    Description: Within the Shaping Digitalisation project, we aim to highlight and discuss the opportunities that digitalisation can bring to Germany. In particular, we are discussing three stand-out areas where action is most needed to achieve ecological transformation: mobility, the circular economy, and agriculture and food. This report addresses the second area in need of action. Up until now, discussions on the circular economy have been limited to recycling and the re-use of materials. We must expand the scope of these discussions to include new, resource-efficient business models and the comprehensive transformation of value chains and industrial structures. Our analysis has found that digitalisation is indispensable for this transformation if used properly. We hope this report will provide the impetus needed to kick-start a climate- and resource-friendly industrial transformation in Germany. Here, we have incorporated the findings of our interdisciplinary workshop on "Shaping the Digital-Ecological Industrial Transformation - Business Models and Political Framework Conditions for Climate and Resource Protection" that was attended by experts from international research institutes, civil organizations, public authorities, and private companies.

    Description: The introduction of a Digital Product Passport (DPP) is an opportunity to create a system that can store and share all relevant information throughout a product's life cycle. This would provide industry stakeholders, businesses, public authorities and consumers with a better understanding of the materials used in the product as well as their embodied environmental impact. With the COVID-19 pandemic, the Russian invasion of Ukraine and the cost-of-living crisis, now is a critical moment to transform our economic and business models, while also addressing the huge scale of material emissions. DPPs can be a pivotal policy instrument in this goal. Furthermore, DPPs can accelerate the twin green and digital transitions as part of EU efforts to deliver positive climate action and sustainable economies. In 2020, the European Commission (EC) adopted a new Circular Economy Action Plan (CEAP), which emphasised the need for circular economy initiatives to consider the entire life cycle of products, from the production of basic materials to end-of-life disposal. The Circular Economy Package published in March 2022 includes a proposal for an Ecodesign for Sustainable Products Regulation (ESPR), which builds upon the Ecodesign Directive that covers energy-related products. A DPP will form a key regulatory element of the ESPR by enhancing the traceability of products and their components. This will provide consumers and manufacturers with the information needed to make better informed choices by taking their environmental impact into consideration. As discussed in the report, there is widespread agreement amongst business leaders that a well-designed DPP could have both short- and longer-term benefits, improving access to reliable and comparable product sustainability information for businesses, consumers and policymakers. A well-designed DPP can unify information, making it more readily accessible to all actors in the supply chain. This will support businesses to ensure an effective transformation towards a decarbonised industry. It could also create incentives for companies to make their products more sustainable, as improving access to reliable and consistent information across supply chains will make it easier for customers to make comparisons.

    Description: A main goal of this study - which also functions as deliverable 210078-D07 of the Circular Economy Beacons (CEB) project - is to evaluate currently available frameworks that measure and operationalise Circular Economy (CE), with a particular focus on the urban context. The regional focus lies on the Western Balkan region, which is at the centre of the project. Such "Urban Circularity Hotspot Frameworks" (UCHF) aim at providing decision support for policy makers, companies, citizens etc. regarding the transition to CE within cities. Based on the analysis of different frameworks, suggestions are derived regarding UCHF suitable for the specific characteristics of Western Balkan municipalities, i.e. a Circular Economy Beacons Urban Circularity Hotspot Framework (CEB-UCHF) ready for short-term implementation.

    Description: Circular economy seems a vital enabler for sustainable use of natural resources which is also important for achieving the 2030 agenda for sustainable development goals. Therefore, a special session addressing issues of "sustainable solutions and remarkable practices in circular economy focusing materials downstream" was held at the 16th International Conference on Waste Management and Technology, where researchers and attendees worldwide were convened to share their experiences and visions. Presentations focusing on many key points such as new strategies, innovative technologies, management methods, and practical cases were discussed during the session. Accordingly, this article compiled all these distinctive presentations and gave insights into the pathway of circular economy towards the sustainable development goals. We summarized that the transition to circular economy can keep the value of resources and products at a high level and minimize waste production; the focus of governmental policies and plans with the involvement of public-private-partnership on 3Rs (reduce, reuse, and recycle) helps to improve the use of natural resources and take a step ahead to approach or achieve the sustainability.

    Description: In Germany, the number of renewable energy prosumers has increased rapidly since 2000. However, the development of prosumers has faced and will continue to face various economic, social, and technological challenges, which have triggered the emergence of a number of innovative business models (BM). This paper enriches the empirical basis for prosumer-oriented BMs by investigating two BM innovations in Germany (P2P electricity trading and aggregation of small-size prosumers) drawing on business model and socio-technical transition theories. A mix of qualitative data collection methods, including document analysis and semi-structured expert interviews, was applied. We found that while both BMs can potentially address the challenges associated with renewable energy prosumer development in Germany, small-scale prosumers’ participation in both BMs has been limited so far. We identified various internal and external drivers and barriers for scaling up these BMs for prosumer development in Germany. Despite these barriers, both aggregation and centralized P2P targeting prosumers may potentially be also taken up by incumbent market actors such as utilities. Decentralized P2P on the other hand still faces significant internal and external barriers for upscaling. Based on the analysis, the paper provides policy recommendations with respect to the identified drivers and barriers. From a theoretical perspective, our findings provide further evidence to challenge the dichotomous understanding of niche actors and incumbents, the latter of which are often theorized to be resistant to radical innovations.

    Description: How do recent changes in consumption in the wake of the COVID-19 pandemic affect the avoidance of packaging waste? How can an increase in packaging waste be countered and the previous trend towards unpackaged and reusable solutions be revived and promoted? To tackle these questions, we use a systemic approach that regards packaging as a network of interrelated interests of industry (manufacturing and logistics), trade (retail and catering), consumers and the waste management sector. To analyse this network, we applied three methods. First, we analysed secondary sources such as surveys. Second, we conducted semi-structured interviews with seven actors from industry, consumer education and waste management in May and June 2020. Third, we used the questions from the interview guideline to do an online survey among representatives of the public waste management industry.

    Description: The transition from today's "take, make, waste" economic paradigm to a circular economy requires a joint effort from actors on all levels: governments, business, and civil society. While companies are among the drivers of the circular transformation, they find it hard to achieve a circular economy on their own. Hence, cross-industry collaboration is one of the imperatives for scaling a circular economy. Against this background, econsense, together with Accenture and the Wuppertal Institute, launched its study "Germany's Transition to a Circular Economy - How to Unlock the Potential of Cross-Industry Collaboration". Based on a survey and expert interviews within the econsense community, the study finds that companies are yet to unlock the full potential of cross-industry collaboration. While two thirds of analysed industry collaborations have a high potential for scaling the circular economy, only 43 per cent of those already show a high degree of interaction. The study provides concrete guidance for companies to get started with circularity and identify the right partners for cross-industry collaboration. Specifically, the report recommends companies: 1) Understand what circularity is about and map it on their own operations and processes. 2) Understand the different circular business models and identify the ones relevant to each business. 3) Discover areas where collaboration can help to create the needed foundation and to execute circular actions.

    Description: Digitalisation is taking place at a fast pace in all European countries and it is transforming the economies, societies, communication, jobs and the necessary skills for the workplace and everyday life. The Covid-19 pandemic is also accelerating digitalisation at many levels. To address the great challenges resulting from this, the European Commission has launched the Green Deal, a long-term transformation strategy towards an innovative and sustainable society. Three important initiatives under the Green Deal are the New Circular Economy Action Plan, the Biodiversity Strategy for 2030 and the Zero Pollution Action Plan. The various strategies and action plans draw up a large portfolio of measures, instruments and milestones that are always linked to digital technologies. Ideally, these are eco-innovative and sustainable and contribute to improving living conditions in Europe. The EIO Biennial Report 2020, which looks at a different topic every two years, considers digitalisation a major opportunity to accelerate the transition to a circular Europe. In the current report, the authors provide an overview of eco-innovation trends, illustrated by digital technology and policy practices that can further drive the circular economy.

    Description: Two thirds of today's world trade is based on global value chains and supply networks. Purely regional supply chains have become less important in recent decades. The effects of these globalised structures are manifold. On the one hand, they promote employment and generate prosperity. On the other hand, they are beset by extreme social, ecological and economic imbalances. The COVID-19 pandemic has demonstrated the fragility of existing supply chain systems. The lockdown continues to disrupt complex supply chains and many problems of existing production and consumption continue to worsen. COVID-19 is one example of the crises that can shake globally networked supply chains in the short term. Other crises, such as climate change, develop more insidiously and are less immediately recognisable. Different as they are, such crises have one thing in common: they highlight the vulnerability of global social and economic structures and illustrate the impact of global trade on the regions and people of the world. This is precisely where global sustainability strategy comes in - it aims to fundamentally reduce differences and inequalities in opportunities and quality of life. The COVID-19 pandemic has forced the entire world into upheaval, creating an opportunity to make sustainability a central political resilience strategy. In the wake of the Corona pandemic, the discussion about resilient communities has flared up. In order to guarantee supply in the face of such crises, these should be more strongly regional and circular in their economic approach and global and sustainable in their perspective. The aim should be sustainable, transparent, non-exploitative supply chains that guarantee the security of supply to cover basic needs and public services despite sudden changes and crises. This discussion paper draws a future scenario of globally cooperative, circular regional economies that fundamentally reduce global inequalities in opportunities and quality of life, while at the same time permanently preserving the natural foundations of life.

    Description: With increasing world population and an unsettling resource scarcity in the back, sustainble consumption has moved to the foreground of political, economical and social discussions. One major school-of-thought is Circular Economy (CE), an approach summarizing various sustainable consumption activites under one roof. However, quantitative studies on the consumer are rare, yet crucial for a transfer from linear to circular consumption. This dissertation adds to literature by providing pioneer insights into consumer behavior in CE as an overarching concept, instead limiting research on singular subconcepts. Namely, four consumer activities are studied: recycling, upcycling, renting and sharing. In order to identify relevant insights for both academics and practitioners in CE, the research question ("what drives participation in CE?") is broken down into sub-hypotheses, which are addressed by three empirical studies. Using the SOR-Model (adaption Belk 1975) as overarching logic, the three studies deal with (1) the consumer (and their motivation) and situational stimuli (both (2) offline and (3) online). Respectively, three data sets are consulted to assess the sub-hypotheses and to identify overarching insights on how to accelerate consumer participation in CE, The research methodology employed ranges from a structured equation model (SEM), a random allocation field experiment during Fashion Week in Berlin to a discrete-choice model with best-worst scaling. The dissertation succeeds in revealing that (1) different activities in CE can be summarized in one latent variable, proving CE as a wholesome concept in consumer-related activities; that (2) Trust has a leveraging effect on participation in CE activities. Further, Trust can be enhanced offline via face-to-face interaction and online via third-party online attributes.; and that (3) experience in CE activities affects perception of online attributes, implying the need for adapted measures when dealing with CE-unexperienced consumers as compared to consumers with prior experience in CE activities.

    Description: Industrial demand response can play an important part in balancing the intermittent production from a growing share of renewable energies in electricity markets. This paper analyses the role of aggregators - intermediaries between participants and power markets - in facilitating industrial demand response. Based on the results from semi-structured interviews with German demand response aggregators, as well as a wider stakeholder online survey, we examine the role of aggregators in overcoming barriers to industrial demand response. We find that a central role for aggregators is to raise awareness for the potentials of demand response, as well as to support implementation by engaging key actors in industrial companies. Moreover, we develop a taxonomy that helps analyse how the different functional roles of aggregators create economic value. We find that there is considerable heterogeneity in the kind of services that aggregators offer, many of which do create significant economic value. However, some of the functional roles that aggregators currently fill may become obsolete once market barriers to demand response are reduced or knowledge on demand response becomes more diffused.

    Description: The study sheds light on the background of the prevention of plastic waste from packaging and disposable products by explaining the need for action, the environmental impacts and risks to human health. Experiences of the members of the PREVENT Waste Alliance and their partners in the prevention of plastic waste by multi-actor partnerships are presented by means of 17 best practice examples. Finally, the study gives recommendations for the reduction of plastic waste and the further work of the PREVENT Waste Alliance. These include success factors for waste prevention, necessary next steps and conclusions regarding the necessary political framework conditions.

    Description: The concept Material Input per Service Unit (MIPS) was developed 20 years ago as a measure for the overall natural resource use of products and services. The material intensity analysis is used to calculate the material footprint of any economic activities in production and consumption. Environmental assessment has developed extensive databases for life cycle inventories, which can additionally be adopted for material intensity analysis. Based on practical experience in measuring material footprints on the micro level, this paper presents the current state of research and methodology development: it shows the international discussions on the importance of accounting methodologies to measure progress in resource efficiency. The MIPS approach is presented and its micro level application for assessing value chains, supporting business management, and operationalizing sustainability strategies is discussed. Linkages to output-oriented Life Cycle Assessment as well as to Material Flow Analysis (MFA) at the macro level are pointed out. Finally we come to the conclusion that the MIPS approach provides relevant knowledge on resource and energy input at the micro level for fact-based decision-making in science, policy, business, and consumption.

    Description: Increasing concerns regarding the world's natural resources and sustainability continue to be a major issue for global development. As a result several political initiatives and strategies for green or resource-efficient growth both on national and international levels have been proposed. A core element of these initiatives is the promotion of an increase of resource or material productivity. This dissertation examines material productivity developments in the OECD and BRICS countries between 1980 and 2008. By applying the concept of convergence stemming from economic growth theory to material productivity the analysis provides insights into both aspects: material productivity developments in general as well as potentials for accelerated improvements in material productivity which consequently may allow a reduction of material use globally.The results of the convergence analysis underline the importance of policy-making with regard to technology and innovation policy enabling the production of resource-efficient products and services as well as technology transfer and diffusion.​

    Description: There are a variety of economic and ecological benefits to increased resource efficiency. Social, institutional and technical innovations can all contribute towards efficiency increases. Companies face different hurdles in fostering such innovation. Small and medium-sized companies are subject to specific constraints that may prevent them from benefiting from innovation-induced resource efficiency improvements. Qualitative interviews were conducted among German small and medium-sized enterprises (SMEs) and intermediaries to identify barriers for resource efficiency innovations and to elaborate a policy mix at the federal level that could help SMEs to overcome these. We found five major barriers to resource efficiency innovations in German SMEs, comprising deficits in innovation culture, inter-firm cooperation along the value chain, finance, awareness and take-up of government funds. We propose a distinct policy mix as a response to this situation. The policy mix comprises the interlocking and synergistic elements of government funding schemes, innovation agents and innovation laboratories.

    Description: Although there are already some qualification offers available for enterprises to support resource efficiency innovations, the high potentials that can be identified especially for small and medium sized enterprises (SMEs) have not been activated until now. As successful change lies in the hands of humans, the main aim of vocational education has to be the promotion of organisational and cultural changes in the enterprises. As there is already a small but increasing number of enterprises that perform very well in resource efficiency innovations one question arises: What are typical characteristics of those enterprises? Leaning on a good-practice approach, the project "ResourceCulture" is going to prove or falsify the hypothesis that enterprises being successful with resource efficiency innovations have a specific culture of trust, which substantially contributes to innovation processes, or even initially enables them. Detailed empirical field research will light up which correlations between resource efficiency, innovation and cultures of trust can be found and will offer important aspects for the improvement of management instruments and qualification concepts for workplace training. The project seizes qualification needs that were likewise mentioned by enterprises and consultants, regarding the implementation of resource efficiency. This article - based on first empirical field research results - derives preliminary indications for the design of the qualification module for the target groups resource efficiency consultants and managers. On this basis and in order to implement "ResourceCulture" conceptual and methodological starting points for workplace training are outlined.

    Description: The food and agricultural sector will face numerous challenges in the next decades, arising from changing global production and consumption patterns, which currently go along with high resource use, causing ecological and socio-economic impacts. The aim of this paper is to illustrate and evaluate the practical applicability of the Hot Spot Analysis methodology in the context of supply chain management in companies. The HSA is a method to identify social and ecological problems along the entire life cycle of a product. Special emphasis is put on a customized implementation in the value chain beef of McDonald's Germany. The HSA of McDonald's beef value chain shows that the main ecological problems arise in the phase of raw material extraction, whereas the main social problems can be identified in the phase of slaughtering. Finally, the paper shows potentials and shortcomings of such a customized application and how the results can be implemented in the sustainability management of a company.

    Description: Critical metals are in great demand by the electrical and electronics industry, so waste electrical and eletronic equipment represents a significant source of secondary raw materials. Owing to low recycling rates and the concomitant supply risks associated with critical metals, the closure of the material cycles is highly relevant to the German economy. Losses of these metals occur from collection until their material recovery, along the entire disposal chain of waste electrical and electronic equipment. This paper develops planning criteria for the design of collection groups to achieve higher recovery amounts of such metals. The aim is to clarify what amounts of metals exist, both product-specific and on the market, how the dismantling of the products is constructed and how collection groups can be arranged with planning criteria oriented towards resource conservation. The analysis is a snapshot using the example of indium and selected products. A procedure is presented and findings identified which are transferable to various critical metals and to waste electrical and electronic equipment. The results show that grouping of products according to resource amounts and the dismantling effort enables forward-looking and resource-efficient planning of the treatment of every single collection group.

    Description: This paper reflects the socio-economic power of renewable energy production cooperatives for a wider energy system transformation in Germany. Energy cooperatives have turned into important supporters of renewable and decentralised energy structures, due to their strong growth since the year 2006, their participation in local renewable energy projects and their democratic awareness. The cooperative form of coordinating local renewable energy projects applies to a decentralised energy system that is managed by many smaller firms - a system concept that is preferred by the majority of German citizens. However, there is not enough knowledge to understand to what extent this organisational form is able to unify a broad group of actors in promoting a renewable energy system (societal power) and to gather capital for elaborating renewable energy supply structures (economic power). The reflection is based on an empirical assessment of all energy cooperatives that were registered in Germany before 31st December 2013. Their growth dynamic and their business approaches are discussed. A special focus lies on renewable energy production cooperatives.     Description: In the past decades, risk management in the financial community has been dominated by data-intensive statistical methods which rely on short historical time series to estimate future risk. Many observers consider this approach as a contributor to the current financial crisis, as a long period of low volatility gave rise to an illusion of control from the perspectives of both regulators and the regulated. The crucial question is whether there is an alternative. There are voices which claim that there is no reliable way to detect bubbles, and that crashes can be modeled as exogenous "black swans". Others claim that "dragon kings", or crashes which result from endogenous dynamics, can be understood and therefore be predicted, at least in principle. The authors suggest that the concept of "Bayesian risk management" may efficiently mobilize the knowledge, comprehension, and experience of experts in order to understand what happens in financial markets.

    Description: Only three days after the beginning of the nuclear catastrophe in Fukushima, Japan, on 11 March 2011, the German government ordered 8 of the country's 17 existing nuclear power plants (NPPs) to stop operating within a few days. In summer 2011 the government put forward a law - passed in parliament by a large majority - that calls for a complete nuclear phase-out by the end of 2022. These government actions were in contrast to its initial plans, laid out in fall 2010, to expand the lifetimes of the country's NPPs. The immediate closure of 8 NPPs and the plans for a complete nuclear phase-out within little more than a decade, raised concerns about Germany's ability to secure a stable supply of electricity. Some observers feared power supply shortages, increasing CO2-emissions and a need for Germany to become a net importer of electricity. Now - a little more than a year after the phase-out law entered into force - this paper examines these concerns using (a) recent statistical data on electricity production and demand in the first 15 months after the German government's immediate reaction to the Fukushima accident and (b) reviews the most recent projections and scenarios by different stakeholders on how the German electricity system may develop until 2025, when NPPs will no longer be in operation. The paper finds that Germany has a realistic chance of fully replacing nuclear power with additional renewable electricity generation on an annual basis by 2025 or earlier, provided that several related challenges, e.g. expansion of the grids and provision of balancing power, can be solved successfully. Already in 2012 additional electricity generation from renewable energy sources in combination with a reduced domestic demand for electricity will likely fully compensate for the reduced power generation from the NPPs shut down in March 2011. If current political targets will be realised, Germany neither has to become a net electricity importer, nor will be unable to gradually reduce fossil fuel generated electricity. Whether the reduction in fossil fuel use will be sufficient to adequately contribute to national greenhouse gas mitigation targets significantly depends on an active policy to promote electricity savings, continuous efforts to increase the use of renewables and a higher share of natural gas (preferably used in combined heat and power plants) in fossil fuel power generation.

    Description: The European electricity market is linked to a carbon market with a fixed cap that limits greenhouse gas emissions. At the same time, a number of energy efficiency policy instruments in the EU aim at reducing the electricity consumption. This article explores the interactions between the EU's carbon market on the one hand and instruments specifically targeted towards energy end-use efficiency on the other hand. Our theoretical analysis shows how electricity demand reduction triggered by energy efficiency policy instruments affects the emission trading scheme. Without adjustments of the fixed cap, decreasing electricity demand (relative to business-as-usual) reduces the carbon price without reducing total emissions. With lower carbon prices, costly low emission processes will be substituted by cheaper high emitting processes. Possible electricity and carbon price effects of electricity demand reduction scenarios under various carbon caps are quantified with a long-term electricity market simulation model. The results show that electricity efficiency policies allow for a significant reduction of the carbon cap. Compared to the 2005 emission level, 30% emission reductions can be achieved by 2020 within the emission trading scheme with similar or even lower costs for the industrial sector than were expected when the cap was initially set for a 21% emission reduction.

    Description: This paper addresses future perspectives for the management of resources on an international level. Failures of international open markets result in significant material leakage. Here, taking the example of material used vehicles, we develop elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. Our proposal is based on two principles: any regulation should actively seek industry participation, taking advantage of business interest in supplying a sufficient quantity of materials while lowering materials costs; and it should also address public issues such as sustainability of recycling and waste. In this paper we first analyse contracts as a tool for bridging gaps in knowledge when multiple actors are involved. We then give empirical evidence for material leakage in the case of used vehicles from Germany, before outlining the elements of a proposed international metals covenant. Finally, we analyse potential impacts and discuss legal and institutional issues.

    Description: As part of the Sino-German Coal Fire Research Initiative “Innovative Technologies for Exploration, Extinction, and Monitoring of Coal Fires in North China,” the China Aero Geophysical Survey and Remote Sensing Center for Land and Resources (AGRS), assisted by the German Federal Institute for Geosciences and Natural Resources (BGR), carried out in 2004 an airborne electromagnetic and magnetic survey of Wuda Coal Mining Area (Inner Mongolia Autonomous Region, P.R. China). In the following year, ground geophysical surveys using transient electromagnetics (BGR) and magnetics (AGRS and Deutsche Montan Technologie GmbH, DMT) were conducted in selected parts of the area. The objective of these geophysical surveys was to detect and delineate coal fire areas through physical parameters obtained over burning and burned coal seams. The electromagnetic surveys served to reveal areas of high electrical conductivity, the magnetic surveys those with clearly pronounced magnetic field intensity.

    Description: The exploitation of coltan in Central Africa can be considered a case of conflict minerals due to its nature. Many international organizations and bodies, national governments and private sector organizations seek to address this conflict, in particular via transparency, certification and accountability along the material supply chain. This paper analyses the international trade dimension of coltan and gives evidence on the dimension of illicit trade of coltan. The authors start from the hypothesis that illicit trade of coltan sooner or later will enter the market and will be reflected in the statistics. The paper is structured in the following manner: first, a short section gives a profile of coltan production and markets; second, an overview of the mining situation in the Democratic Republic of Congo (DRC) and related actors. The third section addresses mechanisms, actors and measurement issues involved in the international trade of coltan. The final part draws lessons for certification and conflict analysis and offers some guidance for future research. The paper identifies two main possible gateways to trace illegal trade in coltan: the neighboring countries, especially Rwanda, and the importing countries for downstream production, in particular China. Our estimation is that the value of such illicit trade comes close to $ 27 million annually (2009), roughly one-fifth of the world market volume for tantalum production. With regard to any certification the paper concludes that this will become challenging for business and policy: (a) Central Africa currently is the largest supplier of coltan on the world market, many actors profit from the current situation and possess abilities to hide responsibility; (b) China will need to accept more responsibility, a first step would be the acceptance of the OECD guidelines on due diligence; (c) better regional governance in Central Africa comprises of resource taxation, a resource fund and fiscal coordination. An international task force may provide more robust data, however more research will also be needed.

    Description: Increasing resource efficiency can potentially deliver important economic and environmental benefits. Many of these benefits are regularly foregone because the financial sector's capacity to adequately take the opportunities and risks arising from resource utilization and related climate change aspects into account has so far remained relatively undeveloped. Focusing on the case of Germany, a number of barriers to the inclusion of resource efficiency and climate change aspects into financial services' considerations are presented. Corresponding measures for improving the capacity of the financial sector to better integrate resource efficiency considerations and climate change related risks into its operating procedures are introduced. The measures encompass the areas of risk controlling, company reporting, institutional reporting requirements, as well as additional supporting measures.

    Description: This paper focuses on market incentives by the introduction of a construction minerals tax as an example of a resource tax. Currently, various European countries levy taxes or duties on primary construction materials, but a harmonisation of the taxation is not planned. Provided the tax rate has a perceptible price effect, the taxation of a resource can foster a demand management or the reduction of the raw material consumption and the governance of side and secondary effects. A construction minerals tax can target the stimulation of demand for secondary raw materials and recycled products, and - because the reuse of construction and demolition waste has technical limits - a stronger emphasis on the conservation of buildings and infrastructures. This has positive effects on the environment and the innovation efforts and it helps to internalise externalities. Germany, used as a case study in this paper, does not raise any taxes on other raw materials than energy sources at the federal level. For this reason, potential impacts of the introduction of a construction minerals tax will be explored and the results of a simulation will be provided.

    Description: For decades, the Chinese government has been searching for solutions to cope with the increasing imbalance between the supply and demand of water in the Yellow River Basin. This paper aims at a better understanding of the development of the water allocation regime in the Yellow River Basin between 1950 and 2009, introducing a fresh perspective based on the notion of "regime transition". Accordingly, we investigated 1) whether so-called "Windows of Opportunity for Transition (WOPTs)" emerged, triggering a transition, and whether WOPT(s) resulted in a stable transition towards the new regime; 2) how informal learning processes and epistemic communities have contributed to the regime change. We adapted Kingdon's "multiple stream model" and identified four WOPTs from the 1950s, analyzing the reconfiguration process of the regime after the onset of the transition. Our examples of two types of informal learning processes demonstrate their contribution to the creation of WOPTs and the reconfiguration of the regime. Furthermore, this study indicates, in a qualitative manner, how epistemic communities contribute to the knowledge base of the regime, and thus to its development. Finally, we have provided a general insight into the further development of the water allocation regime and highlighted potential avenues for further studies.

    Description: SOFIA, the Stratospheric Observatory for Infrared Astronomy, is an airborne observatory that will study the universe in the infrared spectrum. A Boeing 747-SP aircraft will carry a 2.5 m telescope designed to make sensitive infrared measurements of a wide range of astronomical objects. It will fly at and above 12 km, where the telescope collects radiation in the waveƠlength range from 0.3 micrometers to 1.6 millimeters of the electromagnetic spectrum. During flight, a door will be opened to allow clear optical observations from the cavity environment where the telescope is mounted. The telescope pointing control is achieved during science observations by an array of sensors including three imagers, gyroscopes and accelerometers. In addition, throughout alignment and calibration of the telescope assembly, the High-speed Imaging Photometer for Occultation (HIPO) is used as a reference instrument. A theoretical concept has been developed to compensate the perturbations in the airborne environment and to correct them within the attitude control loop. A set of Cartesian reference frames is established to describe and manipulate the orientations of the various subsystems, sensor and pointing orientations.

    Description: (1) (Mg,Fe)(Si,Al)O3 perovskite comprises about 80% of the Earth's lower mantle by volume, leaving ~ 15% to (Mg,Fe)O ferropericlase and ~ 5% to CaSiO3 perovskite. Therefore characteristics of the lower mantle would be determined mostly by the properties of the silicate perovskite and ferropericlase. While high-spin low-spin crossover in (Mg,Fe)O is nicely described in literature, the electronic state of iron in silicate perovskite at high pressures and temperatures remains controversial. Conclusions derived from the results of X-ray emission (XES) and nuclear forward scattering (NFS) spectroscopic studies of Fe-bearing silicate perovskite are not in agreement on the pressure and temperature conditions of the transition and on whether Fe2+ or Fe3+ or both iron cations are involved. We undertook an alternative study of (Mg,Fe)(Si,Al)O3 perovskite at a wide pressure and temperature range using a number of different spectroscopic techniques (conventional Mössbauer, X-ray absorption near edge structure (XANES), NFS and X-ray diffraction (XRD) spectroscopies), in order to get a rather complete picture regarding the spin state of iron in this compound. Desirable pressures relevant to those in the Earth’s lower mantle were achieved by means of diamond anvil cells, equipped with miniature external resistive heaters, providing homogeneous heating up to 1000 K, which enables us to estimate the effect of temperature as well. Our Mössbauer and XANES data, collected at pressures to 110 GPa and temperatures to 1000 K for silicate perovskite, revealed a gradual transition involving Fe2+, which at room temperature occurs over a rather wide pressure range, 35-70 GPa, but becomes narrow at high temperatures. This observation coincides with the previously reported drop in spin number revealed by XES. Taking this into account and based on the fact that our XRD measurements, performed at the corresponding pressure-temperature conditions, do not suggest any appreciable structural change in perovskite, we conclude that the origin of the observed transition is fully electronic ...

Die Suche zielt auf den Nachweis von elektomagnetische und hadronische Teilchenschauern, so gennante Kaskaden, die durch Elektron- und Tauneutrinowechselwirkung produziert werden können. Die hadronischen Kaskaden können auch über neutrale Ströme Wechselwirkung von Neutrinos aller Arten produziert werden. Der Kaskadenkanal hat einige Vorteile in der Suche nach einem diffusen Fluss von astrophysikalischen Neutrinos. Durch die gute Energieauflösung des AMANDA Detektors kann man zwischen einem harten astrophysikalische Spektrum und einem weichen atmosphärischen Spektrum unterscheiden. In the vicinity of sources of UV photons, such as luminous high-redshift quasars, the UV radiation field is enhanced due to the local source contribution. The higher degree of ionisation is visible as a reduced line density or generally as a decreased level of absorption in the Lyman alpha forest of neutral hydrogen.     Description: In this work, nonanalytical line profiles for both cool and hot, dense atmospheres are added to the opacity calculations of the multipurpose stellar atmosphere code PHOENIX. Their influence on model atmospheres and synthetic spectra is studied. Model atmospheres are necessary in order to calculate synthetic spectra and to derive reliable stellar parameters. For cool, dense atmospheres, i.e., of objects of spectral type similar to and lower than latetype M, vanderWaals broadening is the most important pressure broadening mechanism. The spectra of these objects below ~1 micro-meter are dominated by alkali resonance lines. The profiles of the alkali resonance lines, especially of Na ID and KI, determine mostly the pseudo continuum in this wavelength range. Up to this work, classical analytical impact approximated alkali near line wing profiles perturbed by H2, He, and HI, which are the dominant perturbing particles, have been applied. In this work, various nonanalytical alkali line profiles, including far line wing and near line wing profiles, for Na I D, Li I, KI, and Rb I are included in order to describe the strong alkali absorption features which are characteristic for latetype dwarfs.     Description: Giacconi et al. (1962) discovered a diffuse cosmic X-ray background with rocket experiments when they searched for lunar X-ray emission. Later satellite missions found a spectral peak in the cosmic X-ray background at ~30 keV. Imaging X-ray satellites such as ROSAT (1990-1999) were able to resolve up to 80% of the background below 2 keV into single point sources, mainly active galaxies. The cosmic X-ray background is the integration of all accreting super-massive (several million solar masses) black holes in the centre of active galaxies over cosmic time.     Description: This thesis describes two main projects; the first one is the optimization of a hierarchical search strategy to search for unknown pulsars. This project is divided into two parts; the first part (and the main part) is the semi-coherent hierarchical optimization strategy. The second part is a coherent hierarchical optimization strategy which can be used in a project like Einstein@Home. In both strategies we have found that the 3-stages search is the optimum strategy to search for unknown pulsars. For the second project we have developed a computer software for a coherent Multi-IFO (Interferometer Observatory) search. To validate our software, we have worked on simulated data as well as hardware injected signals of pulsars in the fourth LIGO science run (S4).     Description: The subject of this work is the physical characterization of asteroids, with an emphasis on the thermal inertia of near-Earth asteroids (NEAs). Thermal inertia governs the Yarkovsky effect, a non-gravitational force which significantly alters the orbits of asteroids up to ~20 km in diameter. Yarkovsky-induced drift is important in the assessment of the impact hazard which NEAs pose to Earth. Yet, very little has previously been known about the thermal inertia of small asteroids including NEAs.Observational and theoretical work is reported. The thermal emission of asteroids has been observed in the mid-infrared (5-35 æm) wavelength range using the Spitzer Space Telescope and the 3.0 m NASA Infrared Telescope Facility, IRTF; techniques have been established to perform IRTF observations remotely from Berlin. A detailed thermophysical model (TPM) has been developed and extensively tested; this is the first detailed TPM shown to be applicable to NEA data.

    Description: In this work the dune model introduced by Sauermann et al. (2001) is extended and applied to investigate the formation of different dune shapes on Mars and on Earth as function of wind directionality and sand availability. The formation of sand dunes on Mars under the present atmospheric conditions of the red planet is studied and conclusions about wind speed, migration velocity of dunes and changing wind regimes on Mars are presented. Field measurements of the shape of coastal transverse dunes are presented and the formation of coastal dune fields is explained. Finally, the formation of linear dunes by bimodal wind regimes is calculated. The simulations explain the appearance of exotic bimodal dune shapes in areas of low sand availability on Mars and on Earth.

    Description: This thesis describes the development and manufacturing of the IF circuits for two different heterodyne receivers used for sub-mm radio astronomy. The first project is the broadband 4-8 GHz IF circuitry for the mixer units for band 2 of the Heterodyne Instrument for the Far Infrared (HIFI). This instrument will be operating onboard of ESA’s Herschel space observatory. The band 2 mixer units for HIFI, built by KOSMA, implement low noise SIS mixers in a very compact, modular design. The complete IF path in the mixer units consist of the mixer block (with the SIS mixer chip) and the bias-T, which is needed to apply a bias voltage to the SIS-junction and to extract the IF signal. The detailed investigation of the IF performance of the mixer block must consider the geometric capacitances of the SIS-junction and the tuning structure as well as the inductance of the bond wires used to establish the contact between the mixer chip and the SMA output connector. The calculations presented in this thesis show that the design can be used for IF frequencies up to 12 GHz. The bias-T, which is implemented in the mixer unit, is a dedicated, new development with high performance and high reliability complying with the special requirements for a spaceborne instrument. These include the survival under high mechanical stress such as vibration during the launch and extensive thermal cycling to cryogenic temperatures during the tests of the mixer unit and the instrument.

    Description: The focus of this thesis lies on the analysis and interpretation of near- and mid-infrared images of the Galactic center, with a view to improving the understanding of this region, especially at longer wavelengths. Multi-band (H, K, L and M, i.e. 1.6, 2.1, 3.78 and 4.66æm) photometry of images with a large field of view results in a new L-band calibration which eliminates anomalous color effects found in previous surveys of the Galactic center stellar cluster. The color data obtained indicates that the average extinction toward the region containing the Northern Arm and Sgr A* is lower than previously assumed, confirming the findings of Scoville et al. (2003). The stellar population of the inner few arcseconds is compared to that situated up to approximately 0.5 arcminutes out from the position of Sgr A*, revealing that the extinction does not increase significantly over the entire field of view of the ISAAC instrument (i.e. 70" x 70"). Using the large number of sources (over 500), the M-band extinction is calculated from the average L-M colors, resulting in a higher value than that of the "standard" extinction law of Rieke & Lebofsky (1985). The L-M color is shown to be a useful diagnostic tool in distinguishing hot and cool stars, when more precise methods (e.g. spectroscopy) are not available.     Description: A time-dependent 3D magnetohydrodynamic (MHD) model has been developed to investigate the temporal periodic interaction between Europa and the Jovian magnetosphere. The temporal variations are caused by the periodic variations of the magnetospheric plasma at Europa. As a new feature compared to existing stationary models, periodic induced magnetic fields, caused by electromagnetic induction in a potential subsurface ocean, are included. The MHD-flow problem and the internal induction problem are solved simultaneously by making use of the periodicity and the quasi-stationarity of the problem. The ideal MHD equations have been extended in order to account for the effects of Europa's neutral atmosphere and the internal periodic induced magnetic fields on the plasma interaction. At the beginning of this work, Galileo magnetometer data acquired on four passes by Europa were used to investigate whether a fixed permanent dipole moment is present in the interior of the moon in addition to the induced dipole moment previously identified. We thereby confirm the presence of an inductive response and find that the dipole coefficients of the constant intrinsic field contribute at best in a very minor way to the magnetic field.     Description: In the unglaciated areas of Antarctica, lake sediments act as archives of the regional environmental and climatic history. In most cases, the records are restricted to the Holocene. Amongst the few exceptions are lakes in the McMurdo Dry Valleys, southern Victoria Land, which are known to have remained mostly ice-free during the Last Glacial Maximum. Within the scope of an U.S.-American-German expedition in austral summer 2002/2003, several sediment cores were recovered from the three major lakes in the Taylor Valley: lakes Fryxell, Hoare, and Bonney. In order to reconstruct the late Quaternary regional environmental and climate history, sedimentological, biogeochemical, mineralogical, and chronological investigations were conducted on the sediment sequences recovered from Lake Hoare (core Lz1020) and East Lake Bonney (core Lz1023) within the scope of this thesis.     Description: Eleven lakes and ponds and three lacustrine sediment sequences from coastal East and North-East Greenland were studied for recent hydrological and phytoplankton characteristics and for palaeolimnology, respectively. The limnological survey of lakes and ponds from Store Koldewey in summer 2003 revealed cold, monomictic, thermally unstratified, alkaline and likely oligotrophic water bodies. The diatom phytoplankton, present in six lakes and dominated by four species, varied distinctly between the lakes. The results give information about the recent status of the ecology of these High Arctic freshwater bodies. The sediment sequences were investigated for their chronology, changes in physical and biogeochemical properties, macro- and microfossils, grain-size distribution and in the case of one sequence for its elemental profiles using XRF. The palaeolimnological studies address different time intervals at various temporal resolutions with particular attention to the latitudinal differences of late Quaternary climatic and environmental changes along the coast of East and North-East Greenland.     Description: This thesis describes the adaptive shallow water model PLASMA-FEMmE. It solves on the sphere the shallow water equations, the prototype for partial differential equations in atmospheric modeling, using a semi-implicit semi-Lagrangian time step and linear finite elements. Both statically and dynamically adapted grids created by the grid generator amatos are investigated. The results are compared with those of the predecessor model FEMmE that uses a static uniform grid. The outcome demonstrates the capability of the chosen approach as well as its limits. Grid adaptation can easily be achieved with amatos. No reflexions at the grid interfaces are observed. Though in one test case instabilities are released at the grid interfaces. The numerical errors are reduced without a considerable enhancement of the computational effort in another test case with a well-known analytical solution. In respect to the conservation properties the results are more complicated. Mass conservation can be achieved in one test case with an appropriate static grid. The melting of the big freshwater reservoirs will not only increase the global sea level, but will also influence the ocean currents. Therefore, it will be of particular interest to improve the currently available numeric climate models to achieve more accurate statements about climatic change and its consequences. In this work, the evaluation and the different applications of GPS and altimetry data will be described in respect to enhance models. The antarctic area of investigation, Dronning Maud Land (DML), is of particular interest for German polar research, because both the overwintering station Neumayer and the summer station Kohnen are located within it.     Description: Marine sediments, diagenesis, anoxic environments, paleomagnetism, low-temperature magnetism, magnetic Fe-Ti-Oxides. - Magnetic particles usually occur in very minor concentrations in igneous and sedimentary rocks, soils, volcanic ashes, dusts and even in living organisms. Many of these magnetic grains are capable of carrying a stable permanent magnetization and therefore act as recorders of the recent and ancient Earth's magnetic field. Thus paleomagnetism refers to the study of this remanent magnetization in sedimentary and volcanic rocks through time. From this magnetization, directional intensity information can be recovered concerning the geomagnetic field that prevailed at the sample location at the time of the rock formation. The magnetic parameter on which such paleomagnetic studies are based is the natural remanent magnetization (NRM). In continental margin regions the remanence acquisition process is often complicated by post-depositional modifications of the original magnetic material. After deposition magnetic minerals can be altered or new magnetic phases can be formed. Consequently the original NRM might be obscured or even fully erased. The process of diagenesis and authigenesis may thus seriously compromise paleomagnetic interpretation. Therefore our knowledge of the geomagnetic field behavior based on sediment records from continental margin regions remains limited. To obtain fully reliable information about the geomagnetic field or paleoenvironmental conditions from continental margin regions, the effect of early diagenetic processes occurring after deposition of the sediment must be understood in detail.

    Description: The main aim of this work was to obtain an approximate solution of the seismic traveltime tomography problems with the help of splines based on reproducing kernel Sobolev spaces. In order to be able to apply the spline approximation concept to surface wave as well as to body wave tomography problems, the spherical spline approximation concept was extended for the case where the domain of the function to be approximated is an arbitrary compact set in R^n and a finite number of discontinuity points is allowed. We present applications of such spline method to seismic surface wave as well as body wave tomography, and discuss the theoretical and numerical aspects of such applications.     Description: Black Sea, seafloor seepage, mud volcanoes, seeps, fluid migration, gas hydrates, diapirs. - The Black Sea is the worldwide largest anoxic basin with thick gas rich sediments facilitating seafloor seepage, which is widely distributed along the continental slopes of the Black Sea. In two areas, the Sorokin Trough off Crimea and at the continental slope off Batumi (Georgia), the distribution, structure and evolution of two different vent systems and their relation to fluid migration pathways and gas/gas hydrate occurrences have been investigated by means of high resolution multichannel seismic data. In both regions, the distribution of seafloor seepage is controlled by fluid migration along permeable pathways associated with diapiric uplift in the subsurface. In the Sorokin Trough, seepage is expressed by intensive material upflow and the formation of mud volcanoes; offshore Batumi, gas seeps with low material flux dominate. In the Sorokin Trough, most mud volcanoes are associated with near-subsurface mud diapirs. The great morphological variability of the mud volcanoes reflects different driving mechanisms, which depend on the availability of permeable fluid migration pathways and the depositional environment.     Description: The Levantine Basin - a seismic investigation of the crustal structure and the evolution of the Messinian evaporites ABSTRACT This work presents an analysis of the crustal structure of the Levantine Basin, based on refraction seismic and gravity data, and an analysis of the evolution of the Messinian evaporites, based on reflection seismic data. Forward and inverse modelling of refraction seismic traveltimes along two profiles yielded 2-D velocity-depth-profiles. Gravity modelling along these profiles provided further information on the crustal structure. A great number of reflection seismic profiles was used for the analysis of the Messinian evaporites, which allowed an exhaustive investigation of the geometry of the evaporite layers, depositional phases of the evaporites and of their structural evolution. The Levantine Basin is located in the Southeastern Mediterranean Sea. The basin and its margin are key areas for the understanding of the geodynamic evolution of the Eastern Mediterranean. The opening of the Levantine Basin is closely related to the opening of the Neo-Tethys. Many geodynamic reconstructions of this area have been developed, but the key question, the origin of the crust, remained open. The Levantine Basin is also a world class site for studying the initial stages of salt tectonics driven by differential sediment load.     Description: Ozone, balloon-borne measurements, atmospheric trace gases, concentration profiles, climate change. - In the frame of this work, a new small-size balloon-borne sonde was developed. A miniature grating spectrometer in the sonde measures simultaneously the solar spectral irradiance at a wide wavelength range from 200 to 850. As a first application, ozone profiles have been determined by measuring the changes in the spectral irradiance, caused by ozone absorption in the Huggins band. The wide spectral coverage of the spectrometer offers the possibility for measurements of other trace gases which absorb within the wavelength range, e.g. NO2 and BrO. The low weight of the new sonde (1.7 kg), the moderate price, and the autonomous portable telemetry system makes it a very versatile tool for satellite validation and for case studies, which requires a high number of launches. Sie wurde für das manuelle Modellieren entwickelt und benutzt rechteckförmige Prismen zur Berechnung des gravimetrischen Effekts eines Modells. Die Software bietet eine graphische Benutzeroberfläche, um eine komfortable Arbeit mit einer modellierten Struktur zu ermöglichen. Ein automatischer Inversionsalgorithmus basiert auf der Idee der evolutionären Berechnung. Die dargestellten Methoden werden auf die Interpretation der gravimetrischen Anomalien der Hellenischen Subduktionszone angewendet. Die tektonische Situation dieser Region und seismische Beobachtungen werden vorgestellt. Der Prozess der Datengewinnung und der Datenbearbeitung wird beschrieben.     Description: Central Asia is characterized by a number of spectacular tectonic units such as the Tibetan Plateau, the Tien Shan intra-continental mountain belt and the Altyn Tagh strike-slip fault. Deformation of the lithosphere of these units is not well understood. In this dissertation, an attempt is made to answer the following tectonic questions: To what extent do the tectonic units formed in the upper crust in the course of the convergence between India and Eurasia weaken the underlying lithosphere? How is the Tibetan Plateau gravita-tionally compensated along its northern boundary? Do the Altyn Tagh and/or West Kunlun faults persist as vertical strike-slips throughout the crust and mantle lithosphere, thus representing a fundamental plate boundary? Which dynamic processes in the crust and mantle of the Tien Shan are responsible for intra-continental mountain building? What characterizes the local stress field in the Tien Shan and what causes the deformation of these mountains? To answer these questions, the elastic plate theory is used to interpret gravity and topography data, and in turn to derive specific characteristics of the lithospheric structure in Central Asia. Die Abhängigkeit der Härte der Olivin-Kristalle von der Kristallorientierung wird untersucht und die Orientierung von Gleitstufen auf der Probenoberfläche verwendet, um die während der Indentationsexperimente aktivierten Gleitsysteme zu ermitteln. Mikrohärtemessungen an Jadeit und Diopsid dienen dazu, die relative Festigkeit dieser Mitglieder einer Mischkristallreihe zu analysieren. Indentationskriechexperimente mit einem zylindrischen Indenter werden verwendet, um das rheologische Verhalten einer Legierung zu untersuchen, die als Modelmaterial für ein silikatisches Gesteinsaggregat dient.     Description: Sea ice is a very important component of the climate system. While the Arctic sea ice extent has retreated during the past 20 years, it has remained constant in the Antarctic. In order to better understand the role of sea ice in the climate system in the context of global warming currently used coupled Atmosphere-Ocean Global Circulation Models have to be improved. This requires to know the sea ice concentration C for a long period for both hemispheres and at the best possible spatial resolution. Currently used methods to obtain C like the NASA Team (NT) algorithm are based on data acquired by the Special Sensor Microwave/Imager (SSM/I) at 19 and 37GHz. The SEA LION (SL) algorithm presented here allows to infer C from the polarization P at 85GHz taking advantage of the higher spatial resolution at this frequency. However, the decrease of P caused by the weather influence leads to an overestimation of C. Therefore, P is corrected using a radiative transfer model and atmospheric data taken from Numerical Weather Prediction models and/or derived from SSM/I measurements. The various sea ice and snow properties are considered calculating monthly sea ice tie points. The average standard deviation of C derived with the SL algorithm is 12% for C 〈 50% and below 5% for C 〉 90%. The SL ice edge agrees within 10km with the one evident in VIS/IR images. The SL ice concentration gradient across the marginal ice zone (MIZ) agrees much better with the one evident in SAR images compared to results of the NT algorithm. Using the higher spatial resolution at 85GHz the SL algorithm allows to detect smaller open water areas than known algorithms. A major limitation of the SL algorithm arises from the quality of atmospheric data needed for the weather correction. A spatial resolution of these data lower than the 85GHz SSM/I channels and/or a time lag larger than half an hour between both data sets can cause relative errors above 100%, particulary in the cloud-covered parts of the MIZ.
