    Description: This meeting, the second national Fisheries Governance Dialogue, aimed to help stakeholders in the fisheries sector generate a shared understanding of critical lessons and pathways for fisheries co-management success in Ghana. This was a direct response to the call from both fisheries communities and the government of Ghana for a radical change from the way fisheries resources are currently being managed. The meeting was attended by 60 men and women from stakeholder organizations and communities, and commenced with presentations on co-management experiences from local, regional and international participants. This was followed by panel discussions to extract lessons that specifically related to successfully implementing co-management in Ghana’s fisheries. Finally, breakout groups addressed in greater detail some issues of importance to fisheries governance reform in Ghana. While fisheries co-management is not a new concept in Ghana, participants heard that previous attempts to initiate these systems proved unsustainable. A number of lessons were drawn from these past experiences.

    Description: There is compelling evidence that increased gender equity can make a significant contribution towards alleviating poverty and increasing food security. But past efforts to integrate gender into agricultural research and development practice have failed to address the inequalities that limit women’s access to agricultural inputs, markets, resources and advice. A Gender Transformative Approach (GTA) goes beyond just considering the symptoms of gender inequality, and addresses the social norms, attitudes, behaviors and social systems that underlie them. The CGIAR Research Program on Aquatic Agricultural Systems (AAS) has placed the GTA at the heart of its gender strategy. This workshop was an opportunity for researchers, practitioners and donors working in this area to address the challenge of how to translate this approach into actual research and development practice. The workshop recommended that a GTA should be adopted alongside, not instead of, existing efforts to reverse gender disparities in resources, technologies and markets. It is through this pairing that improved social and material outcomes can be achieved, with the expectation that when achieved together, both types of outcomes will be more lasting than if achieved individually.

    Description: Lake Victoria fisheries face severe environmental stresses. Stocks are declining in a context of increasing population and growing demand for the lake’s resources. Rising competition between users is putting conservation goals and rural livelihoods at risk. While Uganda’s co-management policy framework is well-developed, key resources for implementation are lacking, enforcement is poor, and the relations between stakeholders are unequal. Poor rural resource users face significant challenges to effectively participate in fisheries decision-making. This case study demonstrates the progress that can be made using a collaborative approach to catalyze community-led actions linking public health, sanitation and environmental conservation in difficult circumstances, even over a relatively short time period. Multistakeholder dialogue can bring to light the sources of conflict, pinpoint governance challenges, and identify opportunities for institutional collaboration to address community needs. At the same time, the process can help build trust, confidence in collective action and public accountability.

    Description: Where natural resources are a key component of the rural economy, the ability of the poor to realize their visions for the future depends significantly on institutional structures that govern resource access and management. This case study reports on an initiative on the shores of Lake Kariba in Zambia, where lakeshore residents face competition over fishing, tourism, and commercial aquaculture. Multistakeholder dialogue produced agreements with investors and increased accountability of state agencies and traditional leaders, enabling communities to have greater influence over their futures through improvements in aquatic resource governance. The report documents the rationale for the approach followed and steps in the capacity-building process, discusses obstacles encountered, and identifies lessons for policymakers and practitioners seeking to implement a similar approach.

    Description: Conflict management is an intrinsic element of natural resource management, and becomes increasingly important amid growing pressure on natural resources from local uses, as well as from external drivers such as climate change and international investment. If policymakers and practitioners aim to truly improve livelihood resilience and reduce vulnerabilities of poor rural households, issues of resource competition and conflict management cannot be ignored. This synthesis report summarizes outcomes and lessons from three ecoregions: Lake Victoria, with a focus on Uganda; Lake Kariba, with a focus on Zambia; and Tonle Sap Lake in Cambodia. Partners used a common approach to stakeholder engagement and action research that we call “Collaborating for Resilience”. In each region, partners assisted local stakeholders in developing a shared understanding of risks and opportunities, weighing alternative actions, developing action plans, and evaluating and learning from the outcomes. These experiences demonstrate that investing in capacities for conflict management is practical and can contribute to broader improvements in resource governance.

    Description: Multimesh, multidepth gillnet fleets are useful in assessing fish stock abundance, size distribution and depth distribution. Using data collected on net mesh selectivity for Nile perch, Lates niloticus (L.), in the Kenyan waters of Lake Victoria, suitable mesh sizes for gillnet fleets for use in the Lake Victoria Fisheries Research Project were determined. The modal selection length for Nile perch in the mesh sized used in the earlier experiment were determined, as was the size range vulnerable to capture.Initial trials suggest 60% of the Nile perch swim within 5 m of the bottom. Setting and hauling of the nets is simple and quick, allowing the nets to be used at the same time as other sampling programmes.

    Description: Co-management is typically known to be a resource management system that shares managerial responsibility between the state and other stakeholders of a resource. In the case of Lake Victoria, one would expect the state to be represented by the fisheries departments of Kenya, Uganda and Tanzania, while stakeholder groups may comprise fishing communities, fish processing factories and municipalities.Taking that into account, the survey's objectives were defined as:(a) To identify the difficulties and impracticalities inherent in implementing state-based regulations via a "top-down" management strategy.(b) To assess the prevalence of community-based institutions that either seek to regulate the fishery or have the potential to be used to regulate it.(c) To identify ways in which community-based regulatory and monitory systems may be established, and how these will fare over time.(d) To identify roles for national Fisheries Departments, industrial fish processors and other stakeholders.(e) To develop well-founded policy suggestions for the establishment of a co-management framework to manage the fisheries of Lake Victoria.

    Description: Three Lake Victoria rivers were sampled to assess fish abundance and distribution in preparation for assessment of catches from the river systems. Preliminary fish abundance data indicate that fishing potential upstream is negligible but that important commercial species are present in the downstream floodplain areas. Three catfish species were recorded in the Nzoia river system that have not been found previously in the Kenyan sector of the Lake Victoria system, together with possibly two undescribed Barbus species.

The former, Ihale, is a large one with an avarage of 120 boats and direct connections to the fish processing factories.     Description: The number and size composition of gillnets, fishing grounds, and the quantity and composition of fish catches were related to the size of fishing boat. The overall number of gillnets per boat increased from 20.9 + or - 2.3 nets in 5-6 m long boats to 88.6 + or - 11.8 nets in 11-12 m long boats. The proportion of large mesh sizes, + or more than 127 mm, also increased from 40% in 5-6 m long boats to 100% in boats longer than 10 m. Fish catches are related to the size of boat and this should be considered when formulating management guidelines of the lake's fishery. Promotion of large fishing boats 8 m or longer and restriction on the number and/or mesh size of gillnets of smaller boats could increase ecological and socio-economic benefits.

    Description: A total of 457 hauls were taken during experimental bottom trawl surveys in the Uganda sector of Lake Victoria between November 1997 and June 1999 to estimate composition, distribution and abundance of the major fish species in waters 4-60 m deep. Fifteen fish groups were caught with Nile perch, Lates niloticus (L.), constituting 94% by weight. Haplochromines and L. niloticus occurred in all areas sampled, while Nile tilapia, Oreochromis niloticus (L.) and other tilapiines were restricted to waters 30 m deep or less. The mean trawl catch rate in the zone where artisanal fishermen operate (i.e. in waters less deep than 30 m was 165 kg hr, of which 93.6% comprised L. niloticus. Species diversity and relative abundance decreased with increasing water depth.

    Description: Catch and effort assessment surveys have been used to assess trends in fish landings in Kenyan waters of Lake Victoria since 1976. Landings reached a maximum of 200000 t annually in 1989-1991 as Nile perch, Lates niloticus (L.), catches increased due to an expansion in stock size and increased fishing effort. CPUE peaked at 180 kg boat day-1 in 1989 and decreased thereafter with increasing effort. By 1998 total Nile perch catches were half those at the beginning of the decade despite increased effort. Catches of Rastrineobola argentea (Pellegrin) have levelled off despite increased effort.

    Description: Bottom trawl surveys were conducted in Kenyan waters of Lake Victoria during the period September 1997 and March 1999. The means of fish biomass for the two most important species: Lates niloticus (L.) and Oreochromis niloticus (L.) were estimated at 61.5 kg ha and 4.5 kg ha respectively. There were few L. niloticus greater than 80 cm TL and O. niloticus greater than 50 cm TL, though these species attain maximum sizes of 205 cm and 65 cm respectively. Oreochromis niloticus was mostly found shallower than 5 m though some specimens were encountered deeper than 10 m, suggesting that the species has extended its ecological range. Very low catches were obtained from areas under water hyacinth cover. Water in such areas was turbid with oxygen levels below the critical 3.0 mg L.

    Description: Catch trends from Fisheries Department reports from the last eleven years (1985-1995) were analyzed. These showed a shift in the fishery from a cichlid-based system to one dominated by Nile perch and tilapias. In recent years, catches have declined from a peak in the early 1990s. Catch per unit effort appears to have remained stable except for a drop in 1995, however, this is considered dubious because the effort showed a doubling in that year. Limitations of the fisheries data collection system for the Tanzanian sector of Lake Victoria are highlighted and discussed.

    Description: Four fleets of hanging coefficients 0.2, 0.4, 0.6 and 0.8 were used to determine size selectivity and selection factors of Nile perch populations. There was a linear relationship between mesh size and modal length of capture. Positively skewed length frequency distributions were found for smaller mesh sizes with entanglement becoming more prominent in mesh sizes above 101 mm. Nets of 114 to 141 mm stretched mesh yielded higher economic returns than small meshes, the catch consisting of few largefish.

    Description: Caridina nilotica (Roux) (Decapoda: Atyidae) was investigated over a period of four months in three zones of Lake Victoria. Abundances were estimated by vertical net sampling. The importance of C. nilotica in the diet of the three commercial fish species was investigated. Caridina nilotica is a primary food for Lates niloticus (L.), Oreochromis niloticus (L.) and Rastrineobola argentea (Pellegrin). A quantitative study of C. nilotica in the fishing area indicated high biomass which can support the Lake Victoria fisheries.

    Description: Recent surveys have indicated an increase in haplochromine biomass recorded from the bottom trawl and in the beam trawl.     Description: The reproduction of Nile tilapia, Oreochromis niloticus (L.), in the Nyanza Gulf of Lake Victoria was studied from June 1998 to May 1999. Length at maturity ranged from 28-30 cm TL for females and from 32-34 cm TL for males. Males were more abundant in all length classes longer than 36 cm TL. Relative condition factor was above unity, except in August, October and May for males, and October for females. Gonadosomatic index (GSI) was low during the post spawning period (July to October) and high during the protracted breeding period (December-June).

    Description: Oreochrimis niloticus (L.) was introduced to Lake victoria in the 1950s. It remained relatively uncommon in catches until 1965, when the numbers began to increase dramatically. It is now the third most important commercial fish species after the Nile perch, Lates niloticus (L.) and Rastrineobola argentea (Pellegrin). Oreochromis niloticus is considered a herbivore, feeding mostly on algae and plant material. The diet now appears to be more diversified , with insects, fish, algae and plant materials all being important food items. Fish smaller than 5 cm TL have a diverse diet but there is a decline in the importance of zooplankton, the preferred food item of small fish, as fish get larger. The shift in diet could be due to changes which have occurred in the lake. Water hyacinth, Eichhornia crassipes (Mart.) Solms, which harbours numerous insects in its root balls, now has extensively coverage over the lake. The native fish species which preyed on these insects (e.g. haplochromines) have largely been eliminated and O. niloticus could be filling niches previously occupied by these cichlids and non cichlid fishes. The change in diet could also be related to food availability and abundance where the fish is feeding on the most readily available food items.

    Description: The zooplankton and macrobenthic communities of Lake Victoria were sampled by lift net and Ponar grab, respectively. The zooplankton comprised copepods and cladocerans, rotifers and aquatic insect larvae. Most taxa exhibited wide distribution in the lake, with the exception of rotifers which were rare in deep offshore waters. The main components in the macro-benthos were chaoborid and chironomid larvae and molluscs. Caridina nilotica (Roux) and other groups were rare in the samples. Zooplankton density ranged from 100000 or more to 4 million ind. m2 and increased from the shallow inshore to deep offshore waters. Numerical dominance of cyclopoids and nauplius larvae was a common feature at all stations sampled. Most macrobenthic taxa were also widely distributed, although chaoborid and chironomid larvae were rare in the samples. Rastrineobola argentea (Pellegrin) and larval Lates niloticus (L.) ate mainly cyclopoid copepods, while cichlids showed a strong preference for adult insects. High ecological stability of the cyclopoids, and the zooplankton community in general, despite radical ecosystem changes in recent years, coupled with what appears to be high predation pressure, offers good prospects for the pelagic fishery in the lake.

    Description: Size at first maturity, breeding periods and condition factor were determined for the small pelagic cyprinid Rastrineobola argentea (Pellegrin) in the Jinja waters of Lake Victoria in 1996-1997. Females showed a reduced size at maturity compared to ten years earlier when exploitation of the species was minimal. The males, however, have changed little. Although the species breeds throughout the year, two breeding peaks were observed during the drier months of August and December-January. Minimal breeding was observed in the rainy months of April-May and October-November. Fish from the open water station at Bugaia showed a higher proportion of breeding individuals than those from inshore areas. The mean monthly condition factor of fish from Napoleon Gulf confirmed breeding peaks obtained from examination of gonad development.

    Description: In a tagging experiment carried out in the Kenyan waters of Lake Victoria, an annual growth increment of 29 cm yr was obtained for Lates niloticus (L.). Growth parameters obtained using the von Bertalanffy model on the growth curve fitted by eye were L (inf.) = 122 cm yr and k = 0.26 yr. Data for other species tagged were inadequate to obtain meaningful results.

    Description: The Lake Victoria fish fauna was dominated by cichlids before the establishment of the exotic species Oreochromis niloticus (L.) and Latus niloticus (L.). With the alterations in the ecology of Lake Victoria, changes may be expected to occur in the population dynamics of the fish species. In two zones of Lake Victoria, the size structure, distribution and abundance, condition factors, length-weight relationship and sex ratios of O. niloticus were determined. Larger fish were found in zone II than in zone III, where very few larger fish were recorded. More O. niloticus were caught in zone III, especially in Itome Bay, than in zone II but catch by weight was greater in zone II. More males than females were encountered in both zones. Oreochromis niloticus had similar condition factors in both zones.

    Description: The zooplankton community of the littoral zone of Nyanza Gulf, Lake Victoria, was studied between June 1998 and June 1999 to identify and quantify various zooplankton groups, and investigate the interactions that occur between them and the littoral fish through the food chain. Zooplankton samples were collected from five stations using a 83 micro-m mesh size plankton net hauled vertically through the water column. Fish samples were obtained by beach seine, except at Gingra (May 1999), where trawl samples were used. Gut/stomach analysis was carried out on the three major commercial species, Lates niloticus (L.), Oreochromis niloticus (L.) and Rastrineobola argentea (Pellegrin).

    Description: Ihale is a large landing site lying approximately 65 km. from Mwanza along the main Mwanza-Musoma highway. Ihale Beach was selected as a potential candidate for the 3-beaches study because of its proximity to Mwanza, and hence suitability for frequent monitoring; and because it is served by a road accessible during the rainy seasons.     Description: This paper comprises part of the so-called "3-beaches Survey" of the LVFRP. In Tanzania, this study has developed to examine two landing sites (Mwasonge and Ihale), and to chart the progress of the newly established Beach Management Units (BMU) at each beach, comparing one BMU against the other. The over-arching objective of this survey was to develop an understanding of the context in which Mwasonge's fishery exists. The study does so by examining the community's history, culture and beliefs, various other socio-cultural factors, their resources, society and economy, wealth and the community's perceptions of wealth. Importantly, the survey examines the community's institutions and its perceptions of fishing rules and changes within the fishery. All of these facets of community life are examined with the use of participatory Rural Appraisal tools, and the images that the study generated are reproduced herein.

    Description: The study is prompted by the poverty that persisted among the fishing communities of lake victoria at time of considerable cash inflow into the fisheries development of fish processing industry. There has been need for understanding of the poverty and what strategies would be most appreciate for it's reduction.This study has attempted to respond to the needby identifying the nature and distribution of the poverty within the fisheries lake victoria,Uganda, the factor responsible for itand the options for poverty reduction intervention. The study examined the global and regional perspectives of poverty and wealth distribution, noting that wide disparities existed between the developed and the developing world and also between the developing countries themselves. A historical review of development policies and strategies revealed that while successive strategies were able to contribute to growth, their achievement towards poverty alleviation were less than satisfactory, hence the need forcontinually developing new strategies.A background to Uganda’s society and economy is provided, examining the demographic, political, environmental and economic conditions of the country. Uganda’s developmentstrategies are reviewed, highlighting the role of the Poverty Eradication Action Plan, Uganda’s main strategy for implementing the policy of poverty reduction and wealthdistribution. At the agricultural sector level, the Plan for the Modernisation of Agriculture has been formulated, followed by the National Fisheries Policy, aimed at providing a policy framework for the management and development of the fisheries.An appropriate definition of poverty was formulated, considered relevant to the situation ofLake Victoria. The dimensions of poverty included inadequate basic necessities, low education and health achievements, a sense of insecurity and exposure to risk. The research methodology was enhanced by the examination of the Lélé Model of the Poverty–Environmental Degradation problem, the World Bank Model of Poverty Causation and thesubsequent Lake Victoria Model developed in this study. It has provided a plan for the research, the consideration of criteria and a data collection plan. The data collectioninstruments included secondary data search, key informant interviews and a sample survey based on a structured questionnaire.The study identified all the four dimensions of poverty in the fisheries, provided poverty profiles with respect to the different activities, groups of people and regions in the fisheries, based on consumption poverty. Among the people identified to be in poverty were the fishing labourers, fishers of Oreochromis niloticus and those operating with non-powered boats. In the post-harvest fisheries, large proportions of processors involved in salting and sun-drying, market stall and bicycle traders were in the poverty category. The ethnic groups most affected included the Samia, Basoga and Bakenye while the Districts of Jinja, Bugiri and Busia had the highest proportions of fishers in the poverty category. With respect to the other dimensions of poverty, the study showed that educational achievement was low within the fishing communities. The health status was poor, due mainly to the prevalence of malaria, diarrhoea, bilharzia and HIV/AIDS. There was a sense of insecurity within certain sections of the fishing community, due to leadership weaknesses within the local as well as the Government institutions. Some community members operated in a state of risk because they were vulnerable to episodes of income, health and education. The causes of poverty in fisheries included weaknesses within the institutional and social environment, limitations in the technology available to the poor, resource degradation and unfavourable economic factors. The recommendations of the study for poverty reduction included strengthening of policies, developing links, improving capacities and increasing resources, to be applied at the levels of Central Government, Local Government and of the community. In view of the achievements of the methodology used on this study, involving reference to the models, it is recommended that future research should build upon this model approach, as it will continue to produce results, especially when attempting to forecast changes relating to interventions.

    Description: Fishing communities that have exploited the resource forgenerations constitute the main stakeholder groups in thefisheries of Lake Victoria. Several studies have examinedUganda's Lake Victoria fishing communities andcharacterised key stakeholders at community level over thelast decade (SEDAWOG 1999a and b; Geheb 1997;FeSEP 1997; Kitakule 1991).The communities are made up of scattered settlements at the shores and on islands.The categories of people living in these communities include fishers who consist primarily of large numbers of male youths who provide labour to boat and gear owners.There are resident and non-resident fish traders who after securing their supplies at the beaches, depart for their market destinations. In addition, there are fish processors,mostly operating traditional and improved smoking kilns. Many other people, dealing in provisions and supplies also stay at the beaches, their activities depending on thelevel of fish catch. The fishing communities of Lake Victoria, Uganda, include auxiliary livelihood activities such as boat building, net repairing and transportation; bait supply and beachside kiosks, video halls and retail shop business. Other economic activities are brick making, charcoal burning/wood trade, farming and livestock keeping.

    Description: This paper presents data and findings from focus group discussions in study communities selected by the CGIAR Research Program on Aquatic Agricultural Systems (AAS) in the Western Province of Zambia. The discussions focused on cultivated crops and vegetables collected from open fields and consumed as food. Participatory tools for agricultural biodiversity (agrobiodiversity) assessment were used to capture community perspectives on plant species and varietal diversity; factors influencing the availability and use of plants for food; unique, common and rare crop species cultivated in a community, identified through a four-cell analysis methodology; and core problems, root causes, effects and necessary actions to tackle them, using problem tree or situation analysis methods.

    Description: This study evaluates the performance of a wide range of aquaculture systems in Bangladesh. It is by far the largest of its kind attempted to date. The purpose of this study was to identify and analyze the most important production systems, rather than to provide a nationally representative overview of the entire aquaculture sector of Bangladesh. As such, the study yields a huge amount of new information on production technologies that have never been thoroughly researched before. The study reveals an extremely diverse array of specialized, dynamic and rapidly evolving production technologies, adapted to a variety of market niches and local environmental conditions. This is a testament to the innovativeness of farmers and other value chain actors who have been the principal drivers of this development in Bangladesh. Data was collected from six geographical hubs. This survey was conducted from November 2011 to June 2012. Technological performance in terms of detailed input and output information, fish management practices, credit and marketing, and social and environmental issues were captured by the survey questionnaire, which had both open and closed format questions. The study generated insights that enable better understanding of aquaculture development in Bangladesh.

    Description: The Swiss Agency for Development and Cooperation (SDC)-funded Improving Employment and Income through Development of Egypt’s Aquaculture Sector (IEIDEAS) project was implemented by WorldFish in partnership with CARE Egypt and the Egyptian Ministry of Agriculture and Land Reclamation from 2011 to 2014 and later extended to November 2015. The project focused on four governorates with significant aquaculture production (Kafr El Sheikh, Behera, Sharkia and Fayoum) and one governorate (El Mineya), where aquaculture was a new activity. The project was based on a value chain analysis conducted by WorldFish in September 2011 that identified the aquaculture value chain as a significant employer, particularly in rural areas. The analysis suggested that there was scope to increase employment of youth and women in the aquaculture sector The main objective was to increase aquaculture production by 10% and create 10,000 jobs. Other objectives included improving profitability for existing producers, securing employment for women fish retailers, expanding aquaculture in El Mineya and improving the policy environment for aquaculture.

    Description: A major challenge for international agricultural research is to find ways to improve the nutrition and incomes of people left behind by the Green Revolution. To better address the needs of the most marginal and vulnerable people, the CGIAR Research Program on Aquatic Agricultural Systems (AAS) developed the research-in-development (RinD) approach. In 2012, WorldFish started to implement RinD in Solomon Islands. By building people’s capacity to analyze and address development problems, actively engaging relevant stakeholders, and linking research to these processes, RinD aims to develop an alternative approach to addressing hunger and poverty.     Description: The WorldFish Center has been collaborating with its partners (AWF and WWF) in the Maringa-Lopori-Wamba (MLW) and the Lac Tele-Lac Ntomba (LTL) Landscapes to develop participatory monitoring systems for aquatic ecosystems. This requires rigorous data collection regarding fishing effort and catch, and the establishment of community partnerships; enabling WorldFish Center researchers to understand and counteract the institutional legacies of previous NGO interventions. In the MLW, fisherfolk livelihoods are severely limited due to their extreme isolation from markets and government services. However, fisherfolk have some experience dealing with natural resource conservation or extraction entities as well as humanitarian agencies. Their history has left them slightly skeptical but reasonably willing to collaborate with incoming NGOs. Around Lac Ntomba, fisherfolk have had more extensive interactions with conservation and humanitarian NGOs, but despite their proximity to the Congo River, they appear to have very limited access to distant markets. As past benefits from NGO activities have been captured by local village elites many fishers are highly skeptical and even antagonistic toward NGOs in general, and see little benefits from collaborating with each other or NGOs. Similarly to the MLW and Lac Ntomba, Lac Maï-Ndombe fisherfolk were disillusioned by past NGO activities. However, in this area levels of fish catch are greater than in the other watersheds, and many fishers make regular trips to major markets in Kinshasa, Kikwit and Tchikapa. Consequently, while there are significant divisions to be addressed in Lac Maï-Ndombe, fisherfolk in general are more interested in exploring options for improving livelihoods. In order to overcome these hurdles, the WorldFish Center has introduced an integrated research-extension approach in its interactions with these communities. The teams conducted demonstrations of technological innovations that could significantly improve on present post-harvest fish processing practices, in particular: a solar fish drying tent and a fish smoking barrel.

    Description: There is increasing awareness that integrating gender into development frameworks is critical for effective implementation of development strategies. In working to alleviate rural poverty, the CGIAR Research Program on Aquatic Agricultural Systems (AAS) recognizes that “business as usual” gender integration approaches will not deliver lasting and widespread improvements in agricultural productivity, poverty reduction and food security. In response, AAS operationalized a gender transformative approach. The approach is informed by conceptual frameworks that explicitly recognize the potent influence of social relations on creating and perpetuating gender inequalities. In this way, AAS aims to address the underlying causes of rural poverty and gender inequality in Zambia’s Barotse Floodplain, where people rely extensively on riverine and wetland ecosystems for food and livelihood security. A central question guiding the research program is “How do social norms and gendered power relations influence agricultural development outcomes?” The findings presented in this report provide insights that help answer this question. The report presents a review of literature relevant to livelihoods, ecosystem services, and gender and social relations in Zambia, with a specific focus on Western Province, where AAS is currently implemented. It also presents a synthesis of findings of a social and gender analysis conducted in 2013 in 10 focal communities situated in and around the Barotse Floodplain.

    Description: The United States Agency for International Development-Aquaculture for Income and Nutrition (USAID-AIN) project, implemented by WorldFish, emphasized technology development for improved fish strains, and capacity building in hatcheries and nurseries for wider dissemination and uptake among small- and medium-scale household and commercial producers. Improving nutritional benefits from household aquaculture investment was also an important activity of the project. Specifically, AIN aimed to increase aquaculture production by developing hatcheries and nurseries, disseminating improved fish and shrimp seed, enhancing farm management skills of smallholder farmers, promoting new technologies to expand commercial aquaculture, developing backward and forward market linkages, supporting policy reform and building capacity of the public and private sectors, which resulted in increased productivity and revenue for farmers. This report also highlights the major achievements of the AIN project between 2011 and 2016.

    Description: The USAID-funded Sierra Leone Feed the Future (FtF) Agriculture Project implemented by WorldFish has completed its initial pilot phase (July 2015 to September 2016). During this phase, the project identified and tested interventions to develop integrated agriculture-aquaculture (IAA) farming systems and associated value chains to enhance food, nutrition and livelihood outcomes for rural households in Tonkolili District. This project emphasizes rehabilitation and improvement of fish and rice farming systems combined with nutritious vegetable crops. The assessment of existing fish and rice value chains in Sierra Leone was a key component of this initial phase to improve understanding of current farming systems and identify opportunities for interventions to increase productivity and income and improve nutrition among rural households in Tonkolili District.     Description: The findings are presented of a survey conducted regarding the fishers of Lake Victoria, which examined the relationships affecting supply flows of raw material on to the market, and also the characteristics of fishing activities and their effects on fish quality and distribution. Fish marketing plays a vital role in the lives of much of the lake basin's population, both in terms of employment and nutrition. The results of the survey comprise, in part, a base-line data set which will facilitate further research, analysis and management decision-making in relation to stakeholders of the lake's resources. Data collection, methods and research difficulties encountered are described and details given of a profile of a boat owner/renter and aslo of a profile of a crew member. The survey shows that Lake Victoria's fishery is one of very limited diversity. The fishers recount that they consistently target one or more of the 3 most common species within the lake (Nile perch, tilapia and dagaa) and very rarely consider any other species type. The largest proportion of fishers on the lake are Nile perch fishers; there is considerable demand for this species, and hence fishers have little incentive to either target alternative fish species, not to try and establish firm marketing outlets through the creation of arrangements with their principal buyers. In Kenyan waters, however, the number of Nile perch fishers is equaled by the number of dagaa fishers; this fish now commands a considerable portion of the market for fish from Lake Victoria through its availability as well as its relatively low prices. The tilapia fishery is in decline, and all 3 riparian states would not appear to be attracting investment almost certainly as a result of declining catches. For many of those working in Lake Victoria's fishery, the problems faced appear most often to be associated with the vagaries of an unstable market which may rise or fall depending on the state of the international market or the state of access roads to fish landings.     Description: This report represents the key output of a training workshop hosted by Lake Victoria Fisheries Research Project (LVFRP) for researchers from each of the riparian countries fisheries research institutes. The workshop aimed to train the researchers in participatory research techniques which they could use to undertake a study of community-based institutions and organizations which could potentially be involved in fisheries co-management. A central focus of the workshop was a study to identify the community-based organizations and institutions, which operated at Kiumba beach, and this study is reported here. Separate reports, which include operated at Kiumba beach and this study is reported here. Separate reports, which include details of the training process and the participatory methods used, are available (Sarch 1995, 2000). The report centers on the information generated from the participatory pilot study conducted by the workshop participants and the community at Kiumba Beach over the course of a week in March 2000. Ranges of participatory research techniques were used and the discussion and diagrams, which resulted from them, form the basis of this report. The workshop participants undertook a preliminary analysis of these findings and this has been synthesized at the end of this report. (PDF contains 55 pages)

    Description: This study concentrated on the reproductive biology of the small pelagic cyprinid Rastrineobola argentea. The results indicate that this fish is an inshore spawning species, which agrees with other recent studies. It was also found that in areas where fishing intensity was likely to be relatively high, the size at first maturity of R. argentea was reduced, which is likely to be an effect of the fish altering its reproductive strategy according to life history theory. The CPUE results showed a general trend of decreasing with distance from shore, however areas less than one kilometer from the shore were not sampled. Evidence was also found suggesting that the cestode parasite, Ligula intestinalis had an adverse effect on the maturation and fecundity of R. argentea.     Description: This paper provides a review of the valuation of river fisheries in West and Central Africa. It is the general perception that, compared to the biological and ecological aspects of river fisheries, this particular subject area has received relatively little attention. Economic valuation is concerned with finding expression for what is important in life for human society. It should, therefore, be a central and integral part of government decision-making and policy. The review started with concepts and methods for valuation. Three main types of valuation techniques were identified: conventional economic valuations, economic impact assessments and socioeconomic investigations, and livelihood analysis. On the basis of a literature review, valuation information was then synthesized for the major regional river basins and large lakes, and also used to develop a series of national fisheries profiles. To supplement this broad perspective, a series of case studies are also presented, which focus in particular on the impact of changes in water management regime. Finally, the paper presents an assessment of the three main types of valuation methodology and a set of conclusions and recommendations for future valuation studies.

    Description: Three commercially important fish species, Lates niloticus (L.), Rastrineobola argentea (Pellegrin) and Oreochromis niloticus (L.) that are fished by artisanal fishermen of Lake Victoria, Tanzania part, were studied in Kagera, Mwanza and Mara beaches from October 1997 to July 1999. Catches, effort, exploitation and stock structure were investigated. Beaches for sampling were selected based on importance for landing the above named fish species. The number of boats found on beach that day, the number that lay idle and their means of propulsion were recorded. As many boats as possible were sampled for gear type and gear size. The catches were sorted into species and measured. Variation in the species and size composition of landings was observed between regions, between months and between gears used. The implications of the findings to management are discussed.

    Description: The study divides the history of the fishery into five 'regulatory periods': the pre-colonial fishery (pre-1901), the colonial fishery (1901-1963), the post indipendence fishery (1963-1980), the Nile perch 'boom' years (1980-1989), and finally the fishery in the 1990's. Within each of these periods, the nature of and the relationship between, formal and informal regulations differs and changes with time. In the pre-colonial period, the outcome of formal and informal regulations largely sustained the fishery in a productive and species diverse state. However, at no time since then have formal regulations worked, with the result that the nature of production from the fishery changes over time and is dependent on a number of factors, amongst which the most important are effort level increases, technological introductions, species introductions, changes in regional and national job markets, the change from community-based controls to state-based controls within the fishery, and finally, considerable changes to the fish markets.

    Description: The purpose of this study was to investigate the implications of the fish export trade on the fishers and the fisheries resources of Lake Victoria, Uganda with respect to sustainability. Eight fish processing factories and ninety fishers were qualitatively investigated. Socio-economic characteristics of fishers and the economic characteristics of fish factories formed a basis for the analysis. Results of the research indicate that there is a relationship between the growth in fish export trade, particularly the growth in industrial fish processing (for export) and declining fisheries resources of the lake. However, whether or not that impact is positive or negative, and to what extent there is an impact, is highly dependent upon the underlying socio-economic considerations of the fishers to the process. The fish-ban imposed by the European Union countries was particularly decried by fishers and factory owners as the main cause for the present poverty among the fishers. Fundamentally, several conflicting issues: ecological, physical and economic activities are a threat to the sustainability of the Lake Victoria fisheries, and for all that depend on and interact with the lake. There is urgent need to address the immediate issue of the growing riparian population and the global fish trade, to educate and train all the relevant actors in appropriate fisheries management techniques. Attitudes of fishers towards the fish factory developments are positive and this is a way forward for co-management for the sustainability of the fisheries resource.

    Description: The CGIAR Research Program on Aquatic Agricultural Systems (AAS) seeks to reduce poverty and improve food security for the millions of small-scale fishers and farmers who depend on the world’s floodplains, deltas and coasts. AAS combines more conventional approaches for introducing and scaling technical innovations, such as applied research and training, with approaches that foster innovation and promote institutional and policy change. Specifically, AAS utilizes participatory action research with communities to identify technology and policy solutions that best meet community long-term needs. One of the themes identified under AAS is the role of self-help groups in increasing livelihood resilience of agriculture and fisheries communities. As AAS establishes a hub of operations in Cambodia, AAS and Oxfam America are cooperating to investigate the potential of community-based self-help groups as a strategy for AAS implementation. As part of this cooperation, Oxfam America undertook this consultancy to analyze and describe the role, efficiency and effectiveness of the various types of self-help groups in Cambodia. This report gives an overview of this program which aims to conduct a field-based study to identify the types, main characteristics and effectiveness of self-help groups, with a particular focus on livelihood resilience of agriculture and fisheries communities.

The fisheries distribution pattern of the lake is described as well as the flows and benefits from the fisheries resource and the resource constraints and sustainability options. A major part of the paper discusses some of the socio-economic impacts of the rapid changes that are responsible for the present fisheries. It particularly focuses on the effect of the Nile perch boom, its globalization and the development of the fish industry in Uganda, on food security and employment for the local population.
