    Notizen: Argues that the growing availability of information, especially from electronic sources, offers both potential and problems for the researcher. Increasingly, information has become a commodity, commissioned for a specific purpose and shaped to fit the needs of the commissioner. It follows that user requirements will dictate not just the research remit (what information to collect) but also the selection criteria (why the information is needed). Establishing why information is needed is an integral step in deciding on the particular focus or slant that any search strategy, and subsequent information analysis, must take. A comprehensive, or indeed a balanced, collection of information may be neither necessary nor desirable. End-users may only require information that will support their information need. Choice of information sources will also be governed by these information needs, and their selection is a vital factor in the provision of useful, relevant information and its successful communication to the end-user.

    Notizen: It is widely assumed - and frequently asserted - that university communication practices are being radically transformed by the introduction of electronic communication. Explores the introduction of Internet access in a single university, the University of Canberra, located in the capital city of Australia. The prime objective was to identify the frequency and type of use that academic staff were making of the Internet during 1995, with supplementary objectives being to record perceptions of users toward the Internet, and barriers to its effective use. The principal finding is not unexpected: academics were making very varied use of the Internet. Some staff were utilizing some facilities on a daily basis; others were yet to begin exploring this new communication medium. A particular surprise was that at the time of this survey the Internet was being used very little for teaching.

    Notizen: Analyzes a national random telephone survey, carried out in October 1995, on the motivations for and barriers to Internet usage. Eight percent of the random sample reported being Internet users, while surprisingly another 8 percent reported being former users. In total, 85 percent of respondents reported having heard of the Internet. The survey showed evidence of a digital divide, Internet users being generally wealthier and more highly educated, and blacks and Hispanics disproportionately unaware of the Internet. Social and work networks appear to be important for stimulating interest in the Internet and providing users with support. As to reasons for using the Internet, socio-personal development appears to be the key driver, while nonusers have a decidedly different set of beliefs about the Internet's value. As to the barriers to Internet usage, even experienced users find it difficult to get started, which confirms other studies of this topic. Barriers include cost and difficulties in understanding how to use the Internet. Concludes that the results of the survey indicate that people strongly desire an easier-to-use Internet.

    Notizen: Knowledge of the Internet Protocol (IP) address is essential for connection establishment in certain classes of synchronous distributed applications, such as Internet telephony and video-conferencing systems. A problem of dynamic IP addressing arises when the connection to the Internet is through an Internet service provider, since the IP address is dynamically allocated only at connection time. Proposes and draws a contrast between a number of generic methods that can be classified as online and offline methods for the resolution of dynamic IP addressing. Online methods, which include the World Wide Web, exchange server and the dynamic Domain Name System, are only effective when both the caller and recipient are logged on to the Internet. On the other hand, offline methods, which include electronic mailing and directory service look-up, provide an additional means to allow the caller to leave messages when the recipient is not logged on to the Internet. Of these methods, the dynamic Domain Name System and directory service look-up appear to be the best for resolving dynamic IP addressing.

More specifically the term netiquette has been described as the conventions of politeness recognized on Usenet and in mailing lists. In the context of the new Internet global culture, attempts are being made to identify common standards of etiquette. Literally hundreds of specific netiquette suggestions are published. Identifies the following most frequently cited specific suggestions for online users: think first; write in upper and lower case; avoid abbreviations; be concise; avoid smileys; don't flame; don't take offense easily; don't evangelize; and know the audience. Netiquette breaches do not always bring retribution. Most breaches of politeness and courtesy may do no more than reflect poorly on the individual user. One who knows the rules of this new culture may well have an advantage over one who does not.

    Notizen: The National Capital FreeNet (NCF) in Ottawa, Canada is one of the largest and most successful community online services in the world. A sample of 1,073 National Capital FreeNet (NCF) users were surveyed about their demographic characteristics, their access methods, and their levels of satisfaction. The results indicate that NCF users are not a specialized group in the community, but are comparable to the local regional population in age, education, and income. NCF users most often connect from home using modems, often using equipment and telephone lines purchased specifically for this service. NCF users connect to the system regularly, and usage of the system was not strongly related to demographic factors. NCF users are very satisfied with the system and satisfaction and donations were not strongly related to demographic factors or use of the system. These results suggest that this community network has a broad appeal and that current and future online services may have significant widespread impacts on individuals and society.

By surveying 239 information systems (IS) professionals, reports how IS managers, project leaders, and system analysts evaluate the importance of six criteria for determining the effectiveness of an IS team project. Results show that there is a significant difference among the IS professionals. IS managers give more weight to the amount of work a team produced, adherence to schedule, and adherence to budget than do project leaders and system analysts. Results indicate that all IS professionals report that they regard the quality of work produced by the team as the most critical criterion.

    Notizen: Two issues which confront today's managers are diversity and teams. The contradictory nature of these two terms, in the form of a diverse team, makes it appropriate that the role of many traditional project management tools and techniques be examined. This article describes how the leadership of a diverse team was able to successfully accomplish a major project on time and under budget. They used traditional project management tools and techniques but modified them to fit the requirements of the team. One primary area for focus was on identifying behaviors all team members should exhibit in order to for the project to be successful. After the behaviors were identified, applied behavior analysis was used to reinforce the desired behaviors. By focusing on behaviors which built trust and encouraged open communications, the team was able to take advantage of the diverse experience and backgrounds of all team members. This allowed the team to push decision making well down into the organization, motivate all team members around the objectives of the project and develop flexible processes which were enhanced as the project moved forward. This article attempts to describe and explain the major lessons the team felt they learned for this project.

These include increased quality, productivity, employee quality of work life, and decreases in absenteeism and turnover. Significant attention has been devoted to the actual benefits derived from these group applications. What is typically lacking is exploration of the road-blocks to self-managed team success. Examines an important challenge to SMT success - the threats that groups face when making decisions. Notable evidence indicates that cohesive groups (such as self-managing teams) tend to create internal pressures towards conformity that interfere with constructive critical analysis and ultimately lead to dysfunctional decisions. The term groupthink has been coined for this process that threatens effective group decision making. Addresses this challenge in some detail. In particular, proposes a new effective group condition - teamthink - a group decision-making process that enables groups to make effective decisions while avoiding the pitfalls of groupthink.

These constructs are unique to each team and are derived directly from the team members themselves. Once team members have generated their personal constructs of team performance, they give a rating for their team in comparison with their views of teams they know of as "good teams", "bad teams," and those in between, as well as (for contrast) their experience of well-acted and badly-acted plays. This method of measuring team performance has advantages over the traditional, all-purpose questionnaire or checklist in tailoring the concept of team performance uniquely to the team of interest. In addition, the way the results are displayed gives team members a "picture" of their team's performance. This has proved very useful for feedback of results to the team members and in encouraging discussion on how team performance could be improved.

A significant (r = 0.988) positive relationship was obtained between ten strategic performance indicators and overall performance. The key factors did not have a common theme but there was evidence that integration of health and safety management into long-term business decision making was a strong factor.

    Notizen: Governments have to use changes in public sector organizations and public services to drive changes in national economies and the underlying industrial climate. However, creating lasting change at a rate that is sustainable is extremely difficult. Creating unrealistic expectations among government employees, users of government services, and the public at large may backfire and undermine the longevity of any reform effort. Government often has to start by changing the nature of government itself - in terms of the relationships and interventions with commerce. Big changes at the centre drive a series of smaller changes throughout industry; but these changes cannot be arbitrarily imposed - they must be part of a national consensus. Argues that the changes made and facilitated by governments must be dramatic: nations are unlikely to change their place significantly in the international league table with incremental changes, however sound they may be.

However, a competitive advantage cannot be established without a clear idea of what constitutes the relevant competitive arena. Theoretically, there are strong arguments for seeing both these processes as market-driven, but in practice their implementation may present particular problems for financial services providers. The degree of complexity and intangibility which characterizes most financial services is generally thought to complicate the identification of a clear source of competitive advantage; it is also argued that these characteristics might affect the extent to which an organization may identify the appropriate competitive arena. Provides preliminary interview-based evidence on the extent to which the market-driven concepts of competitive advantage and competitive arena have been adopted in financial services and evaluates the extent to which they can be adopted, given the distinctive characteristics of many of the services concerned. Contends that the findings confirm the difficulties associated with the development of a clear competitive advantage and the relative unimportance of price; they also highlight the practical difficulties associated with defining the competitive arena as market-driven. While these difficulties are common across the financial service providers interviewed, concludes that there is some evidence to suggest that market-driven competitive arenas and sources of competitive advantage are more easily identifiable for specialist or niche players.

Says that as far as demography is concerned, income is found to be the single most important variable that influences the card usage rate. To induce more intensive card usage, efforts to develop credit cards as a preferred mode of payment are necessary. Posits that such efforts would involve further liaison with merchants so as to make them fully realize the advantages of accepting card payment. States that, furthermore, by employing the basic multi-attribute attitude model advocated by Wilkie (1986), the present survey reconfirms the positive relationship between attitude and usage rate that was documented by Meidan (1996). Also indicates the general importance of "monetary" incentives in influencing the attitudes of cardholders. Last, the survey results provides card marketers with further insights into the importance of transaction and financing convenience, and possibly card design, in activating apathetic cardholders.

    Notizen: Performance measurement and programme evaluation have been promoted as a central mechanism of recent Australian public sector (APS) reform. Outlines recent reforms in the APS and identifies links between evaluation and performance information. Identifies the major issue of credibility, when performance information is produced internally and not verified externally. A lack of performance systems and standards can create difficulties for both internal and external programme evaluations. Concludes that: reforms introduced to evaluate performance in the APS were promoted with high expectations which have only partially been fulfilled; the present system is internally focused with a narrow role for evaluation and a lack of credibility because of the independence issue; the present systems associated with the performance approach and its evaluation are not providing enough information to deal with the tough questions of the effectiveness of government programmes. Proposes that a middle ground between internal and external programme evaluation strategies be adopted. This allows the strengths of internal evaluation to be retained. At the same time, it allows the possibility of improving programme evaluation by adding external independent verification and an extended effectiveness role.

Argues that NHS workforce statistics provide considerable evidence for claiming that there is a significant decline in the number of nursing staff doing the work of nursing in the NHS. Explains that although there was an increase in the number of qualified nurses working in the NHS throughout the 1980s (over a ten-year period the number of qualified nurses increased by 22 per cent), the increase in qualified nursing staff has not compensated for the loss of student learners in the workforce. The company was a traditional manufacturing organization, hierarchical and functional, characterized by tension between management, supervisors and workforce. Despite a healthy order book and low labour costs management perceived a threat from European competitors who provided faster delivery and higher quality. Management introduced teamworking and empowerment and achieved some success in solving the problems; in effect it changed from a modern to a postmodern organization. Although theory corresponds with practice to some extent, explores some areas in which theory and practice seem mismatched. Casts doubt on the transferability of this company's expertise to its German parent.

Describes the algorithms used to evaluate the rotational symmetries from the solid model database. Twelve 3-D solid models are designed to evaluate the program capabilities. The overall performance of the program is satisfactory in terms of speed. It also provides a low-cost PC-based, fully-functional alternative to the more expensive workstation-based analysis program.

    Notizen: The decomposition of production facilities into efficient cells is one of the areas attracting increasing research attention due to the performance benefits which cellular manufacturing offers. One of the problems associated with cell formation is the restrictive character of the existing task formalization models resulting in most cases from the use of single machine tool routeings in representing the component requirements. In contrast, the industrial reality provides a more complex picture with multiple choice of processing routeings in terms of available machine alternatives which need to be considered in order to achieve an "optimum" cellular decomposition of manufacturing facilities. Presents a facility decomposition approach based on multiple choice of processing alternatives for each component. The decision making is based on a generic description of the component processing routeings using unique machine capability patterns - "resource elements". Manufacturing cells are formed using concurrent fuzzy clustering methodology and a validation procedure for selection of the "optimum" facility partition.

    Notizen: Results of complementary surveys of foreign and Chinese manufacturing enterprises with respect to their objectives and expectations regarding technology transfer into China show that the major strategic objective of foreign enterprises, to gain access to the Chinese market, fits well with Chinese enterprises' main objective of improving domestic competitiveness but less well with that of accessing world markets through technology transfer. Foreign firms rate highly the capability of Chinese enterprises to learn new technologies and also find the Chinese macro environment for business favourable. The survey results provide information that will help managers with their negotiations on co-operating with prospective partners for the transfer of technology as well as assisting policy makers who wish to facilitate more effective transfer arrangements.

    Notizen: Many post-Fordist experiences seem nowadays to converge on an emerging manufacturing paradigm that the authors have named strategically flexible production (SFP). The process of diffusion and assimilation of SFP is influenced by extra-firm factors and country-specific conditions. Explores the role of regional infrastructures and services to support the adoption and running of manufacturing systems that are oriented to the SFP. Uses the case of Lombardy, one of the most industrialized regions in Europe, as the empirical field of investigation. Discusses ten cases studies in three industries - electronic, textile and mechanical - in order to identify the needs for extra-firm infrastructures at the company level. In-depth evidence provides insights on the demand for extra-firm infrastructures and services induced by SFP and allows one to infer implications and guidelines for policy making. Concludes that SFP induces a selective demand for extra-firm services and infrastructures.

    Notizen: Competitive success is increasingly linked to implementing change in a co-ordinated manner within the organization and in the extended value network that embeds the organization. In particular, for manufacturers the successful implementation of advanced manufacturing technologies (AMT) can be linked to collaborative buyer-supplier relationships. Derives a model from the literature to link these aspects. Tests empirically major propositions from this model using data from 83 firms positioned at the top of the Turkish automotive industry supply chain. Establishes that companies with higher levels of AMT implementation collaborative more with their parts suppliers and companies are more successful in achieving their AMT implementation objectives if increased AMT implementation is coupled with more collaborate supplier relationships. Both AMT implementation levels and buyer-supplier collaboration are shown to have significantly increased over a five-year period. While AMT implementation levels of individual firms appear to have diverged, levels of buyer-supplier collaboration appear to have converged during the five years.

    Notizen: Knocks the final few nails into the coffin which contains the remains of the notion that the theory and practice of control charting depend on assumptions of normality. The subject's creator, Dr Walter Shewhart, denied this as long ago as 1939! His most famous student, Dr W. Edwards Deming, denied it repeatedly thereafter. There appear to be two most crucial arguments as to why the "orthodox" statistician claims that normality is necessary. One is to enable probability interpretations of control limits. The other is to justify the conversion factors which are in common use in control-chart calculations. The truth is that, even under normality, the usual probability interpretations are meaningless in practice and that, in the latter case, the behaviour of the conventional conversion factors is not at all dependent on normality but is in fact very similar over a wide range of differently-shaped probability distributions.
