    Notes: Empowerment, a term often misunderstood, is a synergistic process of individual development through which the base of influence in an organization is enlarged. Individual empowerment requires that the philosophy of the organization, principally enacted through its administrative system, support employees in accomplishing organizational goals. Support comes from effective and efficient managerial allocation of organizational resources. Two different organizational philosophies are presented and discussed in terms of their impact on empowerment: organizational resource conservation and organizational resource integration. Differences between the philosophies are explained through a conceptual model of preventing failure versus assuring success. Implications of each philosophy for the practice of management in knowledge organizations are discussed. These implications are based on the assumption that managerial behaviors determine how successful will be the process of empowerment.

    Notes: Many brand manufacturers are facing increasing competition from competitors entering the market with extremely aggressive prices. To face this new competition the branded manufacturers traditionally lower their own prices or do not react to such attacks at all. Both strategies are not optimal. A third alternative is the two-product strategy which can be successful in many cases. This strategy foresees a second, lower positioned product to be added to the existing higher positioned brand product, which is targeted directly against the low-priced competitors. The most important aspect for such a strategy is that the two products are differentiated strongly enough to minimize cannibalization. This can be achieved by differentiating brand, quality, price and/or distribution. A two-product strategy has proven successful in many countries and markets, but can also help in a less competitive environment by opening new distribution channels or offering more customized products for specific market segments.

    Notes: States that reference price has emerged as a central feature in consumer decisions. The goal of this study was to explore the contribution of mode of payment to the formulation of personal reference prices (what one believes to be a fair price for a product) and reservation prices (the highest price one is willing to pay for a product). Reference prices for the products were significantly influenced by mode of payment (check, cash, credit card). Those in the credit card condition formulated significantly higher reference and reservation prices than when other modes of payment were considered. That credit cards can raise reference prices leads to a better understanding of why consumers spend more with credit cards.

    Notes: The use of modeling and statistics for the design and development of pricing strategy is prevalent in academia as well as the industry. One of the more commonly used tools by researchers and managers alike for the estimation of linear demand models is the ordinary least squares (OLS) regression. Unfortunately, a majority of data sets to which such models are applied suffer from nonstationarity - that is, the dependence of a variable on its prior values - thereby violating the assumptions of a basic (naïve) regression model. Estimates of variables under these conditions are known commonly to be inflated and inaccurate. While this problem is well-known and can be corrected for among statisticians and econometricians, a simple and effective tool has not yet been designed for managers - the actual users of such models. Studies some of the problems encountered when using a naïve model and proposes a simple method to check for nonstationarity and redesign the model to account for the same. Using scanner data on soup, shows that the redesigned model predicts better, fits better and offers more meaningful results. Finally, looks at the implications of estimating such models for pricing strategies and issues. Surface response analysis shows how a manager can use such models for conducting insightful studies on price sensitivity.

    Notes: Proposes a system in which the information superhighway can be built, maintained and routinely upgraded by the efforts of multitudes of small scale servers looking after only their own individual economic interests. Each server will be classified as either a "parasitic" server or an "integrated" server. At a given band-width level, integrated servers are equal to each other in their network, but parasitic servers will be functionally dependent on their integrated parent servers to which they must pay a fee. Although it is initially cheaper to open a parasitic server, economic incentive will motivate owners of parasitic servers to make their servers integrated. The primeval seed of this network will be a structure composed of three servers arranged in a triangle called the "base delta." The first integrated servers will be connected to each of the three base delta servers. Later, servers will have to be connected to at least three other integrated servers to qualify as integrated servers. Each base delta will have a territory extending from it that, when intermeshed with other base delta territories, will become "integrated" base delta territories. All integrated servers within integrated base delta territories are equal to each other in function. The aim is to motivate the owners of independent small-scale servers in such a way as to cover the globe with integrated base delta territories.

Identifies the potential misuse of the Internet as a source of biased information. Defines biased information as information not representative of the state of human knowledge. In order to provide a basis for comparison, begins by defining the concept of a representative subset, which is used as a basis for comparing the nature of different information resources. This is followed by a presentation of the use of the knowledge-comparison function in evaluating different information resources. Then discusses the significance of information equivalence in the information age as a basis for setting concrete goals for Internet research policy.     Notes: The Java programming language supports the concept of downloadable executable content; a key technology in a wide range of emerging applications including collaborative systems, electronic commerce, and Web information services. Java enables the execution of a program, on almost any modern computer regardless of hardware configuration and operating system. Safe-Tcl was proposed as an executable content type of MIME and thus as the standard language for executable contents within e-mail messages. However, the ability to download, integrate, and execute code from a remote computer, provided by both Java and Safe-Tcl, introduces serious security risks since it enables a malicious remote program to obtain unauthorised access to the downloading system's resources. In this paper, the two proposed security models are described in detail and the efficiency and flexibility of current implementations are evaluated in a comparative manner. Finally, upcoming extensions are discussed.

    Notes: The World Wide Web has experienced explosive growth as a content delivery mechanism, delivering hypertext files and static media content in a standardised way. However, this content has been unable to interact with other content, making the Web a distribution system rather than a distributed system. This is changing, however, as distributed component architectures are being adapted to work with the Web's architecture. This paper tracks the development of the Web as a distributed platform, and highlights the potential to employ an often neglected feature of distributed computing: migration. Argues that all content on the Web, be it static images or distributed components, should be free to migrate according to either the policy of the server, or the content itself. The requirements of such a content migration mechanism are described, and an overview of a new migration mechanism, currently being developed by the authors, is presented.

In this paper we present a mechanism for organising and manipulating groups of nodes and links in WWW sites. These constructs are used to create dynamic views of the data in a given site according to various organisational and presentational criteria. Moreover, proven techniques for the management of hypertext networks (e.g. versioning, variants, etc.) can be readily implemented through the use of this model. Additionally, the model allows the creation of user views through the combination of these constructs via a number of operations. After the description of our model we present a prototype system developed at the University of Geneva that demonstrates how the mechanisms included in our model can be integrated into an existing http server. We then examine how the same mechanisms can be employed in the management of large WWW sites.

    Notes: New application types such as distributed multimedia applications have to provide a certain quality of service (QoS) to the users. Since they handle time-critical information such as audio and video data, they need appropriate support from the system components and especially from the network. New protocols and mechanisms have been developed over recent years to offer integrated services by serving both discrete media data (such as text and graphics) and continuous-media data (i.e. audio and video) in digital networks. Internet and asynchronous transfer mode (ATM) are the main players in this area and both possess QoS architectures which allow them to integrate services of data- and tele- communications formerly performed by separate infrastructures. We believe that both will co-exist for a significant amount of time, potentially complemented by other, perhaps simpler, approaches which are currently under investigation, such as differentiated services. Therefore, an interaction between these two architectures is necessary. In this paper, we discuss interaction approaches for the QoS architectures developed for the Internet and for ATM. We base this description on requirements and scenarios of multimedia applications and on the possible communication patterns considering different topological variants for heterogeneous Internet-ATM networks.

    Notes: Nomadicity is a new challenge for computing and communication technologies. Modern cellular telephone systems extend the usability of portable personal computers enormously. A nomadic user can be given ubiquitous access to remote information stores and computing services. However, the behaviour of wireless links creates severe inconveniences within the traditional data communication paradigm. In this paper we give an overview of the problems related to wireless mobility. We also present a new software architecture for mastering the problems and discuss a new paradigm for designing mobile distributed applications.     Notes: The Internet environment, with its packet-switched network and lack of resource reservation mechanisms, has made the delivery of low bit-rate real-time communication services particularly difficult and challenging. The high potential transmission delay and data packet loss under varying network conditions will lead to unpleasant and unintelligible audio and jerky video play-out. The Internet TCP/IP protocol suite can be extended with new mechanisms in an attempt to tackle such problems. In this research, an integrated transmission mechanism that incorporates a number of existing techniques to enhance the quality and deliver "acceptable" real-time services is proposed. These techniques include the use of data compression, data buffering, dynamic rate control, packet lost replacement, silence deletion and virtual video play-out mechanism. The proposed transmission mechanism is designed as a generic communication system so that it can be used in different systems and conditions. This approach has been successfully implemented and demonstrated using three separate systems that include the Internet Phone, WebVideo and video-conferencing tool.

    Notes: The Digital Signature Project (ELU-project) is coordinated by the STUZZA, a subsidiary of the leading Austrian business banks. The aim of the project is to establish an infrastructure for applying smart card-based digital signatures in banking and electronic commerce applications. One important requirement is to conform to all relevant international standards to ensure interoperability in case of a later connection to an international certification infrastructure. One part of the infrastructure is a public directory in the form of an LDAP-server from which the X.509v3 certificates of the public signature keys can be retrieved. To provide for integrity, strong data authenticity and non-repudiation of all directory information it was important to apply some security features that have not been standardized for LDAP yet. In this way the user can be sure that he is talking to the trusted directory when retrieving certificates and certificate-related information. In this paper we give an overview of the project and some insights into some of the interesting parts of the system specification and design.

    Notes: WebCT has been used to support traditional teaching techniques for the entire 1997-98, and half of the 1998-99, academic years. It was used within the structure of over 60 courses (enrolling a total of more than 1,000 students) in the English, Theology, Modern Languages, Nursing, Occupational Therapy, Management Information Systems, Law, Pharmacy, Medicine, and Business programs. Concerned with the impact WebCT might have within a traditionally oriented liberal arts teaching environment, the author explored the views of the students, rather than the faculty and system administrators, who were required to use the WebCT tools in their classes. Data from students addressing the use of WebCT in their classes are now available for three full semesters, providing an expanded assessment over earlier findings. The ramifications of the use of WebCT as a course adjunct and course presentation tool are addressed based upon the data collected from Creighton University students over the past 18 months of WebCT use.

    Notes: A survey instrument based on the fundamental concepts of TQM in BS 7850 was developed to measure employees' motivation and behaviour towards practising TQM in Hong Kong. Principle-component factor analysis was employed to analyse the data. Three factors were found, namely the technology, the system and the philosophy, with emphasis on different aspects of TQM. Factor scores were then computed and empirical results showed that there exist three dimensions of quality and that Hong Kong employees are more motivated by the technical aspects of TQM, such as reducing quality losses and continuous improvement. On the other hand, the philosophy aspect of quality has not been emphasized.

Specifically, implausible claims that purported exaggerated savings led to greater discounting, higher perceived price reduction, higher perceived offer value, and higher shopping intention than those with plausible price reductions. Objective price claims that state the exact amount of reduction generally elicited more favorable responses than tensile claims of the "save up to ____ percent" genre. When the price reductions were implausible, tensile claims resulted in higher discounting, lower perceived price reduction, and lower perceived offer value than did objective claims. Finally, greater brand familiarity resulted in higher claim discounting and lower perceived price reduction when the claims were implausible rather than plausible. Theoretical and managerial implications are furnished together with directions for future research.

It is prevalent in urban centers where the retailing activity is one of the major economic activities undertaken by the middle and lower echelons of the social class. In a study of the switching of consumers from one brand to the other as a response to price increases, the practice has shown a bi-directional effect. In an inter-brand shift, it acts as a buffer slowing down the change in preference by granting the consumers an ability to buy the same brand even if the budget is not enough for one pack. The opposite, however, happens in the intra-brand (local to foreign) shift. The practice makes it easier for the consumer to shift by lowering the perceived "sacrifice" in incremental price vis-à-vis the differential value between the imported and local brand.

More specifically the term netiquette has been described as the conventions of politeness recognized on Usenet and in mailing lists. In the context of the new Internet global culture, attempts are being made to identify common standards of etiquette. Literally hundreds of specific netiquette suggestions are published. Identifies the following most frequently cited specific suggestions for online users: think first; write in upper and lower case; avoid abbreviations; be concise; avoid smileys; don't flame; don't take offense easily; don't evangelize; and know the audience. Netiquette breaches do not always bring retribution. Most breaches of politeness and courtesy may do no more than reflect poorly on the individual user.     Notes: The National Capital FreeNet (NCF) in Ottawa, Canada is one of the largest and most successful community online services in the world. A sample of 1,073 National Capital FreeNet (NCF) users were surveyed about their demographic characteristics, their access methods, and their levels of satisfaction. The results indicate that NCF users are not a specialized group in the community, but are comparable to the local regional population in age, education, and income. NCF users most often connect from home using modems, often using equipment and telephone lines purchased specifically for this service. NCF users connect to the system regularly, and usage of the system was not strongly related to demographic factors. NCF users are very satisfied with the system and satisfaction and donations were not strongly related to demographic factors or use of the system. These results suggest that this community network has a broad appeal and that current and future online services may have significant widespread impacts on individuals and society.

This paper describes a system named Jamaica, which profiles the interest of a Web surfer. Jamaica searches desired information using different search engines. The hits are verified to eradicate erroneous links and duplicated documents. Refinement is carried out to customize and rank the results. Jamaica is built on a client-server architecture, achieving a compact, independent information profiler. Results of an evaluation carried out against a number of commercial search engines are shown to illustrate that Jamaica is able to obtain more relevant information compared to a single search engine.

    Notes: Finding specific information on the Web can be difficult and time-consuming due to the Web's tremendous size and the current speed of network connections. Information agents that search the Web on behalf of users are invaluable. Since information needs are diverse, there should be tools for users to build their own agents that specialize in finding the information they want. These tools should be usable by non-programmers. This paper describes ARIS, a shell for constructing information agents without coding. Our approach is akin to expert system shells, where the user supplies the knowledge for each specialist agent, and a common engine utilizes the agents' knowledge. An agent's search is guided by knowledge about how Web sites in a given domain are typically structured. We also report on our experiences with two agents built using ARIS.

The premise is that people relate to information services and systems metaphorically. In other words, they identify the system or service as analogous to something perhaps more mundane or commonplace. These are known as wild metaphors. They help to explain the unknown or unfamiliar and help us to learn new things. They arise from our individual beliefs and backgrounds but they are also inevitably influenced by our collective experience of contemporary media characterisations of the Internet. This study relates the analogies that academics in Australia report for the Internet with the satisfaction that they derive from information seeking on the network.     Notes: The Internet has the potential to facilitate understanding across cultures and languages by removing the physical barriers to intercultural communication. One possible contributor to this development has been the recent release of freely-available automated direct machine translation systems, such as AltaVista with SYSTRAN, which translates from English to five other European languages (French, German, Italian, Spanish and Portuguese), and vice versa. However, concerns have recently been raised over the performance of these systems, and the potential for confusion that can be created when the intended meaning of sentences is not correctly translated (i.e. semantic processing errors). In this paper, we use an iterative paradigm to examine errors associated with interlingual divergence in meaning arising from the automated machine translation of English proverbs. The need for the development of Web-based translation systems, which have an explicit cross-linguistic representation of meaning for successful intercultural communication, is discussed.

Longitudinal studies of the changing make up of Internet users have been running for much of the 1990s and market intelligence companies have been applying their proprietary segmentation models to this data and also creating new models specifically for the Internet. At a more sociological level, what are the cultural norms and cutoms of the population of the Internet cultural region? This paper complements the market intelligence research by an investigation into the applicability of cultural classification schemes as exemplified by Hofstede with a view to information extant and prospective Internet involvement.     Notes: Eight college and university Webmasters in three midwestern states were interviewed to explore their communications practices and activities by applying a traditional mass media gatekeeping perspective. The results suggest that gatekeeping theory is a valuable approach for studying individuals responsible for the mediation of messages in the emerging online media. Webmasters' personal characteristics and attitudes were found to influence their media content decisions, they share common values used to determine content and design, and they face a variety of organizational and related constraints, some exclusive to Web gatekeepers in an academic setting. Examples of gatekeeping activity and observations by the informants are presented, and suggestions for future research are included.

    Notes: This study examines the role of the Internet and its usage on the level of perceived independence among people with physical disabilities. A questionnaire was posted on the Internet as well as distributed to two associations. It was answered by 24 people with physical disabilities who use the Internet, and 22 people with physical disabilities who do not use the Internet. The results of the two groups were compared. It was found that an increase in the number of Internet services used positively influences the perceived level of independence among individuals with physical disabilities. This was particularly true for independence related to the fields of employment and learning. The various Internet services used do not impact the same components of independence to the same degree. The usage of the World Wide Web and Telnet particularly benefits independence.

The potential revenue from an empty seat on a bus is lost for good once the service run is complete. Conversely, when demand for a seat on a service run exceeds supply, the revenue is also lost. As public bus transport has a high fixed to variable cost ratio, these demand and supply imbalances have a significant impact on cost recovery performance. Addresses a number of factors that influence the cost recovery performance of public bus transport using data from one of Australia's largest operators. It considers the shortcomings of current fare price structures and how these may be changed to reflect operational cost drivers in a way that improves cost recovery performance. The various non-monetary costs passengers incur when purchasing and using public transport are also considered along with methods of reducing these to increase the revenue-generating performance of operators' fixed capacity.

However, it is as yet unclear what factors influence perceptions of unfairness. Answers the question, "What is fair?" by proposing that consumers sometimes infer a firm's motive for a price and that the inferred motive influences perceived price fairness. A study provides evidence that consumers use contextual information to infer a firm's motive. When consumers infer a negative motive, the price is perceived to be unfair and when consumers do not infer a negative motive, the same price is perceived to be fair.     Notes: An experimental design is used to examine the effect of products' country-of-origin on first-mover advantage. Specifically, focuses on the effects of favorable/unfavorable country-of-origin on first-mover advantage, as well as its effects with regard to "early followers" and "late followers". The results have direct implications for products entering international markets as a first mover, "early" follower, or "late" follower. Results indicate that with increasing number of competitors entering an international market, a product's favorable country image begins to lose its strategic importance. Consequently, the pursuit of first-mover advantage may be more relevant than a positive country-of-origin effect. Also, the results suggest that for products from countries with a less than favorable image, it may be more useful to be a "follower" than a "first-mover" because the advantage of being first in a market can be negated by the unfavorable country-of-origin effect.

While moderate-quality host brands can improve their competitive position by using branded ingredients, higher-quality host brands generally do not. However, higher-quality host brands may benefit most by securing the most desirable branded ingredients for their own use, thereby blocking moderate-quality host brands from using a branded ingredient strategy to improve their competitive position.

The general objective of the research was to determine how differing groups of consumers view innovativeness, and how innovativeness is assessed, with particular reference to high-tech product offerings. The research was carried out in two stages; a series of focus groups was run to determine the dimensions of the problem, and a questionnaire derived from this. The questionnaire was then administered to visitors at a consumer-oriented trade show. Statistical analysis of the questionnaire revealed that there are significant differences between groups of consumers regarding the relative importance of various factors in the process of assessing innovativeness.

    Notes: In this work, commercial silver metal contacts welded on top of silver plated brass or brass substrates have been exposed to air rich in NaCl. Scanning electron microscopy and energy dispersive analysis of the exposed contact surfaces were performed to identify the corrosion by-products on top of the silver contacts, suspending wafers, and welding materials. Surface corrosion products were mainly found to consist of small spherules of Cu-Zn or Ag-Cu compounds which cover the surface of the contact proper with low adhesion properties. They mainly originate from the underplating wafer or welding materials. Electrical characterization of the contacting materials was based on dc temperature overheat tests, current switching cycle tests, and energy storage during ac current excitation. The experimental results display that the operating environment is indeed a very significant parameter determining the overall performance of the electrical contacts. New design rules as well as material selection properties may have to be systematically considered to allow for electrochemical induced degradation in saline operating environments.
