    Notizen: Abstract. Recent years have witnessed a large inflow of illegal immigrants into Greece. Past surveys have examined the extent and nature of this immigration, but have not analysed the impacts on the economy. This paper presents a theoretical and empirical analysis of the impact of illegal immigration on the economy of the small open type, like that of Greece. The theoretical analysis uses a small stylised model to show that there is no unequivocal case for illegal immigration to lead to declines in the real wages of unskilled labour and increases in the real wages of skilled. Empirical analysis using a recently constructed applied general equilibrium model for Greece, adapted to the purpose in hand, shows that the inflow of illegal immigrants has resulted in declines of the real disposable incomes of two classes of households among the fifteen modelled, namely those headed by an unskilled person, that are poor and middle income. All other households gain. The ones who lose, however, make up about 37% of the Greek population. The distributional effects are moderated, however, when rigidities in the labour market are simulated.

    Notizen: Abstract. This paper investigates the degree to which the individual exit rate out of unemployment for young job seekers changes as a function of the elapsed unemployment duration. We use a nonparametric estimation method for population data on outflows from different duration classes. The method also provides estimates of the amount of unobserved heterogeneity in these data. We explicitly take into account that individual exit rates are affected by the business cycle. The method is applied to population data on young French unemployed job seekers. The results are used for policy recommendations.

The paper focuses on the individual's choice of activity on completion of compulsory schooling – to remain in full-time education or to seek employment – and the factors influencing this decision. Information from the England and Wales Youth Cohort Studies, coupled with labour market data, is used to estimate of logit model of choice and assess the role played by social and market factors. The results show that labour market conditions play an influential role in determining outcomes, particularly in the case of young males with weaker academic qualifications. Consistent with the time-series evidence, we find that participation rates in further education for both males and females are positively related to the unemployment rate in the local labour market, the effects being greater at times of economic recession when unemployment rates are rising.

    Notizen: Abstract. This paper examines the extent to which differences in welfare generosity across states leads to interstate migration. Using microdata from the National Longitudinal Survey of Youth (NLSY) between 1979 and 1992, we employ a quasi-experimental design that utilizes the categorical eligibility of the welfare system. The pattern of cross-state moves among poor single women with children, who are likely to be eligible for benefits is compared to the pattern among other poor households. We find little evidence indicating that welfare-induced migration is a widespread phenomenon.

Results based on a sample of Canadian households challenge the findings of most studies which show significant negative effects of schooling on the fertility of women under the age of 45. This is due to the application of methods to an optimization model which distinguish between those households which have completed their reproductive behaviour from those which have not. Completion status and the desired number of children are used to infer characteristics of the optimal programme which are then employed to derive a likelihood function. Traditional demographic methods have so far not fully utilized the distinction between incomplete and completed households in sample surveys. These methods also lead to the conclusion that completed fertility had increased from its all time low in the nineteen seventies.

    Notizen: Abstract. Recent studies have begun to examine rigorously the links between early childbearing and subsequent socioeconomic status. Prominent in this literature has been a set of analyses that have used sibling fixed effects models to control for omitted variables bias. These studies report that the siblings difference procedure leads to smaller estimates of the effects of teen fertility than does standard regression analysis. While it is well known that the siblings fixed effects procedure makes strong assumptions regarding the type of omitted variables and is not necessarily robust to alternative assumptions, the assumptions of the procedure have not been explicitly examined. This paper uses 1979–1992 data from the National Longitudinal Survey of Youth to compare estimates of the income and education consequences of teenage and young adult fertility from standard regression and siblings fixed effects models with estimates from more general, alternative siblings models.

    Notizen: Abstract. This paper shows that financial intermediation can influence fertility and labor allocation decisions by raising market wages. The increase in wages induces some households to abandon “traditional” labor intensive methods of production managed at the household level and supply labor to “modern” sector firms. Since it is optimal for households in the modern sector to have fewer children, the labor allocation decision leads to lower national fertility. A panel VAR using financial intermediation, fertility and industrial employment share data in 87 countries is estimated. The empirical results show that the data are consistent with the theoretical predictions.

    Notizen: Abstract This paper examines the dynamic implications of border control policies and internal enforcement measures for the pattern of illegal immigration and the sectoral allocation of clandestine foreign workers. It is argued that efforts to control illegal immigration in sectors where they traditionally find employment may trigger the formation of networks supporting clandestine foreign workers in new locations and occupations where the probability of detection is relatively lower. The end result may be an increase in the overall stock of illegal immigrants residing in the economy.

    Notizen: Abstract. This paper develops a Harris-Todaro (HT) type model of East-West migration in which labour market imperfections prevent market clearing in both blocs. The model encompasses two extremes of perfectly flexible wages with full employment on the one hand, and the HT scenario where the real wage in the host country is fixed, on the other. Welfare analysis compares the laissez-faire migration equilibrium based on explicit calculations of potential migrants without immigration controls in the West, with the socially optimal level of migration. The paper examines the issue of immigration control by developing a model of illegal immigration in which the incentives facing the potentially illegal immigrant are explicitly modelled.

    Notizen: Abstract. This paper considers the prospects for successful implementation by governments of guest-worker programs that are based on an intended temporary presence of foreign workers. A means of enforcement of temporary presence is a penalty imposed for overstaying the permissible time period. Employers who are obliged to post bonds for their foreign workers are provided with an incentive to ensure that their workers leave at the end of their contractually specified stay. We consider the consequences of such a bond when foreign workers can leave legal employers for illegal employment. We also investigate the effectiveness of deferred payments to foreign workers as a means of discouraging transition from legal employment to illegal presence. In the final analysis, although the policy intention is a temporary stay, we conclude that if foreign workers do not wish to return home, there is an almost inevitability to the creation of a population of illegal immigrants (whose presence may be subsequently legalized).

This paper uses the data on males and females from the 1989 Legalized Population Survey (LPS), a sample of aliens granted amnesty under 1986 Immigration Reform and Control Act, to analyse English language proficiency and earnings. We use a model of English language proficiency that is based on economic incentives, exposure and efficiency variables that measure the costs and benefits of aquiring English language skills. Consistent with the model, in this sample of former illegal aliens, English language proficiency is greater for those with more schooling, who immigrated at a younger age, who have been in the United States longer, with a more continous stay, and who have less access to other origin language speakers where they live. Earnings are higher by about 8% for men and 17% for women who are proficient in both speaking and reading English, compared to those lacking both skills.

    Notizen: Abstract. This paper examines an important anomaly in the internal migration history of the former Soviet Union (FSU). While many cities were closed in the sense of explicitly limiting growth of city population from migration, it was difficult to assess the effectiveness of these controls. We analyze a sample of 308 Soviet cities to isolate the impact of closure regulations controlling for city size. We find that while there are pervasive patterns of city growth, the rate increasing through the 1960s and declining thereafter, there are also pervasive differences between controlled and uncontrolled cities, the later growing significantly faster in almost all cases, controlling for city size.

Using two different measures of relative cohort size – one indicating the size and placement of an individual's own birth cohort, and the other, the ratio of young to prime age adults in the United States in that year – it has been possible to isolate strong effects of the population age structure on wages in the United States over the past thirty-three years. These effects have been strong enough that virtually all of the observed change in the experience premium, and a substantial proportion of the changes in the college wage premium, can be explained by the relative cohort size variables alone. Even changes in the amount of within-group variance in wages appear to be largely a function of changing age structure, and absolute wage levels have been strongly affected by these demographic changes, suggesting that population growth can have positive effects on the economy.

    Notizen: Abstract. This paper studies the effect of increased immigration in Austria on the unemployment risk of young natives. Austria experienced a dramatic rise in the share of alien workers as a result of the breakdown of the former communist regimes (especially from former Yugoslavia). We concentrate on unemployment entry of young male workers, who are supposed to compete most heavily with new immigrants. Our results indicate that the detrimental impact – if it exists at all – is only minor. This is irrespective of the analyzed proxy for competition: The share of foreign workers in an industry or in a region.

Using data from the first eleven waves of the German Socio-Economic Panel this study investigates the dynamic effects of health shocks on employment and economic well-being of older workers. A health shock trebles the probability of leaving the labor force and almost doubles the unemployment risk. The financial effects of health shocks are small on average and those individuals with the highest remaining earnings potential are least affected by the health shock. Welfare state instruments support the poorest section of the population but do not succeed in neutralizing the effects of a health shock for these groups.

The collective approach to household consumption behavior tries to infer from variables supposed to affect the general bargaining position of household members information on the allocation of consumptions goods and tasks among them. This paper investigates the extension of previous work to the case where children may be considered as a public consumption good by the two adult members of a household. The main question being asked is whether it is possible to retrieve from the aggregate consumption behaviour of the household and the relative earnings of the parents information on the allocation of goods between them and children. This alternative approach to the estimation of the ‘cost of children’ is contrasted with the conventional approach based on a ‘unitary’ representation of and demographic separability assumptions on household consumption behaviour.

This study is the first attempt at placing the analysis of fertility in a temporal dynamic framework in the case of a developing Asian economy such as Thailand by binding the relationship between fertility and its determinants within a cointegrated system. The analysis is based on the application of the following recently developed dynamic time series techniques: cointegration, vector error-correction modelling, variance decompositions and the impulse response functions. The results tend to indicate that in the complex dynamic interactions, the importance of the conventional `structural' hypothesis as a significant factor in bringing fertility down in the longer term cannot be denied. However, in the short to longer term, our findings, although not fully supportive of any particular hypothesis, appear to be broadly consistent more with the hypothesis emphasising the critical role played by the `ideational' or diffusion forces along with the demographic variables in ensuring `initial' fertility decline than with the conventional `structural' hypothesis emphasising a significant socio-economic structural change as a pre-condition for `initial' fertility decline.

This study examines the effects of pay-as-you-go social security programs in aging economies when the middle-aged both educate their dependent children and subsidize the retirement of the old. Using an overlapping generations framework in which agents are three-period lived but timing of death in the third period is uncertain, we analyze the effects of social security tax schemes, under various demographic assumptions, on capital accumulation, education expenditures, social welfare, and economic growth. We find that in many cases social security crowds out education, and reduces economic growth and social welfare.

    Notizen: Abstract. This paper studies the differences in earnings between Mexican legal and illegal immigrants in the United States. The analysis includes a cross-sectional examination of the wage differences between legal and undocumented workers as well as a longitudinal analysis examining the impact of legalization on the earnings of previously-undocumented workers. It is shown that the average hourly wage rate of male Mexican legal immigrants in the United States was 41.8% higher than that of undocumented workers while female legal immigrants earned 40.8% more. Though illegal immigrants have lower education and English proficiency, and a shorter period of residence in the United States, than legal immigrants, it is shown that differences in the observed characteristics of legal and illegal immigrants explain only 48% of the log-wage gap between male legal and illegal workers and 43% of the gap for women. An analysis of undocumented immigrants legalized after the 1986 U.S. immigration policy reform shows significant wage growth in the four years following legalization. These gains are due mostly to the change in legal status itself, not to changes in the characteristics of immigrants over time.

The paper uses estimates, provided by the Central Statistical Office, of standard units of labour to examine how immigrants working (illegally) in the shadow economy affect the employment of (legal) labour in the official economy. The results of our cross sector-time series analysis of the demand for legal labour in the Italian economy between 1980 and 1995 show that the increase of illegal units of labour produces a reduction in the use of legal labour, albeit a very limited one. An analysis by sectors shows that the competitive effect of illegal foreign workers is not homogeneous and is strongest in the agricultural sector, while complementarity between the two categories of labour is evident in the non-tradable services sector. Furthermore, when the effects of illegal foreign and illegal native workers are compared, the former is smaller than the latter one, with illegal foreigners workers just reinforcing the impact of the illegal nationals on the labour market.

    Notizen: Abstract. Young people of working age tend to be particularly prone to labor market inefficiencies that keep their wages excessively high and their employment excessively low. These inefficiencies are usually magnified through unemployment benefit systems. This paper examines how these problems can be tackled through “employment vouchers,” i.e. hiring subsidies or tax breaks for the unemployed. It examines how vouchers to the young unemployed should differ from those to the adult unemployed. The employment vouchers considered here reduce unemployment and impose no cost on the government, since they are financed by the induced fall in government expenditures on unemployment benefits. Among other things, we find that young workers should receive lower vouchers as displacement of the old rises and as deadweight from providing vouchers to the old increases.

Using data from two large-scale household surveys in 1987 and 1994, we estimate wage equations which show substantial increases in returns to university education for young Irish workers over the period, despite the exceptional increase in numbers with these qualifications. Returns to non-degree third level certificates and diplomas fell in relative terms, but returns to qualifications obtained by those leaving school at about 16 years of age rose. We argue that the increased return to university education primarily reflects the generalised shift in demand towards skilled labour internationally and the open nature of the Irish labour market. However, a floor may have been placed under earnings for low-skilled youth by the increased generosity of income support available to them.

    Notizen: Abstract. Economic growth depends on human resources and human needs. The demographic age structure shapes both of these factors. We study five-year data from the OECD countries 1950–1990 in the framework of an age structure augmented neoclassical growth model with gradual technical adjustment. The model performs well in both pooled and panel estimations. The growth patterns of GDP per worker (labor productivity) in the OECD countries are to a large extent explained by age structure changes. The 50–64 age group has a positive influence, and the group above 65 contributes negatively, while younger age groups have ambiguous effects. However, the mechanism behind these age effects is not yet resolved.

During the 50s, 60s and the 70s the immigrants' net contributions gave positive income effects for the native Swedes. Nowadays there are negative income effects due to the deteriorating employment situation among the immigrants. The yearly positive or negative income effects have at most been 1–2% of the gross national product. A change in the immigrants' employment rate by 1 percentage unit will change their yearly net contribution to the public sector by 0.1% of the gross national product.

Exploiting the theoretical parallels between the matching of workers to jobs in the labour market and the matching of individuals in the marriage market, we use a search theoretic model of marriage formation and dissolution to examine the effect of divorce costs on both decisions. By introducing learning at both stages of the marital decision process, we show that divorce costs not only affect the probability of divorce but also the probability of marriage. Interestingly, to what extent divorce costs affect the marital status distribution depends on the information regarding the quality of the potential marriage that individuals receive while encountering marital offers.

    Notizen: Abstract. This paper uses labour force survey data to examine the employment rates and employment decisions of women with young children in the United States, Britain and Japan. Our results confirm that young children have a very strong negative effect on women's employment; this effect is most pronounced in Britain. We then take advantage of panel data to investigate the effects of family leave coverage on women's job retention after childbirth. We find that family leave coverage increases the likelihood that a woman will return to her employer after childbirth in all three countries, with a particularly marked effect in Japan. This result suggests that the recent expansions in family leave coverage in the sample countries are likely to lead to increased employment of women after childbirth.

This assumption implies that households pool their income and, therefore, the ownership of nonwage income has no effect on household demand. In this paper, this implication is tested by estimating multi-sector labor supply equations for men and women in Brazil. The results indicate that the unitary model is rejected in the informal and self-employment sectors for men and the formal and informal sectors for women; in these cases own nonwage income has a significantly negative effect on labor supply while spousal nonwage income has no significant effect.

Employing an overlapping generations endogenous growth model in which parents derive utility from having children and, additionally, expect children to support them in old age, this paper explores the interrelation between growth, fertility, and the size of pay-as-you-go financed public pensions. It is shown that small sized public pensions stimulate per capita income growth, but further increases in public pensions eventually reduce it. Fertility, on the other hand, falls by an increase in public pensions if they are either small or large. Medium sized public pensions, however, may stimulate fertility.

    Notizen: Abstract The paper examines the linkages between water depletion, continuous population growth and economic development viewed primarily as agricultural development. This is done within a framework of a dynamic simulation model of ecological-economic type over extended periods of time. It is found that intensive agriculture, driven by an increase in the cropping intensity as a result of increase in area under paddy crop, has led to an increased gap between the demand for and supply of water resources, in particular subsurface resources. The consequent fall in water table may lead to constraints in the use of water. This has strong inequity implications in the resource use as well as threats to future of agricultural development in the region. It is revealed that a mix of interventions based on price solutions, non-price solutions and institutional set up are decisive in bringing a sustainable development and use of resource. The paper concludes with emphasising the role of state/government in achieving the desired goal.

    Notizen: Abstract Farmers in Sahelian countries are confronted with a variety of soil fertility and management problems. During the last two decades, NGOs have worked with farmers and research institutions to develop and test practices that will increase food production, while at the same time enhance the natural resource base. Since 1987, The Rodale Institute (RI) has worked closely with farmers' associations and government institutions to promote regenerative agriculture-farming systems that prioritize the use of local resources while improving them as they are used to grow food, using agro-ecological methods. The Senegalese Agricultural Research Institute has collaborated in this program as a partner of RI. The Senegal Regenerative Agriculture Resource Center model has been applied as a new and viable approach that builds on traditional knowledge and farmer-to-farmer exchange. Research results on soil conservation and improvement have shown that fields spread with amended animal manure or compost yield greater harvests than fields farmed with traditional methods.

    Notizen: Abstract An incremental, farmer participatory approach to the development of sustainable aquaculture in integrated farming systems has been tested in Malawi. Average fish production rose from 900 to approximately 1500 kg ha-1 as farms achieved increasing levels of integration. Integrated farms produce almost six times the cash generated by the typical Malawian smallholder. The integrated pond-vegetable garden generates almost three times the annual net income from the staple maize crop and the homestead combined. The ecological footprint of integrated aquaculture is approximately 4 m2 per kg of fish produced compared to 170 m2 for more intensive systems. The incremental approach offers the possibility of fostering substantial improvement in rural livelihoods among African smallholding farmers.

    Notizen: Abstract Africa faces enormous food security challenges. Most commentators agree that, despite the complexities of food insecurity, there will have to be increases in food production from existing agricultural land. Most, too, are pessimistic about the future, judging likelihood of success on the basis of past performance of ‘modern’ agricultural development. Sustainable agriculture, though, offers new opportunities, by emphasising the productive values of natural, social and human capital, all assets that Africa either has in abundance or that can be regenerated at low financial cost. This paper sets out an assets-based model of agricultural systems, together with a typology of eight improvements that are currently in use in sustainable agriculture projects. In the 45 projects/initiatives spread across 17 countries that are investigated, some 730,000 households have substantially improved food production and household food security. In 95% of the projects where yield increases were the aim, cereal yields have improved by 50–100%. Total farm food production has increased in all. The additional positive impacts on natural, social and human capital are also helping to build the assets base so as to sustain these improvements in the future. This analysis indicates that sustainable agriculture can deliver large increases in food production in Africa. But spreading these to much larger numbers of farm households will not be easy. It will require substantial policy, institutional and professional reform.

    Notizen: Abstract It is currently estimated that 40 million hectares worldwide are cultivated through no-tillage systems (Derpsh, 1998). Small family farms account for less than 50,000 ha, half of them located in South America's Southern Cone (Wall, 1998). Many hypotheses have been offered to explain why so few small farmers have adapted to this method. The most simplistic ones relate this limited adoption to small farmers' traditionalism and to their rejection of innovation. Others point to the low technological development of animal-drawn equipment needed for this technology or the low educational level of family farmers. Results of work done in the Center-South of Paraná, Southern Brazil, by AS-PTA1 in partnership with the region's Forum of Family Farmers Organizations, challenge these hypotheses and draw attention to the need for new approaches and processes of research and extension if the goal is to disseminate and implement appropriate no-tillage systems among family farmers. One requisite is to lower production costs of this method through elimination of herbicides and using green manure and cover crops that shift the crop-weed balance in favor of crops.

    Notizen: Abstract Recent analyses of the 1990 census migration data have pointed to the different demographic effects of internal migration and immigration. States and metropolitan areas either have large population gains through immigration or internal migration, but rarely both, leading to what has been labeled as an increasing demographic ‘balkanization’ of the U.S. population. This paper explores the proposition that the internal migration of the foreign-born (pre-1985 arrivals) is likely to reinforce the demographic effects of immigration. Analysis is based on the five-percent Public Use Microdata file of the U.S. Census, with the demographic effects evaluated at both the state and metropolitan area levels. Distinctions were also made between nineteen separate national origin groups, increasing the detail of the analysis. Despite high internal migration rates and large net migration, there was little change in the overall distribution and concentration of the foreign-born population between 1985 and 1990. More important, however, distinctions were found across the national origin groups. While secondary migration leads to dispersion among some groups, other groups were becoming increasingly concentrated, suggesting that demographic balkanization of the American population is more variable than the literature would suggest.

    Notizen: Abstract This quasi-experimental, seven-year study evaluated the effectiveness of an educative versus a price structuring approach to the strategic management of domestic water consumption. The Knowledge, Attitudes, and Behavior scales of the Water Survey Questionnaire (Watson, Moore, McLachlan, Bradley & Murphy, 1988) measured the effects of the two strategies on water conservation. Two thousand six hundred parents, teachers, high, and elementary students in cross-sectional and longitudinal samples were measured in three data gathering rounds at the first, fourth, and seventh years. In the educative phase between the first and second rounds, water conservation increased. Although there was no significant change in behavior, some decline in positive attitudes and intentions occurred during the price structuring phase between the second and third rounds. The implications of these findings are discussed in relation to other studies. Findings on the stability of inter-group and inter-variable relationships and on the consistency of the measuring instrument across time are also presented and discussed.

    Notizen: Abstract Following brief reviews of (a) the decisive role of the media in American politics and (b) earlier studies of media partiality and superficiality, this paper examines media coverage of the greenhouse effect. It does so by comparing two pictures. The first picture emerges from reading all 100 greenhouse-related articles published over a five-month period (May-September 1997) in The Christian Science Monitor, New York Times, The San Francisco Chronicle, and The Washington Post. The second picture emerges from the mainstream scientific literature. This comparison shows that media coverage of environmental issues suffers from both shallowness and pro-corporate bias. The biospheric implications of these two flaws are touched upon.

    Notizen: Abstract Among the conditions necessary for human well-being is an environment where human populations remain within the biological and cultural carrying capacity of their respective geographies. Overpopulation, although difficult to define precisely, produces serious environmental problems. It might be the case that no one ever died from overpopulation, but certainly many have experienced a diminished quality of life. This paper will argue first, and briefly, numbers do count; second, there are good familiar arguments for restricting the cherished rights to reproduce (and by parity of reasoning property ownership) when these rights conflict with “subsistence” rights; third, some type of government intervention is necessary and desirable if we are to efficiently curtail population growth. This is especially important if we view subsistence rights as positive rights that need official recognition and guidance.

Ironically, the impact of evolutionary theory has been minimal in the study of human population although among the social sciences it is in demography and related fields that evolutionary approaches would be most appropriate. In this paper I review varying perspectives within evolutionary theory, proceeding to a brief review of theoretical paradigms within the field of demography. I then examine how evolutionary perspectives can interface with these theories, showing how evolutionary approaches elaborate, strengthen, and unify these outlooks. Lastly, I explore the implications of evolutionary approaches for research and policy.

    Notizen: Abstract This paper illustrates evolutionary approaches to population issues. Life history theory is a general theoretical framework that incorporates environmental influences, contextual influences, and heritable variation. In general, physically or psychologically stressful environments delay maturation and the onset of reproductive competence. Perceptions of scarcity also result in lower fertility by delaying reproduction or having fewer children—a phenomenon viewed as an adaptation to ancestral environments. The desire for upward social mobility is viewed as an evolved motive disposition affecting fertility decisions. The opportunity for upward social mobility typically results in delaying reproduction and lowering fertility in the interest of increasing investment in children. Variation in life history strategies is also influenced by genetic variation, but genetic variation interacts with cultural shifts in the social control of sexual behavior. Finally, i discuss the effects of between-group competition for resources on population issues. Immigration policy and group differences in fertility influence political power within and between societies, often with explosive results. Demographic expansion has often been an instrument of ethnic competition and is an important source of conflict in the contemporary world.

    Notizen: Abstract This calculational tutorial continues the presentation of an earlier article (Bartlett,1993 ). It starts with a news item that features one elderly person who has 67 grandchildren and 201 great grandchildren. This tutorial develops simple mathematical models to show how to calculate approximate average rates of growth of descendants using very simple assumptions plus the data from the news story. The model is then enlarged to describe the growth of populations and to see how the growth of populations is related to the growth of descendants and to fertility. The analysis is then generalized so it can be applied to other reproductive phenomena, such as the production of Ph.D.s. The goal is to illustrate the essential features of the simplest elements of the population growth process by introducing modeling that is within the reach of those who can use algebra.

    Notizen: Abstract As an initial step toward new models of the population-environment relationship, this paper explores the relationship between community context and local land use in an agricultural setting. In this type of setting, we argue that aspects of the community context, such as schools and transportation infrastructure, impact important environmental characteristics, such as land use. We provide hypotheses which explain the mechanisms producing these effects. We then use data from a study of 132 communities in rural Nepal to test our hypotheses. These analyses show that community characteristics are strongly associated with land use in this agricultural setting. The results point toward changes in communities as critical determinants of environmental quality. These findings are consistent with the notion that changes in community contexts may also condition the population-environment relationship.

    Notizen: Abstract The purpose of this paper is to examine the relationship between population, economic activity and the environment in the Mongolian Plateau. This analysis provides a valuable case study for several reasons. First, it elucidates a specific ecosystem—the steppe—that has not received much attention in the literature and a traditional economic activity consistent with such environment: nomadic pastoralism. Second, the Mongolian Plateau is shared by two entities, with two different economic and social organisation: the Republic of Mongolia and the Inner Mongolia Autonomous Region of the People's Republic of China. Third, these two entities have also experienced two different population dynamics that have resulted in different population densities and population pressure on natural resources. Fourth, environmental degradation does not seem to be a problem in the Republic of Mongolia, while in Inner Mongolia the quantity and quality of the grasslands are in decline.The argument discussed here is that the difference in resource depletion and environmental degradation between the two regions is mainly the result of different population dynamics, which has resulted in different human and animal population densities.

    Notizen: Abstract Along with decreasing doubling times as a function of increasing rates of population growth over the past several thousand years, the human species has shown striking parallels with a malignant growth. Some cancers also display decreasing doubling times of cell proliferation during the most rapidly growing phase. At 6 billion, the number of doublings reached by the human population as of 1998 is 32.5, with the 33rd doubling (8.59 billion) expected early in the next century. In terms of total animal biomass, including that of domestic animals under human control, the 33rd doubling of human-related biomass has been passed. In terms of energy use, which is a more accurate, index of the global ecological impact of humans, the human species has passed its 36th doubling. These calculations are important because, in addition to the number of doublings, the human population is showing several important similarities with a malignant organismic tumor, which results in death of the host organism at between 37 and 40 doublings. At current growth rates, the number of individual humans will reach those levels within 200–400 years from the present, but the ecological impact will be felt much sooner since the number of doublings of energy consumed will pass 37 early in the next century. These observations support the hypothesis that the human species has become a malignant process on the planet that is likely to result in the equivalent, for humans, of ecosystem death, or at least in a radical transformation of the ecosystem, the early phases of which are being observed.

    Notizen: Abstract The use of oil has changed world economies, social and political structures, and lifestyles beyond the effect of any other substance in such a short time. But oil supplies are limited. The peak of world oil production and the beginning of the irreversible decline of oil availability is clearly in sight. This paper examines the role of oil in two contexts: Its importance in countries almost entirely dependent on oil income, and the role of oil in world agricultural productivity. Possible alternatives to oil and its close associate, natural gas, are also examined. Countries almost solely dependent on oil income are chiefly those of the Persian Gulf region. The prosperity which oil has brought to these nations has resulted in a rapidly growing population which is not sustainable without oil revenues. World agriculture is now highly dependent on oil and natural gas for fertilizers and pesticides. Without these, agricultural productivity would markedly decline. As a base for the production of these materials, oil and natural gas are irreplaceable. Lifestyles and affluence in the post-petroleum paradigm will be quite different from today. World population will have to be reduced if it is to exist at any reasonable standard of living. At that time concern will be much more centered on obtaining basic resources, especially agricultural, by which to survive.

    Notizen: Abstract Attitudes toward childbearing and desired family size influence women's reproductive choices. This may be especially true in the Latina culture, where motherhood and large families are valued highly. To determine whether these attitudes differ by educational status, Latina women in an OB/GYN clinic (N=351) completed a survey assessing attitudes toward childbearing and desired family size. Attitudes of women with and without a high school education were compared. Respondents without a high school education desired a mean of 3.1 children, while those with a high school education desired a mean of 2.7. Women without a high school education endorsed more attitudes favoring large families. Among women without a high school education, those who wished to have a son to carry on the family name tended to desire larger families. Results suggest that the desire for large families among Latina women with low education may result from traditional cultural attitudes.

    Notizen: Abstract This paper reconsiders Rubinstein's alternating-offer bargaining game with complete information. We define rationalizability and trembling- hand rationalizability (THR) for multi-stage games with observed actions. We show that rationalizability does not exclude perpetual disagreement or delay, but that THR implies a unique solution. Moreover, this unique solution is the unique subgame perfect equilibrium (SPE). Also, we reconsider an extension of Rubinstein's game where a smallest money unit is introduced: THR rules out the non-uniqueness of SPE in some particular case. Finally, we investigate the assumption of boundedly rational players. Perpetual disagreement is excluded, but not delay. Furthermore, we cannot use the asymmetric Nash bargaining solution as an approximation of the alternating-offer bargaining model once the players are boundedly rational ones.

In fact, in any subset of such a space we obtain a weak utility that characterizes the maximal elements as maxima of the function. The addition of separability of the relation yields the existence of semicontinuous representations. This property of the utility provides a result of existence of maximal elements for a class of spaces that include compact spaces.     Notizen: Abstract According to the Dutch Book Argument (DBA), if an agent's subjective probabilities fail to satisfy the axioms of the probability calculus and so make the agent vulnerable to a Dutch Book, the agent's subjective probabilities are incoherent and the agent is therefore irrational. Critics of DBA have argued, however, that probabilistic incoherence is compatible with various kinds of rationality – logico-semantic, epistemic, instrumental and prudential. In this paper, I provide an interpretation of DBA on which it is true that probabilistic incoherence entails agent irrationality. Articulating this interpretation requires the specification of some of the connections among the varieties of rationality. Once this is done, it becomes possible to vindicate a modest version of DBA.

    Notizen: Abstract In many real-world gambles, a non-trivial amount of time passes before the uncertainty is resolved but after a choice is made. An individual may have a preference between gambles with identical probability distributions over final outcomes if they differ in the timing of resolution of uncertainty. In this domain, utility consists not only of the consumption of outcomes, but also the psychological utility induced by an unresolved gamble. We term this utility anxiety. Since a reflective decision maker may want to include anxiety explicitly in analysis of unresolved lotteries, a multiple-outcome model for evaluating lotteries with delayed resolution of uncertainty is developed. The result is a rank-dependent utility representation (e.g., Quiggin, 1982), in which period weighting functions are related iteratively. Substitution rules are proposed for evaluating compound temporal lotteries. The representation is appealing for a number of reasons. First, probability weights can be interpreted as the cognitive attention allocated to certain outcomes. Second, the model disaggregates strength of preference from temporal risk aversion and thus provides some insight into the old debate about the relationship between von Neumann–Morgenstern utility functions and strength of preference value functions.

This payoff scheme was increasingly used to induce risk neutrality in experiments. The experiment presented here involved lottery choice and evaluation tasks. One subject group was paid in binary lottery tickets, another directly in money. Significantly greater deviations from risk neutral behavior are observed with binary lottery payoffs. This discrepancy increases when subjects have easy access to the alternatives' expected values and mean absolute deviations. Behavioral regularities are observed at least as often as with direct money payoffs.

    Notizen: Abstract This paper examines the theoretical background and actual behavior in a gaming tournament with endogenous timing where a person has more incentive, structure, and time to form a strategy. The baseline treatment suggests that subgame perfection is a reasonable predictor of behavior –- subjects made 170 of 208 theoretically predicted choices of best actions, with the majority of mistakes made in timing choices by the players who did not survive the cut to the second round. Four sensitivity treatments established that the design feature that lead to more predictable behavior was time to think –- 745 of 960 correctly predicted decisions with more time versus 595 of 960 with less time. A random effects Probit model suggests that the key design feature that closed the gap between predicted and observed behavior was not necessarily the non-linear payoffs created by the tournament design, but rather that the key was providing people with more time to think about their strategy.

    Notizen: Abstract Orbell and Dawes develop a non-game theoretic heuristic that yields a ‘cooperator's advantage’ by allowing players to project “their own ‘cooperate-defect’ choices onto potential partners” (1991, p. 515). With appropriate parameter values their heuristic yields a cooperative environment, but the cooperation “depends, simply, on optimism about others' behavior” (1991, p. 526). In earlier work, Dawes (1989) established a statistical foundation for such optimism. In this paper, I adapt some of the concerns of Dawes (1989) and develop a game theoretic model based on a modification of the Harsanyi structure of games with incomplete information (1967–1968). I show that the commonly made conjecture that strategic play is incompatible with cooperation and the cooperator's advantage is false.

Kahneman & Tversky modelled this effect with ‘support theory’. Quantum physics models this effect with probability amplitude mechanics. As this paper shows, probability amplitude mechanics is similar to support theory. Additionally, Viscusi's proposed generalized expected utility model has an analogy in quantum mechanics.

    Notizen: Abstract This paper reports an experiment which investigates a possible cognitive antecedent of event-splitting effects (ESEs) experimentally observed by Starmer and Sugden (1993) and Humphrey (1995) – the learning of absolute frequency of event category impacting on the learning of probability of event category – and reveals some evidence that it is responsible for observed ESEs. It is also suggested and empirically substantiated that stripped-down prospect theory will accurately predict ESEs in some decision making tasks, but will not perform well in others. This contention, it is argued, is indicative of fundamental descriptive shortcomings in the economic conception of choice under uncertainty and may entail implications beyond the direct concerns of this paper.

    Notizen: Abstract A dynamic choice mechanism (e.g. sophisticated choice) is a rule transforming a sequence of orderings into actual choices. The dynamic choice literature analysing such rules is restricted to the case of strict preferences. The present paper allows also for weak preferences. This generalisation is necessary since in dynamic utility models decision makers are typically endowed with orderings which can be represented by continuous utility functions. Such a representation, however, requires the orderings to be a weak ordering. In the presence of weak orderings the classical choice mechanisms have to be re-examined. This paper develops and analyses new choice mechanisms and relates them to the notion of a subgame-perfect equilibrium.

    Notizen: Abstract This paper investigates, in a simple risk-sharing framework, the extent to which the incompleteness of contracts could be attributed to the complexity costs associated with the writing and the implementation of contracts. We show that, given any measure of complexity in a very general class, it is possible to find simple contracting problems such that, when complexity costs are explicitly taken into account, the contracting parties optimally choose an incomplete contract which coincides with the ‘default’ division of surplus. Optimal contracts with complexity costs are constrained efficient in our model. We therefore interpret our results as saying that, in the absence of a strategic role for complexity costs, their effect is entirely determined by their size relative to the size of payoffs.

    Notizen: Abstract This paper tests a novel implication of the original version of prospect theory (Kahneman and Tversky, 1979): that choices may systematically violate transitivity. Some have interpreted this implication as a weakness, viewing it as an anomaly generated by the ‘editing phase’ of prospect theory which can be rendered redundant by an appropriate re-specification of the preference function. Although there is some existing evidence that transitivity fails descriptively, the particular form of non-transitivity implied by prospect theory is quite distinctive and hence presents an ideal opportunity to expose that theory to test. An experiment is reported which reveals strong evidence of the predicted intransitivity. It is argued that the existence of this new form of non-transitive behaviour presents a fresh theoretical challenge to those seeking descriptively adequate theories of choice behaviour, and a particular challenge to those who seek explanations within the conventional economic paradigm of utility maximisation.

    Notizen: Abstract If we express our knowledge in sentences, we will find that these sentences are linked in complex patterns governed by our observations and our inferences from these observations. These inferences are to a large extent driven by logical rules. We ask whether the structure logic imposes on our knowledge restricts what we forget and what we remember. The model is a two period S5 logic. In this logic, we propose a memory loss operator: the agent forgets a sentence pif and only if he knows pat time 1 and he does not know pat time 2. Equipped with the operator, we prove theorems on the relation between knowledge and memory loss. The main results point to classes of formulas that an agent cannot forget, and classes of formulas he must forget. A desirable feature is that most results hold in the S4 logic. The results illustrate bounds to memory loss, and thus to bounded rationality. We apply the model to single-agent conventions: conventions made between an agent and himself.

    Notizen: Abstract Ellsberg's (1961) famous paradox shows that decision-makers give events with ‘known’ probabilities a higher weight in their outcome evaluation. In the same article, Ellsberg suggests a preference representation which has intuitive appeal but lacks an axiomatic foundation. Schmeidler (1989) and Gilboa (1987) provide an axiomatisation for expected utility with non-additive probabilities. This paper introduces E-capacities as a representation of beliefs which incorporates objective information about the probability of events. It can be shown that the Choquet integral of an E-capacity is the Ellsberg representation. The paper further explores properties of this representation of beliefs and provides an axiomatisation for them.

    Notizen: Abstract Our aim in this paper was to establish an empirical evaluation for similarity effects modeled by Rubinstein; Azipurua et al.; Leland; and Sileo. These tests are conducted through a sensitivity analysis of two well-known examples of expected utility (EU) independence violations. We found that subjective similarity reported by respondents was explained very well by objective measures suggested in the similarity literature. The empirical results of this analysis also show that: (1) the likelihood of selection for the riskier choice increases as the pair becomes more similar, (2) these choice patterns are consistent with well-known independence violations of expected utility, and (3) a significant proportion of individuals exhibit intransitive choice patterns predicted under similarity effects, but not allowed under generalized expected utility models for risky choice.

    Notizen: Abstract Conditional attitudes are not the attitudes an agent is disposed to acquire in event of learning that a condition holds. Rather they are the components of agent's current attitudes that derive from the consideration they give to the possibility that the condition is true. Jeffrey's decision theory can be extended to include quantitative representation of the strength of these components. A conditional desirability measure for degrees of conditional desire is proposed and shown to imply that an agent's degrees of conditional belief are conditional probabilities. Rational conditional preference is axiomatised and by application of Bolker's representation theorem for rational preferences it is shown that conditional preference rankings determine the existence of probability and desirability measures that agree with them. It is then proven that every conditional desirability function agrees with an agent's conditional preferences and, under certain assumptions, every desirability function agreeing with an agent's conditional preferences is a conditional desirability function agreeing with her unconditional preferences.

    Notizen: Abstract A donation paradox occurs when a player gives an apparently valuable prerogative to another player, but ‘does better’, according to some criterion. Peremptory challenges, used in choosing a American jury, permit each side to veto a certain number of potential jurors. With even a very simple model of jury selection, it is shown that for one side to give a peremptory challenge to the other side may lead to a more favorable jury, an instance of the donation paradox. Both a theorem and examples are given concerning the existence of the donation paradox in the optimal use of peremptory challenges.

    Notizen: Abstract This paper uses a two-dimensional version of a standard common consequence experiment to test the intransitivity explanation of Allais-paradox-type violations of expected utility theory. We compare the common consequence effect of two choice problems differing only with respect to whether alternatives are statistically correlated or independent. We framed the experiment so that intransitive preferences could explain violating behavior when alternatives are independent, but not when they are correlated. We found the same pattern of violation in the two cases. This is evidence against intransitivity as an explanation of the Allais Paradox. The question whether violations of expected utility are mainly due to intransitivity or to violation of independence is important since it is exactly on this issue the main new decision theories differ.

    Notizen: Abstract The Ellsberg Paradox documented the aversion to ambiguity in the probability of winning a prize. Using an original sample of 266 business owners and managers facing risks from climate change, this paper documents the presence of departures from rationality in both directions. Both ambiguity-seeking behavior and ambiguity-averse behavior are evident. People exhibit ‘fear’ effects of ambiguity for small probabilities of suffering a loss and ‘hope’ effects for large probabilities. Estimates of the crossover point from ambiguity aversion (fear) to ambiguity seeking (hope) place this value between 0.3 and 0.7 for the risk per decade lotteries considered, with empirical estimates indicating a crossover mean risk of about 0.5. Attitudes toward the degree of ambiguity also reverse at the crossover point.

    Notizen: Abstract An academic debate about ecological footprints has started at last. It was set in motion by a critical article in Ecological Economics, 29(1), 61–72, by Jeroen C.J.M. van den Bergh and Harmen Verbruggen (henceforth B&V). Being ourselves major users of ecological footprints, we disagree with most of the criticisms that B&V level at the concept. In our experience, there are widespread misunderstandings surrounding the methodology of eco-footprinting, so it seems a good time to set out the logical foundations of eco-footprinting for all those who may have an interest in the subject – surely extending beyond the readers of Ecological Economics. Thus our approach will be a general exposition. However, even those who have not read the article by B&V will doubtless benefit from knowing the sort of criticisms which are made against ecological footprints, so we will also attempt to explain and respond to the criticisms raised by B&V.

    Notizen: Abstract A study of the impact of two agroecological development programs in central America was conducted in 1994, five years and fifteen years after the programmes had ended. Yields of maize and beans being achieved by those farmers involved in each program were, on the average, more than seven times the yields being achieved at the time of program initiation. Increases in yields and incomes were achieved through the use of a large number of innovations, involving especially soil retention measures, purchased organic matter, intercropped green manure/cover crops, natural pest control, crop diversification and crop rotations. Use of chemical fertilizer was reduced, herbicides avoided almost entirely, and several substitutes for pesticides are now used. These technologies, plus more recent innovations such as microscale water harvesting and precision planting, should enable small farmers around the world to increase productivity enough that the world can avoid major hunger over the next 30 years, without increasing substantially, if at all, the world's use of chemical inputs.

    Notizen: Abstract Although Chile has been touted for developing a broad market liberalization and opening to the international economy, evidence is emerging that such neoliberal economic policies are dramatically impacting biodiversity and the natural resource base. This paper examines the evidence on the plundering of forestry and fishery resources and the damming and pollution of aquatic ecosystems. Although it may be argued that economic liberalization policies have been effective in reallocating agricultural resources toward more competitive activities, the ecological toll imposed by the expansion of export-led modern agriculture has been heavy. An effective agricultural development strategy in Chile should confront such ecological costs and should promote alternatives to high input agriculture.
