    Description: From the mid-nineteenth-century Hui rebellions, which challenged centralised state control, to the early-twentieth-century revolutions, which led to Yunnan’s decades-long independence, local actors shaped the history of Yunnan through their extensive cross-border networks and contradictory roles in the attempted state consolidation of this contested area. Among the local elites, the state agents, both Han and non-Han, acted on the state's behalf in the borderlands’ affairs while seeking the balance between the interests of the state and their own communities. The state agents competed with each other while utilising and wresting with the state authorities. The dynamic relationship between the state and local actors created another contested facet of modern Yunnan’s transformation. Competing narratives emerged when local actors negotiated and reconstructed their status within the contemporary Chinese nation-state. Bandits became heroes; separatists became patriots; a vibrant regional center became an isolated, exotic, and marginal province of the People’s Republic of China.

    Description: Towards a Vigilant Society sheds light on the emergence of a new society of vigilance, in particular the actions of anti-migrant groups around Dover and Calais. Based on field research on both sides of the channel, it studies the dynamics of these groups – midway between a social movement and vigilantism – at these two key points in the international migration route between the European Union and the United Kingdom. In recent years, a series of anti-migrant groups have been mobilising on both sides of the Channel to counter migrations. Their actions range from demonstrations, to violence against migrants. And by staging their actions on social media, which is an extraordinary sounding board, these groups can build an online community and a mass audience, influencing public opinion and even the migration policies of states.

    Description: The fire brigade was the first to dispatch emergency teams to the disaster area and provide assistance day and night, thanks to its omnipresence and versatility. This meant that local, voluntary firefighters were probably among the first rescue workers to fall victim. This contribution thrusts the fire brigade as a rescue service during the flood into the spotlight. This shows both the initial and the subsequent assistance provided by local fire brigades and additional units from outside the disaster area. Research has shown that the role played by the Dutch fire service – not to mention the Italian fire brigade –was massive and hugely significant, especially considering they worked under very dire circumstances and with limited resources.

    Description: The introduction of village courts in Papua New Guinea in 1975 was an ambitious experiment in providing semi-formal legal access to the country's overwhelmingly rural population. Nearly 50 years later, the enthusiastic adoption of these courts has had a number of ramifications, some of them unanticipated. Arguably, the village courts have developed and are working exactly as they were supposed to do, adapted by local communities to modes and styles consistent with their own dispute management sensibilities. But with little in the way of state oversight or support, most village courts have become, of necessity, nearly autonomous. Village courts have also become the blueprint for other modes of dispute management. They overlap with other sources of authority, so the line between what does and does not constitute a 'court’ is now indistinct in many parts of the country. Rather than casting this issue as a problem for legal development, the contributors to Grassroots Law in Papua New Guineaask how, under conditions of state withdrawal, people seek to retain an understanding of law that holds out some promise of either keeping the attention of the state or reproducing the state’s authority.

The Compleat Busoni is the result of Sitsky's lifelong focus on the composer Ferruccio Busoni. Over three volumes, Sitsky surveys Busoni’s vast output, provides an ending to the unfinished opera Dr. Faust, and presents definitive realisations of the Fantasia Contrappuntistica in two-piano and orchestral versions. New insights into Busoni’s style and aesthetics are an integral aspect of this work.

    Description: Resisting Indonesia's Culture of Impunity examines the role of Indonesia’s first truth and reconciliation commission—the Aceh Truth and Reconciliation Commission, or KKR Aceh—in investigating and redressing the extensive human rights violations committed during three decades of brutal separatist conflict (1976–2005) in the province of Aceh. The KKR Aceh was founded in late 2016, as a product of the 2005 peace deal between the Indonesian government and the Free Aceh Movement (GAM). It has since faced many challenges—not least from Indonesia’s security forces and former GAM leaders, who have joined together in their determination to maintain impunity for their respective roles in the conflict. Indeed, the commission would not have been established without the tireless work of civil society actors, including non-government organisations and other humanitarian groups. In Resisting Indonesia’s Culture of Impunity, the editors set out to amplify the role of these civil society actors in the KKR Aceh and in transitional justice in Indonesia. Each chapter has been written by a team of authors, composed predominantly of commissioners and staff from the KKR Aceh itself, members of key civil society organisations, and academics. Further, the editors aim to scrutinise the KKR Aceh from the inside and analyse the establishment and operation of what is perhaps the only genuine state-sponsored attempt to implement transitional justice in Indonesia today.

    Description: In 1869, Dutch military doctor Cornelis de Mooy invented the litter, ‘raderbaar’, a stretcher on wheels. It was a major improvement in several ways compared with the old brancards. It was comfortable for patients and only one hospital soldier was needed to move the wounded. Starting with the Aceh Wars (1873-1910), it became a huge medical success in the military as well as the civilian world. It was gradually replaced around the 1920s. The litter – and some other inventions he made – hugely reduced the wounded soldiers’ suffering and because of this De Mooy was praised by many as a great humanitarian, but in fact it was military efficiency that drove him. A better, swifter and less strenuous way of transporting the wounded was a means of improving military capabilities.

    Description: This article contains the personal account of Sergeant Reinder van de Put of the national police force, based on his correspondence after he was sent to the area affected by the 1953 North Sea flood. It first focuses on the unique letters and photographs that Reinder sent home from where he was deployed in Nieuw-Helvoet. These documents provide an insight into the national police’s work there and his personal experiences. The article describes what the national police faced one month on from the disaster and also provides an insight into the impact of the disaster on Reinder and his colleagues in Doornspijk, who were very close with each other – not only in how they stood together in solidarity but also how they supported each other.

    Description: When we think about equality in the city, we are very likely to think first of the wide and growing divide between rich and poor, in material terms. Yet when we think more about a 'city of equals' it becomes apparent that how people feel treated by the city and those around them, and whether they can live according to their values, are much more central. Accordingly, combining their own reflections, a multi-disciplinary literature review, and, distinctively, more than 180 interviews in 10 cities in 6 countries, Wolff and de Shalit have derived an account of a city of equals based on the idea that it should give each of its city-zens a secure sense of place or belonging. Four underlying values structure this account. First, access to the goods and services of the city should not be based purely on the market. Second, each person should be able to live a life they find meaningful. Third, there should be diversity and wide social mixing. Fourth, there should be 'non-deferential inclusion': each person should be able to get access to what they are entitled to without being treated as less worthy than others. They should be able to enjoy their rights without bowing and scraping, waiting longer than others, or going through special bureaucratic hurdles. In sum, in a city of equals each person is proud of their city and has the (justified) feeling that their city is proud of (people like) them.

    Description: After the occupation by German troops in May 1940, the German authorities demanded the Dutch fire service be remodelled in line with their own example. In Germany, firefighting had been a police task since 1938. Fire service columns were formed to stop the spread of large-scale fires after air attacks. A great deal of organisation was needed to deploy the large number of pumps, men and large quantities of water. In the Netherlands two mobile columns were formed, which ultimately comprised about 1200 men in two large units, each consisting of four companies with a total of 223 vehicles. The firefighters were trained in the German way and became highly disciplined. The units were deployed after air raids on Rotterdam, Amsterdam and Haarlem in 1943, and Nijmegen and The Hague in 1944. From February 1944, however, the Dutch units were also sent to help in different German cities under attack. The Dutch fire service columns were stationed in eight depots in The Hague, Rotterdam, Baarn, Weesp, Deurne and Winterswijk. The last of the Dutch column was disbanded and sent to the German Fire Service School in Beeskow near Berlin in September 1944.

    Description: Subjects and Aliens confronts the problematic history of belonging in Australia and New Zealand. In both countries, race has often been more important than the law in determining who is considered 'one of us'. Each chapter in the collection highlights the lived experiences of people who negotiated laws and policies relating to nationality and citizenship rights in twentieth-century Australasia, including Chinese Australians enlisting during the First World War, Dalmatian gum-diggers turned farmers in New Zealand, Indians in 1920s Australia arguing for their citizenship rights, and Australian women who lost their nationality after marrying non-British subjects. The book also considers how the legal belonging—and accompanying rights and protections—of First Nations people has been denied, despite the High Court of Australia’s recent assertion (in the landmark Love & Thoms case of 2020) that Aboriginal people have never been considered ‘aliens’ or ‘foreigners’ since 1788. The experiences of world-famous artist Albert Namatjira, and of those made to apply for ‘certificates of citizenship’ under Western Australian law, suggest otherwise. Subjects and Aliens demonstrates how people who legally belonged were denied rights and protections as citizens through the actions of those who created, administered and interpreted the law across the twentieth century, and how the legal ramifications of those actions can still be felt today.

    Description: The Covid-19 pandemic is arguably the first international emergency of the twenty-first century. In order to respond to this emergency, countries and governments around the world were forced to engage in a range of actions and policies that would not otherwise have been permitted. Looking in particular at the use of surveillance technologies, this book examines the challenge of ethics in emergencies. What can states do to keep their populations safe, what can citizens expect of their governments, and when are those government actions unjustified? By looking at the use of surveillance in times of emergency, this book explores ethical, philosophical, political, and social concepts, challenges them, and offers a set of views on where those concepts may evolve into the future. As a global population, we will be faced with emergencies, and it is possible that these will also be global in their impact. The ethics of surveillance in times of emergency is both of its time, and ongoing; we must learn our lessons from the last emergency, to be prepared for the next ones.

    Description: Speaking to the Twentieth National Congress of the Communist Party of China, in October 2022, President Xi Jinping reiterated his commitment to the 'opening up' policy of his predecessors — a policy that has burnished the party’s political legitimacy among its citizens by enabling four decades of economic development. Yet, for all the talk of openness, 2022 was a year of both literal and symbolic locks and chains — including, of course, the long, coercive, and often brutally enforced lockdowns of neighbourhoods and cities across China, most prominently Shanghai. Then there was a vlogger’s accidental discovery of the ‘woman in chains’, sparking an anguished, nationwide conversation about human trafficking. That was part of a broader (if frequently censored) conversation about gendered violence and women’s rights, in a year when women’s representation at the highest levels of power, which was already minimal, decreased even further. There was trouble with supply chains and, with the Fourth Taiwan Strait Crisis, in August, island chains as well. Despite the tensions in the Asia-Pacific, the People’s Republic of China expanded its diplomatic initiatives among Pacific island nations and celebrated fifty years of diplomatic links with both Japan and Australia. As the year drew to a close, a tragic fire in a locked-down apartment building in Ürümqi triggered a series of popular protests that brought an end to three years of ‘zero COVID’.     Description: For a long time, Europe’s colonizing powers justified their urge for expansion with the conviction that they were ‘bringing civilization to territories where civilization was lacking.’ This doctrine of white superiority and indigenous inferiority was accompanied by a boundless exploitation of local labor. Under colonial rule, the ideology that later became known as neoliberalism was free to subject labor to a capitalism tainted by racialized policies. This political economy has now become dominant in the Western world, too, and has reversed the trend towards equality. In Colonialism, Capitalism and Racism, Jan Breman shows how racial favoritism is no longer contained to ‘faraway, indigenous peoples,’ but has become a source of polarization within Western societies as well.

It first focuses on the unique letters and photographs that Reinder sent home from where he was deployed in Nieuw-Helvoet. These documents provide an insight into the national police’s work there and his personal experiences. The article describes what the national police faced one month on from the disaster and also provides an insight into the impact of the disaster on Reinder and his colleagues in Doornspijk, who were very close with each other – not only in how they stood together in solidarity but also how they supported each other.

    Description: Between 1924 and 1979, 50 municipal police forces in the Netherlands were involved in transporting injured people by motor vehicle. As well as genuine ambulances, they also used auxiliary ambulances or multi-purpose vehicles, i.e. cars fitted with a stretcher. This task fell under their duty to maintain public order and deal with road accidents, which was entrusted to the police. During the German occupation of the Netherlands between May 1940 and May 1945, the police continued its task of transporting wounded people. After the Second World War, several police forces purchased multi-purpose vehicles, especially in smaller towns. Their busiest period came in the 1950s and 60s as a wave of traffic accidents swept across the Netherlands. In 1979, the role of the police in transporting wounded people came to an end because ambulance care had professionalized and the police wanted to focus on traditional tasks.

    Description: In August 1855, 16-year-old Chaloner Alabaster left England for Hong Kong, to take up a position as a student interpreter in the China Consular Service. He would stay for almost 40 years, climbing the rungs of the service and eventually becoming consul-general of Canton. When he retired he returned to England and received a knighthood. He died in 1898. Throughout his adult life, Alabaster kept diaries. In the first four volumes of these diaries, collected here by Benjamin Penny, the teenage Alabaster recorded his thoughts and observations, told himself anecdotes, and exploded in outbursts of anger and frustration. He was young and enthusiastic, and the everyday sights, sounds and smells of Hong Kong were novel to him. He describes how the Chinese people around him ironed clothes, dried flour and threshed rice; how they gambled, prepared their food and made bean curd; and what opera, new year festivities and the birthday of the Heavenly Empress were like. Like many a young Victorian, he was also a keen observer of natural history, fascinated by fireflies and ants, corals and sea slugs, and the volcanic origins of the landscape. Alabaster's diaries are a unique, vibrant and riveting record of life in the young British colony on the cusp of the Second Opium War. With A Young Englishman in Victorian Hong Kong, Penny sheds new light on the history of the region.

    Description: This book argues that Plato’s Republic must be understood as developing out of a 5th Century sophistic debate. In Part One the author presents a new analysis of the sophists and their extant texts addressing the important topics of justice and its value. This part shows that already in the 5th Century there was a robust debate about whether the just or unjust life was better for the self-interested individual, and that multiple sophistic authors made inventive and philosophically sophisticated arguments on both sides of this debate. The Moral Cynics argues that the intelligent individual was better off being unjust, whereas the Friends of Justice defended the idea that the just life was better for human beings. Part Two argues that Plato was very much aware of this debate and that in a number of dialogues—but most importantly in Republic—he engaged with this debate. The immoralist challenge that Glaucon and Adeimantus pose to Socrates early in Republic draws from the arguments of the 5th Century Moral Cynics and moreover identifies problems with the arguments of the 5th Century Friends of Justice. By having Socrates make an argument that overcomes the theoretical weaknesses of the earlier Friends of Justice, Plato is able to pose a new defence of justice that is more effective at responding to the Moral Cynics. The book’s analysis of Republic suggests new readings for certain important passages, such as the division of goods.

It brings this theorizing into dialogue with the rich culture of local storytelling and landscape-related traditional beliefs of the Strandir district of the Icelandic Westfjords. In this rural region, landscape-related traditions have been collected since the early nineteenth century and continue to be important to this day. Confronting this rich heritage with the insights of landscape theory both in and beyond the study of religions allows important new contributions to theorizing landscape and religion, especially when it comes to considering the perspectives on landscape held by rural populations rather than the urban upper classes that have stood in the focus of research to date.     Description: Nese is a dying Oceanic language spoken on the island of Malekula, in northern Vanuatu. This book, based on first-hand fieldwork data, and without adhering to any particular syntactic framework, presents a synchronic grammatical description of Nese's phonology and syntax. Despite being on the verge of extinction, with fewer than 20 living speakers, the language displays intriguing properties—including but not exclusive to the cross-linguistically rare apicolabial phonemes, interesting vowel-raising patterns in some word classes, and a discontinuous negation relationship that is obligatorily expressed with the irrealis mood marker. This book will probably be the last work published on Nese.

    Description: On 13 March 1908, the National Bureau for the Collection of Data on the Trade in Women and Girls was founded. The 47-year-old H.J.A. Simons de Ruyter was appointed National Police Commissioner. He proved to be the best person for the job owing to his passion for gathering and recording vital data, his knowledge of languages and his dedicated, helpful and generous personality. The Bureau and the police worked with women’s organisations to monitor activities and carry out checks at stations and ports where women and girls who could be exposed to a lewd lifestyle might be travelling. After legislation on morality was passed in 1911, the Bureau was given an additional task in 1914 to tackle trade in lewd publications. After the First World War erupted that year, there was not much more to do at the Bureau, which led Simons de Ruyter to support the immigration authorities in Amsterdam at his own request. This consisted mainly of finding accommodation, providing healthcare, food, clothing and financial assistance and helping to repatriate Belgian refugees.

    Description: Despite the rise of global technocratic ideals of city-making, cities around the world are not merging into indistinguishable duplicates of one another. In fact, as the world urbanizes, urban formations remain diverse in their socio-economic and spatial characteristics, with varying potential to foster economic development and social justice. This book argues that these differences are primarily rooted in politics, and if we continue to view cities as economic and technological projects to be managed rather than terrains of political bargaining and contestation, the quest for better urban futures is doomed to fail. Dominant critical approaches to urban development tend to explain difference with reference to the variegated impacts of neoliberal regulatory institutions. This, however, neglects the multiple ways in which the wider politics of capital accumulation and distribution drive divergent forms of transformation in different urban places. In order to unpack the politics that shapes differential urban development, this book focuses on East Africa as the global urban frontier: the least urbanized but fastest urbanizing region in the world. Drawing on a decade of research spanning three case-study countries (Ethiopia, Rwanda, and Uganda), Politics and the Urban Frontier provides the first sustained, book-length comparative analysis of urban development trajectories in Eastern Africa and the political dynamics underpinning them.     Description: What configuration of institutions and policies is most conducive to human flourishing? The historical and comparative evidence suggests that the answer is social democratic capitalism — a democratic political system, a capitalist economy, good elementary and secondary schooling, a big welfare state, pro-employment public services, and moderate regulation of product and labor markets. Lane Kenworthy shows that this system improves living standards for the least well-off, enhances economic security, and boosts equality of opportunity. And it does so without sacrificing other things we want in a good society, from liberty to economic growth to health and happiness. Its chief practitioners have been the Nordic nations. The Nordics have gone farther than other rich democratic countries in coupling a big welfare state with public services that promote high employment and modest product- and labor-market regulations. Many believe this system isn’t transferable beyond Scandinavia, but Kenworthy shows that social democratic capitalism and its successes can be replicated in other affluent nations, including the United States. Today, the U.S. lags behind other countries in economic security, opportunity, and shared prosperity. If the U.S. expanded existing social programs and added some additional ones, many Americans would have better lives. Kenworthy argues that, despite formidable political obstacles, the U.S. is likely to move toward social democratic capitalism in coming decades. As a country gets richer, he explains, it becomes more willing to spend more in order to safeguard against risk and enhance fairness. He lays out a detailed policy agenda that could alleviate many of America’s problems.

    Description: The Cold War was a tense time. The Netherlands took precautions to protect its people from potential disasters, in particular nuclear threats. One crucial aspect of this was the establishment of the Civil Defence Corps. The organisation played a key role in setting up command stations and training centres, such as the one in Overvoorde, Rijswijk, near The Hague, which ran exercises and training to prepare people for possible disasters. From large practice ruins to advanced alarm systems, the complex was fully equipped to deal with a broad range of threats. Although the threat of a nuclear attack subsided and the Civil Defence was officially disbanded in 1985, these command stations retained their importance. Many of them have since been repurposed, from storage sites to museums. The bunkers in Overvoorde now serve as an educational centre under the management of Korpora, the Public Safety Heritage Centre. By preserving these sites, we can ensure that future generations can learn from the past and the sacrifices that were made for their safety.

    Description: Languages are central to the creation and expression of identities and cultures, as well as to life itself, yet the linguistic variegation of the later-Roman and post-imperial period in the Roman West is remarkably understudied. A deeper understanding of this important issue is crucial to any reconstruction of the broader story of linguistic continuity and change in Europe and the Mediterranean, as well as to the history of the communities who wrote, read, and spoke Latin and other languages. In spite of intensive study of culture and ethnic identity in late antiquity, language has often been neglected, a neglect encouraged by the disciplinary boundaries between linguists and historians, Romanists, and medievalists. There is no single volume that sets out the main developments, key features, and debates of the later-Roman and post-imperial linguistic environment. The linguistic landscapes of the late-Roman and post-imperial West are difficult to uncover and describe, while attempts to speak across disciplinary divides are challenging. The contributors have tackled this subject by offering detailed coverage of the Iberian Peninsula, North Africa, Gaul, the Germanies, Britain, and Ireland. This volume, the third in the LatinNow series, helps readers to understand better the embeddedness, or not, of Latin, at different social levels and across provinces, to consider (socio)linguistic variegation, bilingualism and multilingualism, and attitudes towards languages, and to confront the complex role of language in the communities, identities, and cultures of the later and post-imperial Roman West.

    Description: The legal domain distinguishes between different types of data and attaches a different level of protection to each of them. Thus, non-personal data are left largely unregulated, while privacy and data protection rules apply to personal data or personal information. There are stricter rules for processing sensitive personal data than for ‘ordinary’ personal data, and metadata or communications data are regulated differently than content communications data. Technological developments challenge these legal categorisations on at least three fronts: First, the lines between the categories are becoming harder to draw and more fluid. Second, working with various categories of data works well when the category a datum or dataset falls into is relatively stable. However, this is less and less so. Third, scholars increasingly question the rationale behind the various legal categorisations. This book assesses to what extent either of these strategies is feasible and to what extent alternative approaches could be developed by combining insights from three fields: technology, practice and law.

Cheng explores the gripping history of peace talks and international negotiations from 1945 to 1947 that helped determine the shape of the Chinese Civil War. The book focuses on the efforts of the two belligerent parties—​the Chinese Nationalists, or Guomindang, and the Communists—to achieve an enduring peace. It presents previously unexplored major elements of the peace talks: ambiguous treaties, package deals and short-term solutions. It identifies the burning challenges that confronted attempts at peacemaking, including the two warring parties' high-risk decision-making styles and the temptation to veto agreements and resume fighting. Cheng argues against popular notions that differences between the two belligerents in the Chinese Civil War were irreconcilable, that the failure of the peace talks was predetermined and that the US government mediators needed to remain neutral. Because the actions around the negotiating table occurred in a developing theatre of war, Cheng also explores the military decision-making of the opposing sides as well as the conflicts that ultimately plunged China into the world’s largest military engagement of the seven-plus decades since World War II. China between Peace and War highlights the contradictory role of political leaders who micromanaged the military, including their struggle to connect political objectives and military power, their rhetorical use of the 'decisive war’ concept, and their pursuit of radical military-political goals at the expense of a negotiated peace.

    Description: This book examines the politics of revenue bargaining in Africa in a time when attention to domestic revenue mobilisation has expanded immensely. Measures to increase taxes and other revenues can -but do not always- lead to a process of bargaining, where revenue providers negotiate for some kind of a return. This book offers in-depth analyses of micro-instances of revenue bargaining across five African countries: Mozambique, Senegal, Tanzania, Togo, and Uganda. All case studies draw on a common theoretical framework combining the fiscal contract theory with the political settlement approach, which enables a systematic exploration into what triggers revenue bargaining; how these processes unfold; and finally, if and when they reach an agreement (whether a fiscal contract or not). From the empirically rich case narratives emerges a story of how power and initial bargaining position influence not only whether bargaining emerges in the first place, but also the processes and their outcomes. Less resourceful taxpayers are in a more difficult position to raise their voice, but in some cases even these groups manage to ally with other civil society groups to protest against tax reforms they perceive as unfair. Indirect taxes such as VAT often trigger protests, and so do sudden changes in tax practices. Revenue providers rarely call for improved services in return for paying tax, which would be expected to nurture the foundation for a fiscal social contract. Instead, revenue providers are more likely to negotiate for tax reductions, implying that governments’ effort to increase revenue is impeded. We do find many instances of state-society reciprocity when ruling elites try to be responsive to revenue providers’ demands. Hence, this book gives insight into the nature and dynamics not only of revenue bargaining but of policy-making in general as well as the implications hereof for state-society reciprocity in Africa.

    Description: This book contains the annotated diary of Adolf and Mary (Polly) Hartmann, missionaries of the Moravian Church who worked at the Ebenezer mission station on Wotjobaluk country, in the north-west of the Colony of Victoria, Australia. The diary begins in 1863, as the Hartmanns are preparing to travel from Europe to take up their post, and ends in 1873, by which time they are working in Canada as missionaries to the Lenni Lenape people. Recording the Hartmann's eight years at the Ebenezer mission, the diary presents richly detailed insights into the daily interactions between Aboriginal people and their colonisers. The inhabitants of the mission are overwhelmingly described in the diary as agents in their lives, moving in and out of the missionaries’ sphere of influence, yet restricted at times by the boundaries of the mission. The diary reveals moments of laughter, shared grief, community, advocacy and reciprocal learning, alongside the mundane everyday chores of mission life. Through the personal writings of a missionary couple, this diary brings to light the regular, routine and extraordinary events on a mission station in Australia in the third quarter of the nineteenth century—a period just prior to British high imperialism, and a period before increasingly restrictive legislation was enforced on Indigenous people in the Colony of Victoria.

    Description: Is preparing for war the best means of preserving peace? In Sisters in Peace, Kate Laing contends that this question has never been solely the concern of politicians and strategists. She maps successive generations of twentieth-century women who were eager to engage in political debate even though legislative and cultural barriers worked to exclude their voices. In 1915, during the First World War, the Women's International Congress at The Hague was convened after alarmed and bereaved women from both sides of the conflict insisted that their opinions on war and the pathway to peace be heard. From this gathering emerged the Women’s International League for Peace and Freedom (WILPF), which to this day campaigns against militarism and nuclear weapons. In Australia, the formation of a section of WILPF connected political women to a worldwide network that sustained their anti-war activism throughout the last century. In examining the rise of WILPF in Australia, Sisters in Peace provides a gendered history of this country’s engagement with the politics of internationalism. This is a history of WILPF women who committed to peace activism even as Australia’s national identity and military allegiances shifted over time—a history that has until now been an overlooked part of the Australian peace movement.

The man who bought it was a Sephardi Jew in the service of Cardinal Richelieu of France. The first known buyer of an etching plate by Rembrandt, depicting Abraham Dismissing Hagar and Ishmael, was a Sephardi Jew of Amsterdam. Seen through their eyes, Rembrandt was the creator of images with a special meaning to Jews. They have been followed through the centuries by Jewish collectors, Jewish art historians, Jewish artists who saw their own deepest concerns modelled in his art and life, and even prominent rabbis, one of whom said that Rembrandt was a Tzadik, a holy man blessed by God.     Description: Memory in Place brings together Indigenous and non-Indigenous scholars and practitioners grappling with the continued potency of memories and experiences of colonialism. While many of these conversations have taken place on a national stage, this collection returns to the rich intimacy of the local. From Queensland's sweeping Gulf Country, along the shelly beaches of south Sydney, Melbourne’s city gardens and the rugged hills of South Australia, through Central Australia’s dusty heart and up to the majestic Kimberley, the collection charts how interactions between Indigenous people, settlers and their descendants are both remembered and forgotten in social, political, and cultural spaces. It offers uniquely diverse perspectives from a range of disciplines including history, anthropology, memory studies, archaeology, and linguistics from both established and emerging scholars; from Indigenous and non-Indigenous contributors; and from academics as well as museum and cultural heritage practitioners. The collection locates some of the nation’s most pressing political issues with attention to the local, and the ethics of commemoration and relationships needed at this scale.     Description: Mandates and Missteps is the first comprehensive history of Australian government scholarships to the Pacific, from the first scheme in 1948 to the Australia Awards of 2018. The study of scholarships provides a window into foreign and education policy making, across decades, and the impact such policies have had on individuals and communities. This work demonstrates the broad role these scholarships have played in bilateral relationships between Australia and Pacific Island territories and countries. The famed Colombo Plan is here put in its proper context within international aid and international education history. Australian scholarship programs, it is argued, ultimately reflect Australia, and its perception of itself as a nation in the Pacific, more than the needs of Pacific Island nations. Mandates and Missteps traces Australia's role as both a coloniser in the Territory of Papua and New Guinea and a participant in the process of decolonisation across the Pacific. The Practical Playbook III: Working Together to Improve Maternal Health is a guide for maternal health stakeholders (like researchers, community activists, providers, and advocates) offering practical tools and strategies to address inequities in maternal health services and outcomes. With contributions from more than 150 authors, each chapter offers a different strategy that stakeholders can apply to improve maternal health in their community. The 50 chapters are divided into six main sections: Section I, Introduction; Section II, Collaborations; Section III, Equity; Section IV, Data; Section V, Innovations; and Section VI, Systems and Scalability.     Description: On 13 March 1908, the National Bureau for the Collection of Data on the Trade in Women and Girls was founded. The 47-year-old H.J.A. Simons de Ruyter was appointed National Police Commissioner. He proved to be the best person for the job owing to his passion for gathering and recording vital data, his knowledge of languages and his dedicated, helpful and generous personality. The Bureau and the police worked with women’s organisations to monitor activities and carry out checks at stations and ports where women and girls who could be exposed to a lewd lifestyle might be travelling. After legislation on morality was passed in 1911, the Bureau was given an additional task in 1914 to tackle trade in lewd publications. After the First World War erupted that year, there was not much more to do at the Bureau, which led Simons de Ruyter to support the immigration authorities in Amsterdam at his own request. This consisted mainly of finding accommodation, providing healthcare, food, clothing and financial assistance and helping to repatriate Belgian refugees.

    Description: The Road to Batemans Bay is the story of competing ventures to create 'the Great Southern Township' on the South Coast of New South Wales in the early 1840s. The idea of developing the furthest reaches of settlement was linked to the hopes of southern woolgrowers for a road from their properties to the coast, over the Great Dividing Range. The township proponents dreamed that having a quicker and cheaper connection to Sydney would allow them to open a port second only to Port Jackson. The scene begins with the proposed coastal township of St Vincent, in an age of optimism: settlement is expanding, exports are growing and land prices are soaring, generating Australia’s first land boom. Before long, however, the colony experiences a catastrophic economic depression whose ‘pestilential breath’ infects those with a stake in the coastal townships. Alastair Greig follows the fate of these individuals, while also speculating on the broader fate of South Coast development during the mid-nineteenth century. Greig gives a unique insight into many aspects of colonial life—including the worlds of Sydney’s merchants, auctioneers, land speculators, surveyors, map-makers and lawyers—as well as its maritime challenges. The Road to Batemans Bay is a chronicle of how Australia first developed its land-gambling habit and how land speculation led to the road to ruin.

    Description: This book is an ethnographic account of education and migration from the perspective of three groups of South Koreans in contemporary China: migrant parents, children/students, and educational agents. The book reveals how these temporary migrants make choices, plan their trajectories and engage with the authorities, both in China and South Korea. Migrant subjectivities among these groups are driven by and respond to the education-migration regimes of both the sending and receiving countries. As ‘people in between’, they occupy flexible and multiple positionalities that are transnationally distributed. However, paradoxically, they experience a juxtaposition of privilege, integration and separation, which is indicative of the Chinese style of internationalisation. The book adds weight to the argument that China is a temporary destination for foreigners and not one for long-term settlement.

    Description: In 2022, Korpora, the Public Safety Heritage Centre opened – tasked with acquiring, managing and exhibiting physical and digital collections on public safety in the Netherlands. Today, Korpora includes the national collections of the Dutch police and the fire service, the Dutch Red Cross and the former Civil Defence service. Korpora’s roots go back to the early 20th century, when firefighting and police enthusiasts began collecting heritage items from these organisations and putting them on display. Despite setbacks due to a lack of funding and a suitable home for the objects, as well as a lack of historical awareness within those organisations, a great deal of heritage items still managed to be preserved. Thanks to the dozen or so foundations – some already in existence, some set up later – the heritage has been preserved, expanded and ultimately culminated in Korpora’s rich and astounding subcollections.

    Description: Comparing the Worth of the While in Fiji and Finland presents comparative case studies of clock time from Fiji and Finland in order to ask what other values is time capable of expressing besides monetary worth – what “else” can time be besides money? Time is a highly particular vehicle for different considerations of what is good or important, but it is also one which is deployed at different settings with surprisingly little consideration for the specificity of this particular a value form. This book looks into the different ways in which time is deployed in value projects in Fiji and Finland, not just to point out the various possible ways of allocating value to time, but to show that European clock-time, just like its Oceanic counterparts, requires a great deal of conceptual work to make it serve as vehicle of valuation. The cases analysed in the book range from considerations of rank and conspicuous leisure in Fiji to Finnish timebanking, taxation, and university auditing.

    Description: Wally Johnson and Neville Threlfall re-examine the explosive volcanic eruptions that in 1937–43 killed more than 500 people in the Rabaul area of East New Britain, Papua New Guinea. They reassess this disaster in light of the prodigious amount of new scientific and disaster-management work that has been undertaken there since about 1971, when strong tectonic earthquakes shook the area. Comparisons are made in particular with volcanic eruptions in 1994–2014, when half of Rabaul town was destroyed and then abandoned. A striking feature of historical eruptive periods at Rabaul is the near‑simultaneous activity at Vulcan and Tavurvur volcanoes, on either side of Rabaul Harbour. Such rare 'twin' eruptions are interpreted to be the result of a common magma reservoir beneath the harbour. This interpretation has implications for ongoing hazard and risk assessments and for volcano monitoring in the area.

    Description: Since poison gas was used during World War I, long-range bombers had been introduced and tensions were rising in Europe, the Air Raid Precautions Act was passed in the Netherlands in 1936. The legislation emphasised individual responsibility for self-protection. This meant that citizens had to buy a gas mask themselves. The Gas Mask Decree (1937) required all gas mask models for Civil Defence units and civilians to be approved by the Dutch State Arsenal. Facepieces and filter canisters had to be marked with the State Acceptance Number and year(s) of approval and production. This paper identifies and describes the gas masks used by police, fire brigades, Civil Defence units and individual citizens, 1931-1940. Three models are heavy, regular Army box respirators, whose filter containers are worn in a haversack on the chest. All the other models are lighter civilian gas masks, with an easily replaceable screw-on filter canister attached to the facepiece. The gas masks were carried in a basic satchel or cylindrical metal case. Two Dutch-made gas masks have a peculiar design: the Veritex gas mask’s facepiece has a swimcap type hood; the Hevea-Electro Model 128 gas mask’s facepiece has no outlet valve. Air is inhaled and exhaled through the filter canister.

    Description: Computing systems are everywhere today. Even the brain is thought to be a sort of computing system. But what does it mean to say that a given organ or system computes? What is it about laptops, smartphones, and nervous systems that they are deemed to compute, and why does it seldom occur to us to describe stomachs, hurricanes, rocks, or chairs that way? The book provides an extended argument for the semantic view of computation, which states that semantic properties are involved in the nature of computing systems. Laptops, smartphones, and nervous systems compute because they are accompanied by representations. Stomachs, hurricanes, and rocks, for instance, which do not have semantic properties, do not compute. The first part of the book argues that the linkage between the mathematical theory of computability and the notion of physical computation is weak. Theoretical notions such as algorithms, effective procedure, program, and automaton play only a minor role in identifying physical computation. The second part of the book reviews three influential accounts of physical computation and argues that while none of these accounts is satisfactory, each of them highlights certain key features of physical computation. The final part of the book develops and argues for a semantic account of physical computation and offers a characterization of computational explanations.

    Description: This book draws on more than a decade of workshops organised by the Greater China Australia Dialogue on Public Administration, involving scholars and practitioners from Mainland China, Hong Kong, Taiwan and Australia. Although these workshops recognised the major differences in the institutional frameworks of these jurisdictions, until recently they focused largely on the shared challenges and the diffusion of ideas and approaches. As rising international tensions inevitably draw attention to areas where interests and philosophies diverge, it is the differences that must now be highlighted. Yet, despite the tensions, this book reveals that these jurisdictions continue to address shared challenges in public administration. The book's contributors focus in detail on these four areas: intergovernmental relations, including the shifting balance between centralisation and decentralisation budgeting and financial management, including during and after the COVID-19 pandemic the civil service, its capability, and its relationship with government and the public service delivery, particularly in health and aged care.     Description: During the Second World War, crime rates skyrocketed in the occupied Netherlands, particularly concerning theft and other offences against property. These crimes were committed by both those who had been convicted in the prewar period and previously ‘well-behaved’ citizens. Some of them felt forced to steal by the circumstances, others took advantage of the situation for their own benefit. How did suspects justify their acts? Did they consider theft during the occupation to be a crime, or not? And how did Dutch judges pass judgement concerning property crimes? Did they have compassion for stealing compatriots, or did they consider theft in times of scarcity and increasing poverty to be a great danger, which should be severely punished? In this book, historian Jan Julia Zurné uses case files and verdicts by Dutch courts to provide insight into the lives, experiences and motivations of wartime thieves.

    Description: Algorithms have risen to become one, if not the central technology for producing, circulating, and evaluating knowledge in multiple societal arenas. The country has since descended into civil war, the people have been plunged back into conflict and poverty, and the state is again characterised by fragility and human insecurity. As the Myanmar people oppose the regime and fight for their rights, the international community must find ways to act in solidarity. There is an urgent need for new policy settings and for practical engagement with local partners and recipient groups.     Description: The Cold War was a tense time. The Netherlands took precautions to protect its people from potential disasters, in particular nuclear threats. One crucial aspect of this was the establishment of the Civil Defence Corps. The organisation played a key role in setting up command stations and training centres, such as the one in Overvoorde, Rijswijk, near The Hague, which ran exercises and training to prepare people for possible disasters. From large practice ruins to advanced alarm systems, the complex was fully equipped to deal with a broad range of threats. Although the threat of a nuclear attack subsided and the Civil Defence was officially disbanded in 1985, these command stations retained their importance. Many of them have since been repurposed, from storage sites to museums. The bunkers in Overvoorde now serve as an educational centre under the management of Korpora, the Public Safety Heritage Centre. By preserving these sites, we can ensure that future generations can learn from the past and the sacrifices that were made for their safety.

Historians have noted it has been ‘taken for granted’ and viewed as an unremarkable by-product of ‘Romanization’, despite its central importance for understanding the Roman provincial world, its life and languages. This volume aims to fill the gap in our scholarship, along with its sister volumes, Latinization, Local Languages and Literacies in the Roman West and Languages and Communities in the Late-Roman and Post-Imperial Western Provinces, all outputs of the European Research Council-funded LatinNow project.     Description: Science, the growth of reliable knowledge, became a major triumph of the European Enlightenment in the seventeenth century, under the guise of 'natural philosophy': investigating what the earth and universe are made of and how things work. It took another century for the parallel subject ‘natural history’ to glimpse how the earth, its geography and its richly diverse life came to be. Later, geology and biology became intertwined as biogeohistory—an ever-changing environmental theatre hosting an ever-changing evolutionary play. This environmental theatre has shifted with the making and breaking of supercontinents, the birth and death of global oceans, and the rise and fall of global hothouses and ice ages. The evolutionary play begins with biostratigraphy, wherein fossils revealed deep time and ancient environments and built the first meaningful geological timescale, and ends with the still young science of palaeoceanography—central to which are microfossils, rich in information about the oceans and climates of the past. In Southern Limestones under Western Eyes, Brian McGowran recounts the history of biogeohistory itself: the ever-changing perceptions of rocks, fossils and landscapes, from the late 1600s to the present. McGowran’s focus is southern Australia, the north shore of the dying Australo-Antarctic Gulf, in an era bracketed by two catastrophes: the extinction of dinosaurs and the emergence of humans.

    Description: Questions of responsibility arise at all levels of health care. Most prominent has been the issue of patient responsibility. Some health conditions that risk death or serious harm are partly the result of lifestyle behaviours such as smoking, lack of exercise, or extreme sports. Are patients with such conditions responsible for them? If so, might healthcare providers, be they state-run systems or private entities, be justified in treating such patients differently? And if they are, which forms of differential treatment are justified? Responsibility isn’t just relevant for patients. Even when individuals affect their health through voluntary behaviour, other influences are also at work before, during, and after the patient’s interaction with the health care system. What are the responsibilities of individual clinicians and other medical professionals, when thinking about individual and public health?     Description: Despite much learning and research over many decades, large ICT software projects have continued to experience poor outcomes or fallen short of original expectations—some spectacularly so. This is the case in the Australian and New Zealand public sectors, even though these projects operate within historically developed institutional frameworks that provide the rules, guidelines and controls, and aim to consistently improve outcomes. Something is amiss. In Adapting for Inertia, Grant Douglas questions the effectiveness of these institutional frameworks in governing large ICT software projects in the Australian and New Zealand public sectors. He also gauges the perspectives of a large number of actors in projects in both sectors and examines two case studies in detail. The main narrative to emerge is that the institutional frameworks are in a state of inertia: they are failing to adapt, owing to various institutional factors—all of which have public policy implications. Sadly, Douglas finds, this inertia is likely to continue. If there is difficulty in changing the capacity to govern, he proposes, policymakers should look to change the nature of what is to be governed.

    Description: Grand, extravagant, magnificent, scandalous, corrupt, political, personal, fractious; these are terms often associated with the medieval and early modern courts. Moreover, the court constituted a forceful nexus in the social world, which was central to the legitimacy and authority of rulership. As such, courts shaped European politics and culture: architecture, art, fashion, patronage, and cultural exchanges were integral to the spectacle of European courts. Researchers have convincingly emphasised the public nature of courtly events, procedures, and ceremonies. Nevertheless, court life also involved pockets of privacy, which have yet to be systematically addressed. This edited collection addresses this lacuna and offers interpretations that urge us to reassesses the public nature of European courts. Thus, the proposed publication will fertilise the grounds for a discussion of the past and future of court studies. Indeed, the contributions make us reconsider present-day understandings of privacy as a stable and uncontestable notion.

    Description: Pakistan would desperately like to produce enough electricity, but it usually doesn’t. This is the rare issue on which government and private sector can unite, and it is the cause of suffering for rich and poor alike across the entirety of the country. Despite prioritization by successive governments, targeted reforms shaped by international development actors, and featuring prominently in Chinese Belt and Road Investments, the Pakistani power sector still stifles economic and social life across the country. This book explores state capacity in Pakistan by following the material infrastructure of electricity across the provinces and down into cities and homes. It argues that the national challenges of budgetary constraints and power shortages directly result from conscious strategic decisions that are integral to Pakistan’s infrastructural state. Electricity shortages are one of the many poor governance outcomes characteristic of low- and middle-income countries. Standard development thinking points to an absence of institutions in comparison with an idealized and distant other country, with governance reform programs formulated accordingly. However, an orientation toward what Pakistan is not takes us away from how it actually functions and to whose benefit. Electricity governance in Pakistan reinforces relations of power between provinces and the federal center, contributes to the marginalization of subordinate groups in the city, and orients citizens toward a patronage-based relationship with the state through encounters with street-level bureaucrats. Looking through the lens of the electrical power sector reveals how Pakistan works, and for whom.

    Description: The case for a modern democratic humane socialism typically has two parts. The first is that capitalism is bad, at or least not very good. In reaching this conclusion, most have either analyzed a theoretical ideal-type of capitalism or used a single country, often the United States, as a stand-in for capitalism. To fully and fairly assess democratic socialism’s desirability, we need to compare it to the best version of capitalism that humans have devised: social democratic capitalism, or what is often called the Nordic model. Each chapter in this book examines one of the things that we should want in a good society, that contemporary democratic socialists typically say they want, and that socialism might, conceivably, improve our ability to achieve: an end to poverty in rich countries, an end to poverty everywhere, more jobs, decent jobs, faster economic growth, inclusive growth, more public goods and services, affordable healthcare for all, helpful finance, truly democratic politics, economic democracy, less economic inequality, gender and racial equality, more community, and a livable planet. The book offers a close look at the evidence about how capitalist economies have performed on these outcomes, with particular attention to the performance of social democratic capitalism. The second part of the case for democratic socialism is the notion that it would be an improvement. For each of these outcomes, the book considers what, if anything, we can conclude about whether democratic socialism would do better than social democratic capitalism.

It also helps us understand many of the most puzzling features of perception (like the way it is influenced in a top-down manner and the way different sense modalities interact). But mental imagery also plays a very important role in emotions, action execution, and even in our desires. In sum, there are very few mental phenomena that mental imagery doesn’t show up in—in some way or other. The hope is that if we understand what mental imagery is, how it works and how it is related to other mental phenomena, we can make real progress on a number of important questions about the mind. This book aims at an interdisciplinary audience. As it aims to combine philosophy, psychology, and neuroscience to understand mental imagery, I have not presupposed any prior knowledge in any of these disciplines. As a result, readers with no background in any of these disciplines can also follow the arguments.

    Description: The Netherlands played a remarkable role during the October War and the oil crisis of 1973. In secret, the Dutch government sent a substantial amount of ammunition and spare parts to Israel. The Dutch supported Israel also politically. Within the EC they vetoed a more pro-Arab policy. The Arab oil producing countries punished The Netherlands by imposing an oil embargo. The embargo against the Netherlands was intimidating. The Netherlands was dependent on Arab oil. The embargo seemed to threaten the Dutch position in the international oil sector. The government introduced several measures to reduce oil consumption. However, within two months it became clear that oil continued to arrive in Rotterdam. There was in fact no oil shortage in the Netherlands. The Netherlands even profited from the oil crisis. The energy situation in The Netherlands was much better than in other West European countries. The Dutch, therefore, rejected French plans for a more interventionist energy policy. Atlanticism and liberalism were the key words of the Dutch policy during the oil crisis. This book is the result of intensive research in all relevant Dutch archives. The authors had free access to all the files they wanted to see. They also used resources from other countries involved. Many politicians were interviewed. The Taliban was toppled in less than two months.
