    Notes: Recent years have seen the flowering of a new literature on the economic nature of firms marked by a concern with their internal organization and contractual characteristics. Related literatures on the principal-agent problem and the theory of financial markets have also contributed to a better understanding of firms as economic institutions. However, the place of the concept of the ownership of the firm is poorly developed in most of this literature, with many writers either ignoring the concept entirely or arguing that it is of no importance. The purpose of the present article is to point out that the concept of ownership of firms is crucial to an understanding of internal governance issues. Most economists implicitly presume that firms must be ownable and saleable if they are to be operated efficiently, and recently this viewpoint has been made more explicit by writers such as Jensen and Fama and Williamson. Their point of view is to some degree at odds with views of the firm as a coalition, which frequently appear in the same literature, and even more fundamentally in conflict with conceptions of the firm as an association or polity within which greater or lesser degrees of democracy in governance may be pursued. The first purpose of this article is to show that the incompletely articulated position of the leading authors on the economics of organization is that the firm is a commodity and must be so for purposes of efficiency.

    Notes: The subject of this paper is the fate of progressive taxation in South Asia. This is a subject about which Kingsley Martin himself would have had mixed feelings. On the one hand, he strongly advocated a redistributive fiscal strategy. On the other hand, he was never at all comfortable examining the kind of economic analysis with which it is usually justified. Somewhat unfairly, he distrusted all orthodox economists on moral grounds (Martin, 1966: 34). Moreover, his prolonged encounter with the unorthodox economics of Maynard Keynes was equally unsatisfactory as an educational experience. Lord Boothby summed up Martin's efforts to learn the technicalities of economics from Keynes as follows: ‘Kingsley simply never understood economics and yet he was always trying to understand. “Explain it to me, then” he would say, but his attention soon wandered’ (Rolph, 1973: 195).

    Notes: Recently, we have come to see that the perceptions which we had of the decay and destruction of India in the eighteenth century were more than anything else a product of British writing which sought consciously or unconsciously to magnify and color the changes which took place in the eighteenth century to enhance the magnitude of their own ‘achievements’ from then onwards. ‘achievements’ from then onwards. Secondly, we have come to see the interaction of British desires for political security on the one hand and a steady income from land and other taxes as producing a situation first of depression in the first half of the nineteenth century and later of gradual underdevelopment at the end of the nineteenth and the beginning of the twentieth. It is therefore possible now to understand the unwillingness of the British administration in India to engage in any large-scale developmental activity which would upset the political balance which the British had established early in their relationship with landed and mercantile groups in the area. In this essay, I should like to address the connection between British support for landed groups in the agrarian area outside of Madras on the one hand and the colonial ‘discovery’ and reinforcement of traditions on the other, to understand both the nature of colonial control strategies and the genesis of Indian revivalism.

    Notes: Economic approaches to both social evaluation and decision-making are typically Paretian or utilitarian in nature and so display commitments to both welfarism and consequentialism. The contrast between the economic approach and any rights-based social philosophy has spawned a large literature that may be divided into two branches. The first is concerned with the compatibility of rights and utilitarianism (or Pare-tianism) seen as independent moral forces (e.g., the debate on the possibility of a Paretian liberal). This branch of the literature may be characterized as an example of the broader debate between the teleological and deontological approaches. The second is concerned with the possibility that substantial rights may be grounded in utilitarianism (or Pare-tianism) with the moral force of rights being derived from more basic commitments to welfarism and consequentialism. This branch of the literature may be characterized as an exploration of the flexibility of the teleological approach, and, in particular, its ability to give rise to views more normally associated with the deontological approach. This essay is concerned with the second branch of the literature.

    Notes: In a recent article in this journal, D. Wade Hands (1987) reviewed Charles Taylor's two-volume work, Philosophical Papers (1985). Hands predicts that Taylor's work will have no impact on the philosophy of economics. This may indeed turn out to be the case; but if so, it will only be because the profession is not listening. Of course, it is typical of the profession to be more interested in exporting its product than in learning from other disciplines. This is exemplified in Hands's use of the term “philosophy of economics” – philosophy is the handmaiden of the highly successful enterprise of economics. But this journal is called Economics and Philosophy, which means that a conversation requiring an openness and attentiveness is called for between economics and philosophy.

    Notes: One of the fundamental components of the concept of economic rationality is that preference orderings are “complete,” i.e., that all alternative actions an economic agent can take are comparable (Arrow, 1951; De-breu, 1959). The idea that all actions can be ranked may be called the single utility assumption. The attractiveness of this assumption is considerable. It would be hard to fathom what choice among alternatives means if the available alternatives cannot be ranked by the chooser in some way. In addition, the efficiency criterion makes sense only if one can infer that an individual's choice reflects the best, in expected welfare terms, among all choices that individual could have made (Sen, 1982a). The possibility that a rearrangement of resources could make someone “better off” without making others “worse off” can be understood only if the post-rearrangement world is comparable with the pre-rearrange-ment world.

    Notes: Parfit's requirements for an ideal Theory X cannot be fully met since the Mere Addition Principle and Non-Antiegalitarianism imply the Repugnant Conclusion: Theory X does not exist. However, since the Repugnant Conclusion is really compelling, the Impersonal Total Principle should be adopted for impartial comparisons concerning future generations. Nevertheless, where our own interests are affected, we may yet choose to be partial, trading off our concern for future (or others') goodness with our self-interests. Theory X' (maximization of number-dampened total utility) meets all Parfit's requirements except the Mere Addition Principle in less compelling cases.

    Notes: A recent paper by David Levy (1987) focuses on “utility enhancing consumption constraints.” Levy concludes by noting that his analysis stays within standard utility maximizing theory, in contrast to my analysis of rule-governed behavior (Heiner, 1983, 1985a, 1985b, 1986, 1988a, 1988b, 1988c) which allows imperfect decisions that don't always maximize utility. I wish to show how our two theories can be integrated, thereby representing complementary, rather than conflicting, explanations. In the process, I argue that imperfect decisions are an essential factor in the stability of any rule that constrains freedom of choice. I also briefly discuss certain intrinsic problems with achieving “self-stabilizing” rules applied to moral teachings.

    Notes: Basic liberty, according to Rawls's first principle of justice, is not to be sacrificed for other values such as wealth. And, according to his second principle of justice, the material well-being of the worst-off members of society is not to be sacrificed to benefit better-off members of society. These trade-offs would be unjust, according to Rawls, no matter how small the sacrifice or how large the offsetting benefit. A decision-maker conforming to Rawls's theory, who is unwilling to sacrifice some values in favor of others, has lexical preferences. Lexical preferences, however, are not encountered in studies of consumer demand for market goods. Since goods trade off within the range of choices studied in demand theory, it seems to economists that political values ought to trade off as well.

    Notes: The social discount rate – the rate at which future benefit flows from government investment are discounted to present value – has been a frequent subject of technical debate among professional economists. From a broader perspective, however, the selection of an appropriate rate enjoins consideration of questions that define the very contours of our public philosophy. It carries implicit assumptions about the nature of citizenship, the relation between public and private spheres, and, most singularly, the status of a political society as it is located in time. A key determinant of intertemporal economic allocation, the social discount rate provides a unique registry of a polity's historical consciousness and perceptions of its intergenerational obligations. Yet the highly technical nature of the debate over the discount rate has proven inhospitable to scholars otherwise inclined to investigate its ethical dimensions. Some, notably A. K. Sen, have begun to address these philosophical issues, though much territory remains to be explored.

    Notes: The purpose of this paper is to supplement existing knowledge of British and Asian ‘country’ trade to selected parts of Southeast Asia by drawing upon British private papers and the records of Fort St George, Madras. The 1680s marked the peak of international trade in Siamunder king Narai before the wars and revolution there of 1687–88. The decade also saw the elimination of the last great independent entrepot, Banten, on the Java Sea in 1682, as well as the final, ultimately-futile, Dutch efforts to control the Malayan tin-trade north of Perak. The Dutch also began in 1685 and 1689 their intermittent attempts to monopolize key commodities in the Johor–Riau–Lingga sultánate at the southern end of Malacca Strait. In one sense, given Dutch success or at least pretensions, the region from Pegu and Tenasserim–Mergui through certain Malay ports and Aceh to Ayudhya and Tongking constituted what might loosely be called the free-trade zone of maritime Southeast Asia. It was also one in which, with the exception of Perak after 1745, the indigenous monarchies retained complete or extensive independence from European supervision. Into this zone, with occasional ventures to the smaller Indonesian ports, British country traders sailed for over a century, from Bowrey and Dampier in the 1680s to Light and Scott in the 1770s. What were the principal features of the markets they frequented?

    Notes: Overseas Chinese political links with China have been a subject of interest for many years. Travellers, journalists, officials and scholars have constantly made speculation, assessments and predictions about the political loyalties of overseas Chinese, and their future in their host countries. Although the overseas Chinese share a common historical and cultural background, they live in different economic environments and political climates, and in different stages of transition. Their political loyalty is especially difficult to assess. It is not just moulded by cultural, economic and political environments; it is also affected by other, less predictable factors. The rise of nationalism in the overseas Chinese communities at the end of the nineteenth and beginning of the twentieth centuries was a major factor in shaping the political life of the overseas Chinese. Using Singapore and Malaya as case studies, this paper seeks to explain how and why overseas Chinese nationalism arose during this period.

    Notes: After revisiting Sind in 1876, Sir Richard Burton wrote, ‘The Hindu's reed-pen is a rod of iron and abjectly the unhappy Sindi trembles before it.’ By ‘Hindu,’ Burton meant the Hindu bania, the trader and moneylender, and by ‘Sindi’ he meant the Sindhi Muslim zamindar (landholder), the perennial debtor. The creditor tyrannized over the debtor, imposing ever harsher and more inequitable terms on him. What is interesting is that Burton scarcely appeared to recognize the Hindu banias as Sindhis at all; he wrote as if they were interlopers on the Sindhi scene. It was a colourful summary of the average British official's attitude towards debt. Twenty years later, Evan James, the Commissioner in Sind, quoted Burton's remark to lend support to his own argument that debt was an intolerable burden on Sindhi Muslims in general and the great zamindars in particular.

    Notes: In January 1635 there arrived in Goa a delegation from the English East India Company. The affluent air and dignified behaviour of its members, not to mention the obviously well-gunned and well-equipped ships that had brought them, greatly impressed the Portuguese, according to the then viceroy, the redoubtable Conde de Linhares. After the solution of the usual niceties of protocol, and after the viceroy had expatiated on the iniquities of England's erstwhile allies, the Dutch, a truce was agreed. So ended something like half a century of war at sea as the English had pushed—and surprisingly slowly, considering their reputation in Europe—into Portugal's Asian preserves. The peace did not, as Linhares had hoped, lead to the downfall of the Dutch, who went on to inflict grievous blows on Portugal in east and west alike. Nor did it establish England and Portugal as ‘senores de tudo’.Nevertheless it opened an era of generally amicable relations between the two countries in Asia, and so forms a convenient point from which to survey their previous history, and to indicate what may be learned from English sources as to the condition and affairs of the Estado da India.

    Notes: The debate over the separate and joint electorates as rival modes of election to the various representative institutions by the British began with the Simla deputation of 1906 and remained controversial until 1947. Not only was the issue controversial in pre-Independent India, but it also raises debates among contemporary historians and political scientists. For John Gallagher, the Communal Award was nothing but ‘a sign of [the] determination [of the British Government] to warp the Indian question towards electoral politics’. While looking into the operational aspect of the Award, Anil Seal, too, has affirmed that ‘by extending the electorate, the imperial croupier had summoned more players to his table’. Looking at the Award from the British point of view, both of them thus arrived at the same conclusions: (a) the Award introduced the native politicians to the sophisticated world of parliamentary politics; and (b) as a result of the new arrangement, as stipulated in the 1935 Act, politics now percolated down to the localities. The available evidence, however, does reveal that the Award and the constitutional rights guaranteed to Indians under the Act were the price the British paid for the continuity of the Indian Empire. What thus appears to be a calculated generous gesture was very much a political expedient. The surrender of power into Indian hands, though at the regional levels, was not welcomed by some senior officers who saw an eclipse of British authority in this endeavour.

    Notes: AbstractBeing the concluding part of the study on the Chinese in the nineteenth-century Straits Settlements, the inquiry has a twofold aim: to construct a social alignment pattern of the Chinese in Penang, and to compare the pattern with those in Singapore and Malacca. Altogether 14,500 names of donors from epigraphic sources were processed.The Penang Chinese exhibited a rather unique social alignment pattern in that the Hokkiens had been very active in a number of community oriented associations. Cases of cross-dialect-group participation were few, as compared to the other two settlements, for the various dialect groups in Penang, particularly the Hokkiens, were largely attracted to the inter-provincial associations. This was a unique social alignment pattern.The findings from Penang, together with those in Singapore and Malacca were used to reconstruct an unidimensional scale for measuring the system rigidity of Chinese voluntary associations.

    Notes: In significant contrast with Indonesian writing there is in Malay literature a body of work concerned with rural life. That this is the case suggests the degree to which Malay writers even today have their roots in the agricultural cycle of peasant experience. Those who now work in clerical jobs, in publishing, in journalism, in teaching, those in fact who make up the writers of the novels, however divorced and remote their present life-styles and occupations are from their origins, still look back to the village as the world of their formative experience. It is a world with which they are intimate and familiar, a source of spiritual reassurance, of values which they may not endorse, but which they understand fully, in opposition to the alien environment of the modern city where the totality of life is fragmented into exclusive and contradictory domains of experience. And it is precisely because the writers are not so removed from rural life in space and time, that when they do cast a glance backwards they are never tempted to review that life through the distorting lens of nostalgia. On the contrary, there is the realistic acknowledgement that their own moving away from the village has also been an escape. There is, therefore, ambivalence: the village is perceived as the repository of Malay culture, the locus of traditional values, yet at the same time it is a locus of ignorance, frustration and poverty, somewhere to return for spiritual regeneration, but never again for permanent residence.

    Notes: The dark and fatal passage of plague across the Indian sub-continent in the early twentieth-century, and the inability of Western medicine quickly to halt its incursions symptomized disharmonies in the relationship between modernization and Indian society and ecology. The impact of economic development and environmental change on Indian mortality has been examined elsewhere, but the result was the perpetuation or increase of high death-rates from a multiplicity of diseases through the end of World War I. In the half-century 1872-1921 annual mortality ranged between 40 and 50 per thousand, more than twice the death-rates of the advanced West, and life expectancy fell from about 25 to 20 years. The Indian experience was not unique. Epidemics of cholera and the ‘white plague’ of tuberculosis in the industrializing West, and the ordeal of mortality in the colonial Philippines also illustrated how development activities induced social and environmental disruptions and sustained or promoted high death-rates.

    Notes: The Coromandel port of Masulipatnam, at the northern extremity of the Krishna delta, rose to prominence as a major centre of maritime trade in the last quarter of the sixteenth century. Its growing importance after about 1570 is explicable in terms of two sets of events: first, the consolidation of the Sultanate of Golkonda under Ibrahim Qutb Shah (r. 1550–1580), and second, the rise within the Bay of Bengal of a network of ports with a distinctly anti-Portuguese character, including the Sumatran centre of Aceh, the ports of lower Burma, of Arakan, as well as Masulipatnam itself. Round about 1550, Masulipatnam was no more than a supplier of textiles on the coastal network to the great port of Pulicat further south, but by the early 1580s its links with Pegu and Aceh had grown considerably, causing not a little alarm in the upper echelons of the administration of the Portuguese Estado da Índia at Goa. The ‘Moors’ who owned and operated ships out of Masulipatnam did so without the benefit of carlazes from the Portuguese captains either at São Tomé or at any other neighbouring port, and while developing an intense trade within the Bay of Bengal, strictly avoided the Portuguese-controlled entrepot at Melaka. The Portuguese in the sixteenth and early seventeenth centuries were heavily involved in it in western India and a recent study has marshalled evidence from Portuguese sources on the mechanics of that trade in a port on the Kanara coast.2 In the seventeenth and eighteenth centuries, with the entry into the Indian Ocean of the large Chartered Companies, evidence on the grain trade is substantially increased, enabling us to see it in sharper focus in the broad canvas of Asian trade. the port was no more than a minor nuisance, and in the engagements that ensued, the Portuguese frequently had the worst of it, subsequently negotiating to recover prisoners lodged at Masulipatnam or at the court in Golkonda.2 However, by about 1590, the tenor of the relationship between the viceregal administration at Goa and the court at Golkonda had begun to show signs of change

    Notes: If a scholar were to search for water-marks in the development of historical writing on medieval India, the contribution of the ‘Aligarh school’ could very justifiably lay claim to such a distinction. While the work of the Aligarh scholars covers a wide spectrum of historical processes of the Mughal period, it is bound quite closely by their basic understanding that has acquired the status of an almost undisputed assumption among a large number of historians today. The Mughal state, in brief, is perceived as a systematically centralized one, both theoretically and in reality. It is seen as one that had acquired the power to enforce uniformity of government in all parts of the empire and was sustained by its ability to appropriate a large portion of the economic surplus generated within its frontiers. The administrative machinery (both official and quasi-official) involved in the maintenance of this ‘Mughal system’ presents a picture of truly gigantic proportions, yet one that is portrayed as almost uniformly conforming to elaborately formulated methods of functioning. The works of Irfan Habib, S. Nurul Hasan, M. Athar Ali and N. A. Siddiqi apart from a host of others, are among the more impressive contributions in this context.

    Notes: In this paper my main empirical data are taken from the East Malaysian state of Sarawak, but much of what I say applies equally to the other East Malaysian state of Sabah. What is more, my argument is relevant in large part to the southern two-thirds of the island of Borneo—that is, to the four provinces of Indonesian Borneo or Kalimantan. For the purposes of this discussion I have to treat the small, newly independent oil-rich sultanate of Brunei Darussalam on the north-west coast of Borneo as an exception. My general concern is with the peripheral position of the Borneo territories, economically and politically, in relation to the developed core areas of the nation-states of Malaysia and Indonesia. As a result of its environmental and demographic characteristics, its historical experiences under British protection and then colonialism in the north, and Dutch colonialism in the south, and its subsequent post-independence experience, Borneo is admirably suited to perform the role of a natural resources area for the national development programmes of Malaysia and Indonesia (Avé and King, 1986). For Indonesian Borneo there is an additional issue; it is also an area for the resettlement of some of the excess population from the densely populated islands of Indonesia's heartlands, especially from Java and Madura. Fortunately, Malaysian Borneo has no need to fulfil such a role in relation to West Malaysia.

    Notes: In this paper I want to explore the implications of the rise and fall of Jharkhandi ethnoregionalism from the point of view of tribal policy and tribal politics in Independent India. More especially I want to examine an ideology of tribal economy and society which informs most existing accounts of Jharkhandi politics and which makes the case for a specifically ‘tribal’ policy. The main propositions of this ideology are recounted in Section One of this paper. They are (1) that the concept of a tribe is given and uproblematical; (2) that the tribals of South Bihar are the original inhaitants of the Jharkhand, where they still predominate (see Figure I); and (3) that tribal politics and tribal policies are effective because individual tribes are themselves undifferentiated, united and geographically concentrated. (A corollary of this third proposition is that any decline in Jharkhandi ethnoregionalism since the mid-1960s must be due to factional disputes within the tribal leadership and/or to inter-tribal clashes, perhaps along denominational lines). These three propositions are examined in Sections Two, Three and Four of the paper, where they are measured against the recent historical experience of India's Jharkhand. The implications of any shortcomings in the ideology of tribal economy and society are taken up in the concluding section of the paper where comments are offered, too, on an alternative ‘model’ of tribal policy and politics in the Jharkhand.

    Notes: Kim Yôn-su (pen name Sudang 1896–1979) was among the few widely successful Korean entrepreneurs during the years of Japanese colonial rule on the peninsula.1 He served as managing director and later as president (1935–1945) of the Kyôngsông Spinning Company (Kyôngsông Pangjik Chusik Hoesa), the largest of the Korean-owned industrial enterprises. He also founded, managed and owned the Samyang company, the largest indigenous agricultural company of the period.2 What distinguished Kim was not merely the extent of his investments and administrative responsibilities, but the continuity of indigenous ownership and management in his ventures despite strong Japanese dominance of the colonial Korean economy.

    Notes: Study of the economic and social history of modern mainland South Asia—covering present-day India, Pakistan and Bangla Desh over roughly the last hundred years—has been a major academic growth industry since the 1960s. The result has been a bulky and disparate corpus of work, spinning off in many directions and adopting increasingly inter-disciplinary approaches, with historians borrowing from, informing, and interacting with anthropologists, sociologists, and economists among others. The sheer volume of recent research is impressive. One survey of empirical work on the nineteenth century (N. C. Charlesworth, The Indian Economy under British Rule, 1800–1914, London, 1983) lists over 150 titles, more than half of them published in the 1970s; another discussion of conceptual material available for the study of Indian economic growth and development in an historical context has over 100 footnote references, and an appendix listing 109 further relevant works published between 1979 and 1984.

    Notes: My choice of subject for this lecture arose from what I think might have been a matter of some interest to Kingsley Martin; as also from my own concern that the interplay between the past and contemporary times requires a continuing dialogue between historians working on these periods. Such a dialogue is perhaps more pertinent to post-colonial societies where the colonial experience changed the framework of the comprehension of the past from what had existed earlier: a disjuncture which is of more than mere historiographical interest. And where political ideologies appropriate this comprehension and seek justification from the pre-colonial past, there, the historian's comment on this process is called for. Among the more visible strands in the political ideology of contemporary India is the growth and acceptance of what are called communal ideologies. ‘Communal’, as many in this audience are aware, in the Indian context has a specific meaning and primarily perceives Indian society as constituted of a number of religious communities. Communalism in the Indian sense therefore is a consciousness which draws on a supposed religious identity and uses this as the basis for an ideology. It then demands political allegiance to a religious community and supports a programme of political action designed to further the interests of that religious community. Such an ideology is of recent origin but uses history to justify the notion that the community (as defined in recent history) and therefore the communal identity have existed since the early past.

    Notes: An outstanding feature of the far-reaching plans for development which China has been earnestly promoting under the general rubric of the ‘four modernizations’ is the post-Mao leadership's determined effort to revive and thoroughly institutionalize a meaningful and formal legal system. There is an obvious and sharp distinction between the policies towards law pursued during the period between the mid-1950s and the mid-1970s and the more recent attempts to fashion a pivotal role for law in Chinese society. Throughout much of the course of socialist rule China's leaders have been concerned not with promoting effective legal institutions but, rather, with the direct insertion of extrinsic political norms and values into the law. During the Cultural Revolution many important legal structures ceased to function. In contrast, in the years since 1978 an important aspect of the rigorous political reaction to the uncertainty and conflict of the Cultural Revolution has been unequivocal support for the establishment of a sound legal system. The leadership now believes that systematic and regulated law-making, public awareness of the law, and proper application of the rules should be integral elements in the administration of justice in the PRC. The hope is that this approach will prevent the recurrence of arbitrary political rule, curb reliance on ‘connections’ or guanxi in bureaucratic conduct, promote economic growth and generally encourage the development of a more predictable and orderly social life.

    Notes: British Malaya was a very unhealthy place in the early years of this century. Malaria, ankylostomiasis or hookworm, venereal disease, tuberculosis, dysentery, pneumonia, beri-beri, cholera and still other diseases accounted for thousands of deaths annually in the 1920s. Typically, persons suffered from two or more maladies at the same time. In the Federated Malay States (F. M. S.) probably more than half of those listed as dying from malaria also suffered from hookworm. Many pneumonia deaths were due to tuberculosis. Chronic malnutrition combined with malaria, hookworm and diarrhea in many, perhaps most, pregnant women to produce high infant and maternal mortality. The majority of the living were more or less continuously afflicted with disease. Most of the diseases were debilitating and slow to kill. Most were preventable although that was imperfectly understood.

    Notes: Japan's involvement as a donor of Official Development Assistance (ODA) can be traced back, historically, to post-second world war arrangements for war damage reparations. At that time, the late 1940s, early 1950s, Japan was itself a low-income country, whose industries had suffered widespread dislocation and ruin due to war. Yet, the new post-war Japanese government, eager to work its way back into the comity of nations, undertook to make reparation for the destruction of economic assets in the territories that had been fought over. The reparations agreements concluded in the 1950s involved many of the developing countries on the Asia/Pacific Rim—reflecting the pattern of wartime conquest—some of them independent, others still under European colonial rule. Thailand and the People's Republic of China were excluded from reparations, the former due to its wartime co-belligerent status, the latter since it was unrecognized by Japan, ironically in view of their subsequent emergence as the largest recipients of Japanese bilateral ODA by the 1980s. In the event, by the time Japanese reparations had become available, reconstruction assistance had already begun to give way to post-reconstruction support for public sector economic growth. A greater part of these reparations consisted of deliveries of Japanese capital goods and equipment, e.g., cargo ships, through transfer mechanisms designed to match Japan's re-emergent industrial export capabilities with the import requirements of Southeast Asian economic development.By way of contrast with the contemporary Western orientation in development assistance to Asia, driven by a 'Big Push' syndrome towards relatively large-scale infrastructure projects through such mechanisms as the Colombo Plan, the Japanese experience with reparations provided from the outset a closer strategic integration between Japan's international donor obligations, on the one hand, and its export strategy and dynamic competitive advantages in international trade, on the other.

    Notes: The Indonesian revolution was a costly affair. Not only was it accompanied by the extensive destruction of life and property, but the actual logistics of fighting a protracted revolution placed enormous financial demands on the new Indonesian Republic, founded on 17 August 1945, three days after the Japanese surrendered, at a time when the revolutionary government was decidedly ill-equipped to meet them. The Republic was unable to take over immediately all the revenue sources of the colonial government and faced major difficulties in rapidly building up an alternative taxation structure. Needing a ‘soft’ form of taxation which was easily collected and which did not fall too obtrusively on the shoulders of its citizens, it turned to opium. The sale of opium to addicts had been used by colonial governments in Southeast Asia as a source of revenue, although its importance had greatly declined in the twentieth century. The Republic, however, not only maintained the colonial distribution and sales network but expanded its use of opium to make the drug an important source of government revenue and, for a time, a major source of foreign exchange.

    Notes: If the establishment of the Estado da India in the early sixteenth century owed much to indigenous aid, its survival in the ensuing two hundred years owed even more. The centuries after 1600 were indeed sad ones for imperial Portual. The mother country itself was under Spanish rule until 1640, whilst its colonies and colonial trades were everywhere attacked, and more often than not annexed by European rivals. Nowhere was the picture more depressing than in Asia where the heirs of da Gama and Albuquerque had to contend frist with the English and the Dutch and then with a whole host of indigenous opponents ranging from the ever formidable Japanese to the Mughals and the Marathas under the redoubtable Shivaji, once innocently hailed as another Ceaser, but soon identified as the ‘new Attila’. Portuguese correspondence is full of eloquent descriptions of the lamentable condition of the Estado. Trade was at a standstill; war was ubiquitous; food was at the mercy of enemies; manpower was inadequate; the funds inevitably exhausted. In fact, under competent management, the surviving fragments of empire might well show a profit, as was the case in 1680. But not for long. Four years later there was talk of quitting Goa, too large and vulnerable to defend, and by the end of the century it was gloomily reported that all that remained of the erstwhile imperial glories were Goa, its local seaborne commerce, and what was described as ‘the convoy of the China boats’.

It is a very methodical and elegant composition, the work of a man of culture who was also a keen observer. As the censor's certificate of approval in the first edition says, it can provide ‘useful recreation’ and also serve as ‘a guide-map for similar journeys, as in the case of navigations the experience of others has left us sailing charts.’

    Notes: Relations between the sexes are one of the areas in which a distinctive Southeast Asian pattern exists. Even the gradual strengthening of the influence of Islam, Christianity, Buddhism and Confucianism in their respective spheres over the last four centuries has by no means eliminated this common pattern of relatively high female autonomy and economic importance. In the sixteenth and seventeenth centuries the region probably represented one extreme of human experience on these issues. It could not be said that women were equal to men, since there were very few areas in which they competed directly. Women had different functions from men, but these included transplanting and harvesting rice, weaving, and marketing. Their reproductive role gave them magical and ritual powers which it was difficult for men to match. These factors may explain why the value of daughters was never questioned in Southeast Asia as it was in China, India, and the Middle East; on the contrary, ‘the more daughters a man has, the richer he is’ (Galvão, 1544: 89; cf. Legazpi, 1569: 61).

    Notes: A compelling vignette of the use of political influence for private gain in the expansion of the British empire is provided by the way King Thebaw' s legendary ruby mines in Upper Burma were acquired by British speculators in the late 1880s. The details of how the ruby-mine concession was awarded to a syndicate soon after Upper Burma was annexed to Britain in 1886 are not well known, although the concesion-mongering created a furore in the India Office and the House of Commons. There was even, at the time, a suggestion that the rubymine affair infleunced Lord Dufferin's decision to resign as Viceroy in 1888.

Observations abound on labour-saving devices in rice cultivation, on the monetarization of wages and agrarian inputs, and on the commercial sale of yields (Aass 1986; Hart 1986; Hüsken 1984; Maurer 1984, 1986; Schweizer 1987, forthcoming). The roots of these monetary and commercial developments in the Javanese village economy reach far back into the past (Breman 1983; Carey 1986; Elson 1984; Knight 1982; Svensson 1983). But in the present these changes gain pace. There is evidence, too, that in the field of political relations the diffuse patron-client ties between village officials and the inhabitants in some places yield to a more rationalized, selfish style of leadership (Keeler 1985).

    Notes: During the period from late 1824 to 1826, a crisis in the Grand Canal system led to intense and sustained imperial involvement in chiangsu regional government. The collapse of the Yen-hsu retaining embankments on Hung-tse Lake in northern Chiangsu sparked the crisis and caused serious flooding in the Huai-yang region east of the Canal, which destroyed sections of the Canal at the critical Huai—Yellow River junction, and dissipated the lake's unsilted water reserves that were crucial to the crossing of government grain boats at the Huai—Yellow River junction on their annual northward journey to Pei-ching.     Notes: In April of 1980 I was received by the Henan Province History Research Institute of the Henan Province Chinese Academy of Social Sciences to begin the first systematic oral political history project on peasant revolution in modern China. The focus of this project is on the problems of livelihood faced by the peasants of Lin county and several other counties in the pre-Liberation period, roughly 1911–49. In May I began an investigation of the history of rural Lin county and the village of Yao Cun, Lin county, Henan. In this essay I will sketch the general social and political history of Yao village in Republican years, and then draw from my preliminary field research to explain the relationship between land rent, the impoverishment of peasant smallholders, and political power in pre-Liberation China in one North China village. This relationship has received minimal emphasis in the literature on peasantry and change in pre-1949 China. One of the many reasons for this has been the tendency of past scholarship to stress the critically important role of the ‘middle peasant village’ in the Chinese revolution. The evidence from Yao cun offers a slight qualification of this middle peasant thesis.
