    Description: Increasing concerns regarding the world's natural resources and sustainability continue to be a major issue for global development. As a result several political initiatives and strategies for green or resource-efficient growth both on national and international levels have been proposed. A core element of these initiatives is the promotion of an increase of resource or material productivity. This dissertation examines material productivity developments in the OECD and BRICS countries between 1980 and 2008. By applying the concept of convergence stemming from economic growth theory to material productivity the analysis provides insights into both aspects: material productivity developments in general as well as potentials for accelerated improvements in material productivity which consequently may allow a reduction of material use globally.The results of the convergence analysis underline the importance of policy-making with regard to technology and innovation policy enabling the production of resource-efficient products and services as well as technology transfer and diffusion.​

    Description: In communication sciences partnerships between entertainment media professionals and sustainability organizations conveying prosocial messages are called "Entertainment-Education (E-E) collaborations". Whereas comprehensive research takes place in countries such as the Netherlands and the US, the field is a terra incognita in Germany. Even though German E-E collaborations are designed and implemented they still are unusual experiments. The qualitative study presents first results on characteristics, conditions and forms of E-E collaborations in Germany's television field since the 1990s. It reveals various factors leading to a highly complex situation for the collaborating partners. One central factor is the media legislation, which does not provide a clear orientation standard for the partners. Another one is the public acceptance of E-E collaborations. Some forms are accepted while others are not. Hence, for German television formats, forms with a low to medium level of collaboration (E-E service and E-E license partnerships) should be preferred in contrast to high level collaboration forms (E-E co-productions and E-E inscript participations).

    Description: Only three days after the beginning of the nuclear catastrophe in Fukushima, Japan, on 11 March 2011, the German government ordered 8 of the country's 17 existing nuclear power plants (NPPs) to stop operating within a few days. In summer 2011 the government put forward a law - passed in parliament by a large majority - that calls for a complete nuclear phase-out by the end of 2022. These government actions were in contrast to its initial plans, laid out in fall 2010, to expand the lifetimes of the country's NPPs. The immediate closure of 8 NPPs and the plans for a complete nuclear phase-out within little more than a decade, raised concerns about Germany's ability to secure a stable supply of electricity. Some observers feared power supply shortages, increasing CO2-emissions and a need for Germany to become a net importer of electricity. Now - a little more than a year after the phase-out law entered into force - this paper examines these concerns using (a) recent statistical data on electricity production and demand in the first 15 months after the German government's immediate reaction to the Fukushima accident and (b) reviews the most recent projections and scenarios by different stakeholders on how the German electricity system may develop until 2025, when NPPs will no longer be in operation. The paper finds that Germany has a realistic chance of fully replacing nuclear power with additional renewable electricity generation on an annual basis by 2025 or earlier, provided that several related challenges, e.g. expansion of the grids and provision of balancing power, can be solved successfully. Already in 2012 additional electricity generation from renewable energy sources in combination with a reduced domestic demand for electricity will likely fully compensate for the reduced power generation from the NPPs shut down in March 2011. If current political targets will be realised, Germany neither has to become a net electricity importer, nor will be unable to gradually reduce fossil fuel generated electricity. Whether the reduction in fossil fuel use will be sufficient to adequately contribute to national greenhouse gas mitigation targets significantly depends on an active policy to promote electricity savings, continuous efforts to increase the use of renewables and a higher share of natural gas (preferably used in combined heat and power plants) in fossil fuel power generation.

    Description: The 2011 Japanese earthquake and tsunami, and the consequent accident at the Fukushima nuclear power plant, have had consequences far beyond Japan itself. Reactions to the accident in three major economies Japan, the UK, and Germany, all of whom were committed to relatively ambitious climate change targets prior to the accident are examined. In Japan and Germany, the accident precipitated a major change of policy direction. In the UK, debate has been muted and there has been essentially no change in energy or climate change policies. The status of the energy and climate change policies in each country prior to the accident is assessed, the responses to the accident are described, and the possible impacts on their positions in the international climate negotiations are analysed. Finally, the three countries' responses are compared and some differences between them observed. Some reasons for their different policy responses are suggested and some themes, common across all countries, are identified. Policy relevance: The attraction of nuclear power has rested on the promise of low-cost electricity, low-carbon energy supply, and enhanced energy independence. The Fukushima accident, which followed the Japanese tsunami of March 2011, has prompted a critical re-appraisal of nuclear power. The responses to Fukushima are assessed for the UK, Germany, and Japan. Before the accident, all three countries considered nuclear as playing a significant part in climate mitigation strategies. Although the UK Government has continued to support nuclear new build following a prompt review of safety arrangements, Japan and Germany have decided to phase out nuclear power, albeit according to different timescales. The factors that explain the different decisions are examined, including patterns of energy demand and supply, the wider political context, institutional arrangements, and public attitudes to risk. The implications for the international climate negotiations are also assessed.

    Description: Considering global warming, increasing commodity prices, and the dramatic consequences of the over-exploitation and overuse of resources, a transition to a renewable energy supply is necessary. This requires an (resource) efficient and renewable supply of operating reserve. In this article, a possible solution to this problem is analysed: the Desertec concept. It is meant to convert solar energy in areas with high solar irradiation into electrical energy by means of Concentrated Solar Power (CSP) transferring this energy by High Voltage Direct Current (HVDC) lines into the whole European Union Middle East and North Africa (EU-MENA) area. In order to assess the resource efficiency potential of Desertec, three different kinds of CSP plants (parabolic trough, Fresnel collector and central receiver of the building classes Inditep, Novatec and Solar Tres) including heat storage systems (Molten Salt and Phase-Changing-Material) and the necessary HVDC are analysed using the Material Input per Service Unit (MIPS) methodology. The assessment is accomplished for three different locations (Morocco, Tunisia and Egypt) and two points of time (2025 and 2050). With these results, a scenario of electricity supply in Germany in 2050 with a 20% share of solar power import is calculated. Central receivers are the most resource efficient ones: their consumption of abiotic materials is only half of parabolic trough plants and two thirds of Fresnel trough plants. Water and air consumption is the lowest of all analyzed CSP plants as well. The scenario for Germany's fuel mix in 2050 shows that a predominantly renewable fuel mix reduces the consumption of abiotic materials by 75%, of water by 60% and of air by 45%. Only the consumption of biotic materials rises due to the higher share of biomass conversion.

    Description: Multinational mining companies operating in Latin America increasingly publish sustainability reports which outline their contributions to sustainable development. Companies argue that reports help communities better understand the importance of the benefits created by mining. However, we argue that sustainabilityreporting can only play a role in improving a company's performance and reputation if the quality of the reported data is good enough to answer community-raised contentious issues and if such are tackled through a stakeholder engagement process which includes "anti-mining" groups. The paper examines a miningconflict in Argentina's Bajo de la Alumbrera open pit mine. The assessment is based on a content analysis of Alumbrera's Sustainability Report (SR), primarily from 2009, complemented with insights from the 2010 and 2011 reports. The study reveals that environmental and economic indicators are the most contentious and least reported. The reports examined only briefly acknowledge these issues, and fail to detail the procedures followed to identify and engage stakeholders.

    Description: Germany's current efforts to decarbonize its electricity system are analysed. As nuclear power and fossil power plants equipped with carbon capture and storage were ruled out in 2011, renewable electricity generation (RES) together with electricity savings are the primary focus for achieving decarbonization. Germany aims to have RES account for at least 80% of its electricity by 2050. Achieving renewable generation needs strong political support and regulatory provisions for its market integration. Four main technical and regulatory challenges are the maintenance of a steady and efficient expansion of RES, the provision of balancing capacities, the realization of the targeted electricity savings, and the smart adaptation of the transport and distribution grid. An overview of the existing and planned regulatory provisions for decarbonization are described, and some gaps identified, particularly with regard to the overall management of the process, the inclusion of electricity savings and the interference of Germany's decarbonization strategies with neighbouring countries. Policies that both accelerate grid expansion and direct RES expansion should immediately be put in place and can be supported by a targeted mobilization of balancing capacities. Electricity savings are a significant and cost-efficient strategy for low-carbon electricity. Policy relevance: Germany is actively converting its national electricity system towards a fully renewable one. As renewable electricity has reached about a quarter of total consumption, a number of technical and regulatory challenges arise. Current discussions and plans are described for the four main challenges: maintaining and optimizing high investment rates into RES generation technologies, providing balancing capacities, reducing demand, and adapting the grid to the changing needs. Policy recommendations for these four tasks highlight the need to intensify electricity demand reduction and also consider the potential interactions between the German electricity system and its neighbouring countries.

    Description: In recent years, policies to promote renewable energy have become increasingly popular among municipalities in different parts of the world. This article examines the case of Germany. It argues that municipalities, compared to other state and private actors, already have the potential to play a key role in German renewable energy governance. Although both private actors and the European Union have gained importance in the past 20 years, German municipalities still play a crucial role and can apply five distinct and important modes of governance in the field of renewable energy policy. In this regard, the notion of a general development towards a "cooperating and ensuring state", which increasingly delegates its tasks and thus becomes less important, cannot be confirmed in the field of municipal renewable energy governance in Germany.

    Description: The scope of this Science Plan is to describe the scientific background, applications, and activities related to the EnMAP mission. Primarily, the Science Plan addresses scientists and funding institutions, but it may also be of interest for environmental stakeholders and governmental bodies. It is conceived to be a living document that will be updated throughout the whole mission. Current global challenges call for interdisciplinary approaches. Hence, the science plan is not structured in the traditional disciplinary way. Instead, it builds on overarching research themes to which EnMAP can contribute. This Science Plan comprises the following five chapters presenting the significance, background, framework, applications, and strategy of the EnMAP mission: Chapter 2 highlights the need for EnMAP data with respect to major environmental issues and various stakeholders. This chapter states the mission’s main objectives and provides a list of research themes addressing global challenges to whose understanding and management EnMAP can contribute. Chapter 3 presents an overview of the EnMAP mission from a scientific point of view including a brief description of the mission parameters, data products and access, and calibration/validation issues. Chapter 4 provides an overview of hyperspectral remote sensing regarding its principles, development, and current state and synergies to other satellite missions. Chapter 5 describes current lines of research and EnMAP applications to address the research themes presented in Chapter 2. The experiment followed the Pollino Seismic Experiment, 2012-2014 (network code: 4A) [1] in the same area, further enhancing the detection and analysis capabilities there. The Pollino Range region is located at the transition from the Southern Apennines chain to the Calabrian arc. Striking a volume of about 20x20x15 km, the swarm started in October 2010, culminated in a Mw=5.2 on 25 October 2012 and has continued since with a variable rate of activity. The area represents a seismic gap as there are no documented historical M〉6 earthquakes during the last thousand years. The tectonic structures of the area are poorly known. The Y4 network consisted of 19 stations including 14 broadband and five short-period instruments. All instruments were provided by the Geophysical Instrument Pool Potsdam (GIPP) and the CCMP-Pompei project at GFZ and INGV. They were complemented by another four temporary IV stations installed by INGV. The short-period stations had Mark L-4C3D sensors with EDR digitizers. The broadband stations were equipped with STS2.5 seismometers and RefTek RT130S digitizers or Güralp CMG-ESP or Güralp CMG-40T seismometers and EDR digitizers. Eleven broadband (CSA0 to CSA10) were installed in a small-aperture detection array in the west of the range. The other eight stations (broadband: CSB, CSE, CSD0 and short period: CSF, CSG, CSH, CSI, CSK) formed a network in the swarm area. The array and the network stations recorded in continuous mode at 200 Hz. The sensors were buried in the ground at 0.5 m depth except for CSB, CSE and CSD0 which were installed on the surface. High-precision station coordinates were obtained by using differential GPS measurements. The data have been used to analyze the earthquakes and seismogenetic structures and to discern the characteristics of the swarm sequence. Waveform data will be fully open after April 2017.     Description: The EMEC earthquake catalogue is an extension in time and space of the CENEC catalogue (Grünthal et al., 2009, http://doi.org/10.1007/s10950-008-9144-9). It consists of some 45,000 entries in Europe and the Mediterranean area and extends to the west to encompass the North Atlantic Ridge. The criteria are Mw ≥ 3.5 for events with latitude ≥ 44°N and Mw ≥ 4.0 for events with latitude 〈 44°N, in the time period 1000-2006. Data within the catalogue area can be obtained as ASCII-file through the EMEC Earthquake Catalogue Web Service. This webservice also enables the creation of seismicity maps according to user's specifications. In addition, a list of earthquakes in the time period 300-999 for Mw ≥ 6.0 in the catalogue area with latitude ≤ 40°N and longitude ≥ 10°E is given and a list of fake events in the time period 1000-1799.

    Description: Managing solid waste is one of the biggest challenges in urban areas around the world. Technologically advanced economies generate vast amounts of organic waste materials, many of which are disposed to landfills. In the future, efficient use of carbon containing waste and all other waste materials has to be increased to reduce the need for virgin raw materials acquisition, including biomass, and reduce carbon being emitted to the atmosphere therefore mitigating climate change. At end-of-life, carbon-containing waste should not only be treated for energy recovery (e.g. via incineration) but technologies should be applied to recycle the carbon for use as material feedstocks. Thermochemical and biochemical conversion technologies offer the option to utilize organic waste for the production of chemical feedstock and subsequent polymers. The routes towards synthetic materials allow a more closed cycle of materials and can help to reduce dependence on either fossil or biobased raw materials. This chapter summarizes carbon-recycling routes available and investigates how in the long-term they could be applied to enhance waste management in both industrial countries as well as developing and emerging economies. We conclude with a case study looking at the system-wide global warming potential (GWP) and cumulative energy demand (CED) of producing high-density polyethylene (HDPE) from organic waste feedstock via gasification followed by Fischer–Tropsch synthesis (FTS). Results of the analysis indicate that the use of organic waste feedstock is beneficial if greenhouse gas (GHG) emissions associated with landfill diversion are considered.

    Description: In rural areas, access to electricity is required for better living standard, enhance income options and reduce population migration. In last decades, steady progress has been made but the status of electrification significantly varies across countries. In developing countries, about 1.6 billion people live without electricity and another 2 billion have access but to an unreliable extent. Large population also live in remote areas where extension of grid is not feasible, where people continuing to live under distress conditions. International projections reveal that number of un-electrified people will remain same by the year 2030 if similar pace of electrification is continued in future.From this perspective, the study describes what bigger countries such as India, China and Brazil are doing and where rural electrification stands in priority in a poor country like Ethiopia. Is off-grid technologies show an option for such remote locations" The two case studies of Vietnam and South Africa reveal that work carried out through external support in the absence of national policies. As a result, people have experienced the benefits of technologies but unable to retain them in long term. Electricity has given various advantages but poor affordability of the people hinders the acceptance of technologies in rural areas.The study shows the need of a framework to achieve the long-term support for rural electrification. A framework that could direct the national priorities, understands social, economic and environmental aspects of off-grid technologies, identify key areas to be strengthen, allocates the roles and responsibilities at different working levels, maintains a consistent flow of adequate finance, pursue regular monitoring process and incorporate the monitoring results, or, critical success factors into the national policies to make them more effective. Both macro- as well as micro-level approaches have been suggested in this study.

    Description: This paper addresses future perspectives for the management of resources on an international level. Failures of international open markets result in significant material leakage. Here, taking the example of material used vehicles, we develop elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. Our proposal is based on two principles: any regulation should actively seek industry participation, taking advantage of business interest in supplying a sufficient quantity of materials while lowering materials costs; and it should also address public issues such as sustainability of recycling and waste. In this paper we first analyse contracts as a tool for bridging gaps in knowledge when multiple actors are involved. We then give empirical evidence for material leakage in the case of used vehicles from Germany, before outlining the elements of a proposed international metals covenant. Finally, we analyse potential impacts and discuss legal and institutional issues.

    Description: After considerable improvements of wastewater treatment, the loads of nutrients and plant protection agents, deriving from agriculture and heavy metals from urban drainages effluents as well as from erosion of agricultural soils are the main sources of nutrients and harmful substances in the loads of water bodies. The targets of the project were on the one hand the analysis of the political and legislative framework of both policy fields and on the other hand the evaluation of several, selected water protection measures with regard to their contribution to reduce water pollution, their economical effects as well as their political enforceability. The focus was laid on diffuse water pollution caused by agriculture. As main reasons for the diffuse water pollution stagnating at high level, the analysis of the political framework identified a lack of implementation discipline of water law, followed by the fragmented and insufficient water protection legislation itself and the previous design of the common agricultural policy slanted towards increasing productivity. For the future co-operation of agricultural and water authorities in implementation of their reforms and better definition of "Good Farming Practice" are recommended. The second investigation level focuses on the analysis and assessment of selected measures to reduce the input of nutrients and plant protection agents. This part was done with help of calculation models focussing on the specific cost/benefit ratios for water protection. In detail the following measures have been analysed: decoupling of direct payments, coupling of livestock farming to areas, tax on mineral nitrogen, pesticide levy, buffer stripes alongside of watercourses, all season crop cover on arable land, soil cultivation procedures, changing the use of arable land, optimisation of animal nutrition, optimisation of manure storage and application, co-operative agreements, education and training. Co-operations and water protection related education and training can be highly recommended, since they improve knowledge and freedom of action. As the results on county level show, the measure "Decoupling of direct payments" would not lead to appreciable changes as far as the nutrient surpluses on farmland is concerned. "Coupling livestock farming to areas" would decrease the surpluses substantially. For this measure and Tax on mineral nitrogen, varying adaptation reactions could be expected depending on the regional specialisation in cropping or livestock farming areas. On single farm level the measures, protein adapted feeding, optimisation of manure storage and application showed the best cost-efficiency to reduce nutrient surpluses. All season crop cover on arable land and conservation tillage are highly efficient, too, and should be included in farming practice. A stronger limitation of livestock density could mean a reduction of manure, but the implementation of this measure would lead to high losses of income for farmers specialised in animal production. For reduction of diffuse water pollution caused by urban drainage political approaches as well as detailed technical measures are examined. In the area of urban drainage storm water management (especially infiltration and constructed wetlands), unsealing of paved areas and small wastewater treatment structures (for phosphorus reduction) showed best cost-effectiveness.

    Description: The paper analyzes a Bolivian region for possible cultivation of the oil plant Jatropha curcas for sustainable biodiesel production in order to replace in part Bolivia's diesel imports. The specific site for this study is located in the dry region of Gran Chaco in Santa Cruz. The aim of this work is to analyse the potential of useable land and resources for sustainable biodiesel production from Jatropha without competition with edibles production using economic, environmental and social criteria. In addition the article introduces Jatropha as one of the preferred oil plants for biodiesel production in several countries and indicates its different uses. The recommendation to cultivate Jatropha for biodiesel production is based on an exploration of the possibility of land use in the selected region and the benefits Jatropha production could offer. In this manner a sustainable cultivation of Jatropha in the region of Gran Chaco is recommended to produce biodiesel and to improve some of the environmental problems facing the region.

    Description: The analysis of different global energy scenarios in part I of the report confirms that the exploitation of energy efficiency potentials and the use of renewable energies play a key role in reaching global CO2 reduction targets. An assessment on the basis of a broad literature research in part II shows that the technical potentials of renewable energy technologies are a multiple of today's global final energy consumption. The analysis of cost estimates for renewable electricity generation technologies and even long term cost projections across the key studies in part III demonstrates that assumptions are in reasonable agreement. In part IV it is shown that by implementing technical potentials for energy efficiency improvements in demand and supply sectors by 2050 can be limited to 48% of primary energy supply in IEA's "Energy Technology Perspectives" baseline scenario. It was found that a large potential for cost-effective measures exists, equivalent to around 55-60% of energy savings of all included efficiency measures (part V). The results of the analysis on behavioural changes in part VI show that behavioural dimensions are not sufficiently included in energy scenarios. Accordingly major research challenges are revealed.

    Description: The article assesses the material footprints of households living on a minimum amount of social benefits in Finland and discusses the consequences in terms of ecological and social sustainability. The data were collected using interviews and a questionnaire on the consumption patterns of 18 single households. The results are compared to a study on households with varying income levels, to average consumption patterns and to decent minimum reference budgets. The low-income households have lower material footprints than average and most of the material footprints are below the socially sustainable level of consumption, which is based on decent minimum reference budgets. However, the amount of resources used by most of the households studied here is still at least double that required for ecological sustainability. The simultaneous existence of both deprivation and overconsumption requires measures from both politicians and companies to make consumption sustainable. For example, both adequate housing and economic mobility need to be addressed. Measures to improve the social sustainability of low-income households should target reducing the material footprints of more affluent households. Furthermore, the concept of what constitutes a decent life should be understood more universally than on the basis of standards of material consumption.
