Notes: Describes a networked virtual environment, a type of virtualreality most commonly known as a "MUD" or a"MOO", which was used at an internationally-attendedscientific conference held on the Internet. Interviews with conferenceattendees indicated enthusiasm for the effectiveness of the medium, andrevealed how the virtual environment can be modified to improveconferencing efficacy. Such alterations included: novel input-outputcontrol management; automation of conference registration; control ofanonymous or guest connections; simplification of conference centertopography; an improved methodology for recording discussion sessions;use of moderated rooms to compensate for network lag; and providingbuffers to update late arriving participants. Concludes that networkedvirtual environments provide an inexpensive means for effectiveinternational conferencing on the Internet.

Notes: Outlines the principle of the Dutch auction, whereby the price begins at a high level and decreases by steps until a bid is made. Describes an integrated hardware and software system which uses Internet communications to enable remotely created bidders to participate in real-time Dutch auctions and which meets the stringent requirement that synchrony be maintained among bidders' terminals to ensure that each bidder has a fair chance to bid at the current offer price. Defines the principal functions of the system and characterizes its available resources. Illustrates implementation using a prototype design. Pays particular attention to bidder terminal synchronization, bidder authentication, and auction client security. Includes the possibility of a system variant using ISDN interconnect and PC-based bidders' terminals.

Notes: As the set of people using computers becomes larger and less cohesive, it is becoming important to educate users about their ethical responsibilities. Design of an effective campus computer ethics policy requires awareness of numerous cultural, technical and legal issues. Especially important are the cultural splits between power users and utilitarian users, and between "old world" and "new world" philosophies of computer ethics. Discusses those issues and presents the University of Georgia's ethics policy as a model to aid those developing similar policies at other institutions.

Notes: Provides a new answer to the resource discovery problem, which arises because although the Internet makes it possible for users to retrieve enormous amounts of information, it provides insufficient support for locating the specific information that is needed. ALIBI (Adaptive Location of Internetworked Bases of Information) is a new tool that succeeds in locating information without the use of centralized resource catalogs, navigation, or costly searching. Its powerful query-based interface eliminates the need for the user to connect to one network site after another to find information or to wrestle with overloaded centralized catalogs and archives. This functionality was made possible by an assortment of significant new algorithms and techniques, including classification-based query routing, fully distributed cooperative caching, and a query language that combines the practicality of Boolean logic with the expressive power of text retrieval. The resulting information system is capable of providing fully automatic resource discovery and retrieval access to a limitless variety of information bases.

Notes: Seeks to examine the important role commitment plays inimplementing TQM and the interrelationship between that commitment andthe role of training. In particular, considers the necessity ofmaintaining the energy and drive for quality within the system. Developsa model which is analogous to the energy within a chemical process. Theexisting status quo is altered through the influence of commitment totraining, communications, systems, and teams. These affect theorganizational culture which then reinforces further changes anddevelopments.

Notes: Explores the prevailing system of management in the West, which hasdiscouraged individual initiative. The results are decreased innovationand a reduction in applied technology. To restore motivation, innovationand joy in work and learning, a transformation of management isessential. This transformation requires application of a system ofprofound knowledge and an understanding of processes and statistics.Areas of understanding include: system optimization, blendingstatistical analysis with human empowerment, and the practical use oftheoretical knowledge. Additionally, transformation requires thatmanagement must comprehend human behaviour, cultural forces, motivational techniques and the process of change. The transformation isbased on the theory of Dr W. Edwards Deming.

Notes: Raises the question why society relies on ranking and grading fromthe first day of school, through the educational system, into theworking environment. Goes on to discuss the effects of extrinsic forceson intrinsic attributes and describes and assesses the concerns/views oftheorists such as Deming, Latzko and Bramham. Ranking affects us allthroughout the whole western world. Indeed it is pervasive throughoutthe world. Ranking is a fundamental cornerstone of the present educationsystem and is being further developed within organizations by means suchas performance appraisal, target setting, merit system, etc. Suggeststhat ranking should be replaced by co-operation and that recognition ofthe need to change is required. This may require government legislation. It also has to be encouraged by those who develop education and trainingpolicies.

Notes: Workplaces in Japan are well-known for their cleanliness andorderliness. This results from the Japanese emphasis on training anddiscipline. The logic behind the 5-S practice is that organization, neatness, cleanliness, standardization and discipline at the workplaceare basic requirements for producing high quality products and services, with little or no waste, while maintaining high levels of productivity.Outlines results of an intensive questionnaire survey on about 3,000companies in the UK and 200 leading companies in Japan with a responserate of about 12 per cent. Aims to determine whether the Japanese 5-Spractice has a significant contribution to the successful total qualitymanagement (TQM) implementation. The main finding from the 205manufacturing and 106 services firms in the UK as well as 16 leadingcompanies from Japan is that the 5-S provides an essential total qualityenvironment which is an important base for implementing TQMsuccessfully. Inevitably, TQM training policy should incorporate the 5-Spractice guidelines.

Notes: The aim of cultivating closer links between education and businesshas become the accepted wisdom and practice in the UK over more than thepast decade. With delayering resulting in flat organizations, one way toretain the interest and motivation of staff is through encouraging linkswith the world of education, which is seen as having training value tocompany employees, pupils and education institute staff. The advantagesof such education-business partnerships are seen to be mutual, and mostlarge and many smaller companies are now entering into them. Indeed, oneinitiative by a larger company seeks to encourage smaller companies tobecome involved. It is becoming increasingly common for some evaluationto be undertaken of the effectiveness of such arrangements, butgenerally on a one-to-one basis. What is presented here is anindependent evaluation of one large company's partnership from theperspective of the education side of the equation. Many insights areprovided of the strengths and potential weaknesses of such arrangements, with suggestions made as to how improvements may be achieved.

Notes: A method for the regulation, assessment, follow-up and continuousimprovement of care in long-term care institutions - the RAFmethod - was developed by a team of researchers at theJCD-Brookdale Institute. It was tested in a five-year experimentalprogramme, implemented in the surveillance systems operated by theMinistry of Labor and Social Affairs and the Ministry of Health. Theprogramme, which introduced major changes into the surveyors' workpractices, included workshops for the surveyors and collaborationbetween surveyors and researchers to solve problems which arose duringthe development phase of the programme. Based on the experimentalprogramme's success in identifying and correcting deficiencies in thecare of residents in long-term care institutions, the RAF method wasimplemented in Government regulatory systems on a regular basis, nationwide, beginning in 1993.

Notes: The "collaboratory" concept has recently entered thevernacular of the scientific community to reflect new modes ofscientific communication, cooperation and collaboration made possible byinformation technology. The collaboratory represents a scientificresearch center "without walls" for accessing and sharingdata, information, instrumentation and computational resources. Theprincipal applications of the collaboratory concept have been in thephysical and biological sciences, including space physics, oceanographyand molecular biology. Discusses the attributes of the collaboratory, and applies the concept developed by computer and physical scientists tothe design and operation of the SIPPACCESS prototype informationsystem for complex data to be used through the Internet by sociologists, demographers and economists. Examines obstacles to collaboratorydevelopment for the social sciences. Concludes that four major obstacleswill inhibit the development of collaboratories in the social sciences.

Notes: Examines the characteristics of bibliographic information retrievalsystems, particularly online public access systems, in terms of thedifficulties children have in using them. The specialized focus oflibrary and information science, the highly abstract nature ofbibliographic representation, and the evolving cognitive development ofchildren are all contributing factors to these difficulties. Describesrecent research and development in interface design, followed byimplications for the design of Internet navigators. The new generationof Internet browsers can give students the ability not only to searchfor information, but also to create and disseminate information usingthe same medium. Such capacity adds a significant dimension and newmeaning to the concept of information retrieval. Concludes thatthoughtful and developmentally appropriate interface design is criticalto the success of children's use of this powerful new resource.

The study examines, on acomparative basis, consumer and business products organizations, practices being utilized to guide the development process and keyfactors influencing the success/failure of the process. Results from anempirical study reveal that: (1) there is no one best means to structurethe process; (2) top management commitment to and support of the processis a critical factor; (3) knowledge of markets and customers remainselusive; and (4) more similarities than differences exist between thepractices undertaken by and the factors influencing success/failure inconsumer versus business products organizations.

Notes: The effectiveness of marketing activities in firms with productmanagement is, in part, determined by the extent to which theorganizational structure is aligned with the uncertainties in themarketplace. Investigates the relationship between various dimensions offirm's marketing organizational structure (i.e. centralization, formalization and structural differentiation) and the degree to whichthe product manager confronts environmental uncertainty. Claims theempirical results indicate that the organizational structure whichapplies to the product manager is related to uncertainty in the marketenvironment of the firm and that product managers' authority is notmatched to the degree of uncertainty in the environment. Discusses theimplications of these results in terms of the product manager'sperformance in varying organizational structures.

Notes: The introduction of the original Mazda 323 five-door into the SouthAfrican market in 1977 launched the brand from virtual obscurity toinstant success. The 323 became the top selling derivative in thecountry and the brand became a household name. However, during the 1980sthe brand's equity steadily eroded and it was perceived to be a staid, boring marque with a poor image. Describes how the brand wassuccessfully revitalized in the early 1990s. Draws a distinction betweenrevitalization and the successful "renaissance" advertisingstrategy. Reviews the outcome of the renaissance campaign, ini additionto Mazda's current performance, concluding that the brand has beensuccessfully revived - to the point that Mazda's market share inSouth Africa is the highest achieved by the brand anywhere in the world.

Notes: Private label brands may be in danger as a result of recent changesin the marketing strategies used by private label firms. The primarycompetitive advantage of private label brands, good quality at lowprices, may be lost if private label firms continue to modify and expandhow their brands are marketed. Specifically, changes in private labelbrands' advertising, packaging, sales promotion, and product improvementstrategies indicate that private label brands are moving closer thanever to manufacturer brand status. To the extent that these changesresult in higher average retail prices and/or lower gross margins forretailers, the advantages of private brands to both consumers anddistributors will diminish, illustrating that the historical"wheel of retailing" hypothesis may be applicable to privatelabel brands. Investigates the aforementioned trends and providessuggestions for manufacturers and retailers for future brand managementstrategies.

Notes: Social values represent desired end states of being or desirablebehaviors such as self-respect, warm relations with others, orexcitement. These abstract social cognitions help shape productattitudes and through them guide overt behavior. Empirical research hassupported this theoretical structure of values-attitudes-behavior, butonly for a relatively few high involvement products. A sample of 323adult women shoppers rated the importance of the nine social values fromthe list of values; reported their attitudes toward snack foods, convenience foods, and cooking; and described purchase frequencies for avariety of foods. The shoppers' food attitudes were consistentlyassociated with self-reported food purchases. Moreover, ratings ofseveral values were associated with attitudes toward snack foods and useof convenience foods, suggesting that social values may influence buyerbehavior for low as well as high involvement products. The findings haveimplications for food marketers who want to promote their products moreeffectively, consumer theorists who want to understand the impact ofvalues on consumer behavior, and public makers who would like toinfluence food expenditures by consumers.

Notes: In an increasingly competitive marketplace, greater emphasis isbeing placed on brand image development as the basis for consumerdiscrimination. Advertising has a central role to play in developingbrand image, whether at the corporate, retail or product level. Itinforms consumers of the functional capabilities of the brand whilesimultaneously imbuing the brand with symbolic values and meaningsrelevant to the consumer. These two functions of advertising closelyparallel the informational and transformational schools of advertisingeffects and theories on the central and peripheral routes to consumerpersuasion. Such dichotomous approaches to explanation are unlikely torepresent the reality of consumer choice in that brand image is likelyto be formed by the simultaneous absorption of advertising messagesbased on both the functional and expressive capabilities of brands.

Notes: Most existing product innovation-decision models view decisionmaking from a very cognitive perspective in that they presume thatdecision to adopt a new product is preceded by steps that parallelproduct information procurement and evaluation. Argues that such anapproach is unnecessarily limiting given that a substantial proportionof individuals do not base their decisions on attribute processing, evenfor relatively complex products. Critically evaluates two of the mostwidely cited adoption models and based on this analysis proposes a moreholistic model that incorporates real world decision factors, andpresents its managerial implications.

Notes: The Telemation project, a California grant-funded training project, trained approximately 450 teachers through institutes conducted in thespring and fall of 1994. A central theme in this project is informationliteracy - the ability to access, evaluate, and use informationfrom a variety of sources. Helping students acquire these skills is keyto their successful use of online resources, as well as their continuedease in learning later in life. The TeleLearning Mobile Unit (TMU)provided a unique means to conduct training, in which 24 participantshad simultaneous access to online resources. All participants are todevelop a classroom project integrating online resources into the K-12curriculum. By late spring 1995, all Telemation projects should beonline, available as models for all K-12 teachers.

Notes: The Kidlink project began in 1990 with the goal of creating aglobal dialogue among the ten to 15-year-old youths of the world. Theprimary medium for this exchange has been through e-mail mailing lists.Over four years, that project has experienced nearly an order ofmagnitude growth. This growth has entailed major changes in both the waythe dialogue itself has been structured and in the organization of thevolunteers who run the project. Growth is much more of a challenge forthose Internet projects that provide contact with individuals than forthose that are primarily providing access to information. The success ofKIDLINK provides a useful model for others.

Notes: Branding is an effective marketing strategy tool that has been usedwith frequent success in the past. Today, branding is experiencing a newpopularity resulting from new, innovative applications. Although therehave been instances where branding has been less than successful, marketers are beginning to find the appropriate applications in a givensetting. Issues and problems concerning branding strategy today includethe selection of a brand name. This fundamental issue will impact on thesuccess of a branding strategy. Once a name is selected, marketers haveto choose the advertising strategy to support and communicate the name. Finally, keeping the brand in a strong position is a critical concern.New areas of branding include corporate, industrial, and servicebranding. These nontraditional branding environments are becoming thefuture for marketers using branding strategy. To add to the new brandingareas, there are new branding techniques. These techniques include brandextensions and ingredient branding. New strategies, techniques, andarenas for branding have to be managed. The organization must supportand identify with the strategy. The goals, objectives, and mission ofany organization should be in line with the branding strategy employed.

Notes: This study examines how brand- and country-related intangibleassets influence the market shares of brands and their marketingeffectiveness (particularly price effectiveness). Using the case of thesmall car segment, seems to provide some interesting implications forbrand management in global markets where the intangible assetsassociated with brand and country names are important. Found that acountry name (e.g. Japanese name) produces positive value to brandsoriginating from particular countries. Documents that long-termpopularity positively influences brands' short-term market shares andmarketing effectiveness. Also discovers that a brand can generatepositive brand-specific assets, i.e. brand popularity, without apositive country name equity. Discusses managerial implications andrecommendations, within the context of global competition.

Notes: Due to increasing global competition, the issue ofcountry-of-origin has received a great deal of attention recently.Examines country-of-origin image stereotyping by businesspeople in theGulf States of the Middle East. Assesses the attitude of businesspeopletoward various products of seven countries: the USA, Japan, Germany,England, France, Italy and Taiwan, that are the most active in the GulfStates. To develop effective global marketing strategies, firms requiredecisionmaking support in the form of information about the perceptionof their products in the international markets. The study found thatcountry-of-origin stereotyping is present in the Gulf States market. Thestudy provided evidence that "Made in the USA, Japan, andGermany" clearly emerged as most favoured countries of origin. Inaddition, the image of English products trailed behind products fromother European countries except Italy. Profile differences were analyzedstatistically. Age, education, sex, and income level were variouslyrelated to consumers' attitudes to products made in different countries.

Notes: Reports on a preliminary study which examined the impact ofmembership fees on consumer attitude and choice. Consumers participatedin a computerized simulated shopping experiment in which repetitivechoices were made from a set of videotape rental stores. Paying amembership fee had a short-term impact on attitudes and choice. It issuggested that it is often a wise practice for retailers to buildmembership fees (even very small ones) into their pricing structure.Paying such a fee appears to make consumers resistant to the offers ofcompetitors in the short run and may provide some insulation fromcompetitive attacks.

Makes adistinction between intellectually based and morally based behaviourswhich allows a "dartboard" model to be created with"hard" competences at the centre, phasing out throughintellectually based behaviours to "soft" morally basedbehaviour at the periphery. Behaviours, capabilities and attributes areadded to the vocabulary, hopefully to provide greater clarification.

Notes: Supervisors in the 1990s will be challenged by a dynamic, shiftingand shrinking workforce. The traditional white, male-dominated workforcewill become obsolete, with a more diverse workforce made up of females, minorities, the disabled and the elderly taking its place. Supervisortraining is the answer to effectively managing these changes. Across theUSA, many companies have implemented workplace diversity throughextensive supervisor training programmes. These programmes address theimportance of understanding each employee and how individual needsdiffer. With the real threat of a shrinking workforce ahead, employeeretention becomes an additional focus. Traditional management styles arenot as successful, with the new workforce as the "leader" or"coaching" styles of management. Companies which do noteffectively train their supervisors to handle the needs of a variety ofpeople and do not shift their management styles to accommodate the newworkforce may struggle to stay afloat.

Notes: Describes a case study in which the Kolb learning model was used inthe implementation and evaluation of a facilitation skills trainingprogramme associated with organizational change. Demonstrates theusefulness of experimental learning theory and Kolb's learning model tofacilitator and participants in process evaluation. Achieves evaluationwithout complex descriptions of learning theory and psychometricinstruments; simply relies on the model to guide participants throughthe learning cycle. Suggests the approach may be used to encourageparticipants to recognize their learning preferences and understand theimportance of exploring the full range of learning activities. To mainlinks between theory and application of facilitation skills, participants kept a journal of their activities and learnings. Describeshow journalized comments were plotted on to sectors in the model whichdescribed learning outcomes to serves as preliminary feedback ofparticipants' learning experiences and the programme.

Notes: The introduction of training credits through Training andEnterprise Councils (TECs) has required care and sensitivity. When LeedsTEC launched its quality training and guidance package for young people,it was based in part on research commissioned from Quaestor Research andMarketing Strategists. Considers the structure and value of theresearch, and the input from training providers. Arising from theresearch was a recognition of the vital need to "raise the parityof esteem" between academic and vocational learning. The researchalso helped in the design of the product, and underlined the relativeimportance which is attached to the monetary value of a training credit.

Notes: Summarizes the Honey and Mumford learning styles questionnaire(LSQ) and their version of the learning cycle. Shows how these were usedas tools for more effective learning with a group of managers. First, personal development plans were produced, using the strong and lowlearning style preference as a guide to the development solutions mostlikely to be effective. Uses actual cases to illustrate. Second, the LSQresults were used in the design of a development programme for theseindividuals as a group. The learning cycle was deployed in the overalldesign, the learning style preferences were taken as the basis fordevelopment, not just as a tool for analysis. An off-the-job programmeassisted managers to understand not only their own preferred learningbut also that of others.

Notes: The availability of external equity finance is a key factor in thedevelopment of technology-based firms (TBFs). However, although a widevariety of sources are potentially available, many firms encounterdifficulties in securing funding. The venture capital community, particularly in the UK, has done little to finance early stage TBFs andhas failed to cater adequately for the specific value-added requirementsof these firms. Non-financial companies have the potential to become animportant alternative source of equity finance for TBFs through theprocess of corporate venture capital (CVC) investment. Based on atelephone survey of 48 UK TBFs that have raised CVC, examines the roleof CVC in the context of TBF equity financing. Shows that CVC financehas represented a significant proportion of the total external equityraised by the survey firms and has been particularly important duringthe early stages of firm development. In addition, CVC often providesinvestee firms with value-added benefits, primarily in the form oftechnical- and marketing-related nurturing and credibility in themarketplace. Concludes with implications for TBFs, large companies, venture capital fund managers and policy makers.

Notes: Proposes that the understanding of innovation, as so far revealedby academics, has only given a limited insight into what really happenswhen people innovate. Previous studies have researched innovation usingperspectives and methodologies which were unable to reveal what peopleactually do when they are innovating. This is because these otherstudies have chosen a level of analysis which is too far removed fromthe activities carried out by innovators. To examine innovators moreclosely a "grounded theory" approach has been used. By usinga combination of participant observation, individual and focus groupinterviews, over an extended period of time, the detail of theinnovator's behaviour has been revealed. These insights are known asbasic social processes which reflect the ideologies, beliefs, and valueswhich drive innovators. The three basic social processes revealed bythis research are, ambiguity, transformation and reflexivity. Although the context of these research findings is situated in aSwedish opera company, called Folkoperan, the findings are likely to beof interest to anyone involved in research into innovation since basicsocial processes are never limited to specific research contexts. Alsoexplains the nature of the unorthodox incorporation and sophisticatedrelationships Folkoperan had with the financial community.

Notes: Considers the availability of objective criteria for creativityenhancement from relevant applied research. Uses research to address theproblem of creativity within the framework of artificial intelligence.Compares thinking to using a map and discusses creativity in terms ofmaking our own maps rather than just following existing maps. Suggeststhat creativity includes the individual's mastering of existing rules, enabling him or her to see when these rules might be broken. It thusfollows that basic heuristic competences underlie the creative act. Astrategy for stimulating creativity should include a more systematicbasis for the development of creative resources, in the concept ofheuristic competence.

Notes: Statistics show an increase in the number of family outbreaks offood poisoning. Contends that many handling techniques necessary toprevent outbreaks of food-borne disease are unknown, misunderstood andnot followed in the home. Some food preparation operations are morefrequently implicated in outbreaks of food poisoning than others. Arguesthat instead of promoting general compliance with the food hygieneprinciples of good catering practice, the food safety educator shouldfocus the attention of the consumer on those factors which are criticalto safety of the product. Suggests that essential safe food handlingtechniques could be incorporated into recipes in magazines and cookerybooks which are used by many consumers. Notes: Confucianism is dead! Confucianism is obsolete! Confucianism ispassé! For at least the past 30 years the government ofChina has taken a strong stand against Confucianism. Yet it isimpossible to do business in China and not feel the effects of Confucianphilosophy. For example, strong feelings of a social hierarchy are stillpresent in China. The Confucian ethical structure, with its lack ofcivil law, still influences current thinking. A strong sense of familyas the basic unit of production, with its rights of inheritance andviews of the extended family, still pervades much of Chinese thought. IfConfucianism is officially gone, its influence is still strong.Identifies the aspects of Confucianism which are relevant to thoseseeking to understand the Chinese business environment.

Notes: Many corporations across the world are experiencing growingpressure to incorporate environmental issues into their strategicdecision-making process. This pressure characterizes the increasedglobal significance of the environment. Examines the extent to which theissue is recognized by UK corporations, and how the environment affectscorporate business planning. Additionally, reflects on the keymotivational factors leading to the adoption of environmental policies, and comments on the nature of those influences. The key findings showthat UK companies recognize the environment is an issue, but that thedegree of importance attached is based on a variety of factors, resulting from unique corporate perceptions of opportunity and threat.Companies are generally concerned with meeting legal compliance levelsand obtaining cost saving, without undertaking high levels ofinvestment. Some companies are, however, seeking to become"environmental managers", having identified the existence ofopportunities for achieving competitive advantage.

Notes: For segmentation purposes, demographic variables are cheap and easyto measure, while psychographic variables are harder to measure, but canprovide a more accurate insight into consumer psychology. The use ofastrology, potentially, allows us to combine the measurement ofdemographics, with the psychological insights of psychographics.Suggests that a prima facie case exists for the suitability ofastrology as a segmentation variable since it creates segments which aremeasurable, substantial, accessible, exhaustive, relatively stable overtime, likely to respond differently towards different marketingprogrammes and have clear boundaries. Although it would be unrealisticto claim that astrology can be universally applied to all markets in allindustries, it may have some use when applied to certain populations orsub-groups within certain lifestyle and personality-related markets.

Notes: In late July 1993, the European Monetary System threatened tounravel. The Exchange Rate Mechanism (ERM), which ties EuropeanCommunity members' currencies together, faced the possibility ofcollapse as the French franc and other currencies pushed perilouslyclose to the permissible bounds of fluctuation despite massiveintervention by central banks. Similar conditions had forced the Britishpound sterling and Italian lira out of the ERM in September 1992. Theshort-term resolution of the crisis was the decision to widen thepermissible bounds of fluctuation. Examines the events leading to theERM crisis, and the implications of the crisis and its resolution on thefuture of European economic integration are also examined. Finally, discusses the likely future of European economic and monetary uniongiven the current economic and political climate of member countries.

Notes: Towards the end of the 1980s, industry reported an IT "skillscrisis". Academics and practitioners responded by focusing on theextent and nature of the apparent shortfall and identified the mostcritical skills and roles for the following decade. Ironically, beforethe next decade had begun, the reported "crisis" reversed, due partly to an economic recession. This unforeseen"miracle" underscored the need for a much longer term view. While the "skills crisis" literature highlighted some veryimportant points, its obsession with the demographic downturn detractedfrom fundamental issues concerning development of the human resource.Argues that the skills crisis was a product not of a skills shortage, but of a skills wastage resulting from inappropriate organizationalpractices. These practices are still in evidence. Stimulates analysis ofa company's treatment of their human resources, particularly of ITstaff. Scenarios taken from the author's fieldwork are suggested astools which can effectively begin this process. Reflects on issuesarising from the literature and within that context offers conceptualmodels of the research. Presents two scenarios for consideration. Thefirst represents the main findings of the fieldwork and the second an"idealized" organizational form.

Notes: In the present condition of intense global competition, thesurvival of a firm becomes the underlying issue. How to regaincompetitive advantage and promote synergism is the greatest concern forentrepreneurs who have lost many of their market opportunities.Introduces a procedure for practitioners to follow in establishingeffective management systems, which aims to make a fundamental changeand continual improvement in managerial and operational structures.Claims that an expandable nerve-type management information network ofthe company as a whole can be built systematically by following thisprocedure. This procedure is essentially a combined technique thatguides practitioners through the processes of system developmentplanning and decision making, potential problem analysis, correction, integration, and control. Demonstrates, by means of case examples andthe results of a survey, that it can be concluded that the use of thecombined technique is beneficial for the promotion of systemperformance.

Notes: Focuses on consulting experiences utilizing simulation approachesthat capture decision-making processes in formulations that aretransparent to the general manager. Examines the dual benefit ofmodelling in terms of not only providing forecasts and an objectiveframework for quantitative evaluations, but also in the softer sense ofbuilding consensus in management teams. Casts these experiences againsttheories of effective group decision making, and other decision supportexamples which focus on the use of models. Reconciles the circumstancesof the case with the conditions specified for effective group workingand suggests that the greatest contribution may be made to consensusdecision making when the whole modelling approach, not just access tomodel outputs, is integrated into the decision-making process, and wherethe model complexity is commensurate with the task complexity and thetask familiarity of the management group.

Notes: One of the key dilemmas facing senior managers is IT investment.Much rides on it, yet it often fails to deliver. The usual cause offailure is cited as "human error". Yet senior managers areperhaps expecting too much of IT managers, who are often technologistsforced into management (in furtherance of their careers). Recently, muchhas been made of the potential of "hybrid managers",individuals who combine computer literacy with business acumen and aflair for management. Offers a review of the status and potential of thehybrid manager and includes a sketch of the training required to helpdevelop the necessary skills.
