Description: A cavity for a hydrogen maser is described consisting of three parts which provide highly stable mechanical and thermal expansion characteristics for the cavity and ease of tuning. The three parts which are made of a glass ceramic material having a very small thermal expansion coefficient (1) a top plate, (2) a cylinder with three interrupted helical ramps at its bottom, and (3) a base which includes a bottom plate and three ramp lugs on which the helical ramps of the cylinder rest when the cylinder is placed on the base with the bottom plate in the cylinder. Cavity tuning is achieved by rotating the cylinder and thereby raising or lowering it on the base, which results in changing the cylinder volume by changing the distance between the bottom and top plates.

Description: The presence of selected atmospheric pollutants can be determined by transmitting an infrared beam of proper wavelength through the atmosphere, and detecting the reflections of the transmitted beam with a heterodyne radiometer transmitter-receiver using part of the laser beam as a local oscillator. The particular pollutant and its absorption line strength to be measured are selected by the laser beam wave length. When the round-trip path for the light is known or measured, concentration can be determined. Since pressure (altitude) will affect the shape of the molecular absorption line of a pollutant, tuning the laser through a range of frequencies, which includes a part of the absorption line of the pollutant of interest, yields pollutant altitude data from which the altitude and altitude profile is determined.

Description: A directory was compiled to provide a list of workers engaged in fire research, their addresses and affiliations, and their principal fields of activity. The initial criteria for the selection of names for the directory are recent contributions to fire literature, teaching of subjects relevant to fire science, or participation in or support of fire research programs. With some exceptions, fire service personnel and fire protection engineers were excluded because directories already exist for these professionals. Also excluded are investigators engaged principally in studies of propulsion, combustion, and explosion phenomena, because these areas of study are somewhat aside from the main focus of fire research. For purposes of the directory, fire science is taken to be the body of knowledge, art, and skill related to the investigation, analysis, and interpretation of the phenomena of unwanted fires and the evaluation of materials methods, systems, and equipment related to fire safety, prevention, detection, and suppression.

Description: After introducing some of the general factors that have affected progress in the transportation area, NASA program elements are examined to illustrate relevant points of contact. Interpretive steps are taken throughout the statement to show a few of the more important ways people's lives have been affected as a result of the work of NASA and other organizations functioning in this area. The principal documents used and interviews conducted are identified after the conclusion of this statement. This statement, it should be noted, is incomplete in many respects, primarily because it reflects only a small number of the technical, economic, and social forces affecting American life. Taken as a summary statement, however, it hopefully will provide a useful basis for better understanding NASA's role in the national attempt to upgrade the quality of transportation services.

Description: Two data processing techniques were suggested as applicable to the large area survey problem. One approach was to use unsupervised classification (clustering) techniques. Investigation of this method showed that since the method did nothing to reduce the signal variability, the use of this method would be very time consuming and possibly inaccurate as well. The conclusion is that unsupervised classification techniques of themselves are not a solution to the large area survey problem. The other method investigated was the use of signature extension techniques. Such techniques function by normalizing the data to some reference condition. Thus signatures from an isolated area could be used to process large quantities of data. In this manner, ground information requirements and computer training are minimized. Several signature extension techniques were tested. The best of these allowed signatures to be extended between data sets collected four days and 80 miles apart with an average accuracy of better than 90%.

Description: An apparatus is described for recording a data input on, a thermally processible storage medium. A light source, whose intensity is modulated in response to the incoming data input, generates a raster in conformance with incoming timing/control signals so as to expose a latent image of the input information on the storage medium. A rotating drum in conjunction with an incrementally driven lens carriage associated with the laser optical system provides the raster generation. The drum is automatically loaded with the storage medium from a supply means and automatically unloaded to a thermal processor upon completion of recording. The latent image is processed by the controlled application of heat so as to produce an actual displayable image corresponding to the data input at the output of the apparatus.

Description: An evaluation has been performed of a multifiltration water reclamation subsystem to determine its capability to recover water from domestic clothes wash water. A total of 32.89 kg (72.5 lb) of clothes were washed during eight wash cycles which used 1.4 lb of detergent, 145 gallons of hot water and 133.9 gallons of cold water. Water recovered at a weighted average process rate of 3.81 gallons per hour met the majority of the 23 requirements established for potable water by the U.S. Public Health Service. Average power consumed during this evaluation was approximately 71 watt-hours per gallon of water recovered. Filter replacement, which was required primarily for the control of micro-organisms in the recovered water averaged 4.86 filters per 100 gallons of wash water processed. The subsystem removed approximately 98 percent and virtually 100 percent of the phosphates and surfactants, respectively, from the wash water.

Description: Review of some of the problems associated with air transportation to and from nonurban areas. While a significant proportion of public transportation needs of nonurban areas are met by aircraft, there are indications that improvement in air transportation service are called for and would be rewarded by increased patronage. However, subsidized local service carriers are attracted by large aircraft operation, and there is a tendency to discontinue service to low density areas. Prospects and potential means for reversing this trend are discussed.

Description: In pursuit of such missions as Apollo, the National Aeronautics and Space Administration has called into being unique equipment that obviously has little direct application beyond the achievement of mission objectives. Yet, to assume that further direct application of space program hardware is somehow a measure of the industrial benefits accruing to the nation is to misunderstand how the creation of new technology affects modern industrial capability. This document presents a profile of the significant ways in which technological developments in response to aerospace mission requirements have been coupled into industrial practice, with the result being that improved products and processes are now being utilized to benefit the nation.

Description: The applications of remote-sensing techniques offer new approaches to many of the present-day problems encountered by various state agencies in South Dakota. The study was completed in three phases. The first report presented the information needs of the state agencies and educational efforts; the second defined the data handling procedures for fulfilling the applications; and the third phase was a development of a dynamic information dissemination plan on a state-wide basis. Aircraft data, satellite imagery, and other remotely sensed information are valuable for decision-making processes. A design for an organization to acquire for the state the advantages of remote-sensing systems for resources research and management has been developed.

Description: Satellite location and data collection systems development began in the early 1960's in NASA and the French CNES. These systems were initially developed for application to meteorology and oceanography as a means of tracking moving platforms on a global scale. Additional applications such as geology, hydrology, and ecology have since evolved. To date, five successful missions have been completed. With each successive launch, systems improved in accordance with user requirements - particularly reduction in cost and complexity of platform equipment. With planned launches, facilities will be available to the user community through 1980; NASA is currently forecasting needs beyond 1980.

Description: The relationships between performance, safety, cost, and schedule parameters were identified and quantified in support of an overall effort to generate program models and methodology that provide insight into a total space vehicle program. A specific space vehicle system, the attitude control system (ACS), was used, and a modeling methodology was selected that develops a consistent set of quantitative relationships among performance, safety, cost, and schedule, based on the characteristics of the components utilized in candidate mechanisms. These descriptive equations were developed for a three-axis, earth-pointing, mass expulsion ACS. A data base describing typical candidate ACS components was implemented, along with a computer program to perform sample calculations. This approach, implemented on a computer, is capable of determining the effect of a change in functional requirements to the ACS mechanization and the resulting cost and schedule. By a simple extension of this modeling methodology to the other systems in a space vehicle, a complete space vehicle model can be developed. Study results and recommendations are presented.

Description: Seventeen out of 21 obliterated stamped serial numbers on test specimens of copper, brass, steel, and aluminum were successfully restored. Cavitation induced in water by a piezoelectric transducer was the mechanism used. Primarily, smeared metal was removed from the number grooves by the force of the cavitation, however, numbers were also restored at depths at or below the level of the stamped grooves. The feasibility of this technique as a low cost tool for crime laboratories has been clearly demonstrated. The technique is applicable to a variety of materials, and no previous surface or chemical treatments are necessary.

Description: A system for measuring the volume and volume variations of a human body under zero gravity conditions is disclosed. An enclosed chamber having a defined volume and arranged for receiving a human body is provided with means for infrasonically varying the volume of the chamber. The changes in volume produce resultant changes in pressure, and under substantially isentropic conditions, an isentropic relationship permits a determination of gas volume which, in turn, when related to total chamber volume permits a determination of the body volume. By comparison techniques, volume changes of a human independent of gravity conditions can be determined.

Description: The problem of experiment design is defined as an information system consisting of information source, measurement unit, environmental disturbances, data handling and storage, and the mathematical analysis and usage of data. Based on today's concept of effective computability, general guidelines for the definition of the relevant information content in data classes are derived. The lack of a universally applicable information theory and corresponding mathematical or system structure is restricting the solvable problem classes to a small set. It is expected that a new relativity theory of information, generally described by a universal algebra of relations will lead to new mathematical models and system structures capable of modeling any well defined practical problem isomorphic to an equivalence relation at any corresponding level of abstractness.

Description: The tables of schedules and descriptions which portray the 1973 NASA Payload Model are presented. The schedules cover all NASA programs and the anticipated requirements of the user community, not including the Department of Defense, for the 1973 to 1991 period. The descriptions give an indication of what the payload is expected to accomplish, its characteristics, and where it is going. The payload flight schedules shown for each of the discipline areas indicate the time frame in which individual payloads will be launched, serviced, or retrieved. These do not necessarily constitute shuttle flights, however, since more than one payload can be flown on a single shuttle flight depending on size, weight, orbital destination, and the suitability of combining them. The weight, dimension, and destination data represent approximations of the payload characteristics as estimated by the Program Offices. Payload codes are provided for easy correlation between the schedules and descriptions of the Payload Model and subsequent documentation which may reference this model.

Description: A conceptual vehicle and powerplant (10,000-ton) nuclear-powered air-cushion vehicle (ACV) that could open the Northwest Passage and other Arctic passages to commercial traffic is identified. The report contains a description of the conceptual vehicle, including the powerplant and operations, an assessment of technical feasibility, estimates of capital and operating costs, and identification of eligible cargo and markets. A comparison of the nuclear ACV freighter with nuclear container ships shows that for containerized or roll-on/roll-off cargo the ACV would provide greatly reduced transit time between North Atlantic and North Pacific ports at a competitive cost.

Description: A short range obstacle detector for surface vehicles is described which utilizes an array of laser diodes. The diodes operate one at a time, with one diode for each adjacent azimuth sector. A vibrating mirror a short distance above the surface provides continuous scanning in elevation for all azimuth sectors. A diode laser is synchronized with the vibrating mirror to enable one diode laser to be fired, by pulses from a clock pulse source, a number of times during each elevation scan cycle. The time for a given pulse of light to be reflected from an obstacle and received is detected as a measure of range to the obstacle.

Description: A miniaturized ultrasonic scanning system for nondestructive in-place, non-immersion testing of brazed joints in stainless-steel tubing is described. The system is capable of scanning brazed tube joints, with limited clearance access, in 1/4 through 5/8 inch union, tee, elbow and cross configurations. The system has the capability to detect defective conditions now associated with material density changes in addition to those which are depended upon density variations. The system includes a miniaturized scanning head assembly that fits around a tube joint and rotates the transducer around and down the joint in a continuous spiral motion. The C-scan recorder is similar in principle to conventional models except that it was specially designed to track the continuous spiral scan of the tube joint. The scanner and recorder can be operated with most commercially available ultrasonic flaw detectors.

Description: A directory is presented to make available to the aerospace safety community a handbook of organizations and experts in specific, well-defined areas of safety technology. It is designed for the safety specialist as an aid for locating both information sources and individual points of contact (experts) in engineering related fields. The file covers sources of data in aerospace design, tests, as well as information in hazard and failure cause identification, accident analysis, materials characteristics, and other related subject areas. These 171 organizations and their staff members, hopefully, should provide technical information in the form of documentation, data and consulting expertise. These will be sources that have assembled and collated their information, so that it will be useful in the solution of engineering problems. One of the goals of the project in the United States that have and are willing to share data of value to the aerospace safety community.

Description: Science, the overwhelming concern of our time, is no longer a matter of private research and development but one of public policy and administration, in which government, industry, foundations, and educational institutions must all work together as never before. Few other single tasks are of such decisive importance to the collective and individual welfare of American citizens as the formulation of public science policy and the administration of scientific programs. Eleven national authorities of varied background in science, education, and government administration contribute their experience and their judgment in an effort to deal with the major aspects of the subject. Their focus is on the meeting of actual problems; they consider the decision making process in both public and public-private organizations. Topics are grouped in three general categories: personnel needs and resources, organizational problems and techniques, and the administrative role in policy leadership.
