    Description: The purpose of the project is to improve our understanding about best management practices that can be utilized on diked managed wetlands in Suisun Marsh for reducing the occurrence of low dissolved oxygen (DO) and high methylmercury (MeHg) events associated primarily with fall flood-up practices. Low DO events are of concern because they can lead to undue stress and even mortality of sensitive aquatic organisms. Elevated MeHg levels are of concern because MeHg is a neurotoxin that bio-magnifies up the food chain and can cause deleterious effects to higher trophic level consumers such as piscivorous fish, birds, and mammals (including humans). This study involved two years (2007-2008) of intensive field data collection at two managed wetland sites in northwest Suisun Marsh and their surrounding tidal sloughs, an area with prior documented low DO events. In addition, the study collected limited soils and water quality field data and mapped vegetation for three managed wetland sites in the central interior of Suisun Marsh, for the purpose of examining whether wetlands at other locations exhibit characteristics that could indicate potential for similar concerns. In Year 1 of the study, the objective was to identify the baseline conditions in the managed wetlands and determine which physical management conditions could be modified for Year 2 to reduce low DO and MeHg production issues most effectively. The objective of Year 2 was to evaluate the effectiveness of these modified management actions at reducing production of low DO and elevated MeHg conditions within the managed wetlands and to continue improving understanding of the underlying biogeochemical processes at play. This Final Evaluation Memorandum examined a total of 19 BMPs, 14 involving modified water management operations and the remaining five involving modified soil and vegetation management practices. Some of these BMPs were previously employed and others have not yet been tested. For each BMP this report assesses its efficacy in improving water quality conditions and potential conflicts with wetland management. It makes recommendations for further study (either feasibility assessments or field testing) and whether to consider for future use. Certain previously used BMPs were found to be important contributors to poor water quality conditions and their continued use is not recommended. Some BMPs that could improve water quality conditions appear difficult to implement in regards to compatibility with wetland management; these BMPs require further elaboration and feasibility assessment to determine whether they should be field tested. In practice for any given wetland, there is likely a combination of BMPs that would together have the greatest potential to address the low DO and high MeHg water quality concerns. Consequently, this report makes no sweeping recommendations applicable to large groups of wetlands but instead promotes a careful consideration of factors at each wetland or small groups of wetlands and from that assessment to apply the most effective suite of BMPs.This report also identifies a number of recommended future actions and studies. These recommendations are geared toward improving the process understanding of factors that promote low DO and high MeHg conditions, the extent of these problems in Suisun Marsh, the regulatory basis for the DO standards for a large estuarine marsh, the economics of BMPs, and alternative approaches to BMPs on diked managed wetlands that may address the water quality issues. The most important of these recommendations is that future BMP implementation should be carried out within the context of rigorous scientific evaluation so as to gain the maximum improvement in how to manage these water quality issues in the diked managed wetlands of Suisun Marsh.

It is intended as a guide for citizens, planners, administrators, and all others interested in the use and development of coastal lands and waters.Although the resources and problems of Bolinas Lagoon have probably been the subject of more biological and physical investigations than any small estuarine area of the California coast, many of the pertinent reports and information are not readily available to the public.Consequently, it is one purpose of this report to summarize the lagoon's history, ecological attractions, educational values and the problems facing its continued existence. At the same time, it should provide concerned citizens with a knowledge of the sources of additional and more specific information.Publication of this report is consistent with the obligation of the Department of Fish and Game to do everything in its power to protect and maintain the State's fish and wildlife resources. Therefore, its purpose transcends local issues on pollution and development, and the Department is, in fact, submitting a report to the people on the status and future of part of its inheritance and the dowry of coming generations.The report is the third of a scheduled series. It follows similar releases on Upper Newport Bay (Orange County) and Goleta Slough (Santa Barbara county) in March and June of 1970. Documentation of the resources of other critical areas is in progress. There will be future reports of this nature on Elkhorn Slough, Morro Bay, Tomales Bay, Humboldt Bay, and highly threatened marshlands in southern California. (137 pp.)

    Description: The California Fish and Game Commission (Commission) has the authority to require one or any combination of Bycatch Reduction Device (BRD) types in the trawl fishery within California waters for Pacific ocean shrimp (Pandalus jordani), most commonly referred to as pink shrimp. The purpose of this report is to provide the Commission with the best available information about the BRDs used in the pink shrimp trawl fishery. The mandatory requirement for BRDs occurred in California in 2002, and in Oregon and Washington in 2003, resulting from an effort to minimize bycatch of overfished and quota managed groundfish species. Three types of BRDs currently satisfy the requirement for this device in the California fishery: 1) the Nordmøre grate (rigid-grate excluder); 2) soft-panel excluder; and 3) fisheye excluder; however, the design, specifications, and efficacy differ by BRD type. Although no data has been collected on BRDs directly from the California pink shrimp fishery, extensive research on the efficacy and differences among BRD types has been conducted by the Oregon Department of Fish and Wildlife (ODFW) since the mid-1990s.Rigid-grate excluders are widely considered to be the most effective of the three BRD types at reducing groundfish bycatch. Over 90 percent of the Oregon pink shrimp fleet use rigid-grate excluders. The majority of the current California pink shrimp fleet also uses rigid-grate excluders, according to a telephone survey conducted by the California Department of Fish and Game (Department) in 2007-2008 of pink shrimp fishermen who have been active in the California fishery in recent years. Hinged rigid-grate excluders have been developed in recent years to reduce the bending of the BRD on vessels that employ net reels to stow and deploy their trawl nets, and they have been used successfully on both single- and double-rig vessels in Oregon. Soft-panel excluders have been demonstrated to be effective at reducing groundfish bycatch, although excessive shrimp loss and other problems have also been associated with this design. Fisheye excluders have been used in the California fishery in the past, but they were disapproved in Oregon and Washington in 2003 because they were found to be less effective at reducing groundfish bycatch than other designs. The reputation of the United States west coast pink shrimp fishery as one of the cleanest shrimp fisheries in the world is largely attributed to the effectiveness of BRDs at reducing groundfish bycatch. Nevertheless, BRD research and development is still a relatively new field and additional modifications and methods may further reduce bycatch rates in the pink shrimp fishery.(PDF contains 12 pages.)

    Description: During the period October 1 - December 31, 1974, a total ofsix permanent subtidal stations and ten random intertidal stations were surveyed.Red tides and rough seas limited both the commerical abalone and sea urchin fishery activities. Most activity was concentrated between Diablo Cove and Pecho Rock. Divers, however, did work urchin beds as far north as Lion Rock.Sea otter counts have remained relatively stable with almost all individuals being observed north of Lion Rock.Fourteen random fishing stations were completed. Low catch rates reflected fishing success in areas with a heavy brown algae surface canopy. (12pp.)

    Description: A report is made on the feasibility studies of discriminating possible sub-populations, migratory patterns, and maturity of white seabass, Cynoscion nobilis. Biochemical investigations were encouraging and may prove useful in future studies of population structure. The low catch rate of white seabass in southern California precluded tagging substantial numbers of fish and studies of their migratory habits have been terminated until fishing improves.Insufficient numbers of fish also made successful completion of maturity studies impossible and this project is being held in abeyance at the present time.     Description: We completed surveys of 11 permanent subtidal stations, 17 random subtidal stations, 4 permanent intertidal stations, and 29 random intertidal stations during the period. In addition, we conducted studies on the sea otter, Enhydra lutris, herd located between Diablo Cove and Point Buchon, continued the annual count of the mature bed of the bullkelp, Nereocystis luetkeana, within Diablo Cove, and interviewed commercial abalone and sea urchin divers for catch-per-unit-of-effort data. During the year, sea otters moved south into the cove east of Lion Rock and then into Diablo Cove. (107pp.)The commercial abalone fishery showed signs of decline, while the commercial sea urchin fishery continued to expand. Several diving surveys were conducted inside Intake Cove to check on dredging progress; the cove appears to have become a haven for juvenile rockfish (Sebastes). The red abalone temperature tolerance studies were completed at the Department's marine culture laboratory at Granite Canyon.

    Description: The central California Dungeness crab, Cancer magister, resource experienced its 18th successive season of very low harvestable yield.Plankton sampling efforts were concentrated on late stage larvae and megalopae. The 1979 year-class developed during a period of relatively cold oceanic water, particularly when compared with the previous year. Hatching probably occurred during the first 2 weeks in January. Small quantities of early stage zoeae were found in the Gulf of the Farallones in January, but were virtually gone by the beginning of March. Dispersion of late stage zoeae into offshore waters was substantial in central and northern California and the pattern of dispersion appeared to be similar in both areas. By late April megalopae were foundat high densities along the central California coast.Juvenile crab studies comparing 1977 with 1978 demonstrated that the l977 year-class was substarrtially more abundant (4 to 1) than 1978; they showed that the centers of crab concentration were located in the northernportions of the San Francisco Bay estuarine complex and moved farther up the estuary during the drought (1977); they found that sex ratios favored males in 1977 but were 1 to 1 in 1978; and growth rates were found to begreater for males than females after 1 year of age.A study on the staging of intermolt megalopae showed the sequence of stages to be a clear developmental process. The length of the stages was determined and the distribution of field-collected megalopae from 1977plotted. Megalopae in San Francisco Bay, just outside the mouth of the Bay, and in Drakes Bay generally were the closest to molting to the first crab instar. A large number of megalopae collected west of Pt. Reyes were in earlier stages of development.Stomach content analysis from demersal fishes supported findings from the plankton samples that the 1979 year-class is relatively strong.(56pp. Farley, Timothy A.     Description: During the period July 1 - September 30, 1974, surveys for the Upwelling Period of the random intertidal and subtidal and permanent subtidal stations continued. A total of 11 random subtidal, 9 permanent subtidal and 8 random intertidal stations were sampled in the two study areas. In addition, 9 permanent subtidal stations were remarked with eye bolts, wire rope and new rope and surface buoys.Several inspection dives were made in the Intake Cove Area behind the breakwaters to follow dredging progress. A limited biotic recovery on the periphery of the cove to a depth of 6 m (20 ft) appears to be occurring. (13pp.)Pump operation was also followed closely during testing procedures and at least three problem areas associated with the discharge of cooling waters were found to exist.Interviews of both sea urchin and abalone fishermen working the coastal waters near the plant site were conducted. Activity of urchin fishermen has been fluctuating due to varying gonadal conditions of the urchins.Numbers of sea otters in the Point Buchon to Diablo Cove area have continued to diminish from the numbers observed in spring 1974. However, evidence of foraging, in the form of broken urchin tests, is very strong in Diablo Cove.A new study to establish catch-per-unit-of-effort data of sportfishes by angling was begun this quarter.

    Description: This report covers the 39th annual inventory of chinook salman, Oncorhynchus tshawytscha, spawner populations in the Sacramento-San Joaquin River system." It is a compilation of reports estimating the fall-, winter-, late-fall-, and spring-run salman spawner populatiens fer streams which were surveyed.Estimates were made from counts of fish entering hatcheries and migrating past dams, from surveys of dead and live fish and redds on spawning areas, and from aerial counts.The estimated 1991 total escapement of chinook salmon in the Central Valley was 147,080 fish. This total consisted of 132,571 fall-, 5,921 spring-, 190 winter-, and 8,398 late-fall-run spawners. All of the spring-, late-fall-, and winter-run salmon were estimated to be in the Sacramento River system, while 1,176 fish of the fall run were in the San Joaquin River system.Spawner populations in all individual tributaries (except the American River) and the Sacramento River mainstem were lower than in 1990; but it should be noted that fall run populations in the Feather and Yuba rivers, two of the larger tributaries, were not surveyed that year. Based largely upon the recommendations of that report, theSan Luis Obispo County Board of Supervisors appointed a task force to prepare a comprehensive area plan for the Morro Bay area and its watershed. Hence, the information herein is presented in order that the natural resources of Morro Bay will be given adequate consideration, based on the best dataavailable, in the proposed comprehensive area plan and in other plans such as one being prepared by the Coastal Zone Conservation Commission. The people have demonstrated their concern for our dwindling natural resources. If we are to preserve what remains it will be necessary for the people to exercise the wisest possible use of these resources.Because of the importance of coastal wetlands to the fish and wildlife of California, the Department of Fish and Game has initiated a high priority statewide inventory of these wetlands. This publication is an integral part of that program. It is intended as a guide for citizens, planners,administrators and all others interested in the use and development of coastal lands and waters.The Department has been charged with the responsibility of protecting and maintaining the fish and wildlife resources of the State.     Description: Research cruises were conducted in August-October 2007 to complete the third annual remotely operated vehicle (ROV)-based assessments of nearshore rocky bottom finfish at ten sites in the northern Channel Islands. Annual surveys at the Channel Islands have been conducted since 2004 at four sites and were expanded to ten sites in 2005 to monitor potential marine protected area (MPA)effects on baseline fish density. Six of the ten sites are in MPAs and four in nearby fished reference areas. In 2007 the amount of soft-only substrate on the 141 track lines surveyed was again estimated in real-time in order to target rocky bottom habitat. These real-time estimates of hard and mixed substrate for all ten sites averaged 57%, 1% more than the post-processed average of 56%. Surveys generated 69.9 km of usable video for use in finfish density calculations,with target rocky bottom habitat accounting for 56% (39.1 km) for all sites combined. The amount of rocky habitat sampled by site averaged 3.8 km and ranged from 3.3 km sampled at South Point, a State Marine Reserve (SMR) offSanta Rosa Island, to 4.7 km at Anacapa Island SMR. A sampling goal of 75 transects at all 10 sites was met using real-time habitat estimates combined with precautionary over-sampling by 10%. A total of seventy kilometers of sampling is projected to produce at least seventy-five 100 m2 transects per site. Thirteen of 26 finfish taxa observed were selected for quantitative evaluation over the time series based on a minimum criterion of abundance (0.05/100 m2). Ten of these 13 finfish appear to be more abundant at the state marine reserves relative to fished areas when densities were averaged across the 2005 to 2007 period.One of the species that appears to be more abundant in fished areas was señorita, a relatively small prey species that is not a commercial or recreational target.(PDF contains 83 pages.)

    Description: Adult steelhead (Oncorhynchus mykiss irideus) scales were analyzed from eight fall-run, two spring-run, and one winter-run stocks within the Klamath-Trinity River system, from 1981 through 1983, to provide basic information on age, growth, and life history. The higher degree of half-pounder occurrence of upper Klamath River steelhead stocks (86.7 to 100%) compared to Trinity River steelhead stocks (32.0 to 80.0%) was the major life history difference noted in scale analysis. Early life history was similar for all areas sampled with most juveniles (86.4%) remaining in freshwater during the first two years of life before migrating to sea. Repeat spawning ranged from 17.6 to 47.9% for fall-run, 40.0 to 63.6% for spring-run, and 31.1% for winter-run steelhead. Mean length of adults at first spawning was inversely related to percent half-pounder occurrence in each stock. Ages of returning spawners, back calculated lengths at various life stages, and growth information are presented. (PDF contains 22 pages)

    Description: One of the objectives of this report is to document not onlythe ecologic/biological resources of the Napa Marsh but also the aesthetic, recreational, and productive (such as agriculture and salt production) resources of the 73 square miles that once made up a network of wetlands and sloughs and rivers. Thousands of people cross portions of the marsh by automobile every day, undoubtedly assimilating in largely unconscious ways the daily and seasonal ebb and flow of light, colors, birds, clouds and tides. And yet, few stop to consider its value and even fewer have visited or savored its interior waterways and remaining natural marshlands.This report has a second set of objectives: that is, to describe the range of human demands which increasingly threaten parts of the marsh, and to make recommendations which focus on specific problems and offer positive solutions. The recommendations essentially take three forms: preservation and/or acquisition of the most vulnerable parts of the marsh; enhancement of areas that can be restored to tidal action to become once again viable marshland; and protection of the residual values of lands some of which are now committed to other uses but still offer marginal or supplemental habitat to resident and migratory wildlife. It is hoped, then, that this report will be useful to planners, to administrators, to landowners, and to others whose interests are diverse, serving as a guide to decisions which concern both conservation and appropriate development of the Napa Marsh.The report is part of a series of studies of critical California coastal wetlands which have also been addressed to the practical need for management solutions. In addition, this series offers an information resource--in the form of compilations of technical data, interpretive descriptions, and bibliographies--for each of the coastal wetlands which have been identified as critical. This additional information regarding other California coastal wetlandresources and their administration may be obtained from the other reports in the "Coastal Wetland Series" prepared by the California Department of Fish and Game.     Description: The Lake Earl/Smith River Delta area is a key coastal wetland situated in northern California. The Lake and Delta have retained much of their value to wildlife and serve as an important link in a chain of such wetlands that extend southward along the Pacific Ocean from Alaska to South America. Millions of water-associated birds of the Pacific Flyway utilize these areas as feeding and resting stops along their migration paths. In California, these wetlands also serve as a significant portion of the available wintering grounds for a major share of the birds within the flyway.The Smith River is also one of the State's most productive salmon and steelhead streams. Anadromous fish produced here provide thousands of angler use days to sport fishermen and contribute substantially to the commercial fishing catch off the northern coast.Because of the importance of coastal wetlands to the fish and wildlife of California, the Department of Fish and Game has initiated a high priority statewide inventory and assessment of these wetlands. This publication is an integral part of that program.This report identifies specific resources and uses; directs attention to problems; and recommends courses of action needed to insure resource protection.     Description: The purpose of this report is to document the natural resources of a portion of that remaining habitat, a small 18-square mile section of coast in southern San Luis Obispo and northern Santa Barbara counties, that is considered the largest and most beautiful coastal dune-lagoon complex in California.Initially, this report was to deal solely with the wetland ecosystems of the Santa Maria River. It became obvious, however, that the Santa Maria is but a small part of a unique assemblage of sand dunes and wetlands that stretches north from the river to the City of Pismo Beach. Through time, the biological entities of this entire region have become closely interrelated. To exclude the dunes and speak only to the wetlands, would not adequately document the resources of an extremely complex and diverse section of coast. It was therefore resolved to include within the report the natural resources of over 12,000 acres that will be referred to as the Nipomo Dunes and Wetlands.This report is one of a series dealing with critical coastal wetlands. In addition to documenting the natural resources of a unique coastal ecosystem, it also identifies the use those resources receive and the problems affecting them. Also included are recommendations for the conservation of these resources.     Description: The purpose of this report is to document the natural resources of Los Penasquitos Lagoon, San Diego County; to outline and evaluate proposed developments affecting those resources; and to recommend measures that will protect and enhance the lagoon and its environs.The necessity for a report of this nature has become apparent with the progressive destruction of California's coastal wetlands over the past fifty years. These wetland resources, which are virtually irreplaceable, are essential to the continued existence of many forms of resident fish and wildlife and to the preservation of migratory shorebirds and waterfowl. Approximately 60 percent of the tidal wetlands in California has already been destroyed (Speth, 1970); and, it is estimated that only 10 percent isleft of the original acreage of coastal marshland in San Diego County. The future of the remaining wetland habitats continues to be threatened. There is an urgent need, therefore, for sound planning to protect these wetlands and to prevent their otherwise inevitable disappearance as a valuable natural resource. (100pp.)

    Description: This report covers the 37th annual inventory of chinook salman, Oncorhynchus tshawytscha, spawner populations in the Sacramento-San Joaquin River system.-It is a compilation of reports estimating the fall-, winter-, late-fall-, and spring-run salmon spawner populations for streams which were surveyed. Estimates were made from counts of fish entering hatcheries and migrating past dams, froro surveys of dead and live fish and redds on spawning areas, and from aerial counts. The estimated 1989 total escapement of chinook salmon in the Central Valley was 205,990 fish. This total consisted of 181,864 fall-, 12,171 spring-, 539 winter-, and 11,416 late-fall-run spawners. All of the spring-, late-fall-, and winter-run salmon were estimated to be in the Sacramento River system, while 3,493 fish of the fall run were in the San Joaquin River system. Due to decreases of spawner populations in most Central Valley tributaries, the total 1989 salmon stock was 32% lower than in 1988; however, late-fall salmon in the upper Sacramento River had a run size similar to that of 1988. The winter run in the mainstem Sacramento River was at a record low level. (PDF contains 44 pages.)
