    Description: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. This book will be of much interest to students of intelligence studies, ethics, security studies and International Relations.

    Description: For the last twenty years, the Guantánamo Bay detention camp has not just been a military prison and security facility, but also a site of media production. Films, photographs, and documents have continued to emerge from the camp and become the focus of fierce legal and political battles, as well as intense moral anguish. This book looks at how the US Department of Defense has struggled, and often failed, to control the public perception of these media objects through complex, layered framing devices. It traces how small ruptures in the Department’s framings have provided openings for critical interventions from various fields – ranging from journalism and human rights law to the arts. Guantánamo Frames thus lays the groundwork for a critical reappraisal of the entanglement of media, violence, and the security state in a broader sense.

    Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Description: This book examines social processes that have contributed to growing pesticide use, with a particular focus on the role governments play in urban aerial pesticide spraying operations. Beyond being applied to sparsely populated farmland, pesticides have been increasingly used in densely populated urban environments, and when faced with invasive species, governments have resorted to large-scale aerial pesticide spraying operations in urban areas. This book focuses on New Zealand's 2002–2004 pesticide campaign to eradicate the Painted Apple Moth, which is the largest operation of its kind in world history, whether we consider its duration (29 months), its scope (at its peak the spraying zone was 10,632 hectares/26,272 acres), the number of sprayings that were administered (the pesticide was administered on 60 different days), or the number of people exposed to the spraying (190,000+). This book provides an in-depth understanding of the social processes that contributed to the incursion, why the government sought to eradicate the moth through aerial pesticide spraying, the ideological strategies they used to build and maintain public support, and why those strategies were effective. Urban Aerial Pesticide Spraying Campaigns will be of great interest to students and researchers of pesticides, environmental sociology, environmental history, environmental studies, political ecology, geography, medical sociology, and science and technology studies.     Description: Agency, Security and Governance of Small States examines what seems to be a defining paradox of Small-State Studies: the simultaneous coexistence (and possible co-dependence) of vulnerability and opportunity related to small-state size. This book analyses small states within the framework of this apparent paradox. Traditionally, Small-State Studies has focused on three guiding questions: what constitutes a ‘small state’? What explains small-state influence in global affairs? Are small states truly vulnerable to security threats given the expansion of multilateralism and regionalism throughout the world? This book contends that new questions should be asked which recognise the important shifts in twenty-first century security paradigms, to better understand how some states deploy their smallness as a resource for agency in supranational contexts. By varying historical, geographical, security, and governance contexts, the book embraces a most-different-cases approach. The historical perspective is often neglected in Small-State Studies but contributes to understanding how small states have often, over time, transformed perceived insecurity into agency. By focusing on different world regions, the authors enable the comparative analysis of collective actions, and the creation and implementation of institutions for ‘common sense purposes’ within a geographical region. Of particular contemporary importance, the book includes contributions which contend with hard-security issues alongside other soft-security challenges. The comparison of case studies confirms that hard-security vulnerability and soft-security opportunities seem to be two sides of the same coin, which reinforces the book’s focus on small-state paradoxes, and raises the question of whether smallness can be considered the defining characteristic of governance in these countries. This book will have a broad appeal because of the different world regions it analyses. It will be of interest to postgraduate students, scholars, and researchers of international relations, security, sustainability, governance, development, and political economy, as well as Small-State Studies.

    Description: The publication explores migrant integration in the Czech Republic, Slovakia, Belgium (Flanders) and Germany (Bavaria) with the aim to understand the unique situational context of each country and to find opportunities for mutual learning and sharing of best practices. First, the realities in the four examined countries are introduced, focusing on strategic materials, key actors and mutual expectations from migrants and the receiving societies. The Czech Republic and Slovakia are inspected in greater detail as less information is generally available on the situation in the two countries. After exploring the countries’ approaches to migrants (especially at the local level), the book presents unique inspirational practices that can be a source of inspiration to others. Finally, the publication examines the challenges faced by the four countries in terms of local integration of migrants, and gives a number of practical recommendations. The publication follows developments up to the end of 2021.

It presents a synthesized explanatory model for how populists promote autocratization through the deliberate polarization of society.     Description: Luxembourg is a prototypical small state and the only remaining example of over a two dozen of grand duchies in history. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Based on this longue durée approach, the contribution expands on ‘extantism’ to reintroduce this concept to Small-State Studies.

    Description: What makes information feel true or compelling in our contemporary digital societies? This book brings together different disciplinary understandings of “authenticity” in order to find alternative ways to approach mis- and disinformation that go beyond contemporary fact-checking and its search for the “authentic” truth. Patterned under the algorithmic flows of digital capitalism, authenticity itself is subject to variation, iteration, and outside influence. Linking cross-disciplinary research on the history and practices of algorithmic authenticity points to new research questions to understand the impact of algorithmic authenticity on social life and its role in contemporary information disorder.

    Description: Authoritarian Populism and Bovine Political Economy in Modi’s India analyses how the twin forces of Hindu nationalism and neoliberalism unfold in India’s bovine economy, revealing their often-devastating material and economic impact on the country’s poor. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. In addition, it identifies emerging weaknesses in Modi’s authoritarian populism, highlighting the potential for progressive counter-mobilisation. It will be of interest to scholars in the fields of development studies, South Asia studies, critical agrarian studies, as well as scholars with a general interest in political economy, contemporary authoritarian populism, and social movements.

    Description: Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world’s largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book’s findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.

    Description: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

None of the Above answers these questions using evidence from presidential and gubernatorial elections in eighteen Latin American democracies. Author Mollie J. Cohen draws on a broad range of methods and sources, incorporating data from electoral management bodies, nationally representative surveys, survey experiments, focus groups, semi-structured interviews, and news sources. Contrary to received wisdom, this book shows that most citizens cast blank or spoiled votes in presidential elections on purpose. By participating in invalid vote campaigns, citizens can voice their concerns about low-quality candidates while also expressing a preference for high-quality democracy. Campaigns promoting blank and spoiled votes come about more often, and succeed at higher rates, when incumbent politicians undermine the quality of elections. Surprisingly, invalid vote campaigns can shore up the quality of democracy in the short term. None of the Above shows that swings in blank and spoiled vote rates can serve as a warning about the trajectory of a country’s democracy.

    Description: Ways of evaluating the societal impact of real-world labs as a transdisciplinary and transformative research format are under discussion. We present an evaluation approach rooted in structuration theory, with a focus on structure-agency dynamics at the science-society interface. We applied the theory with its four modalities (interpretation schemes, norms, allocative and authoritative resources) to the case of the Mirke neighbourhood in Wuppertal, Germany. Six projects promoted the capacity for co-productive city-making. The effects of the projects were jointly analysed in a co-evaluation process. Previously proposed subcategories of the modalities as an empirical operationalisation were tested and confirmed as being applicable. Five new subcategories were generated. The use of the modalities seems appropriate for co-evaluation processes. The tool is practical, focused on real-world effects, and suitable for transdisciplinary interpretation processes. We encourage further empirical testing of the tool, as well as development of the subcategories.

    Description: Real-world laboratories (RwLs) are gaining further traction as a means to achieve systemic impacts towards sustainability transformation. To guide the analysis of intended impacts, we introduce the concept of leverage points, discerning where, how, and to what end RwLs intervene in systems. Building on conceptual reasoning, we further develop our argument by exploring two RwL cases. Examining RwLs through the lens of the leverage points opens the way for a balanced and comprehensive approach to systemic experimentation. We invite RwL researchers and practitioners to further advance RwLs' transformative capacity by targeting the design and emerging direction of a system, contributing to a culture of sustainability.

    Description: In Germany, there are over 32,000 schools, representing great potential for climate protection. On the one hand, this applies to educational work, as understanding the effects of climate change and measures to reduce GHG emissions is an important step to empower students with knowledge and skills. On the other hand, school buildings are often in bad condition, energy is wasted, and the possibilities for using renewable energies are hardly used. In our "Schools4Future" project, we enabled students and teachers to draw up their own CO2 balances, identify weaknesses in the building, detect wasted electricity, and determine the potential for using renewable energies. Emissions from the school cafeteria, school trips, and paper consumption could also be identified. The fact that the data can be collected by the students themselves provides increased awareness of the contribution made to the climate balance by the various school areas. The most climate-friendly school emits 297 kg whilst the school with the highest emissions emits over one ton CO2 per student and year. Our approach is suitable to qualify students in the sense of citizen science, carry out a scientific investigation, experience self-efficacy through one's own actions, and engage politically regarding their concerns.

    Description: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

    Description: Deportation limbo traces the efforts of two Nordic welfare states, Denmark and Sweden, to address the so-called implementation gap in deportation enforcement. It offers an original, empirically grounded account of how often-futile, injurious policy measures devoted to pressuring non-deported people to leave are implemented and contested in practice. In doing so, it presents a critique of the widespread, normalised use of detention, encampment, and destitution, which routinely fail to enhance deportations while exposing deportable people to conditions that cause their premature death. The book takes the ‘deportation limbo’ as a starting point for exploring the violent nature of borders, the racial boundaries of welfare states, and the limits of state control over cross-border mobility. Building on unprecedented access to detention and deportation camps and migration offices in both countries, it presents ethnographic material capturing frontline officials’ tension-ridden efforts to regulate non-deported people using forced deportation, incarceration, encampment, and destitution. Using a continuum of state violence as the analytical lens, the book offers a uniquely comprehensive account of how the borders of Nordic welfare states are drawn through practices that subject racialised ‘others’ to expulsion, incarceration, and destitution. The book is the first to systematically document the renewed deportation turn in Denmark and Sweden, and to critically examine its implications: for the people targeted by intensified deportation measures, and for the individual officials, institutions, and societies enforcing them. It offers an important, critical contribution to current debates on the violence of deportation regimes, the politico-bureaucratic structures and practices that sustain them, and their human costs.

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy.     Description: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning. Um movimento de resistência e solidariedade aborda múltiplas facetas de um coletivo social que construiu um poderoso modo de resistência política e cultural acompanhando o ex-presidente Luiz Inácio "Lula" da Silva da vizinhança imediata da prisão. A Vigília Lula Livre foi estabelecida espontaneamente em 7 de abril de 2018 em frente à sede da Polícia Federal em Curitiba. Naquela noite, militantes de esquerda, partidários e partidárias que apoiavam o ex-presidente foram reprimidos pela polícia. Em vez de se sentirem intimidados, estabeleceram um acampamento na rua por cem dias. Então, começaram a organizar manifestações culturais e políticas para expressar sua solidariedade e construir um processo de resistência política original. A Vigília Lula Libre durou 580 dias, desde o momento em que Lula foi preso até sua libertação em 8 de novembro de 2019, deixando centenas de ensinamentos e se inscrevendo na longa tradição de lutas populares no Brasil e na América Latina.

    Description: This Open Access book provides a comprehensive analysis of political reforms in Japan since the 1990s, emphasizing the role of ideas in shaping their goals and outcomes. For more than fifteen years following the collapse of Japan’s economic bubble, politicians, business people and academics tackled a range of institutional reforms. The sweeping changes they enacted—covering almost all facets of the public sphere, including elections, public administration, courts and the central bank—fundamentally altered Japanese political processes and policies. Taken together, they arguably represent the final touches of Japan’s political modernization, which had been unfolding since the mid-19th century. Throughout the reform process, advocates were inspired by a combination of liberal and modernist ideas. This book examines those guiding concepts and illustrates the often messy process of applying them to real-world institutions. While most reforms began from common goals, they ultimately produced different—and frequently unexpected—institutional outcomes, which continue to shape Japanese politics. By focusing on the relationship between the ideas and processes that shaped Japan’s reforms, this book presents a broad vision of institutional change in comparative politics.

    Description: This is an open access book. With the unprovoked Russian invasion of Ukraine, European security has been put on high alert. The implications of the Russian military invasion are many and difficult to grasp in full. However, the need for greater European strategic autonomy appears increasingly evident. The book argues that strategic autonomy may be reached—also in the short run—if differentiated integration is seen as an asset rather than a challenge. While the EU (together with NATO) remains the core in such a system, there is a multitude sub-regional integration processes that need to be taken into account to get the full idea of how European strategic autonomy can be achieved.

    Description: Ever since the dramatic events of September 11, 2001 the fundamentalist and exclusivist trend prevails in most presentations of Islamic thinking. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation. Instead, these thinkers stress the value of a cultural, enlightened Islam, and an individualistic faith.     Description: From houses to roads, infrastructures offer a unique lens through which to explore social and political change. Serving as an important conduit between states and citizens, infrastructures provide governments with a powerful tool to mould subjects and control populations. Yet, at the same time they also give individuals, communities, and movements a platform to challenge the state and forge alternative forms of citizenship and politics. Infrastructures therefore shape social and political relations in unexpected ways and never dutifully follow the scripts of politicians, bureaucrats, and engineers. Latin America provides fertile terrain to explore these issues. The region has been subject to extensive foreign intervention for centuries and much of its infrastructure has primarily been constructed to benefit colonial and imperial powers. Yet Latin America has also seen widespread resistance to colonial-capitalist expansion, and infrastructures have been central to these diverse struggles. Drawing on recent empirical research, this cross-disciplinary book demonstrates the value of analysing social and political change through infrastructure. The authors explore a diverse range of Latin American infrastructures, from a sparkling new tram network in Ecuador to a crumbling old nuclear plant in Cuba. Building on the empirical chapters, the editors demonstrate the value of conceptualising infrastructure as a relational and experimental process.     Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Description: The Netherlands and Belgium exemplified the pathology of 'welfare without work' that characterized continental welfare states - until a political crisis in both countries produced a surprising divergence in scope and extent of policy change in the early 1990s. In Belgium, government announced major reforms but its social security arrangements proved remarkably resilient. In the Netherlands, policy makers announced and implemented unprecedented cutbacks and a major overhaul of the disability benefit administration and supervision. This book argues that reform is the product of the deliberate construction of a crisis as an imperative for change.     Description: With both domestic and external financing expected to dry up in the wake of the COVID-19 pandemic, this book argues that there is a need for fresh ideas and new strategies for achieving sustainable development in Africa. In addition to triggering the most severe recession in nearly a century, the COVID-19 pandemic has disrupted global value chains, causing unprecedented damage to healthcare systems, economies, and well-being, hitting the world’s most vulnerable people the hardest. Even before the pandemic, Africa was suffering from the effects of low commodity prices, sluggish GDP growth, high debt levels, low levels of domestic savings, and weak private capital inflows. This book argues that now, as the continent emerges from the current crisis, it will be important to reconfigure current financing sources under a forward-looking framework that incorporates other non-traditional financing tools and mechanisms such as public-private partnerships, sovereign wealth funds, gender lens investing, new growth drivers, and emerging and disruptive technologies. Finally, the book concludes by adopting a sectoral approach and examining the real economy impacts of new growth drivers such as agriculture value chains, industrialization, tourism, and the blue economy.     Description: Since the start of the Syrian conflict in 2011, different types of Syrian-run organizations in Lebanon have been providing support and assistance to Syrian refugees. Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

    Description: Development aid has become the subject of much discussion. Why do we give aid, and does it help? What do we know about the development paths being taken by various countries, or the possibilities of helping them to achieve their goals from outside? How relevant is development aid now that remittances and foreign direct investments have increased as a result of globalization? When does aid have more negative than positive effects? What is the significance of shifting power relations in the world? And do policies focusing on issues like climate, migration, financial stability, knowledge, trade and security not have a greater impact than aid on the development opportunities of poor countries? These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report. As communities face the prospect of relocating because of rising seas, policy makers, disaster specialists, and community leaders are scrambling to understand what adaptation pathways are legally possible. While in its ideal application, law functions blindly and without variation, the authors find that legal contradictions come to bear on resettlement processes and place certain communities further in harm’s way.     Description: No country has managed to develop beyond a subsistence economy without ensuring at least minimum access to electricity for the majority of its population. Yet many sub-Saharan African countries struggle to meet demand. Why is this, and what can be done to reduce energy poverty and further Africa's development? Examining the politics and processes surrounding electricity infrastructure, provision and reform, the author provides an overview of historical andcontemporary debates about access in the sub-continent, and explores the shifting role and influence of national governments and of multilateral agencies in energy reform decisions. He describes a challenging political environment for electricity supply, with African governments becoming increasingly frustrated with the rules and the processes of multilateral donors. Civil society also began to question reform choices, and governments in turn looked to new development partners, such as China, to chart a fresh path of energy transformation. Drawing on over fifteen years of research on Uganda, which has one of the lowest levels of access to electricity in Africa and has struggled to construct several, large hydroelectric dams on the Nile, Gore argues that there is a critical need to recognize how the changing political and social context in African countries, and globally, has affected the capacity to fulfil national energy goals, minimize energy poverty and transform economies.

    Description: The idea of “parliamentary administration” might appear, at first sight, like an oxymoron: parliaments are the domain of politicians, the elected representatives of the people, whereas administrations are commonly understood as the executive bureaucracies carrying out the tasks of governments. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: The 2015 Affirmatively Furthering Fair Housing Rule was the most significant federal effort to increase equality of access to place-based resources and opportunities, such as high-performing schools or access to jobs, since the 1968 Fair Housing Act. However, in an effort to appeal to suburban voters, the Trump administration repealed the rule in 2020, leaving its future in doubt. Furthering Fair Housing analyzes multiple dimensions of this rule, identifying failures of past efforts to increase housing choice, exploring how the AFFH Rule was crafted, measuring the initial effects of the rule before its rescission, and examining its interaction with other contemporary housing issues, such as affordability, gentrification, anti-displacement, and zoning policies.     Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

    Description: Parliaments are complex and pluralistic organizations. They are called upon to represent political and territorial diversities and to cover at least potentially any subject matter. In the case of bicameral parliaments, the level of complexity is at least doubled, as the internal structure is duplicated in two parallel Houses: these may either be of similar or of dissimilar composition, they usually hold different functions and act independently from one other. This chapter aims to provide a comparative analysis of the various solutions that parliaments have arrived at in addressing this universal challenge. It presents an overview of the three main formats resulting from the comparative analysis of bicameral parliamentary administrations. The chapter analyses the features of each of these formats, examining the motivations behind choices in favour of a more divided or a more integrated administrative arrangement in bicameral parliaments.

    Description: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

    Description: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

    Description: This book is a comparative study which sheds a new empirical and theoretical light on the nature of post-communist capitalism in 11 EU new member countries of Central and Eastern Europe, or CEE11. Extending and modifying a well-established conceptual framework for comparative capitalism rooted in new institutional economics and economic sociology, it offers a better explanation for transition-specific and path-dependent factors inherent to systemic transformation. Based on a vast dataset, the book therefore illuminates the (dis)similarities among the institutional architectures in the EU countries. Thus, the book argues that the evolving capitalism in Central and Eastern Europe exhibits strong symptoms of institutional ambiguity or a ""patchwork"" nature which makes it a distinct category from any of the co-existing models of Western European capitalism. In The International Monetary Fund and Latin America, Kedar seeks to expose the motivations and constraints of the operations of both the IMF and borrowers. With access to never-before-seen archive materials, Kedar reveals both the routine and behind-the-scenes practices that have depicted International Monetary Fund-Latin American relations in general and the asymmetrical IMF-Argentina relations in particular. Kedar also analyzes the "routine of dependency" that characterizes IMF-borrower relations with several Latin American countries such as Chile, Peru, and Brazil. The International Monetary Fund and Latin America shows how debtor countries have adopted IMF's policies during past decades and why Latin American leaders today largely refrain from knocking at the IMF's doors again.

    Description: African legislatures remain understudied, yet democratisation, development and peacebuilding all depend on these key political institutions. This book provides an in-depth analysis of Ethiopia’s parliament, a country of key political and strategic importance to the whole region. In 1931, Ethiopia’s monarchical government introduced a system of parliamentary democracy with seemingly contradictory objectives; it wanted to legitimize its rule in a changing world, and also needed to provide a respectable retirement vocation (as senators and deputies) to sections of the aristocracy it ousted from power. This paradox of recognizing the parliament as essential to modern governance yet deliberately seeking weak institutions that are unable or unwilling to challenge those in power continues to haunt the parliament to this day. Ethiopia continues to struggle to maintain political stability, and the separation of power between government and parliament and a system of checks and balances are yet to substantially flourish. Drawing on extensive original data gathered from interviews and surveys, this book investigates the legal and practical status of federal representative institutions in Ethiopia from 1931 up to and including 2021. It delves into the rules and routines of parliament, its contextually and historically grounded culture of representation, and the techniques of manoeuvring executive bureaucracies. The book also aims to understand the extent of civil dis/engagement and the perceptions and role of citizens in shaping parliament, and how the mandates and functions of individual MPs are also determined by cultural and socio-economic factors such as gender, population, inequality and conflict. This book’s in-depth and original analysis will be of interest to researchers across African studies, politics, development, and governance.
