Notes: This paper highlights the significance of environmental effects and movements on the performance of tile adhesive. Discusses the selection of the appropriate tile adhesive for outdoor applications where the adhesive is subjected to thermal and moisture movements. The study has shown that the effect of temperature during and after application on the development of bond strength is significant. It was shown that adhesive with approximately 50 per cent of the water replaced by a polymer latex has the most consistent performance in the achievement of bond strength. Adhesive with 100 per cent of the water replaced by a polymer latex was found to dry up too rapidly to allow sufficient time for the adhesive to interact with the substrate at the adhesive/substrate interface. The results reflect the importance of a proper mix design, especially when work has to be carried out in hot and dry weather.

Notes: Infrared thermography is said to be a technique that can detect external finishes defects. However, there exist numerous parameters that can affect the accuracy of this technique. Its use should be subject to strict control and the results cannot be considered as conclusive. This paper discusses the complications of the thermal signature and the possible procedures when carrying out the survey. It also indicates that such a technique may be useful to the building control authority for mass-screening of a large batch of buildings to justify the issuance of statutory orders.

Notes: Britain and The Netherlands both have a large stock of historic buildings dating from pre-Roman to modern. Both provide some degree of state funding and each has a series of national bodies that concern themselves with historic building preservation both by the allocation of grants and the awarding of special "listing" status. In both cases the creation of societies to protect historic buildings dates to the second half of the nineteenth century. Despite these similarities, there are substantive differences in the current approach to the preservation of historic buildings. In terms of government intervention The Netherlands employs a far more localised approach than is found in Britain. Tax deduction and government subsidies provide a substantial incentive to building maintenance in contrast to the British laissez faire approach. The private sector in The Netherlands also contrasts substantively with that of Britain. Most conservation work is undertaken by a relatively small number of large firms who belong to a close-knit federation, in contrast to the British approach of a large number of small firms operating in a free market.

Notes: A number of local authority-built properties in the Aberdeen area were found to display evidence of horizontal cracking. An investigation carried out on one of these properties suggested that this damage resulted from sulphate attack of the mortar joints and it was assumed that this was the cause of damage in similar properties at the same location. However, this paper argues that wall-tie corrosion is a more probable cause of the damage evident in these properties. It is suggested that the only effective and reliable method to establish an incidence of cavity wall-tie corrosion is to carry out a direct inspection through the removal of a sample of ties.

Notes: Summarises the evolution of underfloor heating in buildings. Examines the main types of underfloor heating systems in ground floors. Discusses the pros and cons of this method of heating buildings. Shows that with the introduction of flow-applied screeds and plastic piping, as well as improved installation and control procedures, underfloor heating is making a comeback in a growing number of new-build schemes in the UK. However, this study indicates that it will be many years before universal confidence in the system is achieved.

Notes: In order to improve efficiency and enhance the integration of information within the construction industry, it is necessary to establish an appropriate information structure using state of the art technologies. This paper reports on the modelling and integration of construction information within the context of integrated databases as a means of improving integration. The work is being undertaken by the OSCON (Open Systems for Construction) project at Salford University. The project aims to structure and model this information, providing a framework of information into which the modelling of different domains within the construction industry fits. The central idea in the establishment of the model is the ability to allow information to be viewed from different perspectives and different levels of abstraction depending on the requirements of the user. This leads to the necessity of integrating the models in order to permit the sharing of information. This paper also presents a model of transferring advanced technologies based on OSCON to the construction sector through lessons learnt from the research being undertaken.

Notes: Ground movement is responsible for over 60 per cent of structural defects in low-rise residential properties. Since 1971, insurance companies have been responsible for the significant rectification costs. Repair strategies are currently two-fold, being determined by whether or not the foundations are underpinned. The Hoopsafe system uses a grid of post-tensioned concrete beams, cast at foundation level, to restore the structural integrity of the property. The system can provide an alternative to traditional underpinning at an economic cost. Additional benefits include minimal disruption on site and short contract periods; the necessity for homeowners to vacate their properties is usually avoided. These benefits have been demonstrated by illustrative case studies. Professional consultants must consider all options to determine the most effective and appropriate repair technique. The Hoopsafe system can provide an alternative option in the selection process.

Notes: This paper examines some of the key aspects of the process of maintenance management of the built cultural heritage. It is primarily based on responses to a questionnaire from a number of maintenance managers all of whom are responsible for significant stocks of historic buildings within their portfolios. The research identifies two types of organisation; "heritage focused" and "non-heritage focused". It examines differences in approach between them in the following key areas: aims and objectives of the organisation, the use of external consultants and condition surveys, prioritisation and costs. The paper identifies areas for further research. It also suggests that the identification of cultural significance embodied in the fabric of historic buildings and consideration of its vulnerability should be a prerequisite for determining approaches to maintenance management.

Notes: This paper arises from findings which emerged during the preparation of the Good Practice Guide to Maintenance Cost Forecasting. This Guide was commissioned by the Housing Corporation to assist Registered Social Landlords forecast the future maintenance costs of their stocks. It became apparent during the work that client experiences of stock condition surveys had been far from satisfactory. The surveys had often been carried out by professional surveyors and yet many had fundamental weaknesses in their specification, execution and use of data. The level of dissatisfaction expressed, coupled with recent evidence regarding the quality of domestic building surveys, should give cause for concern to the surveying profession. The paper identifies some causes of this dissatisfaction and suggests lessons that can be drawn from the experience. Further investigation is recommended into this crucial area of practice.

Notes: To enhance and promote quality construction, the Construction Quality Assessment System (CONQUAS) was introduced in Singapore in 1989 to evaluate the quality performance of building contractors using numerical scores. Apart from the CONQUAS system, the ISO 9000 quality management standards were also introduced in the Singapore construction industry in 1991. Is there a relationship between certification to ISO 9000 standards and the achievement of higher construction quality standards as indicated by CONQUAS scores? As several years have passed since the introduction of the CONQUAS system and ISO 9000 in the Singapore construction industry, this paper aims to ascertain if the implementation and certification of quality management systems to ISO 9000 standards in construction firms has helped them to achieve higher construction quality standards through higher CONQUAS scores.

Notes: The Government has recognised the significance of exposures in houses to the natural radioactive gas radon and has over the past decade initiated various campaigns in conjunction with NRPB, BRE and local authorities to mitigate its effects. This article explains the principal features of the programme to reduce radon exposures in existing housing, which is based on encouraging occupiers to measure radon levels in their homes and publicising the availability of cheap and effective remedies. The important role is noted of professional groups such as surveyors in the housing market and detailed descriptions provided of the main methods of reducing radon levels and their suitability for particular buildings. The importance of raising radon awareness amongst professionals is noted and sources of further information are provided including technical reports on remedial measures.

Notes: This paper sets out to analyse and interpret factors which bear upon building components and to explore underlying relationships among the number of building components forming a construction entity. The research hypothesis was set as follows: building surveyors do not agree in assessing the strength of each of design, construction, age, changing standards and vandalism as a causative factor for defects on building components. Previous studies have established the factors pertaining to defects in the building structure. What is in dispute is the extent to which these factors are important in causing defects. The objective of the study presented in this paper is therefore to assess the impact of each of five key factors - design, construction, standards, vandalism and age - on 28 selected building components with the aid of questionnaire information provided by 45 local authority building surveyors involved in the day-to-day diagnosis of defects in public housing stock. In so doing, the tangible influence of the factors in terms of how they affect defect causation in building components for the sample is established.

Notes: Reviews the development of ground floor constructions. Explores the reasons for insulating the various types of ground floor constructions. Discusses the reasons for and methods of enhancing the thermal efficiency of floors. Shows that the earliest type of insulated floor was of lime concrete construction. Modern ground floors, whether suspended or ground-supported, must be insulated to an adequate level to achieve a more sustainable construction.

Notes: This paper reports research on the human error causes of defects, which has important implications for design professions involved in supervising new and refurbished building work. Modern thinking on human factors related to failures is beginning to stress managerial forces influencing the event rather than concentrating on the individual actions of a single error perpetrator. The current work develops this thinking and applies it to the problem of avoiding defects in construction. Field research involving a survey of construction industry practitioners, a statistical study of 23 house-building sites and a further series of unstructured interviews reveals that: managerial influences underlie many errors leading to defects; the "pathology" of error occurrence exhibits systemic characteristics, with errors high in the managerial chain having a noticeable influence on errors committed by operatives; and the emphasis placed by publications on correct technical solutions is misplaced and factors related to managers (such as better management training and education) should be given greater emphasis.

Notes: Recent years have seen a growth in the importance afforded to environmental issues, including the environmental aspects of property. One manifestation of this growth is the emergence of the Building Research Establishment Environmental Assessment Method (BREEAM) developed by the Building Research Establishment (BRE). Using a limited research vehicle, this paper examines the basic requirements for a BREEAM assessment and the skills required to undertake such an assessment. It compares these skills with those held by building surveyors and considers whether building surveyors are sufficiently well placed to offer BREEAM assessments as part of their portfolio of services. The conclusion is that BREEAM assessments do represent a potential market opportunity which merits consideration.

Notes: Singapore and the UK share the same common law heritage. English law was imported into Singapore through the colonisation of the island in the nineteenth-century. Singapore law developed in a similar manner to English law, subject to exceptions to reflect the different ethnic and religious identity of Singapore. It is not true to say that English law and Singapore law are identical, despite their common law roots. Since the passing of the Application of the English Law Act in 1993, English statutes are no longer automatically followed in Singapore; however, English common law principles reflected in case law continue to be important. This paper looks at applications in contract law of key areas relating to building defects, such as materials, workmanship and design, in the context of contract law in Singapore.

Notes: The energy required to operate office buildings has been the focus of much research in the past three decades. There have been limited attempts to quantify the embodied energy consumed in construction. Some embodied energy studies have been relatively detailed. But the energy embodied in fixtures, fittings and furniture which is used by occupiers of buildings is rarely mentioned. The potential significance of the energy embodied in fixtures, fittings and furniture has yet to be established. Aims to establish the likely importance of the energy embodied in fixtures, fittings and furniture relative to other life cycle energy requirements of office buildings in temperate climates. Implementation actions are suggested for the optimisation of the energy embodied in fixtures, fittings and furniture used in buildings. Assists facility managers and businesses with their decision making with respect to the environmental impacts associated with energy use throughout the life cycle of their buildings.

Notes: The city of São Paulo, as one of the World's mega-cities, has considerably increased the quantity of commercial floor space recently, with around 160,000m2 added in this sector in 1998 and another 400,000m2 planned for 1999. For this post-occupancy evaluation (POE), the building chosen was a recently designed office building, considered to be high-tech which has a total of 34 floors including six underground levels, 1,033m2 of useful area per floor and circulation of more than 3,000 people per day. The unique situation of the different users, with their particular layouts, is an area that has still not been analyzed in POEs in Brazil. This paper will present the results of a pilot POE applied to four floors occupied by the headquarters of a manufacturer of domestic appliances, focusing on the methodological approach.

Notes: The engineer's personnel play a prominent role in enhancing the constructability of facilities design, construction and assessment. This paper is based on the constructability concepts identified by the Construction Industry Institute (CII) at Austin, Texas and represents and describes the constructability concepts in relation to the engineer's personnel. It discusses the role of each of them in enhancing constructability of facilities projects. A set of obligations has been concluded as an answer to the question of "How can the engineer's personnel enhance the project constructability?".

Notes: This paper describes a case study evaluation of an innovative educational facility at the University of Reading, designed by the American modernist architect, Rick Mather. The paper presents some conceptual concerns regarding "inquiry" based evaluation and advocates the use of "empathetic" evaluation currently practised in other industries. Questionnaire based approaches throw little light on the impact of building design on new workplace practices currently being experimented with in intelligent office buildings. Empathetic evaluation may help to redress this.

Notes: Providing and maintaining safe and comfortable conditions in sport centres raises many issues, particularly cost. The paper gives an overview of the factors associated with sport centre servicing and attempts to highlight the governing factors associated with this, particularly energy costs. A total of 19 sport centres in the City of Liverpool in the UK are investigated, using data elicited from the Liverpool Leisure Services Directorate. The energy operating costs were analysed using statistical methods. Six models were developed to predict total energy costs. Testing and validation results showed a high level of model accuracy. The models would be of use to professionals involved in feasibility studies at the design stage.

Notes: "Facilities management" (FM) has been described as a hybrid management discipline that combines people, property and process management expertise to provide vital services in support of the organisation. Attempts by academics and practitioners to define the scope and content of FM inevitably incurred the displeasure of some quarters of this emerging FM industry that has shown signs of rapid growth in North America, Europe, and Australia and New Zealand, and the Far East in the last two decades. This paper represents a personal view based on a study that covered a multi-sector survey of five industrial and commercial sectors in the UK in 1996. The focus of the research is to provide a business perspective to the role of operational facilities. One of the objectives of the research is to explain the need for strategic business planning to incorporate and, indeed, integrate the facilities dimensions of business delivery. Whilst conceptual in its presentation, there is increasing evidence that the views and models contained within this paper are worthy of serious consideration by practitioners in the field

Notes: The area of facilities management (FM) has grown significantly in recent years. The principles of FM were initially developed in the United States and then exported world-wide. The UK and parts of Europe are beginning to reap rewards in terms of better industrial practices and efficiency. These have been made possible by the use of benchmarking and the identification of best practices; both within a particular industry and also outside them. FM has only recently been adopted in Asia. This paper will analyse the development of practice, research and education, particularly in Hong Kong. Comparisons will also be drawn between the Asian examples and the UK.

Notes: This paper presents the views of 16 fully sighted people who carried out typical office tasks under eight different lighting systems. This work is taken from a much larger study, primarily involved with the lighting of office tasks for visually impaired people. Non-parametric statistical tests show there are significant differences of opinion about the different lighting systems in terms of adequacy and comfort. Whilst there is a general trend in the results which suggest that increasing task illuminance and wall illuminance is preferred by the test subjects, other issues are identified which can influence aspects of lighting quality.

Given the growing administrative significance of lecturer/student ratios, room utilization and occupancy levels, the importance of the lecture facility in the academic programmes of universities is central. Facility function must have an effect on future design decisions in regard to both new build facilities and refurbishment projects. The better informed those decisions are, the greater the quality of the learning experiences taking place in them. The methodology and findings of a research project are considered. It was found that generic design criteria can form the basis for benchmarking facility performance.

Notes: The need to establish key performance indicators for facilities management (FM) is well recognised. However, difficulties in establishing universally-accepted definitions of the FM function and its management process continue to confound the identification and application of a generic set of performance parameters. This paper describes the process of developing a management-by-variance tool for monitoring the performance of the FM function of a major financial services company. The dual problems of the absence of a standardised set of key performance indicators (KPIs) and the lack of existing data for performance evaluation were addressed using a Delphi group. The principle of management-by-variance is based on the monitoring and analysis of performance trends, which is done by monitoring changes in performance using a bespoke (rather than generalised) set of performance indicators. This paper describes the process of creating the pilot version of a management-by-variance tool in sufficient detail to allow the process to be replicated to create other sets of bespoke KPIs. The process and outcomes of the exercise to short-list, rank, and weight a finalised list of 23 KPIs are discussed. The KPIs are analysed in the context of the method of their selection, prioritisation and weighting for their intended custom application.

Notes: This paper reports some interim findings from organisational research into site fire safety which looks at the relevance of Contractor and Facilities Manager attitudes to safety as a component of the overall safety process. Presents a discussion on some of the practical problems associated with Facilities Managers managing the maintenance of fire safety during alterations works. Commences with an illustration of the Facilities Management context of site fire safety that draws upon a number of relevant fire events. It is intended to provoke a wider debate on the relevance of the Facilities Management role in protecting the business. A Project Safety Plan checklist is suggested for Facilities Managers, based on the authors' review of existing construction site fire safety guidance and codes of practice. Explores a broadening of the Facilities Management role, as interface manager, which in most cases of refurbishment and alterations will constitute the common managerial link to the core business.

Notes: This research examines the perceived concern in the public arena about the quality of residential surveys and suggests a high rate of sub standard reporting within residential surveys. The Homebuyer form of report was used in a test of survey standards. A sample of ten surveyors examined the same house in controlled circumstances. Only one surveyor identified each of the three key defects within the property. The research considers the method of assessment of quality within surveys and reports upon the identification of defects and the levels of recognition. The research concludes that there is an unexpectedly high level of reporting that falls below an acceptable standard. Recommendations are made for the improvement of standards, an assessment of the skills required and the requirements for the education process for surveyors.

Notes: Research is being carried out into the performance of surveyors undertaking a Homebuyer Report. The background to that research was published in Hollis, M. and Bright, K. (1999), Structural Survey, Vol. 17 No. 2. This paper is a sub-set of that work and deals with the public perception of survey standards relating to dampness, the duties of the surveyor, and the knowledge requirement for a surveyor working in 1999. It looks at the observation and the reporting of dampness within a sample of ten survey reports completed within a period of two weeks on the same house. The research concludes that there is an unexpectedly high level of reporting that falls below an acceptable standard. Recommendations are made for the improvement of standards, an assessment of the skills required and the requirements for the education process for surveyors.

Notes: The lack of attention to quality control by house builders in the Australian State of Victoria has been a contentious issue for more than two decades. In an attempt to improve the quality of housing, various mechanisms have been adopted and discarded by industry-based organisations and government legislation. While builders are encouraged to improve construction quality, little is known and published about the quality of housing produced by owner builders. This paper presents findings from an ongoing research project that compares the defects in houses built by owner builders with those of registered builders. The initial findings suggest that there is no significant difference between the quality of housing procured by owner builders and registered builders. The functional elements within a house where defects are likely to occur are identified and discussed. The paper concludes by suggesting that the use of a registered builder's management expertise does not necessarily guarantee a better quality product.

Notes: This paper considers the value of using computer models to store, manage and illustrate records of historic buildings. The paper is based upon the research and development work carried out by a team at the University of the West of England (UWE) in building such a model. It considers some of the problems that were encountered and reflects upon the skills and resources necessary for its construction. Multiple media are now available for data acquisition and entry. More overt and explicit classification and codification of facts is necessary using computers. The chosen media and descriptors will enhance or limit the later use of such data. Few heritage organisations have achieved maturity in their use of computer-based information systems. Such use necessarily starts with acquisition of an archive of data but ought to proceed to being able to answer locational questions such as "where" and "when" and ultimately to the support of strategic analysis and "what-if" speculation. It is argued that both media and descriptors have to be chosen appropriately to support these longer term applications. This paper explores some options, discusses criteria for selection, and considers how organisations will need to collect, assemble and use data in order to construct such models.

Notes: Many factors can have an effect on the patronage turnover of retail stores. While there is a concentration on the more obvious aspects such as demography and site location, this paper examines the less publicised, but potentially important effects of in-store factors. The methodology and findings of a research project encapsulating in-store factors are discussed. It was found from the empirical evidence of the focus group, a supermarket chain in Hong Kong, that in terms of facilities, aspects of check-out counter provision and frequency of refurbishment provided the greatest explanation for changes in patronage turnover.

Notes: Increasing budget constraints, the introduction of new clinical protocols and technologies, and changing community needs and expectations are changing Hong Kong's health care system. These unprecedented changes are creating powerful and urgent needs for many of Hong Kong's hospitals to explore alternative approaches to designing and managing their hospital environments. The paper starts by reviewing these changing conditions and then suggests that hospital facilities management professionals must think and act anew. The paper concludes that hospital administrators at the Pamela Youde Nethersole Eastern Hospital in Hong Kong are responding to these corporate challenges by developing a facilities management support response.

Notes: As Asian telecommunications markets become liberalized, there will be significant impact on the design and management of telecommunications space and pathways. Details of the impact will vary according to each country's unique approach to liberalization and according to tenants' expectations with regard to an increasingly competitive telecommunications market. This article explores via each element of telecommunications space and pathways how liberalization of the telecommunications market in Hong Kong is being used as a catalyst to improve services and competitiveness of commercial buildings owned and operated by Hongkong Land Ltd, a major developer of grade A office space in Asia.

Notes: This paper discusses the problems for facilities managers in measuring the contribution of property towards the primary task, taking into account the different goals of the various stakeholders within the organisation. It suggests that the types of performance measures used to measure the property resource should reflect the culture of the primary task, rather than reflecting traditional property measures found in investment property management. A case study of a project undertaken for the Estates Management Department of the Mass Transit Railway Corporation of Hong Kong is reviewed, where measures of customer satisfaction were devised to measure property performance, in accordance with the culture of the primary task of the organisation.

Notes: China is currently the fastest growing economy in the world. This paper discusses the current state of property management in Shanghai and reviews the challenges and opportunities for facility management in this city. In particular, it focuses on the embryonic role of FM resulting from the changes that are taking place in attitudes, both at the corporate and government level. It considers issues arising from personal observation of, and visits to, companies in Shanghai, and discussions with professionals in the property management sector in China. It describes typical property management provision in Shanghai and the growth in the importance of training for property management as part of the growing recognition of the significance of facility management in China. However, it concludes that until the property management industry fully matures it is unlikely that facility management will be widely practised for some time.

Notes: Over the last ten years voluntary labelling schemes such as energy labels and eco-labelling have become increasingly popular within the property sector. However, since the schemes are voluntary in nature their success generally depends on the environmental response of both the property owner and the facility manager. This paper discusses the prerequisites for introducing a successful energy and eco-labelling scheme in Hong Kong. The paper also introduces a cost-benefit analysis associated with Hong Kong's accredited criteria for eco-labelling. Finally, the paper examines the controversial issue of linking eco-labelling to property valuation.

Notes: The facilities management profession has emerged in the latter half of this century in parallel with the technological revolution. A need to establish career and development frameworks that will support this growth has also emerged. This article reflects on the progress in meeting such support frameworks by examining other similar management disciplines and looks specifically at the use of competencies as a development tool. The results of research are published as a guide to aid the development of programmes in this area.

Notes: Presents findings from research on open-plan measures in the determination of facilities space management. The aim of the research is to determine the impact of open-plan measures on the effectiveness of facilities space management of CBD commercial office buildings - the end-view being to establish criteria for effective management and re-engineering of open-plan workspaces. A review of the literature reveals that this issue has not been definitively investigated. Hence, open-plan measures remain virtually under-exploited for the purpose of greater effectiveness of facilities space management. A sample of 102 open-plan offices was studied, and data analysed using descriptive (such as mean, standard deviation, range) and inferential statistics (such as Spearman's rho and partial correlations, multiple regression and path analysis). Direct and indirect associations were found between open-plan and the effectiveness of facilities space management measures. However, some of the relationships were partly and wholly explained by management control measures. Though only multiple regression results are presented here, for reasons of brevity, this study concludes that, in many ways, certain open-plan measures independently determine the effectiveness of facilities space management. This conclusion serves as a basis for developing criteria for effective management and re-engineering of open-plan workspaces.

Notes: The paper reports an investigation of the premise that modern HRM practices - used to encourage and motivate the workforce of an organisation - can be extended to the peripheral workforce of contractors and agency staff. Literature review of HRM identified Communications, Teamworking, Training and Performance Management as suitable topics for consideration. Under these headings the project investigated the views of peripheral workers and their supervising managers within a facilities management environment. The data reveal a highly positive response to the topics with a significant degree of consistency across all groups of respondents. All categories attracted high scores with Teamworking coming out as the most favoured. The creation of genuine teams across contractual interfaces is highlighted as a means to significant enhancement of service provision.

Notes: The study was concerned with investigating the most effective means of motivating low waged workers in the UK's private and public sectors. Levels of job satisfaction, as an indicator of work motivation, were compared between ancillary staff in the National Health Service (NHS) and the hotel and leisure industry, and correlated with the staff-centred programmes introduced in organisations for addressing the issue of staff motivation. Through empirical study no association was found between financial incentives and job satisfaction or staff motivation, and a positive correlation was found between staff-centred programmes and staff satisfaction and staff motivation, which has implications for the working practices for these workers in the NHS. These findings are placed in a theoretical context.

Notes: Discusses some of the strategic issues addressed in the design of an Internet system for two post-experience courses related to facilities management. Covers the epidemiological assumptions relating to the Internet - and how these fit with the requirements of the facilities management discipline. Invariably, Internet development in the UK university sector is perceived as "technical" and "non-strategic" in so far as it relates to the broader learning objectives. Highlights the pragmatic and strategic issues that have been addressed in developing the Internet blueprint for the two courses and emphasises that an understanding of the learning objectives and associated learning strategy must precede any formulation of Internet solution. By doing so, the author hopes to provide an appreciation of the non-technical "soft" issues that will ultimately determine the success or failure of an Internet solution.

Notes: The role of facilities management in the delivery of effective healthcare is linked to the recent growth of facilities management in the NHS in the UK. Research has shown the benefits which can be achieved by the introduction of integrated facilities management. The cultural changes, that are coming as a result of the 24-hour society in which we now live, bring new challenges and opportunities. The need to integrate in-house and outsourced deliveries into a seamless service is discussed as are some of the changes that the profession is introducing. Finally, the authors stress the need for facilities managers to plan positively to meet the new millennium.

Notes: Attempts to introduce multi-skilled "hotel services" workers in several NHS trusts have been studied using Scott-Morgan's Unwritten Rules of the Game methodology. In-depth interviews reveal that, even for staff traditionally regarded as "marginal" and low paid, pride in helping patients is a powerful motivator, one which frequently ensures services are maintained, especially during periods of compulsory competitive tendering (CCT). A traditional "command and control" style of management and the fear engendered by CCT produced powerful barriers to different performance levels from multi-skilling. We contrast this approach with a more emergent exercise fostered in a group of wards where responsibility for the ancillary workers was transferred to the wards' director of nursing. These wards have now developed more highly motivated, confident support workers and demonstrate a number of resulting performance gains. We interpret the results in terms of the cultivation of a new pattern and a systemic positive feedback.

Notes: Although there is a growing international movement toward the use of engineered or performance-based fire safety design, current practice is dominated by prescriptive-based design. In prescriptive-based fire safety design, only those requirements prescribed by appropriate building regulations, installation standards, or approved documents tend to be applied. Because these requirements typically include fire protection measures, such as fire detection and signaling systems, automatic sprinkler systems, fire compartmentation, and emergency egress systems, there is often an assumption that occupants, employees, and users of a facility will be safe should a fire occur. However, there are a variety of factors that could affect the actual fire safety of a facility that comply with the appropriate regulations. Fuel type, loading, configuration, and location can change, leading to an increase in fire risk. Occupants may not see, hear or understand fire alarm signals as fire alarm signals. Fire detection and signaling systems, fire suppression systems, or smoke management systems may not be 100 percent functional at all times. Fortunately, many of these factors can be controlled for, if they are understood and addressed, within a fire safety management plan. To assist with such planning, this paper discusses various human behavior and response issues that may affect life safety during a fire or emergency, and provides suggestions for integrating these issues into a fire safety management plan.

Notes: A review of research, interviews and experiments at an IKEA building are presented with results that could affect the planning and real time management. Subjects had to choose between a normal exit and an emergency exit in different conditions. The results show that the majority of subjects choose the normal exit even if the distance is double compared to the emergency exit. The only exception is when the emergency exit is open and it is possible to see the daylight outside. Findings show that a ring signal is often misunderstood but a spoken message is understandable.

Notes: This paper reviews the human behaviour and risk communications which occurred during a number of major fires (Beverly Hills Supper Club, Summerland, Woolworth's, Bradford, King's Cross) and a crowd crush (Hillsborough). The paper draws on official Inquiry reports and related research, including a series of five underground station evacuation studies modelled on the King's Cross fire scenario. The pattern of delay in warning the public is considered in terms of misconceptions about "panic" and the performance of public facilities as a communication system consisting of design, technology, management and occupancy (setting in use). The paper advocates performance-based design, warning system technology and facilities management (organisational and occupant response) criteria, allied to minimally sufficient early warning of the public on a risk communication timeline. The latter needs to address and accommodate the timing and duration of occupant response, shelter and escape behaviour from different locations as an emergency unfolds.

Notes: Research and experience show that occupants tend to ignore fire alarm signals and continue their activities in large public buildings. Alternative means to alert the public in the event of an emergency and to initiate evacuation movement are discussed. The use of a standardized Temporal-Three fire alarm signal is advocated to ensure occupant recognition of the fire alarm. Also, a communication system combined with closed-circuit televisions (CCTVs) is recommended to convey precise information to the public. Building managers are considered responsible for developing a fire safety plan, and for ensuring that employees are well trained and that communication among staff is efficient in order to transmit information to the public that will prompt fast and safe evacuation movement.

Notes: Facilities to cater for the needs of people with learning difficulties are provided in a range of accommodation which includes new build and adapted buildings. Issues related to the life safety of building occupants with learning difficulties, particularly where there are sleeping risks, have not been given sufficient prominence. To assist facilities managers in the difficult task of prioritising space and resource allocations, a method for development of assessing the evacuation capabilities of residents with learning difficulties is offered for discussion.

Notes: Developments in recent years in safety legislation have shifted the burden of responsibility for safety to the owners and managers of facilities. This shift has occurred following a period in which increased accessibility to buildings and facilities for disabled people has been provided, and these to an increasing extent are being used by disabled people. Since most fires are accidental and therefore preventable, prevention has primacy. However, given a fire the facilities manager must be confident that procedures in place are sufficient to ensure safe evacuation of the premises if necessary.

Notes: Fire safety management on offshore platforms has been a matter of major concern since the publication of the Cullen report into the Piper Alpha fire. In order to be able to achieve and maintain an acceptable level of fire risk it is desirable to consider the system as a "dynamic whole". The intention in this research has been to construct a fire safety management system which is both efficacious and resilient. To this end a systemic approach to fire safety for an offshore platform has been pursued, employing the Viable System Model and the Failure Paradigm Method.

Notes: The paper discusses the problems encountered in the management and quantitative evaluation of fire risk and safety in a building. Rational methods for obtaining solutions to these problems are provided by non-deterministic mathematical models rather than deterministic models. This is due to the fact that the occurrence and spread of an accidental (not arson) fire are random phenomena affected by uncertainties caused by several factors. Non-deterministic models discussed briefly in the paper include simple statistical and probabilistic models, regression methods, probability distributions, fault and event trees and stochastic models. The paper only provides a framework for applying these models to any type of facility. For any type, it may be necessary to modify these techniques, collect all the relevant data and perform the analyses to derive results and conclusions applicable to that type.

Notes: Intelligent building (IB) is the future of our building industry. All new commercial buildings and probably luxurious domestic buildings are designed with a common goal - to become intelligent buildings. However, the official definition of IB has not yet been standardised around the world. In the USA, an IB is categorised by four basic elements, namely building structure, building systems, building services and building management. In Europe, the emphasis is on information technology and the genuine need of the user. In Singapore and China, it appears that the term "automation" has been dominating with a great emphasis on high technology. It is our view that a proper definition of IB should be based on users' needs instead of the image of the building itself. We have therefore developed a new method for defining and specifying IBs. The requirements of users are categorised into eight key modules. All building systems and features are summarised in terms of tens of elements. Selected elements are assigned to a particular key area, i.e. module. Each type of building is then allocated certain key areas for detailed design. Once the areas have been chosen, the elements will automatically be assigned for the consultants to carry out detailed design works. This concept of definition has both advantages of comprehensiveness and flexibility, hoping that it will be useful for the developments of IBs not merely in Asia but also the whole world.

Notes: This paper addresses the practice-derived concept of "flexible working" in order to challenge the lack of critical thinking in such facilities management (FM) research and writing. Through comparison of the field of FM with literature from other management fields, it proposes that much FM "research" is concerned with the validation of practice-based concepts, which have been derived and implemented in small sections of specific organisations with self-interest in their success and promotion. In so doing, it supports previous critical reflection on the lack of theoretical research in the FM field.

Notes: This paper looks at facilities management (FM) in the wider context of the social, economic and political changes that are taking place at the end of the twentieth century. It argues that the core of FM relates to managing the changes that are taking place in the relationship between organisations, their employees and their facilities, all of which are being fundamentally altered by external forces. It pleads for a greater understanding of the issues raised by the debate around postmodernism and the impact they have had on the development of FM to date and will have on its future.

Notes: The paper reviews the operation and management of a long established estate office within a university. It identifies the drivers for change and the potential consequences of these changes on the staff. Further it examines the potential for conflict during the period of change. The paper suggests that by adopting a teamwork response uncertainty and stress can be minimised. The paper concludes by emphasising the need for interaction between team members as an organisation undergoes the change from property driven to one where customers drive the process.

Notes: A field survey on 36 old high-rise buildings in the Hong Kong Special Administrative Region (HKSAR, formerly Hong Kong) was conducted to study the problems of the retrofit installation of sprinkler systems in those buildings. The floor plan, occupancy type, number of occupants, fire load distribution, hazard class, number of sprinklers to protection area ratio and the number of sprinkler heads were studied along with the characteristics of the buildings identified. A detailed investigation was carried out in an old high-rise non-residential building with sprinkler system installed. It was observed that the retrofit sprinkler systems might not perform satisfactorily in case of fire. Further, water discharged might not reach the ground level because the sprinkler sprays pattern was not considered. Technical and financial difficulties of installing sprinkler systems in old high-rise buildings were studied. In addition, it was ascertained that problems related to structural loading for the system, variation in the occupancy level, allocating spaces for the sprinkler system components such as water tank, pumps and pipes compound the complexity of installing sprinkler systems in old high-rise buildings. Finally, the cost for retrofit sprinkler installation has been estimated.

Notes: Examines best practices in several areas of FM, based on case work completed over the last four years by FMGC (formerly UFMR). Compares them by reference to two dominant paradigms, or patterns, of modern organisational theory and argues that a view of organisations as living, learning systems better explains - and more importantly better enables - best practice. The challenges facing facilities managers in the future are, as in other areas, those of finding new ways of leading, of cultivating environments for performing, and of finding new conversations with clients, customers and staff.

Notes: Summarises the results of a survey of major property agents in Scotland, regarding the professionals' views of the methods adopted and the quality of information supplied by small and medium-sized organisations to procure space. This survey confirms the view that property is not clearly understood by the business community and that there is a tendency for such businesses to be defensive when questioned on their specific property needs. It further confirms that spatial quantification is neither well-considered nor understood and that the property agent has little confidence in the stated requirements. The agent also seems reluctant to introduce tools to the business to better understand and communicate these requirements. The agent considers that the property information supplied by business is of poor quality and that the person responsible for such procurement within business is, predominantly, not at a high level of seniority.

Notes: Looks at the problems of achieving a relevant quality outcome in the minor thesis components of postgraduate coursework Master's degree programmes. Considers how the quality of course deliverables can be enhanced through innovative approaches to demonstrating mastery of the research process, such as using the World Wide Web in conjunction with case study investigations. Argues that the skills developed through critical analysis of case studies is crucial to a project manager's ability to function effectively and in a way that meets the clients' service quality expectations. Examines two case study investigations from a Master of Project Management degree, with reference to a demonstrated need for project managers to prove their capacity to view problems from multiple frames of reference. The examples illustrate the unique opportunities to present multiple frames of reference offered through development of Websites linked both internally and externally to wider sources of information, and provide an exciting and novel contribution to the management of project management courses. The principles presented also have wider appeal across management and other academic disciplines.

Notes: Many elderly people and people with disabilities, who form a significant part of society, are unable to use doors and windows due to the physical effort required. Research at BRE over the past two years has produced a guide for the specification of automatic controls for doors and windows in homes that aid access and improve facilities. The research began in April 1995 and has been undertaken as part of a DETR funded Partners in Technology project with support from numerous industry partners. To assist development of the guide, laboratory and field testing of prototype doors and windows with automatic controls has been undertaken. The results of these studies are described.

Notes: Past and current uses of chemical treatments to control or eradicate fungal infections and/or insect infestations in buildings have led to a number of reported cases where occupants and users of these buildings have suffered various physical symptoms. The role of chemical treatments, whether as biocides, fungicides, insecticides or wood preservatives, has therefore come under scrutiny and various countries are now reviewing their use in favour of a more benign approach to the management of decay in buildings. Growing concern for the environment and the health of those treating or living in treated buildings has also led to changes in the way we perceive and deal with buildings and building defects. As a result, the conventional approach to survey, defect diagnosis and remediation has to be re-thought and placed in the context of a wider environmental agenda. This paper provides evidence for how historic chemical treatments can have effects on the health of the building and its occupants, and considers the implications of such treatments for those charged with specifying or undertaking works to the fabric of affected buildings.

Notes: This paper offers a brief review of the present use of scanning electron microscopy (SEM) in concrete studies, from the perspective of how research in materials science is translated into applications in construction engineering. It describes the scope of present use of the method, and attempts a prospective for the near future in areas where more work could make productive use of the technology. Selected case studies have also been discussed. The electron microscope has been used as a research tool in understanding the root cause of the differing performance of various types of concrete under various conditions, a development tool in making better concrete, and a diagnosis tool on problems like cracking of concrete. The paper also explains how sample preparation affects the type and quality of information which the SEM can produce.

Notes: This paper presents the findings of a research project which investigates the market for the chartered building surveyor to act as the "panel expert" for insurance companies in domestic subsidence claims cases. The key players in the process of a claim are considered and hypotheses, that building surveyors are discriminated against in favour of engineers, and that this is due to the training of each profession, are stated. The hypotheses are tested by questionnaire studies of building surveying firms, insurance companies, loss adjusters and higher education institutions. The hypotheses are largely confirmed but the results throw interesting light on the subject. The paper concludes with recommendations for professional bodies and universities to assist those surveyors wishing to practise in an increasingly important area of work.

Notes: Much of the housing stock in the UK is built on shrinkable clay soils, particularly in the south-east of the country. When the moisture content of the clay soils is reduced the clay shrinks causing downward movement. This extraction of moisture from the clay may occur in a number of ways, but the main causes are either prolonged periods of dry weather (a combination of high average temperatures and low average rainfall) or tree roots extracting the moisture from the soil in close proximity to a property. The most extreme cases occur when a combination of the two causes is evident. Over the past few years the UK has seen some of the driest periods of weather on record which has meant that clay soils have not been able to replenish their seasonal moisture loss during the winter months. This has caused an increase in the number of cracks appearing in properties and a rise in the number of subsidence claims made against insurance companies. If climatologists are right about global warming, then subsidence damage has become an endemic hazard of home ownership. Prolonged periods of dry weather will continue to cause serious and very expensive damage to the country's housing stock. The annual subsidence bill of £300 million can only be reduced by improving education and communication within the construction industry and encouraging house owners to look after their investments more carefully. This paper attempts to identify how the cost of subsidence damage can be reduced despite the changes in climate conditions.

Notes: Realistic digital data entry and data handling is the key to unlocking the power of modern computer tools for all forms of building management functions. A survey system is needed to get the vital data about property collected and entered into any management database. Three discrete usage areas for computer technology are identified: data collection, manipulation and presentation. The key differences between the various types of building survey are outlined. The conceptual and actual challenges in each survey system area are explored. Past problems and mistakes in applying technology are discussed. Innovative automated, efficient, and integrated solutions are suggested. A new multi-media and completely digital approach is recommended for applying new computer-based tools to all kinds of property inspection. The future tools for super-efficient building surveys in the next century are considered and predicted.

Notes: The writer draws on personal experience to suggest that theatres, as a building type, are particularly vulnerable to ill-advised alteration. He describes the peculiarities of design and construction which distinguish theatres from other types of public buildings and sets out a number of ways in which theatre operation can be damaged or even destroyed by seemingly unimportant interventions. The role of the Theatres Trust in protecting theatres not currently in use as such is detailed and justified, pointing out that many theatres have, in recent years, been returned to their designed use after decades in other employment. The importance, in this context (and having regard to modern theatre economics), of low-cost reversibility is emphasised. Finally, comments drily on the psychology of theatre operators and theatre purchasers.

Notes: Postulates the metaphor of a "video camera" to discuss the way old structures accumulate physical signs of the events they have existed through. Outlines the nature and purpose of the RCHME, its constitution, size, and its obje ctives of: survey, curating and making available its archives, and recording of "threatened buildings". Suggests why the past is regarded as significant and how historical research operates by piecing together evidence. Explains how old structures contribute their stored evidence to this process.

Notes: This is the ninth and final article in the Small Urban Spaces series and describes by way of a case study the sort of approach and attention that some more modest, but nevertheless important, squares and gardens ought to be rewarded. The green places, as well as the "hard" spaces and little corners that surround our buildings may deserve, perhaps, as much consideration as the properties nearby. This case study may assist readers in developing their own techniques in appraising these valuable small open spaces.

Notes: The majority of the population in Hong Kong live in multi-storey high-rise buildings. The safety conditions of these buildings are a major concern of the Government and the public. Fire safety is one of the major concerns especially after several large fire tragedies in the past few years. The Hong Kong Government has introduced a mandatory safety assurance requirement which is called the "Building Safety Inspection Scheme". Under this scheme, building owners are required to appoint appropriate building professionals to assess the safety level of their buildings and to recommend appropriate actions. One of the major aspects relates to the fire safety. In order to ensure uniform standards and easy administration, the Hong Kong Government intends to publish a Code of Practice on the assessment for use by building professionals. This paper proposes a fire safety assurance approach including the fire safety assessment method which may form the basis of the Code of Practice.

Notes: The purpose of the article is to highlight for adjudicators key issues arising under the JCT 81 standard form of building contract which need to be understood in order to reach adjudicator's decisions. It discusses the responsibility for design and the certifying and valuing functions of the contract administrator and quantity surveyor under JCT 80 and compares them with the way they are dealt with in JCT 81. The employer's requirements, the contractor's proposals and the contract sum analysis together with the role of the employer's agent in JCT 81 are explained. The article concludes with advice to adjudicators and comments on the apparent reduction of disputes under JCT 81.

Notes: Continues to explore the development of ground floors in residential buildings and extends the study to other property types. Shows that the provision of damp proofing for ground floors is a relatively modern practice. Examines the introduction of the main materials used as damp proof membranes. Considers the newer types of damp proof membrane materials on the market. Confirms that polythene is now the most common type of damp proof membrane in domestic construction.

Notes: A popular façade treatment for buildings in Hong Kong is tile cladding. It is used for the majority of low and high-rise residential buildings and the less expensive office developments in lower grade business districts. Mosaic and ceramic tiles are generally durable, versatile, waterproof and need little maintenance. However, tile defects such as dislodgement and water penetration can affect buildings that are only a few years old. The paper examines the typical causes of tiling defects and the range of repair methods that are being adopted in Hong Kong.

Notes: This building represents a major advance in the design of low energy buildings. It was designed to demonstrate techniques which can be used in future low energy and environmentally-friendly offices. The building is naturally ventilated and uses its thermal mass to moderate the high summertime temperatures. Water is abstracted from a borehole and used as a very energy-efficient source of additional cooling for the building. The offices have a high proportion of glazing to make maximum use of daylight, together with solar louvres to limit solar heat gain. Other features are a super efficient lighting system, sophisticated controls, photovoltaic panels and the extensive use of re-cycled materials.

Notes: Continues to examine the provision of damp proofing in ground-supported floors. Considers the problems associated with dampness in and damp proofing of floors in old buildings. Examines the options for replacing the original defective floor with a ground-bearing floor. Indicates that when a new DPM is installed, moisture can be diverted from the underside of existing ground floors to the external walls. Shows that in some instances the provision of a DPM may not be essential in replacement ground floor slabs provided that certain precautions are taken.

Notes: This paper considers the relationship between value management and facilities management. The findings are particularly relevant to large client organisations which procure new buildings on a regular basis. It is argued that the maximum effectiveness of value management can only be achieved if it is used in conjunction with an ongoing commitment to post-occupancy evaluation. SMART value management is seen to provide the means of ensuring that an individual building design is in alignment with the client's strategic property needs. However, it is also necessary to recognise that an organisation's strategic property needs will continually be in a state of change. Consequentially, economic and functional under-performance can only be avoided by a regular performance audit of existing property stock in accordance with changing requirements. Such a policy will ensure ongoing competitiveness through organisational learning. While post-occupancy evaluation represents an obvious additional service to be provided by value management consultants, it is vital that the necessary additional skills are acquired. Process management skills and social science research techniques are clearly important. However, there is also a need to improve mechanisms for data manipulation. Success can only be achieved if equal attention is given to issues of process, structure and content.

Notes: An organization's facilities department must always be in a position to respond to any disaster whether man-made or natural. Seeks to identify some of the key issues for surviving premises-related disasters including provision of necessary accommodation by assessing available space resources. No time is available after a major disaster for this assessment; thus contingency plans must be in place to avoid as much disruption as possible. Identifies other ideas which can sensibly be implemented before the event to minimize the after-effects, and concludes with the thought that gaining time before the event is very important for an organization to survive such disasters.
