    Notes: : A brief review of environmental assessment methods is presented as an introduction to a study of environmental management problems in a coastal area of southern Louisiana. The assessment method used in the study is called suitability analysis and involves the use of matrices. The matrix approach is simply a convenient method for organizing all factors representing environmental concerns in a region. The matrices proved to be very useful in defining the present state of an environmental regime and in maintaining an inventory of regional features and potential impacts.The method is described in detail and illustrated by evaluating the potential impacts of a major pipeline construction job in the area. Of major concern is the potential impact on the water resources of the region. Disruption to the natural drainage could be detremental, and affect the suitability of available water for a given use. Limitations of the method are discussed and potential areas for improvement and research are noted. Coupled with an economic assessment, the suitability analysis method should prove beneficial for selecting development sites for industries, residential areas, and other construction activities.

    Notes: : The Hallett Quarry gravel pit lakes are an active sand and gravel extraction operation located 0.4 km north of the City of Ames, Iowa. During periods of drought, these lakes serve as a supplemental water supply for Ames. A modified version of the Vollenweider input-output model was used to predict future water quality under various watershed land use, drainage, and lake configurations. The dominant factor controlling the future water quality of the lakes was found to be the nutrient input. It is recommended that a management plan to protect the future water quality should be oriented towards reducing the sources of phosphorus to the lakes.

    Notes: : Using data from 80 Oregon watersheds that ranged in size from 0.54 km2 to 27.45 km2, equations were developed to predict peak flows for use in culvert design on forest roads. Oregon was divided into six physiographic regions based on previous studies of flood frequency. In each region, data on annual peak flow from gaging stations with more than 20 years of record were analyzed using four flood frequency distributions: type 1 extremal, two parameter-log normal, three parameter-log normal, and log-Pearson type III. The log-Pearson type III distribution was found to be suitable for use in all regions of the State, based on the chi-square goodness-of-fit-test. Flood magnitudes having recurrence intervals of 10, 25, 50, and 100 years were related to physical and climatic characteristics of drainage basins by multiple regression. Drainage basin size was the most important variable in explaining the variation of flood peaks in all regions. Mean basin elevation and mean annual precipitation were also significantly related to flood peaks in two regions of western Oregon. The standard error of the estimate for the regression relationships ranged from 26 to 84 percent.

    Notes: : With the advent of standards and criteria for water quality variables, there has been an increasing concern about the changes of these variables over time. Thus, sound statistical methods for determining the presence or absence of trends are needed. A Trend Detection Method is presented that provides: 1) Hypothesis Formulation - statement of the problem to be tested, 2) Data Preparation - selection of water quality variable and data, 3) Data Analysis - exploratory data analysis techniques, and 4) Statistical Tests - tests for detecting trends. The method is utilized in a stepwise fashion and is presented in a nonstatistical manner to allow use by those not well versed in statistical theory. While the emphasis herein is on lakes, the method may be adopted easily to other water bodies.

    Notes: : Concentrations of total nitrogen, total phosphorus, and total organic carbon in the Loxahatchee River estuary decreased with increasing salinity in a manner indicating that mixing and dilution of freshwater by seawater was the primary process controlling the down-stream concentrations of nutrients. Most of the nutrients in the surface freshwater inflows entered the estuary from five major tributaries; however, about 10 percent of the total nitrogen and 32 percent of the total phosphorus were from urban stormwater runoff. The input of nutrients was highly seasonal and storm related. During a 61-day period of above average rainfall that included Tropical Storm Dennis, the major tributaries discharged 2.7 metric tons of total phosphorus, 75 metric tons of total nitrogen, and 1,000 metric tons of organic carbon to the estuary. This period accounted for more than half of the total nutrient load from the major tributaries during the 1981 water year (October 1, 1980, through September 30, 1981). Inorganic phosphorus and nitrogen increased relative to total phosphorus and nitrogen during storm runoff. Nutrient yield from the basin, expressed as grams per square meter of basin area, was relatively low. However, because the basin area (544 square kilometers) is large compared with the volume of the estuary, the basin might be expected to contribute significantly to estuarine enrichment were it not for tidal flushing. Approximately 60 percent of the total volume of the estuary is flushed on each tide. Because the estuary is well flushed, it probably has a large tolerance for nutrient loading.

    Notes: : The effects of a moving rainstorm on flood runoff characteristics were investigated. A flood hydrograph simulation model called “FH-Model” and a natural watershed were used. A hypothetical rainstorm of 50 years recurrence interval, 75 mm depth, and 4 hours duration was used to show the effects of velocity and direction of the moving rainstorm on the runoff characteristics. Compared with an equivalent stationary rainstorm (ESRS), the peak flow caused by a rainstorm moving in a downstream direction with a speed equal to channel velocity, V, was 27.5 percent higher and the peak flow caused by the same rainstorm moving in an upstream direction was 21.7 percent smaller. These percentages reduced to 10.5 percent and 8.6 percent for storms moving downstream and upstream, respectively, at three times the channel velocity, 3V. There were negligible differences in the time of peak, Tp between runoff caused by storms moving downstream and runoff produced by ESRS. However, Tp for a storm moving upstream at V velocity was 82 percent higher than that produced by ESRS, but was reduced to 27 percent higher when the storm velocity was 3V.

    Notes: : Based on alkalinity data for 596 lakes, 31 percent of Florida's 7300 lakes have 〈 100 μeq/l alkalinity and are sensitive to acid depostion. More than two-thirds of the lakes in 12 northern Florida counties fit this criterion. Increasing aluminum and decreasing nutrient and chlorophyll a concentrations were observed with decressing pH in a survery of 20 softwater lakes. Maximum measured aluminum values (100-150 μg/L) are below levels asociated with fish toxicity. Factor analysis showed that lake chemistry was related to three principal factors, representing three major processes: watershed weathering, acidification, and nutrient inputs. An acidification index defined as the difference between excess SO42- and excess (Ca2++Mg2+) accounted for 74 percent of the variance in lake pH. Comparison of historical (late 1950a) and present data for pH, alkalinity, and excess SO42- indicated loss of alkalinity (〉25 μeq/L) and increase in excess SO42- (16-34 μeq/L) in several softwater lakes.

    Notes: : The Muskingum method of hydrologic flood routing is based on a graphical bivariate curve fitting procedure. The subjectivity of this procedure may lead to problems of reproducibility and provides no guarantee of model coefficients which minimize the error of estimation. A transformation is developed to express the Muskingum method as a univariate transcendental function suitable for numeric solution. Solution of this function minimizes the sum of the squared deviations between estimated and measured rates of discharge. Five textbook examples of the Muskingum method are evaluated by the univariate transformation. Error reductions range from negligible to tenfold. While the univariate transformation may not improve upon graphically-based results in every case, in no instances are the univariate results inferior; in many cases they are superior.

    Notes: : A modified version of the U.S. Environmental Protection Agency's QUAL-II water quality simulation model is calibrated and applied to the Lower Winooski River, Vermont. The river flows through the metropolitan Burlington area and is impacted by several industrial and municipal point sources and by operation of hydropower facilities. Several structural modifications are made in the model to improve water quality simulations in rivers impacted by algal growth; these include the addition of organic nitrogen and organic phosphorus compartments and provision for algal uptake of ammonia and/or nitrate nitrogen. The model is interfaced with statistical programs which facilitate tabulation, display, and analysis of observed and predicted concentrations. The model is calibrated and tested against data from two intensive water quality surveys. Applications demonstrate the factors controlling water quality and sensitivities to point source waste management strategies and flow, as influenced by hydropower operations.

    Notes: The estimation of the value of recreation benefits resulting from improved water quality is required for many purposes. In particular, the Water Pollution Control Act of 1980 requires the consideration of the reasonableness of costs of reducing water pollution in relation to benefits to be derived from establishing effluent standards (Clean Water Act of 1977). Recreation is often the most important benefit resulting from water quality improvement. Current methods used to calculate recreation benefits are either not site-specific or are expensive and controversial. This paper presents a relatively simple, inexpensive, and less controversial method of calculating site-specific recreation benefits resulting from improved water quality. It does this by producing an upper bound estimate which often is adequate for the relevant decision. The upper bound estimates is based on two assumptions: 1) there are alternative equivalent substitute sites for the newly augmented water quality site, and 2) the new augmented recreation opportunities at the site will be used to their maximum supply capacity. Clearly, if an upper bound benefit estimate in a cost-benefit ratio does not produce a favorable ratio, no other benefit estimate will. In cases where this estimate produces an ambiguous result resort must be had to other more precise methods of estimation.

    Notes: Three methods of fitting straight lines to data are described and their purposes are discussed and contrasted in terms of their applicability in various water resources contexts. The three methods are ordinary least squares (OLS), least normal squares (LNS), and the line of organic correlation (OC). In all three methods the parameters are based on moment statistics of the data. When estimation of an individual value is the objective, OLS is the most appropriate. When estimation of many values is the objective and one wants the set of estimates to have the appropriate variance, then OC is most appropriate. When one wishes to describe the relationship between two variables and measurement error is unimportant, then OC is most appropriate. Whee the error is important in descriptive problems or in calibration problems, then structural analysis techniques may be most appropriate. Finally, if the problem is one of describing some geographic trajectory, then LNS is most appropriate.

    Notes: The transformation of nitrate was investigated in diverse stream sediments from six areas of Southern Ontario, Canada. Laboratory Experiments conducted with intact 0-5 cm depth sediment cores overlain with aerated 5 mg/l nitrate-N solution reveald considerable nitrate depletion during a six-day period as a resuit of denitrification and nitrate reduction to ammonium. Nitrification and ammonification also occurred simultaneously with nitrate reduction in many stream sediments. Mixed 0-5 cm depth sediments collected from 81 stream sites were used to examine the relationship between microbial nitrate removal and sediment characteristics. Rates of nitrate-N loss from aerated 5 mg/l nitrate-N solutions overlying these sediments ranged between 11 and 171 mg/m2/day for a 24-hour incubation period. Rates of nitrate loss for the 24-hour period exhibited a significant positive correlation (r=0.72) with sediment ammonium content. Organic carbon, total nitrogen and sediment texture also had significant but weak correlations with nitrate loss.

    Notes: A groundwater hydraulic management model is used to identify the optimal strategy for allocating limited fresh-water supplies and containing wastes in a hypothetical aquifer affected by brine contamination from surface disposal ponds. The present cost of pumping from a network of potential supply and interception wells is minimized over a five-year planning period, subject to a set of hydraulic, institutional, and legal constraints. Hydraulic constraints are formulated using linear systems theory to describe drawdown and velocity variables as linear functions of supply and interception well discharge decision variables. Successful validation of the optimal management strategy suggests that the model formulation can feasibly be applied to define management options for locally contaminated aquifer systems which are used to fulfill fresh-water demands.

    Notes: The Central Arizona Water Control Study (CAWCS) was initiated by the Bureau of Reclamation in 1978. The study attempted to identify and evaluate alternate water management schemes for Central Arizona. By 1981 a set of seven plans had been developed and for each an assessment on a number of economic, environmental, and social factors had been undertaken. This paper offers a formal procedure, using concordance analysis and multi-dimension scaling, to compare alternate plans using multiple factors in order to produce a classification of the attractiveness of the alternatives. Empirical data for the CAWCS are used to clarify the procedure. The results of the formal analysis are compared to those produced by the CAWCS. A critique of the formal procedure is offered, and it is suggested that it may have utility to assist in the collection of data as well as in the search for a best plan. The procedure allows a number of different types of sensitivity tests to be conducted.

    Notes: An index of sediments less than 0.3 mm stored in the top layer of small streams was estimated by disturbing a fixed area for 2 minutes and catching the resultant sediment drift in downstream traps. The method was used in 24 small northern California streams and was tested by releasing known amounts and sizes of sediments in controlled trails. Field use showed general agreement with an exponential model of decrease in sediment trapped vs. distance. Sites in distrubed reaches (watersheds logged with no streamside buffers or with buffers less than 30 m) had higher indices of stored sediment than control sites. Estimates from controlled trials averaged 7.5 percent higher than actual losses for composite size classes ≤ 0.3 mm, 19.7 percent higher than actual losses for just the ≤ 0.125 mm class, and 15.2 percent for all 14 trials. The method is relatively simple and suitable for remote locations, particularly in studies comparing many small streams.

    Notes: The stabilities in water and dry storage of two solid-state disinfectants (3-chloro-4, 4-dimethyl-2-oxazolidinone, agent I, and calcium hypochlorite) have been compared under a variety of conditions. Variables in the study included pH, temperature, and water quality. Agent I is considerably more stable in dry storage and in water, especially at pH 4.5 and 7.0, than is calcium hypochlorite. This is true for solutions of the two compounds in sterile, distilled, deionized, demandfree water or in a synthetic water containing heavy organic load. Prior work in these laboratories concerning use of agent I as a disinfectant for lake water in a laboratory-scale treatment plant had suggested that agent I has considerable potential for use as an alternative to cholorine gas for water disinfection. The present work suggests that agent I is of sufficient stability to be of use as a solid-state disinfectant for swimming pools and for potable water for remote areas.

    Notes: A new organic N-chloramine disinfectant (3-chloro-4, 4-dimethyl-2-oxazolidinone, agent I) has been compared with calcium hypochlorite as to its tendency to react with organic matter in water to produce toxic trihalomethanes. Agent I reacts much less readily with organic demand than does calcium hypochlorite. This study shows that agent I should be safe to use as a disinfectant for water containing appreciable organic load in either sunlight or darkness. On the other hand, calcium hypochlorite may not be a satisfactory disinfectant from the toxicity standpoint for water which contains organic load which must be stored for extended time periods in either sunlight or darkness.

    Notes: In 1982, the National Weather Service (NWS) published criteria for developing the spatial and temporal precipitation distribution characteristics of Probable Maximum Storms. The criteria, which are intended for use in the United States east of the 105th meridian, involve four variables: (1) location of the storm center, (2) storm-area size, (3) storm orientation, and (4) temporal arrangement of precipitation amounts. A computer program has been developed which applies the NWS criteria to produce hyetographs of spatially-averaged precipitation for a basin, or for each subbasin if the basin is subdividided. The basis and operational characteristics of the program are described, and an application is illustrated in which the program is used in conjunction with a precipitation-runoff simulation program (HEC-1) to compute a Probable Maximum Flood.

It links the traditional regression based forecasting techniques to real-time data acquired by systems such as the Soil Conservation Service SNOTEL and the U.S. Bureau of Reclamation Hydromet networks. The concept is based on interpolating between the forecast values obtained by using real-time data in the forecast equations that bracket the real time. Different interpolation procedures were examined and the procedure for calculating confidence intervals about the forecast estimates is developed. The entire conceptual procedure is demonstrated using data from the Reynolds Creek, Idaho, experimental watershed maintained by the USDA-ARS Northwest Watershed Research Center in Boise, Idaho.

    Notes: : Sugarcane (Saccharum spp.) was planted in six lysimeters containing Pahokee muck (Lithic Mediaprist) where water tables were maintained at 30, 60, and 90 cm depths. The main objective was to study the impact of a 40 percent water cutback (108 mm) on sugarcane production during the period near the end of the dry season (i.e., May). The water cutback treatment was simulated through manipulation of water table depth. Due to the high available water capacity of the muck soil and selection of a sugarcane cultivar ‘CP63-588’ (which has a high tolerance of water table fluctuations), the sugarcane growth, and the yields of sugarcane biomass and sugar were not significantly different as a result of the treatments with and without 40 percent water cutback during a period of two months. This result is in good agreement with the 1981 cane yield in the Everglades Agricultural Area where a 35 percent water cutback was imposed during the 1981 drought.

    Notes: : An attempt was made to review all available data on the extent and status of riparian ecosystems in the U.S.A. This report presents a synthesis of the findings, including some estimates of how much land was originally covered by woody riparian vegetation, and how much remains in that condition today. A synopsis of information is presented on the status of riparian ecosystems in each of 10 regions: California, Pacific Northwest, Rocky Mountain, Arid Southwest, Plains-Grasslands, Lake States, Corn Belt, Mississippi Delta, Northeast-Appalachian, and Southeast. Woody riparian plant communities once covered an estimated 75 to 100 million acres of land in the contiguous 48 states. Mankind has converted at least two-thirds of that nationwide acreage to other non-forest land uses and it is estimated that only 25 to 35 million acres of riparian plant communities remain in a near natural condition. Across the country, loss of riparian acreages is directly attributable to water resource development (especially channel modification and water impoundment), floodplain clearing for agriculture, and urbanization. In many states of the arid west, the midwest, and the lower Mississippi alluvial valley, riparian vegetation has been reduced in area by more than 80 percent. Riparian woodlands are one of this country's most heavily modified natural vegetation types.

Pennsylvanica Marsh.) collected from the flood plain of the Potomac River near Washington, D.C., were studied for evidence of associations between known periods of above-average summer flows and changes in wood-growth anatomy. Concentric bands of latewood fibers with atypically large lumens and thin walls commonly developed in trees growing near the low-water channel. Discharge records indicate that roots of most trees with these “white rings” were flooded temporarily during the latewood-growth interval. Trees apparently were not damaged and a concomitant reduction of internal water stresses seems to have accelerated the rate of radial growth. The intra-ring position of anomalous fibers generally corresponded to the time of increased discharge within the estimated interval of latewood growth. Anomalous fibers occasionally formed in unflooded trees, but their position also coincided with episodes of increased discharge. The results of these studies may have applications for streamflow-reconstruction techniques where hydrologic data are incomplete or lacking.

    Notes: : In the last two decades the federal government has provided substantial capital to construct rural water distribution systems. Loans at subsidized interest rates and front-end grants through the Farmers Home Administration have been the main source of this capital. Recent federal policy redirections have reduced substantially the availability of grants and subsidized loans. Because of design and material differences, capital cost estimates from urban systems are not uniformly applicable to rural water services. This study presents an econometric analysis of capital costs, using Illinois rural water system construction contract bids. Cost equations by systems components representing 90 percent of capital costs are estimated. The type of information developed here can be used in initial planning and optimization design models contributing to the efficient provision of rural water services.

Across the nation communities are struggling to meet an expanding demand for water from municipal, industrial, agricultural, recreation, water quality, and power generation users. As the demand grows and communities actively compete with one another for a limited water supply, states are being called upon to help solve the problem. One possible solution that is being used in many areas is the development and implementation of a water conservation program to stretch the limited supply as far as possible. using a mailed survey, state water conservation programs and some of the characteristics of the different programs were documented. Responses to the nationwide survey were obtained from all 50 states. The specific water conservation program elements on which information was received from the survey included laws and restricted use, community assistance, education, research, and other services. Recommendations for states developing or considering the development of a water conservation program are outlined.

    Notes: : Cowpies molded to a standard configuration and size were subjected to simulated rainfall, and the fecal coliform counts were determined using the most probable number (MPN) method of enumeration. The standard cowpie deposits were exposed to simulated rainfall once at ages 2 through 100 days. The effects of rainfall intensity and recurrent rainfall were also tested. Naturally-occurring fecal deposits were also tested to compare their results with those from the standard cowpies.A log-log regression was found to describe the decline in peak fecal coliform release with fecal deposit age. The 100-day-old fecal deposits produced peak counts of 4,200 fecal coliform per 100 milliliters of water. This quantity of release is minimal compared to the release from fresher fecal material.Rainfall intensity had little effect on peak fecal coliform release from fecal deposits that were 2 or 10 days old. At age 20 days the effect of rainfall intensity was significant; the highest intensity gave the lowest peak counts, and the lowest intensity gave the highest peak counts. The effect of rainfall intensity appears to be related to the dryness of the fecal deposits.Peak fecal coliform counts were significantly lowered when the fecal deposits were rained on more than once. This decline was thought to be produced by the loss of bacteria from the fecal deposits during the previous wettings.Standard cowpies produced a peak release regression that was not significantly different from the regression for the natural fecal deposits. Apparently, grossly manipulating the fecal deposits did not significantly change the release patterns.

    Notes: Ability to adequately estimate sediment yield is an important step in dealing effectively with soil erosion problems. Predictions of sediment yield made using the Universal Soil Loss Equation (USLE) with different forms of sediment delivery ratio (SDR) are compared with those made by Modified USLE (MUSLE) and a fundamentally derived Erosion-Deposition Model (EDM). The USLE and USLE with SDR are poor predictors of sediment yield for individual storms compared to the MUSLE and EDM. Although MUSLE gave better results than USLE it showed somewhat more scatter of data points than the recently developed EDM.

Information from state-required 24-hour pumping tests on 232 wells was supplemented by information from an additional 100 wells whose initial yields were determined by shorter pumping tests.Comparison of the ground water inventory values on a per acre or per square mile basis with average water use at various residential densities provides information useful to the responsible political body as it decides about population density distribution and the need for surface water supplies. For Wake Country an average density of one residential unit per acre appears generally permissible before overdraft of the ground water supplies becomes a significant risk. By utilizing the ground water inventory and patterns of ground water yields from various rock types, county officials can maximize the effectiveness of public facilities funds. The technique appears useful for other parts of the Piedmont region of the southeastern United States.

    Notes: A method for systematic consolidation of a fixed station water quality monitoring network using dynamic programming is described. The approach utilizes a hierarchical structure; stations are allocated to what are termed primary basins on the basis of a weighted attribute score, and specific station locations within each primary basin are specified using a criterion based on stream order numbers. The method has been applied to the Municipality of Metropolitan Seattle (Metro) stream and river quality monitoring network. The results aided in a 1982 metro decision to reduce the scope of its fixed station monitoring from 81 to 47 stations, at an annual savings of approximately $33,000 per year exclusive of equipment depreciation and indirect costs.

    Notes: The profitability of reusing agricultural drainage water for crop production depends on the salt tolerance of the crop being grown the salt concentration of the drainage water, the cost of obtaining it and price of good water. In the this paper the economics of drainwater resue is examined for six crops in two areas of southern California. The results suggest that drainwater reuse is not profitable for the fruit and vegetable crops considered but is profitable for the field crops considered when the price of good water is relatively high and cost of obtaining the draingage water is low.

    Notes: Physico-chemical data from 234 lakes were collected during the spring and summer of 1980 by the Quebec Ministry of the Environment, the Quebec Ministry of Recreation, Hunting and Fishing and the Canadian Wildlife Service. A statistical method, based on the joint use of factorial correspondence analysis and cluster analysis, was applied to these data to obtain a general picture of the spatial variability of a number of physico-chemical parameters related to the sensitivity or acidification of lakewaters. This method was first applied to the entire Quebec territory, and showed that the part of Quebec lying on the Canadian shield is especially vulnerable to acidification. The method also showed that the southwestern portion of this area of Quebec was more substantially affected by acid fallout. A detailed study of spatial variability over the shield area revealed the existence of greater spatial heterogeneity. More precisely, it was possible to pinpoint zones which are highly vulnerable to acid precipitation and zones whose lakes show clear signs of acidification resulting from such precipitation. These two statistical analyses led to a first general diagnosis on lake acidification in Quebec. They contributed to the rationalization of data acquisition in Quebec by delimitating zones where network density needs to be increased.

    Notes: Nebraska is well endowed with water, particularly groundwater, but has few fossil fuel reserves. However, it is located adjacent to states which have almost no water but have enormous quantities of coal and oil shale. Recent court cases facilitate the movement of water from water-rich states such as Nebraska to water-short states, such as Colorado and Wyoming. The possibility of an energy-water partnership exists and raise numerous policy questions.Within Nebraska, energy consumption patterns are similar to those of the nation's, with consumption of electricity in the agricultural sector growing fastest. Water consumption in the state is dominated by agriculture, and future development of groundwater for irrigation is expected to be intense.Although water and energy are both factors of economic production, an equivalent amount of water consumption provides more jobs in the energy industries than in agriculture. Water and energy are also interdependent. Each is required to produce the other and conservation of one will cause conservation of the other. If both agriculture and electricity are involved, such as in irrigation, the conservation effects are synergistic.Current water policy in Nebraska is biased toward agriculture relative to the energy industries and provides little incentive for water conservation. Given recent court cases and economic conditions, the advantages and disadvantages of the sale of water for export or the use of water with Wyoming coal for energy development need to be compared systematically with those of using water only for agriculture.

    Notes: Results of a field survey designed to assess the extent of crop production losses due to inadequate drainage in a large watershed of Iowa is presented. Information on the current status of drainage of the watershed, located in the Des Moines River basin, was collected through personal interviews with 256 farmers from 60 legal drainage districts. The results of the survey indicate that 95 percent of the area in upper Des Moines River basin has inadequate district mains or main outlet drains currently having a design capacity of ≤ 0.64 cm/day drainage coefficient. Outlet capacity of 1.27 cm/day d.c. would be required for full production. Inadequate drainage in the watershed is currently responsible for crop yield reduction equal to about one-third of the maximum yield potential for average weather conditions.

    Notes: The flooding conditions in the basin of the Red River of the North are reviewed in terms of the accuracy of the flood forecasts and the response of both the floodplain occupants and government agencies to these forecasts. The flood prediction methods in Canada and the United States are compared. The accuracy of these prediction measures for the major floods in recent history is reviewed. The differences between the way in which the American and Canadian authorities approach the flood emergencies are outlined. The accuracy of the forecasts are plotted against a number of parameters which reflect the efficiency of the flood fighting measures initiated by those flood forecasts. The significant features of these plots are discussed.

    Notes: The use of satellite telemetry is playing a major role in the collection of hydrologic data. Advancing technology and availability of government satellites have permitted many agencies to take advantage of new procedures for acquiring data from automated remote data collection stations. Experiments with Earth satellite technology started in the 1960's and 1970's, with the polar-orbiting National Aeronautics and Space Administration Nimbus and Landsat satellites. Subsequent advancements took place through the development phase to operational systems using the Geostationary Operational Environmental Satellite (GOES) of the National Oceanic and Atmospheric Administration. This satellite system supports more than 2,500 active telemetry sites, of which approximately 1,200 are Geological Survey stream-gaging stations for the collection of hydrologic data. A satellite data collection system is made up of three primary components; a small battery-operated radio, and Earth-orbiting satellite, and an Earth receive and data processing station. The data relay satellites' vast aerial view of the Earth's surface gives satellite telemetry a large advantage over ground-based systems for the collection of real-time hydrologic data for flood warning, reservoir management, irrigation water control, hydropower generation, and the operation of hydrologic stations.

    Notes: The atmosphere is a significant source of plant nutrients that partially replenishes losses due to timber harvesting. The relative importance of wet and dry deposition depends upon the specific nutrient and site. Nitrogen in bulk precipitation (wetfall and dryfall) is equivalent to at least 70 percent of the nitrogen incorporated annually in above-ground woody tissues of some temperate hardwood forests. Atmospheric sources of calcium and potassium supply between 20 and 40 percent of the nutrients sequestered in woody increments. Annual nutrient inputs in bulk precipitation can exceed removals associated with sawiog harvest over a rotation period. Atmospheric inputs of nitrogen are only slightly less than hydrologic losses immediately after timber harvesting. The deposition of nutrients is highly variable in both time and space; interpretations of nutrient inputs and forest management impacts require quantification of inputs for a variety of ecosystems over long periods of time.

    Notes: A sensitivity analysis of a computer model, simulating major water and nitrogen processes of a soil-water-plant-climatic system on an annual basis, was conducted to determine how the model reacts to the variations in selected hydrologic and nitrogen parameters. Two major output variables (namely, total subsurface drain volume and cumulative nitrate loss with subsurface drain water) were selected for the sensitivity analysis. Model sensitivity analysis shows that the model is most sensitive to hydrologic parameters. The model is very sensitive to variations in the initial water content in the soil profile.

    Notes: This paper describes the change in the macrophyte community caused by dredging a small Wisconsin lake. In water depths up to 1.5 m, revegetation was rapid after dredging. The plant community changed from one dominated by large-leafed Potamogeton (pondweed), Megalodonta beckii (water marigold), and Elodea canadensis (waterweed) to one dominated by Chara (stonewort), Najas flexilis (naiad), and Myriophyllum (milfoil). Plant growth ended at the 4 m depth and growth recovered much more slowly in water depths between 1.5 and 4 m. The area between 1.5 m and 2.5 m in particular supported a monotypic milfoil stand after dredging.

Water quality degradation resulted in decressed property values of approximately two million dollars in the area surrounding the Bay.

    Notes: :Injections of NO3 and PO4 were made during September 1975 into Little Lost Man Creek, a small pristine stream in Redwood National Park, California. Chloride, a conservative constituent, was added in a known ratio to the nutrients. Nutrient loss at a downstream point was calculated using concentration of added Cl as a reference. Nitrate nitrogen (NO3-N), added for 4 h, reached 920 μg/1 (above 5 μg/1 background) just below the injection point, but increased only to 405 μg/1 at 310 m downstream. The concentration decrease was attributed to dispersion and to uptake by stream biota. Percent of NO3-N lost decreased with increasing concentration of NO3-N. Phosphate phosphorus (PO4-P) was added a week after the NO3-N for 3 h, causing a concentration increase of 296 μg/1 (above 13 μg/1 background) just below the injection point, of 161 μg/1 at 90 m downstream, and of 98 μg/1 at 310 m. Percent loss of PO4-P at downstream sites increased with increasing PO4-P concentration and also for a short period after peak concentration occurred, but then decreased as PO4-P concentration continued decreasing. Differences in stream response to added NO3-N and PO4-P are attributed to differing rates of reaction with biota and differing degrees of interaction with abiotic stream solids.
