population density. Examination of the day-to-day performance of five metropoitan-area waste-water treatment plants revealed that, for time series shorter than one month, the day-to-day variation in effluent quality was random, although the variation in quantity discharged was distinctly non-random. The performances of all five plants on any given day showed little correlation. This suggests that the decentralization of treatment facilities can produce benefits both through the reduction in quantities of waste discharged at a given point and through in-stream averaging of the varying performances of several treatment plants. Since the cost function of collection and treatment combined is generally flat in the region of the minimum-cost size, little penalty is invoked to gain the potential benefits of treatment plant decentralization.

    Description: A survey is presented of some of the approaches which have been considered in freight demand estimation. The few existing continuous time computer simulations of aviation systems are reviewed, with a view toward the assessment of this approach as a tool for structuring air freight studies and for relating the different components of the air freight system. The variety of available data types and sources, without which the calibration, validation and the testing of both modal split and simulation models would be impossible are also reviewed.

    Description: A general overview is presented of the role that the helicopter plays in the current aviation scene with special emphasis on its use in the airport access function. Technological problems of present-day aircraft are discussed along with some plausible solutions. The economic and regulatory aspects of commercial helicopter operations are presented.     Description: The paper briefly reviews the role of helicopter systems in the provision of airport access services and evaluates the potential for the future development of such services in major metropolitan areas in the United States. The evaluation is based on a computer simulation of potential helicopter system proposed for 20 metropolitan areas. The simulation provides two indicators that are used to gage the extent of the feasibility of developing successful systems in these areas: (1) the cost per seat mile, and (2) the break-even number of passengers, expressed as a percentage of total air travelers. It is found that a few metropolitan areas presently have the potential of marginally supporting intra-urban helicopter airport access service. The access systems offer a viable alternative for air passengers placing a high value on their time, and provides the opportunity for better integrating the air transportation service of multiple airports in a given urban region.

    Description: The role of air cargo in the current transportation system in the United States is explored. Methods for assessing the future role of this mode of transportation include the use of continuous-time recursive systems modeling for the simulation of different components of the air freight system, as well as for the development of alternative future scenarios which may result from different policy actions. A basic conceptual framework for conducting such a dynamic simulation is presented within the context of the air freight industry. Some research needs are identified and recommended for further research. The benefits, limitations, pitfalls, and problems usually associated with large scale systems models are examined.

    Description: The technical, economic, and environmental problems restricting commercial helicopter passenger operations are reviewed. The key considerations for effective assessment procedures are outlined and a preliminary model for the environmental analysis of helicopters is developed. It is recommended that this model, or some similar approach, be used as a common base for the development of comprehensive environmental assessment methods for each of the federal agencies concerned with helicopters. A description of the critical environmental research issues applicable to helicopters is also presented.

    Description: An interurban helicopter cost model having the capability of selecting an efficient helicopter network for a given city in terms of service and total operating costs was developed. This model which is based upon the relationship between total and direct operating costs and the number of block hours of helicopter operation is compiled in terms of a computer program which simulates the operation of an intracity helicopter fleet over a given network. When applied to specific urban areas, the model produces results in terms of a break-even air passenger market penetration rate, which is the percent of the air travelers in each of those areas that must patronize the helicopter network to make it break even commercially. A total of twenty major metropolitan areas are analyzed and are ranked initially according to cost per seat mile and then according to break-even penetration rate.
