    Notizen: The promises and pitfalls of agricultural biotechnology have long been debated. The public is often thwarted because consumers frequently perceive as risky, and therefore undesirable, those advances that they do not understand or of which they are unaware. A comparative study of the introduction of a biotechnology innovation in the United States (US) and in the European Union (EU) is a case in point. In the US, despite concerns of consumer protection and environmental groups that the use of genetically produced growth hormone in milk-producing cows will adversely impact the safety of the milk supply, scientific evidence and governmental findings appear to indicate that milk from treated cows is identical in quality, taste and nutritional value to milk from untreated cows. Experience to date in the US demonstrates some consumer resistance to milk from those cows that have received the growth hormone, which typically leads to a 10% increase in milk production. In fact, if there is no perceived differentiation between the two forms of milk, the issue offers little choice to consumers at large, and may result in economic benefit only to selected dairy farmers, as well as the producers of the genetically produced growth hormone. This situation in the US is an example of dysfunctional technology transfer, with perceived desirable benefits to a few, and perceived undesirable benefits to society-at-large. The information suggests that the US may have reacted hastily in approving the use of bovine growth hormone in milk-producing cows. The EU has taken a divergent approach by enacting moratoriums against its use. The differences identified in this study, contrasting responses to the bovine somatotrophin issue in the US and EU – driven in part by general consumer attitudes towards biotechnology – may provide insights into the issues and challenges that will be faced by both advocates and opponents of global proliferation of certain advances in biotechnology.

    Notizen: The purpose of this article is to describe how households in Novgorod the Great, Russia, deal with food provision in everyday life. The study focuses on changes experienced in food provision and consumption in Russian society, in order to illustrate how households respond to the transformation towards a market economy. The study reflects women's perspective on food provision. Students from Novgorod the Great visited 105 households and asked the women in the household to answer a questionnaire. Results from the study show that in order to cope with changes in society related to economic reforms, Russian households had changed both their food consumption and food production patterns. There was no big difference between urban and rural households. Nearly all of the households were self-sufficient in the provision of vegetables and potatoes. Many households had a ‘dacha’ (plot), where they produced most of what they needed. Among the changes experienced during recent years (i.e. during the end of the 1990s), a decade after perestroika was initiated, households mentioned the rise in food prices and the decrease of income. Households reported that they consumed less fruit and/or meat. Some households also mentioned that the quality of nourishment had decreased, thereby indicating lower general quality, lower nutrition value, or less healthy foodstuffs.

    Notizen: Household surveys of the distribution of income and expenditure are discussed in this paper. The potential for non-sampling errors, effecting both the mean and measures of dispersion, is noted. These errors are shown to result in substantial discrepancies between the survey data and national accounts-based estimates of the incidence of poverty and trends in living standards. It is argued that the reconciliation of these discrepancies offers the best way forward for improving both types of data.

    Notizen: One of the major sources of uncertainty in capital stock estimates stems from the use of the perpetual inventory method (PIM) in all the cases where direct stock information is not available. In the Danish capital stock estimates, it has been possible to dispense with the PIM as far as buildings are concerned. Instead, an administrative register of buildings is used together with a property register and the business register to produce an exhaustive enumeration of practically all buildings in the economy broken down by industry and sector. For the most important type of buildings, namely dwellings, the paper compares direct stock estimates derived by multiplying physical quantities (square meters) by the replacement prices per square meter with those that would result from applying the PIM to historical investment series. Dwellings are by far the most important non-financial assets in most developed economies.

    Notizen: In this paper, the equivalence scale elasticity will be estimated by using individual panel data on income satisfaction from the German Socio-Economic Panel Study (GSOEP). Satisfaction or happiness data have been more frequently used by economists in recent years to analyze individual well-being. The approach differs from other subjective approaches as respondents are requested to evaluate current income rather than income in hypothetical situations. The estimated scale elasticity is higher compared to those from other subjective approaches based on German data. In addition, panel data enable different scale use by the respondents to be controlled. It can be shown that elasticity decreases when unobserved fixed-effects are controlled for.

    Notizen: This paper addresses the question of how to record mobile phone license payments in the national accounts. It concludes that there are usually two assets involved with mobile phone licenses: the spectrum, which is owned by the government, and the license, which is an intangible nonproduced asset sold by the government to the licenseholder. The values of these two assets are linked complementarily. A set of indicators is proposed that jointly may help judging whether the license or lease arrangement constitutes an asset in its own right or not. Alternative treatments of recording the license payments such as sale of the spectrum itself, other taxes on production, production of a service, or rent, are considered and rejected. Methods of amortization of the license over its life are considered.

    Notizen: This paper presents an approach to reconciling household surveys and national accounts data. The problem is how to use the information provided by the national accounts data to re-estimate the household weights used in the survey so that the survey results are consistent with the aggregate data. The estimation approach uses an estimation criterion based on an entropy measure of information. The survey household weights are treated as a prior. New weights are estimated that are close to the prior and that are also consistent with the additional information. This approach is implemented to reconcile household survey data and macro data for Madagascar. The results indicate that the approach is powerful and flexible, supporting the efficient use of information from a variety of sources to reconcile data at different levels of aggregation in a consistent framework.

    Notizen: The theoretical and the practical studies in the field of environmental accounting are often two separate lines of work. In this study, we develop an optimal control theory model for adjusting NDP for the effects of SO2 and NOx emissions, and subsequently insert empirically estimated values. The model includes correction entries for the effects on welfare, real capital, health and the quality and quantity of renewable natural resources. In the empirical valuation study, production losses were estimated with dose-response functions. Recreational and other welfare values were estimated by the contingent valuation (CV) method. Effects on capital depreciation are also included. For comparison, abatement costs and environmental protection expenditures for reducing sulfur and nitrogen emissions were estimated. The theoretical model was then utilized to calculate the adjustment to NDP in a consistent manner. The estimated damage value of sulfur is close to the Swedish sulfur tax.

    Notizen: This paper is concerned with the possibilities opened up for Trade Unions by the internet age. The paper analyses forms of resistance, their preconditions and organisational backgrounds. It is argued that polyphonic organisation and, closely linked, new organisational forms, provide a strong basis for power relations and strategies of resistance. The paper starts with a brief introduction to the dispute between the Dockers of Liverpool and the Mersey Docks and Harbour Company. Contextualising the evolving issue in the broader picture of trade union crisis and renewal, the case study is theorised using linguistically informed approaches to management and organisation theory. Introducing these theoretical developments, the potential of new organisational forms for power relations and resistance are elaborated.

    Notizen: This paper argues that trade union activism within the new era of information and communication technologies (ICTs) offers the potential for unions to become more inclusive of under-represented groups. Traditional conceptions of activism, participation and democracy within trade unions require physical presence at meetings at times and in spaces incompatible with caring responsibilities and atypical hours of work. This restricts the participation of women and other ‘atypical’ workers in trade unions. The paper explores the complexities of electronic forms of union activism in practice, indicating that while some positive features are experienced, there are also a range of obstacles, barriers and possible negative consequences.

    Notizen: This article shows how engagement with the internet and aspects of the new economy/society require an appreciation of union difference and politics. It shows how union responses vary due to four factors: communication strategies, union identity, forms of internal democracy and a range of organisational and social contingencies. The article will study the phenomena of the internet in the context of one national case study, Spain. It is a country that allows us to view the political dimensions of the internet, and the way they link to communication strategies, due to the manner in which the labour movement has transformed and modernised itself. It is also of interest because methods of communication have been at the heart of the way in which unions have developed and differentiated themselves. This article will argue that a greater sensitivity is required in terms of union history, politics and identity if the impact and use of new forms of communication are to be fully appreciated. It also points to the need to appreciate tensions between different forms of communication.

    Notizen: Rather than legal enactment and collective bargaining being the main engines of the ‘Europeanisation’ of industrial relations, benchmarking and ‘soft’ forms of regulation are increasingly to the fore. This article traces the origins of benchmarking from management tool to regulatory instrument, in particular analysing its functioning at the levels of the Euro–company, Euro–sector and the Community itself. Without better processes, better data and better implementation, the paper concludes, benchmarking is likely to prove no more effective a means of co–ordination than the traditional Community method.

    Notizen: Advocates and critics of partnership have advanced a series of theoretical arguments in respect of the potential consequences for unions working under partnership arrangements. These include centralised decision–making and the alienation of lay activists. In the case study examined here partnership involved centralised decision–making, but this did not result in serious conflicts or lead to the rejection of joint arrangements. We argue for a theoretical approach focusing on the contingencies that shape relations between union officers and lay activists under partnership.

    Notizen: The construct meaning of assessment center evaluations is an important unresolved issue in I/O psychology. This study hypothesized that Cognitive Ability and personality traits are primary correlates of evaluators’ overall assessment ratings (OARs). Meta–analysis results based on 65 correlations indicate the following mean construct–level correlations with OARs: .67 for Cognitive Ability, .50 for Extraversion, .35 for Emotional Stability, .25 for Openness, and .17 for Agreeableness; yielding a multiple R of .84. These findings support our hypothesis and cast light on the construct meaning of assessment center evaluations.

    Notizen: In 1994, Stevens and Campion introduced the Teamwork Knowledge, Skills, and Ability test (teamwork KSA test) for selecting employees for team–based organizations. Using experimental data from 57 ad hoc student teams (N = 227), we examined this test's relationship with both the behavior of the assigned leader in a team and the behavior of the other team members, respectively. We found that the teamwork KSA test successfully predicted individual team member behavior as indexed by external raters (r= .31) and peers (r= .34) such that higher scores on the teamwork KSA test related to greater individual effectiveness within the team. The teamwork KSA test was unrelated to the behavior of the assigned leader in the teams studied. Self–efficacy for teamwork was not related to individual behavior in teams, nor did it moderate the relationship between the teamwork KSA test and individual performance in teams. Limitations as well as directions for future research in team selection are discussed.

    Notizen: Utilizing data from the 1980 and 1990 U.S. census, this study investigates whether the passage of official-English legislation at the state level during the 1980s affected the housing acquisition of foreign-born Hispanics. The results suggest that both limited-English-proficient (LEP) and English-fluent Hispanic immigrants who resided in states that passed English-only legislation were less likely to acquire a home during the 1980s compared to their counterparts in other areas. Consistent with economic theory, however, the group that seemed to be most affected included older LEP residents. One explanation for these findings is that the official-English legislation mirrored growing xenophobia against foreign-born Hispanics, resulting in additional social stratification on the basis of ethnicity in housing markets.

    Notizen: This paper attempts to reflect critically on the role which telephone call centers might play in the economic development of rural places in the ‘information age’, drawing mainly on a case study of the Highlands and Islands of Scotland. It argues that although call center employment tends mainly to be urban-based, the growth of this form of work does present opportunities for some rural areas. The paper considers the locational factors rural areas would have to possess or develop in order to attract such work. It suggests call centers can make a valuable, though limited, contribution towards rural economic development, principally through the creation of additional employment opportunities and the stimulation of new skills and competencies. It also suggests that call centers do not represent a panacea for rural areas and that, indeed, it would be dangerous for rural areas to become over-reliant on employment in this sector.

    Notizen: The capabilities of central office (CO) telephone switches in four southeastern states (Kentucky, Mississippi, North Carolina, and Tennessee) provide detail on spatial variation in telecommunications technologies. A proposed six-level hierarchy of switch capability was used. Switches with digital capability are concentrated disproportionately in metropolitan areas, largely in response to larger numbers of business establishments. The overall picture in the Southeast is one of tremendous variation—variation across states and variation within the four states being studied. Rural (nonmetro) counties generally, but not always, have both fewer switches overall and fewer switches with digital capability. North Carolina and Tennessee, the two most urban of the four states, also have seen the greatest entry by new telecommunications competitors. These two states have the largest percentages of advanced (digital) switches in both metro and rural counties. At the county level, the number of switches is primarily a function of a county's population but, even more significantly in three states, of the number of business establishments in the county. On the whole, it is residents of metropolitan—not rural—areas who are most likely to be served by newer forms of digital telecommunications.

    Notizen: The aim of this study was to examine how six different types of situational judgment test (SJT) instructions, used frequently in practice, influence the psychometric characteristics of SJTs. The six SJT versions used the exact same items and differed only in their instructions; these versions were administered in two phases. Phase I was a between–subjects design (n= 486) that had participants complete one version of the SJTs. Phase II was a within–subjects design (n= 231) held several weeks later that had participants complete all six versions of the SJTs. Further, 146 of these individuals completed both phases, allowing for an assessment of test–retest reliability. A variety of objective and subjective criteria were collected, including self and peer ratings. Results indicated that instructions had a large effect on SJT responses, reliability, and validity. In general, instructions asking what one ‘would do’ showed more favorable characteristics than those that asked what one ‘should do’. Correlations between these two types were relatively low despite the fact that the same items were used, and criterion–related validities differed substantially in favor of the ‘would do’ instructions. Overall, this study finds that researchers and practitioners must give careful consideration to the types of SJT instructions used; failing to do so could influence criterion–related validity and cloud inferences of construct validity.

    Notizen: This study addresses the effects of the provision of information on the reliability and validity of selection procedures and the effects of test–taker attitudes (i.e., belief in tests and comparative anxiety) on fairness perceptions. Prior to an actual selection process, applicants (N= 118) were given either information about the reliability and validity of various selection procedures or no information. Next, they evaluated the fairness of eight selection procedures. No significant effect of selection information was found. Belief in tests had significant effects, with applicants high on test belief giving higher fairness ratings than applicants low on test belief. In addition, an interaction effect between test belief and selection procedure was found. For example, test belief had larger effects on fairness for structured interviews, personality inventories, and cognitive ability tests. No significant effect of comparative anxiety on fairness was found.

    Notizen: The quandary posed by the conflicting goals of valid selection and a diverse workforce is one of the most perplexing problems facing the practice of personnel selection today. To help address the issue, the article presents a comprehensive method and a related computer program to estimate the expected adverse impact and the expected quality of the majority, the minority and the total selected work force. Compared to previous related procedures, the present method is much more general as it can address situations with both multiple predictor and multiple criterion dimensions. In addition, the expected effects can be computed given the overall selection ratio and the estimates are derived analytically and, hence, are accurate. To assist the selection practitioner, the method is made available as a free download from the Internet.

    Notizen: The study investigated the dimensionality of counterproductive work behavior (CWB) by examining the relationships between various counterproductive behaviors. Utilizing a university alumni sample (N = 343), data was collected through both self–report and direct judgments of the likelihood of co–occurrence. Eleven categories of CWB were examined: (1) Theft and Related Behavior; (2) Destruction of Property; (3) Misuse of Information; (4) Misuse of Time and Resources; (5) Unsafe Behavior; (6) Poor Attendance; (7) Poor Quality Work; (8) Alcohol Use; (9) Drug Use; (10) Inappropriate Verbal Actions; and (11) Inappropriate Physical Actions. CWB items and categories were generally positively related. Multidimensional scaling analysis suggests that the CWB categories vary on two dimensions: an Interpersonal–Organizational dimension and a Task Relevance dimension.

    Notizen: Information provided on applicants’ resumes provides a convenient, cost–effective means for applicant screening. We sought to determine if recruiters’ assessments of the presence of certain types of information on job applicants’ resumes was related to applicants’ general mental ability and personality traits. Forty recruiters from 35 organizations assessed the extent to which specified items were present on the resumes of job applicants. Results indicated relationships between recruiters’ judgments regarding applicants’ resume information and applicants’ cognitive ability and Big Five personality characteristics. Implications for the use of resume information in the selection process are discussed.

    Notizen: The e-economy is part of a larger phenomenon, technocapitalism, that is transforming business organizations and the ways in which they transact, produce, and ship their goods. Technocapitalism is an evolution of market capitalism that is rooted in technological innovation and supported by such intangibles as creativity and knowledge. This paper considers first the main characteristics of networks that support the e-economy and its source phenomenon, the emergence of technocapitalism. Networks are thought to be the main vehicle through which the e-economy spreads, and they have major effects on the organization of business firms. The culture of technocapitalism, with its emphasis on continuous innovation and rapid adjustment, is largely behind the rising importance of networks. A second section then considers the deconstruction of business firms and its relation to networks, the e-economy, and the rise of technocapitalism. A historical perspective is provided to show the contrast with previous eras. The deconstruction of business organizations involves a major transformation of the norms and ways in which firms are run and structured. Finally, the likely implications for transportation and shipping of the rise of the e-economy, its networks, and the deconstruction of firms are discussed. The logistics, pricing, and infrastructure of shipping are likely to be substantially affected by the spread of the e-economy, its networks, and the deconstruction of firms.

    Notizen: Land-use and -cover change is a topic of increasing concern as interest in forest and agricultural land preservation grows. Urban and residential land use is quickly replacing extractive land use in southern Indiana. The interaction between land quality and urban growth pressures is also causing secondary forest growth and forest clearing to occur jointly in a complex spatial pattern. It is argued that similar processes fuel the abandonment of agricultural land leading to private forest regrowth, changes in topography and land quality, and declining real farm product prices. However, the impact of urban growth and development on forests depends more strongly on changes in both the residential housing and labor markets. Using location quotient analysis of aggregate employment patterns, and the relationship between regional labor market changes, the extent of private forest cover was examined from 1967 to 1998. Then an econometric model of land-use shares in forty southern Indiana counties was developed based on the net benefits to agriculture, forestland, and urban uses. To test the need to control explicitly for changes in residential demand and regional economic structure, a series of nested models was estimated. Some evidence was found that changing agricultural profitability is leading to private forest regrowth. It was also uncovered that the ratio of urban to forest land uses is better explained by incorporating measures of residential land value and industrial concentration than simply considering population density alone.

    Notizen: Networks of interaction have assumed particular significance in recent years because of their presumed importance for learning and innovation. Alliances between related firms are thought to encourage interactive learning between participating organizations through the sharing of knowledge and information, which is itself facilitated through trust, shared values and ways of working. The vast body of literature that has emerged is, however, incredibly fragmented, encompassing an array of theoretical positions and perspectives. This paper focuses upon two issues which are believed to be of particular significance and which need clarification in order to move to a clearer understanding of the ways in which networks of interaction evolve, and of their capabilities and limitations in relation to economic performance and competitiveness: (1) the importance of network structure, arguing that innovative activity requires flexibility with regard to network formation. (2) The role of geography in relation to the construction and functioning of alliances. It is the contention here that networks are likely to be increasingly international in scope.

    Notizen: The aim of this article was to examine interviewers’ perceptions of applicant personality and to assess how these personality perceptions were related to employment recommendations. In a field setting, personality adjectives spontaneously written down by eight interviewers and referring to 720 applicants were analyzed. The AB5C model (Hofstee, De Raad and Goldberg, 1992) was used to classify the adjectives and determine the applicants’ personality profile scores. The results showed that interviewers used descriptors referring to all five personality dimensions, with a preference for extraversion and agreeableness. Relationships were found between employment recommendations and three dimensions: emotional stability, openness to experience, and conscientiousness. Interviewers, however, differed in judgment standards and in the weights they assigned to trait perceptions when deciding on applicant hirability.

    Notizen: This article examines the test–retest reliability of supervisory ratings for several dimensions of job performance and for overall job performance. We found that the test–retest reliability of overall job performance is .79 (SD = .08), a value very close to the one found by Viswesvaran, Ones and Schmidt (1996), and that the average test–retest reliability for specific dimensions of job performance is .57 (SD = .07). We also found that some dimensions of job performance appear to be easier to rate than others. We suggest some implications of these findings for research and practice of personnel selection.

    Notizen: This paper explores possible ways in which growth in Internet retailing (e-retailing) may affect the spatial distribution of economic activities. After a brief overview of e-retailing, a categorization of possible spatial impacts is introduced. These include impacts on the retail industry, such as substitution of e-retail for brick-and-mortar retail, impacts on transportation, such as substitution of freight transportation for personal transportation in goods delivery, and pervasive impacts that affect the whole economy. The latter category includes uniform delivered pricing, spatial leveling of accessibility, and marketing strategies that target individuals rather than regions. The question of whether e-retailing and brick-and-mortar retailing are truly substitutes is taken up in the next section, along with potential implications of multi-channel retailing. The final section of the paper defines some critical research directions.

    Notizen: Logistics chains are constantly changing to facilitate increasingly global movements. In qualitative terms, long term trends in logistics services indicate a growing degree of product customization and an increased responsiveness in order delivery. These trends impact on the development of technology and the growth of welfare in different world regions in different ways. This paper drafts a research agenda which will help to improve understanding of the interrelationships between trade, logistics, transport, and regional development at a global scale. Rather than being an exhaustive or detailed inventory of trends, the paper provides a focus on “supply chain by thinking.” The key starting point is the need for more and more efficient transportation and sophisticated logistics processes. Three subjects are treated: First, the strategic implications of borderless supply chain management on the choice of alternative logistics structures in supply chains are considered; second, the possible impacts of the expected changes in supply chain processes upon regional economic activities are examined; third, the impacts of changes in global logistic processes on the transportation system and, in turn, on the environment are explored. This discussion leads to the identification of some new research challenges in the field of transportation and logistics.

    Notizen: The question “Will using Information and Communication Technology (ICT) systems enable a more sustainable mobility?” is answered through analyzing current ICT policy in the EU and the United States of America (USA), through developing a conceptual model to structure the expected direct and indirect effects of ICT systems on mobility, and through building models for three selected ICT systems to estimate their quantitative effects on mobility. Based on the models, ICT systems seem to have limited mobility reduction potential (in terms of CO2 emissions and kilometer savings). On the short term, because of efficiency gains, ICT systems have a positive impact. In the long term, better quality of mobility will attract new demand and this will again result in an increase of travel. For policymakers this implies that ICT systems in the short run can make mobility more efficient. In the long run, to prevent the more efficient mobility from attracting new traffic, the implementation of any ICT system should be accompanied by a stronger pricing policy.

    Notizen: Although many studies have investigated how poor health affects hours of work and labor force participation, few have examined the extent to which individuals adapt in order to remain in the labor market. Individuals experiencing health problems may move to different types of work in order to remain in the labor force or to reduce the negative labor market consequences of illness. This paper investigates the movement between employers, and among occupation categories when changing employers, using data from the Health and Retirement Study (HRS). One advantage of the HRS is that its questions on life-cycle employment and health patterns permit a long-term perspective on job mobility that is unavailable in most other datasets. Workers with health problems are more likely than healthy workers to remain with their current employer than to switch employers. But among those who switch employers, those with health problems are more likely to change broad occupational categories than are healthy workers. While many individuals remain with the same employer after the onset of health problems, many do switch employers and occupations, even in the presence of ADA legislation.

    Notizen: This paper examines how the presence of dual, disparate environmental disamenities located near each other impact property values in a semi-rural area. A heavy metals manufacturing facility and a rubber-compounding factory operate two and one half miles apart in a small community. The heavy metals manufacturing facility uses low-level depleted uranium in its production. The level of production is small and the production process does not emit visible air pollution or odors that can be easily identified. Thus, if the surrounding community negatively perceives a potential risk, it is not through the channels of sight or smell. The rubber-compounding factory emits foul odors and some visible air pollution. Thus, its negative externalities and potential risks are easily perceptible. Using the hedonic price technique, this paper examines the impact of the use of a non-perceptible hazardous material in the production of a good on housing prices in a community when another more visible, noxious facility is present. The results show that noticeable disamenities are capitalized into housing values, while non-visible ones are not.

    Notizen: This paper presents some micro-evidence relevant to the “Porter Hypothesis” on the techno-economic consequences of Austrian Volatile Organic Compound (VOC) emission standards, the most restrictive of their kind in the world. Using firm-level survey data and complementing it with highly disaggregated foreign trade data, the paper explores whether the standards had a palpable impact on the competitiveness of Austrian manufacturers of paints, coatings, printing inks, and adhesives, whether compliance stimulated innovation in this industry, whether the standards crowded out other, more productive Research and Development (R&D), and whether compliance efforts gave rise to unexpected benefits of compliance. It finds no unequivocal aggregate impact on the competitiveness of regulated firms, yet does find some interesting variation with firm size. Moreover, the standards appear to have dampened import competition. The standards gave rise to considerable changes in firms’ product range and appear to have accelerated the rate of product innovation in the regulated industry. R&D spending to develop compliant products is found to be very unevenly distributed, mainly due to technological and, to a lesser extent, organizational factors. There is evidence that compliance efforts displaced or postponed existing R&D projects. However, there is also evidence that search for compliant products yielded unexpected and beneficial ideas, knowledge, and competencies.

    Notizen: Producer services have been among the most rapidly growing industries, as measured by employment, in the United States and in Europe in recent decades. The production and delivery of these specialized forms of service industry work require the use of transportation and communications systems in a variety of ways, including the physical movement of people working in these industries, as well as the movement of the information related to the production and distribution of their work. Some of this work is performed in localized markets, requiring travel between clients and suppliers in local transportation modes, such as auto, bus, or other types of transportation. Other work is done by specialists who travel interregionally and globally to do their work, primarily traveling to their clients. There is little knowledge of how these production relationships have changed with the advent of the Internet and the widespread use of e-mail in the business production process. Within the framework of this STELLA initiative, this paper outlines research needs in this area, and frames an approach that would produce badly needed knowledge about impacts on the producer services of the Internet and related e-commerce initiatives on physical transportation systems at a local to interregional scale.

    Notizen: This paper presents the results of a microanalysis of freight transport demand in a logistics context. Current research concentrates, with few exceptions, on shippers’ choice of a transport mode. However, in a global context, shippers’ behavior has to be conceived as a complex decision, which considers transport mode choice as only a part of a firm's logistics strategy. Since no data exist to directly estimate the marginal values for different qualities of transport and logistics services, a stated preference approach is applied. Adaptive stated preference experiments were performed for twenty-two firms in Italy and in Switzerland. The experimental results—forty hypothetical binary choices per firm—were completed by background information on the firms’ long-term logistics strategies. The results confirm the relevance of the logistics context (e.g., JIT strategies on the supplier's or customer's side) for transport demand. The calculated marginal values of time and characteristics (reliability, frequency, etc.) provide important insights and permit generalized costs in freight transport models to be recalibrated.

    Notizen: The 1990s witnessed an enormous wave of mergers and acquisitions dramatically reconfigure the market structure of global telecommunications. In Europe and the U.S., telecommunications firms have steadily consolidated into a shrinking pool of providers, rapidly oligopolizing the industry. This paper reviews the number and size of mergers and acquisitions globally in the 1990s and charts the national patterns of purchasers and target firms, noting the overwhelming hegemony of American corporations. The reasons behind this process include globalization, deregulation, the convergence of digital technologies, the search for economies of scale and scope, and U.S. corporate tax laws. It also points to the impacts of this oligopolization on consumer prices, labor, equity of access to telecommunications services, and the political and cultural repercussions of increasingly concentrated ownership.

    Notizen: New businesses are highly involved in innovative activity, which enhances worker productivity and leads to increased economic output. This paper investigates the effects of industry concentration on the incidence of new business openings in the 5,504 Maine county-industries. Empirical findings indicate that new business activity increases with the number of incumbent establishments in a county-industry and its concentration level relative to the U.S. economy. Model simulations show that raising county-industries, with no initial industry presence, to concentration levels similar to that of the industry in the U.S. economy results in a 1.7 to 8.9 percent increase in the expected number of business openings over a three-year period. Empirical results also suggest that industry clusters comprised of young and small establishments are more conducive to new business formation than clusters made up of mature and large companies.

    Notizen: The effects on wage growth of management practices applied on public lands in the Northern Forest region of the United States are quantified. A central objective is to determine if the management of public lands for preservationist uses results in lower average wages. This is a frequent claim made by critics of land preservation who argue that preservationist management, by prohibiting resource extraction, causes the composition of employment to shift from high-wage jobs in resource-based manufacturing to low-wage jobs in the service sector. A model of simultaneous employment and net migration growth is estimated with data on non-metropolitan counties over the period 1990 to 1999 and applied in a recursive relationship to wage growth. In earlier studies, models of this type have typically been specified in levels. Time-series evidence that supports a preference for growth rates is provided as the form for such models. Exogenous variables in this model include the 1990 shares of the county land base that are publicly owned and managed for preservationist (non-extractive) uses and multiple (including extractive) uses. It was found that wage growth rates are not significantly affected by the shares of land under either management regime. As well, recent declines in national forest timber sales are found to have no effect on wage growth.

    Notizen: In the aftermath of 11 September, there has been a growing recognition that an increasingly unequal world is not only morally unacceptable but also deeply insecure. This paper defines globalization as economic, corporate-led globalization, a process that impacts every facet of our life. For illustrative purposes, this paper will briefly examine the role played by the globalization process in exacerbating the gap between rich and poor. It will make the case that, contrary to popular wisdom, there is nothing inevitable about this process. One such alternative is localization – a set of interrelated and self-reinforcing policies that actively discriminate in favour of the more local, whenever it is feasible and reasonable.

    Notizen: This article highlights globalization in terms of dependency on local and global ecosystems when it comes to family diets. In an exploratory case study, one typical meal in three household settings in different parts of the world: Ghana, Russia and Sweden, is examined. Food paths are traced to compare the scale of ecosystem dependency. The result shows that ecosystem dependency varies greatly with implications for environmental impact. The Swedish household, as opposed to the Ghanaian and the Russian, is not dependent on local ecosystems for food provision, but increasingly on global systems. Opportunities and constraints for lowering environmental impacts related to diets in different economies are discussed. It is concluded that it is of great importance to create awareness in high-income countries of the dependency on the global ecosystem and the resulting environmental impacts. It is in these countries that opportunities are available for change towards more sustainable diets. It is suggested that further research need to explore in greater depth how ecosystem dependency differs and how that translates into broad spectra of environmental impacts, considering other dimensions of sustainable development as well.

In psychotherapy, this simple technique of providing a word and another automatically coming to mind is called free association and some of the internationally accepted pairings are noted above. Do we want ‘home economics’ and ‘globalization’ to have an automatic association? In this paper, I argue that home economics must make a shift from the margins of patriarchy by re-thinking the ways in which the field is legitimized and positioned if it is to be a key player in taking on the challenges and dilemmas raised by globalization.

    Notizen: This paper explores the pattern of change and development in the marketization and reconstitution of food products for children. It is in the past few decades that global corporations’ search for new markets has come to focus intensely on children. In the eyes of global corporations, children are a huge, multibillion dollar market. Childhood may be understood as a social construction but its form is historically specific. At present, the market is defining and reconstituting cultural meanings of childhood without being contested by other significant groups in society. The paper goes on to explore how transnational corporations have transformed the production and marketing of food. The paper discusses the food risks and the challenges faced by the fast food industry which specifically targets children. The reconstitution and the rebranding of popular children's food is producing ‘virtual’ food rather than real food. We live in an era where childhood offers untold opportunities in the northern hemisphere. However, the global market has come to dominate and define the social construction of childhood. Other cultural forms of identity outside of consumerism are not making the same impression. The food risks associated with the global processing of food and the health risks that have been linked to these new food forms ultimately has consequences not only for children but for society as a whole.

    Notizen: This article deals with professional responses to and handling of New Public Management reforms in the context of Swedish health care. The focus is on Swedish nurses, and the argument is that the extent to which a profession is heterogeneous and embraces a variety of ordering processes explains differing, and even contradictory, responses within a single profession. The paper shows that the ordering processes within the Swedish nursing profession provided a wide variety of conditions for nurses’ encounter with the reforms. Overall, the transformations brought about by the New Public Management reforms aligned more easily with the process of ordering nurses into administrative leaders than with the process of ordering nurses into experts in caring.

    Notizen: Accounting can both shape and be shaped by organisational reality (Nahapiet, 1988). This paper focuses on the shaping of an ABC (activity based costing) system in a public sector authority during a period of rapid change from 1993 to 1998. The reasons why management invested substantially in such a system are outlined, and are compared and contrasted with the views of the employees. Over time the ABC system became locked in as the transfer pricing system to meet the needs of a new style of business unit accountability where quasi–profit centres were set up within a public sector authority. A new CEO eliminated the profit–centre concept and returned to budgetary control as the primary form of financial accountability. At this stage ABC became side–lined but was still useful for strategic decisions relating to out–sourcing and improving lines of business, more in line with its initial objectives. Finally, the paper explores why ABC ceased to exist. It is a rare case of a longitudinal study of an accounting technology in a public sector organisation and provides insights into the moulding of accounting by organisational change.

    Notizen: Consumer rights are used as a framework comparing the patients’ rights of selected countries. Patients’ right documents of geographically dispersed countries, regional coalitions and international organizations were selected for analysis and comparison reflecting health and consumer policy. The content of patients’ rights policies, including populations addressed, basic consumer rights, dignity and privacy or confidentiality were analysed. The inclusion of consumer responsibilities and enforcement of patients’ rights was evaluated. Countries used comprehensive laws and charters to address patients’ rights. The consumer rights most often noted in the patients’ rights analysed were the rights to information, choice and redress. Five countries lacked inclusion of consumer responsibilities and the responsibility for enforcement. Suggestions for action on the part of family and consumer educators and scientists were offered.

    Notizen: Along with the rapid introduction of genetically engineered (GE) foods into the marketplace have come concerns about possible risks associated with this new technology. This study expands on previous research by exploring the relationships between certain sociodemographic, attitudinal and behavioural variables and North American college students’ levels of concern over GE foods. Six index scales are created from the data and a series of anovas are conducted, and displayed visually using bar graphs, to examine the relationships between the explanatory variable and the students’ levels of concern. The findings indicate that attitudinal and behavioural variables should be included in future models for predicting levels of concern for GE foods in addition to the sociodemographic variables currently used.

    Notizen: Abject poverty and rampant consumerism are twin ills of global capitalism. This short paper serves to encourage discussion on the role of Fair Trade in healing those ills. After describing the benefits of Fair Trade for producers, a paradox concerning the joys and blights of contemporary consumption is presented. Drawing on an autoethnographic method, the author indicates how Fair Trade resolves this paradox in the consumer interest.

    Notizen: The earnings of African–American males have increased over the past 50 years, but differences remain in their economic progress relative to either white or Asian Americans. Labor market disadvantages in the past were the result of overt discrimination; however, the earnings gap experienced over the last four decades has been linked to human capital differences. It is hypothesized that military service provides a buffer for adverse labor market characteristics for young African–American males and this paper discusses the returns from military service as reflected in their post–service wages.

    Notizen: What effect does employment protection through severance payments have on the behaviour of employed workers? We analyse this issue within a stochastic two–period framework where workers decide on human capital investments and find two competing effects: severance payments imply higher job security that fosters human capital formation. At the same time, a lay–off is perceived by the workers to be a weaker penalty if severance payments are provided. This incentive lowers their optimal amount of firm–specific investments. Which effect prevails on balance depends on the distribution of investment returns among firm and workers. For strong positive reactions, employment protection is also in the interests of the firm.

    Notizen: This paper analyses the choice open to a worker seeking a job in the public and private sectors of the labour market. The private sector is identified by a steeper wage profile and by lower job security than the public sector. The reservation wage for the two sectors is calculated in the first part of the paper. The results reveal that the reservation wage for the public sector is higher than that for the private sector. The effect of career prospects, job riskiness and labour demand on optimal time allocation between the search in the two sectors is then analysed. Finally, an empirical analysis is made in order to study Italian workers’ search strategies. It highlights relevant geographical differences which can be interpreted through the theoretical results obtained in the paper.

    Notizen: Abstract.  This paper investigates whether foreigners cushion native labour during the phases of the economic cycle. The theoretical model, based on the work of Blanchard and Katz (Brookings Papers on Economic Activity 0(1): 1–75, 1992), assumes that foreigners supply labour with a higher wage elasticity than natives. The empirical analysis, based on an unbalanced panel of 161 European regions during 1988–97, shows that following a labour demand shock the variability of native employment growth is lower the higher the proportion of foreign citizens in the local labour force. These results suggest that foreigners absorb some of the effects of the shock, shielding natives from its full impact. The analysis also reveals that the main channel mediating this ‘cushioning’ effect is the inter-regional migration of foreign workers, followed (as a far distant second) by their higher/lower unemployment rates.

    Notizen: The analytical framework known as the balance-of-payments constrained growth model introduced by Anthony P. Thirlwall more than two decades ago, and further developed by him and N. Hussain, was a major contribution to understanding the relevance of a foreign exchange constraint on the long-run growth performance of open economies. In its simplest expression this model is known as Thirlwall's law. Recent contributions have revised this analytical model in order to ensure that the pattern of foreign debt accumulation, implicit in the economy's balance-of-payments constrained growth path, is sustainable.Up to now most theoretical presentations of Thirlwall's law do not incorporate interest payments explicitly and, moreover, the empirical studies carried out within this tradition do not take them into account. This omission may be a major shortcoming in the analysis of the long-term growth path of economies—like many developing ones—whose net interest payments abroad are a large debit item in the current account of their balance of payments. In the present paper we introduce an extension of the balance-of-payments constrained growth model that explicitly captures the influence on foreign interest payments of the economy's long-run rate of growth—while at the same time guaranteeing that foreign indebtedness is not on an explosive track—and test its empirical adequacy by applying it to examine the Mexican case.

    Notizen: This article examines the question of whether roads and streets could be financed by voluntary charges rather than by compulsory taxation as they are now. The question of private arrangements for long-distance roads is examined first, then local streets. Both questions are complicated, but there is more evidence available to look at the first question than the second. It is concluded that a move to greater use of private mechanisms for providing roads and streets would have considerable advantages and expansion of this mode of provision should be encouraged.

    Notizen: The paper's hypothesis is that strict liquor licensing laws, as in Britain and the US, which ban street cafés (ostensibly to protect children) effectively transfer property rights in the streets to the commuting car users. Road pricing, either explicit or implicit via congested streets, loses its constituency. The result is road widening, neglect of city amenities and consequent urban sprawl. In line with the hypothesis, we find that continental European countries permitting street cafés and restaurants have less urban sprawl. They also attract more tourists, and their citizens are less obese. Therefore, the forthcoming Licensing Act, by (hopefully) assisting street cafés, marks an important step forward for British cities.

    Notizen: Debates about whether traffic regulations that limit car use will enhance or hinder a particular urban economy are complex and often emotive. The present article considers evidence from the implementation of a radical traffic restraint and pedestrianisation scheme in Oxford in 1999. The most important achievement was a 17% reduction in car trips to the centre, which did not affect overall visitor numbers. The local economy did though experience a period of difficult trading around the time of implementation.
