    Notes: This paper explores the potential of a digital camera to produce multiple images suitable for plotting. The objective was to build a three dimensional database by linking triangulated images from a Kodak DCS420 digital camera with a computer aided measurement system. The system then supplied X, Y, Z data from x, y image co-ordinates captured off two or more images. Relative accuracy in object space was around 1;50 000.

    Notes: For centuries the ruins of Stonehenge have proved to be both a source of fascination and mystery for the many visitors to this World Heritage Site. The monument itself sets a puzzle that even to this day has not been solved, although there have been numerous theories suggested as to its construction. There is little accurate survey data currently available on the stones themselves, against which these many theories could be tested. The Photogrammetric Unit of English Heritage was therefore requested, in 1993, to commence a project to digitally map all the external faces of all the stones that form the visible remains of this internationally important monument. Photogrammetry was the chosen survey technique and this paper outlines the work of the Unit in using the latest digital photogrammetric equipment to generate a basic three dimensional model of Stonehenge.

    Notes: Many attempts have been made to use various types of photography for traffic studies. The problems most frequently encountered are the expense involved in obtaining the photography and the time consuming and, hence, expensive operation of collecting the required data from the photography. This paper discusses the problems associated with various types of photography and describes a study which has been carried out to evaluate the potential of 16 mm and 35 mm time lapse photography taken from a helicopter. The accuracy of two dimensional co-ordinate transformation systems for collecting the required data from the photography is also described. Finally, recommendations are made regarding the most suitable type of photography and the most convenient and accurate transformation system to use when it is required to analyse the traffic flow data at complex urban and suburban intersections.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméBeaucoup de tentatives ont déjàété faites pour étudier les problèmes de circulation par photographie: les difficultés sont le coût de la photographie, les délais d'obtention et le coût du dépouillement. On examine ici les possibilités offertes par divers types de photographies et on donne les résultats d'une étude entreprise pour évaluer l'intérêt de la solution; camera 16 mm ou 35 mm plus hélicoptère. On précise ici l'exactitude requise pour les transformations de coordonnées. On conclut par toute une série de recommandations.〈section xml:id="abs1-3"〉〈title type="main"〉ZusammenfassungEs gibt sehr viele Versuche zur Verwendung verschiedener Arten der Photographie für Verkehrsstudien. Die am häufigsten auftretenden Probleme sind die Kosten und der Zeitaufwand der Photographie, wodurch die Datenerfassung aus Photos teuer wird. Im Artikel werden die Probleme beschrieben, die bei Anwendung verschiedener photographischer Aufnahmen auftraten. Ferner wird ein Versuch mit 16 mm und 35 mm Zeitrafferaufnahmen aus dem Hubschrauber erörtert. Beschreibung der Genauigkeit zweidimensionaler Koordinatentransformationen zur Ermittlung der gewünschten Daten aus Photos. Abschliessend werden Empfehlungen bezüglich der am besten geeigneten photographischen Methode und zur Transformation der Daten gegeben, wenn Verkehrsströme an komplexen Kreuzungen in Städten und Vororten analysiert werden sollen.

    Notes: On 17th January, 1978, the Secretary of State for the Environment announced the establishment of a Committee, chaired by Sir David Serpell, with the following terms of reference: “Taking account of the views of users and other interested parties, in the context of national surveying and mapping needs, to consider and make recommendations about the longer term policies and activities of the Ordnance Survey and ways of financing them.” Interested organisations, among them The Photogrammetric Society, were invited to submit evidence to the Committee. The Society's submission is reproduced in full. The Secretary of State has asked the Committee to report, if possible, early in 1979.〈section xml:id="abs1-2"〉〈title type="main"〉SummaryAs has been stated the national survey, comprising as it does the horizontal and vertical control frameworks and the basic scales mapping based upon it, represents (assuming completion of the last named) a priceless national asset, but it is not “money in the bank”. It is an ephemeral and fragile asset which will have been frittered away unless it is constantly maintained, repaired and refurbished; even so it will not last forever. At one time or another the various components will all require replacement eventually. What must be avoided at all costs is a repetition of such culpable neglect that it all needs replacement at the same time. This summarises what is now, and must remain, the prime objective of the Ordnance Survey.     Notes: A history and analysis of stereoplotting instrument design and construction in the United Kingdom is given, beginning with the earliest instruments of F. V. Thompson dating from 1907 and 1908 and covering all known designs up till the late 1960s. In the first part of the paper, the instruments built in the 1920s and 1930s are described, much new information having come to light recently in the archives of Ban and Stroud Ltd. and in the papers of the late Professor E. H. Thompson. In the second part of the paper, the instruments which were produced during and after the Second World War are discussed in detail, with an emphasis on those designs which are less well known rather than those which were produced in quantity. The ideas and designs of Deville, F. V. Thompson, Fourcade and E. H. Thompson have been the dominating influences throughout the period and a strong thread of continuity can be established between them.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméOn fait l'histoire du restituteur analogique en Grande Bretagne, depuis ses balbutiements (F.     Notes: Digital photogrammetric techniques have opened fresh horizons and have enabled photogrammetry to become a more user friendly tool for a wide range of applications. However cost remains a critical issue, because new digital photogrammetric workstations and their related software are considered expensive. This paper examines the problem of digital rectification and presents low cost solutions involving the use of commercial off the shelf software packages, which include graphics and painting software, image processing tools and a CAD system. Additionally, specially developed software performing vector rectification is described and discussed. All the packages have been used for rectifying digital images and the results are presented. An attempt is also made to assess the accuracy and reliability of the results. Finally, several alternative digital products are presented, mainly concerning the use of the methods described in the restitution of cultural monuments.

    Notes: Detailed understanding of the processes which control river bank erosion requires high resolution information concerning temporal changes in bank morphology. This paper describes the successful use of digital photogrammetry to extract high resolution digital elevation models (DEMs) from terrestrial oblique stereopairs of rapidly eroding river banks, using the commercial software package Erdas Imagine. This software was developed for use with aerial photography and satellite imagery; problems relating to the use of oblique terrestrial images are discussed and solutions presented. Photography was acquired using semi-metric cameras, mounted on tripods and positioned about 15m from the eroding bank. Data for DEM point spacings of 20mm were obtained, with accuracies of approximately ±12mm in depth. Digital photogrammetry can permit faster analysis, provide better accuracies and involve less ground disturbance than conventional methods of monitoring river channel change. Most importantly, DEM generation is considered to be more useful than traditionally acquired points or profiles for landform monitoring strategies.

    Notes: This eighth and penultimate extract from the Archive is an unusual one for a number of reasons. Of these the most important one is the fact that it is concerned solely with instruments produced in Great Britain. It is therefore concerned mainly with the Thompson-Watts plotter, the only British instrument to go into full-scale commercial production. Strictly speaking the other instrument included in this extract should not have had a separate entry at all, simply because no instrument of this type exists now and so cannot have an entry in the catalogue of instruments. However, in order to trace the development of the Thompson-Watts Mk 2 plotter, produced in 1963, from the remarkable work of Henry Fourcade carried out in the 1920s, the Barr and Stroud ZA2 plotter based on his work has been accorded an Appendix of its own.Both instruments in this extract are based on an optical-mechanical solution to the photogrammetric problem of space intersection and the Thompson-Watts is in fact the only instrument of this type to be found in the catalogue. This particular solution did not find great favour on the continent and so few instruments of this type were produced commercially.

    Notes: Stimulated by promising overseas results with colour aerial photography and encouraged by its potential for solving local problems, the Forests Commission, Victoria, embarked on a series of trials with colour photography in 1965. Early results showed great promise and resulted in further work. This paper describes the methods and results of 70 mm and 35 mm trials concerned with the evaluation of various photographic films. Ein wichtiges Ziel der Untersuchung war das Erlangen von Kenntnissen über die Verfahren zur Verwendung nichtkonventioneller panchromatischer Schwarz-Weiss-Filme und deren Bewertung unter australischen Bedingungen.

    Notes: The CP1 plotter has been employed to produce, from low altitude aerial photography, a detailed map at a scale of 1: 1000 of a major landslide which occurred in an urban area of Hong Kong with extreme relief differences. Geomorphological features of the landslide could be interpreted easily from the aerial photographs and shown on the map which provided an accurate record of the disaster. Experiments with computer mapping of the landslide using a limited number of height points obtained by the CP1 plotter have also been carried out and the results indicated that useful data could be obtained rapidly to meet urgent needs for the preliminary stage of investigation and the planning of reconstruction works after the disaster.〈section xml:id="abs1-2"〉〈title type="main"〉RésuméA partir d'une couverture aérienne à faible altitude, on a restitué au CP1 et à l'échelle du 1: 1000 une carte détaillée d'un important glissement de terrain survenu à Hong Kong et présentant d'extrêmes variations de relief. Les caractéristiques géomorphologiques du glissement aisément perçues sur les photos aériennes ont été reportées sur la carte. On a mené d'autre part des essais de cartographie numérique à partir de semis produits par le CP1, qui prouvent qu'on peut ainsi obtenir rapidement des données utiles aux enquêtes et mise sur pied des travaux de reconstruction.〈section xml:id="abs1-3"〉〈title type="main"〉ZusammenfassungDer CP1 Plotter wurde zur Herstellung einer detaillierten Karte im Massstab 1: 1000 nach Luftbildern aus geringer Flughöhe verwendet, um einen grösseren Erdrutsch mit extremen Höhenunterschieden im Stadtgebiet von Honkong zu kartieren. Die geomorphologischen Erscheinungen des Erdrutsches konnten leicht an Hand der Luftbilder interpretiert und auf der Karte dargestellt werden, die eine genaue Aufzeichnung der Katastrophe vermittelte. Es wurden auch Versuche mit einer rechnergesteuerten Kartierung des Erdrutsches mit Hilfe einer begrenzten Menge von Höhenpunkten, die mit dem CP1 Plotter gemessen wurden, durchgeführt. Die Ergebnisse besagten, dass dadurch wichtige Daten schnell ermittelt werden können, um dringende Anforderungen für eine vorläufige Einschätzung sowie die Planung des Wiederauf baus nach dem Unglück zu befriedigen.

    Notes: A model of a multiple box girder bridge, constructed at a scale of 1: 12, was subjected to an ultimate load test. Deformations were measured photogrammetrically using the method of false parallax. Modifications to the method are described which were necessary to accommodate the three dimensional object and to allow for the fact that the camera stations were not constant from one load stage photograph to the next.     Notes: The fourth biennial symposium of the Photogrammetric Society was held at the University of Birmingham on 22nd to 24th April and was dedicated to the memory of the late Professor E. H. Thompson. Nine papers were delivered. The first three were concerned with the life and work of Professor Thompson. Other speakers dealt, in turn, with future instrumentation in photogrammetry; aerial triangulation and film stability; photomaps and tests related to the perception of map users; map revision; and the recording of archaeological information. April an der Universität Birmingham durchgeführt und war dem Gedenken an Professor E. H. Thompson gewidmet. Insgesamt wurden 9 Vorträge gehalten. Die ersten 3 befassten sich mit dem Leben und Wirken von Professor Thompson. Andere Referenten behandelten: künftige photogrammetrische Geräte, Aerotriangulation und Filmstabilität, Kartenergänzung, Bildkarten und Tests über die Auffassung der Kartennutzer, Aufzeichnung archäologischer Informationen. Die Mehrzahl der Beiträge wird im vorliegenden Heft veröffentlicht.

    Notes: The blackboard architecture, originally developed for the system that permits the comprehension of language, HEARSAY II, has later been used in a great variety of domains and in various environments for the construction of systems. From the classic architecture of HEARSAY II, many applications, generalizations, extensions and refinements have been developed. In this paper we present REDSIEX, (RED de SIstemas EXpertos) which is a network of expert systems within a blackboard architecture, for the cooperation solution of distributed problems. The REDSIEX system inherits various of the elements defined by the architecture of HEARSAY II and incorporates new components and organization. These produce a very characteristic and exclusive global work style in the solution of problems, within a conceptual framework of emergent control. The main structural and functional characteristics of REDSIEX are discussed.

    Notes: This paper presents an intelligent system to assist small investors to determine stock trend signals for investment in stock business. A pilot system is built providing three main categories of technical and analysis theories, namely momentum, moving average, and support/resistance line. It has extensive graphic interface design to facilitate the usage of the system. For novice investors, the system is associated with tutoring features and it supports analysis study of the rationale behind some system recommendations. Skilful investors can explore the various theories for the prediction by means of adjusting the weightings, combinations and even some independent variables allocated by the intelligent system. General users can therefore formulate their investment strategies upon system recommendations under different investment criteria accordingly.

    Notes: The manner in which CARMEN (Constraints And Rules Management ENgine), an operational expert system generator developed as part of the ESPRIT project ITHACA, models and acquires knowledge is discussed. Central to CARMEN are three types of control entities (TASKs, MKSs and BKSs) which are used to describe problem-solving at the knowledge-use level. Modeling of domain knowledge is done both at the deep and surface levels. The Integrity Checking Task (or ICT) is used to illustrate the manner in which CARMEN works. We conclude the paper with a comparison of CARMEN with other approaches in knowledge modeling.

    Notes: The standard AI method for representing temporal information in a first-order logic is to directly associate the information with a time point or interval via a relation. We present a new paradigm for temporal knowledge representation. All point-based temporal information is translated to real-valued functions in the Cartesian plane. For example, information that is true/false at a point becomes a 0–1 function. Other types of information, such as velocity, are directly represented with real-valued functions. The unique feature of the proposed approach is the use of the Riemann integral to represent interval-based information. Our approach is based on the fact that what is true at every point in an interval completely determines what is true over the interval. We conclude with a formal presentation of a first-order logic that is based on the proposed representation.

    Notes: In description logics, default knowledge is exclusively treated as incidental rules. However, as few concepts are definable using only strict knowledge, imposing strict definitions leads to terminological knowledge bases that mostly contain partially defined concepts. This is a real problem because such concepts can only be inserted as leaves of the terminology. Moreover, instance recognition is biased as these concepts must be explicitly mentioned as properties of these instances. It follows that partially defined concepts are described with necessary but not sufficient conditions. As a solution to these problems, we propose to integrate defaults in concept definitions and we argue that this is essential for our diagnosis application. We introduce a description language ALεδ with default(δ) and exception(ε) connectives. The cornerstone of our approach is the introduction of a definitional point of view where a default can be part of a concept definition, whereas in the classical inheritance one it is only viewed as a weak implication. We go on to describe a map between the definition of a concept and its inherited properties, and we show that the combination of these definitional and inheritance levels considerably improves the capabilities of classification processes. In particular this allows us to distinguish sure from probable instances and typical from exceptional instances. Finally we provide a specific operation, object refinement, which consists in enlarging object descriptions with exceptions in order to find additional concepts the object is an instance of. This operation is useful for our diagnosis application.

However, given a problem in which nonmonotonic reasoning is called for, it is far from clear how one should go about modeling the problem using the various approaches. We explore this issue in the context on two of the best–known approaches, Reiter's default logic and Moore's autoepistemic logic, as well as two related notions of “only knowing,” due to Halpern and Moses and to Levesque. In particular, we return to the original technical definitions given in these papers and examine the extent to which they capture the intuitions they were designed to capture.

    Notes: The complexity of the monitored data available in modern intensive care units (ICUs) means that they are best processed, for presentation to medical staff, by expert system techniques. This article describes an expert system that has an appropriately designed inference engine, handling the temporal considerations inherent in monitoring and manages data acquisition via a Medical Information Bus. Also, we will describe how we extended our monitoring system in ICUs by writing an interface allowing communication in dynamic SQL with a relational database management system. The extended system facilitates both permanent filing of case data and the use of filed data by the rules of the expert system, and allows automatic intelligent screening of data prior to permanent filing so as to ensure data reliability.

    Notes: In this paper, we stress the importance of considering evaluation from an overall viewpoint in order to product higher quality Knowledge-based Systems (KBS), that is, measuring attributes of products generated throughout the entire system life cycle rather than the final system alone. A framework for measuring typical products obtained during the development phases is proposed here. This measurement framework includes the definition of the products and the definition of attributes that characterize these products. The attributes are ordered as a multilevel hierarchy. The aim of the measurement framework proposed is to facilitate the application of measurement plans to KBS, using associated metrics.     Notes: Much recent research effort in the field of knowledge acquisition (KA) has focussed on extending knowledge acquisition techniques and processes to include a wider array of participants and knowledge sources in a variety of knowledge acquisition scenarios. As the domain of expert systems applications and research has expanded, techniques have been developed to acquire and incorporate knowledge from groups of experts and from various sources such as text, video, and audio tapes. However, the dominant participant-role model remains that of the knowledge engineer eliciting knowledge from one or more human experts. This conceptual gap has contributed to the major divisions in the KA field between researchers interested in manual KA and those developing tools for automated KA. This article considers the wide variety of possible KA scenarios and presents a meta-view of KA participants and the roles they may assume.We suggest that it is more appropriate to think of knowledge acquisition participants as playing one or more roles. These include knowledge sources, agents and targets for KA processes. We also present a participant model drawn from research in decision support systems that more accurately characterizes the diversity of the entities participating in the KA process. This view is more inclusive as it allows us to consider both human-human and human-computer KA interactions as well as the whole variety of knowledge sources and targets. A careful consideration of the meta-view and its associated role-participant mappings also yields the new ideas of the elemental and composite role and the multi-role entity. These new constructs are then used to identify areas where research is currently needed and to generate specific research issues. Taken altogether, this view allows a more flexible consideration of the many possible combinations that can and frequently do occur in actual KA situations.

    Notes: Software debugging (the diagnosis and repair of faults in software) can be a difficult and time consuming problem. In many cases a problem which can take an inexperienced developer a long time to correct can be quickly identified and corrected by a more experienced one. This is often because they have seen that problem (or a similar one) before. In this paper we present a system (called WATSON) which automatically constructs an explanation of the fault and a repair strategy from a library of partial repair models. This system exploits Case Based Reasoning (CBR) technology to perform this construction. The paper introduces the concepts behind CBR before going on to describe the components of the WATSON system. It then illustrates, by example, how WATSON constructs a diagnosis and repair model from the case databases.

    Notes: : The density and distribution of land uses has important consequences for the planning of sewerage systems and for the costs of these systems. This paper examines these consequences using a simplified service area model. The model determines the area to be served by a central waste treatment plant, where alternative on-lot disposal systems are also available. The model is applied to various urban area configurations, which are summarized by their total populations and by their population density distributions. Both minimum regional cost and minimum local cost service area configurations are determined. In addition, the sensitivity of the model to the parameters of the cost and population density functions is assessed. It is found that the model is most sensitive to the parameters of the collection cost function.

    Notes: : This paper describes a mathematical model, an algorithm and a computer program that were specially developed to study the problem of a water quality management system undergoing a rapidly increasing environmental stress. The model output will determine the locations, sizes and the timing of construction of new treatment plants plus an overall treatment plant operating policy so that environmental standards are maintained at a minimum cost. The model, as formulated, is a 0-1 mixed integer programming problem which is solved by decomposing it into a capital budgeting problem (solved by Little's branch and bound algorithm) and an operational policy problem (solved by linear programming). The coded algorithm (in FORTRAN 10) has been tested with a semi-realistic example.

    Notes: : An improved computational procedure for solving water quality management models containing interacting pollutants and control policies is presented. The method is developed with respect to the specific problem of minimizing the costs of basin-wide thermal and organic pollution control to meet water quality standards. It views the problem in partitioned form where a master problem is used to find cooling levels for thermal polluters while subproblems determine optimal organic pollutant reductions for fixed cooling levels. A gradient based search procedure is used to solve the master problem. Computational results for several river systems are presented. Application of the method to other water quality management models is suggested.

    Notes: : Existing ambient water quality monitoring programs have resulted in data which are often unsuitable for assessment of water quality trends. A primary concern in designing a stream quality monitoring network is the selection of a temporal sampling strategy. It is extremely important that data for trend assessment be collected uniformly in time. Greatly superior trend detection power results for such a strategy as compared to stratified sampling strategies. In general, it is desirable that sampling frequencies be at least monthly but not greater than biweekly; higher sampling frequencies usually result in little additional information. An upper limit on trend detectability exists such that for both five and ten year base periods it is often impossible to detect trends in time series where the ratio of the trend magnitude to time series standard deviation is less than about 0.5. For the same record lengths trends in records with trend to standard deviation ratios greater than about one can usually be detected with very high power when a uniform sampling strategy is followed.

    Notes: : Buried glacial stream channels contain large and easily accessible groundwater resources. Gravity surveys have been frequently applied for their location. A gravity survey in the geohydrologically explored Wood River Valley Area of southern Rhode Island shows extreme lows of -2 mgals over channel depths of maximal 300 feet. Three gravity profiles were observed in east-west direction across a north-south striking stream channel. The bedrock depth increases rapidly towards the south from 130 to 300 feet. The gravity lows observed across each profile are not related to the bedrock depth but rather to the saturated thickness of the main quifer and its hydraulic transmissivity. Well logs indicate that the large change of bedrock depth is solely due to an increase of till of low permeability. The volume of the glacial outwash, which is the major groundwater resource, changes little underneath the three profiles. The gravity lows apear to be directly related to the density contrast between glacial outwash and till. The response to the hydraulically more pertinent units renews the interest in the gravity method as it may have a potential to estimate yields of hydrologically complex aquifers

    Notes: : This paper presents a methodology for the estimation of response functions of crops to irrigation and soil moisture. A system analysis framework is applied to describe the relationships involved. Two subsystems are distinguished, with the first one involving the relationship between irrigation decision variables and soil state variables, and the second involving the relationship between soil state variables and crop yield.A method for tracing and predicting soil moisture profile variations over time and depth is presented, and empirical estimates of the response function of grain sorghum to soil moisture are derived. In the specification of the response function the concept of “critical days” is applied with a “critical day” being defined as one where the soil moisture is depleted below a certain critical level. The paper provides empirical evidence for the usefulness of the approach

    Notes: : In this paper a new methodology for estimating conveyance efficiency within irrigation systems is presented. Based on statistical analysis of daily water releases from the source of supply and deliveries to the farmers in an irrigation district in Mexico, a linear model is obtained for estimating conveyance efficiency and two component factors. One of these factors points out the relative importance of the operational losses (i.e., losses due to water management), and the second shows the importance of the fixed losses which can be attributed to the average flow through the canal network without variations.In the last part of this paper, an analysis of the expected benefits and costs accruing from system improvement permits derivation of a decision rule which may be used for analyzing the economic feasibility of lining in-place canals.

    Notes: : A closed form solution is presented for determining the shape and location of the interface between two dissimilar fluids (having different densities) when steady flow takes place through a homogeneous and isotropic porous medium, into a sheetpile cofferdam; the interface is assumed to be sharp and the lower fluid stationary. The solution is obtained using the inverse hodograph. Numerical results are presented in nondimensional form for various parametric conditions in the physical plane; the interface pattern, as also the seepage discharge and exit gradient distribution are shown. The critical conditions of the interface are studied.

    Notes: : A study has been conducted for the past two years on a 4.6 mile stretch of the Saddle River near Lodi, New Jersey. The primary objectives of this study were two fold; initially, the amounts of various heavy metals being contributed to the Saddle River by stormwater runoff, rainfall, and individual tributaries, etc., were investigated to better delineate the distribution of various sources of heavy metals to the aquatic environment. Secondly, a series of benthal deposits from the Saddle River were analyzed to determine the fate of these metals once introduced into the receiving stream.A mass balance analysis of heavy metals in the Saddle River was performed to determine the amount of these materials contributed from unrecorded sources. The results of this study seemed to demonstrate the importance of considering the potential scouring of river sediments as a secondary source of metals in determinations of this type.The distribution of metals in precipitation samples collected in this study was found to be similar to that in runoff, with lead and zinc predominating. Relative concentrations of metals in precipitation as compared to those of stormwater were relatively insignificant. Metal concentrations of bottom sediments were found to vary considerably from sample to sample.

    Notes: : Faced with the necessity of meeting growing municipal water requirements in areas where available supplies are completely allocated, numerous cities throughout the West are turning to their eminent domain powers to affect a reallocation of water from less preferred uses to municipal uses, thus bringing about a sharp conflict with agricultural interests. As a basis for discussing these eminent domain powers, this paper begins with a brief review of the development of property rights. The existence of both private and public (social) rights in the “bundle of rights” is noted. In recent years the Public Trust Doctrine has been used to limit private rights in property, and to protect and strengthen social rights. A case study which focuses on a conflict between individual and social interests in water rights is discussed. This case involves the City of Thorton, Colorado which initiated municipal condemnation proceedings to acquire the water rights and structures of two nearby irrigation companies. The case represents an attempt to incorporate the spirit of the Public Trust Doctrine into legislation which sets forth procedures for resolution of similar water rights conflicts that will inevitably become more numerous throughout the West in the future.

    Notes: : The problem of allocating scarce water resources among competing uses and users over time in Hawaii is addressed within the context of analytical institutional economics. The nature of this problem has been, in recent years, highly complicated by important institutional changes that control operating decisions for water supply and water pollution. Whereas the imbalance in governmental initiatives regarding changes in the system of water rights (predominantly state) and environmental laws (predominantly federal) are based on U.S. constitutional provisions, the more fundamental roots of the crucial legal doctrines involved have been traced back to the common property concept. This suggests that the more promising opportunities for meeting the water policy challenges of the state are to be found in the historical common property system (ahupua'a) of Hawaii.

    Notes: : Rapid population growth in the metropolitan area of Denver, Colorado, is causing conflicts over water use. Two cities, Thomton and Westminster, have begun condemnation proceedings against three irrigation companies to secure agricultural water rights for municipal use. This is the first condemnation proceeding against irrigation water rights for municipal use. Should the suit succeed, over 30,000 acres of presently irrigated land will lose its water supply. There are about four hundred landowners in the area; two hundred of these are commercial farmers, including truck, dairy and specialty farms. Total agricultural production amounts to about $8 million per year. About 561 jobs related to agriculture will disappear along with about $4 million in not income.Only 6.4 percent of the farmland along the Front Range is irrigated. Continued urban growth will put pressure on the water supply of much of this land. The interested parties of the region should cooperate to lessen the impact of urban growth on agricultural lands and water by forming a metropolitan water district. Such a district could share costs of development of additional municipal water and develop systems where municipalities would recycle waste water back to the irrigated lands.

    Notes: : Drought has been a hazard in parts of Africa throughout historic times, and in all likelihood prior to that time as well. In recent years the hazard of drought has been increasing in frequency and areal extent. A drought that occured from 1968 to 1974 in Sub-Saharan Africa directly affected millions of people, and directly or indirectly cost the lives of tens of thousands of people. The mechanism involved in the widespread problem is the manner of adjustment of the human population to climatic cycles of short duration, in the face of rapidly growing human and animal numbers. A rapid collapse of the grasslands and an expansion of the Sahara Desert southward into more humid areas has resulted from the increasing pressure on the land from largely subsistance farming and herding. Present social, economic, and political conditions indicate that the process is going to continue to accelerate, affecting ever-increasing numbers of people in the Sub-Saharan Africa region.

    Notes: : The Chicago Metropolitan Floodwater Management Plan is a cooperative planning program under Public Law 566 of the 83rd Congress (The Watershed Protection and Flood Prevention Act). The planning effort was jointly sponsored by the U.S. Department of Agriculture, Soil Conservation Service, and the Metropolitan Sanitary District of Greater Chicago. The project is unique in that it studies a 1260 square mile (3266 sq. kilometer) watershed, which is approximately 35 percent urbanized and contains approximately 7.5 million people. At present, approximately 4.4 percent or 330,600 people live in a floodplain. It is presently estimated that 80,000 acres (32,000 ha.) of the study area are subject to flooding with a current average annual damage estimated at approximately $10 million. The Plan which has been developed to reduce or eliminate these damages is divided into six separate watershed plans, and has been developed through extensive use of local citizen watershed steering committees. The paper discusses the planning process, public participation and implementation both at an overall river basin level and watershed case study level.

    Notes: : This paper describes a multivariate water forecasting procedure that is neither complicated, time-consuming nor expensive to operationalize. The forecasting procedure has been used to estimate the water demand for a proposed subdivision in Barrie, Ontario. Reliability is checked by applying the procedure to two existing subdivisions in Barrie for which metered consumption is available. For comparison, a trend forecasting procedure is also applied to the proposed subdivision and the existing subdivisions. Both the multivariate and trend forecasting procedures provide encouragingly accurate results when compared to actual use. While the multivariate procedure allows more precision, both procedures should be useful in forecasting water demand for smaller municipalities.
