    Positive Obligations under the European Convention on Human Rights (2023)

    Description: This book identifies and explains the key analytical issues (state knowledge, causation, and reasonableness) that need to be considered in determining whether a State is responsible under the European Convention on Human Rights for omissions. In addition to this technical analytical question, the book also reflects upon what is at stake for the political community when the triggering, the content, and the scope of positive human rights obligations are determined. A central question is then how the search for a balance between intrusion and restraint by the State, between protection and freedom from invasion, defines this community and pulls the analysis of state responsibility for omissions in different directions. Designed to become the main reference source concerning ECHR positive obligations, this book makes four main contributions. First, it covers an important gap by isolating and studying the separate analytical elements (state knowledge, causation, and reasonableness) underlying state responsibility for failure to fulfil positive obligations. It explains the structure of review, the analytical steps taken to ascertain state responsibility for omissions. Secondly, the book offers a serious appreciation of the dangers associated with positive obligations whose scope might be too expansive or content too intrusive. Thirdly, it explains the different types of positive obligations. Fourthly, it offers the first examination of the conceptual hurdles if positive obligations under the ECHR were to be applied extraterritorially.

    Description: If we don’t know what the words “democracy” and “democratic” mean, then we don’t know what democracy is. This book defends a radical view: these words mean nothing and should be abandoned. The argument for abolitionism is simple: those terms are defective and we can easily do better, so let’s get rid of them. According to the abolitionist, the switch to alternative devices would be a significant communicative, cognitive, and political advance. The first part of the book presents a general theory of abandonment: the conditions under which language should be abandoned. The rest of the book applies this general theory to the case of “democracy” and “democratic”. The book shows that “democracy” and “democratic” are semantically, pragmatically, and communicatively defective. Abolitionism is not all gloom and doom. It also contains a message of good cheer: we have easy access to conceptual devices that are more effective than “democracy”. We can do better. These alternative linguistic devices will enable us to ask better questions, provide genuinely fruitful answers, and have more rational discussions. Moreover, those questions and answers better articulate the communicative and cognitive aims of those who use empty terms such as “democracy” and “democratic”.

The second-generation question to confront is not whether, but how to regulate the Internet. This volume features new theoretical perspectives on digital sovereignty and explores cutting-edge issues associated with it.     Public Policy to Reduce Inequalities across Europe (2023)

    Description: There is a broad consensus across European states and the EU that social and economic inequality is a problem that needs to be addressed. Yet inequality policy is notoriously complex and contested. This book approaches the issue from two linked perspectives. First, a focus on functional requirements highlights what policymakers think they need to deliver policy successfully, and the gap between their requirements and reality. We identify this gap in relation to the theory and practice of policy learning, and to multiple sectors, to show how it manifests in health, education, and gender equity policies. Second, a focus on territorial politics highlights how the problem is interpreted at different scales, subject to competing demands to take responsibility. This contestation and spread of responsibilities contributes to different policy approaches across spatial scales. We conclude that governments promote many separate equity initiatives, across territories and sectors, without knowing if they are complementary or contradictory. This outcome could reflect the fact that ambiguous policy problems and complex policymaking processes are beyond the full knowledge or control of governments. It could also be part of a strategy to make a rhetorically radical case while knowing that they will translate into safer policies. It allows them to replace debates on values, regarding whose definition of equity matters and which inequalities to tolerate, with more technical discussions of policy processes. Governments may be offering new perspectives on spatial justice or new ways to reduce political attention to inequalities.

    Chapter 8 Ethics of Selective Restriction of Liberty in a Pandemic (2023)

    Description: Liberty-restricting measures are basic measures in combatting any pandemic. But whose liberty should be restricted? One standard response in public health ethics is to appeal to the “least restrictive alternative” necessary to achieve a public health goal. The problem is that in practice, greater restriction of liberty can lead to greater control of the pandemic and save more lives, though with increasing burdens to others. Liberty restriction is thus a question of the distribution of benefitsbenefits benefits and burdens in a population, a question of distributive justice. In this chapter, I argue that in some pandemics, such as COVID-19, it may be a more proportionate restriction of liberty to restrict the liberty of certain groups, rather than the population as a whole. Two arguments were given in the COVID-19 pandemic for liberty restriction: (1) protection of the vulnerable; (2) protection of the health service. These These are, however, more fundamentally issues about distributive justice. I explore how several approaches to distributive justice can support the differential differential differentialdifferentialdifferential restriction of liberty. In addition, I argue that the commonly accepted justificationjustificationjustificationjustificationjustification justification justification justification for liberty restrictions (that liberty restrictions may be justifiedjustifiedjustifiedjustifiedjustified justified to prevent direct harm to others) - can be overly simplistic, as illustrated by the COVID-19 pandemic. I argue that where risk groups (such as the elderly in the COVID-19 pandemic) are more likely to utilise limited health resources, they pose an indirect threat to others during the pandemic that warrants coercion. I argue there should be a side-constraint on justice of non-maleficence.non-maleficence.non-maleficence. non-maleficence. non-maleficence. non-maleficence. This This requires that there is a limit to harm which can be imposed on individuals for others, best captured by a collective duty of easy rescue. For groups such as the young, vaccination or lockdown may not constitute an “easy rescue” of those at greatest risk. I address the issue of whether selective restriction of liberty constitutes unjust discrimination and I propose an algorithm for making decisions about selective restriction of liberty.

    Description: Composer, pianist, editor, writer, and pedagogue Mario Lavista (1943-2021) was a central figure of the cultural and artistic scene in Mexico and one of the leading Ibero-American composers of his generation. His music is often described as evocative and poetic, noted for his meticulous attention to timbre and motivic permutation, and his creative trajectory was characterized by its intersections with the other arts, particularly poetry and painting. Lavista was a relational composer; he did not write music as a private enterprise but for and alongside people with whom he established close relations. Understanding analysis as an affective practice, author Ana R. Alonso-Minutti explores the intertextual connections between the multiple texts--musical or otherwise--that are present in Lavista's music. Alonso-Minutti argues that, through adopting an interdisciplinary and transhistorical approach to music composition, Lavista forged a cosmopolitan imaginary that challenged stereotypes of what Mexican music should sound like. This imaginary becomes a strategy of resistance against imperialist agendas placed upon postcolonial peripheries. Departing from traditional biographical and chronological frameworks that exalt masters and masterworks, the author offers a nuanced, personal narrative informed by conversations with composers, performers, artists, choreographers, poets, writers, and filmmakers. Through an innovative mosaic of methodologies, from archival work, to musical and intertextual analysis, oral history, and (auto)ethnography, this book is the first in-depth study of Lavista's compositional career and offers a contextual panorama of the contemporary music scene in Mexico

    Description: The aim of this chapter is to historically situate the case of mining in the Congo within its broader regional context. It is organized in three sections, each corresponding to a separate stage of the process that led to transnational mining corporations once again becoming the dominant force assuming ownership and management of industrial mining projects across the continent. The first stage involved a diagnosis of the economic challenges faced by African economies from the mid-1970s as due to misguided state intervention and government corruption. Based on this diagnosis, during the second stage, the IMF and the World Bank advocated for, financed, and in many instances directly oversaw the liberalization, privatization, and deregulation of mining sectors in low-income African economies. The third stage required criminalizing African miners involved in labour-intensive forms of production and, if required, forcibly displacing them to make way for the construction of capital-intensive, foreign corporate-owned mines.

    The Rise and Fall of the People's Parties (2023)

    Description: The decline of the centre-left and centre-right people’s parties is arguably the most poignant feature of the crisis of democracy in Western Europe today. To understand why, this book explores the striking parallels between the life of democracy and that of the people’s parties over the course of the past century. It offers a transnational window on the history of democracy since 1918 by weaving together three epochs which are often studied apart: democracy’s troubled history in the Interwar era; the trente glorieuses after the Second World War; and the period since the 1970s. The book shows that democracy was only stabilized and legitimized when people’s parties emerged that managed to balance between facilitating popular participation from below, bridging divisions between social groups, and practising the politics of compromise. Ideas for such parties existed already in the first decades of the twentieth century. Nonetheless, Socialist and Catholic mass parties failed to transform into people’s parties, which was essential for the crisis (and breakdown) of democracy in the Interwar era. This was a traumatic experience which contributed to the unexpected stabilization of democracy after 1945 as party leaders transformed their organizations into broad-based people’s parties that embraced compromise and responsibility. However, this stability did not last, and paradoxically their transformation also harboured the seeds of democracy’s more recent problems. Over the past decades, people’s parties have struggled to connect to an individualizing society while having become increasingly absorbed by their governing responsibilities.

    Description: This book tells the story of the experts who sold the idea of Franco’s ‘social state’. Despite the repression, violence, and social hardship which characterized Spanish life in the 1940s and 1950s, the Franco regime sought to win popular support by promoting its apparent commitment to social justice. This book reveals the vital role which the idea of the social state also played in the regime’s ongoing search for international legitimacy. It shows how social experts, particularly those working in the fields of public health, medicine, and social insurance, were at the forefront of efforts to promote the regime to the outside world. By working with international organizations and transnational networks across Europe, Africa, and Latin America, they sought to sell the idea of Franco’s Spain as a respectable, modern, and socially just state. In doing so the book also seeks to disrupt our understanding of the modern history of internationalism. Exploring what it meant for Francoist experts to think and act internationally, it challenges dominant accounts of internationalism as a liberal, progressive movement by foregrounding the history of fascist, nationalist, imperialist, and religious forms of international cooperation. The case of Spain reveals the contested and heterogenous nature of mid-twentieth-century internationalism, characterized by the tumultuous interplay of overlapping global, regional, and imperial projects. It also brings into focus the overlooked continuities between international structures and projects before and after 1945.

    Description: Between 1815 and 1870, when European industrialisation was in its infancy and Britain enjoyed a technological lead, thousands of British workers emigrated to the Continent. They played a key role in several sectors such as textiles, iron, mechanics, and the railways. These men and women thereby contributed significantly to the industrial take-off in continental Europe. This book examines the lives and trajectories of these workers, who emigrated from manufacturing centres in Britain to France, Belgium, Germany, and other countries. It is interested in their mobilities, their culture, their politics, and their relations with the local populations. It reminds us that the British economy was not just orientated towards the Empire and the United States, but also towards the Continent, long before the European Union and Brexit. It shows how critical the part played by migrant workers in the industrial revolution was. Artisans Abroad is the first social and cultural history of this forgotten migration.

How does society (mis)handle pressing challenges such as armed violence, cultural difference, ecological degradation, economic restructuring, geopolitical shifts, global pandemics, migration flows, and technological change in ways that are democratic, effective, fair, peaceful, and sustainable? This book addresses this key question around the theme of ‘polycentrism’: i.e. the idea that contemporary governing is dispersed, fluctuating, messy, elusive, and headless. Chapters develop this notion of polycentrism from a broad spectrum of academic disciplines and theoretical approaches. Readers thereby obtain a full coverage of exciting new thinking about how today’s world is (mis)ruled. The book distinguishes four paradigms of knowledge about polycentric governing—organizational, legal, relational, structural—and pursues conversations across the divides that normally keep these approaches in separate research communities. These exceptional inter-paradigm exchanges focus especially on issues of techniques (how governing is done), power (what forces drive governing), and legitimacy (whether governing is rightful).     Disrupted Development in the Congo (2023)

    Description: Since the turn of the century, low-income African countries have undergone a process of mining industrialization led by transnational corporations. The process has been sustained by an African Mining Consensus uniting international financial institutions, African governments, development agencies, and various strands of the academic literature. The Consensus holds that transnational mining corporations are best placed to drive structurally transformative processes of mining-based development on the continent. State-owned enterprises and local forms of labour-intensive mining are deemed unsuitable. The former is characterized as corrupt and mismanaged, and the latter as an inefficient, subsistence activity with links to conflict financing. Through a detailed case study of gold mining in the Democratic Republic of the Congo, Disrupted Development in the Congo reveals the fragile foundations on which this consensus rests. The book documents how foreign mining corporations in the Congo have been prone to mismanagement, inefficiencies, and rent-seeking, and implicated in fuelling conflict and violence. In addition, the book details how structural impediments to the transformative effects of mining industrialization in low-income settings occur irrespective of ownership and management structures. In light of these constraints, and the levels of overseas surplus extraction and domestic marginalization associated with foreign-owned industrial mining, a shift to domestic-owned forms of mining-based development would better meet the needs of low-income African economies for rising productivity, labour absorption, and the domestic retention of the value generated by productive activity than the currently dominant but disarticulated and disruptive foreign corporate-led model.

    Description: For victims of persecution, attracting international awareness of their plight is often a matter of life and death. This book uncovers how in seventeenth-century Europe, persecuted minorities first learned how to use the press as a weapon to combat religious persecution. To mobilize foreign audiences, they faced an acute dilemma: how to make people care about distant suffering? This study argues that by answering this question, they laid the foundations of a humanitarian culture in Europe. The book reveals how, as consuming news became an everyday practice for many Europeans, the Dutch Republic emerged as an international hub of printed protest against religious violence. It traces how a diverse group of people, including Waldensian refugees, Huguenot ministers, Savoyard officeholders, and many others, all sought access to the Dutch printing presses to raise transnational solidarity for their cause. By examining their publicity strategies, this study deepens our understanding of how people tried to confront the specter of religious violence that had haunted them for generations.

    Description: Why do certain parts of the state in Africa work so effectively despite operating in difficult governance contexts? How do 'pockets of bureaucratic effectiveness' emerge and become sustained over time? And what does this tell us about the prospects for state-building and development in Africa? Repeated economic and social crises have demanded that development thinkers and policy actors have had to engage with the critical role that states play in delivering development. Pockets of Effectiveness and the Politics of State-building and Development in Africa shows that politics is the driving factor that shapes how well state agencies perform their roles. It deploys a new conceptual framework – the power domains approach – to explore the shifting fortunes of key state agencies in five countries – Ghana, Kenya, Rwanda, Uganda, and Zambia – over the past three decades. Our original research reveals when, how and why political rulers decide to build effective state agencies and enable them to deliver certain forms of economic development – often through forming strategic coalitions with senior bureaucrats and with international support – and also when this support falters and gives way to a politics of survival. Comparative analysis identifies two potential trajectories towards state-building in Africa, each shaped by different configurations of social and political power. The book critiques the role that international development agencies have played in (mis)shaping the state in Africa and suggests a new strategic agenda for building the state capacities required to deliver sustained development at the current juncture. The book closes with critical commentaries from two leading scholars in the field, to help place our work in context and establish the next steps for research and strategy in this increasingly important area of development theory and practice.

    Description: The aim of this book is to characterize a notion of type which will cover both linguistic and non-linguistic action and to lay the foundations for a theory of action based on a theory of types called TTR (a Theory of Types with Records). The book argues that a theory of language based on action allows us to take a perspective on linguistic content which is centred on interaction in dialogue and that this is importantly different to the traditional view of natural languages as being essentially similar to formal languages such as logics developed by philosophers or mathematicians. At the same time it will argue that the tremendous technical advances made by the formal language view of semantics can be incorporated into the action-based view and that this can lead to important improvements both of intuitive understanding and empirical coverage. In this enterprise we use types rather than possible worlds as commonly employed in studies of the semantics of natural language. Types are more tractable than possible worlds and give us more hope of understanding the implementation of semantics both on machines and in biological brains.

    Description: This introductory chapter sets out the book’s aims and contributions, outlines its main lines of argument, and details the theoretical foundations underpinning the African Mining Consensus, which holds that transnational mining corporations are best placed to drive structurally transformative processes of mining-based development on the continent. It then moves on to document how, in establishing this Consensus position, proponents have tended to misrepresent or disregard some of the classic critiques mounted by a group of pioneering early development economists. These critiques focused on the specific challenges and constraints faced by income-poor peripheral countries seeking development through deeper integration with the global capitalist economy. Returning to these earlier critiques provides helpful lenses with which to explore, with some adaptation, several axes of tension within the ongoing process of foreign corporate-led mining industrialization in low-income African countries that are overlooked by the absent or simplistic representation of these critiques by Consensus proponents.

    Description: In October 2019, Abhijit Banerjee, Esther Duflo, and Michael Kremer jointly won the 51st Sveriges Riksbank Prize in Economic Sciences in Memory of Alfred Nobel "for their experimental approach to alleviating global poverty." But what is the exact scope of their experimental method, known as randomized control trials (RCTs)? Which sorts of questions are RCTs able to address and which do they fail to answer? This book provides answers to these questions, explaining how RCTs work, what they can achieve, why they sometimes fail, how they can be improved and why other methods are both useful and necessary. Chapters contributed by leading specialists in the field present a full and coherent picture of the main strengths and weaknesses of RCTs in the field of development. Looking beyond the epistemological, political, and ethical differences underlying many of the disagreements surrounding RCTs, it explores the implementation of RCTs on the ground, outside of their ideal theoretical conditions and reveals some unsuspected uses and effects, their disruptive potential, but also their political uses. The contributions uncover the implicit worldview that many RCTs draw on and disseminate, and probe the gap between the method's narrow scope and its success, while also proposing improvements and alternatives. This book warns against the potential dangers of their excessive use, arguing that the best use for RCTs is not necessarily that which immediately springs to mind, and offering opportunity to come to an informed and reasoned judgement on RCTs and what they can bring to development.

    Description: Using a range of countries from the Global South, this book examines heterogeneity within informal work by applying a common conceptual framework and empirical methodology. The country studies use panel data to study the dynamics of worker transitions between formal and heterogeneous, informal work. The range of country studies in the book (covering Asia, Latin America, the Middle East, and North Africa and sub-Saharan Africa) allow us to present a comparative perspective across developing countries. Each country study provides a nuanced view of informality, dividing workers into six work status groups: formal wage-employees, upper-tier informal wage-employees, lower-tier informal wage-employees, formal self-employed, upper-tier informal self-employed, and lower-tier informal self-employed. Based on this common conceptual framework, the country studies examine the distribution of workers between each of these work status groups. Using panel data, the country studies document transition patterns across different formality and work status groups. The panel data analysed in each country study gives a basis for making statements about labour market transitions that are not warranted when using comparable cross sections. In addition to measuring the distribution of workers and transitions between work status groups, each country study also examines individual-level and household-level characteristics associated with workers in each work status. Using these characteristics, each country study constructs a ‘job ladder’ that ranks each work status. The country studies then examine the characteristics of workers that are associated with transitions up (and down) the job ladder.

    Description: Doctors writing about menopause in France vastly outnumbered those in other cultures throughout the entire nineteenth century. The concept of menopause was invented by Frenchmen medical students in the aftermath of the French Revolution, becoming an important pedagogic topic and a common theme of doctors’ professional identities in postrevolutionary biomedicine. Older women were identified as an important patient cohort for the expanding medicalisation of French society and were advised to entrust themselves to the hygienic care of doctors in managing the whole era of life from around and after the final cessation of menses. However, menopause owed much of its conceptual weft to earlier themes of women as the sicker sex, of vitalist crisis, of the vapours, and of astrological climacteric years. This book is the first comprehensive study of the origins of the medical concept of menopause, richly contextualising its role in nineteenth-century French medicine and revealing the complex threads of meaning that informed its invention. It tells a complex story of how women’s ageing featured in the demographic revolution in modern science, in the denigration of folk medicine, in the unique French field of hygiène, and in the fixation on women in the emergence of modern psychiatry. It also reveals the nineteenth-century French origins of the still-current medical and alternative-health approaches to women’s ageing as something to be managed through gynaecological surgery, hormonal replacement, and lifestyle intervention.

    Description: Distributional semantics embodies the idea that the context in which a word occurs reveals the meaning of that word. In contemporary corpus linguistics, that idea takes shape in various types of quantitative context analysis. This monograph explores how count-based token-level semantic vector spaces, as an advanced form of such a quantitative methodology, can be applied to the study of polysemy, lexical variation, and lectometry. What can distributional models reveal about meaning? How can they be used to analyse the semantic relationship between near-synonyms? And how can they contribute to the study of lexical variation as a sociolinguistic variable? The book details the conceptual background of lexical semantic and lexical variation research, explains the mechanism of distributional modelling, and introduces distributional workflows and corpus linguistic tools to answer the questions.     Description: By the 2010s, the view that state mismanagement and inefficiencies underlay the Congo’s economic malaise had become so commonplace as to permeate nearly all thinking about development in the country. The aim of this chapter is to challenge this line of thinking and question the Consensus wisdom of moving from domestic-owned to foreign-owned industrial mining based on a belief in the superior efficiency of the latter. By charting the rise and fall of Belgian-owned SOMINKI (1976-1997) and Canadian-owned Banro (1995-2019) in eastern Congo, its main line of argument is that foreign-owned and managed mining corporations are no less vulnerable to mismanagement, firm inefficiencies, and volatile prices than their state-owned counterparts. This included, in the case of Banro, rent-seeking behaviour, redirecting value to overseas directors and shareholders at the expense of productive capacity and to the detriment of the Congolese state and Congolese firms and labour.

    Description: This book examines Russian approaches to international law from three different yet closely interconnected perspectives: history, theory, and recent state practice. The study uses comparative international law as a starting point and argues that in order to understand post-Soviet Russia’s state and scholarly approaches to international law, one should take into account the history of ideas in Russia. To some extent, Russian understandings of international law differ from what is considered the mainstream in the West. One specific feature of this work is that it goes inside the language of international law as it is spoken and discussed in post-Soviet Russia, especially the scholarly literature in the Russian language, and relates this literature to the history of international law as discipline in Russia. Recent state practice such as the annexation of Crimea in 2014, Russia’s record in the UN SC, the European Court of Human Rights, investor-state arbitration, and the creation of the Eurasian Economic Union are laid out and discussed in the context of increasingly popular ‘civilizational’ ideas, i.e. the claim that Russia is a unique civilization and not part of Europe understood as the West. The implications of this claim for the future of international law, its universality and regionalism are discussed. This study concludes the author’s five-year work on ERC-funded grant that enabled him to attend international law conferences in Russia and other CIS countries, as well as get access to relevant sources that often cannot be so easily accessed in the West.

    Description: This book is a first cultural legal history of advertising in Britain, tracing the rise of mass advertising circa 1840–1914 and its legal shaping. The emergence of this new system disrupted the perceived foundations of modernity. The idea that culture was organized by identifiable fields of knowledge, experience, and authority came under strain as advertisers claimed to share values with the era’s most prominent fields, including news, art, science, and religiously inflected morality. While cultural boundaries grew blurry, the assumption that the world was becoming progressively disenchanted, itself closely related to concepts of boundaries, was undermined as enchanted experiences multiplied with the transformation of everyday environments by advertising. Non-rational ontologies and a play of mystery became apparent, involving possibilities for metamorphoses, magical efficacy, animated environments, affective connections between humans and things, imaginary worlds and fantasies that informed mundane lifed. These disrupted assumptions that the capitalist economy was a victory of reason. The Rise of Mass Advertising examines how contemporaries came to terms with the disruptive impact by mobilizing legal processes, powers, and concepts. Law was implicated in performing boundary work that preserved the modern sense of field distinctions. Advertising’s cultural meanings and its organization were shaped dialectically vis-à-vis other fields in a process that mainstreamed and legitimized it with legal means, but also construed it as an inferior simulation of the values of a progressive modernity, exhibiting epistemological shortfalls and aesthetic compromises that marked it apart from adjacent fields. The dual treatment meanwhile disavowed the central role of enchantment, in what amounted to a normative enterprise of disenchantment. One of the ironies of this enterprise was that it ultimately drove professional advertisers to embrace enchantment as their peculiar expertise.

    Description: In 1978, UNESCO Secretary General Amadou-Mahtar M’Bow compared cultural colonial objects to ‘witnesses to history’. Their treatment is one of the most debated questions of our time. Calls for a novel international cultural order go back to decolonization. However, for decades, the issue has been treated as a matter of comity or been reduced to a Shakespearean dilemma: to return or not to return. This book seeks to go beyond these classic dichotomies. It argues that contemporary practices are at a tipping point. It shows that cultural takings were material to the colonial project throughout different periods (early takings, birth of modern nation state, nineteenth-century scramble for objects) and went far beyond looting. It relies on micro histories and object biographies to trace recurring justifications and contestations of takings and returns, and the complicity of anthropology, racial science, and professional networks in colonial collecting. It demonstrates the dual role of law and cultural heritage regulation in enabling colonial injustices, and mobilizing resistance thereto. It challenges the argument that takings were acceptable according to the standards of the time. Drawing on the interplay between justice, ethics, and human rights, it develops a theory of entanglement to rethink contemporary approaches. It shows that future engagement requires a reinvention of knowledge systems and relations towards objects, including new forms of consent, provenance research, partnership and a rethinking of the role of museums themselves. It proposes principles of relational cultural justice to confront ongoing historic, legal, and economic entanglements and enable normative transformation.

    Description: When the Nerds Go Marching In shows how digital technology has moved from the margins to the mainstream of campaign and election organization in contemporary democracies. Combining an extensive review of existing literature and comparative data sources with original survey evidence and web content analysis of digital campaign content across four nations—the United Kingdom, Australia, France, and the United States—the book maps the key shifts in the role and centrality of the internet in election campaigns over a twenty-year period. The chapters reveal how these countries have followed a four-phase model of digital campaign development which begins with experimentation, and is followed by a period of standardization and professionalization. Subsequent phases focus on increasingly strategic activities around the mobilization of activists and supporters, before switching to micro-targeted mobilizing of individual voters. The changes are mapped over time in each country from the perspective of both the campaigners (supply side), and that of voters (demand side), and the four nations are compared in terms of how far and fast they have moved through the developmental cycle. As well as providing the most comprehensive narrative charting the evolution of digital campaigning from its inception in the mid-1990s, the book also offers important insights into the national conditions that have been most conducive to its diffusion. Finally, based on the findings from the most recent phase of development, the book speculates on the future direction for political campaigns as they increasingly rely on digital tools and artificial intelligence for direction and decision-making during elections.

    Description: The COVID-19 pandemic has been a defining defining event of the 21st century. Global estimates of excess mortality indicate that it has taken fifteen fifteen million lives over 2020-21 (Knutson et al. 2022). It has closed national borders, put whole populations into quarantine and devastated economies. Almost half of workers in low or middle income countries lost a job or business due to the pandemic (Anonymous 2021). The International Monetary Fund has estimated a global loss to the world economy of US$12trillion by the end of 2021 (Bill and Melinda Gates Foundation 2020). It led to a rise in rates of extreme poverty for the first firstfirst time in 25 years, with 37 million additional people experiencing this in 2020. The pandemic toll and the cost of measures taken to combat it—both effective effectiveeffectiveeffectiveeffectiveeffective and ineffective—has ineffective—has ineffective—hasineffective—hasineffective—hasineffective—hasineffective—has ineffective—has been paid in human lives, mental and physical suffering,suffering, suffering, suffering,suffering, and economic hardship. The costs will continue to be paid by individuals and societies for decades to come. While the COVID-19 pandemic has been catastrophic, it is not unique. It is not as severe as Spanish influenza, estimated to have killed between 50-100 million people. Recent MERS and SARS epidemics were more deadly to those infected, but less contagious. Future influenza pandemics, perhaps like the hypothetical example above, undoubtedly lie ahead. We await ‘Disease X’, the World Health Organisation’s placeholder name for “a serious international epidemic … caused by a pathogen currently unknown to cause human disease.” In some ways, the COVID-19 pandemic has been a wake up-call. Children who have been home-schooled during the COVID pandemic will almost certainly face another pandemic in their lifetime – one at least as bad—and potentially much worse—than this one.

    Description: This book provides a survey of different ways in which economic sociocultural and political aspects of human progress have been studied since the time of Adam Smith. Inevitably, over such a long time span, it has been necessary to concentrate on highlighting the most significant contributions, rather than attempting an exhaustive treatment. The aim has been to bring into focus an outline of the main long-term changes in the way that socioeconomic development has been envisaged. The argument presented is that the idea of socioeconomic development emerged with the creation of grand evolutionary sequences of social progress that were the products of Enlightenment and mid-Victorian thinkers. By the middle of the twentieth century, when interest in the accelerating development gave the topic a new impetus, its scope narrowed to a set of economically based strategies. After 1960, however, faith in such strategies began to wane, in the face of indifferent results and general faltering of confidence in economists’ boasts of scientific expertise. In the twenty-first century, development research is being pursued using a research method that generates disconnected results. As a result, it seems unlikely that any grand narrative will be created in the future and that neo-liberalism will be the last of this particular kind of socioeconomic theory.

The book explores how Latinx battles for survival are also performed in the worlds of faith, religiosity, and the imaginary and how the sociopolitical realities of exploitation and racial segregation frame popular religious expressions. It analyzes the emergence of interreligious states, transnational ethnic and cultural enclaves unified by faith/religiosity. Following a chronological approach, this book analyzes five vernacular saints who have emerged in Mexico and whose devotions have migrated into the United States in the last one hundred years: Jesús Malverde, a popular bandito turned saint caudillo; Santa Olguita, an emerging feminist saint linked to border women’s experiences of sexual violence and assault; Juan Soldado, a soldier who was a murderer and rapist, who was the main suspect in the death of an eight-year-old victim known now as Santa Olguita, and who is now a patron for undocumented immigrants; Toribio Romo, a Catholic priest whose ghost/spirit has been helping people cross the border into the United States since the 1990s; and La Santa Muerte, a controversial personification of the dead who is particularly popular among some LGBTQ migrants. Each chapter contextualizes a particularly popular saint with broader discourses about the construction of masculinity and the state, the long history of violence against Latina and migrant women, female erasure from history, discrimination against non-normative sexualities, and the United States and Mexico’s investment in the control of religiosity within the discourses of immigration in the United States.

    Description: Departing from the mainstream practice and conventional wisdom of materialist and rationalist accounts of internal and intrastate conflicts, the book demonstrates how and why emotions, symbolic predispositions, and perceptions are just as powerful and useful in understanding and explaining these phenomena. By uncovering the invisible albeit concrete emotive, symbolic, and perceptual causal mechanisms underpinning ethnoreligious otherings and the resulting violent protracted conflicts, the book aims to help address the incongruence between how the actual actors operating within these contexts think and act and the existing theories and models of how they are expected to behave. Accordingly, the book has three main goals. First, to highlight the centrality of emotions, symbolic predispositions, and perceptions in providing a more holistic and realistic understanding of otherings and conflicts. Second, to illustrate how the ethnoreligious othering framework developed and applied in the study bolsters and advances process tracing explanations by systematically incorporating context-specific intersubjective meanings into causal accounts of the events under investigation. And third, to emphasize the importance of recognizing religion and nationalism as legitimate constituents and instruments of contemporary realpolitik by underlining their enduring security utility and essence at individual, group, and state levels. As argued and established throughout the book, because the causal mechanisms driving ethnoreligious otherings and passionate conflicts are simultaneously emitting and are propelled by deeply entrenched emotions, symbolic predispositions, and perceptions, achieving durable peace settlement requires reconciliation initiatives and regulation strategies that directly and unapologetically incorporate and address these neglected “immaterial” and “irrational” forces.

    Description: This work is the first major attempt since the 1970s to challenge the idea that the essential engine of medical (and scientific) change in seventeenth-century Britain emanated from puritanism. It seeks to reaffirm the crucial role of the period of the civil wars and their aftermath in providing the most congenial context for a re-evaluation of traditional attitudes to medicine. In the process, it rejects the idea that such initiatives were the special preserve of a small religious elite (puritans), claiming instead that enthusiasm for change can be found across the religious spectrum. At the same time, the work demonstrates that medical practitioners were increasingly drawn into contemporary religious and political debates in a way that led to a fundamental politicization of the ‘profession’. By the end of the seventeenth century, it was now commonplace to see doctors, apothecaries and surgeons fully engaged in everyday political and civic life. At the same time, religious and political orientation often became an important factor in the career development of medics, especially in towns and cities, where substantial benefits might accrue to those who found themselves in favour with the ruling elites, be they Whig or Tory. The body politic, a Renaissance commonplace, was now peopled by medical practitioners who often claimed a special authority when it came to diagnosing the ills of late seventeenth-century society.

Developing countries are seeking economic development—that is, structural transformation—which is inclusive in the sense that it is broad-based and raises the income of all, especially the poor. Thus, inclusive economic growth requires steady, or even falling, income inequality if it is to maximize the growth of incomes at the lower end of the distribution. Yet, this is at odds with Simon Kuznets hypothesis that economic development tends to put upward pressure on income inequality, at least initially and in the absence of countervailing policies. The book asks: what are the types or ‘varieties’ of structural transformation that have been experienced in developing countries? What inequality dynamics are associated with each variety of structural transformation? And what policies have been utilized to manage trade-offs between structural transformation, income inequality, and inclusive growth? The book answers these questions using a comparative case study approach, contrasting nine developing countries while employing a common analytical framework and a set of common datasets across the case studies. The intended intellectual contribution of the book is to provide a comparative analysis of the relationship between structural transformation, income inequality, and inclusive growth; to do so empirically at a regional and national level; and to draw conclusions from the cases on the varieties of structural transformation, their inequality dynamics, and the policies that have been employed to mediate the developer’s dilemma.

Written by a group of academics and practitioners from Oxford at the heart of the process, but foregrounding the voices of the policymakers and participants, this book documents and critically assesses efforts to assist a set of governments to kick-start digital transformation. In doing so, it offers lessons for policymakers in other countries.     Description: This book constitutes the first typologically oriented monograph on morphomes, which is the term given to systematic morphological identities, usually within inflectional paradigms, that do not map onto syntactic or semantic natural classes like ‘plural’, ‘past’, ‘third-person singular’. Its first half addresses the theoretical and empirical challenges surrounding the identification and definition of morphomes, and surveys their links with related notions like syncretism, homophony, blocking, segmentation, economy, morphophonology, etc. It also presents the different ways in which morphomic structures have been observed to emerge, change, and disappear from a language. The second part of the book contains its core contribution: a database with 120 morphomes across 79 languages from all around the world. These structures are first presented in painstaking philological detail, and then deconstructed into logically independent axes of variation, identified in the spirit of Multivariate Typology. Statistical analysis is then undertaken to spot trends and correlations which are subsequently discussed. Various findings, relevant to both proponents and detractors of Autonomous Morphology, have emerged regarding, for example, the idiosyncratic (i.e. not representative) nature of Romance morphomes, the existence of cross-linguistically recurrent unnatural patterns, and the preference for more natural structures even among morphomes. The database is also expected to allow explorations of other issues, such as how learnability and communicative efficiency pressures impact morphological structure, and lexical and grammatical informativity across the word.

Facing Authority investigates the ways in which this question of legitimacy can be addressed in theory and practice, in the face of disagreement and uncertainty. Instead of asking, “What makes authorities legitimate?” in the abstract, it examines how the question of legitimacy manifests itself in practice. How can we distinguish whether a regime is legitimate, or merely purports to be so? And what does it mean to do this well? Facing Authority proposes that judging legitimacy is not a matter of applying moral knowledge, provided by political philosophy, but of engaging in various forms of political contestation—contestation over the representation of power (what is the nature of the regime?), collective selfhood (who am I, and who are we?), and the meaning of events (what happened here—a coup, or a revolution?). These questions constitute the heart of the question of legitimacy, but thus far they have been neglected by theorists of legitimacy. This book offers a new way of thinking about political legitimacy and practical judgment, interweaving philosophical analyses of key concepts (including representation, identity, and temporality) with concrete examples of struggles for legitimacy, from the German Autumn to the Arab Spring. The result is a pragmatist alternative to predominant moralist and realist approaches to legitimacy in political philosophy.

    Description: The Hebrew Bible formulates two sets of law: one for the Israelites and one for the gentile “residents” living in the Holy Land. Law Beyond Israel: From the Bible to the Qur’an argues that these biblical laws for non-Israelites form the historical basis of qur’anic law. The study corroborates its central claim by assessing laws for gentiles in late antique Jewish and especially in Christian legal discourse, pointing to previously underappreciated legal continuity from the Hebrew Bible to the New Testament and from late antique Christianity to nascent Islam. This volume first sketches the legal obligations that the Hebrew Bible imposes on humanity more broadly and, more specifically, on the non-Israelite residents of the Holy Land. It then traces these laws through Second Temple Judaism to the early Jesus movement, illustrating how the biblical laws for residents inform those formulated in the Acts of the Apostles. Building on this legal continuity, the study employs detailed historical and literary analyses of legal narratives in order to make three propositions. First, rabbinic laws for gentiles, the so-called Noahide Laws, while offering a more lenient interpretation than the one we find in Acts, are equally based on the biblical laws for gentile residents of the Holy Land. Second, Christians generally appreciated and even expanded the gentile laws of Acts. Third, the Qur’an remakes traditional Arabian religious practice by formulating its own distinctive approach to the biblical laws for gentiles, in close continuity with—and at times in critical distance from—late antique Jewish and especially Christian gentile law.

A chapter describes the applications of the ten thousand or more accelerators in the world ranging from the linear accelerators used for cancer therapy, through those used in industry and in other fields of research, to the giant ‘atom smashers’ at international particle physics laboratories. A final chapter is to stimulate new ideas for future acceleration techniques.

Why did no country leave the Eurozone rather than implement unprecedented austerity? Who supported and who opposed the different policy options in the crisis domestically, and how did the distributive struggles among these groups shape crisis politics? Building on macro-level statistical data, original survey data from interest groups, and qualitative comparative case studies, this book argues and shows that the answers to these questions revolve around distributive struggles about how the costs of the Eurozone crisis should be divided among countries, and among different socioeconomic groups within countries. Together with divergent but strongly held ideas about the “right way” to conduct economic policy and asymmetries in the distribution of power among actors, severe distributive concerns of important actors lie at the root of the difficulties of resolving the Eurozone crisis as well as the difficulties to substantially reform European Monetary Union (EMU). The book provides new insights into the politics of the Eurozone crisis by emphasizing three perspectives that have received scant attention in existing research: A comparative perspective on the Eurozone crisis by systematically comparing it to previous financial crises, an analysis of the whole range of policy options, including the ones not chosen, and a unified framework that examines crisis politics not just in deficit-debtor, but also in surplus-creditor countries.

    Description: The ancient Dormition and Assumption traditions, a remarkably diverse collection of narratives recounting the end of the Virgin Mary's life, first emerge into historical view from an uncertain past during the fifth and sixth centuries. Initially appearing in Syria, Palestine, and Egypt, these legends spread rapidly throughout the Christian world, resulting in over 60 different narratives from before the tenth century preserved in nine ancient languages. This study presents a detailed analysis of the earliest traditions of Mary's death, including the evidence of the earliest Marian liturgical traditions and related archaeological evidence as well as the numerous narrative sources. Most of the early narratives belong to one of several distinctive literary families, whose members bear evidence of close textual relations. Many previous scholars have attempted to arrange the different narrative types in a developmental typology, according to which the story of Mary's death was transformed to reflect various developments in early Christian Mariology. Nevertheless, evidence to support these theories is wanting, and the present state of our knowledge suggests that the narrative diversity of the early Dormition traditions arose from several independent ‘origins’ rather than through ordered evolution from a single original type. Likewise, scholars have often asserted a connection between the origin of the Dormition traditions and resistance to the council of Chalcedon, but the traditions themselves make this an extremely unlikely proposal. While most of the traditions cannot be dated much before the fifth century, a few of the narratives were almost certainly in composed by the third century, if not even earlier. These narratives in particular bear evidence of contact with gnostic Christianity. Several of the most important narratives are translated in appendices, most appearing in English for the first time.

    Description: It is a striking—yet all too familiar—fact about human beings that our belief-forming processes can be so distorted by fears, desires, and prejudices that an otherwise sensible person may sincerely uphold false claims about the world in the face of overwhelming evidence to the contrary. When we describe someone as being “in denial,” we mean that he or she is personally, emotionally threatened by some situation—and consequently has failed to assess the situation properly according to the evidence. People in denial engage in motivated reasoning about their situation: They (sincerely) argue and interpret evidence in light of a preestablished conclusion. One significant type of reason-distorting emotional threat is a threat to one’s ideological worldview. When group interests, creeds, or dogmas are threatened by unwelcome factual information, biased thinking becomes ideological denialism. (One critical example of such denialism is the widespread denial of settled climate science.) Denial can stand in the way of individual well-being, and ideological denialism can stand in the way of good public policy. This book is a wide-ranging examination of denial and denialism. It offers a readable overview of the social psychology of denial, and examines the role of ideological denialism in conflicts over public policy, politics, and culture. Chapters focus on our philosophical and scientific understanding of denial, denial of scientific consensus, denialism in political economy, and denialism in religious belief. An afterword examines proposals for improving science communication in light of findings about motivated reasoning and denial.

But they also arise in everyday life, in which one has constant opportunities to give time or money to help distant strangers in need of food, shelter, or medical care. With the resources available, one can provide more help or less. This book argues that it is often wrong to provide less help rather than more, even when the personal sacrifice involved makes it permissible not to help at all. It shows that helping distant strangers by donating or volunteering is morally more like rescuing nearby strangers than most of us realize. The ubiquity of opportunities to help others threatens to make morality extremely demanding, and the book argues that it is only thanks to adequate permissions grounded in considerations of cost and autonomy that one may pursue one’s own plans and projects. It concludes that many are required to provide no less help over their lives than they would have done if they were effective altruists.

The contributors engage with a variety of theorists from Maurice Merleau-Ponty to Michel Serres to Jean-Luc Nancy to foreground the distinctive means by which literary texts engage with, open up, or make uncertain dominant views of the nature of perception. Considering the ways in which literary texts intersect with and diverge from scientific, epistemological, and philosophical perspectives, these essays explore a wide variety of literary moments of sensation including the interspecies exchange of a look between a swan and a young Indigenous Australian girl; the sound of bees as captured in an early modern poem; the noxious smell of the ‘Great Stink’ that recurs in the Victorian novel; the taste of an aubergine registered in a poetic performance; tactile gestures in medieval romance; and the representation of a world in which the interdependence of human beings with the purple hibiscus plant is experienced through all five senses. The collection builds upon and breaks new ground in the field of sensory studies, focusing on what makes literature especially suitable to engaging with, contributing to, and challenging our perennial understandings of the senses.

    Description: The study of electrons and holes confined to two, one, and even zero dimensions has uncovered a rich variety of new physics and applications. This book describes the interaction between these confined carriers and the optic and acoustic phonons within and around the confined regions. Phonons provide the principal channel of energy transfer between the carriers and their surroundings and also the main restriction to their room temperature mobility. However, they also have many other roles; they contribute, for example, an essential feature to the operation of the quantum cascade laser. Since their momenta at relevant energies are well matched to those of electrons, they can also be used to probe electronic properties such as the confinement width of two-dimensional (2-D) electron gases and the dispersion curve of quasiparticles in the fractional quantum Hall effect. The book describes both the physics of the electron-phonon interaction in the different confined systems and the experimental and theoretical techniques that have been used in its investigation. The experimental methods include optical and transport techniques as well as techniques in which phonons are used as the experimental probe. This book provides an up-to-date review of the physics and its significance in device performance.

    Description: In Catholic doctrine, the Immaculate Conception of the Virgin Mary is the belief that Mary, the mother of Christ, was exempt from original sin from the moment of her conception, and thereby a co-redeemer alongside her son. Praise for this complicated devotion took place in Europe throughout the medieval period and resounded in the Americas with the founding of the first convent in Mexico City under the Order of the Immaculate Conception in 1540. All other orders of nuns in New Spain branched out from this convent, spreading the Marian devotion throughout the region. In this book, author Cesar D. Favila argues that the sonification of virginity and the Virgin Mary was fundamental to the promotion of the Immaculate Conception doctrine, and that this was part of a complex network of sonified practices in the lives of New Spanish nuns. These ""immaculate sounds,"" a term Favila uses for the cloistered nuns' idealized vocalizations as well as the expression of doctrinal rhetoric through musical metaphors, echoed the highly regulated realm of the convent and played a pivotal role in mediating between the lives of New Spanish nuns and the expectation that they would save the secular world with their vocalized prayers. In addition to the sonification of discipline, Favila shows that immaculate sounds also enhanced the nuns' engagement with their religious practices and facilitated embodied and spiritual engagement with Catholic doctrines. Throughout his study, he delves into rarely studied music sources from seventeenth- and eighteenth-century New Spain alongside the rulebooks, devotional literature, and nuns' biographies that regulated convent life and inspired nuns' hymns. In doing so, Favila brings together a narrative of salvation that shines a light on the musical lives of nuns and locates women's agency within a hierarchical society that silenced some women and required others to sing.

    Description: Authoritarianism is on the rise globally, with more than twice as many countries experiencing democratic decline as democratic enhancement in recent years. This has been occurring simultaneously with unprecedented rates of urbanization in many parts of the world, raising questions about the role of cities—often considered the focal points of democratic deepening—in this authoritarian turn. With most literature on authoritarianism focusing on the national scale, in this book we train our gaze on capital cities, which as ‘containers’ of both capital and sovereignty are spaces in which authoritarian dominance is increasingly built, contested, maintained, and undone. Focusing on some of the world’s fastest urbanizing regions in sub-Saharan Africa and South Asia, the book explores the multiple ways in which authoritarian regimes have been attempting to build and sustain long-term dominance in capital cities in order to meet the challenge of urban political resistance. Our diverse selection of case studies spans governing regimes that have recently tried to build urban dominance and spectacularly failed, as well as those that have managed to hold onto power by constantly evolving strategies for dominance that limit the potential for urban opposition to tip into regime overthrow. With chapters on Addis Ababa, Colombo, Dhaka, Harare, Kampala, and Lusaka, this book offers the first cross-regional comparative study of the relationship between cities and political dominance. It contributes to debates on authoritarianism and authoritarian durability, urbanization, political contestation and resistance, the politics of development, and the prospects for democracy.

    Description: This book provides a unique, comparative assessment on how the nature of work is changing in 11 major developing countries, and the role that these changes play in shaping earnings inequality in these societies. It provides a nuanced and context-sensitive developing-country perspective with an in-depth assessment of national trends in earnings inequality, which are assessed against changes in the supply of higher skilled workers and education premia, on the one hand, and changes in the occupational structure and the remuneration of tasks, on the other, while being mindful of broader macroeconomic trends and institutional developments. We start showing that the common assumption that occupations are identical around the world tends to lead to an overestimation of the non-routine task content of jobs in developing and emerging economies. Then, we use country-specific measures of routine-task intensity, along with the standard O*NET measures, and other innovative ways to push the boundaries of existing research and make the most of the limited information that is available in each of the countries under study. We show that the large changes in the composition of workers by education and job routine-task intensity, which developing countries exhibited in the 2000s and 2010s, generally contributed to higher inequality, ceteris paribus. We also find evidence of job polarization or widening of earnings inequality driven by the evolution of routine intensity of jobs in several cases. However, changes in the education premium, along institutional factors, seem to explain inequality trends to a larger extent.

    Description: Immersion, Identification, and the Iliad explains why people care about this foundational epic poem and its characters. It represents the first book-length application to the Iliad of research in communications, literary studies, media studies, and psychology on how readers of a story or viewers of a play, movie, or television show find themselves immersed in the tale and identify with the characters. Immersed recipients get wrapped up in a narrative and the world it depicts and lose track to some degree of their real-world surroundings. Identification occurs when recipients interpret the storyworld from a character’s perspective, feel emotions congruent with those of a character, and/or root for a character to succeed. This volume situates modern research on these experiences in relation to ancient criticism on how audiences react to narratives. It then offers close readings of select episodes and detailed analyses of recurring features to show how the Iliad immerses both ancient and modern recipients and encourages them to identify with its characters. Accessible to students and researchers, to those inside and outside of classical studies, this interdisciplinary project aligns research on the Iliad with contemporary approaches to storyworlds in a range of media. It thereby opens new frontiers in the study of ancient Greek literature and helps investigators of audience engagement from antiquity to the present contextualize and historicize their own work.

    Description: This book examines the European Left’s attempt to think and give shape to an alternative type of European integration—a ‘social Europe’—during the long 1970s. Based on fresh archival research, it shows that the western European Left—in particular, social democratic parties, trade unions, and to a lesser extent ‘Eurocommunist’ parties—formulated a broad project to turn ‘capitalist Europe’ into a ‘workers’ Europe’. This alternative model of European unity favoured coordinated measures for wealth redistribution, market regulation, a democratization of the economy and of European institutions, upward harmonization of social and fiscal systems, more inclusive welfare regimes, guaranteed employment, economic and social planning with greater consideration for the environment, increased public spending to meet collective needs, greater control of capital flows and multinational corporations, a reduction in working time, and a fairer international economic order favouring the global South. During the pivotal years following 1968, deeply marked by labour militancy, new social movements, economic crisis, and the unmaking of the ‘postwar compromise’, a window of opportunity opened in which European integration could have taken different roads. The defeat of ‘social Europe’ was a result of a decade-long social conflict which ended with the affirmation of a neoliberal Europe. Investigating this forgotten power struggle and the reasons of its defeat can be useful not just to scholars and students eager to understand the historical evolution of European integration, the European Left, and European capitalism, but also to anyone interested in building alternative European and global futures.

    Description: AI promises major benefits for healthcare. But along with the benefits come risks. Not so much the risk of powerful super-intelligent machines taking over, but the risk of structural injustices, biases, and inequalities being perpetuated in a system that cannot be challenged because nobody actually knows how the algorithms work. Or, the risk that there might be no doctor or nurse present to hold your hand and reassure you when you are at your most vulnerable. There There are many initiatives to come up with ethical or trustworthy AI and these efforts are important. Yet we should demand more than this. Technological solutionism and the urge to “move fast and break things” often dominate the tech industry but are inappropriate for the healthcare context and incompatible with basic healthcare values of empathy, solidarity, and trust. So how can such socio-political and ethical issues get resolved? It is at this juncture that we have the opportunity to imagine different different different futures. Using Grace's fictional story, this chapter argues that in order to shape the future of healthcare we need to decide whether, to what extent, and how—under what regulatory frameworks and safeguards—these technologies could and should play a part in this future. AI can indeed improve healthcare but, instead of casting ourselves loose and at the mercy of this seemingly inevitable technological drift, drift, we should be actively paddling towards a future of our choice.

    Description: Since its green shoots first emerged around 50 years ago, acceptance of environmental, social, and governance (ESG) considerations in institutional investing—especially in pension funds—has evolved with distinct shifts in investor preferences. This Pension Research Council volume traces these shifts and their implications, leading up to the present day. The book notes that investors have diverse reasons for devoting attention to ESG criteria when deciding where to invest their money. Some had religious motives, such as Quakers, who focused on values; this approach can offer some risk mitigation. Nevertheless, studies that look at whether divestment actually changes behaviors of companies show that this rarely occurs. Accordingly, this book offers a variety of distinct viewpoints from numerous countries, on whether, how, and when ESG criteria should, and should not, drive pension fund investments. Authors also find that policymakers should consider fund consolidation in private sector retirement systems, along with whether service provider incentives could be better aligned with sustainability incentives. For instance, boosting transparency in these markets would help generate better-informed policies, while providing beneficiaries with information relevant to their savings choices.

    Description: This book gathers leading economic historians, geographers, and social scientists to focus on the developments in key international financial centres following the 2008 Global Financial Crisis and to consider the likely effects of Brexit on these centres. Eleven centres in eight countries are taken into consideration: New York, London, Frankfurt, Paris, Zurich/Geneva, Hong Kong/Shanghai/Beijing, Tokyo, and Singapore. The book addresses three main issues. The first is the hierarchy of international financial centres, in particular whether Asian financial centres have taken advantage of the crisis in the West. The second is the medium-term effects of the crisis, with respect to the volume of business activity (including employment), and the level of regulation, with concerns regarding the risks of regulatory overkill. And the third is the rise of new technology, known as fintech, possibly the most important change in the decade following the crisis, with questions as to whether it will render financial centres, as we know them, unnecessary for the functioning of the global economy, and which cities are likely to emerge as hubs of new financial technology. Finally, the book discusses the likely effects of Brexit on international financial centres, in particular London, Paris, and Frankfurt. The book takes a decidedly interdisciplinary approach, with a general introduction providing a global overview from a historical perspective, and a general conclusion providing a global overview from a geographical perspective. Its focus on the implications for global financial centres is unique among books about the aftermath of the Global Financial Crisis.

    Description: Why have most African countries not achieved greater political liberalization? What explains the lack of progress toward the ideals of liberal democracy across the region? This book advances ongoing debates on democratic backsliding with specific reference to Africa. In examining how incumbent leaders in African countries attempt to contain societal pressures for greater democracy, the chapters explain how governments go beyond the standard tools of manipulation, such as electoral fraud and political violence, to keep democracy from unfolding in their countries. The book emphasizes two distinct strategies that governments frequently use to reinforce their hold on power, but which remain overlooked in conventional analyses; —the legal system and the international system. It—documents how governments employ the law to limit the scope of action among citizens and civil society activists struggling to expand democratic liberties, including the use of constitutional provisions and the courts. The work further demonstrates how governments use their role in international relations to neutralize pressure from external actors, including sovereigntist claims against foreign intervention and selective implementation of donor-promoted policies. While pro-democracy actors can also employ these legal and international strategies to challenge incumbents, in some cases to prevent democratic backsliding, the book shows why and how incumbents have enjoyed institutional advantages when implementing these strategies through the six country case studies of Ghana, Kenya, Malawi, Uganda, Zambia, and Zimbabwe.

    Description: This book explores processes of legitimation and delegitimation of global governance institutions (GGIs). How, why, and with what impact on audiences, are GGIs legitimated and delegitimated? The book develops a comprehensive theoretical framework for studying processes of (de)legitimation in global governance and provides broad comparative analyses to uncover patterns of (de)legitimation processes. It covers a diverse set of global and regional governmental and nongovernmental institutions in different policy fields. Variation across these GGIs is explained with reference to institutional setup, policy field characteristics, and broader social structures, as well as to the qualities of agents of (de)legitimation. The approach builds on a mixed-methods research design that uses both quantitative and qualitative new empirical data. Three main interlinked elements of processes of legitimation and delegitimation are at the center of the analysis: the varied practices employed by different state and non-state agents that may boost or challenge the legitimacy of global governance institutions; the normative justifications that these agents draw on when engaging in legitimation and delegitimation practices; and the different audiences that may be impacted by legitimation and delegitimation. This results in a dynamic interplay between legitimation and delegitimation in contestation over the legitimacy of GGIs.

    Magma storage and degassing beneath the youngest volcanoes of the Massif Central (France): Lessons for the monitoring of a dormant volcanic province (2023)

    Description: Developing appropriate monitoring strategies in long-quiescent volcanic provinces is challenging due to the rarity of recordable geochemical and geophysical signals and the lack of experienced eruptive phenomenology in living memory. This is the case in the Massif Central (France) where the last eruptive sequence formed the Pavin’s Group of Volcanoes, about 7 ka ago. There, current evidence of a mantle activity reminiscence is suggested by the presence of mineral springwaters, mofettes, and soil degassing. It appears fundamental as a prerequisite to decipher the evolution of the gas phase in the magmatic system at the time of the eruptive activity to understand the meaning of current local gas emissions. In this study, we develop an innovative approach coupling CO2 densimetry and geochemistry of fluid inclusions from products erupted by the Pavin’s Group of Volcanoes. 3D imagery by Raman spectroscopy revealed that carbonate forming in fluid inclusions may lead to underestimation of CO2 density in fluid inclusions by up to 50 % and thus to unreliable barometric estimates. Fortunately, we found that this effect may be limited by focusing on fluid inclusions with a small diameter (〈4 m) and where no solid phase is detected on Raman spectra. The time evolution of the eruptions of the Pavin’s Group of Volcanoes shows a progressive decrease of the pressure of magma storage (from more than 9 kbar down to 1.5-2 kbar) in parallel to magma differentiation (from basanites at Montcineyre to benmoreites at Pavin). The analysis of the noble gases entrapped in fluid inclusions yielded two main conclusions: (1) the helium isotope signature (Rc/Ra = 6.5-6.8) is in the range of values obtained in fluid inclusions from mantle xenoliths in the Massif Central (Rc/Ra = 5.6±1.1, on average) suggesting partial melting of the subcontinental lithospheric mantle, and (2) magma degassing (4He/40Ar* from 4.0 to 16.2) mirrors magma differentiation and the progressive rise of the magma ponding zones of the Pavin’s Group of Volcanoes. According to our modelling, about 80 % of the initial gas phase would be already exsolved from these magmas, even if stored at mantle depth. Based on the results obtained from fluid inclusions, we propose a model of the evolution of the signature of noble gases and carbon isotopes from mantle depth to crustal levels. In this frame, gas emissions currently emitted in the area (Rc/Ra = 6.1-6.7 and 4He/40Ar* = 1.7) point to an origin in the lithospheric mantle. This study strongly encourages the establishment of a regular sampling of local gas emissions to detect potential geochemical variations that may reflect a change from current steady-state conditions

    Towards a monitoring system of the sea state based on microseism and machine learning (2023)

    Description: In this work, we exploited the ubiquitous seismic noise generated by energy transfer from the sea to the solid Earth (called microseism) to infer the significant wave height data, with the aim of developing a microseismbased monitoring system of the Sicily Channel. We used a combined approach based on statistical analysis and machine learning by using seismic and sea state data (provided by the hindcast maps), recorded between 2018 and 2021.Through spectral and amplitude analysis, we observed that microseism was influenced by the conditions of the seas surrounding Sicily. Correlation analysis demonstrates that microseism mostly originates from sources located up to 400 km from the coastlines. Moreover, employing machine learning algorithms, we successfully reconstruct spatial and temporal sea wave distributions using microseism data. Among the tested methods, the Random Forest algorithm yields the best results, with an R2 value of 0.89 and a mean prediction error of about 0.21 m.

    Description: The understanding of the relationship between the variation of precipitation stable oxygen isotope ratio (δ18Op) and monsoon activity in the Asian monsoon region is crucial for an in-depth comprehension of the regional hydrological cycle processes and for reconstructing the history of Asian paleomonsoon changes. Based on the 1979–2017 summer δ18Op output by two isotope-enabled atmospheric general circulation models nudged to climate reanalysis data, this study explores the associations of the Indian summer monsoon (IM) and western North Pacific summer monsoon (WNPM) intensities with the interannual variations of the regional δ18Op and their possible physical mechanisms. Statistical analyses demonstrate that the East Asian δ18Op is negatively correlated with the IM intensity while the Indian δ18Op is positively correlated with the WNPM intensity. Moreover, the underlying mechanisms linking the monsoon and δ18Op vary in different regions. In strong IM years, with the intensified convection and increased precipitation near the Indian peninsula, the water vapor isotope ratio (δ18Ov) transported to East Asia has lower values, resulting in the depletion of δ18Op there. The opposite is true for weak IM years. In years of strong WNPM, the intensified convection over the tropical western Pacific and the suppressed convection over the western Indian Ocean may be linked to a Walker-type circulation anomaly, accompanied by the enlarging of the vertical wind shear between the western Pacific and the western Indian Ocean. Accordingly, the decreasing of convection and precipitation over the Arabian Sea results in higher δ18Ov values in the upstream area of India, which ultimately increases δ18Op values in the Indian peninsula through the monsoonal moisture transport; and vice versa.

    Description: Biogeochemical markers in combination with bacterial community composition were studied at two contrasting stations at the Río Negro (RN) estuary to assess the outwelling hypothesis in the Argentinian Patagonia. Inorganic nutrients and dissolved organic matter were exported clearly during the last hours of the ebb at the station Wetland. Moreover, a considerable outwelling of polyunsaturated fatty acids (PUFA), particulates and microalgae was inferred by this combined approach. The exported 22:6(n-3) and 20:5(n-3) contributed very likely to sustain higher trophic levels in the coasts of the Southwest Atlantic. The stable isotopes did not evidence clearly the outwelling; nevertheless, the combination of δ13C with fatty acid bacterial markers indicated organic matter degradation in the sediments. The dominance of Desulfobacterales and Desulfuromonadales suggested sulphate reduction in the sediments, a key mechanism for nutrient outwelling in salt marshes. Marivivens and other Rhodobacterales (Alphaproteobacteria) in the suspended particulate matter were clear indicators of the nutrient outwelling. The colonization of particles according to the island biogeography theory was a good hypothesis to explain the lower bacterial biodiversity at the wetland. The copiotrophic conditions of the RN estuary and particularly at the wetland were deduced also by the dynamic of some Actinobacteria, Bacteroidia and Gammaproteobacteria. This high-resolution snapshot combining isotopic, lipid and bacterial markers offers key pioneer insights into biogeochemical and ecological processes of the RN estuary.

    Description: Water and sediment supply are essential to the health of deltaic ecosystems. Diverse datasets were integrated to better understand how climate change is shifting the supply of water and sediment to the largest polar distributary channel pattern – the Lena River Delta. Here the increase in warming rate from an average air temperature is from 4.1 °C for the period 1950–99 to 6.1 °C during 2000–21, which is higher than in the adjacent polar regions. Streamflow and sediment yield entering the Lena Delta have increased since 1988 by 56.3 km3 and 6.1×106 t, respectively; meanwhile, the Lena River’s increases in water temperature in June, July–August and September were found to be as much as 1.1, 0.6 and 0.05 °C. These changes have a pronounced effect on sediment regimes in particular parts of the delta. Based on analyses of correlations between various hydroclimatic drivers and sediment concentration changes across particular distributaries of the Lena Delta extracted from Landsat datasets, bank degradation driven by thermal erosional processes (which are in turn related to air and soil temperature increases) is proved to be the primary factor of the sediment regime in the delta. The study also highlights that sediment load changes are sensitive to wind speed due to remobilization of bottom sediment. Sums of daily air temperature and wind speed over 3 days are correlated with sediment concentration changes in the delta. The results also indicate that carbon transport across the delta (both POC and DOC) depends on sediment transport conditions and water discharge and might increase by up to 10 %. We conclude that the Lena Delta can be recognized as the global hot spot in terms of the hydrological consequences of climate change, which is altering sediment regimes, stream hydromorphology and carbon transport.

    Description: It is a fundamental challenge to understand how the function of a network is related to its structural organization. Adaptive dynamical networks represent a broad class of systems that can change their connectivity over time depending on their dynamical state. The most important feature of such systems is that their function depends on their structure and vice versa. While the properties of static networks have been extensively investigated in the past, the study of adaptive networks is much more challenging. Moreover, adaptive dynamical networks are of tremendous importance for various application fields, in particular, for the models for neuronal synaptic plasticity, adaptive networks in chemical, epidemic, biological, transport, and social systems, to name a few. In this review, we provide a detailed description of adaptive dynamical networks, show their applications in various areas of research, highlight their dynamical features and describe the arising dynamical phenomena, and give an overview of the available mathematical methods developed for understanding adaptive dynamical networks.

    Description: Earthquakes fault plane solutions (FPSs) are routinely computed on the basis of various techniques and are reported in the literature with a wide range of formats and conventions. Although the equations relating the various parameters are well known and relatively simple, their practical application often arise to numerical singularities and indeterminations that sometimes are not well known by the authors and thus may result in wrongor inaccurate reportingof parameters. Such inaccuracies and mistakes affect about 40% of the published data we have examined to test our programs. Moreover the current use, in the seismological community, of at least two different coordinate systems to represent the Cartesian components of vectorial and tensorial quantities is a further cause of confusion. In order to simplify the management of such data, we have prepared a structured package of FORTRAN 77 subroutines performingalmost all of the possible computations and conversions amongdifferent parameters and coordinate systems. The package has been extensively tested with the data of a revised database of FPS of Italy and surrounding regions (presented in a companion paper) as well as of CMT solutions included in the Harvard catalog.

    Description: Continuous and multi-decadal records of faunal abundance and diversity helping to identify the impacts of ongoing global warming on aquatic ecosystems are rare in the coastal Arctic. Here, we used a 50-year-long microfaunal record from a sediment core collected in the Herschel Basin (YC18-HB-GC01; 18 m water depth) to document some aspects of the environmental responses of the southern Canadian coastal Beaufort Sea to climate change. The microfaunal indicators include benthic foraminiferal assemblages, ostracods and tintinnids. The carbonate shells of two foraminiferal species were also analyzed for their stable isotope signatures (δ13C and δ18O). We compiled environmental parameters from 1970 to 2019 for the coastal region, including sea ice data (break-up date, freeze-up date, open season length and mean summer concentration), the wind regime (mean speed, direction of strong winds and the number of storms), hydrological data (freshet date, freshet discharge and mean summer discharge of the Firth and the Mackenzie rivers), and air temperature. Large-scale atmospheric patterns were also taken into consideration. Time-constrained hierarchal clustering analysis of foraminiferal assemblages and environmental parameters revealed a near-synchronous shift around the late 1990s. The microfaunal shift corresponds to an increased abundance of taxa tolerant to variable salinity, turbulent bottom water conditions, and turbid waters towards the present. The same time interval is marked by stronger easterly winds, more frequent storms, reduced sea-ice cover, and a pervasive anticyclonic circulation in the Arctic Ocean (positive Arctic Ocean Oscillation; AOO+). Deeper vertical mixing in the water column in response to intensified winds was fostered by increased open surface waters in summer leading to turbulence, increased particle loading and less saline bottom waters at the study site. Stronger easterly winds probably also resulted in enhanced resuspension events and coastal erosion in addition to a westward spreading of the Mackenzie River plume, altogether contributing to high particulate-matter transport. Increase food availability since ∼2000 was probably linked to enhanced degradation of terrestrial organic carbon, which also implies higher oxygen consumption. The sensitivity of microfaunal communities to environmental variations allowed capturing consequences of climate change on a marine Arctic shelf ecosystem over the last 50 years.

    Boron and lithium behaviour in river waters under semiarid climatic conditions (2023)

    Description: Boron (B) and Lithium (Li) concentrations were studied in the Platani river, one of the most important catchments of South-Central Sicily which is under semiarid climatic conditions for roughly eight months to a year. In this area, evaporites result in potential B and Li sources for surface waters. Results from river waters have measured ionic strength values between 0.1 and 4.54 M. B and Li distributions in these waters were studied in colloidal (CF, extracted by ultrafiltration from the 0.45 μm filtrate) and total dissolved (TDF) fractions and in fractions extracted from corresponding riverbed sediments, according to changes of the B/Li ratio. In river waters, CF and TDF showed very similar B/Li values, suggesting that only negligible fractionation occurs between Li and B in the aqueous phase. Similar evidence was observed between B/Li values in TDF and the labile sediment fraction, whereas an inverse relationship arose between B/Li values in TDF and in the easily reducible sediment fraction. This relationship indicates that Mn oxy-hydroxides preferentially react with aqueous B species relative to Li at the riverbed sediment interface. The extent of the B-Mn oxy-hydroxide reactions is influenced by the ionic strength, so that only B/Li values below 4 are measured in river waters with ionic strength values above 0.5 M. Comparing B/Li and ionic strength values measured in the Platani river with those from oxic brines worldwide, the same preferential B removal relative to Li is observed. This evidence suggests that B is removed as positively-charged borate ion-pairs, formed in the aqueous phase under higher ionic strength conditions, reacting with negatively charged surfaces of Mn oxy-hydroxides. The observed B reactivity relative to Li could be exploited to bring down the B excess from natural or waste waters, allowing the natural reactions with Mn oxy-hydroxides to take place under natural conditions.

    Description: Antarctic krill, crucial to the Southern Ocean ecosystem and a vital fisheries resource, is endangered by climate change. Identifying drivers of krill biomass is therefore essential for determining catch limits and designating protection zones. We present a modeling approach to pinpointing effects of sea surface temperature, ice cover, chlorophyll levels, climate indices, and intraspecific competition. Our study reveals that larval recruitment is driven by both competition among age classes and chlorophyll levels. In addition, while milder ice and temperature in spring and summer favor reproduction and early larval survival, both larvae and juveniles strongly benefit from heavier ice and colder temperatures in winter. We conclude that omitting top-down control of resources by krill is only acceptable for retrospective or single-year prognostic models that use field chlorophyll data but that incorporating intraspecific competition is essential for longer-term forecasts. Our findings can guide future krill modeling strategies, reinforcing the sustainability of this keystone species.

    Magnetic and chemical biomonitoring of particulate matter at cultural heritage sites: The Peggy Guggenheim Collection case study (Venice, Italy) (2023)

    Description: Cultural heritage (CH) is heavily threatened by air pollution, especially by airborne particulate matter (PM), that acts on the surfaces of fine arts, causing artistic loss. Therefore, the monitoring of air quality assumes a central role for the preventive conservation of CH. In this study, magnetic and chemical biomonitoring of PM was applied at the Peggy Guggenheim Collection, a contemporary and modern art museum in Venice, Italy. It is located in an aquatic context, where the PM sources are considerably different, with respect to the usual vehicular-dominated urban emissions. Lichen biomonitoring is a well-established technique for the assessment of air quality, especially where PM collecting devices cannot be operated for aesthetic and practical reasons. Samples of the lichen species Evernia prunastri were collected from a pristine area and exposed for three months (November 2022–February 2023) at increasing distances from the Grand Canal, planning an outdoor vs. indoor sampling design, for outlining the diffusion of airborne PM inside the museum. In combination with lichen exposure, the leaves of Pittosporum tobira hedges were sampled for determining their efficiency as bioaccumulators. The magnetic properties of lichens showed a moderate bioaccumulation of magnetite-like particles outdoors. Conversely, the magnetic properties of the indoor samples were like those of the unexposed ones, indicating a negligible accumulation of metallic particles indoors. Pittosporum tobira leaves mostly showed diamagnetic properties, resulting an ineffective species for preventing conservation purposes. Chemical analysis did not show any significant difference between unexposed, indoor and outdoor samples. A directional gradient of bioaccumulation was not evident, thus implying that the sources of metallic PM are distant or diffused, with respect to the site. The joint use of magnetic and chemical analyses was useful for evaluating the negligible impact of airborne particulate pollution arising from the Grand Canal towards the Halls of the Collection.

    Orbital phasing of the Paleocene-Eocene Thermal Maximum (2023)

    Description: Paleocene-Eocene sedimentary archives record a series of global warming events called hyperthermals. These events occurred across a long-term increasing temperature trend and were associated with light carbon injections that produced carbon isotope excursions (CIEs). Early Eocene hyperthermals occurred close to both long (∼405 kyr) and short (∼100 kyr) eccentricity maxima. It has been proposed that under long-term global warming, orbital forcing of climate crossed a thermodynamic threshold that destabilized carbon reservoirs and produced Early Eocene hyperthermals. However, orbital control on triggering of the largest hyperthermal, the Paleocene-Eocene Thermal Maximum (PETM), remains unclear. Identification of the precise orbital phasing of the PETM has been hindered by extensive calcium carbonate (CaCO3) dissolution, which introduces uncertainty into PETM age models. Here, we report orbital signatures in marine sediments from Contessa Road (Italy), a western Tethyan section with reduced PETM CaCO3dissolution compared to other deep ocean sites. Orbitally controlled lysocline depth adjustments and orbital phasing of the PETM CIE onset close to both long and short eccentricity maxima are documented here. Precession-based age models from the well-resolved PETM section of Ocean Drilling Program (ODP) Site 1262 (South Atlantic) confirm these results and reveal that the PETM CIE onset was partially triggered by an orbitally controlled mechanism. Climate processes associated with orbital forcing of both long and short eccentricity maxima played an important role in triggering the carbon cycle perturbations of all Paleocene-Eocene CIE events.

    Slip localization on multiple fault splays accommodating distributed deformation across normal fault complexities (2023)

    Description: Deformation across structural complexities such as along-strike fault bends may be accommodated by distributed faulting, with multiple fault splays working to transfer the deformation between two principal fault segments. In these contexts, an unsolved question is whether fault activity is equally distributed through time, with multiple fault splays recording the same earthquakes, or it is instead localized in time and space across the distributed faults, with earthquakes being clustered on specific fault splays. To answer this question, we studied the distributed deformation across a structural complexity of the Mt. Marine fault (Central Apennines, Italy), where multiple fault splays accommodate the deformation throughout the change in strike of the fault. Our multidisciplinary (remote sensing analysis, geomorphological-geological mapping, geophysical and paleoseismological surveys) study identified five principal synthetic and antithetic fault splays arranged over an across-strike distance of 500 m, all of which showing evidence of multiple surface-rupturing events during the Late Pleistocene-Holocene. The fault splays exhibit different and variable activity rates, suggesting that fault activity is localized on specific fault splays through space and time. Nonetheless, our results suggest that multiple fault splays can rupture simultaneously during large earthquakes. Our findings have strong implications on fault-based seismic hazard assessments, as they imply that data collected on one splay may not be representative of the behaviour of the entire fault. This can potentially bias seismic hazard calculations.

    Electron density fluctuations from Swarm as a proxy for ground-based scintillation data: A statistical perspective (2023)

    Description: The Swarm satellite mission has been used for numerous studies of the ionosphere. Here we use a global product, based on electron density measurements from Swarm that characterises ionospheric variability. The IPIR (Ionospheric Plasma IRregularities product) provides characteristics of plasma irregularities in terms of their amplitudes, gradients and spatial scales and assigns them to geomagnetic regions. Ionospheric irregularities and fluctuations are often the cause of errors in position, navigation, and timing (PNT) based on the Global Navigation Satellite Systems (GNSS), in which signals pass through the ionosphere. The IPIR dataset also provides an indication, in the form of a numerical value index (IPIR index), of the severity of irregularities affecting the integrity of trans-ionospheric radio signals and hence, the accuracy of GNSS positioning. We analysed datasets from Swarm A and ground-based scintillation receivers. Time intervals (when Swarm A passes over the field of view of the ground-based GPS receiver) are compared to ground-based scintillation data, collecting an azimuthal selection of the GNSS data relevant to the Swarm satellite overpass. We provide validations of the IPIR product against the ground-based measurements from 23 ground-based receivers, focusing on GPS TEC and scintillation data in low-latitude, auroral and polar regions, and in different longitudinal sectors. We have determined the median, mean, maximum and standard deviation of the parameter values for both datasets and each conjunction point. We found a weak correlation of the intensity of both phase and amplitude scintillation with the IPIR index.

    Description: A mineralogical, major, LA-ICP-MS trace element mineral chemistry and bulk-rock geochemical study of juvenile samples of the Mercato, Avellino, Pompeii and Pollena eruptions, collected in stratigraphically and volcano logically well-characterized sections of the Somma-Vesuvius stratovolcano (Roman Magmatic Province), along with reference data on the 1944 CE and the Pomici di Base eruptions, highlights the compositional variability of bulk-rock and glass from leucite phonotephrite to garnet-bearing phonolite. The latter products have extreme fractionation of trace elements (e.g., La/Ybn = 126, Zr/Y = 89, Zr/Hf =78, Nb/Ta = 40; Th/U = 2.3), very low Sc, V, Y, HREE and very high As, Tl, Cs, Pb, Th and U. The Pomici di Base products, older than the eruptions described above, range from leucite-bearing shoshonites to trachytes, are devoid of garnet and belong to an independent liquid-line-of-descent, having also different fractionation between trace elements (e.g., La/Ybn =15; Zr/Y = 12.4, Zr/Hf = 50, Nb/Ta = 15.6; Th/U = 3 in the Pomici di Base trachytes). A marked chemical variability of the observed phases is found. The geochemistry of garnet, amphibole, clinopyroxene and other phases shows wide variations of concentrations and elemental ratios (e.g., La/Ybn up to 520 in the sadanagaite coexisting with garnet). The magmatic evolution is dominated by low-pressure, oxidized, nearly closed-system fractional crystallization of clinopyroxene, plagioclase, leucite, ±magnetite, ±biotite, ±olivine and apatite in the transition tephrite-phonotephrite, and of potassic sanidine (±hyalophane), Fe-clinopyroxene, melanite garnet ±Fe-amphibole in the transition tephriphonolite-phonolite. Mineralogic and geochemical evidence and model ling points out the existence of independent, zoned magma batches throughout the activity of the stratovolcano, which possibly started to crystallize at similar depths. The Somma-Vesuvius magmas thus evolved in shallow independent reservoirs with respect to those of the neighbouring volcanic complexes (Campi Flegrei, Ischia) as shown, for instance, by the contrasting compositional trends of clinopyroxene and amphibole, and have very limited evidence of crustal contamination (and/or carbonate assimilation).

    Setting the basis for a high-resolution record of the late Quaternary to present climate variability from Castiglione maar, central Italy: First results from AMUSED project (2023)

    Description: The AMUSED (A MUltidisciplinary Study of past global climatE changes from continental and marine archives in the MeDiterranean region) project aims at improving knowledge of late Quaternary climate variability and its expressions in different geological settings of the Mediterranean region. In this framework, the Castiglione maar, in the Colli Albani Volcanic District, central Italy, was selected for acquiring a high-resolution and geochronologically well-constrained multi-proxy record by drilling the entire lacustrine succession. Electrical Resistivity Tomography (ERT) profiles were acquired across the central portion and the SW crater edge to depict the geometry of the sedimentary infilling and select the best drilling site. Two parallel cores (C1 and C2), 116 m- and 126.5 m-depth respectively, were recovered from the central sector of the Castiglione basin, where, according to ERT profiles, the sedimentary succession reaches the maximum thickness. The sedimentary infilling consists of fine-grained sediments: mainly fine sand, silt and clay, with minor gravel intervals and numerous tephra layers and volcaniclastic lenses. Specifically, more than 60 tephras were identified and used, alongside other lithostratigraphic features, to correlate the C1 and C2 cores and to assemble a composite section. The variability in magnetic susceptibility, led by glacial-interglacial cycles, and the geochemical fingerprinting of key tephra layers allowed to establish a preliminary chronological framework for the Castiglione succession which certainly spans the last 365 ka, with a mean sedimentation rate of 0.33 mm/yr. The relatively long time span of the Castiglione maar succession arises as a new potentially meaningful node of the network of Mediterranean records for better reconstructing the late Quaternary climate dynamics on a regional and extra-regional scale.

    Unveiling a hidden fortification system at “Faraglioni” Middle Bronze Age Village of Ustica Island (Palermo, Italy) through ERT and GPR prospections (2023)

    Description: We carried out a geophysical research project in the Middle Bronze Age village of Ustica (Palermo, Sicily, Italy), named “Faraglioni Village” after the stack formations which detach from the coast north of the archaeological site. The investigation, which comprised Electrical Resistivity Tomography (ERT) and Ground Penetrating Radar (GPR) techniques, allowed us to discover the buried foundations of an outwork fortification system never evi denced by previous archaeological studies, only hypothesised from the observation of aerial photography and partially outcropping boulders, which align roughly parallel to the main defensive wall of the Village. Our geophysical prospection involved the entire 250 m-long arc of the outward village defensive wall, with the acquisition of eleven ERT profiles and 27 GPR scans. The techniques were selected based on both favourable logistics and methods applicability: ERT sections allowed us to trace a series of high-resistivity anomalies ar ranged to form an arc-shaped structure along the perimeter of the defensive wall. GPR investigation was localised in the most accommodating patch of terrain of the site, with the effort of intercepting clear enough sections of the target, to determine more accurately its shape, depth, and overall dimensions. Our discovery paves the way for new investigations, mainly aimed at defining the timing of construction of the fortification system, as well as the function of the remains of other architectural structures identified close to the wall, which could represent the target of further geophysical investigations.

    High-resolution climate variability across the Piacenzian/Gelasian boundary in the Monte San Nicola section (Sicily, Italy) (2023)

    Description: The Piacenzian – Gelasian transition is a time of profound changes in the Earth's climatic regime, epitomized by the definitive establishment of large ice caps in the Northern Hemisphere and the beginning of the “ice ages” at ca. 2.6 Ma. This event is sharply documented in δ18O records globally by a prominent triplet of severe glacial events (MIS 100, 98 and 96) that approximate the base of the Gelasian Stage. We have reconstructed a multi-species planktic and benthic foraminiferal δ18O and δ13C record from the Monte San Nicola section (Sicily) across the Piacenzian/Gelasian boundary, with the purpose of better constraining in time the main marker criteria for recognition of the Gelasian GSSP (Global Boundary Stratotype Section and Point) and investigating in detail the paleoclimatic and paleoceanographic response of the central Mediterranean to the definitive onset of the Northern Hemisphere Glaciation. Our results confirm the reliability and usability of the criteria originally proposed for defining the Gelasian GSSP, and significantly improve their chronology and chronostratigraphic positioning. Beyond an obvious alternation of obliquity-driven glacial-interglacial cycles, our isotopic record unraveled a pervasive climate variability in the suborbital time domain, the origin of which is still ambiguous. Altogether data presented in this paper provide the first high resolution isotopic records shedding new light both on the stratigraphic and paleoclimatic evolution of the Central Mediterranean area at the beginning of the Northern Hemisphere Glaciation.

    Decarbonation and clast dissolution timescales for short-term magma‑carbonate interactions in the volcanic feeding system and their influence on eruptive dynamics: Insights from experiments at atmospheric pressure (2023)

    Description: While long-term interactions of magma with carbonate wall-rock (a.k.a. carbonate assimilation) are well-studied, only recently some experimental studies focused on short-term interactions (seconds to minutes) at magma chamber conditions (0.5 GPa and 1200 ◦C). They have shown that carbonate assimilation can effectively release CO2 and dissolve the ingested clast in syn-eruptive timescales. Carbonate wall-rock xenoliths in eruptive products can hence be seen as proof of even shallower ingestion (i.e., within the feeding dyke). To study these shallower interactions, we performed 66 experiments at atmospheric pressure (i.e., at the second endmember of the vol- canic feeding system) and at 950–1230 ◦C with varying melt compositions and limestone compositions. Decarbonation was found to be mainly dependent on temperature and limestone composition while clast dissolution is largely dependent on magma composition, temperature, pressure and interaction time. In natural systems during magma ascent and with increasing quantities of assimilated wall-rock, the magma temperature would steadily decrease, limiting its own decarbonation and assimilation ability. But even in the 950 ◦C-ex- periments decarbonation (i.e., CO2 release) remained a syn-eruptive process. We subsequently discussed the limits of carbonate assimilation as well as the potential effect of syn-eruptive addition of CO2 to the magmatic mixture on magma ascent and eruption dynamics.

    Description: The EU Center of Excellence for Exascale in Solid Earth (ChEESE) develops exascale transition capabilities in the domain of Solid Earth, an area of geophysics rich in computational challenges embracing different approaches to exascale (capability, capacity, and urgent computing). The first implementation phase of the project (ChEESE-1P; 2018–2022) addressed scientific and technical computational challenges in seismology, tsunami science, volcanology, and magnetohydrodynamics, in order to understand the phenomena, anticipate the impact of natural disasters, and contribute to risk management. The project initiated the optimisation of 10 community flagship codes for the upcoming exascale systems and implemented 12 Pilot Demonstrators that combine the flagship codes with dedicated workflows in order to address the underlying capability and capacity computational challenges. Pilot Demonstrators reaching more mature Technology Readiness Levels (TRLs) were further enabled in operational service environments on critical aspects of geohazards such as long-term and short-term probabilistic hazard assessment, urgent computing, and early warning and probabilistic forecasting. Partnership and service co-design with members of the project Industry and User Board (IUB) leveraged the uptake of results across multiple research institutions, academia, industry, and public governance bodies (e.g. civil protection agencies). This article summarises the implementation strategy and the results from ChEESE-1P, outlining also the underpinning concepts and the roadmap for the on-going second project implementation phase (ChEESE-2P; 2023–2026).

    Description: The south-eastern sector of the Mount Etna, Italy, is characterized by numerous active faults, in particular the Belpasso–Ognina lineament, the Tremestieri–San Gregorio–Acitrezza fault, the Trecastagni fault and the Fiandaca–Nizzeti fault including the Timpe Fault System. Their activity is the result of both volcanism and tectonics. Here, we analyse the ground deformation occurred from 2016 to 2019 across those active faults by using the GNSS data acquired at 22 permanent stations and 35 campaign points observed by the Etna Observatory (INGV) and by the University of Catania. We also use the time-series of line of sight displacement of permanent scatterers SENTINEL-1 A-DInSAR obtained by using the P-SBAS tool of the ESA GEP-TEP (Geohazards Thematic Exploitation Platform) service. We discriminate the contributions of the regional tectonic strain, the inflations, the deflations of the volcano and the gravitational sliding in order to analyse the deformation along the faults of the south-eastern flank of Etna. The shallow and destructive Mw = 4.9 earthquake of 2018 December 26 occurred within the studied area two days after a dyke intrusion, that propagated beneath the centre of the volcano accompanied by a short eruption. Both GNSS and InSAR time-series document well those events and allow to investigate the post-seismic sliding across the faults of south-eastern flank. We analyse the slow slip events (SSE) that are observed in the GNSS and InSAR time-series in the vicinity of the Acitrezza fault. We quantify and discuss the tectonic origin of the Belpasso–Ognina lineament that we interpreted as a tear fault.

    Description: The provision of probiotics benefits the health of a wide range of organisms, from humans to animals and plants. Probiotics can enhance stress resilience of endangered organisms, many of which are critically threatened by anthropogenic impacts. The use of so-called ‘probiotics for wildlife’ is a nascent application, and the field needs to reflect on standards for its development, testing, validation, risk assessment, and deployment. Here, we identify the main challenges of this emerging intervention and provide a roadmap to validate the effectiveness of wildlife probiotics. We cover the essential use of inert negative controls in trials and the investigation of the probiotic mechanisms of action. We also suggest alternative microbial therapies that could be tested in parallel with the probiotic application. Our recommendations align approaches used for humans, aquaculture, and plants to the emerging concept and use of probiotics for wildlife.

    Description: In their paper, Spiess et al. (2021) published structural, geochronological, and EBSD data on one of the monzogranite apophyses (Capo Bianco) of the buried Porto Azzurro Pluton (island of Elba, Northern Apennines, Italy), a pluton emplaced in the upper crust (P 〈 0.2 GPa; e.g. Papeschi et al., 2019). The authors published a new U/Pb age of 6.4 ± 0.4 Ma, associated with the thermal peak, and a U-Th/He apatite age of 5.0 ± 0.6 Ma, indicating cooling below 60 ◦C. Spiess et al. (2021) use these ages to model the exhumation of the pluton controlled, in their model, by the Zuccale Fault, a subhorizontal fault with 6 km of eastward displacement (ZF; Keller & Coward, 1996). Their structural dataset from the macro to the microscale and EBSD analyses relies on a small section (about 100 m wide) in the NE part of the Calamita Peninsula. Based on their documentation of (1) vertical dykes in the monzogranite, (2) vertical to low-angle top-to-the-E extensional faults, and (3) later NWstriking oblique faults, they interpret the Porto Azzurro Pluton as emplaced in an extensional to transcurrent tectonic setting, extrapolating their findings to the entire Eastern Elba.

    From the Middle Triassic Cima Pape complex (Dolomites; Southern Alps) to the feeding systems beneath active volcanoes: Clues from clinopyroxene textural and compositional zoning (2023)

    Description: Crystal zoning plays a fundamental role in modern volcanology as a key to unravel the geometry and the dynamics of plumbing systems. In this study, a detailed textural and compositional study of clinopyroxene crystals entrained in intrusive, hypabyssal and effusive products from Cima Pape (Dolomites) is coupled with thermobarometric-hygrometricmodels to reconstruct the geometry and evolution of the feeding systembeneath Middle Triassic volcanic edifices. Whole-rock major, trace element distribution and Sr-Nd isotopic signature (87Sr/86Sri = 0.7045–0.7050; 143Nd/144Ndi = 0.51223–0.51228) show that the rocks from Cima Pape are SiO2- saturated and have shoshonitic affinity, and likely belong to the acme of the Mid-Triassic magmatismthat shaped the Southern Alps between 239 and 237.6Ma. Highly porphyritic trachybasaltic to basaltic trachyandesitic volcanic rocks contain a large number of concentric-zoned clinopyroxene crystals. Here, high-Mg# and -Cr2O3, REEdepleted bands (Mg# 80–91; Cr2O3 up to 1.2 wt%) with variable thickness grew between relatively low-Mg# and -Cr2O3 (Mg# 70–77; Cr2O3 〈 0.1 wt%) augitic cores and rims. In contrast, the gabbroic to monzodioritic 50- to 300-m-thick sill cropping out belowthe volcanic sequences, though to represent a relic of the shallowest portion of the plumbing system, is mostly made up of unzoned clinopyroxene crystals. Thermobarometric and hygrometric models allowed us to define that a small “mush-type” batchwas located beneath the Cima Pape volcano at depths between 7 and 14 km. Here, augitic clinopyroxene formed in equilibrium with a slightly evolved (basaltic trachyandesitic), H2O-rich melt (Mg# = 43–45; T = 1035–1075 °C; H2O = 2.6–3.8 wt%). Periodic replenishments of the magma batch by primitive (Mg# = 65–70), hotter and relatively H2O-poor (T = 1130–1150 °C; H2O = 2.1–2.8 wt%) basaltic magmas led to the formation of diopsidic bands mantling the already formed augitic cores. Later on, re-equilibration of clinopyroxene with the mixed melt resulted in the formation of low-Mg#, LILE- and LREE-enriched rims. The most Mg-poor micro-phenocrystic clinopyroxene in the volcanic rocks and in the sill records the ultimate and shallowest conditions of crystallization, occurring at T of 975–1010 °C and P comprised between 50 and 150 MPa. Based on the presence of similar zoning in clinopyroxene phenocrysts, a comparison between the Mid-Triassic Cima Pape and active volcanoes was put forward to highlight the potential of studying ancient, entirely exposed volcanic systems for interpreting the feeding systemprocesses acting beneath active volcanoes. At a regional scale, this approach represents a new, powerful tool for investigating the evolution of the Mid-Triassic magmatism in the Southern Alps and shedding light on the interactions between mantle-derived melts and differentiated batches ponding in the crust.

    Description: A new decomposition method for nonstationary signals, named Adaptive Local Iterative Filtering (ALIF), has been recently proposed in the literature. Given its similarity with the Empirical Mode Decomposition (EMD) and its more rigorous mathematical structure, which makes feasible to study its convergence compared to EMD, ALIF has really good potentiality to become a reference method in the analysis of signals containing strong nonstationary components, like chirps, multipaths and whistles, in many applications, like Physics, Engineering, Medicine and Finance, to name a few. In [11], the authors analyzed the spectral properties of the matrices produced by the ALIF method, in order to study its stability. Various results are achieved in that work through the use of Generalized Locally Toeplitz (GLT) sequences theory, a powerful tool originally designed to extract information on the asymptotic behavior of the spectra for PDE discretization matrices. In this manuscript we focus on answering some of the open questions contained in [11], and in doing so, we also develop new theory and results for the GLT sequences.

    Deep learning models to predict flood events in fast-flowing watersheds (2023)

    Description: This study aims to explore the reliability of flood warning forecasts based on deep learning models, in particular Long-Short Term Memory (LSTM) architecture. We also wish to verify the applicability of flood event predictions for a river with flood events lasting only a few hours, with the aid of hydrometric control stations. This methodology allows for the creation of a system able to identify flood events with acceptable errors within several hours' notice. In terms of errors, the results obtained in this study can be compared to those obtained by using physics-based models for the same study area. These kinds of models use few types of data, unlike physical models that require the estimation of several parameters. However, the deep learning models are data-driven and for this reason they can influence the results obtained. Therefore, we tested the stability of the models by simulating the missing or wrong input data of the model, and this allowed us to achieve excellent results. Indeed, the models were stable even if several data were missing. This method makes it possible to lay the foundations for the future application of these techniques when there is an absence of geological-hydrogeological information preventing physical modeling of the run-off process or in cases of relatively small basins, where the complex system and the unsatisfactory modeling of the phenomenon do not allow a correct application of physical-based models. The forecast of flood events is fundamental for correct and adequate territory management, in particular when significant climatic changes occur. The study area is that of the Arno River (in Tuscany, Italy), which crosses some of the most important cities of central Italy, in terms of population, cultural heritage, and socio-economic activities.

    Description: Current global warming causes a change in atmospheric dynamics, with consequent variations in the rainfall regimes. Understanding the relationship between global climate patterns, global warming, and rainfall regimes is crucial for the creation of future scenarios and for the relative modification of water management. The aim of this study is to improve knowledge of the relationship between North Atlantic Oscillation (NAO), East Atlantic (EA), and Western Mediterranean Oscillation (WeMO) with the seasonal rainfalls in Tuscany, Italy. The study area occupies a strategic position since it lies in a transition zone between the wet area of northern Europe and the dry area of the northern coast of Africa. This research, based on a statistical correlation method and on linear models, is designed to understand the relationship between seasonal rainfalls and climate patterns. The results of this study demonstrate that the use of linear models can yield more information than traditional statistical corre- lations. The results show a decrease in rainfall in the warm period of the year, namely in the summer, when its expression is most visible. This phenomenon is ascribable to current global warming, which causes an increase in sea-surface temperatures. An increase in the Northern Atlantic Sea Surface Temperature and in the Mediterra- nean Sea Surface Temperature causes a reduction of the Iceland Low, with an extension of the Azores High.
