Notes: The author outlines his experiences of photographic surveying, in the early years of the 1930's in the Survey of India, which involved the use of simple graphical methods of plotting.

Notes: Aerial photography may be used to quickly locate and measure the extent and severity of forest damage due to windblow. This paper describes such an application in a small area of semi-natural woodland in central Scotland after the “Great Gale” of 14th and 15th January, 1968. A 1 : 2000 scale map, showing the location and direction of fall of each windblown tree, suggests certain relationships between topography and the severity of woodland damage and gives considerable information on the airflow pattern existing over the area during the gale.

Notes: The International Society for Photogrammetry held the XIIth International Congress at Ottawa during July and August 1972. The authors comprised a panel which engaged in discussion upon the Congress at a meeting of the Photogrammetric Society on 17th October, 1972.

Notes: A phototheodolite was used during the construction of Llyn Brianne dam to provide stereoscopic coverage of both upstream and downstream shoulders of the dam at each of eight stages of construction. Ground control was established on the valley sides, together with 80 targeted points at various levels on the dam as it progressed. The co-ordinates of the targeted points were determined numerically using a Wild A7. Three dimensional displacements were determined from the change of position to an average accuracy of 0–05 m. Agreement was obtained with independent and more precise measurements and comparisons are made with the upstream displacements. The assumptions of an analytical prediction technique are examined. Profile lines through the dam were also obtained numerically to record the progressing shape of the dam.

Notes: Several problems are encountered when collecting traffic information by conventional methods and which leave scope for the development of more comprehensive techniques. This paper reviews the potential of different types of photography as an effective means of obtaining comprehensive traffic information. Comparisons between conventional methods and photographic methods are made. The different types of available photography are discussed, together with their uses in the field of traffic data acquisition. Finally, the paper assesses the use of automatic and semiautomatic methods of photographic data analysis in this context.

Notes: The author describes conventional methods of highway planning and explains at what points modern methods, involving photogrammetric and electronic computation techniques, can be applied with advantage. Detailed accounts are given of the photogrammetric measurement of cross-sections and of programmes for the computation of masses.

Notes: A Leica camera on an indexing head was used to obtain photographic panoramas from three stations on a mountaineering expedition to Lahul in 1958. The field calibration of the camera presented some problems and various methods of calculating the focal length were investigated; a more convenient form of the Hotine method was derived. A map of the area at a scale of 1:50,000 was plotted from the photographs. The authors conclude that a good 35-mm. camera has some advantages over a plane table for exploration mapping.

Notes: This paper discusses the principal changes made to the Thompson- Watts plotter Model 1 as a result of experience gained with that instrument under test and in production. Some test results with the new instrument, Model 2, are given at the end of the paper. The opportunity is also taken to describe the variable magnification system of the instrument, not changed from Model 1.

Notes: The authors describe the photogrammetric procedures involved in the production of 1 : 50 000 scale mapping within the Directorate of Overseas Surveys, making specific reference to a project in Ethiopia.

Notes: The paper reviews the status of the optical transfer function (OTF) as a potential standard method for measuring the definition of photogrammetric camera lenses. The nature of the OTF and its relation to resolving power are explained. The limited success in obtaining agreement in international comparisons of OTF measurement and the programme of the Scientific Instrument Research Association group research project on the O TFare summarised. Some of the difficulties envisaged in applying the OTF as an ISP standard are discussed.

Notes: Orthophotomaps at 1 : 2500 scale, contoured at 1 m vertical intervals, have been produced for an area of 52 km2 from 1 : 10 000 scale photography especially flown for the project. Planimetric and height information on published Ordnance Survey 1 : 2500 scale maps was used as control for the aerial triangulation on which the orthophotomapping was based.

Notes: The paper describes a method for the automatic determination of height profiles in the stereomodel. The model is scanned automatically in epipolar planes. The photographic densities are recorded. The density values are correlated, either on or off line, to obtain the height profiles. The method was developed for the analytical plotter but can be applied to other photogrammetric instruments.

Notes: Experiments are described which compare point transfer from one photograph to another by stereoscopic and non-stereoscopic procedures. It is shown that, whereas it may be possible to achieve very high accuracies by both methods, the former method is more dependent for its accuracy on a high observer skill and is also more prone to occasional mistakes in identification.

Notes: Methods and results of practical applications of block adjustment by independent model cadastral surveys are described. The wider implications of the results are assessed in conjunction with current research trends in the adjustment of extremely large blocks for small scale mapping and in the use of the bundle adjustment method.

Notes: Digitising from a photogrammetric instrument can be controlled by a unit specially designed for this purpose, or by a digital control computer. In the latter case, the digitising system is more flexible since alterations and additions to the real-time programs can easily be made to effect different digitising applications. The control computer can also be used in processing the digitised data.The use of such digital control in photogrammetry is as yet limited. The reasons are examined. The characteristics and real-time requirements of a computer controlled digitising system are stated. Different digitising and recording modes, identification numbers and editing arrangements are then given to illustrate the flexibility and limitations of such a system.

Notes: This paper is divided into two parts: the first discusses the practical navigation techniques evolved for air survey, and the second deals with the associated techniques of ground plotting and flight-line recovery. Both parts of the paper have a geophysical bias since it is in this field that most experience has been gained, but the basic principles apply equally to photographic survey.

Notes: Calculated precision turns can be valuable as an aid to visual navigation at all scales and under all conditions of air survey navigation. The turns can be performed either at a given rate of turn or at a given angle of bank, and a slide rule has been developed at the International Training Centre for Aerial Survey, Delft, on which the necessary calculations for either case can be performed quickly and easily. The accuracy of location aimed at is such that the threshold of the new run presents an angle-off of not more than 3° on the completion of the turn. Examples show that this can be achieved in normal practice.

Notes: Recent developments in stereoscopy are reviewed, and their relevance to photogrammetry discussed.

Notes: SYNOPSIS. Miamiensis avidus n. g., n. sp., a marine facultative parasite, is described. Morphological studies were made on specimens treated with the Chatton-Lwoff silver impregnation technique and living material was examined with phase microscopy. Particular attention was given the infraciliature of the buccal apparatus and its importance to generic assignment in the order Hymenostomatida.

Notes: SYNOPSIS. A comparison of the effects upon trypsin-dispersed chick liver cell cultures of a virulent (Jones' Barn) and a non-pathogenic (Lahore) strain of Trichomonas gallinae revealed significant differences in behavior of the parasites in cell cultures and in the response of such cultures. The virulent strain multiplies faster in nutrient medium in the presence of cell cultures; stimulates great activity of the macrophages; is not handled effectively by these phagocytes in which it can multiply causing their ultimate destruction; is found significantly more often within the cytoplasm of the liver epithelial and fibroblast-like cells; causes very much more profound degenerative changes in all the cells, both invaded and non-invaded; and suppresses effectively the division rate of the fibroblast-like cells. On the other hand, the nonpathogenic strain multiplies at a lower rate in the presence of cell cultures; stimulates less activity of the macrophages; is handled readily by these phagocytes in which it multiplies only very rarely, if ever; is found seldom within the liver epithelial and fibroblast-like cells; causes far less degeneration of all the cell culture elements; and suppresses significantly less the dlvision rate of the fibroblast-like cells.At the end of a 20–24 hour period typically only a few living cells are left in cultures exposed even to attenuated isolates of the virulent strain, whereas those inoculated with the mild one do not show much degeneration even after 28 hours. The effects upon the cell cultures of cell-free filtrates of actively growing trichomonad cultures are relatively minor, but the changes caused by the filtrates of cultures of Jones' Barn strain appear to be more extensive than those caused by similar filtrates of Lahore strain.

Notes: SYNOPSIS. An iron deficiency was noted for Tetrahymena grown in a proteose-peptone-yeast extract medium. Thus, the addition of an iron chelate and glucose was found to give consistent and luxuriant growth, whereas a number of other additives, including sodium acetate, an inorganic salt mixture lacking iron, and vitamins were found to be without influence on growth rate or cellular yield.Iron-deficient cells showed a marked reduction of oxidative capacity when suspended in a non-nutrient medium as well as when supplied with oxidizable substrates. A 1 hour incubation of iron-deficient Tetrahymena with iron chelate restored oxidative capacity only when the cells were suspended in a nutrient (peptone) medium. Growth of Tetrahymena in media autoclaved with salts resulted in cells with a larger volume but with no increase in oxidative capacity.The addition of 2,4-dinitrophenol elevated respiration of cells suspended in a non-nutrient medium, and of iron deficient cells suspended in the growth medium, suggesting that this compound increases the availability of iron or iron containing compounds, or by-passes the limiting steps.Respiratory quotients were lowered by an iron deficiency and elevated when the cells were grown in the presence of iron and glucose. This suggests more complete utilization of the carbohydrate, possibly due to the activity of a number of enzymes known to be iron-containing metalloproteins that are required for oxidative glucose dissimilation.

Notes: SYNOPSIS. Small amebas are difficult to describe because of the lack of permanent morphological criteria. Investigations from the nuclear division and physiological points of view may be useful, but the study of motion and behaviour under natural conditions gives better results in order to show the natural relationship. Descriptions of four new forms of small marine amebas are given. These species belong to the genera Rugipes, Acanthamoeba, Flabellula and Vahlkampfia.

Notes: SYNOPSIS. The development of the macronuclear Anlagen of Paramecium aurelia was studied by means of electron, light and ultra-violet microscopy of timed stages following conjugation. In the youngest Anlagen, no differentiated structures could be made out, and staining reactions gave little or no indications of the presence of DNA or RNA. As development proceeds, a number of conspicuous “sponge-like” RNA-containing bodies surrounded by a “matrix” containing DNA can be seen. Eventually these RNA bodies develop DNA centres and apparently disintegrate, yielding the “large bodies” characteristic of the mature macronucleus, and the “small bodies” then also appear. The relation of these observations to interpretations of the structural elements in the macronucleus is discussed.

Notes: SYNOPSIS. Two new species of Isospora are described from the feces of an eastern spotted skunk Spilogale putorius ambarvalis imported into Montana from Florida. The oocysts of I. spilogales n. sp. are 29 to 38 by 22 to 28 μ and contain 2 sporocysts measuring 17 to 22 by 13 to 16 μ; a few Caryospora-like oocysts containing a single sporocyst were considered abnormal I. spilogales oocysts. The oocysts of I. sengeri n. sp. are 16 to 23 by 12 to 18 μ and contain 2 sporocysts measuring 10 to 14 by 8 to 12 μ.

Notes: SYNOPSIS. The Tulahuen and Peruvian strains of Trypanosoma cruzi have been compared as to their ability to metabolize C14-glucose uniformly labeled, or labeled in carbons 1, 2, or 6. Most of the radioactivity from uniformly labeled glucose is incorporated into organic acids in both strains, but significant radioactivity is also recovered in CO2. The Tulahuen strain has a slightly higher rate of glucose consumption, and the rate of incorporation of uniformly labeled glucose-C14 into CO2 is also higher. More radioactivity is incorporated into proteins from uniformly labeled glucose-C14 in the Tulahuen strain, but the radioactivity recovered in total organic acids is fairly similar in both cases. On the basis of the rates of C14O2 production from C14-glucose specifically labeled in carbons 1, 2, or 6, as well as the rates of incorporation into glycerol from uniformly labeled C14-glucose and glucose-6-C14, it is considered that the reactions of the pentose phosphate pathway play a more important role in the Tulahuen strain. The pentose phosphate pathway accounts for 41.4% of the glucose catabolized by the Tulahuen strain compared to only 27.9% in the Peruvian strain. It is suggested that differences in the participation of alternative pathways of carbohydrate metabolism may have some relationship to pathogenicity.

Notes: SYNOPSIS. Dactylosoma is a genus of blood protozoa which undergo schizogony, without producing pigment, in the red cells of the lower vertebrates, especially amphibia. The best known species is D. ranarum, but even for this species the life cycle, except as it occurs in the erythrocyte, and the vector remain unknown. Study of slides from the blood of two species of Formosan frogs, Rana guentheri and R. limnocharis, revealed Dactylosoma ranarum in the former, and what appeared to be a new species, for which the name Dactylosoma taiwanensis is proposed, in the latter. Rana limnocharis has not previously been known to be a host of Dactylosoma, nor has this genus of parasite been reported from Formosa. Dactylosoma ranarum, though not known from many species of frogs and toads, occurs in Asia, Africa, Europe, and in Central and South America. This suggests that it must have been a parasite of Anura for a very long time. Since frogs and toads are incapable of long migrations and are very intolerant of salt water, so wide a distribution may also have palaeogeographic significance.

Notes: SYNOPSIS. The formation of chains was induced both in exponentially growing and in synchronized cultures of Tetrahymena Pyriformis GL, by application of one or two hr 34°C shocks. An arrest in constriction along the division furrow is brought about as a result of prolonged exposure to 34° during an early phase of cell division.After return to optimal temperatures, the chains remain in their original tandem configuration. They possess two sets of cortical structures, and generally also two macronuclei.Subsequently, two new oral primordia appear, one in each component. These primordia develop in synchrony with each other. The later development of the chains is correlated with the placement of the oral primordia. In some situations, these primordia form immediately posterior to the pre-existing oral areas and replace them; in these cases, the original division furrow is obliterated, and irregular and probably unstable homopolar doublets form. More frequently, one or both of the oral primordia are normal division primordia. In these cases, the original oral area of the anterior component persists, while that of the posterior component is resorbed. The original fission line persists, and two new fission lines are formed anterior to each of the new oral primordia. When constriction takes place along the new fission lines, the original arrested fission line is occasionally reactivated, and the chain then divides into four cells. More often, the original furrow is not reactivated (or only incompletely reactivated), and the chain divides into two or three cells, depending on how close the two new division furrows are to each other.The chains ultimately give rise to normal clones of singlet cells. No clones of doublets were observed.In the Discussion, the synchronization of developmental events in the two components of the chain is emphasized. The cases of reactivation of the original fission line in synchrony with constriction along the newly formed fission lines seem to indicate that furrowing results from an interaction of a preformed cortical site (fission line) with a pervasive substance which acts to trigger constriction.

Notes: SYNOPSIS. Studies were carried out on the introduction of labeled precursors into the DNA of Paramecium aurelia (syngen 4, stock 51) by way of the bacteria that are used for food. A thymine-requiring strain of Escherichia coli (15 T−) was labeled by growth in either H3-methyl thymidine or 2-C14 bromouracil, washed free of the exogenous label, and fed to the paramecia. The tritium label from the bacteria was incorporated almost exclusively into the DNA of the paramecia, whereas it was much less specifically incorporated when introduced directly from the medium. The Cu label from bromouracil was also incorporated mainly into the DNA of the paramecia although a small amount appeared in RNA. The formation of labeled food vacuoles was followed. Food vacuoles were formed at a nearly constant rate, with the total number of vacuoles increasing throughout the cycle. The lifetime of the vacuoles was about 2.5 hours. Incorporation of the label into the DXA of the paramecia begins within a few minutes of the formation of the first labeled vacuole. DNA synthesis begins about 1.5 hr after the previous fission (total cell cycle about 5.8 hr) and progresses at a nearly constant rate throughout the remainder of the cycle.

Notes: SYNOPSIS. Ca45 addition to cultures of Hymenomonas, a coccolithophorid chrysomonad, cultivated axenically, led to the autoradiographic confirmation of the intracellular nature of coccolithogenesis. Quantitative studies with isotopically enriched Ca+2 indicate the greatest activity resides in the intracellular fraction. Age of the cultures at the time of isotope addition did not appear to affect the specific activity of the coccoliths. Exchange between cell-free isotopically enriched coccoliths and the environment was also demonstrated. The findings are discussed especially from the viewpoint that the initial intracellular deposition of CaCO3 onto a preformed organic matrix is considered to be an animal rather than a plant characteristic.

Notes: SYNOPSIS. Xenon applied at sufficient pressures ranging from 30 pounds per square inch to 225 p.s.i. caused reduction in contractile vacuole activity, increase in cellular volume, expansion of the surface region, cessation of forward movement, and cytolysis of paramecia. Krypton at 915 p.s.i. prevented contractile vacuole activity, but forward movement continued for at least 30 min. When subjected to 115 p.s.i. of N2O, paramecia moved in slow oscillations, and contractile vacuoles failed to empty. At 265 p.s.i. of N2O movement ceased and cytolysis resulted. The pressure required to terminate movement in the same time interval following application of the pressure was less for N2O than for xenon. The expansion of the surface of the cells suggests that inert gases produce narcosis by dissolving into this region.

Notes: SYNOPSIS. The isolation of a culture of Leptomonas mirabilis from the fly Cynomyopsis cadaverina from Guatemala shows that this flagellate is not a stage of Herpetomonas muscarum. It is characterized by giant forms that reach 200 μ in length.All records of giant leptomonads from flies are reviewed. This species was established in culture only by the addition of mosquito extract to the medium. Division of the giant flagellates appears to occur by equal binary fission.

Notes: SYNOPSIS. The peritrich Pyxidiella curvicaula (Penard) was observed in the activated sludge of an English sewage works and was successfully cultured in the laboratory.A number of observations were made upon clonal cultures of P. curvicaula which indicated that this species is colonial at one stage in the asexual life cycle. The branching of the colonial adult is more complex than originally described, and a maximum of 17 individuals has been observed upon one stalk.Since P. curvicaula is in reality a colonial peritrich, it should therefore be transferred to the genus Opercularia Stein, with the name of the species changed to Opercularia curvicaula.

Notes: SYNOPSIS. A method for the in vitro culture of O. purkynei was developed which permitted the continuous culture of this protozoon in clone culture for a. period of 32 months. The shortest division time was 24 hr. The concentration of cells varied between 700 and 1000/ml in the routine procedure. Variations in spination which occurred in the clone culture suggested that this characteristic was of doubtful taxonomic importance.Ground wheat and alfalfa served as substrates but soluble sugars did not. Green plant material appeared to be necessary for continued growth of the protozoa. Ingestion of a large streptococcus was demonstrated by vital staining of a mixed population of bacteria with tetrazolium prior to incubation with the protozoan suspension in the presence of wheat. O. purkynei can tolerate exposure to variations in osmotic pressure, temperature, and oxygen which are consonant with its transfer in nature by grooming or ingestion of contaminated food or drink.

Notes: SYNOPSIS. After several years of field work devoted primarily to determining the incidence of infection of the common milkweed Asclepias syriaca with the trypanosomatid Phytomonas elmassiani, the life cycle of this parasite was determined under controlled conditions. Upon ingestion of phytomonads by the bug Oncopeltus fasciatus, reproduction apparently ceases but growth of individual phytomonads continues until they assume relatively giant proportions. Ten days after ingestion, giant forms are found in the hemocoel of the bug and by 12 days similar forms are present in the salivary glands. In this latter organ, unequal fission takes place with the ultimate formation of numerous forms similar to those found in the plant. Within 2 weeks after these infected bugs had fed on milkweeds, parasites were detected in the latex of formerly non-parasitized plants. The lack of reproduction in the alimentary tract, the formation of giant forms, and the migration through the hemocoel to the salivary glands contrast markedly with the development of Leptomonas oncoptlti in the same bug. In the latter organism, budding leads to the formation of leishmaniform organisms which pass out with feces and are presumably the infective stage of the leptomonad.

Notes: SYNOPSIS. The division delay responses of Tetrahymena (“set-back” curves) which result from heat shocks of the type used in synchronizing studies have been examined in logarithmic and synchronized T. pyriformis GL. The curves indicate an increasing sensitivity to heat shocks with increasing cell age, a sudden sharp increase just prior to the “transition point” and a loss of sensitivity at the transition point. A correlated study of morphogenesis in the synchronous generation suggests that the sudden increase in thermal sensitivity before the transition point is due to a dedifferentiation and redifferentiation of the developing oral primordium which can be induced at this time. The results also suggest that the “stabilization” of the primordium which follows the transition point may occur at more than one developmental stage, i.e., is not stage-specific. It is suggested that stabilization may therefore be due to conditions lying outside the primordium.

Notes: SYNOPSIS. Cytoplasmic stippling, intensification of the cell margin, and alterations in color, which have been reported in erythrocytes parasitized by Plasmodium falciparum in man, have been seen also in bovine erythrocytes parasitized by either Babesia bigemina or B. argentina. These changes appear to be identical in the human and bovine infections.Tests with each component of Giemsa stain in simple aqueous solutions alone and in various combinations with eosin, together with tests with Giemsa stains containing one azure component, showed that demonstration of the changes depends on the presence of azure A and eosin and on prolonged staining times at pH 7.2 to 7.4. Specific tests suggested that the changes represent catabolic by-products of the parasites.

Notes: SYNOPSIS. Studies on the composition of commercial Giemsa stain and its effect upon staining quality are reported. These studies were supplemented by observations on the preparation of the components of Giemsa stain and their staining properties in aqueous solution, in Nocht's solution, and in laboratory prepared Giemsa stains containing one azure component. Five groups of commercial batches were differentiated on the basis of their staining reactions on thick and thin films of bovine blood containing Babesia bigemina and B. argentina. Spectrophotometric and chromatographic analysis showed that four groups differed in the proportions of the thiazine components present, while the fifth-group did not appear to be Giemsa stain. Comparison of their staining effects with those obtained with each component in laboratory prepared stains indicated that the major effects of commercial batches on both blood cells and parasites were due to the thiazine component or components in highest proportions, with satisfactory staining of protozoa associated with those batches containing high proportions of methylene blue and azure B and low proportions of the remaining thiazine components.The function of each component of Giemsa stain is defined and the need for the proper balancing of thiazine eosinates with free azure is shown. Close correlation was obtained between analysis by spectrophotometry and chromatography and direct staining tests when samples initially with low MX values were re-examined spectrophotometrically after removal of their methylene violet content. The existence of a leuco form of eosin is reported and its possible significance to the Romanowsky effect is discussed.

Notes: This study develops a microanalytic simulation model to examine the effects of macroeconomic fluctuations on the distribution on the distribution of income. A representational sample of the population of the United States is linked with equations determining the variability of various types of factor income. Each family's income experience is simulated under alternative aggregate conditions, and the income distributions arising under these conditions are compared. The main results are similar for alternative specifications of the model. The incidence of a downturn in economic activity, whether accompanied by changes in the rate of inflation or not, and measured in terms of the loss of factor income, leaves the upper middle class relatively better off than before and leaves most others relatively worse off. The very rich bear the heaviest burden.

Notes: In the latest official national income publication the Australian Commonwealth Statistician has altered the treatment of stock appreciation in the measurement of national income at current prices. Previously, stock appreciation had been included in both national expenditure and national product. Now the amount of stock appreciation (the difference between the change in the value of stocks and the value of the change in stocks) has been deducted from investment in stocks, and consequently national expenditure, and from trading incomes, and consequently national income. The former procedure (including stock appreciation in national expenditure and national product) had been advocated by the present author, when editor of the first official national income publications issued by the Commonwealth Statistician. In this note an attempt is made to set out the reasons for this view. A new approach is also suggested for handling the item of stock appreciation in national income accounts, which does not rest on the assumption that stock appreciation is a capital gain which should be excluded from trading incomes and national product.

Notes: This paper entails an investigation of the effects of data revisions on forecasting accuracy, through use of preliminary and revised national accounting data compiled by the United Nations. A small model was estimated for each of fourteen countries and ex post“forecasts” generated for each country and each year of the period 1957–1964, using first preliminary and then revised data.A prior analysis of the data revisions indicated a strong and widespread tendency for the preliminary estimates to understate both levels and year-to-year changes. This is consistent with the findings of other studies.Two sets of forecasts obtained from the reduced form of the model were considered in relation to “actual” levels and changes, obtained from the revised data, and also in relation to each other. A strong downward bias was observed in the forecasts of levels based on preliminary data, and a weaker one in the forecasts of changes. The forecast discrepancies for different variables were found to be significantly correlated.The results suggest that a tendency toward understatement in preliminary data may account in part for the general tendency toward understatement in forecasts noted in other studies.

Notes: Part I: Availability and meaning of East European distributional statistics are discussed. Part II: Measures of inequality to be used in this study are examined: the Gini coefficient of concentration, though superior to some other single indicators, is found to be an unreliable comparative measure of inequality, and is therefore supplemented by a set of ratios of selected percentiles to the median. Part III: Inequality of full-time gross monthly earnings is measured for (almost) the whole civilian working population and for some subpopulations (selected industries, men, women) in Czechoslovakia and Yugoslavia through 1970, in Hungary through 1968: the observed inequality appears to be less than in small capitalist countries, in spite of the reversal of the socialist egalitarian trend in the 'sixties. The main factor of equalization of socialist earnings are small interoccupational and interregional differentials and a very flat age profile. Part IV: The socio-economic structure of households, the size of samples underlying the distributional statistics, and the composition of household “revenues” (wage and salary earnings, agricultural incomes, social security payments, relatively unimportant property incomes, as well as non-income cash flows) are examined. Inequality coefficients are estimated for per capita revenues of all households as well as subpopulations of households in Czechoslovakia and Hungary, and some information is given on the distribution of household incomes in Yugoslavia. Part V: Limits of desirable equalization of earnings are discussed. With very narrowly dispersed short-term earnings, lifetime earnings tend to be rather unequally distributed because of the variation of earning years among occupations. With largely equalized primary incomes, per capita household incomes tend to be more unequally distributed, in spite of massive transfers, because of the varying ratio of earners to dependents within households. The need of income differentials as incentives to work, the probable trade-off between income equality and economic growth, and socialist distributive principles are outlined.

Notes: In this paper we discuss a few of the problems that have been encountered in defining output and in comparing prices for the International Comparison Project (ICP). We report also on the way in which these problems are being met.The ICP has for its purpose the establishment of a systematic set of procedures for making international comparisons of gross domestic product (GDP) and of the purchasing power of currencies. Substantive work on comparisons involving Colombia, the European Economic Community (EEC), Hungary, India, Japan, Kenya, the United Kingdom and the United States is also being carried on with the aid of the statistical services of the countries and of the EEC. It is hoped to expand the comparisons beyond these countries as rapidly as possible.

Notes: This paper discusses a number of problems arising in comparisons of levels of national accounting aggregates between countries with different economic systems, notably between countries with market economies and countries with centrally planned economies. It considers problems arising from differences in the national accounting concepts used and problems arising from institutional differences, both of which are viewed as relating to the concepts on which the comparison should be based and the adjustment of national data to these concepts. The final section considers index number problems.

Notes: There is some advantage in comparing price levels using consistent methods because this gives unique results. This paper examines some available methods of consistent comparison, pointing out difficulties associated with heterogeneous data, and suggesting adaptations yielding better comparisons. Next, the problem of non-availability of price and quantity decomposition is considered. Another problem relating to non-identical lists of commodities and quality differences is tackled by using linear programming instead of regression methodology, both methods using some transformed variables. The procedure suggested is likely eventually to be useful for comparison of dissimilar countries. Computations on some Indian population groups illustrate the findings.

Notes: The article reviews the methods used in practice and/or proposed by various authors for compiling indices in multilateral international comparisons. The various procedures are examined in the light of the following requirements: characteristicity (i.e. the weights should be characteristic to the countries which are compared), unbiasedness, circularity, internal consistency and factor relations.There is no perfect solution since characteristicity and circularity are always and unbiasedness and internal consistency often in conflict with each other. The indices which are best for bilateral purposes are not transitive and the basic problem of multilateral comparisons is to obtain circularity, without losing too much of the characteristicity of the bilateral comparisons. Different compromises between the two requirements are possible and this is first of all what distinguishes the various methods used in practice.Two main types of solution are applied in the various international comparisons. The first is based on the inter-spatial Fisher's ideal formula (e.g. the Eltetö–Köves–Szulc method, the van Yzeren method, the “central country” solution); the second type uses some kind of average prices (e.g. the Geary–Khamis method).In the author's view there is no best method in absolute terms. Every method has some weaknesses and which of these weaknesses is the easiest to accept depends to a large extent on the actual aims of the comparison and on various other circumstances.

Notes: This paper attempts to estimate genuine scale effects in retail trade from a cross section of retail stores in Israel. This is done by estimating a simple production function for several retail branches and employing the faithful old direct Cobb-Douglas structure with value added as output and labor and capital inputs. And indeed despite the well-known peculiarities of the retail industry, a cross section estimation produces “normal” production-function estimates with reasonable input elasticities. The estimates also identify marked increasing returns-to-scale parameters, higher in food and lower in branches less affected by consumer participation and geographical dispersion. These increasing returns may explain a good part of the increase in sales per unit of inputs observed in time series.

Notes: This article consists of a description and critical analysis of two important works on national accounting which have appeared fairly recently—see footnotes 1 and 2. There are fundamental differences between the systems of accounts proposed in these two works, the author tending to prefer the Ruggles system. While full of admiration for the thoroughness and other qualities of the new SNA, the author finds the system it proposes over-elaborate as a programme for national statistical offices. In his view decision as to which is the “best” system is still wide open, despite the acceptance of the new SNA by the UN Statistical Commission. In the article there is bare mention of a new (1972) book Economic Accounts and Their Uses by J. W. Kendrick which the author has since read. All three works help in determining the best practical system of accounts. It is hoped that this article (in its small way) will also make a contributionThe subject of national accounts at constant prices is not dealt with at all in any of the three works despite the fact that it has received considerable attention at various meetings of IARIW. Accounts at constant prices and their concomitant price indexes are more important in these days of the curse of inflation than are accounts at current prices. Of course the new SNA deals with items at constant prices but the author finds the treatment rather inadequate.It is satisfactory that the new SNA provides for input-output but the author agrees with the Ruggles view that the textual treatment in SNA is somewhat incomplete.The article gives the author's views on many other topics relevent to national accounting (which encompass all economic statistics!) including price index number making, inaccuracies in data, delays in availability of so-called “current” statistics, and treatment of financial intermediaries.

Notes: This paper suggests a modification of the Becker–Chiswick model for analyzing investment in human capital where the capital market is imperfect. The modification essentially involves the addition of a consumption function to the model. As a result it is possible to include the effects of human capital investment on a student's income expectations, on consumption, and thereby on the availability of funds for the student to finance investment in human capital.

Notes: The objective of this paper is to present income and expenditure accounts, accumulation accounts, and the asset side of the wealth accounts for the U.S. private national economy in current and constant prices. These accounts are integrated with the production and factor outlay accounts for the U.S. private domestic economy in current and constant prices given in our earlier papers. Taken together, these accounts constitute a complete accounting system in current and constant prices for the private sector of the U.S. economy.Our complete accounting system incorporates a new concept of the standard of living, defined as the ratio of the quantity index of gross private national expenditures to the quantity index of gross private national consumer receipts. Our concept of the standard of living is similar but not identical to our concept of total factor productivity. Changes in the private standard of living reflect both changes in total factor productivity and changes in the proportion of the total product consumed in the public sector.

Notes: The results reported in the Searle report have stimulated me to carry out an extensive study of unit value indices, based on a much more extensive body of data and much improved procedures as compared to the preliminary evidence contained in my “Measurement Bias in Price Indices for Capital Goods,” published in this journal in June, 1971. Once again, the new study confirms the hypothesis that transaction prices of capital goods exhibit procyclical fluctuations relative to list prices. Machinery prices appear to have been considerably more flexible downward during the period of weak investment demand between 1957 and 1963 than indicated by the Wholesale Price Index (WPI), and more flexible upward during the subsequent expansion during 1963–1969. This brief paper is a summary of the study. A complete and detailed report or results is contained in my forthcoming monograph, Measurement of Durable Goods Prices, to be published by the National Bureau of Economic Research.

Notes: Professor Moser regards the purpose of social indicators as being to aid the policy maker by summarizing the state and changing conditions of society, pinpointing the outstanding existing and emerging social problems and monitoring the effects of social policies and programmes. Thus social indicators will frequently, though not necessarily, be normative and they will often, though again not necessarily, be concerned with outputs rather than inputs. Although many writers regard social indicators as being combinations of series, the problems of construction are substantial. Central to the idea of a social indicator, however, is that it should represent or summarize a broader concept than itself and that it should belong to a structure or system of series. Although there are no social theories about society in general on which a structure of indicators can at present be based there are a number of middle range theories relating to specific fields or sectors, such as occupational mobility, education, migration, mental health, etc., around which quantitative relationships and models can gradually be be built to give insight into social changes and perhaps eventually into the manipulation of policy instruments for the improvement of social conditions.

Notes: In a statistical file system, data collected from different sources and at different dates are stored at an individual unit level. Thus, they may be linked and used for the preparation of statistics and for analytical purposes as the need arises. The statistical file system will provide a much improved data basis for empirical research in the social services including demography, economics, economic geography, sociology, education, labour, social medicine, criminology and social psychology.

Notes: Serious doubts have been raised as to the validity of using cross-sectional estimates of the average propensity to consume over time. These d⊙ubts are based on empirical evidence for the United States presented by Kuznets and Goldsmith. This paper extends these considerations to developing countries by looking at the evidence for India. Simple statistical techniques, including ordinary least squares regression, Chow tests, and t-tests, are used in the estimation of the consumption functions and the formulation of hypotheses. Both India and the U.S. are seen to exhibit the same characteristic secular constancy in the average propensity to consume. For India the average propensity to consume is about 0.95 and is maintained in the face of no substantial secular increases in per capita income during the period under study (1919–1960).The same inconsistencies between time series and cross-section evidence on the average propensity to consume are found to exist for India. The permanent income theory suggested only a partial explanation of these inconsistencies and the reconciliation was achieved by a Duesenberry type explanation based on evidence for a shifting cross section consumption function over time. The date was provided by a set of Family Living Surveys for Industrial Workers: 1926, 1933–1935, 1950–1952, 1958–1959.Finally it was noted that the cross-section consumption function in India had shifted both upwards and downwards over the period under study, in contrast to the strict upward shift for the U.S. In an economy such as India's, where secular growth is by no means assured, it is not always likely that consumers can avoid lowering previously achieved consumption standards in the face of cyclical economic conditions.

Notes: The paper relates the Swedish discussion and criticism of national accounting statistics, especially GNP, as a measure of welfare. It describes some results of recent Swedish attempts to find practicable measures of welfare components, i.e. the investigations of the Low Income Commission and of the Expert Group on Regional Development Research. In both cases the regional aspects of welfare are emphasized in the paper.The results are presented as a sign of important needs for new methods and new systems of concepts in measuring welfare. The Expert Group has for instance in different ways tried to map and compare the “service structure” of separate parts of Sweden. The Low Income Commission has principally studied the position in Swedish society of low income recipients and has not been working particularly on the illumination of regional differences, but since different types of region are included as a background variable, the investigations also give certain measures of the regional aspects of welfare.In the last part of the paper some of the risks that seem to be difficult to avoid in trying to use welfare measurements are pointed out.

Notes: The paper is concerned with a method of organizing and analyzing information relating to human stocks and flows. The kind of statistical reporting system envisaged is of a traditional kind, but extended so as to record year-to-year changes of state. Life is divided into a number of sequences, each with its own set of characteristic classifications, to avoid an excessive proliferation of categories and so enable many analyses to be made with the kind of statistics already avilable in a number of countries. The need, for some analytical purposes, to combine classifications from different sequences is fully recognized; and this need indicates a direction in which statistical reporting systems should move in the future.The main analytical tool is a set of linear difference equations which, under suitable conditions, can be interpreted either in terms of an input-output system, as in economics, or in terms of an absorbing Markov chain, as in probability theory. A simple regression model is used to link characteristic classifications.About half the paper is taken up with numerical examples, mainly connected with the British educational system as it was in the mid-1960's. An application is also given to movements into, through and out of a psychiatric service system in Scotland.

Notes: This paper is directed at the following question: given an incomplete set of price data relating to goods or services in some category of output for each of a number of different countries, what arithmetic should be performed on the prices to get a meaningful representation of the relative category price-levels of the countries? In the course of developing an answer to the question, some broader matters are considered and illuminated. A comparison of category price-levels for different countries is analogous to a commonly-encountered problem in many areas, that of ranking ordinally or cardinally in one dimension a group of “entities”—persons, households, firms, industries, etc.—on the basis of sets of measurements associated with the individual entities. It is this point of view which dominates the following presentation.

Notes: In order to obtain the information needed to include Kenya in an international comparison of income and purchasing power, it was necessary to collect some data to supplement the regularly collected statistics. Special collection was particularly important for capital goods prices and rural consumer goods prices. The remainder of the work involved using unpublished data available from the Kenyan Statistical Division, either to obtain additional detail required by the comparison, or to maintain international consistency in concept and estimating procedures.

Notes: The paper begins with a discussion of the concepts used and the scope of their application. Then the purchasing power parity rates for LAFTA countries in 1968 are presented and analyzed. With the aid of such rates the real gross domestic products of these countries in 1968 are estimated. Among other conclusions, it is found that these differ quite importantly from GDP calculations using foreign exchange rates, even within the LAFTA area. Finally, the levels of consumer prices in the region in 1968 are compared, and these are contrasted with the results of a similar survey undertaken in 1960.

Notes: Several recent studies of short-cut estimates comparing real income (on a purchasing power basis) of countries are reviewed, including methods comparing real income based on indicators, like electricity consumption. New estimates are presented for 101 countries which had a tradition of conventional national income estimates in 1965, and for 40 countries without extended national income series. One conclusion from the empircial analysis was that until there exist a large number of countries for which purchasing power estimates of real income are available, it is difficult to discriminate between alternative short-cut methods using indicators, and difficult to estimate real per capita incomes of low income countries without substantial errors of estimate. The paper advocates more purchasing power estimates, and institutionalizing the collection of international prices of specified items so that abbreviated market baskets can be readily compared across countries.

Notes: This paper considers the adequacy of unit value indexes as proxies for industrial selling price indexes in Canada, in light of the considerations raised in the Searle report for the United States (summarized elsewhere in this issue). Some 3,237 regressions are run using the industrial selling price index for a commodity group as the dependent variable and the corresponding unit value index as the independent variable. The unit value indexes perform poorly as predictors of the I.S.P.I.; the overall tendency is for the unit value index to overestimate changes in the I.S.P.I.; and to explain on average only about 30 percent of the total variance of the I.S.P.I.

Notes: The current practice in national accounting is to exclude from national product investment in schooling and on-the-job training, except for direct costs of schooling which are included in consumption. Foregone earnings, which form the major part of investment in human capital, go unrecorded.Much is to be gained in consistency and analytical clarity by treating human capital like physical capital in national accounting. Estimating the amount of foregone earnings net of deterioration, that is, net investment, is a step in this direction.Using the framework of the life-cycle hypothesis of earnings, and assuming declining-balance deterioration of human capital, estimates of deterioration rates in respect of American males by race and education level are computed for 1960. Every such d is, however, the minimum consistent with the respective costs and benefits profile. Hence an upper limit d is assumed. The model generates for each costs and benefits profile and in respect of either d, a year-by-year series of net investment in human capital. These are used to obtain two estimates (which turn out to be close to each other) of aggregate net investment in American white males in 1960. On the basis of these estimates, aggregate net investment in human capital is found to be about equal to net investment in physical assets (including consumers’durables).It is also found that the Denison method of estimating the contribution of the increase in human capital to economic growth understates this contribution by a ratio approximately equal to net investment in on-the-job training to returns to human capital. This was about 16 percent in 1960.
