Notes: Summary Today's mixed integer programming software packages are still not sophisticated enough to be treated as black boxes. Their efficiency can be augmented considerably by a deep knowledge of their functioning and the degrees of freedom they offer to the user. This paper describes at first the choices of the underlying branch and bound method in seven representative MIP-systems and demonstrates their usage, their profitability and their catches at illustrative examples. An account follows of the procedures and administrative facilities of commercial MIP-modules as far as they are submitted to user influence. An outlook is given on future developments, which can further improve the acceptance and the performance of MIP-software. Finally, some effort assessment criteria are proposed, which help judging the amount of work ahead before and at different stages during the solution process.

Description / Table of Contents: Zusammenfassung Ziel der Personalplanung ist ein besserer Ausgleich zwischen Personalbedarf und -Verfügbarkeit.
Notes: Summary The purpose of manpower planning is to get a better matching between manpowerrequirement and manpower availability. The difficult part of manpower planning is to get reliable forecasts for future manpower requirement. It is important, therefore, to know what information one needs about the future to make good decisions now. How detailed should our knowledge of future manpower requirement be and of how far in the future? The last point is directly related to the problem of the planning horizon. This problem is investigated in this paper for a hierarchical manpower system with two grades, recruitment at the bottom and a promotion policy formulated in the grade-age (number of years in grade one). There is a goal on the total content of the system and a goal on the content of the second level. These goals may be interpreted as the future requirements. The penalties for deviations from the goals are assumed to be proportional to these deviations. The only way to control the system is by recruitment. For the case where all employees have the same career pattern one can get rather general results since this problem is almost equivalent to the case with only one grade. For the more general case it is only possible to get planning horizon results if conditions are added on the penalty functions and the goal patterns. The general two-level case appears to be equivalent to the production-smoothing problem without inventory with a lower bound on the difference between the hiring in two subsequent periods.

Description / Table of Contents: Summary A focal point in the application of layout-planning methods lies in the planning of management and production in industrial companies. An enormous number of EDP-supported layout-planning systems have been developed for this purpose, the efficiency of which differs greatly from system to system. The purpose of this survey is to describe the present level of EDP-supported layout-planning. To that end, a general definition of the problem is given, and a record of the requirements for layout-planning in administration and production is being developed. The discussion of the present level of efficiency results from these requirement criteria. This survey closes with some points of emphasis that should be considered in future development projects.

Notes: Abstract This paper considers non-cooperative two-person zero-sum undiscounted stochastic games with finite state and action spaces. It is assumed that one player governs the transition rules. We give a linear programming algorithm and show, that an optimal solution to this program corresponds to the value of the game and to optimal stationary strategies for both players. Moreover, this linear programming formulation results in an existence proof of the value and of optimal stationary strategies for both players.

Description / Table of Contents: Abstract MARKAL is a linear programming model of the energy supply used by the International Energy Agency for a long term technology evaluation to save oil. As a multi-period model, it covers a planning period of 40 years for all important sectors and technical processes within the energy economy. The model applications to the energy supplies of most industrialized western countries justify a certain scepticism about the chances for a substantial oil saving in the future.

Description / Table of Contents: Summary Sampling methods taken for the yearly inventory can lead to important savings. Besides the statistical method the problems of application are discussed: The special organization of the company, the processing by EDP, the way to introduce the procedure etc. The paper is based on the original data of a company for electrical engineering. The sampling method for the inventory has been analysed since 1976; it is now used for the yearly inventory of nine stocks.

Description / Table of Contents: Summary SIMIPOC constitutes an application-oriented synthesis of the pattern recognition model SIMIVEC and the personnel data model POC. By means of an interactive cluster analysis on basis of profile similarity it provides important information for personnel planning and even allows a situative, OR-supported prediction of individual success. In addition to specific aspects of the underlying theory, questions of acceptance are discussed.

Description / Table of Contents: Summary In this paper by the means of duality-correspondences it is proved that the optimal value of the linear and linear-convex program is a lower semi-continuous function of the data (i.e. the matrix, the right side and the objective function), if the rank of certain matrices is constant. No conditions about boundedness or compactness of the constrained set and the set of optimal solutions are needed. It follows for a wide class of linear programs easily, that the set of optimal solutions depends continuously on the data.

Notes: Summary This paper describes the competition between oil, gas, coal, nuclear, hydro and geothermal energy, using today's technologies to satisfy Western world demand. This world is divided into 4 regions. The 1973–2000 time interval is broken down into 16 periods. At each period, producer and consumer equipments serve as constraints of a LP model which optimizes supply and demand in each region. The resulting equilibrium prices of primary resources and end-products induce modifications in the producer and consumer equipments of the following periods and the optimization process begins again.

Description / Table of Contents: Summary The paper describes the application of numerical methods and OR models in the design, implementation and control of hardware configurations, computer networks and software projects for the use of data processing managers. Besides well known models like queuing network models of computer systems or the round robin model for time sharing systems models for actual questions like accounting and price policy, program and file allocation, software reliability or data security budgeting are discussed.

Notes: Summary In this paper we consider several variants of the standard successive-approximation method for (semi) Markov decision processes with unbounded rewards. Wessels and van Nunen have shown that a class of variants can be generated by randomized stopping times, where the probability of “stopping” the process at timen is independent of the actions taken up to timen. In this paper we allow the stopping time to depend on the actions as well as the states. This makes it possible to extend the class of solution techniques in such a way that properties of the reward and transition structure depending on the actions can be exploited in the development of appropriate successive-approximation methods. For a special actions-dependent stopping time the corresponding algorithm possesses the so-called “equal-row-sum” property, which can be used, for example, to transform semi-Markov decision processes into ordinary Markov decision processes. Moreover, the equal-row-sum transformation allows for good extrapolation to upper and lower bounds and elimination of non-optimal actions.

Description / Table of Contents: Summary Calculating the net interest of bonds with fixed rate of interest is usually done by approximation. With the definition of “net interest” in mind, a method of determining the exact value by iteration with proven good convergence is described in this paper. Beginning with the simple case of a bond with a single date of maturity, payment of interest once a year and a running period of an integer number of years, the examination is extended to cover more than one payments of interest a year, non integer number of years until maturity and the particulars of serial bonds. The commonly used approximations are used because of their simple application, but it is shown that these sometimes cause markable errors. Therefore it is recommended to use the described alternative approximation with much less deviation.

Description / Table of Contents: Abstract Suppose that a sequence of predictive sufficient statistics (p.s.s.) is given. In this paper (the second of a wider work; the first appeared in the last issue of this journal) we deal with these problems: a) given a predictive distribution for which a sequence of p.s.s. exist is it possible to draw an hypothetical model consistent with the given predictive distribution? b) in the affirmative, what is the relationship between the concept of p.s.s. and the classical concepts of sufficency? The answer to the first problem is affirmative; and the answer to the second is in the sense of the equivalence between the concept of p.s.s. and that of adequate statistic (M. Skibinsky (1967)).

Description / Table of Contents: Abstract The randomized response technique of sampling was proposed for the first time by S. L. Warner for the estimation of proportions and then applied, by Warner himself and other authors, to the estimation of quantities. This technique has been recently the object of an approach by D. Olivieri who suggests an easy randomization method and obtains an unbiased estimate of the population mean. In this paper the approach of D. Olivieri is implemented, reaching an unbiased estimate of the second moment of the population; moreover, an other estimate of the mean and of the variance of the population, obtained by an easier-to apply method of randomization, is proposed.

Notes: Abstract A dynamic Cournot-Nash equilibrium of the fish war between two countries has been derived and its steady-state behavior studied by Levhari and Mirman on the basis of a discrete dynamic programming method. In this paper we shall consider an n-country extension of Levhari-Mirman fish war model. We shall derive the Cournot-Nash equilibrium and its steady-state value to analyze the effects of entry (or exit) in fish war. A comparison is made between in dividual management of fishery by each country and joint management by all countries.

Description / Table of Contents: Abstract J. Aitchison and I. R. Dunsmore (1975) have stressed the importance of the predictive distribution for the solution of classical statistical problems. Following this approach we show initially how a modified version of the model of partial exchangeability can be usefully applied to derive the so called diagnostic distribution. Subsequently a nonparametric model of discriminatory analysis is derived, wherein a crucial role is played by a particular process named «mixture of products of Dirichlet processes» introduced by D. M. Cifarelli and E. Regazzini (1978) following a paper by C. E. Antoniak (1974) which in turn generalized the well known “Dirichlet process” developed by T. S. Ferguson (1973). Finally a numerical application to a medical problem is provided.

Notes: Abstract To date, the results of studies which attempted to estimate residential water demand models have varied, but the source of these variations is not evident because the studies have applied different methodologies and data bases to different regions. The purpose of this paper is to develop models of residential water demand for watershed regions and test the null hypothesis that a single model is adequate to explain variations for all of the individual regions. Primary data collected from questionnaires and utility company records is used in a regression analysis to estimate a generalized water demand model for the state as well as one for each of the subregions. The null hypothesis is rejected which indicates that there are other factors which influence the demand for water and the use of a single model could result in biased estimates.

Notes: Abstract This paper examines the impact of age on migration by providing estimates of identically specified migration equations for each of six age groups. Hypothesized effects of age on the relative importance of various explanatory variables are developed from a model viewing migration as an investment decision. The effects of economic opportunity differentials on migration are found to decline sharply with age. Lagged migration, the “friends and relatives effect,” is found to be the most significant explanatory variable in all age group equations. Past migration is the only variable found to significantly influence the migration of persons over 65.

Description / Table of Contents: Summary One of the classical approaches for solving decision problems with multiple objectives, i.e. the optimization of the weighted sum of the objective functions under the given contraints, in general does not lead to satisfactory solutions at least when applied to linear problems. We propose an alternative linear model of weighting the objectives based on the idea of comparing the relative deviations from the individual optima of the objective functions. It is shown that this compromise model yields acceptable efficient solutions in every case.

Description / Table of Contents: Summary In the field of OR-software you often find the following situation: on the one hand the users want special solutions of their problems, on the other hand the OR-department is interested in standardized solutions. In order to meet these requirements a macro-language was developped in combination with a method to analyse problems. The system has been used for three years. The “inventory with stratified samples” is used to illustrate the system. A survey on other applications and experiences is presented.

Notes: Abstract This paper presents a unifying algorithmic analysis for a general class of single server queueing systems with a state dependent Markovian input process and a phase-type service time distribution including single server queues with random and quasirandom input. Using regenerative analysis we develop numerically stable and efficient recursion schemes to compute the state probabilities. The computation of the waiting times is based on the state probabilities.

Description / Table of Contents: Summary In this paper the linear maintenance models of Thompson [14] and of Arora and Lele [1] are generalized to nonlinear — and thus more realistic — connexions between state and control variables. The efficiency of maintenance expenditures, for instance, depends also on the state of the machine and is subject to diminishing marginal efficiency. Appropriate and economically meaningful assumptions concerning the partial derivatives of the functions describing the model assure that any equilibrium is a saddle point. From this, the qualitiative behaviour (monotonicity) of optimal maintenance and state of the machine may be studied. After a sensitivity analysis a simplified nonautonomous version of the model is treated as well as some other interpretations of the model, e.g. in advertising and pollution control.

Notes: Summary The well-known Jaccard metric for binary vectors can also be used for nonnegative vectors. This metric is a special case of a whole class of metrics obtainable from a given one by a certain transformation. For the Jaccard metric, the continuous optimization problem of finding an optimal location is reduced to a discrete one. The impact of this result on a multiple location-allocation problem from cluster analysis is discussed.

Description / Table of Contents: Summary At the procurement of expensive systems it is an important problem to determine a spare parts kit for the subsequent maintenance of the systems. The spare parts are important elements in the overall maintenance and repair logistics. Spare part kits cannot be determined without consideration of the repair processes and the repair organisation. First basic models for the analysis of spare part stocks in simple cases are described. These basic models are then used to build models for the spare parts allocation of modular systems, especially series systems. Furthermore it is indicated how the basic models can be used to obtain models for more complicated cases including multilevel repair organisations and hierarchically decomposable systems.

Description / Table of Contents: Summary This paper considers a problem of dynamic financial planning under the assumption that the conditional probabilities of future events are not known exactly. It is shown that under suitable assumptions this problem leads to a non linear max-min model which can be transformed equivalently to a linear program. In addition, the existence of endogeneous discount rates as well as their interest and probability structure are analyzed. Finally, the possibilities to preselect individual projects are discussed.

Notes: Abstract The mathematical tools applicable in the field of river quality management are reviewed in the order in which they are used in the actual process of building and applying river quality models. The types of models and their properties are discussed, and the important problem of parameter estimation is examined. The use of the models in steady-state and real-time optimal control studies is investigated. Finally, the embedding of river quality control problems into problems of wider scope is discussed. The methodologies are illustrated by applications to the Rhine river.

Notes: Summary This paper deals with the search for multiple local minima of a differentiable real-valued functionf off variables. Motivated by topological considerations much as Morse Theory — it makes sense to determine critical points¯x forn of index 1 (i.e. exactly one eigenvalue of the HessianD 2 f(¯x) is negative). For eachk ∈ 0,...,n, the gradient vectorfieldDf ofn is altered — by a partial reflection — into a new vectorfieldF K. Restricted to the critical point set off, only the critical points of indexk are attractors forF K.

Notes: Summary Assuming that the time-to-failure and repair time distributions areof phase type, a variety of reliability models with a small number of components may be studied in terms of finite-state Markov processes. Although the state spaces of these processes are typically large, their infinitesimal generators are highly structured. By utilizing the formalism of PH-distributions, it is possible to construct efficient algorithms to evaluate a large number of quantities of interest. Some new properties of PH-distributions are also established.

Notes: Summary In this article the monetary approach to the balance of payments is discussed as a theory and as a guide to balance of payments policy. It is argued that the monetary approach to the balance of payments is strongly connected with the assumption of complete arbitrage in commodities and financial assets. Recent research leads to the conclusion that no such complete arbitrage generally exist. Therefore, the monetary approach gives only an incomplete theory of the balance of payments. The other existing theories have to be used also, especially as guides to balance of payments policies.

Notes: Summary By means of Marshall's method of analysing complex dynamic processes an attempt has been made to position Keynesian and neo-classical growth theories. Three periods have been distinguished: the short period, the medium period and the long period. By extending disequilibrium theory to the medium and the long run, models have been developed for each of the three periods. Keynesian growth theory appears essentially a theory of the medium period, neo-classical a theory of the long period. The main differences between the two theories concern the formation of expectations with respect to factor prices and the behaviour of capacity utilisation. In contrast with neo-classical theory the growth process in Keynesian growth theory does not show a tendency to Walrasian growth equilibrium.

Notes: Summary The article presents an elaborated application of Von Stackelberg's Law of Traffic Refraction. This law is used to show how the shape of an urban area is influenced by the construction of new roads on which generalised transportation costs are appreciably lower than in the original urban area. The change in structure and direction of traffic is analysed. Finally computations are presented concerning total transportation costs in cities of different shapes.

Notes: Summary Mainstream economics deals with allocation and income distribution in neoclassical fashion, while the macro-economics of underspending and overspending are handled in a neo-Keynesian spirit. The question is whether this type of eclectic synthesis can be reproached for being inconsistent. The author tries to answer this question for a situation of low investment, low profits, low employment, unused capacity and a wage-price spiral. He argues that, though some elements of the neo-classical allocation and distribution theory are lost, the main neo-classical body can cope with situations of underspending. However, not without limits. Outside a ‘corridor’ á la Leijonhufvud, situations may arise where the eclectic synthesis may fail. The author enumerates ten factors determining the boundaries of such a corridor.

Notes: Summary The paper employs a public choice perspective to develop a model of centralized union wage bargaining. The actors considered are political parties, employers' federations, voters, union officials and members of the rank and file, with the emphasis being put on the latter three. Control theory is used to analyze bargaining outcomes in a dynamic context. The theoretical consequences of the model, which stress the importance of political variables such as government ideology, preferences of the rank and file members, election dates and the degree of union centralization on wage inflation, are supported by West German data.

Notes: Summary The article examines the development of options trading in Amsterdam from the seventeenth century to the present time. It shows how the market for traditional options, or premium contracts, was restricted by a number of limitations and how a new form of option — the exchange traded option, and a new options market — the European Options Exchange (E.O.E.), were introduced to overcome these limitations. It examines the first two years of operation of the E.O.E., analyzes some of the problems faced by the E.O.E., and looks at the future development of this new market.

Notes: Summary This paper questions the usefulness of econometric specifications in which current school enrollment structure is included as a regressor in income distribution functions. Theoretically, the postulate of current school enrollment pattern affecting present income distribution is argued to be implausible. Empirically, using a sample of 70 countries, it is shown that, in terms of R z and plausibility of the estimated coefficients, specifications that treat school enrollment structure as the dependent variable with income inequality as one regressor, are superior to those that have income inequality as the dependent variable and school enrollment structure as one of the regressors.

Notes: Summary In this essay in honour of Professor P. Hennipman the latter's clarity and precision of expression are chosen as an example of how to avoid misunderstanding of his publications. As counterexamples some twenty-odd misunderstandings are set out by the essay's author in the field of income distribution policies, ranging from that specific subject to the theory of economic policy, to economic science and to science as a whole. Several of these misunderstandings are due to the essay's author, while others seem to prevail either among the general public or among scientists.

Notes: Summary This study is in normative growth theory. Discounted per capita consumption is maximized subject to Leontief technologies. Numerical linear programming examples exhibiting consumption turnpikes are presented and carefully analysed. Special attention is given to shadow prices and the discount rate in case of a choice between different technologies. It is shown that the introduction of so-called stock activities may lead to unrealistic results. An interesting extension is obtained by assuming embodied technological change. In this case, a new technique in a certain sector of the economy can only be introduced by means of investment. It appears that the consumption turnpike is approached in a very irregular way. The computer time increases substantially, which may be a problem in practical applications of this variant.

Notes: Summary The constitutional process in a democratic society is examined by analysing the role ofdecisive sets in determining the preferences of the entire population. Firstly we consider the properties of sets which emerge from a group preference function satisfying the four conditions set by Arrow. Secondly we reverse the analysis and define first a set of desirable properties of the decisive sets. We then prove that under these fairly general conditions a group preference function exists for which all four of Arrow's conditions are simultaneously satisfied.

Notes: Summary This paper fits in with the literature on signaling, and it stresses the role of sequentially improved job-worker allocation. Allocation is initially done on the basis of signals but later, on the basis of true abilities, as revealed from productive performance. The model yields predictions in line with observations: upward sloping average age-earnings profiles, increasing wage dispersion within signal classes (such as schooling), increasing effect of ability on earnings, higher earnings growth for abler individuals. The model thus demonstrates that the gradual sorting-out of individuals into jobs may be very important, and it also indicates how information on individual abilities may gradually emerge.

Notes: Summary To explain the decline in economic growth after the beginning of the 1970s, several authors have reverted to the theory of the 40- to 60-year-long Kondratieff cycle. This article concentrates on the empirical foundations of this cycle. After a critical survey of the important investigations by Kondratieff, Imbert and Van Duyn, the thesis of the long wave is subjected to a new test on the basis of time series of indicators of real economic growth in Great Britain, France, (West-) Germany, and the United States. The results of this investigation are clearly negative with respect to the existence of a long wave in real variables in these countries.

Notes: Summary This is a review article of D.B.J. Schouten's new book “Macht en wanorde, Een vergelijking van economische stelsels” (Power and Disorder, A Comparison of Economic Systems). After having summarised the book's contents, three points are discussed: (a) does the book offer a comparison of economic systems as its subtitle suggests; (b) how does Schouten's theory relate to disequilibrium analysis and does it give a better understanding of disequilibria than disequilibrium analysis; (c) is Schouten's proposal of a centrally-guided rate of return policy indeed to be preferred above a centrally-guided wage policy in order to overcome the basic problem in capitalist market economies of slow and sometimes perverse adjustments?

Notes: Summary We have been able to complete an investigation of Niehans' well-known neoclassical growth model with endogenous population by analytical methods so that the full range of steady-state solutions and their properties are revealed. For certain ranges of the equilibrium capital-labor ratio, an increase in the saving rate decreases equilibrium growth rates and per capita income, and an increase in the “marginal propensity to proliferate” increases equilibrium growth rates and per capita income. Thus a complete analysis provides new results, some contrary to expectations, which provide a basis for comparing Niehans' model with other specifications of the population sector.

Notes: Summary In order to distinguish the more fundamental determinants of the exchange rate, a static model for the balance of payments is constructed. From this theoretical exercise it follows that the exchange rate is determined by three kinds of phenomena: first, real phenomena such as exploitation of natural resources and the relative level of economic activity; second, nominal phenomena such as relative prices; and finally, monetary phenomena such as interest rate differentials, exchange rate expectations and official intervention.

Notes: Summary The labour force participation of married women and the presence of young children in the family show a strongly negative correlation. In this article it is investigated whether this correlation is a reflection of a causal relationship between these two variables. To answer this question, a simultaneous logit analysis, following Mallax, is applied to data of the Dutch census of 1971 that are grouped by COROP region. The results suggest that there exists an asymmetric causal relationship between both variables with the causality running from the labour force participation of married women to the presence of young children in the family.

Notes: Summary This paper presents an analysis in interprovincial migration, carried out in order to develop a migration equation for a multi-regional labour market model. Net migration was chosen as the relevant variable to explain. Estimation problems like additional restrictions on the error terms had to be solved. Estimation of a migration equation per age group showed differences in migration behaviour between age groups. Estimation of a equation for different time periods revealed a changing migration behaviour over time. For recent years, an influence of the labour market on migration could not be proved.

Notes: Summary This article discusses the pitfalls of long-term forecasting. One of the most important is that any model is in fact a subsystem cut from a general societal system. This implies that the distinction between endogenous and exogenous variables is unclear and thus the (sub) model is often unreliable as a tool for forecasting. A second pitfall is that the structure of a model reflects the structure of society. Changing societal structures requires models with changing structures and coefficients. Specific pitfalls are the instability of the functional form of relations, uncertainty about functional forms, variability of parameters. Some attention is paid to the decrease in the risk of wrong forecasts.

Notes: Summary An important characteristic attributed to electricity production has been the existence of economies of scale. Economies of scale are said to be partly determined by fuel input, e.g. large electricity generating units have a greater fuel efficiency than small ones. This article shows, using Dutch data, that scale effects in fuel efficiency are only present for units below 200 MW. Fuel efficiency hardly differs for units of a capacity between 200 and 600 MW. An analogous conclusion is drawn on the relation between fuel efficiency and vintage: technological improvements occur until 1967 and are absent thereafter.

Notes: Summary This paper uses data on the earnings and personal characteristics of a sample of 73,000 nonagricultural employees in 1977 to assess the returns to education and test one particular prediction of the screening hypothesis. The results indicate that in spite of the recent rapid postcompulsory increase in enrolments the returns to education are of a similar magnitude as in other countries, although they have been depressed at the secondary level. A distinction between private and public sector pay led to the detection of diverging experience earnings profiles in the profit-maximising sector, a finding that has been interpreted as running against the prediction of the screening hypothesis.
