    Notes: Abstract We recast the capital asset pricing model (CAPM) in the broader context of general equilibrium with incomplete markets (GEI). In this setting we give proofs of three properties of CAPM equilibria: they are efficient, asset prices lie on a “security market line”, and all agents hold the same two mutual funds. The first property requires a riskless asset, the latter two do not. We show that across all GEI only one of these three properties of equilibrium is generally valid: asset prices depend on covariances, not variances. We extend CAPM to many consumption goods in such a way that all three properties hold. But now the definition of a riskless asset depends on preferences and endowments, and so cannot be specifieda priori.

    Notes: Abstract Market coordination breakdowns can be formulated in terms of Incomplete Market Structures, whatever is the assumption made about market power (monopoly or competition). When the assumption of competition is made, and financial assets generate an incomplete market structure, there are, generically, an infinite number of equilibria. It is shown that after embedding the model of incomplete markets in a more general model based on the absence of double coincidence of wants, a game theoretic concept of equilibrium, like the Core, allows us to prove an equivalence theorem, i.e. to show that indeterminacy is caused by the fact that the returns of financial assets have no direct utility.

    Notes: Abstract Conventional liability rules do not lead to a first best allocation. Optimal bilateral risk control can be achieved by not compensating any losses and, in addition, charging each party a fine equal to the loss suffered by the other party. In this way, each party internalizes the full accident loss. This paper investigates the properties of this “double liability” rule under risk neutrality and risk aversion of the parties. Finally the use of this rule in the context of multiple-party accidents is discussed.

    Notes: Abstract In this paper we present a partial economic equilibrium model of the labor market in which we maximize the workers' expected discounted utility level, while implying a zero expected profit for the firms. The model we use for the labor market takes into consideration transitions between the various states of employment and the time periods spent in each state. The probability distribution of these time periods may be arbitrary, not restricted to being exponential, as is the case for ordinary time-continuous Markov processes. The basic principles and difficulties arising from monitoring problems and moral hazard are discussed. In order to analyze unemployment insurance schemes that include incentives for workers to avoid unemployment, we depart from the simplest form of the principle of equivalence in insurance. Several different alternatives are discussed, all giving rise to partial insurance and thus incentives. We also analyze the effects that early retirement have on unemployment. Here, we include social security benefits in the economic model. Finally, we show that the optimal solutions entail quantity rationing.

    Notes: Abstract A peculiar feature of insurance is its marketing through a variety of channels about whose performance rather little is known. This paper examines two of the more important variants prevailing in Continental Europe, exclusive and independent agencies (the latter typically having contractual relationships with several companies). Two types of contract governing their behavior are examined for their incentives in terms of growth and cost control. Data covering insurance agencies of both types operating in the Swiss market are used to test for differences while holding constant contract provisions operating on the revenue side. The hypothesis that exclusive agents are less concerned about cost control than independent agencies receives a large measure of confirmation, while no evidence of better performance both in terms of growth and loss ratio can be found.

    Notes: Abstract Traditional analyses with incomplete markets take the securities that are traded as exogenous. In this paper we endogenize the market structure by considering incentives to introduce (costly) options exchanges which issue derivative securities. The method of financing the exchange is critical in determining whether the market structure is socially efficient. If the exchange can charge fees to all agents and make every agent's participation a necessary condition for establishing the exchange then the market structure chosen in equilibrium is efficient. However, if either of these conditions is not satisfied then an inefficient market structure may be chosen.

    Notes: Abstract The traditional pricing methodology in finance values derivative securities as redundant assets that have no impact on equilibrium prices and allocations. This paper considers a model with incomplete markets in which the valuation of derivative securities cannot be treated independently from the valuation of the primary securities. The model constitutes a framework for the analysis of the consequences of financial innovation (creation of new contracts or modification of existing contracts). We provide a numerical counterexample to the popular belief that financial innovations that increase the volatilities of traded securities are “bad”. In this example the introduction of an option increases the volatility of the rate of return on the underlying stock, yet the creation of this asset is unanimously supported by investors.

    Notes: Abstract This paper identifies comparative statics results for insurance contracts that distinguish between various models of decision making under risk—specifically, expected utility, rank-dependent expected utility, and weighted utility. Insurance contracts offer full coverage above a deductible. Firms offer premium schedules that give the premium charged as a function of the deductible; households choose both an insurance company and a deductible to maximize utility. A competitive equilibrium requires zero expected profit for firms. We identify changes in the distribution of losses such that the optimal deductible increases for utility representations in a particular class but decreases for some representations outside that class. We give results both for the demand for insurance, as well as for the equilibrium contract.

    Notes: Abstract The non-expected-utility theories of decision under risk have favored the appearance of new notions of increasing risk like monotone increasing risk (based on the notion of comonotonic random variables) or new notions of risk aversion like aversion to monotone increasing risk, in better agreement with these new theories. After a survey of all the possible notions of increasing risk and of risk aversion and their intrinsic definitions, we show that contrary to expected-utility theory where all the notions of risk aversion have the same characterization (u concave), in the framework of rank-dependent expected utility (one of the most well known of the non-expectedutility models), the characterizations of all these notions of risk aversion are different. Moreover, we show that, even in the expected-utility framework, the new notion of monotone increasing risk can give better answers to some problems of comparative statics such as in portfolio choice or in partial insurance. This new notion also can suggest more intuitive approaches to inequalities measurement.

    Notes: Abstract Biases in risk perception potentially have a large effect on insurance and risk-related behavior. The government can alter these perceptions either through informational programs or controlling the risk. Policies that convey a higher risk level generally have the expected effects on insurance and protective actions, whereas efforts that increase the precision of either the government risk information or private beliefs typically have ambiguous effects. In some cases, the structure of how government policies enter the risk-belief function is consequential. Ascertaining the magnitude of the effects, not simply the direction, also is an important issue. For example, misperceptions have a dramatic effect on the tradeoffs between compensating differentials and the size of the loss but a negligible effect on the tradeoff between compensating differentials and the magnitude of the probability.

    Notes: Abstract Catastrophes provide a principal justification for insurance. Traditional conceptions of catastrophes miss three critical elements. (1) Many catastrophes-the liability revolution in the United States, for example-are not bolts from the blue. Rather, they develop over many years and result from human activity. (2) Conventional, experiencedbased models for assessing losses often smudge the distinction, so critical for catastrophes, between probability and magnitude of loss. (3) Normal insurance contracts, with heavy copayments for small losses but little charge at the margin for large ones, perform poorly when the insured can tradeoff probability and size of loss-a phenomenon we label distribution distortion. The structures of optimal insurance contracts are assessed.

This paper provides sufficient conditions to guarantee such a decrease. An investor is endowed with a portfolio containing a risky and riskless asset that can be augmented by purchasing insurance. Here, insurance is paid for by reducing the quantity of the risky insurable asset, holding the quantity of the riskless asset fixed. In the standard insurance demand model, insurance is paid for by reducing the amount of the riskless asset. This distinction leads to a different insurance demand function because the opportunity cost of purchasing insurance is now random.

    Notes: Abstract We provide a characterization of an optimal insurance contract (coverage schedule and audit policy) when the monitoring procedure is random. When the policyholder exhibits constant absolute risk aversion, the optimal contract involves a positive indemnity payment with a deductible when the magnitude of damages exceeds a threshold. In such a case, marginal damages are fully covered if the claim is verified. Otherwise, there is an additional deductible that disappears when the damages become infinitely large. Under decreasing absolute risk aversion, providing a positive indemnity payment for small claims with a nonmonotonic coverage schedule may be optimal.

    Notes: Abstract There have been major changes in the way European insurance markets are regulated, and there is still considerable debate about what the form and scope of regulation should be. This article examines the arguments for solvency regulation when consumers are fully informed of the insurer's insolvency risk. It is shown firms always provide enough capital to ensure solvency, unless there are restrictions on the composition of their asset portfolios. The conclusion holds even when competition means that only normal profits can be earned. This suggests that the role of regulation in insurance markets should be confined to providing consumers with information about the default risk of insurers.

    Notes: Abstract This article presents a valuation model of futures contracts and derivatives on such contracts, when the underlying delivery value is an insurance index, which follows a stochastic process containing jumps of random claim sizes at random time points of accident occurrence. Applications are made on insurance futures and spreads, a relatively new class of instruments for risk management launched by the Chicago Board of Trade in 1993, anticipated to start in Europe and perhaps also in other parts of the world in the future. The article treats the problem of pricing catastrophe risk, which is priced in the model and not treated as unsystematic risk. Several closed pricing formulas are derived, both for futures contracts and for futures derivatives, such as caps, call options, and spreads. The framework is that of partial equilibrium theory under uncertainty.

    Notes: Abstract Insurance has for a long time been perceived as a way of transferring responsibility from insured agents to insurers and thus as potentially influencing insured agents' behavior. Two particular opportunistic behaviors have been analyzed. First, the theory of adverse selection predicts that high-risk agents are likely to demand more insurance than are low-risk agents. Second, the theory of moral hazard predicts that the wider the insurance coverage, the less agents will try to prevent accidents. Both theories thus conclude that agents who are totally insured should have a higher probability of accident than those with only partial insurance, ceteris paribus. Nevertheless, one of the aims of insurance rating systems is to control for these opportunistic behaviors. In this article, we use individual data to see if the French automobile insurance rating system has achieved this aim. We do this using a two-step maximum-likelihood method. First, we compute a probit model to estimate the probability of taking out comprehensive versus third-party insurance. We then calculate the generalized residual, which is included as an independent variable in a negative binomial model estimating the probability of having an accident. The coefficient of this variable is argued to represent adverse selection and ex-ante moral-hazard behavior.

The interaction of price dispersion and consumer search behavior is shown to affect the choice of marketing systems. We provide a necessary and sufficient condition for the coexistence as a long-run equilibrium. The market may observe the coexistence of the two agency systems regardless of the relative efficiency of agency types, or the domination by the less efficient agency system offering higher average price.

    Notes: Abstract A major characteristic of insurance markets is information asymmetry that may lead to phenomena such as adverse selection and moral hazard. Another aspect of markets with asymmetric information is self-selection, which refers to the pattern of choices that individuals with different personal characteristics make when facing a menu of contracts or options. To combat problems of asymmetric information, insurance firms can use screening. That is, they can offer the clients a menu of choices and infer their characteristics from their choices. This article reports the results of several studies that examined the degree to which people behave according to the notions of self-selection and screening. Subjects played the role of either insurance buyers or sellers. The results of these studies provide partial support for the hypothesis that subjects use self-selection and screening in insurance markets. Our study also points at the importance of learning in experimental studies. In one-stage experiments where subjects did not get feedback, screening was not detected. When multistage experiments were conducted, and the subjects learned from experience and were also taught the relevant theories, their decisions were more aligned with screening.

    Notes: Abstract Existing literature argues that corporate insurance is purchased because the insurance company produces risk management information for publicly held corporations. In this article, we address a fundamental question as to why other financial intermediaries cannot perform the same information production function as the insurance company. We argue that when the risk manager of the firm performs multiple tasks and needs consulting and investigation services from an outside agent for efficient risk management, the optimal contract with the agent has to be in the form of an insurance contract. Other types of contracts, such as flat-fee contracts, cannot be optimal. Therefore, the insurance company is ideally suited to provides these services.

    Notes: Abstract The vertical component obtained from the Global Positioning System (GPS) observations is from the ellipsoid (a mathematical surface), and therefore needs to be converted to the orthometric height, which is from the geoid (represented by the mean sea level). The common practice is to use existing bench marks (around the four corners of a project area and interpolate for the rest of the area), but in many areas bench marks may not be available, in which case an existing geoid undulation is used. Present available global geoid undulation values are not generally as detailed as needed, and in many areas they are not known better than ±1 to ±5 m, because of many limitations. This article explains the difficulties encountered in obtaining precise geoid undulation with some example computations, and proposes a technique of applying corrections to the best available global geoid undulations using detailed free-air gravity anomalies (within a 2° × 2° area) to get relative centimeter accuracy. Several test computations have been performed to decide the optimal block sizes and the effective spherical distances to compute the regional and the local effects of gravity anomalies on geoid undulations by using the Stokes integral. In one test computation a 2° × 2° area was subdivided into smaller surface elements. A difference of 37.34 ± 1.6 cm in geoid undulation was obtained over the same 2° × 2° area when 1° × 1° block sizes were replaced by a combination of 5' × 5' and 1' × 1' subdivision integration elements (block sizes).

    Notes: Executive Summary GPS is a scientific method used as an adjunct to geographic information systems (GIS) for determining high-accuracy control points over large areas. Recent improvements in receiver technology, differential surveying, and software have made use of GPS technology more practical for smaller GIS projects. This article compares three different GPSs with occupation times of 2 and 12 min using an existing control network, comparing the location of the points and the distances between points. The control network internal distances vary from 40 to 280 m, and within 2000 m of the nearest second-order National Geodetic Survey (NGS) triangulation station. The partnership of GPS and GIS will lead to higher surveying integrity while improving digital mapping on the ground over small and large areas. It also allows for postsurvey analysis with solutions coming from multiple base stations. Presented here is a case study of how to achieve highly accurate and effective control points using using GPS/GIS, particularly for a small area.

    Notes: The NAVSTAR Global Positioning System is a space-based, all-weather, worldwide satellite navigation system. GPS uses the constellation of satellites and associated ground equipment to perform the primary missions of highly accurate navigation, time transfer, and nuclear detonation detection. To achieve these missions, GPS has three clearly defined segments – space, user and control (see Figure 1). The control segment, otherwise referred to as the operational control segment (OCS), consists of the personnel and equipment that controls the space segment and interfaces with the user segment. The OCS is made up of the master control station (MCS), the ground antennas (GA), and the monitor stations (MS). The purpose of this article is to describe how the 2nd Space Operations Squadron runs the MCS, the key element of the OCS.

    Notes: The Global Positioning System (GPS) satellita navigation aiding system, sometimes called NAVSTAR, has become a utility to the military and many civilian areas. GPS, currently consisting of 24 satellites, is used by the military for navigation, precision weapons delivery, and the future digital battlefield. In the civilian sector, GPS is widely used as the primary or secondary aid for land, water, and air navigation; as a surveying aid; as a vehicle location system; and as a precision time standard for cellular and ATM sites. In the aviation community, GPS is becoming an integral part of the WAAS (Wide Area Augmentation System) and the LAAS (Local Area Augmentation System) for en route navigation in North America and Category II and III precision approach, and for surface navigation. The vulnerability of GPS have become the vulnerabilities of WAAS and LAAS, and require consideration of interference mittigation techniques. © 1999 John Wiley & Sons, Inc.

    Notes: The growing importance and effectiveness of the Global Positioning System (GPS) in positioning geophysical surveys is now well established. In Ecuador's Amazon basin the use of GPS was the determining factor in the successful completion of a gravity survey carried out in 1994. Over 500 gravity stations, spaced from 1 to 5 km apart and positioned by GPS, were collected in the jungle environment in the country's southeast, where the preexisting data, of variable and unknown quality, were mostly confined to areas along the major rivers. This station densification, which includes the reoccupation of selected points, contributed to increase the gravity coverage; it also allowed us to evaluate and correct 1100 preexisting data points in the area, so that the different surveys can be merged. The composite data set is used for a geologic analysis of the study area, where previously unknown structures are discovered. © 1999 John Wiley & Sons, Inc.

    Notes: The permanent GPS tracking site at Annapolis, MD shows a 7-mm seasonal signal primarily in its horizontal position. It is suggested that thermal expansion of the pier on which the antenna rests is the source of this motion. A simple numerical model of the pier reproduces the observed motion of the GPS antenna, lending credence to this hypothesis. Although adding an additional level of complexity, this motion is predictable and the site retains it s value for high precision monitoring. Although the arrangement of this GPS site it somewhat uncommon, these results emphasize the importance of the underlying antenna monumentation when measuring crustal motions. © 1999 John Wiley & Sons, Inc.

    Notes: GPS ambiguity resolution is the process of resolving the unknown cycle ambiguities of double-difference (DD) carrier-phase data as integers. It is the key to fast and high-precision relative GPS positioning. Critical in the application of ambiguity resolution is its reliability. Unsuccessful ambiguity resolution, when passed unnoticed, will too often lead to unacceptable errors in the positioning results. High success rates are required for ambiguity resolution to be reliable. In this contribution we will introduce and evaluate such diagnostic measures. They complement existing methods of ambiguity resolution and allow the user and/or analyst to infer their reliability. © 1999 John Wiley & Sons, Inc.

    Notes: The largest error in currently used GPS orbit models is due to the effect of solar radiation pressure. Over the last few years many improvements were made in modeling the orbits of GPS satellites within the International GPS Service (IGS). Howeer, most improvements were achieved by increasing the number of estimated orbit and/or solar radiation pressure parameters. This increase in the number of estimated satellite parameters weakens the solutions of all estimated parameters (not only orbit parameters). Because of correlations the additional orbit parameters may introduce biases in other estimated quantities, for example the length of day. We present a recently developed solar radiation pressure model for the GPS satellites. This model is based on experiences and results gained at the Center for Orbit Determination in Europe (CODE) in the context of its IGS activities since June 1992. The performance of the new model is almost an order of magnitude better than that of the existing ROCK models. It also allows a reduction of the number of orbit parameters that have to be estimated. © 1999 John Wiley & Sons, Inc.

    Notes: A solar-powered GPS receiver has been installed near Beaver Lake, Antarctica, to monitor postglacial isostatic rebound that may be occurring as a result of ice thinning near the Lambert Glacier since the last glacial maximum. The equipment is 400 km from the nearest Australian Antarctic base and is completely automated. It is expected that there will be sufficient solar power to operate the equipment from January 1998 to May 1998, but the data will not be recovered until the following summer season. The scatter in height computed from the first 25 days of data is ± 7.5 mm. If such precision is representative of the accuracy of the height estimates, isostatic rebound of 〈 1 mm/yr will be able to be detected after a few years of observations at the site. © 1999 John Wiley & Sons, Inc.

    Notes: Automatic analysis of geodetic-quality GPS data is available with the use of e-mail and ftp (file transfer program) as an interface to a computer at the Jet Propulsion Laboratory (JPL), where precise transmitter parameters – GPS ephemerides and clock errors – are computed regularly. The interface is such that e-mail from an external user causes the JPL computer to fetch the user's data. The computer than analyzes the data, and places the results in an area accessible to the user. An e-mail to the user gives information on the location of the analysis results, which the user can subsequently fetch. Operations on the JPL computer are entirely automatic, and require essentially no labor. © 1999 John Wiley & Sons, Inc.

The C/N0 values are used in the proposed SIGMA-ɛ model to calculate the variance matrix of double-differenced GPS phase data. Examples show the capability of this model to yield higher accuracies for GPS surveys than the use of the standard weighting scheme.     Notes: Investigations of deformation styles in Asia have already led to new kinematic models that predict the spatial and temporal evolution of deformations in the region. Testing these models is now within realm of current GPS technology. In this study, GPS data during 4 months from six stations in Asia, including a new station from Hong Kong whose data were not in public domain, were analyzed for generating kinematic geophysical constraints for the deformations at the regional scale. Processing of 4 months' continuous GPS data from all stations shows small relative station velocities (Wuhan, Shanghai, Xian, and Hong Kong stations in China), except the Lhasa station, which has a northeasterly velocity of about 3 cm/year with respect to the fixed GPS station operating in Taiwan. © 1999 John Wiley & Sons, Inc.

    Notes: Accurate estimates of the velocity and acceleration of a platform are often needed in high dynamic positioning, airborne gravimetry, and geophysics. In turn, differentiation of GPS signals is a crucial process for obtaining these estimates. It is important in the measurement domain where, for example, the phase measurements are used along with their instantaneous derivative (Doppler) to estimate position and velocity. It is also important in postprocessing, where acceleration is usually estimated by differentiating estimates of position and velocity. Various methods of differentiating a signal can have very different effects on the resulting derivative, and their suitability varies from situation to situation. These comments set the stage for the investigations in this article. The objective is twofold: (1) to carry out a comprehensive study of possible differentiation methods, characterizing each in the frequency domain; and (2) to use real data to demonstrate each of these methods in both of the measurement and position domains, in conditions of variable, high, or unknown dynamics. Examples are given using real GPS data in both the measurement domain and in the position and velocity domain. The appropriate differentiator is used in several cases of varying dynamics to derive a Doppler signal from carrier phase measurements (rather than using the raw Doppler generated by the receiver). In the statistic case, it is seen that the accuracy of velocity estimates can be improved from 4.0 mm/s to 0.7 mm/s by using the correct filter. In conditions of medium dynamics experienced in an airborne gravity survey, it is demonstrated that accelerations as the 2–4 mGal level (1 mGal = 0.00001 m/s2) can be obtained at the required filtering periods. Finally, a precision motion table is used to show that when using the correct filter, velocity estimates under high dynamics can be improved by an order of magnitude to 27.0 mm/s. © 1999 John Wiley & Sons, Inc.

    Notes: LandStar is a differential global positioning service (DGPS) that provides 24-h real-time positioning for various applications on land, water, and air in North America, Australia, New Zealand, Europe, and Africa. Its focus is on real-time applications requiring a submeter positioning capability such as agriculture, forestry, Geospatial Information Systems (GIS), survey/mapping, and land/vehicular navigation. LandStar uses a Wide Area Network of reference stations to derive DGPS corrections to model the variation of GPS error sources over a large area. These model parameters are used by the Virtual Reference Station processors to calculate standard corrections that are available for all predefined locations in the network. The corrections are transmitted to the user by L-band satellite communication in the standard RTCM SC104 DGPS correction format. This article investigates the performance of the LandStar Mk III system under various operational conditions and assesses its performance in both static and kinematic modes. Four field tests were conducted during 12 months that tested the sysem in clear static and kinematic conditions as well as suboptimal environments associated with low and heavy foliage conditions. Both the accuracy and availability of the system under these conditions is investigated, with an emphasis on whether the above variables are caused by the LandStar system differential corrections, the GPS measurements, or a combination of both. © 1999 John Wiley & Sons, Inc.

    Notes: The Global Positioning System (GPS), in addition to providing precise navigation and positioning information, produces precise time and frequency measurements. These measurements result from the atomic clocks in the GPS satellites, which are closely coupled to Universal Coordinated Time as maintained by the U. S. Naval Observatory [UTC(USNO)]. The application of these measurements to timekeeping and other systems requiring precise time and frequency is distinct from the navigation/positioning mission. This article will describe the differences in application of GPS to time and frequency uses. These uses will be described in the major areas of timekeeping; stationary uses, such as communications networking; and mobile use for aircraft and shipboard applications. The major considerations in application and operation with precise and less-capable oscilators will be described.     Notes: High-accuracy real-time GPS-based attitude determination requires that integer ambiguities be resolved very quickly so that the attitude angles can be output with minimum delay. This article describes an attitude determination algorithm that can resolve integer ambiguities instantaneously, relative to one antenna of a multi-antenna array configuration. The carrier phase and pseudorange observations are used with fixed baseline length constraints and fiberoptic gyro data. Real-time stochastic model improvement using empirical elevation-dependent standard deviation function and an estimated scale factor are a feature of this algorithm. Integer ambiguity search using the LAMBDA method, sophisticated validation criteria, and an adaptive procedure has also been implemented within the software. An experiment was carried out using four Leica dual-frequency GPS receivers (but only the L1 carrier phase and pseudorange data were used) and a low-cost fiberoptic on a car. The results indicate that integer ambiguities can be resolved on a single-epoch basis with a 98.9% success rate. © 1999 John Wiley & Sons, Inc.

    Notes: Considering GLONASS as one of the pillars of the international Global Navigation Satellite System (GNSS), the Russian Federation works toward the integration of GLONASS with other navigation systems, cooperates with the internal user community, and contributes to the development and coordination of standards concerning GLONASS and the combined use of GLONASS and the global positioning system (GPS). This work is pursued in conformity with recommendations of respective international organizations. Most users recognize that the GLONASS/GPS combination has better characteristics in terms of availability, accuracy, integrity, and so on. However, the combined use of these satellite systems raises problems that must be addressed. This article reviews problems encountered when using two different navigation systems. Solutions developed thus far are outlined. The potential of GLONASS and approaches for high accuracy UTC time transfer are discussed. The transformation between the WGS 84 and PZ 90 reference frames and their conformity with the international terrestrial reference frame (ITRF) is considered. Various solutions are viewed in connections with recommendations made by the International Civil Aviation Organization (ICAO), the Global Navigation Satellite System Panel (GNSP), and the Consultative Committee for Definition of the Second (CCDS) concerning the desirability of using either or both systems interchangeably. © 1999 John Wiley & Sons, Inc.
