    NASA technology transfer in the southwest states - Arizona, Colorado, Nevada and Utah (1983)

    Description: Features of the NASA Regional Application Program for providing state and local land management agencies an opportunity to assess the usefulness of emerging remote sensing technology are described. The Program guidelines necessitated configuring software for local facilities, assuring that the aggncy involved furnished manpower, and applying the technology to local needs. The study focused on the southwestern U.S., particularly for purposes of water management, federal/state ownership/policy, energy development, environmental impact issues, timber and range inventory, fire control, and urban expansion. Demonstration projects were conducted in various topics, according to the state surveyed, with the success of the projects determined by the willingness of the agencies to continue with the technology, which happened in several cases.

    Description: The states encompassed by the Western Regional Applications Program (WRAP) include Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming. The features of the western United States which both help and hinder the use of LANDSAT are discussed as well as their effects on the institutional approaches used for resources management in these states. Operational alternatives and some of the representative LANDSAT projects that WRAP is engaged in are presented.

    Description: NASA has begun an interdisciplinary research program to investigate various aspects of Global Biology and Global Habitability. An important element selected for the study of global phenomena is related to biogeochemical cycling. The studies involve a collaboration with recognized scientists in the areas of plant physiology, microbiology, nutrient cycling theory, and related areas. Selected subjects of study include nitrogen cycling dynamics in terrestrial ecosystems with special attention to biosphere/atmosphere interactions, and an identification of sensitive response variables which can be used in ecosystem models based on parameters derived from remotely sensed variables. A description is provided of the progress and findings over the past two years. Attention is given to the characteristics of nitrous oxide emissions, the approach followed in the investigations, the selection of study sites, radiometric measurements, and research in Sequoia.

    Energy Remote Sensing Applications Projects at the NASA Ames Research Center (1982)

    Description: The NASA Ames Research Center is active in energy projects primarily in the role of providing assistance to users in the solution of a number of problems related to energy. Data bases were produced which can be used, in combination with other sources of information, to solve spatially related energy problems. Six project activities at Ames are described which relate to energy and remote sensing. Two projects involve power demand forecasting and estimations using remote sensing and geographic information systems; two others involve transmission line routing and corridor analysis; one involves a synfuel user needs assessment through remote sensing; and the sixth involves the siting of energy facilities.

    Description: The present investigation is concerned with fundamental issues, related to information considerations, which arise in an interdisciplinary approach to questions of global habitability. Information system problems and issues are illustrated with the aid of an example involving biochemical cycling and biochemical productivity. The estimation of net primary production (NPP) as an important consideration in the overall global habitability issue is discussed. The NPP model requires three types of data, related to meteorological information, a land surface inventory, and the vegetation structure. Approaches for obtaining and processing these data are discussed. Attention is given to user requirements, information system requirements, workstations, network communications, hardware/software access, and data management.

    Description: Review of some of the problems associated with air transportation to and from nonurban areas. While a significant proportion of public transportation needs of nonurban areas are met by aircraft, there are indications that improvement in air transportation service are called for and would be rewarded by increased patronage. However, subsidized local service carriers are attracted by large aircraft operation, and there is a tendency to discontinue service to low density areas. Prospects and potential means for reversing this trend are discussed.

    The analysis of forest policy using Landsat multi-spectral scanner data and geographic information systems (1984)

    Description: The role of Landsat multi-spectral scanner (MSS) data for forest policy analysis in the state of California has been investigated. The combined requirements for physical, socio-economic, and institutional data in policy analysis were studied to explain potential data needs. A statewide MSS data and general land cover classification was created from which country-wide data sets could be extracted for detailed analyses. The potential to combine point sample data with MSS data was examined as a means to improve specificity in estimations. MSS data was incorporated into geographic information systems to demonstrate modeling techniques using abiotic, biotic, and socio-economic data layers. The review of system configurations to help the California Department of Forestry (CDF) acquire the capability demonstrated resulted in a sequence of options for implementation.
