Description: Strategic Environmental Assessment aims to incorporate environmental and sustainability considerations into strategic decision making processes, such as the formulation of policies, plans and programmes. In order to be effective, the assessment must take the real decision making process as the departure point. Existing SEA approaches are frequently tailored after an EIA model conceived from a rational perspective on decision making. However, there are good reasons to assume that most strategic decision making processes are characterised by a bounded rationality. Furthermore, the predictability of environmental consequences generally becomes weaker at strategic levels than at the project level and complexity increases in terms of the numbers of actors involved in the decision. This paper examines various theoretical perspectives to decision making and discusses the implications for decision support in general and SEA in particular. The authors argue that the design of the SEA must be more sensitive to the real characteristics of the decision making context.

Description: International climate policy is one of the most fascinating issues in foreign policy, yet in recent years it has become one of the most contentious. The failure of the conference in The Hague revealed, among other things, strongunderlying rifts in the transatlantic relationship. As the self-acclaimed worldleader, the United States is not in a position to exert leadership in this vital area owing to a mixture of constitutional constraints and an ever-growing cultural dependence on fossil fuels such as oil and gas. It therefore falls to the European Union to take up this challenge. This will require careful coalition building with the rest of the world as well as confidence in the ability of Europe to develop a united position, to stick to that position and to translate the rules of the Kyoto Protocol into stringent domestic climate policy. The climate change regime is at a crossroads. At the resumed COP-6 con-ference, the Parties must decide whether to continue the process under theassumption ‘that global problems require global solutions’ or whether to turn to the more regional concept of "think globally, act locally". In either case, steering climate policy in this century on to a successful path will require the skills and dedication not only of natural scientists and technology developers, but also of those in the foreign policy community.

Description: The paper examines the "Declaration of German Industry on Global Warming Prevention (DGWP)" in its updated version of 1996. The analysis draws on the findings of empirical case studies in the cement and glass sector as well as on a general analysis of the policy process including monitoring experience so far. The findings emphasise the weak impact of the agreement on the most important driving forces for industrial energy consumption. However, an improved design and a more stringent procedural framework would allow better advantage to be taken of the particular strengths of the approach. The paper concludes by making a number of recommendations that would improve the scope and quality of commitments, and would enhance learning effects during the course of the policy process.

Description: The objective of this paper is to identify those areas of consumption in which private households can make significant contributions to environmental sustainability, and to present a transparent and comprehensive set of indicators for them. The analysis of the environmental impacts of households focuses on consumption clusters that allow different life spheres of private households to be distinguished. Two criteria guided the investigation of the relevance of these clusters: (i) the environmental significance of the consumption cluster in terms of resource consumption, and (ii) the potential influence of households compared with other actors. Resource consumption was chosen as a simplified but reliable representation of environmental pressure dynamics. Growing resource consumption goes together with growing environmental pressures and vice versa, although not necessarily proportionally. The key resources analysed are energy and material consumption, and land use. Based on this analysis, three consumption clusters were identified as priority fields for action by households: construction and housing, food/nutrition and transport (in this order). All other consumption clusters can be considered environmentally marginal, providing combined saving potentials of less than 10% of the total resource consumption. Finally, from a description of the respective roles of actors based on anecdotal evidence, a semi-quantitative "actor matrix" is presented, indicating the relative influence of different actors in each consumption cluster.

Description: This article provides a short account of the international climate negotiations that took place in Bonn from 16 to 27 July 2001. After the Sixth Conference of the Parties to the Framework Convention on Climate Change failed in November 2000, the Parties had decided to suspend the meeting. The ministers present at the resumed session successfully adopted the "Bonn Agreement to the Kyoto Protocol", a set of political compromises for the most contentious issues left open by the Kyoto Protocol. Although many details had been transferred to the Seventh Conference of the Parties, November 2001 in Marrakesh, Morocco, the Bonn Agreement already paved the way for ratification of the Kyoto Protocol and its entry into force. The Marrakesh Accord adopted on 10 November 2001 transforms, with a few exceptions, this political agreement into bindinglegal text.

Description: The contribution of natural resources and ecosystems to economic processes still remains under-assessed by market evaluation and productivity analysis. Following the historical lines of the classical productivity debate ranging from the French Physiocrats to early neoclassical growth theories, the productivity concept underwent a gradual transformation from its previous understanding based on natural resources and other environmental factors to its contemporary narrow notion. This paper claims that the course of the classical debate has shaped the scope of predominant contemporary analysis. Except for some very recent findings, multifactor productivity largely focusses on a two-factor model. Material Flow Analysis (MFA) provides a useful step for widening the measurement and notion of productivity.

Description: During the UNCED conference in Rio de Janeiro 1992 unsustainable consumption and production patterns were identified as one of the key driving forces behind the unsustainable development of the world (Agenda 21, chapter 4). These consumption and production patterns are based on the European model of industrialisation, spread around the globe in the age of colonisation and brought to extremes by the upper-class of industrialised societies, in particular in the United States, but also in a number of countries in the South. Therefore, all states of the world share the task of developing sustainable consumption and production patterns, while particular responsibility rests with the industrialised nations of Europe, North America and Japan. They, and the thriving but small rich elite in the transition countries and in the South, form a global consumer society, with shared products, lifestyles and aspirations. As it is essential to support the transition towards sustainable development by providing the proper information in an operational manner, the UNCED conference has called for the development of suitable means of information, and in particular for the development of sustainability indicators applicable throughout the world (Agenda 21, chapter 40). The UNDESA set of indicators for changing consumption and production patterns offers helpful advice in this regard but still lacks the theoretical underpinning needed to consistently complete it by defining the few still missing indicators. This paper undertakes to suggest such a methodology based on the environmental space concept. It derives a set of science based indicators from this approach which are easily applicable in everyday life and analyses the environmental relevance of the consumption clusters chosen for analysis as well as the relevance of the phenomena characterised by the indicators suggested. As households are just one actor in the field of consumption, a qualitative assessment of influences is performed and the result depicting the key actors for each environmentally relevant consumption cluster is presented as an actor matrix.

Description: A large consortium of European and North American institutions—28 in all—recently completed a huge active source seismic experiment focused on Central Europe. This experiment is called Central European Lithospheric Experiment Based on Refraction, or CELEBRATION 2000. It targeted the structure and evolution of the complex collage of major tectonic features in the Trans-European suture zone (TESZ) region, as well as the southwestern portion of the East European craton (southern Baltica), the Carpathian Mountains, the Pannonian basin, and the Bohemian massif (Figure 1). The TESZ region (Caledonides-Tornquist Teisseyre zone area, Figure 1) can be thought of as a broad zone of deformation that extends across Europe from the British Isles to the Black Sea region.

Description: True amplitude processing of the Urals Seismic Experiment and Integrated Studies (URSEIS) vibroseis deep reflection seismic data acquired by the URSEIS consortium shows the southern Uralide crust to be composed of four major blocks with distinctive reflection characteristics. These blocks are juxtaposed along crustal-scale boundaries. The foreland thrust and fold belt, developed from the East European craton crust, is imaged as subhorizontal to east dipping reflectivity that can be related to its Paleozoic and older tectonic history. The Moho beneath the foreland thrust and fold belt is not imaged in the vibroseis data set. The Main Uralian fault (the major arc-continent suture) is unreflective, but its subsurface location can be inferred by the truncation of the reflection pattern of the East European craton and its contrast with that of the Magnitogorsk arc. The Magnitogorsk arc reflectivity is characterized by patchy, noncoherent to coherent reflections in the upper ∼10 – 15 km that are interpreted to be related to the arc volcanic rocks. Below this, reflectivity is diffuse, or the arc crust is transparent, and the Moho is not imaged. The East Magnitogorsk fault zone, which juxtaposes the arc against the East Uralian zone, is not imaged by the data. The upper 5 to 6 km of the East Uralian zone, corresponding to the Dzhabyk granite, is transparent. Below the granite the crust is characterised by east dipping patches of moderately coherent, high-amplitude reflections that in the east become shallowly west-dipping. A ∼10 km thick, west dipping band of coherent, high amplitude reflections between 12 and 35 km depth, corresponding to the Kartaly Reflection Sequence, extends beneath almost the entire East Uralian zone. The crust beneath the easternmost East Uralian zone reaches 53 km in thickness. The upper and middle crust of the Trans-Uralian zone is characterized by a series of east and west dipping, concave upward, moderately coherent, high-amplitude reflections. The lowermost middle and lower crust displays thin bands of west dipping, coherent, low-amplitude reflectivity. The Moho is imaged as a sharp transition from reflective lower crust to transparent upper mantle at ∼49 km depth, and the lower crustal reflections appear to merge with it. The URSEIS vibroseis data are integrated with results from the explosion source reflection data, the wide-angle reflection data, and the surface geology to place constraints on the crustal architecture of the orogen and on the timing of its assemblage.

Description:  — Observations based on relatively limited data recorded by sparsely distributed stations have indicated that regional seismic phase propagation (Lg and Sn) is very complex in the Middle East. Accurate characterization of regional seismic wave propagation in this region necessitates the use of a large number of seismic stations. We have compiled a large data set of regional and local seismograms recorded in the Middle East. This data set comprises approximately four years of data from national short-period networks in Turkey and Syria, data from temporary broadband arrays in Saudi Arabia and the Caspian Sea region, and data from GSN, MEDNET, and GEOFON stations in the Middle East. We have used this data set to decipher the character and pattern of regional seismic wave propagation. We have mapped zones of blockage as well as inefficient and efficient propagation for Lg, Pg, and Sn throughout the Middle East. Two tomographic techniques have been developed in order to objectively determine regions of lithospheric attenuation in the Middle East.¶We observe evidence of major increase in Lg attenuation, relative to Pg, across the Bitlis suture and the Zagros fold and thrust belt, corresponding to the boundary between the Arabian and Eurasian plates. We also observe a zone of inefficient Sn propagation along the Dead Sea fault system which coincides with low Pn velocities along most of the Dead Sea fault system and with previous observations of poor Sn propagation in western Jordan. Our observations indicate that in the northern portion of the Arabian plate (south of the Bitlis suture) there is also a zone of inefficient Sn propagation that would not have been predicted from prior measurements of relatively low Pn velocities. Mapped high attenuation of Sn correlates well with regions of Cenozoic and Holocene basaltic volcanism. These regions of uppermost mantle shear-wave attenuation most probably have anomously hot and possibly thin lithosphere.

Description: In this thesis the subduction zone of the Central Andes is studied. The Andes have formed in a complex interplay of subduction related and tectonic processes. The Central Andes with the associated Altiplano-Puna high plateau constitute the second largest continental land-mass on earth, rivaled only by the Tibetan highland. Whereas in the case of the Himalayas , where two buoyant continental plates collide, crustal thickening and uplift is quite intuitive, processes leading to formation of a plateau above a subduction zone are puzzling.

Description: Several volcanic explosions have been recorded since April 1997 at broadband seismic stations located around the Popocatepetl volcano, Mexico. We have inverted waveforms of ten of these explosions to estimate the following source parameters: depth, duration, magnitude and direction of the single force, F. The crustal structure used in generating Green's function at nearest stations is derived from the inversion of teleseismic receiver functions at the broadband permanent station PPIG, located 5 km north of the volcano. This inversion reveals a low velocity zone at ∼8 km beneath the summit with high Poisson ratio, possibly related to the magma chamber. We find that F scales with τ, the duration of the source‐time function, as F ∝ tau². Based on this relationship we determine an impulse magnitude scale, Mk . This magnitude is tied to the Mount Saint Helens initial explosive phase of May 18, 1980, whose magnitude is estimated as 4.6. Mk of the ten Popocatepetl explosions ranges between 1.8 and 3.2. Finally, we also propose an equivalent formula for rapid estimation of magnitude of future Popocatepetl explosions, which requires filtered amplitudes at PPIG.

Description: Noise measurements were carried out at 381 sites in the Cologne area (Germany) using both short period and broad band sensors. The large number of data allowed both assesment of the influence of different sensors in the site response estimation and to compare the widely used H/V technique with the recently proposed Fourier Phase Spectral Method (FPSM). The results show that short period sensors are able to reliably retrieve site effects at frequencies well below their corner frequencies. Moreover, the H/V method should be preferred to the FPSM in determining the fundamental resonance frequency of soils. Finally, a map showing the resonance frequency distribution in the studied area was drawn using the results obtained applying the H/V technique.

Description: The main structures of the mid-European lithosphere, crossing Europe from the Iberian peninsula to the Bohemian Massif, are predominantly formed by the Variscan orogeny. To investigate the anisotropy of the mantle at the transition zone between the two Variscan units, the Saxothuringicum and the Moldanubicum, we carried out a field experiment in SE Germany in 1995-1996: 23 mobile broad-band stations were installed for 6 months in the Vogtland-Oberpfalz-Bavarian Forest area. The station profile crossed the suture zone of the Saxothuringicum and Moldanubicum near the KTB borehole (German Continental Deep Drilling Program). With a mean station spacing of about 10 km? we intended to obtain a high lateral resolution of the anisotropy parameters and to resolve possible changes when passing the suture zone. The analysis of the observed birefringence of SKS phases shows E-W directions for the fast polarization. Therefore, the directions deviate only slightly from the strike of the Hercynian mountain belt and from the direction of the absolute plate motion in that region. Indications for the transition zone come from a rotation of the fast polarization direction from 86 degrees +/- 13 degrees in the northern part of the profile (Saxothuringicum) to 110 degrees +/- 15 degrees in the southern part (Moldanubicum) as well as from strong variations of the splitting parameters with respect to the azimuths of the incoming waves in the middle of the profile. We interpret these variations as an expression of a complex mantle structure formed either by several anisotropic layers with inclined symmetry axes in at least one layer or by a model consisting of inhomogeneous anisotropic layers. A comparison of the azimuthal variations of the splitting parameters in the middle of the profile with those observed at the Grafenberg station GRAl-situated in the central part of the transition zone approximately 100 km to the west-shows remarkable differences, which may reflect lateral variations in the direction and inclination of the symmetry axes in the transition zone even on a small scale. Both observations-the change in the fast polarization direction from the northern to the southern part as well as the variations with respect to different azimuths in the middle of the profile-suggest that the transition zone between the Saxothuringicum and the Moldanubicum continues down into the upper mantle.

Description: We present seismic images of the upper mantle below the Quaternary Eifel volcanic fields, Germany, determined by teleseismic travel time tomography. The data were measured at a dedicated network of more than 200 stations. Our results show a columnar low P-velocity anomaly in the upper mantle with a lateral contrast of up to 2%. The 100 km wide structure extends to at least 400 km depth and is equivalent to about 150–200 K excess temperature. This clear evidence for a plume below a region of comparatively minor volcanism suggests that deep mantle plumes could be more numerous than commonly assumed. They may often be associated with small volcanic fields or may have no volcanic surface expression at all.

Description: A depth migration is very sensitive to tl1e velocity model especially in the case of steeply dipping reflectors like the so-called SE reflectors at the KTB site. Velocity models derived from first breaks in vertical seismic profiling (YSP) experiments were used and compared with velocity data at the top of the crystalline refractor derived by short range measurements. Because of high picking errors, the possibility to compare seismic events with information of the upper part of the KTB HB hole allows only a very limited calibration of the velocity model. Based on the cutting profile, we assume that the reflectors SE-2 and SE--3 represent faults at 3600-3660 m depth and 5440-5560 m depth ( or a lithological contrast at 5540-5610 m depth). We suppose that the velocity of an average model starts at about 5.2 km/s at the surface, reaches a value of 6.0 km/s in about 2.5 km depth and remains approximately constant below. In that case, the reflector SE-1 will be hit at a depth of 7 .0 km. Because of the steep dip of reflector SE-1 which increases the size of the error range (from inaccurate velocity models and picking errors). the tolerance of about ±0.4 km is very high.

Description: The 3-D expanding spread experiment, performed within ISO 89 at the KTB site, has been evaluated under two aspects. The first aspect was the estimation of velocity-depth functions. Due to the limited reflection strength, estimating NMO velocities as a function of twoway traveltime was possible in east-west direction only. Thus the calculation of interval velocities, requiring the correction of 3D effects, was not possible. The second aspect was the directional dependency of the P-wave velocity at the top of the crystalline by evaluating the direct waves. After eliminating the effects of the lithology, a least-mean-squares anisotropy-velocity ellipse was fitted to the data with WSW as the direction of the maximum velocity and a velocity contrast of about 6%.

Description: A preliminary interpretation of the major 3-D reflectors is given by correlation with the surface geology and the drilled sections of the KTB Vorbohrung and the Hauptbohrung. Possible explanations for the reflections are discussed: lithological boundaries, cataclastic fault zones (partly filled with fluids) and other structural properties (e.g. foliation). Flat reflectors near the surface (MFl - 4) can be correlated with Permocarboniferous and Mesozoic sediments of the South German Platform. Special attention is drawn to a group of steeply NE-dipping reflectors (SEl, SE2, SE3) which are, obviously, produced by en-echelon fault structures of the Franconian Lineament. In the boreholes, SE2 can be identified as a bundle of faults near 3600 m. The calculated depth of the most prominent reflector SEl in the Hauptbohrung is between 6600 and 7100 m. It represents, probably, a deepreaching reverse fault zone which produces an offset of the reflections of the midcrustal "Erbendorf body" (B1 - B2/G4 - Gl).

Description: The determination of 3D-static corrections usually is possible only with the exact knowledge of thickness and velocity of the superficial layers. In order to determine these parameters extensive additional measurements are necessary, e.g. refraction seismics. These measurements can be reduced considerably if there is already a borehole in the survey area; the shots generated for the seismic survey can be recorded with a borehole geophone chain. The direct traveltimes determined from these records are lying on a 2nd-order plane (ideally a hyperboloid). If these traveltimes are influenced by e.g. differences in the elevations of the source location or velocity inhomogeneities, the first arrival traveltimes scatter around such a hyperboloid. The static corrections can be determined from the difference between the measured traveltime and the ideal hyperboloid. Further measurements are not required, because a precise knowledge of the parameters of the weathered layer is not necessary. In the following a method is presented (developed by Albrecht (1991) and Teichert (1991)) to determine the theoretical hyperboloid. Another method, described at the end of this report, is the determination of average velocities from picked and corrected first arrival traveltimes.

Description: A kinematic evaluation of first breaks of the direct P-wave in several VSPs, carried out at the KTB pilot hole in 1988 and 1989, is presented. After picking and correction to vertical traveltime, average and interval velocities were computed. The average velocity increases with depth caused by the successive closing of microcracks under increasing confining pressure. Tl1is average velocity-depth curve is the most accurate velocity information at the KTB site and can be used in migration and time-depth conversion problems in 2D- and 3D reflection surveys.

Description: Based on the DEKORP ISO 89 borehole experiments, the question of the existence of "seismic anisotropy at the KTB deep drilling site" has to be answered unambiguously with "yes". The anisotropy could be quantified in situ for a gneiss packet where it is apparently influenced by both rock foliation and cracks. The values obtained in the direct vicinity of the KTB pilot hole, however, cannot be extrapo l ated into its surroundings without modification: While the general trend of anisotropy with high velocity values towards SE-ESE is conserved, the amount of anisotropy shows smaller average values. This seems to reflect the inhomogeneous distribution of metamorphic rocks and granite in the target area. The direction of high seismic velocities (ESE) coincides approximately with the postulated direction of maximum horizontal tectonic stress in the Oberpfalz region.

Description: The detection of permeable fractures is one of the research objectives of the KTB-project. Among seismic methods the tube wave survey is suggested for this purpose. Open permeable fractures intersecting the borehole may generate secondary tube waves which show up as V-shaped traveltime patterns (Chevron pattern) in sonograms. We investigated tube waves transmitted and recorded by the VAL-(Variable Acoustic Logging)-tool technique. The depths of tube wave generation were determined. 85 percent of them correlate with planar structures seen in acoustic borehole televiewer (BHTV) logs. BHTV data reveal many structures. One third of these coincide with tube wave events in the VAL data. To verify the hypothesis that the occurence of a structure in both, traveltime and amplitude displays of BHTV data indicates an open fracture, we compared this dataset with stronger tube wave events assuming that the latter can be correlated to open fractures. We found no evidence for the correctness of the hypothesis. We compared tube wave events with caliper logs, temperature and mud conductivity anomalies during hydraulic tests, temperature anomalies during heat exchange test, core sample observations and gas-geochemical anomalies The comparison between these various borehole data is not as satisfactory as to ensure the reliability of tube wave analysis to determine open fractures. Earlier investigations suggest that amplitudes of tube wave events are related to hydraulic permeabilities. Deficiencies of the present tube wave dataset (VAL) and missing fluid logging for calibration purposes prevents us from quantitative analysis.

Description: Seismicity of northern Poland and of the adjacent area of the Baltic Sea has been considered weak, if any. Historical reports mention just a couple of seismic events felt in the region, while observatory seismology has recorded just a single swarm of seismic events in the Gulf of Gdansk. The lack of information is caused not only by the weak seismicity of the area, but also by the lack of seismological observatories in the region. This situation is changing with the installment of a new seismological station Suwalki in northeastern Poland, and two temporary very broadband stations of the GEOFON network, one in northwestern Poland, and the other on Oeland Island, Sweden. Just months after the installations, we are able to detect and locate numerous seismic events in the Gulf of Gdansk. This does not necessarily mean that Gulf of Gdansk is a seismically active area, as there are indications that the events may be caused by human activity. One of the objectives of this paper was to obtain reliable location solutions with the best possible location error control. Since only a few stations are in operation in the nearby area and little is known about the velocity structure, the Bayesian inversion method has been used to locate event epicenters. This method allows to minimize location errors caused by insufficient knowledge of local crust velocity structure and non-Gaussian statistics of measurement/modeling errors. The method, being fully nonlinear, does not introduce instabilities typical for inverse approaches which uses linearization.

Description: The content of this paper are the results obtained over many years in studies of the thermal transport properties of crystalline rocks. The measuring methods and equipments developed for these investigations are in detail described. The measurements were performed in dependence on temperature respectively pressure to simulate the conditions within the earth´s crust. Pressure up to 1000 Mpa was used under hydrostatic conditions whereas a pressure of 1500 Mpa was reached in a quasihydrostatic device. The maximal temperature was 1000 °C. The results obtained for the thermal conductivity and the thermal diffusivity in dependence on temperature were processed taking into account various mechanisms of heat conduction .This way information concerning the influence of the mechanisms was obtained. Especially the importance of the radiative heat transport is discussed. Mean curves for the temperature dependence of the thermal conductivity are given for the investigated rock types ( granite, gneiss, felsic and mafic granulite, serpentinite and peridotite). For other rocks a smaller number of samples was measured. It was tried to find the characteristic features for the temperatur dependence of the various rocks. The curves for the pressure dependence of the thermal tranport parameters were subdivided in the nonlinear initial range and the range over about 100 Mpa with a nearly linear pressure dependence. For the initial range the statistical distribution is given for the increase of the thermal transport parameters with rising pressure. For the linear range the mean pressure coefficients were calculated for the studied rocks. The obtained results for the pressure and temperature dependence of the thermal conductivity for representative crustal rocks were used to calculate the variation of the thermal conductivity within the crust assuming various geotherms. The influence of various processes (phase transitions, dehydration reactions, partial melting) on the thermal transport properties was tested. A new conduction mechanism was observed in dehydrating rock samples.
