    Notes: Absenteeism from work may be viewed as a viral infection which adversely affects, and is affected by, the overall health of the organisational system. Thus it is argued that in developing an effective treatment for this bug, it is essential that the underlying causes of the condition are highlighted, and their effects on the health of the organisation be explored. Based on the findings of a study into employee absenteeism within local government organisations in Northern Ireland, it is argued that in order to effectively treat infections which cause and are caused by employee absence, organisations must adopt an approach which is holistic and systemic. The latter is likely to foster the creation of more healthy work organisations which are well placed to deal effectively with the challenges presented by hostile and turbulent operating environments.

    Notes: This article highlights the fact that in an attempt to cope with the turbulence and hostility which characterize their operating environments, many public sector organizations have embarked upon far-reaching programmes of unsettling strategic change. These programmes often exhibit features of disintegration. Additionally they are frequently formulated by senior managers in isolation from organizational members, who are then expected to implement them without question or consultation. This article argues that such approaches to change management are unlikely to bring about the desired transformation. Rather, using a case study of one public sector organization in the Republic of Ireland, it is argued that organizations are more likely to experience the required metamorphosis where the change commences at the periphery and is led by relatively junior front line staff, with senior management practitioners acting as facilitators of organizational transformation.

    Notes: In an attempt to address the turbulence which characterises their operating environment, many public sector organisations have been seduced by the concept of teamworking. Often this is perceived as offering an organisational solution to the problems presented by government demands for enhanced levels of performance, efficiency and effectiveness. This paper explores the difficulties experienced by one Next Steps agency in its attempt to introduce teamworking within a bureaucratic maze. More specifically, it highlights fundamental incompatibilities between the teamworking concept and the traditional bureaucracy, which has resulted in the existence of a number of potent "trip wires". It is argued that these trip wires can only be disarmed and the full benefits of teamworking realised by dismantling the bureaucracy.

    Notes: Although the healthy organisation has attracted the attention of researchers over the last decade and beyond, the concept remains poorly defined. Nonetheless, there would appear to be an underlying acceptance that health is a desirable state, and is one which is likely to enable the organisation to cope effectively with the challenges presented by its environment. Using financial measures as one index of the economically healthy organisation, this paper explores organisational health within two financially healthy and two financially unhealthy clothing companies in Northern Ireland. Statistical analyses reveal that each of the organisations was unhealthy for different reasons and in different ways. Furthermore, the findings suggest that "wealth" does not necessarily mean "health", and it may in fact be indicative of organisational myopia rather than Utopia.

    Notes: Reveals that public sector organizations across the globe have been subject to cuts in government spending, allied to demands for enhanced efficiency and effectiveness. Consequently many have embarked on radical programmes of change which may adversely affect the psychological wellbeing of employees. Examines linkages between organizational change and the psychological wellbeing of employees within the Swedish social insurance organization "Försäkringskassan". Gives results which show that the process of organization change is stressful; issues associated with the process of change were linked to employee anxiety and symptoms of being "worn out". As the pressures facing public sector organizations everywhere bear a high degree of similarity, suggests that management take cognizance of these findings. Argues that when making decisions regarding the planning and implementation of organizational change, the stress factor must receive a prominent place on the change management agenda.

    Notes: The objective of this paper is to show how Internet technologies have the potential to facilitate the achievement of transparency within public sector organisations. This change will also have a major impact on the way in which public sector organisations interact with their environment and in particular with users of their products and services. The connectivity that automatically results from Internet technologies can exert a very powerful influence in encouraging a free flow of ideas around the organisation, permitting individuals and organisational units to converge and inter-connect. It is shown how the "open" systems nature of Internet technologies can facilitate greater co-operation and communication across organisation units both internally and externally. There are significant benefits to be accrued from employing Internet technologies at the interfaces between the public sector organisation and other agencies and suppliers. At the citizen interface, it is shown how a number of public sector organisations have adopted Internet technologies, which in turn has allowed them to be more responsive to the needs of citizens. In the future, the expectations of the individual will continue to rise with increasing demands for online accessibility to organisations. Although there are considerable barriers to the full implementation of Internet technologies, the connectivity of the Internet presents public sector organisations with an immense opportunity to enhance the way in which they fulfil the needs of users of their products and services. Public sector organisations that do not embrace the technology will continue to have major problems achieving efficiencies and delivering the value demanded by citizens, particularly in the light of shrinking public sector budgets.
