    Description: "The Politics of Trauma and Integrity uses the lenses of gender and trauma to tell the stories of narratives testified by two contrasting Japanese “comfort women” survivors. Through an innovative interdisciplinary study of the politics of gendered memory and trauma in historical context, with numerous primary sources for analysis including diaries, interviews, letters and oral testimonies, this book uncovers the life-or-death struggles of Japanese survivors in pursuit of public recognition as the victims of state violence against women. It is set within a gender history of modern Japan, supplemented by feminist activist methodology premised upon political agency that seeks social justice. The author’s analysis draws upon three key concepts: trauma, coherence of the self, and integrity. Focusing upon the role of gender and trauma as the nexus between memory construction and identity formation in modern Japan, the author reveals these women’s relentless quest for their recovery and creation of new identities. This book provides a better understanding of the victims of sexual violence and encourages readers to listen to the voice of trauma, as well as making a significant contribution to the existing research on the ongoing history of sexual violence against women in Japan, the rest of Asia and beyond. Although the massification of higher education systems has facilitated the participation of students from deprived backgrounds, socioeconomic inequalities persist in access to the most prestigious institutions and programmes. Privileged students benefit from a number of advantages in the competition for selective and scarce places: access to information, lower aversion to debt, higher expectations, better previous schooling and higher academic achievement. The chapters present a critical analysis of equity policies in different countries – with or without affirmative action policies, within a context of neoliberal policies or within a social democratic model – and the reasons why they have failed to promote equity and fairness, preventing students from achieving their full educational potential.     Description: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences.     Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

    Description: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

Après une période fructueuse entre 1974 et 1978, durant laquelle la contestation antinucléaire bat son plein, les écologistes sont confrontés à la fin de la décennie à un contexte politique, social et économique radicalement nouveau avec l’installation de la crise économique dans la durée et la banalisation relative des enjeux environnementaux. Ces sorties des années 68 constituent alors un temps de remise en cause et parfois de désengagement qui conduit certains militants à se rallier à l’idée d’une structure partidaire auparavant rejetée pour fonder les Verts en 1984.

    Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

    Description: This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

    Description: Citizens in democracies complain that political parties’ positions on major issues are too ambiguous for them to confidently understand. Why is party position ambiguity so common? Are party positions ambiguous because political parties fail in forming clear policies or because they deliberately blur their positions? Rationality of Irrationality argues that political parties are motivated to strategically blur their position on an issue when they struggle with a certain disadvantage in the issue. Specifically, political parties present an ambiguous position when their own supporters are divided in their stances on the issue. A political party also blurs position stances when voters do not acknowledge that the party has the ability and integrity to solve problems related to the issue. Political parties blur their position in these cases because ambiguous party positions divert voters’ attention from the issue. Voters support a political party whose policy positions on major issues are close to their own stances. However, voters cannot confidently and exactly estimate party positions on an issue when they are only ambiguous.

Que sont et que font les émotions en politique ? Vingt-sept coauteurs sont ici réunis pour en débattre, en proposer les illustrations, les limites, les orientations disciplinaires. Volontairement courts et centrés sur leur thèse principale, les vingt-deux chapitres sont répartis en trois dimensions. La première traite des émotions au prisme du politique, autour d’événements et de territoires. La deuxième envisage le politique au risque des émotions, où elles sont clairement associées à des dispositifs de sensibilisation ou émergeant, de façon plus inattendue, d’univers qu’on aurait pu croire ceux de la répression de tout sentiment. La troisième se veut un carrefour disciplinaire, où sont explicités les enjeux de méthode et les perspectives d’échange.

Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. Nicht ohne Grund nannte der spätere österreichische Bundeskanzler Bruno Kreisky die Arbeit der OEEC eine „Elementarschule der europäischen Politik."

Cultivant une image d'organisations indépendantes, voire privées, les fondations politiques sont pourtant financées quasi-exclusivement sur fonds publics. Cet ouvrage retrace la genèse de ces organisations paradiplomatiques et leurs stratégies d'internationalisation à travers leur engagement en Europe centrale et, plus particulièrement, en Pologne. Il analyse la manière dont les fondations, grâce à leur double ancrage dans le champ politique allemand et celui de l'action publique extérieure, sont devenues des acteurs majeurs de la politique étrangère. In The Rise of Trump: America’s Authoritarian Spring, Matthew MacWilliams argues that Trump’s rapid rise through a bewildered Republican Party hierarchy is no anomaly; rather, MacWilliams argues, it is the most recent expression of a long-standing theme in American political life, the tendency and temptation to an ascriptive politics—a political view that builds its basic case on ascribing to any relatively disempowered group (whether defined by race, ethnicity, gender, sexual orientation, religious belief, or other identifying category) a certain set of qualities that justify discriminatory treatment. The ascriptive tradition in American politics, though longstanding, has generally been kept to a relatively small minority—a minority whose rights, perhaps paradoxically, have been protected by the principles of Madisonian democracy, even though central to its worldview is the need and urgency of limiting the rights of some. It has found champions in years past in such figures as Andrew Jackson, Huey Long, Joseph McCarthy, and Pat Buchanan. But in Donald Trump this tradition has found a significant new voice, one emboldened by deeper shifts in the American political landscape. Trump’s swift and unsettling rise to the pinnacle of presidential politics may point toward the emergence of more significant and substantial questions about the future course of a democratic government committed to principles of equality and the freedom of expression, association, and conscience.

L’ouvrage analyse, à différentes échelles d’intervention, les processus multiples de refoulement de la discrimination ethno-raciale : la dilution et l’euphémisation du problème pour en extraire sa dimension ethno-raciale, l’éviction du débat politique par des instruments consensuels, enfin la délégation de l’action à des experts et aux territoires. S’appuyant sur un matériau empirique dense, l’auteure examine, dans un second temps, la fabrique de la lutte contre les discriminations ethno-raciales dans une ville. Dans ce contexte de fortes dénégations, l’action publique locale se trouve limitée et incertaine. L’analyse des usages du droit de la non-discrimination montre que la loi, fortement concurrencée, fonctionne davantage comme une contrainte à gérer que comme un idéal à atteindre. L’action tente aussi de s’allier les minoritaires, mais contrairement aux discours sur l’abus de l’argument victimaire, ceux-ci sont peu enclins à protester publiquement contre les épreuves qu’ils vivent. Alors que les enquêtes ne cessent de confirmer la réalité de ces discriminations, ce livre, issu d’une thèse, offre des clés de lecture pour la recherche et pour l’action.

    Description: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East’s only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government’s ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

Aus dem funktionalen Rechtsvergleich mit dem deutschen Ausschreibungsmodell ergeben sich wesentliche Erkenntnisse für das EEG 2017 im Bereich der Technologieoffenheit und der Realisierungsquote bezuschlagter Projekte. Denn die EEG-Ausschreibungen verstoßen infolge niedriger Teilnehmerzahlen in weiten Teilen gegen die unionsrechtliche Vorgabe der EE-Richtlinie 2018 zur wettbewerbsorientierten Vergabe von Fördermitteln. Zudem verfehlen sie die national gesetzten Ausbauziele. Als Lösungsvorschlag wird ein auf den brasilianischen Vorschriften basierender Regelungsentwurf zur automatischen technologieübergreifenden Umverteilung der ausgeschriebenen Leistung erarbeitet. Ferner zeigt diese Arbeit auf, dass die Regelungen des EEG 2017 Projektabbrüche kaum sanktionieren. Daher sollte erwogen werden, nach brasilianischem Vorbild Projektabbrüche mit dem Ausschluss von zukünftigen Ausschreibungen zu pönalisieren. A functional legal comparison of German renewable energy auctions, introduced comprehensively in 2017, with Brazilian energy auctions, introduced already in 2005, provides relevant insights for the German system. This work offers the first comprehensive systematisation of relevant Brazilian regulations, and assesses their effectiveness using expert interviews and empirical analysis. It highlights several solutions to problems regarding technology neutral auctions and the realisation rate of successful projects, that could be valuable for the German model. Due to low participant numbers, many German energy auctions violate the european energy directive of 2018, which states that the awarding of funding must be competition-oriented. This work proposes a solution to this problem, based on a similar mechanism adopted by Brazilian regulations, which automatically redistributes tendered capacity across different technologies. Legal comparisons made in this work demonstrate that project cancellations in Germany are not sanctioned sufficiently. As such, to ensure that expansion targets are met, it is worth considering following the Brazilian example of sanctioning project cancellations by limiting participation in future auctions.

À partir d’une importante enquête qualitative auprès de familles, diverses du point de vue de leur configuration et de leur origine sociale et géographique, et de divers professionnels de la petite enfance, notre ouvrage montre que les familles sont loin de rester passives face à l’imposition de règles de conduite d’une « bonne parentalité ». Elles interprètent différemment les normes, se les approprient, les rejettent ou s’y adaptent sur la base de compromis négociés avec les institutions et les professionnels de la petite enfance. Il est remarquable que le travail permanent exercé sur les normes familiales ne soit pas linéaire et aboutisse à la coexistence d’une pluralité de conceptions de la « bonne parentalité », plus ou moins innovantes, contestataires ou traditionnelles. Ce qui frappe aujourd’hui est cet enchevêtrement de normes traditionnelles résistantes, de normes contestées et négociées et de nouvelles normes inventées qui transforment les référentiels de la famille moderne. Plus qu’au déclin de l’institution familiale, souvent déploré dans le discours public et relayé par les spécialistes de l’enfance ou les observateurs de la vie sociale, notre enquête nous a confrontées à un processus permanent d’institutionnalisation de la famille tant par sa contestation des normes en place que par sa volonté d’inventer de nouvelles façons de « faire famille ».

    Description: Capitalism, Coronavirus and War investigates the decay of neoliberal financialised capitalism as revealed in the crisis the novel coronavirus triggered but did not cause, a crisis that has been deepened by the conflict over Ukraine and its repercussions across the globe. Leading domestically to economic and political breakdown, the pandemic accelerated the decline of the US-led capitalist world’s imperial power, intensifying the tendency to lash out with aggression and militarism, as seen in the US-led West’s New Cold War against China and the proxy war against Russia over Ukraine. The geopolitical economy of the decay and crisis of this form of capitalism suggests that the struggle with socialism that has long shaped the fate of capitalism has reached a tipping point. The author argues that mainstream and even many progressive forces take capitalism’s longevity for granted, misunderstand its historical dynamics and deny its formative bond with imperialism. Only a theoretically and historically accurate account of capitalism’s dynamics and historical trajectory, which this book provides, can explain its current failures and predicament. It also reveals why, though the pandemic—by revealing capitalism’s obscene inequality and shocking debility—prompted the most serious critiques of capitalism to emerge in decades, hopes of ‘building back better’ were so quickly dashed. This book sheds searching light on the dominant narratives that have normalised the neoliberal financialised capitalism and the dollar creditocracy dominating the world economy, with even critics unable to link capitalism’s neoliberal turn to its financialisations, historical decay, productive debility and international decline. It contends that only by appreciating the seriousness of the crisis and rectifying our understanding of capitalism can progressive forces thwart a future of chaos and/or authoritarianism and begin the long task of building socialism. This book will be of great interest to students, scholars and researchers of international relations, international political economy, comparative politics and global political sociology.

    Description: Opposing Power argues that perceptions of regime vulnerability and mutual dependency by opposition elites shape the building of opposition alliances. When electoral autocracies are consistently dominant, opposition parties eschew fully fledged alliances. At best, they allocate only one candidate to contest against the incumbent in each subnational electoral district to avoid splitting the opposition vote. However, when multiple regime-debilitating events strike within a short period of time, thus pushing an incumbent to the precipice of power, opposition elites expect victory, accepting costly compromises to build alliances and seize power. Opposing Power shows how oppositions build these alliances through case study comparisons in East and Southeast Asia—between the Philippines and South Korea in the late 1980s, and between Malaysia and Singapore from 1965 to 2020.

    Description: In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintenance of politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.

    Description: This is an Open Access book. The primary objective of this book is to seek out insights into the concept of high-quality growth (HQG). It explores the essential attributes of HQG, such as inclusiveness, sustainability, and resilience, as well as its relationship with transformation, by drawing principally on illustrative cases and instances of international cooperation. The United Nations document on Sustainable Development Goals (SDGs) states that “We resolve to create conditions for sustainable, inclusive and sustained economic growth, shared prosperity and decent work for all.” As such, the concept of quality growth is inherent in many aspects of the SDGs. A similar approach can be seen in the Development Cooperation Charter announced by the Japanese government in 2015. According to the Charter, one of the most important challenges of development is quality growth and the reduction of poverty achieved through such growth. The approach in the Charter emphasizes inclusiveness, sustainability, and resilience. This volume is a pioneering study on quality growth as well as its relationship with SDGs and transformation. Comprehensive studies on quality growth are very few. The case study approach distinguishes the present volume from some previous literature that discussed quality growth within the framework of general policy. Instead, in this book, concrete cases and experiences provide insights into hands-on “ingredients”. Through the case studies, it can be seen more clearly that transformation and quality growth are phenomena that do not occur automatically but, rather, ones that require specific, properly designed strategies and approaches. Another unique feature of this book is that it aims to make explicit some of the consistent, but implicit, principles of Japan’s international cooperation.

    Description: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

    Description: This book introduces readers to the age of intra-African migration, a period from the mid-19th century onward in which the center of gravity of African migration moved decisively inward. Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. The book demonstrates that only by taking a broad historical and continent-wide perspective can we understand the distinctions between the more immediate drivers of migration and deeper patterns of change over time. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.

Il incarne la fraction des élites placée à la frontière entre société civile et société politique, dont le rôle de passerelle active entre plusieurs milieux mérite attention. L’itinéraire de Pierre Sudreau est encore plus remarquable par ses ruptures. L’étudiant engagé dans la Résistance manque d’abord de mourir en déportation. Il entame ensuite une trajectoire ascensionnelle spectaculaire – plus jeune préfet de France, ministre de la Construction puis de l’Éducation nationale du général de Gaulle – avant de démissionner en 1962 par refus du référendum constitutionnel. Il renonce à une carrière politique nationale, se consacrant à des fonctions électives locales, comme député-maire de Blois, et à de multiples postes de défense, de direction ou de représentation des activités productives privées, tout en professant un européisme convaincu. Cette reconversion lui vaudra de présider le comité qui a rédigé le Rapport sur la réforme de l’entreprise de 1975. En étudiant ce parcours singulier, une douzaine de chercheurs éclairent de nombreux aspects de la vie politique et économique au temps de la Grande Croissance. Leurs travaux font aussi ressortir la différence entre l’innovation transpartisane qu’a représentée la Résistance, en période exceptionnelle, et, à l’inverse, les difficultés de l’approche a-partisane et du centrisme politique à s’affirmer comme force nationale en temps ordinaire.

Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results. Simultaneously, she opens a discussion on the exploratory and explanatory utility of the category of a culture of political violence in the Social Sciences.     Description: Le droit international, dans son rôle de « vigie » ou de « vigile » de la sécurité internationale, est parfois éprouvé par la délicate équation du défi de la paix en Afrique. En effet, depuis que ce continent est devenu « [acteur] de son histoire », – avec le nouveau décor international occasionné par la fin de la période bipolaire –, paradoxalement, il est également devenu un terrain fertile en conflits. En dépit des mutations ou des « dynamiques du droit international », opérées par les Organisations internationales dans la pratique du maintien de la paix, la dynamique évolutive des conflits et leur nature irrégulière, posent bien de difficultés. Et c’est le nœud de ces rapports ambigus entre les Organisations internationales et les conflits en Afrique qu’il convient de tenter de défaire, en en appréhendant tour à tour, leur implication, puis leur contribution à la résolution desdits conflits. De cette double appréhension, émerge le besoin, dans les stratégies de résolution des conflits, d’une prise en compte aussi bien de la violence visible que de la violence invisible ; celle-ci suppose une réelle connaissance des vrais déterminants conflictuels. D’où la nécessité d’un droit régional africain de maintien de la paix car, la paix objective doit être accompagnée de la paix subjective.

    Description: In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.

    Description: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

    Description: Taxation is what the European Union lacks today. EU is an area of rights without duties or, rather, in which duties (including taxation) exist only vis-à-vis the individual member states to which they belong. European citizenship is therefore halved, because it is indistinguishable from national citizenship and does not express solidaristic belonging to a supranational community. The investigation into the Union's own tax is the means to address broader issues related to the being of the European Union and its citizens and having at their core the transnational declination of solidarity. The economic and financial profile - inextricably linked to the tax and its revenue - transcends into the centrality of the uses, i.e. the goods and services that the Union may be able to provide, and the indispensable overcoming of the national particularisms that this implies.

    Description: Today, political leaders and candidates for office must campaign in a multimedia world through traditional forums—newspapers, radio, and television—as well as new digital media, particularly social media. Electoral Campaigns, Media, and the New World of Digital Politics chronicles how Twitter, Facebook, Reddit, email, and memes are used successfully and unsuccessfully to influence elections. Each of these platforms have different affordances and reach various audiences in different ways. Campaigns often have to wage different campaigns on each of these mediums. In some instances, they are crucial in altering coverage in the mainstream media. In others, digital media remains underutilized and undeveloped. As has always been the case in politics, outcomes that depend on economic and social conditions often dictate people’s readiness for certain messages. However, the method and content of those messages has changed with great consequences for the health and future of democracy. This book answers several questions: How do candidates/parties reach audiences that are preoccupied, inattentive, amorphous, and bombarded with so many other messages? How do they cope with the speed of media reporting in a continuous news cycle that demands instantaneous responses? How has media fragmentation altered the campaign styles and content of campaign communication, and general campaign discourse? Finally and most critically, what does this mean for how democracies function?

D’une part, ces nouvelles formations politiques affectent-elles le système de partis caractéristique des différents pays dans lesquels elles font leur apparition ? D’autre part, pour quelles raisons des revendications s’apparentant globalement à celles que soutiennent habituellement les groupes d’intérêt s’expriment-elles par le truchement de partis qui, contrairement aux partis traditionnels à vocation universaliste, se limitent à défendre une cause particulière ? La comparaison entre différents pays d’Europe dans lesquels la multiplication de ces types de partis est observable, tout comme l’analyse des raisons expliquant l’absence d’un tel phénonème aux États- Unis ne permettent pas à elles seules de répondre à ces questions. D’où la nécessité de faire non seulement retour à l’histoire de l’insitutionnalisation des partis à la fin du xixe siècle, mais aussi aux théories s’intéressant, pour les unes, aux fondements du pouvoir des partis politiques et, pour les autres, à la manière dont les logiques communautaire et universaliste peuvent se combiner au sein d’une même organisation.

    Description: Multilingualism is an ever-present feature in political contexts around the world, including multilingual states and international organizations. Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Policymakers tend to disregard politically charged language and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages.

    Description: With the prevalence of disinformation geared to instill doubt rather than clarity, Creating Chaos Online unmasks disinformation when it attempts to pass as deliberation in the public sphere and distorts the democratic processes. Asta Zelenkauskaitė finds that repeated tropes justifying Russian trolling were found to circulate across not only all analyzed media platforms' comments but also across two analyzed sociopolitical contexts suggesting the orchestrated efforts behind messaging. Through a dystopian vision of publics that are expected to navigate in the sea of uncertain both authentic and orchestrated content, pushed by human and nonhuman actors, Creating Chaos Online offers a concept of post-publics. The idea of post-publics is reflected within the continuum of treatment of public, counter public, and anti-public. This book argues that affect-instilled arguments used in public deliberation in times of uncertainty, along with whataboutism constitute a playbook for chaos online.

    Description: This chapter focuses on the status quo of transport for people in relation to integrated planning attempts in the city of Dar es Salaam. With the population increase and urban expansion, the need for transport infrastructure and mobility within Dar es Salaam is continuously growing. To manage transport development under these conditions of rapid urban growth, the Dar es Salaam Master Plan of 1979 was the last official master plan authorised by the Ministry of Lands, Housing and Human Settlements Development and has not been replaced Daladalas, small buses and the even smaller microbuses called vipanya are by far the most common way to travel in Dar es Salaam. The World Bank notes that Dar es Salaam’s four primary roads and arterial roads are dominated by public transit and walking. However, walking has not yet been sufficiently considered in transport policies in Dar es Salaam, which – unlike Nairobi – does not have a Non-Motorised Transport Policy to date.

    Description: Since its adoption in 2015, the 2030 Agenda on Sustainable Development has shaped not only international development cooperation but also the design of national trajectories for social and economic development. In tandem with other global agendas adopted that year (such as the Paris Agreement on Climate Change and UN Habitat’s New Urban Agenda) it remains the global and regional blueprint for sustainable development despite the COVID-19 pandemic. The term ""localizing the Sustainable Development Goals (SDGs)"" has been used to capture the importance of subnational governments for achieving national SDG agendas. However, there is little deeper analysis of the required nexus between fiscal, political, and legal arrangements for SNGs; their involvement in national policy arenas (which discuss and decide on national SDG strategies); and the need for locally disaggregated data systems on the one hand, and effective SDG localization strategies on the other hand. It is this aspect which the present publication explores in greater detail by using country examples and conceptual analyses. The text will be of interest to policymakers, scholars, students and practitioners in public policy and public administration, decentralization, and sustainable development, with a focus on the Asia and Pacific region.

    Description: The project of European integration has undergone a succession of shocks, beginning with the Eurozone crisis, followed by reactions to the sudden growth of irregular migration, and, most recently, the Coronavirus pandemic. These shocks have politicised questions related to the governance of borders and markets that for decades had been beyond the realm of contestation. For some time, these questions have been spilling over into domestic and European electoral politics, with the rise of “populist” and Eurosceptic parties. Increasingly, however, the crises have begun to reshape the liberal narrative that have been central to the European project.
