    Description: A system study to analyze the question of the impact of advanced STOL aircraft in meeting the needs of short-haul air transportation systems is discussed.     Description: The air-cushion vehicle (ACV) can travel over concrete roads, grass, sand, mud, swamp, snow, ice, and water. This mobility makes possible a totally new geographical freedom in choosing transportation routes, locating ports, and laying out a city. By the 1980s fleets of large ACV freighters could begin carrying ocean-going cargo. The mobility of an ACV fleet would allow placing hoverports away from areas now crowded. New cities could rise along shallow or reef-bound seacoasts and rivers, just as cities once rose around deep-water seaports.

    Description: The principal technology on which all forms of intentional, local weather modification ultimately rest is that of cloud seeding. There are three primary milestones in the evolution of such a new technology including invention, development, and introduction to society on an operational basis. It is shown that government has been deeply involved in each of the first two phases of weather modification's evolution. The agencies involved include the military agencies, the Weather Bureau, the National Science Foundation, and the Bureau of Reclamation. It is pointed out that weather modification will require some unusually flexible and open administrative devices if it is to advance in the public interest.

    Description: In order to study focal individuals within informal communications networks, a special variable was constructed: information potential (IP) was defined as the information-source value placed on an individual by his colleagues. Four hypotheses involving IP were tested in three R&D organizations using questionnaires and pencil-and-paper tests. Results indicated that the individual with high IP used more and different sources of technical information, was seen to be a credible information source and to have a strong ability to associate seemingly unrelated ideas, and was as approachable as the other members of his organization. Four tentative conclusions may be drawn from this study concerning the person with high IP. He is (1) an identifiable individual in several different kinds of organizations; (2) a distinctive information transceiver (transmitter and receiver); (3) both a producer and a catalyst in his own organization; and (4) an extender and an amplifier of information search. To affect the efficiency of informal information flow, the research manager's best hope for positively influencing informal networks lies in the identification and motivation of the special communicators in his organization.

    Description: Results of a study initiated late in 1970 to obtain both a measure of on-and-around-the-job factors which were 'motivating' to engineers and scientists, and to obtain an indication of how the relative importance of these factors changes as a result of the uncertain economic environment. A questionnaire, 'The Jackman Job Satisfaction Schedule,' was used to satisfy the needs of the study. It is concluded that managers can enhance the feeling of motivation by making individual job assignments interesting and challenging, by formulating significant milestones and end points into job content, and by assigning ample rewards with corresponding responsibility. In times of economic uncertainty increased emphasis should be given to security-related aspects of employment.

    Description: The primary sources information for compiling this map were the photographs of the visible hemisphere obtained by earth-based observatories, the Luna 3 and Zond 3 pictures, and a small number of Lunar Orbiter pictures. The primary content of the complete lunar map is the surface relief and its tonal characteristics. In preparing the map, particular attention was devoted to the variety of lunar relief forms. The color spectrum of the map was selected not only for the natural coloring of the lunar surface, but also with the objective of achieving maximum expressiveness. A lunar globe to scale 1:10 million was prepared along with the preparation of the map. The scale of the globe, half that of the map, led to some selection and generalization of the relief forms. The globe permits maintaining simultaneously geometric similarity of contours, exact proportions of areas, and identical scales in all directions. The globe was prepared in both the Latin and Russian languages.

    Description: The intertwining of CAB regulation and airline operations makes it impossible to use operating and financial data from the regulated airlines to determine the extent to which regulation affects costs. The essentially nonregulated, but otherwise, similar, intrastate airlines operating wholly within California (and thus beyond the CAB's jurisdiction) provide a benchmark with which to compare the performance of regulated airlines and thus measure the effects of CAB regulation. This comparison, shows that the nonregulated environment within California has been a much sterner disciplinarian of airline operations than the regulated environment of interstate air transportation. Issues of survival, profits, efficiency, fares, and the impacts of CAB regulation on costs are examined.

    Description: It is shown that it is a natural property of air transportation networks for competitive airlines to concentrate their operations at individual airports serving a given market. This implies that a strategy of developing satellite airports is doomed to failure unless the competitives behavior of the airlines is restricted. The results are demonstrated by tracing out the implications of observed patterns of traveller behavior as regards choice of carrier on the optimal game strategy for any particular airline. Analytic results for a two airline, two airport situation are extrapolated to the more general case, and specific supportive evidence from current operations are cited.

    Description: Justice Department airline merger policy is developed within the context of the Federal Aviation Act, in which there is an unusually explicit reliance on competition as a means of fulfilling statutory goals. The economics of the airline industry appear to indicate that low concentration and vigorous competition are particularly viable and desirable. Several factors, including existing regulatory policy, create incentives for airlines to merge whether or not an individual merger promotes or conflicts with the public interest. Specific benefits to the public should be identified and shown to clearly outweight the detriments, including adverse competitive impact, in order for airline mergers to be approved.
