    Notes: An application of a future-oriented job analysis (FOJA) procedure used to gain an understanding of newly formed entry-level positions in a large insurance organization is described. A brief review of the relevant literature is presented to serve as a foundation upon which to consider the current FOJA procedure. Specific assumptions, stages, and results of the current procedure are detailed. The benefits of this application of FOJA are also discussed.

    Notes: Although its central role in human-computer interaction is recognized by industry, the user interface (UI) has received scant attention in the computer-based testing (CBT) literature. Industrial and European Community ergonomic directives have been established regarding UI design issues, however, which may significantly impact upon CBT. Accordingly, the UI’s CBT role is discussed regarding central CBT/UI constructs and dynamics. On the basis of one CBT UI design issue (here: paging) it is shown that many ergonomic regulatory definitional traps exist for the unwary CBT practitioner and UI designer. Newer UI developments in windowing technology and computer-based UI ergonomic regulation conformance analysis are described. Finally, open issues regarding CBT UI problematics are discussed, showing that, rather than continuing to lead a shadowed existence, the UI is deserving of considerably increased research effort regarding its CBT impact.

    Notes: Amongst the purported advantages of multi-rater feedback systems is their greater accuracy and objectivity. It is argued here that these benefits may be more imagined than real, and that there is no reason to believe such systems will avoid many of the rating errors and distortions found in traditional top-down appraisal. The first study reported in this paper investigates the psychometric soundness and concurrent validity of a pilot 360 degree feedback scheme operated by a multi-national oil company. The second study describes how analysis of the data provided by the first study was used to re-design the rating form, and demonstrates the resulting improvement achieved in the psychometric properties of the 360 degree scheme. It also examined some of the variables that influence rater’s assessment of the target managers. The conclusion is drawn that unless such feedback systems — irrespective of whether they are used for development or for appraisal — are constructed and evaluated along the lines associated with psychometric tests, they may produce assessments that are seriously misleading.

    Notes: The justice perspective is the current dominant framework for research on applicant perceptions of test fairness. Recently, an emerging perspective suggests that self-serving bias mechanisms may be operative in the development of test fairness perceptions. Using data from 494 actual applicants to an entry-level State Police Trooper position, this study integrates both the justice and self-serving bias perspectives to achieve a better understanding of test fairness perceptions. Results from structural equation modeling show that perceived job-relevance affects perceived fairness. In addition, test performance affects both perceptions indirectly through perceived performance.

    Notes: Modern computer technology permits efficient evaluation of test scores in terms of basic orthogonal factors of ability. A three-level hierarchical model of cognitive abilities was used as the theoretical basis of the computerized Swedish Enlistment Battery (CAT-SEB). Structural analysis of ten ability tests on a sample of 1,436 conscripts by confirmatory factor analysis (tested by the LISREL system) revealed a general, a verbal and a spatial factor -- although the determinacy of the latter was weak. A nested factor model was used, with direct influences of the latent variables on the tests. This result is a construct validity evaluation of the testing system. Unrelated factor scores of the three latent variables comprise the output of the testing system. Future research should evaluate the efficiency of the prediction from the latent variables.

    Notes: The role of seven variables in predicting supervisor rating accuracy was examined. The study was conducted in natural settings, and the criterion for rating accuracy was the rated salesperson’s productivity in terms of sales. The predictors examined were the supervisor’s gender, the amount of time the supervisor spent working with the subordinate, the length of the supervisor–subordinate relationship, depth of acquaintance, the subordinate’s sensitivity to expressive behavior in others, the ability to modify self-presentation and the subordinate’s age. The participants were 208 supervisors and 268 female salespersons. The results of a discriminant analysis showed that the variables predicting accuracy–inaccuracy were different from those predicting overestimation–underestimation. Accuracy was best predicted by the length of the supervisor–subordinate relationship and by the supervisor’s female gender. The direction of the inaccurate ratings was best predicted by high acquaintance, which pulled the ratings in a positively-biased direction.

    Notes: The means by which multinational companies (MNCs) develop and diffuse transnational industrial relations practices are the focus of this article. It elaborates different channels through which international management exercises influence over local practice in operations across different countries. Drawing on survey findings, it identifies the kinds of MNC in which the exercise of such transnational influence is most prevalent. The processes involved are investigated through an in-depth study of a European food MNC. This highlights the importance of ‘unobtrusive’ channels of transnational influence operating within a structure which promotes both cooperation and competition between local units.

    Notes: There is a wealth of advice offered by ‘experts’ in HRM concerning the content of the effective job advertisement. This study considers whether following such advice would provide the potential job applicant with the information they want and questions the extent to which employers actually heed this advice.It firstly compares the normative guidelines with what potential applicants' for managerial posts consider to be important. A second strand to the analysis examines the extent to which advertising practice mirrors the requirements of the job-seeker market. The results give some solace to recruiters but also demonstrates that there is a long way to go before job advertisements achieve the content that job-seekers require.

    Notes: Organisations have long acknowledged the value of performance appraisal in both administration decisions and in motivating employees. However, it would appear that most empirical research has focused on compulsory systems designed for use with executives and managers (Bannister and Balkin 1990; Ilgen, Fisher and Taylor 1979; Klein 1989). The reluctance to implement appraisal systems with lower level and base-grade employees may be due to several factors, including employee and union resistance to compulsory systems of appraisal (Nankervis 1990). Faced with this problem, appraisal can be viewed by appraisees and appraisers as an `innovation'. In a climate with growing emphasis on participative management styles, self-regulated or voluntary systems of performance appraisal may become increasingly prevalent and important. Thus, 476 base-grade (shop floor) employees of an Australian government business enterprise completed a survey regarding issues such as attitude to performance appraisal, source credibility, system satisfaction, anticipated feedback, perceived consequences of participation and intention to enter the system. Roger's (1983) innovation-decision model was utilised in the structure and analysis of the data and provided useful insights regarding the factors which are related to participation in a voluntary system of performance appraisal. Findings indicated that attitude towards, and support of, performance appraisal in general, perception of consequences of performance appraisal, satisfaction with the supervisor, anticipated feedback, and awareness and knowledge of the system in place in the organisation, were important in predicting the decision to adopt or reject the performance appraisal scheme.

    Notes: Are organizations interested in realizing the potential of their employees? How far have they progressed in utilizing performance assessment instruments for developmental purposes? There is a growing need for redirecting organizations towards greater knowledge productivity and using the competencies of their employees in a knowledge-productive way. Development centers provide possibilities for analyzing and diagnosing the relevant competencies of personnel whilst at the same time, providing a match with further development.This study examines managers’ attitudes towards assessment centers and their potential to be used for developmental purposes. The problems and processes involved in using assessment centers in this way were studied within a representative set of large, Dutch organizations. In addition, the conceptions of management and the implementation conditions needed for the introduction of development centers were examined. The advantages of development centers as a knowledge-productive tool for assessment in organizations are discussed to help managers decide about developmental programs.

    Notes: Various stimulus components (video, orally-presented questions) and response components (multiple-choice, written, orally-given replies) of situational judgement tests of occupational social competency were investigated as to their impact upon the validity for a behavior-oriented role playing criterion while keeping test content constant. The stimulus component video alone had no impact upon validity. The response components contributed to validity. Validity increased with improved fidelity of response components. Concerning stimulus-response-combinations, the validity of two video tests (r = 0.17 and r = 0.36) was not higher than the validity of similar oral questioning (r = 0.13 and r = 0.37) but was significantly lower than a situational interview (r = 0.59). Response fidelity proved to be a bottleneck regarding validity of video tests. As a result, it is recommended that, in order to maximize validity of video and multimedia efforts, the developers of video- and multimedia tests focus special attention on response fidelity.

    Notes: The Belbin Team Role Self-Perception Inventory (SPI) is a well-known and well-used measure for identifying an individual’s team roles. Less well-known is Belbin’s Observer’s Assessment Sheet (OAS) which can also be used by colleagues of the individual concerned or, at least, those who know him or her well. To assess team role this study compared these two different team role measures when applied to a sample of 65 members of 11 different management teams. The results showed that only 35 of the 65 observer sets agreed amongst themselves about the team roles of the individual they observed and only seven of these 35 sets showed good agreement between the observers’ assessments and those of the individuals themselves. Positive correlations between the SPI scores and the OAS scores were found for only five of the nine team roles. The findings are discussed in terms of inter-rater problems and the reliability of the instruments.

    Notes: The purpose of this paper is to examine the influence of a job applicant's verbal statements on interviewer ratings of an applicant's interpersonal characteristics. Applicant verbal statements were coded as containing affective, behavioral, and cognitive components. Verbal statements were analyzed using regression analysis and findings indicated that behavioral and cognitive speech components significantly impacted interviewer ratings of an applicant's self-confidence. In turn, interpersonal characteristics of enthusiasm, self-confidence and effectiveness had a significant influence on an interviewer's rating of an applicant's overall quality and the ultimate hiring decision.

    Notes: Concern about the construct validity of assessment centre judgements has led to calls for research into observers’ cognitive processes. In an experiment comparing the Traditional observation procedure against use of a Behavioural Checklist and of Behavioural Coding, six outcome variables were examined. The methods were found to yield similar outcomes in terms of accuracy of judgement, accuracy of written evidence, correlation between dimension ratings, and attitude toward the method employed. However, significant between-method differences were observed in variability between observers and in their willingness to recommend a procedure. It is argued that Behavioural Coding has special merit in assessment centres; the method reduces the cognitive demands placed on assessors, and valuably structures their information-processing. Traditional objections to simultaneous observation and classification are shown to be inappropriate.

    Notes: This article reviews 21 studies which manipulated specific variables to determine their impact on the construct validity of assessment centers. This review shows that the studies regarding the impact of different observation, evaluation, and integration procedures yielded mixed results. Conversely, dimension factors (number, conceptual distinctiveness, and transparency), assessor factors (type of assessor and type of assessor training), and exercise factors (exercise form and use of role-players) were found to moderate construct validity. On the basis of the review, practical recommendations are derived to maximize the probability that practitioners design and administer an assessment center with construct validity. Finally, new perspectives for future research are identified.

    Notes: The relationship between recruiters’ perception of the ideal applicant for a managerial position and their perception of organizational climate was examined in real selection procedures. Recruiters (n = 124) from 83 organizations in three sectors of industry participated in this study. They assessed the ideal applicant for the vacant managerial position with personality attributes derived from the Abridged Big Five Circumplex (Hofstee et al. 1992). Furthermore, they described the existing organizational climate with 14 climate scales based on the Competing Values framework of Quinn (1988). Results indicate that recruiters’ perceptions of goal oriented climate dimensions are related to the sector of industry. These perceptions influence the way in which recruiters perceive the ideal manager regarding conscientiousness and compliance. Recruiters’ perceptions concerning other dimensions of organizational climate are not related to the sector of industry and the personality profile of the ideal manager. Homogeneity of personality in organizations will exist for only some personality attributes.

    Notes: The aim of this study was to demonstrate the feasibility of biographical inventories free of the limitations common to many current biographical measures by constructing and validating an inventory composed of homogeneous scales, with item content that is factual and fair, to assess personality traits predictive of leadership. The experimental inventory, with tentative scales for Dominance, Emotional Stability, Need for Achievement, Self-Confidence, and Sociability, was administered to incoming midshipmen at the US Naval Academy and item analyzed. The validity of the final scales was appraised against subsequent peer ratings of the traits and of leadership shortly after entering the Academy; military performance grades, and midshipman rank and leadership position at the Academy; and recommendations for promotion after graduating and serving as an officer. The Sociability, Dominance, and Need for Achievement scales demonstrated convergent and discriminant validity, and all of the scales except Self-Confidence correlated with the leadership criteria. The Sociability scale’s consistent correlations with several of the leadership criteria, including a nontrivial correlation (r = 0.28) with the leadership peer rating, implies that this measure may be useful in assessing leadership potential.

    Notes: Computerized testing in the United States Air Force finds its historical beginnings in apparatus tests developed during World War II. The advent of fast, small, and inexpensive computers led to the establishment of a research program to use computers in pilot selection. Later, computerized tests were demonstrated for more familiar aptitude measures such as verbal and quantitative ability. Several large-scale efforts to implement computerized testing have proved informative. Many Air Force tests are routinely administered by computer. Continued advances in computer technology promise to make computerized testing more common and more commonplace. Computer use in measuring physiological correlates of human ability is discussed.

    Notes: If we had to identify the major areas of growth in relation to techniques for supporting leadership development, it would have to include use of 360 degree feedback. At two recent US conferences (The 24th International Congress on Assessment Centre Methods, May 1996, held in Washington, DC, and the First Annual Leadership Development Conference held in October 1996 in Boston), dedicated to presentations by researchers and practitioners on the subject of leadership assessment and development, the topic of multi-rater or multi-source feedback, as it is also known, formed a key component. This paper will outline some of the reasons why this is the case, and some of the research findings that have emerged in the last few years including issues relating to gender and perceptions of leadership. It will also describe how the author has been involved in introducing 360 degree feedback processes in several public sector organizations in the UK, together with lessons that have emerged.

    Notes: The growth of the shop stewards movement in South Africa prior to majority rule represented a challenge to the institutionalised managerial prerogative and cemented the position of black trade unions in the workplace, posing a threat to both Apartheid’s cheap labour system and also to the political control of the Apartheid regime. With the advent of majority rule in 1994, shop stewards are now expected to comply with, and co-operate in, the implementation of workplace changes which they would have traditionally opposed.     Notes: This paper reports the study of accounting practices as embedded in two religious organisations in Malaysia. The research is an attempt to study accounting practices in a cultural setting that has not been the subject of previous interpretive accounting research.     Notes: This paper develops and tests a new measure of mutual fund performance, based on Brennan's (1993a) equilibrium model of the pricing of retail financial products, which assumes that search costs of investors are non-trivial and cause the demand for mutual funds to be inelastic, thus creating an intermediary spread. This implies that the marginal costs of the intermediary spread in the form of expenses and sales load must be explicitly traded off against the marginal benefits in terms of the fund's return relative to a benchmark. The measure is used to evaluate the performance of twelve USA, eight UK and five Australian-based internationally diversified equity funds over the period 1982–95, and provides new insights into their performance in ways that are not revealed by the Jensen measure.

    Notes: Building on a no-arbitrage relationship suggested by Clare, Thomas and Wickens (1994) between the returns on equity, bonds and treasury bills, this paper develops what is termed a ‘relative excess returns’ approach to the understanding of movements in equity prices. This no-arbitrage relationship is used to derive an explicit measure of excess returns, which incorporates both the excess returns to equity and bonds while netting out any unprofitable (i.e. market efficient) return predictability caused by time variation in the treasury bill rate. This measure can be related to a series of observable variables in a consistent manner and used to construct a trading rule aimed at forecasting excess returns. In a series of empirical experiments, this trading rule appears to be more ‘profitable’ than both the rule suggested by Clare et al. (1994) and the gilt-equity yield ratio rule (used by many UK analysts to guide investment decisions), and outperforms the strategy of ‘buy and hold equity’. More generally, the analysis provides support for the existence of predictable excess returns — returns which cannot be attributed to time-varying excess returns — and for the inefficient market explanation of predictable returns.

    Notes: This paper investigates the market reactions to regulator-initiated (mandatory) suspension and issuer-initiated (voluntary) suspension on the Stock Exchange of Hong Kong. It is found that there is substantial devaluation of the stocks during either suspension, and both the variance and trading volume are higher in the post-suspension period than in the pre-suspension period. However, the changes in value and variance are sensitive to the reason for the suspension. The evidence shows that mandatory suspensions are more effective than voluntary suspensions in disseminating information, although both suspensions may not effectively ease unusual volatility immediately.

    Notes: We provide an arbitrage-free valuation of exhaustible resource firms through extending the Gibson and Schwartz (1990) model and also the Jamshidian and Fein (1990) solution to valuing an entire petroleum firm based on quoted oil futures. Our solutions are compared to accounting, traditional finance and to stockmarket valuations on a daily basis. An alternative expression of the valuations relative to stockmarket prices is in terms of the time varying implied ‘market price’ of convenience yield risk. Initial illustrations show that the implied convenience yield risk is not necessarily consistent between stockmarket and derivative market participants. Finally, we calculate the sensitivities of petroleum firm values to changes in oil prices, the convenience yield observable on NYMEX, and oil price volatilities. These partial derivatives show some of the complexities in the dynamic hedging process of using the contingent claims approach to valuing (and hedging) real assets.

    Notes: This paper analyses the factors affecting the duration of an unemployment spell amongst a sample of exclusively long-term unemployed individuals. The results indicate that person-specific unemployment propensities have a significant effect on re-employment probabilities. These effects, however, vary significantly by gender and religion. The results also indicate statistically significant negative ‘duration dependence’ effects. The evidence suggests that employers regard long unemployment durations as a ‘negative signal’ about an applicant's potential productivity. The latter implies that, in terms of government policies aimed at reducing unemployment, the demand-side of the unemployment equation should be given greater emphasis.

    Notes: Since the end of the 1970s, all European systems of industrial relations have experienced some common developments. In order to shed some light on this subject we look for common as well as specific changes within some selected systems of industrial relations in Europe. Therefore, we deal with the moving forces behind these tendencies which are, on the whole, global in character. We discuss the institutional responses to these general developments in the United Kingdom, France, and Germany. These countries have been chosen because their industrial relations are generally seen as belonging to different types of systems.We conclude that many responses are still national specific and, in line with the distinguished national logics of collective action, to be defined respectively as the logic of contract, the logic of opposition and the logic of cooperation. At the end some reflections about the future of European industrial relations are presented.

    Notes: This paper investigates (un)employment dynamics in response to labour demand shocks using a small empirical flow model for the labour market in The Netherlands. The model explicitly takes account of the propagation of shocks through the various duration classes of unemployment and allows for duration dependence in the state of unemployment. A sensitivity analysis shows that 1. congestion in the matching process due to the increase in the pace of job creation and destruction may have substantial effects on (un)employment dynamics; 2. the effects depend very much on the initial pace of labour market dynamics and they are larger when the initial pace is low; 3. the labour market may be out of its equilibrium for quite a long time after a shock occurs; 4. fluctuations in the pace of job creation and destruction only lead to unemployment persistence in the model when the escape probability from long term unemployment is zero; otherwise, the economy returns to its original equilibrium, albeit with long adjustment lags in the case that the initial pace of structural change and/or the escape probability for long term unemployed is low.

    Notes: The reforms of the Italian pension system approved by Parliament at the end of 1992 and in the summer of 1995 have been strongly conditioned by two goals of general economic policy: the re-equilibrium of the government budget and a new approach in the relationship between state and market. In this paper the author examines the main aspects of those reforms, analysing the consequences on the pension system of pursuing the general aims of economic policy. In particular, after having noticed the positive modifications, three criticisms are pointed out. (1) The extension of the private and funded component of old-age insurance, apart from its negative effect on the efficiency of the entire pension system, implies subsidizing above-average incomes at the expense of the lower ones. (2) The abolition of the link between real wages and pensions decided by the reforms implies a cut in the intergenerational contract which is dangerous from both an economic and a social point of view. (3) The political context has influenced some relevant technical aspects of the new pension system, causing some inconsistencies on operational grounds.

    Notes: We analyse the Italian labour market, which is typically considered to be highly regulated. We focus on the costs imposed on firms by the institutional environment in which they operate, and on the adjustment strategies that they pursue as a result. We have followed two complementary approaches: the analysis of the development of the laws relating to hiring and firing, together with a set of interviews of 61 manufacturing firms. This also allows us to quantify the extent of turnover costs on the total labour costs. Hiring costs, which include recruiting and training, range between 2.0 and 2.6 months of labour costs; firing costs range from less than half a monthly labour cost to 20 months of labour costs in cases of conflict.

    Notes: How do labour market conditions, trade union rights and job security regulations affect labour productivity? This paper is the first attempt at an empirical analysis of this important question for a large sample of Asian and Latin American countries. We provide new estimates of the rates of surplus labour in 20 countries, as well as detailed tables summarizing their key regulations governing certain aspects of union activity and layoffs. Then we exploit these and other data in an econometric analysis of intercountry differentials in the growth rate of labour productivity in manufacturing during the 1980s. Among the principal results, we find that, while all else remains the same, productivity growth rates are significantly higher in countries with relatively larger labour surpluses, the effects of excess of labour on productivity growth are affected by the strength or weakness of union rights. We also find that the impacts of union rights and job security protections on productivity trends may be either positive or negative, depending on the labour market situation.

The paper also contains an exploration of how changing labour market conditions influence the migratory behaviour of the unemployed in comparison with other individuals. The results indicate that total migration flows respond to changes in labour market conditions in accordance with predictions from economic theory. This finding seems mainly to stem from the migratory behaviour of the unemployed. Furthermore, non-matching migration subsidies at the levels employed are not found to be migration enhancing.

    Notes: Within an overlapping generations framework, we show that the proportion of old age consumption financed by a pay-as-you-go system can be neutral with respect to the growth path of the economy in the presence of intergenerational transfers implemented by altruistic households or by a fiscal authority. The crucial impact on growth of society's propensity to favour the elderly is discussed. Furthermore, we offer an explanation for the existence of an authority redistributing income among generations when households are selfish. This concerns the fact that it is impossible for young agents to precommit themselves not to ask for some redistribution in their favour when old.

    Notes: We show the existence of equilibrium and first mover advantage when two firms sequentially invest in quality improvement of their respective products. Although the actions (investment levels) of the firms are strategic complements, the second mover does not have an advantage. This is because, although firms are a priori identical, a change in rival investment can affect a firm differently, depending on whether the rival has a higher or lower level of investment. Thus, the marginal payoff with respect to rival action will differ for the first and second mover. We also show that the first mover may choose a higher level of investment than the second mover even though actions are strategic complements and the first mover's marginal payoff with respect to second mover action is negative.

    Notes: This paper deals with the theory of differential rent within a Sraffian small open economy. Its aim is to study the determination of the wage rate, the rent rates and the activity level of each productive process when the profit rate is given, and either the vector of final demand, or the available homogenous labour, is exogenously set. It also analyses the relation between the total value of the net product and the labour employed and shows that it is not monotonic.

    Notes: The paper considers the following mechanism of intertemporal decisions in a linear multisector production model: at each time t a program for two time periods t, t + 1 is worked out but is followed only during the first period t, after which the rest of the program is replaced by a new two-period program for t + 1, t + 2, etc. Terminal conditions in these two-period programs are continually adapted to the current state. The result of the procedure, called an adaptive rolling plan, is shown to yield growth of production at the maximum rate over time which is a natural intertemporal optimality criterion for the production model. It is also demonstrated that adaptive rolling plans can be realized in a decentralized economy, and therefore they provide an intertemporally decentralized mechanism of achieving maximum growth.

    Notes: This paper integrates investment and production decisions in a dynamic model of a competitive industry where producers, facing a technology involving fixed input–output coefficients, employ quantity adjustment rules. Whether complex dynamic price behaviour is consistent with producers breaking-even over time is explored. The proportion of costs which are sunk through investment is shown to have a potentially dramatic impact on the price dynamics. The implications of an alternative hypothesis— that producers ‘normally’ use their avail able capacities and only do otherwise if events are sufficiently dramatic—are explored

    Notes: In the modern literature on investment, a distinction is normally made between neo-Classical and Keynesian theories of investment. An earlier original approach can, however, be located in the works of Smith, Ricardo, and Marx. In this Classical tradition, investment is subject to a capital constraint, and capitalists allocate their capital according to the relative profitability of the various industries. We show that this behaviour is rational in a model in which capitalists optimize over an infinite horizon and form rational expectations: inter-industry mobility can be expressed as an adjustment behaviour such that investments, ΔKi are proportional to profitability differentials: ΔKi = Ai (r¯i−r¯)
