    Description: Towards a Vigilant Society sheds light on the emergence of a new society of vigilance, in particular the actions of anti-migrant groups around Dover and Calais. Based on field research on both sides of the channel, it studies the dynamics of these groups – midway between a social movement and vigilantism – at these two key points in the international migration route between the European Union and the United Kingdom. In recent years, a series of anti-migrant groups have been mobilising on both sides of the Channel to counter migrations. Their actions range from demonstrations, to violence against migrants. And by staging their actions on social media, which is an extraordinary sounding board, these groups can build an online community and a mass audience, influencing public opinion and even the migration policies of states.

    Description: The introduction of village courts in Papua New Guinea in 1975 was an ambitious experiment in providing semi-formal legal access to the country's overwhelmingly rural population. Nearly 50 years later, the enthusiastic adoption of these courts has had a number of ramifications, some of them unanticipated. Arguably, the village courts have developed and are working exactly as they were supposed to do, adapted by local communities to modes and styles consistent with their own dispute management sensibilities. But with little in the way of state oversight or support, most village courts have become, of necessity, nearly autonomous. Village courts have also become the blueprint for other modes of dispute management. They overlap with other sources of authority, so the line between what does and does not constitute a 'court’ is now indistinct in many parts of the country. Rather than casting this issue as a problem for legal development, the contributors to Grassroots Law in Papua New Guineaask how, under conditions of state withdrawal, people seek to retain an understanding of law that holds out some promise of either keeping the attention of the state or reproducing the state’s authority.

    Description: Resisting Indonesia's Culture of Impunity examines the role of Indonesia’s first truth and reconciliation commission—the Aceh Truth and Reconciliation Commission, or KKR Aceh—in investigating and redressing the extensive human rights violations committed during three decades of brutal separatist conflict (1976–2005) in the province of Aceh. The KKR Aceh was founded in late 2016, as a product of the 2005 peace deal between the Indonesian government and the Free Aceh Movement (GAM). It has since faced many challenges—not least from Indonesia’s security forces and former GAM leaders, who have joined together in their determination to maintain impunity for their respective roles in the conflict. Indeed, the commission would not have been established without the tireless work of civil society actors, including non-government organisations and other humanitarian groups. In Resisting Indonesia’s Culture of Impunity, the editors set out to amplify the role of these civil society actors in the KKR Aceh and in transitional justice in Indonesia. Each chapter has been written by a team of authors, composed predominantly of commissioners and staff from the KKR Aceh itself, members of key civil society organisations, and academics. Further, the editors aim to scrutinise the KKR Aceh from the inside and analyse the establishment and operation of what is perhaps the only genuine state-sponsored attempt to implement transitional justice in Indonesia today.

    Description: When we think about equality in the city, we are very likely to think first of the wide and growing divide between rich and poor, in material terms. Yet when we think more about a 'city of equals' it becomes apparent that how people feel treated by the city and those around them, and whether they can live according to their values, are much more central. Accordingly, combining their own reflections, a multi-disciplinary literature review, and, distinctively, more than 180 interviews in 10 cities in 6 countries, Wolff and de Shalit have derived an account of a city of equals based on the idea that it should give each of its city-zens a secure sense of place or belonging. Four underlying values structure this account. First, access to the goods and services of the city should not be based purely on the market. Second, each person should be able to live a life they find meaningful. Third, there should be diversity and wide social mixing. Fourth, there should be 'non-deferential inclusion': each person should be able to get access to what they are entitled to without being treated as less worthy than others. They should be able to enjoy their rights without bowing and scraping, waiting longer than others, or going through special bureaucratic hurdles. In sum, in a city of equals each person is proud of their city and has the (justified) feeling that their city is proud of (people like) them.

    Description: Subjects and Aliens confronts the problematic history of belonging in Australia and New Zealand. In both countries, race has often been more important than the law in determining who is considered 'one of us'. Each chapter in the collection highlights the lived experiences of people who negotiated laws and policies relating to nationality and citizenship rights in twentieth-century Australasia, including Chinese Australians enlisting during the First World War, Dalmatian gum-diggers turned farmers in New Zealand, Indians in 1920s Australia arguing for their citizenship rights, and Australian women who lost their nationality after marrying non-British subjects. The book also considers how the legal belonging—and accompanying rights and protections—of First Nations people has been denied, despite the High Court of Australia’s recent assertion (in the landmark Love & Thoms case of 2020) that Aboriginal people have never been considered ‘aliens’ or ‘foreigners’ since 1788. The experiences of world-famous artist Albert Namatjira, and of those made to apply for ‘certificates of citizenship’ under Western Australian law, suggest otherwise. Subjects and Aliens demonstrates how people who legally belonged were denied rights and protections as citizens through the actions of those who created, administered and interpreted the law across the twentieth century, and how the legal ramifications of those actions can still be felt today.

    Description: The Covid-19 pandemic is arguably the first international emergency of the twenty-first century. In order to respond to this emergency, countries and governments around the world were forced to engage in a range of actions and policies that would not otherwise have been permitted. Looking in particular at the use of surveillance technologies, this book examines the challenge of ethics in emergencies. What can states do to keep their populations safe, what can citizens expect of their governments, and when are those government actions unjustified? By looking at the use of surveillance in times of emergency, this book explores ethical, philosophical, political, and social concepts, challenges them, and offers a set of views on where those concepts may evolve into the future. As a global population, we will be faced with emergencies, and it is possible that these will also be global in their impact. The ethics of surveillance in times of emergency is both of its time, and ongoing; we must learn our lessons from the last emergency, to be prepared for the next ones.

    Description: Speaking to the Twentieth National Congress of the Communist Party of China, in October 2022, President Xi Jinping reiterated his commitment to the 'opening up' policy of his predecessors — a policy that has burnished the party’s political legitimacy among its citizens by enabling four decades of economic development. Yet, for all the talk of openness, 2022 was a year of both literal and symbolic locks and chains — including, of course, the long, coercive, and often brutally enforced lockdowns of neighbourhoods and cities across China, most prominently Shanghai. Then there was a vlogger’s accidental discovery of the ‘woman in chains’, sparking an anguished, nationwide conversation about human trafficking. That was part of a broader (if frequently censored) conversation about gendered violence and women’s rights, in a year when women’s representation at the highest levels of power, which was already minimal, decreased even further. There was trouble with supply chains and, with the Fourth Taiwan Strait Crisis, in August, island chains as well. Despite the tensions in the Asia-Pacific, the People’s Republic of China expanded its diplomatic initiatives among Pacific island nations and celebrated fifty years of diplomatic links with both Japan and Australia. As the year drew to a close, a tragic fire in a locked-down apartment building in Ürümqi triggered a series of popular protests that brought an end to three years of ‘zero COVID’. The China Story Yearbook: Chains provides informed perspectives on these and other important stories from 2022.

    Description: In August 1855, 16-year-old Chaloner Alabaster left England for Hong Kong, to take up a position as a student interpreter in the China Consular Service. He would stay for almost 40 years, climbing the rungs of the service and eventually becoming consul-general of Canton. When he retired he returned to England and received a knighthood. He died in 1898. Throughout his adult life, Alabaster kept diaries. In the first four volumes of these diaries, collected here by Benjamin Penny, the teenage Alabaster recorded his thoughts and observations, told himself anecdotes, and exploded in outbursts of anger and frustration. He was young and enthusiastic, and the everyday sights, sounds and smells of Hong Kong were novel to him. He describes how the Chinese people around him ironed clothes, dried flour and threshed rice; how they gambled, prepared their food and made bean curd; and what opera, new year festivities and the birthday of the Heavenly Empress were like. Like many a young Victorian, he was also a keen observer of natural history, fascinated by fireflies and ants, corals and sea slugs, and the volcanic origins of the landscape. Alabaster's diaries are a unique, vibrant and riveting record of life in the young British colony on the cusp of the Second Opium War. With A Young Englishman in Victorian Hong Kong, Penny sheds new light on the history of the region.

    Just Prospering? Plato and the Sophistic Debate about Justice (2024)

    Description: This book argues that Plato’s Republic must be understood as developing out of a 5th Century sophistic debate. In Part One the author presents a new analysis of the sophists and their extant texts addressing the important topics of justice and its value. This part shows that already in the 5th Century there was a robust debate about whether the just or unjust life was better for the self-interested individual, and that multiple sophistic authors made inventive and philosophically sophisticated arguments on both sides of this debate. The Moral Cynics argues that the intelligent individual was better off being unjust, whereas the Friends of Justice defended the idea that the just life was better for human beings. Part Two argues that Plato was very much aware of this debate and that in a number of dialogues—but most importantly in Republic—he engaged with this debate. The immoralist challenge that Glaucon and Adeimantus pose to Socrates early in Republic draws from the arguments of the 5th Century Moral Cynics and moreover identifies problems with the arguments of the 5th Century Friends of Justice. By having Socrates make an argument that overcomes the theoretical weaknesses of the earlier Friends of Justice, Plato is able to pose a new defence of justice that is more effective at responding to the Moral Cynics. The book’s analysis of Republic suggests new readings for certain important passages, such as the division of goods.

    Description: Landscape, Religion, and the Supernatural presents a summa of current and classic theorizing on religion and the supernatural in relationship to the land and develops this theorizing further by confronting it with a rich set of folkloristic and historical data. Focusing on the themes of “time and memory,” “repeating patterns,” “identity formation,” “morality,” “labor,” “playfulness and adventure,” “power and subversion,” “sound,” “emotions,” “coping with contingency,” “home and unhomeliness,” and “nature and environment,” the book engages with a broad range of theoretical concepts and approaches from the interdisciplinary field of landscape theory and the study of religions. It brings this theorizing into dialogue with the rich culture of local storytelling and landscape-related traditional beliefs of the Strandir district of the Icelandic Westfjords. In this rural region, landscape-related traditions have been collected since the early nineteenth century and continue to be important to this day. Confronting this rich heritage with the insights of landscape theory both in and beyond the study of religions allows important new contributions to theorizing landscape and religion, especially when it comes to considering the perspectives on landscape held by rural populations rather than the urban upper classes that have stood in the focus of research to date. The example of the Icelandic Westfjords shows the extreme richness of religious and supernatural approaches to the landscape that can be developed in rural communities, and how they are significantly and characteristically different from the urban perspectives of literature and the arts.

    Description: Nese is a dying Oceanic language spoken on the island of Malekula, in northern Vanuatu. This book, based on first-hand fieldwork data, and without adhering to any particular syntactic framework, presents a synchronic grammatical description of Nese's phonology and syntax. Despite being on the verge of extinction, with fewer than 20 living speakers, the language displays intriguing properties—including but not exclusive to the cross-linguistically rare apicolabial phonemes, interesting vowel-raising patterns in some word classes, and a discontinuous negation relationship that is obligatorily expressed with the irrealis mood marker. This book will probably be the last work published on Nese.

    Description: Despite the rise of global technocratic ideals of city-making, cities around the world are not merging into indistinguishable duplicates of one another. In fact, as the world urbanizes, urban formations remain diverse in their socio-economic and spatial characteristics, with varying potential to foster economic development and social justice. This book argues that these differences are primarily rooted in politics, and if we continue to view cities as economic and technological projects to be managed rather than terrains of political bargaining and contestation, the quest for better urban futures is doomed to fail. Dominant critical approaches to urban development tend to explain difference with reference to the variegated impacts of neoliberal regulatory institutions. This, however, neglects the multiple ways in which the wider politics of capital accumulation and distribution drive divergent forms of transformation in different urban places. In order to unpack the politics that shapes differential urban development, this book focuses on East Africa as the global urban frontier: the least urbanized but fastest urbanizing region in the world. Drawing on a decade of research spanning three case-study countries (Ethiopia, Rwanda, and Uganda), Politics and the Urban Frontier provides the first sustained, book-length comparative analysis of urban development trajectories in Eastern Africa and the political dynamics underpinning them. Through a focus on infrastructure investment, urban propertyscapes, street-level trading economies, and urban political protest, it offers a multi-scalar, historically grounded, and interdisciplinary analysis of the urban transformations unfolding in the world’s most dynamic crucible of urban change.

    Description: What configuration of institutions and policies is most conducive to human flourishing? The historical and comparative evidence suggests that the answer is social democratic capitalism — a democratic political system, a capitalist economy, good elementary and secondary schooling, a big welfare state, pro-employment public services, and moderate regulation of product and labor markets. Lane Kenworthy shows that this system improves living standards for the least well-off, enhances economic security, and boosts equality of opportunity. And it does so without sacrificing other things we want in a good society, from liberty to economic growth to health and happiness. Its chief practitioners have been the Nordic nations. The Nordics have gone farther than other rich democratic countries in coupling a big welfare state with public services that promote high employment and modest product- and labor-market regulations. Many believe this system isn’t transferable beyond Scandinavia, but Kenworthy shows that social democratic capitalism and its successes can be replicated in other affluent nations, including the United States. Today, the U.S. lags behind other countries in economic security, opportunity, and shared prosperity. If the U.S. expanded existing social programs and added some additional ones, many Americans would have better lives. Kenworthy argues that, despite formidable political obstacles, the U.S. is likely to move toward social democratic capitalism in coming decades. As a country gets richer, he explains, it becomes more willing to spend more in order to safeguard against risk and enhance fairness. He lays out a detailed policy agenda that could alleviate many of America’s problems.

    Description: In China between Peace and War, Victor S. C. Cheng explores the gripping history of peace talks and international negotiations from 1945 to 1947 that helped determine the shape of the Chinese Civil War. The book focuses on the efforts of the two belligerent parties—​the Chinese Nationalists, or Guomindang, and the Communists—to achieve an enduring peace. It presents previously unexplored major elements of the peace talks: ambiguous treaties, package deals and short-term solutions. It identifies the burning challenges that confronted attempts at peacemaking, including the two warring parties' high-risk decision-making styles and the temptation to veto agreements and resume fighting. Cheng argues against popular notions that differences between the two belligerents in the Chinese Civil War were irreconcilable, that the failure of the peace talks was predetermined and that the US government mediators needed to remain neutral. Because the actions around the negotiating table occurred in a developing theatre of war, Cheng also explores the military decision-making of the opposing sides as well as the conflicts that ultimately plunged China into the world’s largest military engagement of the seven-plus decades since World War II. China between Peace and War highlights the contradictory role of political leaders who micromanaged the military, including their struggle to connect political objectives and military power, their rhetorical use of the 'decisive war’ concept, and their pursuit of radical military-political goals at the expense of a negotiated peace.

    Description: This book examines the politics of revenue bargaining in Africa in a time when attention to domestic revenue mobilisation has expanded immensely. Measures to increase taxes and other revenues can -but do not always- lead to a process of bargaining, where revenue providers negotiate for some kind of a return. This book offers in-depth analyses of micro-instances of revenue bargaining across five African countries: Mozambique, Senegal, Tanzania, Togo, and Uganda. All case studies draw on a common theoretical framework combining the fiscal contract theory with the political settlement approach, which enables a systematic exploration into what triggers revenue bargaining; how these processes unfold; and finally, if and when they reach an agreement (whether a fiscal contract or not). From the empirically rich case narratives emerges a story of how power and initial bargaining position influence not only whether bargaining emerges in the first place, but also the processes and their outcomes. Less resourceful taxpayers are in a more difficult position to raise their voice, but in some cases even these groups manage to ally with other civil society groups to protest against tax reforms they perceive as unfair. Indirect taxes such as VAT often trigger protests, and so do sudden changes in tax practices. Revenue providers rarely call for improved services in return for paying tax, which would be expected to nurture the foundation for a fiscal social contract. Instead, revenue providers are more likely to negotiate for tax reductions, implying that governments’ effort to increase revenue is impeded. We do find many instances of state-society reciprocity when ruling elites try to be responsive to revenue providers’ demands. Hence, this book gives insight into the nature and dynamics not only of revenue bargaining but of policy-making in general as well as the implications hereof for state-society reciprocity in Africa.

    Description: This book contains the annotated diary of Adolf and Mary (Polly) Hartmann, missionaries of the Moravian Church who worked at the Ebenezer mission station on Wotjobaluk country, in the north-west of the Colony of Victoria, Australia. The diary begins in 1863, as the Hartmanns are preparing to travel from Europe to take up their post, and ends in 1873, by which time they are working in Canada as missionaries to the Lenni Lenape people. Recording the Hartmann's eight years at the Ebenezer mission, the diary presents richly detailed insights into the daily interactions between Aboriginal people and their colonisers. The inhabitants of the mission are overwhelmingly described in the diary as agents in their lives, moving in and out of the missionaries’ sphere of influence, yet restricted at times by the boundaries of the mission. The diary reveals moments of laughter, shared grief, community, advocacy and reciprocal learning, alongside the mundane everyday chores of mission life. Through the personal writings of a missionary couple, this diary brings to light the regular, routine and extraordinary events on a mission station in Australia in the third quarter of the nineteenth century—a period just prior to British high imperialism, and a period before increasingly restrictive legislation was enforced on Indigenous people in the Colony of Victoria.

    Description: Is preparing for war the best means of preserving peace? In Sisters in Peace, Kate Laing contends that this question has never been solely the concern of politicians and strategists. She maps successive generations of twentieth-century women who were eager to engage in political debate even though legislative and cultural barriers worked to exclude their voices. In 1915, during the First World War, the Women's International Congress at The Hague was convened after alarmed and bereaved women from both sides of the conflict insisted that their opinions on war and the pathway to peace be heard. From this gathering emerged the Women’s International League for Peace and Freedom (WILPF), which to this day campaigns against militarism and nuclear weapons. In Australia, the formation of a section of WILPF connected political women to a worldwide network that sustained their anti-war activism throughout the last century. In examining the rise of WILPF in Australia, Sisters in Peace provides a gendered history of this country’s engagement with the politics of internationalism. This is a history of WILPF women who committed to peace activism even as Australia’s national identity and military allegiances shifted over time—a history that has until now been an overlooked part of the Australian peace movement.

    Description: Every day, two or three women die because of pregnancy or childbirth. Nearly 80% of these deaths are preventable. These outcomes disproportionately impact racialized populations, including Black and Indigenous women, who are two to three times more likely to die. The Practical Playbook III: Working Together to Improve Maternal Health is a guide for maternal health stakeholders (like researchers, community activists, providers, and advocates) offering practical tools and strategies to address inequities in maternal health services and outcomes. With contributions from more than 150 authors, each chapter offers a different strategy that stakeholders can apply to improve maternal health in their community. The 50 chapters are divided into six main sections: Section I, Introduction; Section II, Collaborations; Section III, Equity; Section IV, Data; Section V, Innovations; and Section VI, Systems and Scalability. The chapters focus on ways to save mothers by centering equity, collaborating with people with lived experience, building better data systems, piloting and expanding innovations, and leveraging resources to scale and sustain what works. Throughout the book, readers encounter stories from women and birthing people that bring the problems and solutions into better focus. The editors are committed to continuing to share information about initiatives that are moving the needle through our online platforms.

    Description: The Road to Batemans Bay is the story of competing ventures to create 'the Great Southern Township' on the South Coast of New South Wales in the early 1840s. The idea of developing the furthest reaches of settlement was linked to the hopes of southern woolgrowers for a road from their properties to the coast, over the Great Dividing Range. The township proponents dreamed that having a quicker and cheaper connection to Sydney would allow them to open a port second only to Port Jackson. The scene begins with the proposed coastal township of St Vincent, in an age of optimism: settlement is expanding, exports are growing and land prices are soaring, generating Australia’s first land boom. Before long, however, the colony experiences a catastrophic economic depression whose ‘pestilential breath’ infects those with a stake in the coastal townships. Alastair Greig follows the fate of these individuals, while also speculating on the broader fate of South Coast development during the mid-nineteenth century. Greig gives a unique insight into many aspects of colonial life—including the worlds of Sydney’s merchants, auctioneers, land speculators, surveyors, map-makers and lawyers—as well as its maritime challenges. The Road to Batemans Bay is a chronicle of how Australia first developed its land-gambling habit and how land speculation led to the road to ruin.

    Description: Comparing the Worth of the While in Fiji and Finland presents comparative case studies of clock time from Fiji and Finland in order to ask what other values is time capable of expressing besides monetary worth – what “else” can time be besides money? Time is a highly particular vehicle for different considerations of what is good or important, but it is also one which is deployed at different settings with surprisingly little consideration for the specificity of this particular a value form. This book looks into the different ways in which time is deployed in value projects in Fiji and Finland, not just to point out the various possible ways of allocating value to time, but to show that European clock-time, just like its Oceanic counterparts, requires a great deal of conceptual work to make it serve as vehicle of valuation. The cases analysed in the book range from considerations of rank and conspicuous leisure in Fiji to Finnish timebanking, taxation, and university auditing.

    Description: Wally Johnson and Neville Threlfall re-examine the explosive volcanic eruptions that in 1937–43 killed more than 500 people in the Rabaul area of East New Britain, Papua New Guinea. They reassess this disaster in light of the prodigious amount of new scientific and disaster-management work that has been undertaken there since about 1971, when strong tectonic earthquakes shook the area. Comparisons are made in particular with volcanic eruptions in 1994–2014, when half of Rabaul town was destroyed and then abandoned. A striking feature of historical eruptive periods at Rabaul is the near‑simultaneous activity at Vulcan and Tavurvur volcanoes, on either side of Rabaul Harbour. Such rare 'twin' eruptions are interpreted to be the result of a common magma reservoir beneath the harbour. This interpretation has implications for ongoing hazard and risk assessments and for volcano monitoring in the area.

    Description: Computing systems are everywhere today. Even the brain is thought to be a sort of computing system. But what does it mean to say that a given organ or system computes? What is it about laptops, smartphones, and nervous systems that they are deemed to compute, and why does it seldom occur to us to describe stomachs, hurricanes, rocks, or chairs that way? The book provides an extended argument for the semantic view of computation, which states that semantic properties are involved in the nature of computing systems. Laptops, smartphones, and nervous systems compute because they are accompanied by representations. Stomachs, hurricanes, and rocks, for instance, which do not have semantic properties, do not compute. The first part of the book argues that the linkage between the mathematical theory of computability and the notion of physical computation is weak. Theoretical notions such as algorithms, effective procedure, program, and automaton play only a minor role in identifying physical computation. The second part of the book reviews three influential accounts of physical computation and argues that while none of these accounts is satisfactory, each of them highlights certain key features of physical computation. The final part of the book develops and argues for a semantic account of physical computation and offers a characterization of computational explanations.

Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book's contributors focus in detail on these four areas: intergovernmental relations, including the shifting balance between centralisation and decentralisation budgeting and financial management, including during and after the COVID-19 pandemic the civil service, its capability, and its relationship with government and the public service delivery, particularly in health and aged care. This book is aimed at a wide readership, not only at those within the jurisdictions it explores.     Description: Science, the growth of reliable knowledge, became a major triumph of the European Enlightenment in the seventeenth century, under the guise of 'natural philosophy': investigating what the earth and universe are made of and how things work. It took another century for the parallel subject ‘natural history’ to glimpse how the earth, its geography and its richly diverse life came to be. Later, geology and biology became intertwined as biogeohistory—an ever-changing environmental theatre hosting an ever-changing evolutionary play. This environmental theatre has shifted with the making and breaking of supercontinents, the birth and death of global oceans, and the rise and fall of global hothouses and ice ages. The evolutionary play begins with biostratigraphy, wherein fossils revealed deep time and ancient environments and built the first meaningful geological timescale, and ends with the still young science of palaeoceanography—central to which are microfossils, rich in information about the oceans and climates of the past. In Southern Limestones under Western Eyes, Brian McGowran recounts the history of biogeohistory itself: the ever-changing perceptions of rocks, fossils and landscapes, from the late 1600s to the present. McGowran’s focus is southern Australia, the north shore of the dying Australo-Antarctic Gulf, in an era bracketed by two catastrophes: the extinction of dinosaurs and the emergence of humans.

    Description: Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations—some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes. Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail. The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors—all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue. If there is difficulty in changing the capacity to govern, he proposes, policymakers should look to change the nature of what is to be governed.

    Description: Pakistan would desperately like to produce enough electricity, but it usually doesn’t. This is the rare issue on which government and private sector can unite, and it is the cause of suffering for rich and poor alike across the entirety of the country. Despite prioritization by successive governments, targeted reforms shaped by international development actors, and featuring prominently in Chinese Belt and Road Investments, the Pakistani power sector still stifles economic and social life across the country. This book explores state capacity in Pakistan by following the material infrastructure of electricity across the provinces and down into cities and homes. It argues that the national challenges of budgetary constraints and power shortages directly result from conscious strategic decisions that are integral to Pakistan’s infrastructural state. Electricity shortages are one of the many poor governance outcomes characteristic of low- and middle-income countries. Standard development thinking points to an absence of institutions in comparison with an idealized and distant other country, with governance reform programs formulated accordingly. However, an orientation toward what Pakistan is not takes us away from how it actually functions and to whose benefit. Electricity governance in Pakistan reinforces relations of power between provinces and the federal center, contributes to the marginalization of subordinate groups in the city, and orients citizens toward a patronage-based relationship with the state through encounters with street-level bureaucrats. Looking through the lens of the electrical power sector reveals how Pakistan works, and for whom.

    Description: The case for a modern democratic humane socialism typically has two parts. The first is that capitalism is bad, at or least not very good. In reaching this conclusion, most have either analyzed a theoretical ideal-type of capitalism or used a single country, often the United States, as a stand-in for capitalism. To fully and fairly assess democratic socialism’s desirability, we need to compare it to the best version of capitalism that humans have devised: social democratic capitalism, or what is often called the Nordic model. Each chapter in this book examines one of the things that we should want in a good society, that contemporary democratic socialists typically say they want, and that socialism might, conceivably, improve our ability to achieve: an end to poverty in rich countries, an end to poverty everywhere, more jobs, decent jobs, faster economic growth, inclusive growth, more public goods and services, affordable healthcare for all, helpful finance, truly democratic politics, economic democracy, less economic inequality, gender and racial equality, more community, and a livable planet. The book offers a close look at the evidence about how capitalist economies have performed on these outcomes, with particular attention to the performance of social democratic capitalism. The second part of the case for democratic socialism is the notion that it would be an improvement. For each of these outcomes, the book considers what, if anything, we can conclude about whether democratic socialism would do better than social democratic capitalism.

    Description: This book is about mental imagery and the important work it does in our mental life. It plays a crucial role in the vast majority of our perceptual episodes. It also helps us understand many of the most puzzling features of perception (like the way it is influenced in a top-down manner and the way different sense modalities interact). But mental imagery also plays a very important role in emotions, action execution, and even in our desires. In sum, there are very few mental phenomena that mental imagery doesn’t show up in—in some way or other. The hope is that if we understand what mental imagery is, how it works and how it is related to other mental phenomena, we can make real progress on a number of important questions about the mind. This book aims at an interdisciplinary audience. As it aims to combine philosophy, psychology, and neuroscience to understand mental imagery, I have not presupposed any prior knowledge in any of these disciplines. As a result, readers with no background in any of these disciplines can also follow the arguments.

    Description: This book identifies and explains the key analytical issues (state knowledge, causation, and reasonableness) that need to be considered in determining whether a State is responsible under the European Convention on Human Rights for omissions. In addition to this technical analytical question, the book also reflects upon what is at stake for the political community when the triggering, the content, and the scope of positive human rights obligations are determined. A central question is then how the search for a balance between intrusion and restraint by the State, between protection and freedom from invasion, defines this community and pulls the analysis of state responsibility for omissions in different directions. Designed to become the main reference source concerning ECHR positive obligations, this book makes four main contributions. First, it covers an important gap by isolating and studying the separate analytical elements (state knowledge, causation, and reasonableness) underlying state responsibility for failure to fulfil positive obligations.     Description: If we don’t know what the words “democracy” and “democratic” mean, then we don’t know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for abolitionism is simple: those terms are defective and we can easily do better, so let’s get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of “democracy” and “democratic”. The book shows that “democracy” and “democratic” are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than “democracy”. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms such as “democracy” and “democratic”.

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Description: On 24 May 1966, eight hundred men of the 5th Battalion, The Royal Australian Regiment, landed at Nui Dat, in Viet Cong territory. For the next 12 months they were faced with the task of restoring peace, civil law and regular commerce to the Vietnamese of Phuoc Tuy province. This book is a detailed record of those months in the monsoon jungles—of the problems that were faced and the solutions that were found. Captain O’Neill’s position as battalion intelligence officer enabled him to view the war from the standpoint of the battalion as a whole. However, he does not omit description of personal feelings—towards the Viet Cong, the jungle environment and the Vietnamese people, as well as the other Allied forces involved in the war. Most of the book was written on the spot in Vietnam. On operations or at Battalion Headquarters, Captain O’Neill jotted down details of the war against the Viet Cong, putting the events of each day in order, often in the small hours of the following morning. Thus not only is this a factual account of the 5th Battalion’s activities over the year; it is also a vivid and compelling picture of the war in Vietnam from the soldier’s point of view.

    Description: The Western and Central Pacific Ocean is home to the largest tuna fishery in the world - around half of the world's tuna supply - and is a vital economic resource for Pacific island countries. The potential of the Pacific tuna fishery to contribute to economic development in the Pacific island countries is enormous, but will require a cooperative regional strategy to maximise access fees from distant water fishing nations, as well as targeted domestic policy and legislation to encourage local fishing industries. Together with the importance of acting strategically with regard to such a variable resource, the lesson of fisheries management globally is that it is most effective when it takes into consideration social, cultural and political contexts. Based on an extensive study of six Pacific island states, Capturing Wealth from Tuna maps out the aspirations and limitations of six Pacific island countries and proposes strategies for capturing more wealth from this resource in a sustainable and socially equitable manner.

    Description: The Thai—Yunnan Project is proud to present this English-language version of Professor Yos Santasombat's fascinating ethnography of the Tai in Daikong, southwestern China. It represents a significant contribution to the ethnographic record of the Tai peoples. The village of Lak Chang is located close to the edge of the Tai world and is increasingly embraced by Chinese influence. Professor Yos skilfully weaves ethnographic and historical writing to chart the course of Lak Chang's incorporation into the modern Chinese state. This has been a painful history but what emerges in this account is a sense of Tai cultural identity that is vigorous and adaptive. “The Tai ethnic category is thus a complex and dynamic construct which takes place within the context of changing power relations and socio-economic conditions where the past is reconstructed to give meaning to the present and hope for the future.” In his account of the labours, rituals and beliefs of the Tai villagers of Daikong, Professor Yos brings contemporary ethnic identity to their life. Among the patchwork paddyfields and haphazard laneways of Lak Chang we come to a greater understanding of how global and regional processes of modernisation are managed and selectively incorporated by one local community.

    Chapter 8 Ethics of Selective Restriction of Liberty in a Pandemic (2023)

    Description: Liberty-restricting measures are basic measures in combatting any pandemic. But whose liberty should be restricted? One standard response in public health ethics is to appeal to the “least restrictive alternative” necessary to achieve a public health goal. The problem is that in practice, greater restriction of liberty can lead to greater control of the pandemic and save more lives, though with increasing burdens to others. Liberty restriction is thus a question of the distribution of benefitsbenefits benefits and burdens in a population, a question of distributive justice. In this chapter, I argue that in some pandemics, such as COVID-19, it may be a more proportionate restriction of liberty to restrict the liberty of certain groups, rather than the population as a whole. Two arguments were given in the COVID-19 pandemic for liberty restriction: (1) protection of the vulnerable; (2) protection of the health service. These These are, however, more fundamentally issues about distributive justice. I explore how several approaches to distributive justice can support the differential differential differentialdifferentialdifferential restriction of liberty. In addition, I argue that the commonly accepted justificationjustificationjustificationjustificationjustification justification justification justification for liberty restrictions (that liberty restrictions may be justifiedjustifiedjustifiedjustifiedjustified justified to prevent direct harm to others) - can be overly simplistic, as illustrated by the COVID-19 pandemic. I argue that where risk groups (such as the elderly in the COVID-19 pandemic) are more likely to utilise limited health resources, they pose an indirect threat to others during the pandemic that warrants coercion. I argue there should be a side-constraint on justice of non-maleficence.non-maleficence.non-maleficence. non-maleficence. non-maleficence. non-maleficence. This This requires that there is a limit to harm which can be imposed on individuals for others, best captured by a collective duty of easy rescue. For groups such as the young, vaccination or lockdown may not constitute an “easy rescue” of those at greatest risk. I address the issue of whether selective restriction of liberty constitutes unjust discrimination and I propose an algorithm for making decisions about selective restriction of liberty.

    Description: Composer, pianist, editor, writer, and pedagogue Mario Lavista (1943-2021) was a central figure of the cultural and artistic scene in Mexico and one of the leading Ibero-American composers of his generation. Lavista was a relational composer; he did not write music as a private enterprise but for and alongside people with whom he established close relations. Alonso-Minutti explores the intertextual connections between the multiple texts--musical or otherwise--that are present in Lavista's music. Alonso-Minutti argues that, through adopting an interdisciplinary and transhistorical approach to music composition, Lavista forged a cosmopolitan imaginary that challenged stereotypes of what Mexican music should sound like. This imaginary becomes a strategy of resistance against imperialist agendas placed upon postcolonial peripheries.     Description: The continued existence of the Russian defence and arms industry (OPK) was called into question following the disintegration of the Soviet Union in 1991. Industry experts cited the lack of a domestic market, endemic corruption, and excess capacity within the industry as factors underpinning its predicted demise. However, the industry's export customers in China, India and Iran during those early years became the OPK's saving grace. Their orders introduced hard currency back into the industry and went a long way to preventing the forecasted OPK collapse. Although pessimistic predictions continued to plague the OPK throughout the 1990s, the valuable export dollars provided the OPK the breathing space it needed to claw back its competitive advantage as an arms producer. That revival has been further underpinned by a new political commitment, various research and development initiatives, and the restoration of defence industry as a tool of Russian foreign policy.The short-term future of the Russian OPK looks promising. The rising domestic defence order is beginning to challenge the export market as the OPK's most important customer. Meanwhile, exports will be safeguarded by continued foreign demand for niche Russian defence products. Although the long-term future of the OPK is more difficult to predict, Russia's solid research and development foundation and successful international joint military ventures suggest that the current thriving trend in exports is likely to continue. Russia represents the next generation of affordable and rugged military equipment for the arsenals of the developing world. Coupled with Russia's growing ability to rearm itself through higher oil prices and a more streamlined defence industry, the future of the OPK looks bright.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Description: This book is a historical study of the Tajiks in Central Asia from the ancient times to the post-Soviet period. For millennia, these descendants of the original Aryan settlers were part of many different empires set up by Greek, Arab, Turkic and Russian invaders, as well as their own, most notably during the Middle Ages. The emergence of the modern state of Tajikistan began after 1917 under Soviet rule, and culminated in the promulgation of independence from the moribund USSR in 1991. In the subsequent civil war that raged between 1992 and 1997, Tajikistan came close to becoming a failed state. The legacy of that internal conflict remains critical to understanding politics in Tajikistan a generation later. Exploring the patterns of ethnic identity and the exigencies of state formation, the book argues that despite a strong sense of belonging underpinned by shared history, mythology and cultural traits, the Tajiks have not succeeded in forming a consolidated nation. The politics of the Russian colonial administration, the national-territorial delimitation under Stalin, and the Soviet strategy of socio-economic modernisation contributed to the preservation and reification of sub-ethnic cleavages and regional identities. The book demonstrates the impact of region-based elite clans on Tajikistan’s political trajectory in the twilight years of the Soviet era, and identifies objective and subjective factors that led to the civil war.     Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building 'core pillars' of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state's democratic foundations. At first RAMSI's statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

    Description: The aim of this chapter is to historically situate the case of mining in the Congo within its broader regional context. It is organized in three sections, each corresponding to a separate stage of the process that led to transnational mining corporations once again becoming the dominant force assuming ownership and management of industrial mining projects across the continent. The first stage involved a diagnosis of the economic challenges faced by African economies from the mid-1970s as due to misguided state intervention and government corruption. Based on this diagnosis, during the second stage, the IMF and the World Bank advocated for, financed, and in many instances directly oversaw the liberalization, privatization, and deregulation of mining sectors in low-income African economies. The third stage required criminalizing African miners involved in labour-intensive forms of production and, if required, forcibly displacing them to make way for the construction of capital-intensive, foreign corporate-owned mines.

    The Rise and Fall of the People's Parties (2023)

    Description: The decline of the centre-left and centre-right people’s parties is arguably the most poignant feature of the crisis of democracy in Western Europe today. To understand why, this book explores the striking parallels between the life of democracy and that of the people’s parties over the course of the past century. It offers a transnational window on the history of democracy since 1918 by weaving together three epochs which are often studied apart: democracy’s troubled history in the Interwar era; the trente glorieuses after the Second World War; and the period since the 1970s. The book shows that democracy was only stabilized and legitimized when people’s parties emerged that managed to balance between facilitating popular participation from below, bridging divisions between social groups, and practising the politics of compromise. Ideas for such parties existed already in the first decades of the twentieth century. Nonetheless, Socialist and Catholic mass parties failed to transform into people’s parties, which was essential for the crisis (and breakdown) of democracy in the Interwar era. This was a traumatic experience which contributed to the unexpected stabilization of democracy after 1945 as party leaders transformed their organizations into broad-based people’s parties that embraced compromise and responsibility. However, this stability did not last, and paradoxically their transformation also harboured the seeds of democracy’s more recent problems. Over the past decades, people’s parties have struggled to connect to an individualizing society while having become increasingly absorbed by their governing responsibilities.

    Description: Living Art: Indonesian Artists Engage Politics, Society and History is inspired by the conviction of so many of Indonesia's Independence-era artists that there is continuing interaction between art and everyday life. In the 1970s, Sanento Yuliman, Indonesia’s foremost art historian of the late twentieth century, further developed that concept, stating: 'New Indonesian Art cannot wholly be understood without locating it in the context of the larger framework of Indonesian society and culture’ and the ‘whole force of history’. The essays in this book accept Yuliman’s challenge to analyse the intellectual, sociopolitical and historical landscape that Indonesia’s artists inhabited from the 1930s into the first decades of the new millennium, including their responses to the COVID-19 pandemic. The inclusion of one of Yuliman’s most influential essays, translated into English for the first time, offers those outside Indonesia an insight into a formative period in the generation of new art knowledge in Indonesia. The volume also features essays by T. K. Sabapathy, Jim Supangkat, Alia Swastika, Wulan Dirgantoro and FX Harsono, as well as the three editors (Elly Kent, Virginia Hooker and Caroline Turner).     Description: This volume brings together an innovative set of readings of complex interactions between Australian Aboriginal people and colonisers. The underlying theme is that of 'transgression', and Michel Foucault's account of the necessary dynamic that exists between transgression and limit. We know what constitutes the limit, not by tracing or re-stating the boundaries, but by crossing over them. By exploring the mechanisms by which limits are set and maintained, unexamined cultural assumptions and dominant ideas are illuminated. We see the expectations and the structures that inform and support them revealed, often as they unravel.     Description: This book tells the story of the experts who sold the idea of Franco’s ‘social state’. Despite the repression, violence, and social hardship which characterized Spanish life in the 1940s and 1950s, the Franco regime sought to win popular support by promoting its apparent commitment to social justice. This book reveals the vital role which the idea of the social state also played in the regime’s ongoing search for international legitimacy. It shows how social experts, particularly those working in the fields of public health, medicine, and social insurance, were at the forefront of efforts to promote the regime to the outside world. By working with international organizations and transnational networks across Europe, Africa, and Latin America, they sought to sell the idea of Franco’s Spain as a respectable, modern, and socially just state. In doing so the book also seeks to disrupt our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. The case of Spain reveals the contested and heterogenous nature of mid-twentieth-century internationalism, characterized by the tumultuous interplay of overlapping global, regional, and imperial projects. It also brings into focus the overlooked continuities between international structures and projects before and after 1945.

    Australia’s Fertility Transition (2023)

    Description: In the late 19th and early 20th centuries, most countries in Europe and English-speaking countries outside Europe experienced a fertility transition, where fertility fell from high levels to relatively low levels. England and the other English-speaking countries experienced this from the 1870s, while fertility in Australia began to fall in the 1880s. This book investigates the fertility transition in Tasmania, the second settled colony of Australia, using both statistical evidence and historical sources. The book examines detailed evidence from the 1904 New South Wales Royal Commission into the Fall in the Birth Rate, which the Commissioners regarded as applying not only to NSW, but to every state in Australia. Many theories have been proposed as to why fertility declined at this time: theories of economic and social development; economic theories; diffusion theories; the spread of secularisation; increased availability of artificial methods of contraception; and changes in the rates of infant and child mortality. The role of women in the fertility transition has generally been ignored. The investigation concludes that fertility declined in Tasmania in the late 19th century in a period of remarkable social and economic transformation, with industrialisation, urbanisation, improvements in transport and communication, increasing levels of education and opportunities for social mobility. One of the major social changes was in the status and role of women, who became the driving force behind the fertility decline.

    Description: George Brown (1835-1917) was many things during his long life; leader in the Wesleyan Methodist Church in Australasia, explorer, linguist, political activist, apologist for the missionary enterprise, amateur anthropologist, writer, constant traveller, collector of artefacts, photographer and stirrer. He saw himself, at heart, as a missionary. The islands of the Pacific Ocean were the scene of his endeavours, with extended periods lived in Samoa and the New Britain region of today’s Papua New Guinea, followed by repeated visits to Tonga, Fiji, the Milne Bay region of Papua New Guinea and the Solomon Islands. It could be argued that while he was a missionary in the Pacific region he was not a pacific missionary. Brown gained unwanted notoriety for involvement in a violent confrontation at one point in his career, and live+Y3d through conflict in many contexts but he also frequently worked as a peace maker. Policies he helped shape on issues such as church union, indigenous leadership, representation by lay people and a wider role for women continue to influence Uniting Church in Australia and churches in the Pacific region. His name is still remembered with honour in several parts of the Pacific. Brown’s marriage to Sarah Lydia Wallis, daughter of pioneer missionaries to New Zealand, was long and rich. Each strengthened the other and they stand side by side in this account.

    Description: Between 1815 and 1870, when European industrialisation was in its infancy and Britain enjoyed a technological lead, thousands of British workers emigrated to the Continent. They played a key role in several sectors such as textiles, iron, mechanics, and the railways. These men and women thereby contributed significantly to the industrial take-off in continental Europe. This book examines the lives and trajectories of these workers, who emigrated from manufacturing centres in Britain to France, Belgium, Germany, and other countries. It is interested in their mobilities, their culture, their politics, and their relations with the local populations. It reminds us that the British economy was not just orientated towards the Empire and the United States, but also towards the Continent, long before the European Union and Brexit. It shows how critical the part played by migrant workers in the industrial revolution was. Artisans Abroad is the first social and cultural history of this forgotten migration.

    Description: This impressive collection celebrates the work of Peter Kershaw, a key figure in the field of Australian palaeoenvironmental reconstruction. Over almost half a century his research helped reconceptualize ecology in Australia, creating a detailed understanding of environmental change in the Late Pleistocene and Holocene. Within a biogeographic framework one of his exceptional contributions was to explore the ways that Aboriginal people may have modified the landscape through the effects of anthropogenic burning. These ideas have had significant impacts on thinking within the fields of geomorphology, biogeography, archaeology, anthropology and history. Papers presented here continue to explore the dynamism of landscape change in Australia and the contribution of humans to those transformations. The volume is structured in two sections. The first examines evidence for human engagement with landscape, focusing on Australia and Papua New Guinea but also dealing with the human/environmental histories of Europe and Asia. The second section contains papers that examine palaeoecology and present some of the latest research into environmental change in Australia and New Zealand. Individually these papers, written by many of Australia's prominent researchers in these fields, are significant contributions to our knowledge of Quaternary landscapes and human land use. This book addresses this key question around the theme of ‘polycentrism’: i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from a broad spectrum of academic disciplines and theoretical approaches. Readers thereby obtain a full coverage of exciting new thinking about how today’s world is (mis)ruled. The book distinguishes four paradigms of knowledge about polycentric governing—organizational, legal, relational, structural—and pursues conversations across the divides that normally keep these approaches in separate research communities.     Description: In recent decades, the term ‘mobility’ has emerged as a defining paradigm within the humanities. For scholars engaged in the multidisciplinary topics and perspectives now often embraced by the term Pacific Studies, it has been a much more longstanding and persistent concern. Even so, specific questions regarding ‘mobilities of return’—that is, the movement of people ‘back’ to places that are designated, however ambiguously or ambivalently, as ‘home’—have tended to take a back seat within more recent discussions of mobility, transnationalism and migration.     Description: Since the turn of the century, low-income African countries have undergone a process of mining industrialization led by transnational corporations. The process has been sustained by an African Mining Consensus uniting international financial institutions, African governments, development agencies, and various strands of the academic literature. The Consensus holds that transnational mining corporations are best placed to drive structurally transformative processes of mining-based development on the continent. State-owned enterprises and local forms of labour-intensive mining are deemed unsuitable. The former is characterized as corrupt and mismanaged, and the latter as an inefficient, subsistence activity with links to conflict financing. Through a detailed case study of gold mining in the Democratic Republic of the Congo, Disrupted Development in the Congo reveals the fragile foundations on which this consensus rests. The book documents how foreign mining corporations in the Congo have been prone to mismanagement, inefficiencies, and rent-seeking, and implicated in fuelling conflict and violence. In addition, the book details how structural impediments to the transformative effects of mining industrialization in low-income settings occur irrespective of ownership and management structures. In light of these constraints, and the levels of overseas surplus extraction and domestic marginalization associated with foreign-owned industrial mining, a shift to domestic-owned forms of mining-based development would better meet the needs of low-income African economies for rising productivity, labour absorption, and the domestic retention of the value generated by productive activity than the currently dominant but disarticulated and disruptive foreign corporate-led model.

    Description: For centuries, law was used to subordinate women and exclude them from the public sphere, so it cannot be expected to become a source of equality instantaneously or without resistance from benchmark men—that is, those who are white, heterosexual, able-bodied and middle class. Equality, furthermore, was attainable only in the public sphere, whereas the private sphere was marked as a site of inequality; a wife, children and servants could never be the equals of the master. Despite their ambivalence about the role of law and its contradictions, women and Others felt that they had no alternative but to look to it as a means of liberation. This skewed patriarchal heritage, the subtext of this collection of essays, has continued to impede the quest for equality by women and Others. It informs not only gender relations in the private sphere, as illustrated by domestic violence and sexual assault, but also the status of women in the public sphere. Despite the fact that women have entered the paid workforce—including the professions—in large numbers, they are still expected to assume responsibility for the preponderance of society's caring. The essays show how maternal and caring roles, which are still largely viewed as belonging to an unregulated private sphere, continue to be invoked to detract from the authority of the feminine in the public sphere. The promise of antidiscrimination legislation in overcoming the heritage of the past is also shown to be somewhat hollow.

    Description: For victims of persecution, attracting international awareness of their plight is often a matter of life and death. This book uncovers how in seventeenth-century Europe, persecuted minorities first learned how to use the press as a weapon to combat religious persecution. To mobilize foreign audiences, they faced an acute dilemma: how to make people care about distant suffering? This study argues that by answering this question, they laid the foundations of a humanitarian culture in Europe. The book reveals how, as consuming news became an everyday practice for many Europeans, the Dutch Republic emerged as an international hub of printed protest against religious violence. It traces how a diverse group of people, including Waldensian refugees, Huguenot ministers, Savoyard officeholders, and many others, all sought access to the Dutch printing presses to raise transnational solidarity for their cause. By examining their publicity strategies, this study deepens our understanding of how people tried to confront the specter of religious violence that had haunted them for generations.

    Description: East Timor's violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia's survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence.In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

    Description: This book explores the extent and causes of attrition and retention in university Language & Culture (L&C) programs through a detailed analysis of an institutional case study at The Australian National University (ANU). Using extensive data collected through student surveys, coupled with data mining of university-wide enrolment data, the authors explore the enrolment and progress of students in all ANU L&C programs. Through their detailed statistical analysis of attrition and retention outcomes, the authors reveal serious inadequacies in the traditional, and common, methodology for determining the extent of student attrition and retention in tertiary L&C programs. Readers are shown why a year-to-year comparison of students who continue or discontinue language studies using traditional statistical methodology cannot provide data that is sufficiently meaningful to allow for sound policy- and decision-making. The authors instead suggest a more valid, replicable methodology that provides a new approach potentially applicable to all disciplines and all student retention measures. The authors also demonstrate that the empirical data supports a new hypothesis for the reasons for attrition, based on students’ relative belief or doubt in their capacity to complete their studies successfully. By highlighting the importance of language capital as a factor in students’ concerns about their capacity for success, and hence in their decisions to stay in, or leave, a university language program, the authors show the importance of the ‘doubters’ dilemma’. By taking a rigorous approach to hypothesis building and testing around enrolment and attrition data, the authors provide valuable insights into attrition issues, and potential retention strategies, in L&C programs, which will be relevant to institutions, policy-makers and teaching academics.

    Description: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice.

    Description: The aim of this book is to characterize a notion of type which will cover both linguistic and non-linguistic action and to lay the foundations for a theory of action based on a theory of types called TTR (a Theory of Types with Records). The book argues that a theory of language based on action allows us to take a perspective on linguistic content which is centred on interaction in dialogue and that this is importantly different to the traditional view of natural languages as being essentially similar to formal languages such as logics developed by philosophers or mathematicians. At the same time it will argue that the tremendous technical advances made by the formal language view of semantics can be incorporated into the action-based view and that this can lead to important improvements both of intuitive understanding and empirical coverage. In this enterprise we use types rather than possible worlds as commonly employed in studies of the semantics of natural language. Types are more tractable than possible worlds and give us more hope of understanding the implementation of semantics both on machines and in biological brains.

It then moves on to document how, in establishing this Consensus position, proponents have tended to misrepresent or disregard some of the classic critiques mounted by a group of pioneering early development economists. These critiques focused on the specific challenges and constraints faced by income-poor peripheral countries seeking development through deeper integration with the global capitalist economy. Returning to these earlier critiques provides helpful lenses with which to explore, with some adaptation, several axes of tension within the ongoing process of foreign corporate-led mining industrialization in low-income African countries that are overlooked by the absent or simplistic representation of these critiques by Consensus proponents.

    Description: R. H. Mathews (1841-1918) was an Australian-born surveyor and self-taught anthropologist. From 1893 until his death in 1918, he made it his mission to record all 'new and interesting facts' about Aboriginal Australia. Despite falling foul with some of the most powerful figures in British and Australian anthropology, Mathews published some 2200 pages of anthropological reportage in English, French and German. His legacy is an outstanding record of Aboriginal culture in the Federation period. This first edited collection of Mathews' writings represents the many facets of his research, ranging from kinship study to documentation of myth. It include eleven articles translated from French or German that until now have been unavailable in English. Introduced and edited by Martin Thomas, who compellingly analyses the anthropologist, his milieu, and the intrigues that were so costly to his reputation, Culture in Translation is essential reading on the history of cross-cultural research. The translations from the French are by Mathilde de Hauteclocque and from the German by Christine Winter.
