    Description: "With so much media and political criticism of their shortcomings and failures, it is easy to overlook the fact that many governments work pretty well much of the time. Great Policy Successes turns the spotlight on instances of public policy that are remarkably successful. It develops a framework for identifying and assessing policy successes, paying attention not just to their programmatic outcomes but also to the quality of the processes by which policies are designed and delivered, the level of support and legitimacy they attain, and the extent to which successful performance endures over time. The bulk of the book is then devoted to 15 detailed case studies of striking policy successes from around the world, including Singapore's public health system, Copenhagen and Melbourne's rise from stilted backwaters to the highly liveable and dynamic urban centres they are today, Brazil's Bolsa Familia poverty relief scheme, the US's GI Bill, and Germany's breakthrough labour market reforms of the 2000s. Each case is set in context, its main actors are introduced, key events and decisions are described, the assessment framework is applied to gauge the nature and level of its success, key contributing factors to success are identified, and potential lessons and future challenges are identified. Purposefully avoiding the kind of heavy theorizing that characterizes many accounts of public policy processes, each case is written in an accessible and narrative style ideally suited for classroom use in conjunction with mainstream textbooks on public policy design, implementation, and evaluation.

He promoted contemporary artists and explored Old Masters. He wanted his fellow citizens to be educated by art and tirelessly contributed to it with talks, articles and exhibitions. This study highlights the bustling personality and its work in the early 19th century. Quandt's broad commitment left deep traces in German cultural life and gave the young art history significant impulses. Therefore it is worth taking a look at his biography, his written legacies, his private collection with works of such well-known names as Overbeck, Schnorr von Carolsfeld, Friedrich, Botticelli, Fra Angelico and Cranach.

    Notes: During the last few inflation-ridden years many countries have experienced a severe crisis of industrial relations as workers tried, through collective action, to preserve their living standards against the pressure of rising prices. But Tanzania stands as a conspicuous example of one country where, during the 1970s, strikes seem virtually to have disappeared, as may be seen from Table I.1 It is true that the Tanzanian definition of a strike excludes disputes lasting less than one day; and it is also true that there have been occasions since 1972 when workers have ‘downed tools’ for brief protest periods. But the lack of reported strikes in Tanzania is not a statistical illusion. The Labour Officers of the Ministry of Labour and Social Welfare keep a close watch on the state of industrial relations, and these occurrences are known to and are reported by them, as is shown by their recording of three strikes in 1977. This last fact also demonstrates that strikes can still occur in Tanzania.

    Notes: Niccolo Machiavelli and Frantz Fanon are in the tradition of political philosophy. Do they not address themselves to the notion of freedom, the concept of legitimacy, and the moral basis of political action? This article will further argue that there exists a notable correspondence of thought between them.The political thought of Machiavelli enjoys ubiquitous fame. Its pristine vigour is attested to by the fact that, through the past four and a half centuries, dictators and democrats have embraced its values.1 Yet there is no patent contradiction in this if one realises that Machiavelli deals compellingly with what is while not rejecting what ultimately ought to be; his prince is a sort of political Everyman concerned with realising the kingdom of earth.

Swartz this is a study in ‘local-level’ rather than ‘local’ politics, because of the fundamental fact that ‘actors and groups outside the range of the local multiplex relationships are vitally and directly involved in the political processes of the local group’.1 The political process is therefore not discrete.     Notes: This short article analyses the demand for and the use of educational indicators with reference to Swaziland. The data requirements are considered as well as the policy implications of establishing a fixed series, and an educational input-output table is constructed in an attempt to derive an all-embracing set of indicators. The Markov model presented here was initially created in order to help forecast what might happen to the Swaziland education system rather than to describe it. As the discussion of the data requirements below suggests, however, this can be considered a fortunate birth.

    Notes: It has become increasingly apparent over the last decade that rural development is one of the most significant, complex, and intractable problems facing the newly-independent states of Africa. Colonialism left a legacy of unbalanced and vulnerable economies in which the impoverishment of the rural areas made rational planning for growth and self-sufficiency difficult if not impossible. Before the rash of coups, and even in several countries with a dominant party, there were local opportunities for intensive competition. Where electoral politics still exist today, groups which might not carry much national weight have the chance to win a slice of the political system at the local level. Such a case was the 1975 election of the chief or seyfo for the Lower Saloum District which is part of the McCarthy Island Division on the north bank of the Gambia River. The three largest ethnic groups here are the Olof, the Mandinka, and the Fula.

    Notes: The great upheavals that Africa has witnessed since the turn of the century have stimulated a flourishing variety of historical writings on revolution, rebellion, guerrilla warfare, conflict, and various other forms of collective political action. It would, therefore, be both useless and presumptuous for me to attempt to rewrite the history of these great turmoils in the light of a number of new studies, some of which are excellent. However, it is in order to recall that this ‘tearing and battering’ happened while the new states were fast transforming themselves from a ‘traditional’ to a ‘modern’ political life, when commercial expansion began to draw Africans into national and international markets, and when communal groupings gradually began to give way to broader associations.

    Notes: Patrick McGowan has recently attempted to examine the relationship between ‘Economic Dependence and Economic Performance in Black Africa’ in this Journal, Vol. xiv, No. I, March 1976, pp. 25–40. His article reemphasised the need for concrete analysis since the generalities of ‘dependence’ have been more extensively studied than their concrete expressions. However, a fundamental problem of his analysis is that the criteria for verifying the theory of dependence are unrelated to the theory itself: the ‘test’ devised is a series of correlations between measures of dependence and indicators of economic performance, since ‘the theory [of dependence] predicts that dependence is negatively associated with indicators of economic growth and development’ (p. 27). Part of the problem is that McGowan does not really define ‘dependence’, but in addition it is not at all clear why this is expected to be negatively associated with indicators of economic growth.

    Notes: Each dry season many Um Borroro or nomadic Fulani set off eastwards to Mecca. They are some of the 5,000 or so West Africans who make the pilgrimage (the haj) each year by travelling along the savannas through Cameroun, Chad, and the Sudan.1 About four-fifths of them come from what is generally called Hausaland and Bornu in Nigeria and Niger, but some pilgrims from all the West African savanna countries travel overland.2 Although they comprise only about six per cent of the total arriving in Mecca from West Africa (the majority come by air and sea), they represent an important relict movement which earlier this century involved more than 15,000 migrants per annum.3

    Notes: In the first full-scale fighting between white forces on African territory, the Boer War, Africans had been cast by the opponents in the rôle of an animated geographical background.3. When, however, the European struggle of 1914–18 was projected onto the continent, Africans were enrolled by both sides into the dramatis personae of the conflict. World War I resulted in a European mobilisation of African manpower on a scale unknown until that time,4 with the possible exception of the South African mines. The Nigerian Administration alone recruited 13,980 troops,5 and supplied approximately 10,000 carriers,6 so that the British armed forces in this period even outpaced the tin mines and railways as an employer of Nigerian manpower.7 Indeed, given the relative size of the population and degree of British administrative control it is arguable that the effect of this scale of recruitment was equivalent in its local impact to the later military mobilisation of 10,000 Nigerians during World War 11.8

    Notes: Race relations have become one of the most sensitive of international issues. They have been transformed from the domestic concern of single countries to a matter of world concern. The story of this transformation is almost too well-known for comment. It grew from a massive revulsion against fascist racialism, the decline of white dominance, the emergence of new states from colonial empires, and the growing dependence of developed countries on the raw materials of the less developed. The United Nations Organisation has, in addition, given the non-white majority a forum from which they can condemn countries maintaining racial stratification. It is clear, therefore, that a breakdown in racial prejudice would not only ease some world tensions, but is a desirable end in itself.

    Notes: Several years ago A. O. Hirschman wrote an article entitled ‘The Search for Paradigms as a Hindrance to Understanding’ in which he attempted to ‘delineate various areas in which an impatience for theoretical formulation leads to serious pitfalls’ He reviewed two books which used opposite ‘cognitive styles’ in seeking to elucidate Latin American political development. One author was eager to set forth a paradigm of Columbian politics, and to show that all events–past, present, and future–are explained by the model (which is reducible to 34 stated hypotheses); the other wrote a study of Emiliano Zapata and the Mexican Revolution in which he was extremely reluctant to explain, moralise, or draw conclusions, but whose book is such that ‘whoever reads through [it] will have gained immeasurably in his understanding not only of the Mexican Revolution, but of peasant revolutions everywhere’.

    Notes: The major problem of agriculture in Africa has been the low productivity of the traditional sector. The general thrust of development strategies to this point has been towards providing opportunities to small-holders and ‘encouraging agricultural development within existing peasant production units’. This essentially laissez-faire approach has emphasised the need to improve producer incentives and the necessary infrastructure, as well as to provide new crop varieties and modern agricultural inputs in general. Social scientists, in turn, have studied the general question of how farmers respond to changes in incentives and, especially, to the availability of technological innovations.

    Notes: For a long time ‘emancipation’ in Africa meant solely liberation from European rule. But when 17 African states became independent in 1960 and when from 1956 to 1966 32 countries finally attained national sovereignty, the continent, in part, emancipated itself from this type of colonial rule. Only in Southern Africa is it impossible to speak of emancipation in international legal terms. This state of affairs has engendered a strong sense of solidarity among independent African nations vis-à-vis the ‘unresolved’ area of the continent, as reflected in every conference of the Organisation of African Unity, as well as in many United Nations resolutions. However, it soon became clear to those who equated emancipation with legal sovereignty, with governments run by Africans with national flags and national anthems, that true emancipation must mean something else.

    Notes: The world economy is now in intense agony — sharper than ever experienced since the War. The international monetary order, carefully constructed with gold as its lynchpin and fixed exchange rates, is in shambles. Trade patterns laboriously built up since 1945 are facing their biggest challenge. The entire framework of domestic policies constructed on the assumption of steady growth — or only minor recessions — is now being questioned. Expectations of decline in industrial output ranging over io per cent are no longer restricted to whispers at cocktails — they are officially pronounced. Unemployment in the developed countries, some say, could swell nearly anywhere up to io per cent — a level which only a year ago was thought to be impossible. The identification of economic power with international liquidity has been all but destroyed in the wake of the oil price rise. Prices of other primary commodities are falling rapidly.

    Notes: The notion of African continental government has run the gauntlet of criticism and ridicule in its day. Not a few African ‘moderate’ or conservative leaders and their agreeable tribe of western scholars have been only too keen to fire broadsides at it from time to time. Thus, Nigeria's Abubakar Balewa saw it as a ‘nightmare’; a union government, he said, ‘might come, so might world government’. To Dennis Austin the pan-African movement – ‘in its fundamentalist-Nkrumaistic sense of a united Africa’ – is ‘plainly chimerical’.1 And Scott Thompson, not to be outdone, saw the whole thing as ‘essentially a mirage’ – the ‘myth of Eden’ – and the endeavour towards it as one of ‘chasing the whirlwind ’.2

    Notes: The concern with the impact of industrial property legislation and practices on the developing countries, at both the national and international levels, has so far been confined almost entirely to patents and patent-related transactions. This focus on the protection of knowledge concerning production processes reflects, on the one hand, a preoccupation with the terms and conditions which owners of technology may be able to obtain for its sale or lease, when their proprietary position is reinforced by legal instruments; and on the other hand, a recognition that unless the developing countries can themselves control the generation of a significant proportion of the technology they employ, it is unlikely either that appropriate technology will be produced, or that good use will be made of what is already available and relevant.

    Notes: Solutions to old problems are sometimes found in new paradigms and models which provide alternative means of approach and analysis. It is suggested here that South Africa's socio-economic and political problems, stemming from the country's multi-ethnic structure, may be viewed within a conceptual framework that emphasises the spatial dimensions of the associated conflict. A model suitable for understanding this will stress the many disparities and tensions between the white core élites and those black counter-élites – including the leaders in the Homelands – who are emerging from the subdominant peripheral groups. Moreover, an analysis of the interaction between core and periphery will highlight the transformation necessary to reduce and resolve the conflict between whites and blacks in the South African spatial system and so promote their more equitable development?

    Notes: Over the past ten years, African governments have wrestled with the problems of designing and implementing comprehensive rural development policies. In an overwhelmingly rural continent with, for most areas, only a recent history of urbanisation, such an emphasis is understandable. But if African cities are for the most part young, and small by world standards, they are also growing faster than cities in any other major world region. This rapid growth, superimposed on a meagre resource base, will put increasing pressure on planners to devise solutions for the adequate and equitable distribution of urban services. The solutions that emerge, however, will be heavily conditioned by two sets of factors: the immediate demands of urban growth, and the wider political/administrative and social context within which policy-making takes place.

    Notes: Local and district councils as institutions of democratic representative government have enjoyed a brief and fragile life in Commonwealth Africa. Furthermore, throughout the period of their existence they have never been a priority concern for either colonial rulers, African leaders, or social scientists, and their very existence has been recently challenged. In a number of countries, particularly those which have experienced military take-overs, the councils have been abolished; where they remain in existence they have been transformed with few exceptions into bodies with even more limited powers and autonomy. Nevertheless, their activities, even if greatly curtailed, still offer a focal point for the study of certain questions of representation and administration in the context of political change in independent black Africa.

    Notes: Twelve years ago, the present writer made an embarrassingly inaccurate forecast. The Portuguese, he wrote in a paperback, cannot hold out for long in Angola; the country is hard to pacify, the insurgents enjoy many advantages, the metropole is poor and incapable of sustaining a long Indonesian-type conflict.1 At the time, this assessment seemed quite realistic, even to many Portuguese. The left-wing historian Vitorino Magalhães Godinho argued that their society lacked ‘social efficiency’; Portugal was a backward country, a land of labour migrants incapable of true development at home, much less of developing an empire.2 Even some conservatives agreed: the metropole was poverty- stricken, and the colonies were but millstones around Portugal's neck.

    Notes: While conducting research on the occupational and educational aspirations and expectations of secondary-school students in Kenya during 1972, I obtained quantitative and qualitative data from a sample of 699 African students indicating that the problem of crime among unemployed school leavers is likely to substantially worsen in the coming years. The purpose of this article is to present that data within the context of a discussion of secondary education, unemployment, and crime in Kenya.
