    Notizen: The formalism of synchronous tree-adjoining grammars, a variant of standard tree-adjoining grammars (TAG), was intended to allow the use of TAGs for language transduction in addition to language specification. In previous work, the definition of the transduction relation defined by a synchronous TAG was given by appeal to an iterative rewriting process. The rewriting definition of derivation is problematic in that it greatly extends the expressivity of the formalism and makes the design of parsing algorithms difficult if not impossible. We introduce a simple, natural definition of synchronous tree-adjoining derivation, based on isomorphisms between standard tree-adjoining derivations, that avoids the expressivity and implementability problems of the original rewriting definition. The decrease in expressivity, which would otherwise make the method unusable, is offset by the incorporation of an alternative definition of standard tree-adjoining derivation, previously proposed for completely separate reasons, thereby making it practical to entertain using the natural definition of synchronous derivation. Nonetheless, some remaining problematic cases call for yel more flexibility in the definition; the isomorphism requirement may have to be relaxed. It remains for future research to rune the exact requirements on the allowable mappings.

    Notizen: Partial descriptions are sets of constraints which do not necessarily determine a unique object. Two related issues arise when objects arc specified by partial descriptions. The first asks whether a given partial description is satisfied by any object. The second seeks to produce, from a satisfiable description, an appropriate representative of those objects which satisfy it (where the notion of appropriate is defined by the circumstances in which the partial descriptions are employed). We explore these issues in the context of two recent proposals utilizing partial descriptions of trees in the area of tree-adjoining grammars. One involves the use of descriptions of trees in reinterpreting TAGs as a constraint-based formalism. In the other these descriptions are the basis of a compact representation of lexicalized TAG grammars. In this context, what counts as an appropriate representative of the set of trees which satisfy a description is a tree in that set which is minimal in the sense that every other tree in the set can be derived from it by adjunction. A partial description for which there is a unique such minimal tree will be called a quasi-tree. Our work provides precise foundations for the use of descriptions of trees in these proposals. We formalize the notions of partial descriptions of trees and of quasi-trees, and using this, provide a mechanism which derives, from an arbitrary description, an equivalent set of quasi-trees. The description is satisfiable iff that set of quasi-trees is nonempty. We then provide a second mechanism which constructs the unique minimal trees satisfying these quasi-trees. Thus these mechanisms decide our issues in a strong way–they resolve any description into an equivalent set of descriptions which have unambiguous representative trees, and produce, from that set of descriptions, those representative trees. Such mechanisms are presupposed by the LTAG proposal, but are provided in a complete form for the first time here.

But increasingly it is being recognised that economic activity (e.g. R&D, new product development, marketing, and even production) can be conducted more efficiently through inter-organisational networks, involving consortia, joint ventures and clusters of various kinds. Study of the governance of such inter-organisational networks is still at a rudimentary stage, and will have to build on judiciously chosen case studies. In this paper a model of inter-organisational network governance is constructed using the case of TCG, a successful computer supplies group in Australia. The governance structure is modelled as ten‘rules’ which enable the group to function and grow.

HPCC is acritical technology where the United States has clear internationalleadership and which will have unprecedented impact on industry,education, society, and defense. The communications component of HPCC iscritical to developing HPCC products. Acceptance of HPCC by thesereal-world sectors has been delayed by the extremely hard problem ofHPCC software development. InfoMall employs a novel technologydevelopment strategy involving closely linked programs in technologyextraction and certification, software development, marketing,education, and training, economic development, and small businesssupport. The process is constructured and explained by analogy to afull-service set of stores in a shopping mall.

    Notizen: Federal government agencies increasingly use electronic bulletin boardtechnology as a means of providing access to and dissemination ofelectronic government information. This paper identifies and analyzesexisting government bulletin boards (BBSs). It also assesses the typesof information available to information users on the BBSs as well as thecost and technological access issues involved in federal agency use ofBBSs. Furthermore, the paper presents a typology of bulletin boards.Finally, it discusses information policy implications resulting from BBSdevelopment, especially with regard to access and dissemination ofelectronic government information. These "new" access mechanisms areoften-times difficult to use, are poorly deployed and operated, and mayserve to limit access to some types of government information.

That gap is part of a largerstruggle for control of information resources and for the societal powerthat accompanies such control. New institutional arrangements are neededto spread the benefits of modern information technologies to allsegments of the population. But current legislative proposalsfor shaping the National Information Infrastructure (NII) lack clearstatements as to how the social equity objectives enunciated by thePresident and Vice President would be accomplished. These proposals seemto make insufficient provision for expanding the development of morethan 150 computerized community information systems (CCIS) created bygrass-roots organizations over the past several years. Locallycontrolled information delivery systems supported by a federallysponsored system of National and Regional Institutes for InformationDemocracy could help meet the daily information needs of all people,regardless of economic class or community environment. The Instituteswould provide sustained support for anc coordination of social equityand empowerment objectives, and could servie as the institutionalstructures lacking in current legislation

However, little empirical study of the use and users ofsuch services exists to guide their efforts This paper reports resultsof a two-part study of the use and users of US Representative SamCoppersmith's (D - Arizona 1) Gopher and distribution list servicesduring the first quarter of 1994. The first part analyzes Gopher usagedata gathered during the study period. The second part detials with auser survey distributed to fifty-seven Gopher server guest registrantsand eighty listserv subscribers just after the end of the study period.The research shows that (1) use of the Gopher subdirectory dwarfs thatof the listserv, (2) services like Coppersmith's should provide basicinformation, as well as unique and timely information and issue positionstatements, (3) assessment of such services is methodologicallychallenging, and (4) Coppersmith's services are effective informationmedia that promote observability of distant officeholders, a functionthat helps promote increased participation in government.

Each workshop is required to besponsored by a governmental client, which in this case was the USNational Commission on Libraries and Information Science. The commissionwas interested in ascertaining the range of activities sponsored by thenetworks and in determining their involvement or lack of involvementwith local public libraries. Participating in this project wererepresentatives of twenty-four civic networks, who answered telephonequeries covering a range of topics dealing with network services, users,goals, funding, governance, technical design, social benefits,government information provision, evaluation, and definition. Known collectively as intelligentvehicle-highway systems (IVHS), these technologies are intended to easetoll collection and commercial vehicle regulation, provide drivers withroute and traffic information, improve safety and ultimately supportfully automated vehicles. Although many aspects of IVHS are uncertain,some proposed designs require the system to collect vast amounts of dataon individuals' travel patterns, thus raising the potential for severeinvasions of privacy. To make social choices about IVHS, it is necessaryto reason about potentials for authoritarian uses of an IVHSinfrastructure in the hypothetical future. Yet such reasoning isdifficult, often veering towards Utopian or dystopian extremes. To helpanchor the privacy debate, places IVHS privacy concerns in aninstitutional context, offering conceptual frameworks to discuss thepotential interactions between IVHS technologies and the computer designprofession, standards-setting bodies, marketing organizations, the legalsystem and government administrative agencies.

    Notizen: Intelligent vehicle-highway systems (IVHS) combine computing, sensorsand telecom-munications to deliver a more effective road/vehicle systemfor freight and passenger vehicles. Many of these technologies involvesurveillance of the location and behaviour of identified vehicles and/orpeople, and the collation of such data for further use. These and otheraspects of IVHS technologies raise concerns among the community, andhave delayed the adoption of some systems. Outlines IVHS systems, andconsiders strategies for their introduction. The ownership and use ofdata collected in the course of IVHS operations is shown to presentopportunities relating to revenue-collection and law-enforcement, on theone hand, and public acceptability problems, on the other. There aregrowing links with large-scale data transmission facilities such as theUS National Information Initiative (NII) and the equivalent massiveinteractive data networks developing elsewhere. Major errors in theimplementation of early elements of IVHS may make it extremely difficultto deploy further elements. Argues that adoption of a number ofprinciples could safeguard the potential benefits at an acceptablesocial cost.

    Notizen: Reports the results of a study carried out in Tanzanian publictextile manufacturing firms. The purpose was to examine the rolesperformed by middle and senior managers to enable them to carry outtheir jobs efficiently and effectively. In addition, the studyconcentrated on manufacturing management practices and the relationshipbetween managers and subordinates (employees). It was found that middlemanagers have more practical vision for the future than top (senior)managers. The majority of middle managers, though they perform strategicfunctions in the organization, do not have as much influence to effectchanges as do top managers However, current fundamental problems need tobe at least partly solved before any particular management technique canbe expected to work well. Where management techniques are applied, theyneed to start with basic information and reporting before any moreadvanced methods can be introduced. Proposes recommendations toalleviate some of the problems.

The frameworkprovokes analysis beginning from what is the business of an agency todetermining the appropriate mix of strategies for accomplishingprogramme objectives. The framework consists of seven criticalcomponents: evaluating the business of the agency; ascertaining theauthority inherent in an office; understanding the operating environment– both the political and the non-political environment; conductinginventory of resources to determine what is needed; selecting theappropriate techniques to accomplish the objectives; and finallyevaluating the outcome. To demonstrate the application, two cases fromthe American political system were analysed. In analysing the caseexamples, it became apparent that the administrator who understood hismandate and the operating environment invariably developed theappropriate mix of strategies needed to accomplish programme objectives.On the other hand, the administrator who lacked reasonable appreciationof the operating environment, but seemed to understand only his mandate,had trouble developing any effective stratagems for accomplishingprogramme objectives.

    Notizen: State-Industry interface has always been a subject of debatebecause the role of the state in relation to industry depends on theeconomic philosophy adopted by a country. The two extreme economicphilosophies, capitalism and socialism, have their own limitations. OnceWinston Churchill observed: "Capitalism is unequally shared wealthwhile Socialism is equally distributed poverty". India hasfollowed the path of a "mixed economy" which thrives on theco-existence of public and private sectors. The joint sector whichprovides a compromise between public and private sectors has been asubject of debate in the country since the early 1970s. Today when theIndian economy is in transition there is a need to make a freshassessment of the joint sector. The basic idea underlying the concept isa combination of joint ownership, joint control and professionalmanagement. It is a pattern wherein the Government, through itsIndustrial Development Corporation (IDC), holds 26 per cent of equitycapital, the private sector partner holds 25 per cent and the remaining49 per cent is meant for the public. In fact, the joint sector is theapplication of the concept of a mixed economy at the micro level.

In recent times the drive for economicrecovery partly brought about by this overspending has seen governmentsscreening entire portfolios of expenditure to see what they can reduceor terminate. The review process concerns the identification of goodsand services which are essential to the community and on which there isan obligation for the government to fund these projects. These goods andservices have been labelled Community Service Obligations (CSOs). ValidCSOs are being examined for funding while non-valid CSOs are beingexamined for their potential as candidates for funding termination.Although the principles of Community Service Obligations (CSOs) havebeen widely applied within various public sector organizations, there isa diversity of definition and application. This can be attributed, atleast in part, to historical evolution. However, with a more formalapproach to the role and funding of CSOs, it is apparent that there is adiversity of perception from government to government as to how CSOs areidentified and funded. This diversity is explored and compared to theproposed CSO criteria currently being examined by the QueenslandGovernment Treasury. These definitions and guidelines in practice arenot wrong but produce some distortions brought about by applying limitedcriteria in the CSO identification and implementation process. Theselimitations are discussed with reference to case studies drawn from theorganizational structure of the Queensland Department of PrimaryIndustries and from elsewhere. Focuses in particular on how the processof developing operational strategies can be limited in some instances bythe exclusion from, or at least minimal input from, either the communityor the line department involved. By taking the goals of equity, merit,effectiveness and efficiency of delivery of CSO products and services inQueensland, an improved process is proposed.

    Notizen: With public services operating as monopolies, dissatisfied userscannot exit from the relation without changing patronage. Apart fromexit from the region, voicing their dissatisfaction in order toinfluence the service offer becomes the only alternative. Industries andcompanies may be classified as customer oriented if they marketdifferentiated products and services reflecting heterogeneous customerpreferences. Customer satisfaction is influenced by expectations andperceived service quality. Degree of customer satisfaction and loyaltyconsequently becomes an indication of customer orientation. Reports onan empirical study of 100 business executives' degree of satisfactionwith local governments' services in the capital of Norway. Loyalty,defined as willingness to maintain present location of business, isbelieved to be influenced by satisfaction. The results from the studyconfirm low satisfaction scores. However, support for positivecorrelation between satisfaction and loyalty was not found. Reputationcorrelated with loyalty and satisfaction. Improvements in customers'perception of service quality, government's reputation and professionalhandling of customer voice, will influence customer satisfaction andloyalty. Improving service quality as perceived by the users through thedifferentiating of the offer, and improving reputation, are themanagerial implications of this study in order for government to improveits performance, i.e. increased user satisfaction and loyalty.

    Notizen: The debate on the public sector has been central in structuraladjustment programmes applied in developing countries during recentyears. The common grounds of the discussion have been the size of thepublic sector, its role and its efficiency in delivering services. Thecommon criticisms of the 1980s are that the public sector is too big,overstaffed and inefficient. Examines these issues under a long-termperspective. Finds that at the aggregated level there is no clear-cutevidence to support those criticisms of the size of the public sector indeveloping countries. Compared with industrialized countries, there isno particular evidence of the public sector being too big in thedeveloping world. However, it appears that the sequence of theadjustment process has negatively affected the performance of importantparts of the public sector by distorting the proportion of wage andnon-wage expenditures, disregarding their complementarity. Theconsequent imbalance between inputs and employment has resulted inpractical overstaffing.

Inaddition to standing the test of welfare consequences, a developingcountry's agenda for privatization includes restructuring, reform,commercialization, management-cum-technology contracts for publicenterprises and their leasing - prior to divestiture, jointventure, hire purchase and disinvestment of minority, majority or fullshareholding through public offer or private sale. The backward andforward linkages, the institutional framework, the pace and sequence,planning and preparation and financing of privatization, withtransparency of procedure, are equally important preconditions foravoiding corruption and ensuring efficiency. Divestiture without reformcan be counter-productive. Divestiture without private sectordevelopment can remain "stillborn".

Lastly, in an effortto introduce competition and force performance measurement, there is amove to convert many services to private sector contractors. Even publicschool children would be allowed to choose between public or privateinstruction if the "choice" initiative gains steam andbecomes law. The key to this challenge to the public sector ismeaningful measurements of performance and taking appropriate action.

    Notizen: Distributed computing systems impose new requirements on the security ofthe operating systems and hardware structures of the computersparticipating in a distributed data network environment. It is proposedthat multiple level (greater than two) security hardware, withassociated full support for that hardware at the operating system level,is required to meet the needs of this emerging environment. The normaltwo layer (supervisor/user) structure may probably be insufficient toenforce and protect security functions consistently and reliably in adistributed environment. Such two-layer designs are seen as part ofearlier single computer/processor system structures while a minimumthree/four-layer security architecture appears necessary to meet theneeds of the distributed computing environment. Such multi-levelhardware security architecture requirements are derived from earlierwork in the area, particularly the Multics project of the mid-1960s, aswell as the design criteria for the DEC VAX 11/780 and Intel iAPX-286processor and its successors, as two later examples of machinestructures. The security functions of individual nodes participating ina distributed computing environment, and their associated evaluationlevel, appear critical to the development of overall securityarchitectures for the protection of distributed computing systems.

    Notizen: On the basis of a survey of 1,300 employees from the Australiantelecommunications industry, examines the impact of computer usage onjob satisfaction. Results reveal that job satisfaction is positivelyinfluenced by the extent of computer usage, aspects of computer-relatedtraining and demographic characteristics such as tenure and jobposition. However, by catering for different areas of computer-usage andby controlling for job-position and tenure, it was found that usage indifferent functional areas (by different sub-groups) tended to affectuser satisfaction to a different degree.
