    Description: A design guide for minimizing electromagnetic interference in aerospace communication equipment for ground stations is presented. Specifically treated are the mechanisms of generating unwanted radio emissions that may affect station operations as well as other communications services, the mechanisms by which sensitive receivers become susceptible to interference, means for reducing interference, standard methods of measurement, and the problems of site selection. The sources of interference are viewed primarily as originating from communications transmitters aboard spacecraft and aircraft, ground transmitters within and outside the ground stations, and other electrical sources on the ground that are not intended to radiate.

    Description: Water addition to the Gemini 3 exhaust plasma was studied to determine its effectiveness in the establishment of communication links during the entry portion of the flight. Attenuation levels were measured with and without water injection at uhf frequencies of 230.4 and 296.8 megahertz and at the C-band frequency of 5690 megahertz. Ultrahigh frequency signals that had been blacked out were restored to significant levels, during early portions of the water-injection sequence, by the high flow rate injection. The C-band signal was enhanced by medium and high flow rate injections during the latter portion of the injection period. The uhf signal recovered during water injection resulted in an antenna pattern that was beamed in the radial direction of injection from the spacecraft. Postflight analysis showed that the uhf recovery data were consistent with injection-penetration theory.

    Description: The measurement of inhomogeneities in the electron content along the orbital paths of Gemini 8 and Gemini 9 missions was not accomplished because the tracking information was not available. The use of ultrahigh frequency radio transmission was the primary factor in the successful removal of a very high frequency Faraday rotation ambiguity; but, as was expected, this was not very useful for fine-scale polarization studies. Ionosonde data were useful in the computation of the slab thickness at the closest point of approach of the spacecraft.

    Description: An adaptive variable length coding system is presented. Although developed primarily for the proposed Grand Tour missions, many features of this system clearly indicate a much wider applicability. Using sample to sample prediction, the coding system produces output rates within 0.25 bit/picture element (pixel) of the one-dimensional difference entropy for entropy values ranging from 0 to 8 bit/pixel. This is accomplished without the necessity of storing any code words. Performance improvements of 0.5 bit/pixel can be simply achieved by utilizing previous line correlation. A Basic Compressor, using concatenated codes, adapts to rapid changes in source statistics by automatically selecting one of three codes to use for each block of 21 pixels. The system adapts to less frequent, but more dramatic, changes in source statistics by adjusting the mode in which the Basic Compressor operates on a line-to-line basis. Furthermore, the compression system is independent of the quantization requirements of the pulse-code modulation system.

    Description: The analysis and design procedure of an antenna for a CW Doppler radar system being developed for pilot warning of midair collision hazards is presented. The antenna consists of two vertical arrays of half-wavelength dipoles mounted near a circular conducting cylinder. Each vertical array is composed of three vertical dipoles. Each array provides relatively uniform illumination (2.3 dB) in the forward 180-deg angular segment of the horizontal plane and approximately plus or minus 10 to 15 deg coverage in the vertical plane. The antenna could be used in a two-mode operation, either in a standard monopulse radar system (sum and difference amplitude patterns) or in a system where amplitude and phase are the measurable quantities.

    Description: A time-division multiplexing system has been developed that is significantly different from commercially available equipments. Multiplexing is achieved by interleaving blocks of data from each source, preceded by a short coded bit pattern specifying the source of that particular block of data. Data blocks are transmitted as they become available from each particular source. Hence, synchronism of the input and output rates is not required. The prototype system can accommodate input rates as high as 461 kbit/sec on a single input channel, and output rates as high as 953 kbit/sec. The system makes possible use of an excess of 90% of channel capacity for information transmittal.

    Description: Discrete forms of the Fourier, Hadamard, and Karhunen-Loeve transforms are examined for their capacity to reduce the bit rate necessary to transmit speech signals. To rate their effectiveness in accomplishing this goal the quantizing error (or noise) resulting for each transformation method at various bit rates is computed and compared with that for conventional companded PCM processing. Based on this comparison, it is found that Karhunen-Loeve provides a reduction in bit rate of 13.5 kbits/s, Fourier 10 kbits/s, and Hadamard 7.5 kbits/s as compared with the bit rate required for companded PCM. These bit-rate reductions are shown to be somewhat independent of the transmission bit rate.

    Description: The RAE-1 is the first spacecraft designed exclusively for radio astronomical studies. It is a small, but relatively complex, observatory including two 229-meter antennas, several radiometer systems covering a frequency range of 0.2 to 9.2 MHz, and a variety of supporting experiments such as antenna impedance probes and TV cameras to monitor antenna shape. Since its launch in July, 1968, RAE-1 has sent back some 10 billion data bits per year on measurements of long-wavelength radio phenomena in the magnetosphere, the solar corona, and the Galaxy. In this paper we describe the design, calibration, and performance of the RAE-1 experiments in detail.

    Description: The dispersion curves have been computed for a wide range of wavelengths from electromagnetic waves to electrostatic waves in a magnetoactive warm plasma with a Maxwellian velocity distribution function. The computation was carried out mainly for the perpendicular propagation mode. The upper hybrid resonance is the connection point of the electrostatic waves and the electromagnetic waves. The electrostatic waves not associated with the upper hybrid resonance are subjected to electron cyclotron damping when the wavelength becomes long. Oblique propagation is allowed for the electrostatic waves in a frequency range from the plasma frequency to the upper hybrid resonance frequency in the long-wavelength region where Landau damping can be neglected and where the electrostatic mode smoothly connects to the electromagnetic X-mode. In a slightly inhomogeneous plasma, the Bernstein-mode electrostatic wave can escape by being converted into the O-mode electromagnetic wave; two reflections take place during this escape process.

    Description: The Satellite Telemetry Earthquake Monitoring Program was started to evaluate the applicability of satellite relay telemetry in the collection of seismic data from a large number of dense seismograph clusters laid out along the major fault systems of western North America. Prototype clusters utilizing phone-line telemetry were then being installed by the National Center for Earthquake Research in 3 regions along the San Andreas fault in central California; and the experience of installing and operating the clusters and in reducing and analyzing the seismic data from them was to provide the raw materials for evaluation in the satellite relay telemetry project. The principal advantages of the satellite relay system over commercial telephone or microwave systems were: (1) it could be made less prone to massive failure during a major earthquake; (2) it could be extended readily into undeveloped regions; and (3) it could provide flexible, uniform communications over large sections of major global tectonic zones. Fundamental characteristics of a communications system to cope with the large volume of raw data collected by a short-period seismograph network are discussed.

    Description: A spherical reflector with multiple feeds is considered for application in communications satellite systems. Data are presented which show that spherical reflectors possessing relatively high gain (40 db) and very small phase path error are feasible. A design of a spherical reflector utilizing corrugated horn feeds is considered. Radiation patterns are computed using the physical-optics technique. The designed antenna is approximately 60 lambda in diameter. Calculations performed for this antenna with three beams indicate that each beam has a gain of about 42 db, a beamwidth of 1.4 deg, and sidelobes that can be expected to be at least 28 db down. These results indicate that the feature of low sidelobes makes the spherical reflector a consideration for a multiple-beam communications satellite antenna.

    Description: The application of the transform-coding concept to the coding of color images represented by three primary color planes of data is discussed. The principles of spatial transform coding are reviewed and the merits of various methods of color-image representation are examined. A performance analysis is presented for the color-image transform-coding system. Results of a computer simulation of the coding system are also given. It is shown that, by transform coding, the chrominance content of a color image can be coded with an average of 1.0 bits per element or less without serious degradation. If luminance coding is also employed, the average rate reduces to about 2.0 bits per element or less.

    Description: A system is presented for reducing the number of picture elements in a scanned image by an order of magnitude while preserving the detail contrast. Starting with high-resolution data a 3 x 3 matrix of input elements is compressed into a single output element using a nonlinear algorithm. Optimum results are obtained by including the data on the outer periphery of the input sample in the processing algorithm thus requiring a 5 x 5 input matrix. Experimental results are presented using weather satellite photographs. This system has application in those cases where the sensor has higher resolution capability than the communication link can support.

    Description: Following the establishment of the overall transport concept, a study of all of the life limiting constraints associated with the transport were analyzed using modeling techniques. These design techniques included: (1) a response analysis from which the performance of the transport could be determined under operating conditions for a variety of conceptual variations both in a new and aged condition; (2) an analysis of a double cone guidance technique which yielded an optimum design for maximum guidance with minimum tape degradation; (3) an analysis of the tape pack design to eliminate spoking caused by negative tangential stress within the pack; (4) an evaluation of the stress levels experienced by the magnetic tape throughout the system; (5) a general review of the bearing and lubrication technology as applied to satellite recorders and hence the recommendation for using standard load carrying antifriction ball bearings; and (6) a kinetic analysis to determine the change in kinetic properties of the transport during operation.

At this separation distance the duration of fades below 6 dB was decreased by at least a factor of 10 when using path diversity and the cumulative crosscorrelation between the attenuations observed at the two terminals during rain events was approximately 0.45.     Description: Research was conducted to analyze the data on solar radio bursts obtained by the OGO-5 satellite. Since the wavelengths corresponding to the three lowest frequencies of observations exceeded one kilometer, the bursts detected in those channels were designated as kilometer-waves. The data search covered approximately 9200 hours between March 1968 and February 1970, and included the maximum of solar cycle No. 20. The study concentrated on 64 Type 3 solar radio events reaching frequencies equal or lower than 0.35 MHz. This selection criteria led to the choice of the most intense radio events. Measurements included: times of start, times of decay, and amplitudes of the 64 events. The consistency of the results, within the accuracy of the measurements, lends support to some of the assumptions made for the analysis, notably, the validity of the local plasma hypothesis, the constancy of the exciter particles velocity, and spiral shape of their trajectory.

    Description: The almucantar radio telescope development and characteristics are presented. The radio telescope consists of a paraboloidal reflector free to rotate in azimuth but limited in altitude between two fixed angles from the zenith. The fixed angles are designed to provide the capability where sources lying between two small circles parallel with the horizon (almucantars) are accessible at any one instant. Basic geometrical considerations in the almucantar design are presented.     Description: Description of an analytically obtained optimum adaptive delta modulator-demodulator configuration. The device utilizes two past samples to obtain a step size which minimizes the mean square error for a Markov-Gaussian source. The optimum system is compared, using computer simulations, with a linear delta modulator and an enhanced Abate delta modulator. In addition, the performance is compared to the rate distortion bound for a Markov source. It is shown that the optimum delta modulator is neither quantization nor slope-overload limited. The highly nonlinear equations obtained for the optimum transmitter and receiver are approximated by piecewise-linear equations in order to obtain system equations which can be transformed into hardware. The derivation of the experimental system is presented.

    Description: A new source encoder called the adaptive block quantizer is proposed for coding data sources that emit a sequence of correlated real numbers with known first- and second-order statistics. Blocks of source output symbols are first classified and then block quantized in a manner that depends on their classification. The system is optimized relative to both the mean square error and the subjective quality of the reconstructed data for a certain class of pictorial data, and the resulting system performance demonstrated. Some interesting relationships between mean square error and subjective picture quality are presented.

    Description: Convolutional coding and Viterbi decoding, along with binary phase-shift keyed modulation, is presented as an efficient system for reliable communication on power limited satellite and space channels. Performance results, obtained theoretically and through computer simulation, are given for optimum short constraint length codes for a range of code constraint lengths and code rates. System efficiency is compared for hard receiver quantization and 4 and 8 level soft quantization. The effects on performance of varying of certain parameters relevant to decoder complexity and cost are examined. Quantitative performance degradation due to imperfect carrier phase coherence is evaluated and compared to that of an uncoded system. As an example of decoder performance versus complexity, a recently implemented 2-Mbit/sec constraint length 7 Viterbi decoder is discussed. Finally a comparison is made between Viterbi and sequential decoding in terms of suitability to various system requirements.

    Description: The dispersion equation is obtained analytically of waves along an infinitely long cylindrical ?grid-like' antenna in an anisotropic compressible homogeneous plasma.     Description: A scintillation study was conducted with the purpose to define the extent of scintillation activity in the S-band region, and to determine if such activities at higher frequencies are caused by ionospheric irregularities similar to those causing scintillations at vhf and lower frequencies. Simultaneous transmissions at 137 and 1695 MHz from polar orbiting satellites were used in this study. Scintillations were found to be present at S-band frequencies in the polar regions; it is concluded that they are caused by ionospheric characteristics similar to those causing scintillations at lower frequencies.

    Description: Whistler-mode signals from station NAA (14.7 and 17.8 kHz), Cutler, Maine, show periodic fluctuations (?pulsations') in amplitude and bandwidth. The data were recorded at Eights station, Antarctica, during unmodulated (?key-down') transmissions from NAA lasting up to 2 min. In three of four instances, the pulsations consist of a series of moderate enhancements of the amplitude and bandwidth of the signal, each pulsation lasting about 50 msec. The fourth instance, however, was unusual in that the key-down signal exhibited remarkably regular and intense amplitude variations. In all four occurrences, the period of the pulsation was in the range from 0.3 to 0.6 sec. In three occurrences, this period was roughly the same as the one-hop whistler-mode delay along the field-line path; however, no demonstrable mechanism to explain this association could be found. An explanation of pulsations in terms of multipath fading effects could not be supported by the data. More likely explanations include intrinsic oscillation in the emission generation mechanism, natural oscillation in the energetic-particle population, or modulation of the VLF growth rate by Pc 1 micropulsations in the region of wave growth.
