    Description: Die vorliegende Arbeit beschäftigt sich mit der Validierung eines neuen Tests zur Messung von Experimentierfähigkeit in Large-Scale-Assessments. Die Testaufgaben erfordern die Planung, Durchführung und Auswertung typischer physikalischer Schülerexperimente der Sekundarstufe I. Anstelle von Realexperimenten werden interaktive Simulationen zum Aufbau von Experimenten und zur Durchführung von Messungen eingesetzt. Die Bearbeitung der Testaufgaben erfolgt vollständig am Computerbildschirm. Diesen Bearbeitungen werden in der Auswertung Punkte (Testwerte) zugewiesen. In der heute gültigen Vorstellung ist Validierung im Wesentlichen als ein theorie- und evidenzbasierter Argumentationsprozess aufzufassen. Nach der Nennung und Begründung notwendiger Validierungsschritte erfolgt eine schlüssige Validitätsargumentation. Ein Validierungsschritt kann z. B. darin bestehen, zu überprüfen, in wieweit zur erfolgreichen Bearbeitung der Testaufgaben Experimentierfähigkeiten eingesetzt werden. Die Ergebnisse der Validierungsschritte lassen sich wie folgt zusammenfassen: die Aufgabeninhalte und -anforderungen des Tests passen zum Physikunterricht der Sekundarstufe I; die Schüler denken und handeln bei der Bearbeitung der Testaufgaben experimentell; der verwendete Bewertungsmaßstab misst Experimentierfähigkeit; die erreichten Testwerte korrelieren mit den Testwerten, die bei inhaltlich identischen Realexperimenten erreicht werden. Zusammenfassend ist festzuhalten, dass der computerbasierte Test das Spektrum der in Large-Scale Assessments erfassbaren Experimentierfähigkeiten erweitert.

    Description: Why have Americans expressed concern about immigration at some times but not at others? In pursuit of an answer, this book examines America's first nativist movement, which responded to the rapid influx of 4.2 million immigrants between 1840 and 1860 and culminated in the dramatic rise of the National American Party. As previous studies have focused on the coasts, historians have not yet completely explained why westerners joined the ranks of the National American, or "Know Nothing," Party or why the nation's bloodiest anti-immigrant riots erupted in western cities-namely Chicago, Cincinnati, Louisville, and St. Louis. In focusing on the antebellum West, Inventing America's First Immigration Crisis illuminates the cultural, economic, and political issues that originally motivated American nativism and explains how it ultimately shaped the political relationship between church and state. In six detailed chapters, Ritter explains how unprecedented immigration from Europe and rapid westward expansion reignited fears of Catholicism as a corrosive force. He presents new research on the inner sanctums of the secretive Order of Know-Nothings and provides original data on immigration, crime, and poverty in the urban West. Ritter argues that the country's first bout of political nativism actually renewed Americans' commitment to church-state separation. Native-born Americans compelled Catholics and immigrants, who might have otherwise shared an affinity for monarchism, to accept American-style democracy. Catholics and immigrants forced Americans to adopt a more inclusive definition of religious freedom. This study offers valuable insight into the history of nativism in U.S. politics and sheds light on present-day concerns about immigration, particularly the role of anti-Islamic appeals in recent elections.

    Description: In diesem Open-Access-Buch geht der Autor der Frage nach, warum Technik als wesentlicher Bestandteil der Kultur in der Bildung nur eine untergeordnete Bedeutung hat und begründet mit Hilfe technikphilosophischer Analysen einen Kulturreihenansatz für die Auswahl von Inhalten für den Technikunterricht. Aus dem Doppelauftrag von Schule, Persönlichkeitsbildung und Enkulturation wird zunächst ein Interaktionsmodell für Bildung und Erziehung abgeleitet. Das Problem der Inhaltsauswahl jeder Fachdidaktik wird mit einem Modell zur Verknüpfung von Allgemeiner Didaktik und Fachwissenschaften gelöst. Darin wird die Technikphilosophie als fehlende Bezugswissenschaft identifiziert, um Aussagen zum Wesen der Technik zu ermöglichen. Durch die Analyse technikphilosophischer Ansätze wird der Technikbegriff um eine ästhetische und eine Sinn- und Wertperspektive erweitert. Aus diesem Technikbegriff ergeben sich pädagogische Perspektiven für den Technikunterricht, die schließlich über einen Kulturreihenansatz zu einem Kern Technischer Allgemeinbildung führen. Durch den Kulturreihenansatz wird begründet umrissen, wie die kulturelle Bedeutung der Technik bildungswirksam werden kann.

    Description: This book examines the Vehicle-Routing-Problem with split-deliveries and alternative delivery periods (SDVRPA). It is solved with a Branch-and-Price-Algorithm. When alternative delivery periods and split-deliveries are employed, freight forwarders get a wider scope for planning and can therefore plan more efficient routes. Even with few alternative delivery periods, which allow vehicles to be used more efficiently, substantial savings can be achieved.

Der partizipativ angelegte Forschungsprozess belegt, dass es möglich ist, die Komplexität der Prozesse in solchen Projekten zu analysieren und zu beschreiben und dabei die Beteiligung der Akteure und Akteurinnen als konstitutiv für den Erkenntnisprozess zu verstehen.

    Description: This third and last open access volume in the series takes the perspective of non-EU countries on immigrant social protection. By focusing on 12 of the largest sending countries to the EU, the book tackles the issue of the multiple areas of sending state intervention towards migrant populations. Two “mirroring” chapters are dedicated to each of the 12 non-EU states analysed (Argentina, China, Ecuador, India, Lebanon, Morocco, Russia, Senegal, Serbia, Switzerland, Tunisia, Turkey). One chapter focuses on access to social benefits across five core policy areas (health care, unemployment, old-age pensions, family benefits, guaranteed minimum resources) by discussing the social protection policies that non-EU countries offer to national residents, non-national residents, and non-resident nationals. The second chapter examines the role of key actors (consulates, diaspora institutions and home country ministries and agencies) through which non-EU sending countries respond to the needs of nationals abroad. The volume additionally includes two chapters focusing on the peculiar case of the United Kingdom after the Brexit referendum. Overall, this volume contributes to ongoing debates on migration and the welfare state in Europe by showing how non-EU sending states continue to play a role in third country nationals’ ability to deal with social risks. As such this book is a valuable read to researchers, policy makers, government employees and NGO’s.

Reflexes of humans and neural central pattern generators (CPGs) were used as archetype. With leaky Integrate-and-Fire neurons a generic reflex template was designed and put to work for several specialized reflexes. The designed CPGs were used to analyze robotik motion as well as for generation of locomotion patterns on a biped demonstrator.

    Description: Nondestructive testing and evaluation (NDT&E) is one of the most important techniques for determining the quality and safety of materials, components, devices, and structures. NDT&E technologies include ultrasonic testing (UT), magnetic particle testing (MT), magnetic flux leakage testing (MFLT), eddy current testing (ECT), radiation testing (RT), penetrant testing (PT), and visual testing (VT), and these are widely used throughout the modern industry. However, some NDT processes, such as those for cleaning specimens and removing paint, cause environmental pollution and must only be considered in limited environments (time, space, and sensor selection). Thus, NDT&E is classified as a typical 3D (dirty, dangerous, and difficult) job. In addition, NDT operators judge the presence of damage based on experience and subjective judgment, so in some cases, a flaw may not be detected during the test. Therefore, to obtain clearer test results, a means for the operator to determine flaws more easily should be provided. In addition, the test results should be organized systemically in order to identify the cause of the abnormality in the test specimen and to identify the progress of the damage quantitatively.

    Description: In this work, a novel measurement system for the analysis of the gyrotron RF output spectrum was developed. It enables unprecedented time dependent measurements within a large bandwidth, dynamic range and unambiguous RF indication in the entire D-Band (110-170 GHz). Special attention was given to the investigation of parasitic RF oscillations, and the analysis of the interplay of thermal cavity expansion and ionization-based space charge neutralization at the start of long RF pulses.

Although the massification of higher education systems has facilitated the participation of students from deprived backgrounds, socioeconomic inequalities persist in access to the most prestigious institutions and programmes. Privileged students benefit from a number of advantages in the competition for selective and scarce places: access to information, lower aversion to debt, higher expectations, better previous schooling and higher academic achievement. The chapters present a critical analysis of equity policies in different countries – with or without affirmative action policies, within a context of neoliberal policies or within a social democratic model – and the reasons why they have failed to promote equity and fairness, preventing students from achieving their full educational potential.     Description: This chapter analyses how writing and writing development has been and currently is prescribed and enacted in the curriculum for Danish as a subject (L1) in Years 1–9. Highlighting historical points of impact for writing in curricula from the early–nineteenth century through frequent reforms in the twentieth and twenty-first centuries, we focus empirically on the 2014 ruling curricular document Common Standards and auxiliary documents framing writing assessment at the school-leaving exam, as well as empirical classroom studies. Analyses of steering documents indicate that there has been an unprecedented push towards outcome-based and competence-oriented writing curricula. Following Ivanič's Discourses of Writing (DoW) framework, process writing is found to be the most dominant discourse from Grades 1–7. The analysis of the enacted writing curriculum, which focuses on empirical studies from 2009 until now, reveals that the enacted curriculum is misaligned with the prescriptive curriculum and tends to position the student in ambiguous ways—from joyful writer to a writer tested in high-stakes exams. For discussion, we call for a more coherent writing curriculum. Methodologically, we argue that the DoW framework needs to be complemented with a Nordic Bildung tradition, which accentuates personal formation, and a multimodal framework informing the Danish curriculum.

    Description: Farmers in the Forest, while using examples chiefly from northern Thailand, is concerned with complex problems found in all tropical countries. In these areas rapid population growth, increasing demands for food, and burgeoning international markets for forest products and other raw materials are associated with active competition for land and natural resources in upland areas. This book brings together studies by administrators, agronomists, anthropologists, forest ecologists, geographers and jurists, who describe a variety of swidden systems and their effect on soil, forest, society, and economy. They point to conflicts between traditional farming systems and modern legal and administrative constraints now being imposed, and they describe special and technological conditions that contribute to a marginal, stagnant upland economy, increasing socio-economic disparities with the lowlands, and the serious ecological consequences of these conditions. Several possible solutions are suggested to solve these problems.

    Description: Connected intelligent sensing reshapes our society by empowering people with increasing new ways of mutual interactions. As integration technologies keep their scaling roadmap, the horizon of sensory applications is rapidly widening, thanks to myriad light-weight low-power or, in same cases even self-powered, smart devices with high-connectivity capabilities. CMOS integrated circuits technology is the best candidate to supply the required smartness and to pioneer these emerging sensory systems. As a result, new challenges are arising around the design of these integrated circuits and systems for sensory applications in terms of low-power edge computing, power management strategies, low-range wireless communications, integration with sensing devices.     Description: Today, the flow of electricity is bidirectional, and not all electricity is centrally produced in large power plants. With the growing emergence of prosumers and microgrids, the amount of electricity produced by sources other than large, traditional power plants is ever-increasing. These alternative sources include photovoltaic (PV), wind turbine (WT), geothermal, and biomass renewable generation plants. Some renewable energy resources (solar PV and wind turbine generation) are highly dependent on natural processes and parameters (wind speed, wind direction, temperature, solar irradiation, humidity, etc.). Thus, the outputs are so stochastic in nature. New data-science-inspired real-time solutions are needed in order to co-develop digital twins of large intermittent renewable plants whose services can be globally delivered.

    Description: Verbrennungsprozesse sind meist mit der Emission von Schadstoffen verbunden, weshalb sie möglichst schadstoffarm und energieeffizient geführt werden müssen.Bei den bislang dominierenden primären Brennstoffen sind aufgrund der gleichbleibenden Brennstoffeigenschaften langfristig optimierte Technologien und feste Regelungen einsetzbar. Zunehmend werden jedoch sekundäre Brennstoffe wie Prozessabgase oder Biomasse genutzt. Sie haben stark veränderliche chemisch-physikalische Eigenschaften und bewirken so einen veränderlichen Verbrennungsablauf der schwierig beherrschbar ist. Eine optimale Verbrennung lässt sich dann nur durch eine an den Verbrennungszustand und die Brennstoffe adaptierte modellbasierte Prozessregelung erreichen, die noch nicht Stand der Technik ist.Die Arbeit widmet sich im ersten Schwerpunkt dem modellbasierten Reglungsentwurf. Die theoretische Modellierung und der modellbasierte Entwurf adaptiver Regelungen für die Temperatur und die Sauerstoffkonzentration im Abgas wird am Beispiel einer halbtechnischen Brennkammer für veränderliche Brenngase analysiert. Berücksichtigt wird dabei das für Verbrennungen typische vorhaltbehaftete Regelstreckenverhalten.Der zweite Schwerpunkt bildet die online Messung und die rechnerba-sierte Auswertung von Zustandsgrößen am Beispiel der infrarotbasierten Temperaturmessung bei einem Feststoffbrennbett. Es werden neue Auswerteverfahren entwickelt, die sich u.a. auch bei der Regelung industrieller Verbrennungen bewährt haben.

    Description: The gas phase direct hydroxylation of benzene into phenol with hydrogen and oxygen, as initially described by Niwa in 2002, was realized in a newly developed double-membrane reactor. In the concept described by Niwa, a dense Pd membrane is used for the (safe) dosage of dissociated hydrogen species into the tubular reaction zone, where it reacts with gas phase oxygen to form surface species capable of directly converting benzene into phenol in a single-step process.

Over the next forty years, Vaughan was taken captive, fought in African wars, built and rebuilt a livelihood, and led a revolt against white racism, finally becoming a successful merchant and the founder of a wealthy, educated, and politically active family. Tracing Vaughan's journey from South Carolina to Liberia to several parts of Yorubaland (present-day southwestern Nigeria), Lisa Lindsay documents this "free" man's struggle to find economic and political autonomy in an era when freedom was not clear and unhindered anywhere for people of African descent. In a tour de force of historical investigation on two continents, Lindsay tells a story of Vaughan's survival, prosperity, and activism against a seemingly endless series of obstacles. This work focuses on the mathematical reconstruction of electrophysiology, excitation conduction, and tension development in the human heart on the cellular and the tissue level. The tissue models represent accurate anatomical shapes of the atria and the ventricles and incorporate electrophysiological heterogeneity and anisotropic conduction. The simulations comprehend the physiological behavior of the ventricles and of the atrium including the sinoatrial node as well as pathological cases like ventricular and atrial fibrillation and genetic defects in ionic channels.

    Description: A new, “unexpected” generation of Jews made an appearance in Poland following the fall of the communist regime. Once home to the greatest Jewish community in the world and then site of one of the biggest tragedies in Jewish history, today Poland is experiencing what some have called a “renaissance of Jewish culture.” Simultaneously, more and more Poles are discovering their Jewish roots and beginning to seek forms of Jewish affiliation. Can there be “authentic” Jewish life in Poland after fifty years of oppression? "Return of the Jew" offers the first in-depth study of the third post-Holocaust generation of Jews in Poland. It provides a revealing account of the experience of being or rather becoming Jewish vis-a-vis uniquely compelling circumstances.

Esta investigación realiza una valoración desde los postulados de Jutta Bluert y Fuentes (2011) y Christian Felber (2012) para verificar la viabilidad de la incorporación del concepto de bien común a los modelos de enseñanza a través del fortalecimiento del sentido de pertenencia, la conciencia y perspectiva de la generación y uso de los recursos, la salvaguarda de las tradiciones y los saberes colectivos; así como el cuidado de la naturaleza poniendo en el centro de la toma de decisiones a la comunidad y su entorno. Con ello, fomentar modelos de enseñanza comunitarios como políticas públicas, implica incorporar las características de bien común.

His letters from the field provide original source material on Western Apache beliefs and customs. They also reveal the attitudes and methods which made him so effective in his work. A dedicated and thorough ethnographer, Goodwin became familiar with every aspect of Western Apache culture. During this same period, Morris Opler was studying the Chiricahua and Mescalero Apache in New Mexico. In order to exchange information about their studies, Goodwin and Opler began corresponding. Both men were convinced that a long-overdue, systematic comparison of Apachean cultures would yield significant results.

Studies performed on warehouse environments have partially confirmed this. This thesis helped to close the gap between the disparities in the level of evidence mentioned above. A study was conducted that included 16 warehouses in an observation group and 56 warehouses in a control group. These significant results help close the gap in the evidence.

    Description: This work presents investigates the feasibility of the ""directly steered wheels (DSW)"" under operating condition of tramcars. After analyzing the wheel/rail geometric contact between track and DSW, a mathematical model has been developed to describe the lateral dynamics. Based on this model, a robust guidance controller is designed according to the µ-synthesis. The results of simulations show that the DSW with the designed controller can improve the running performance of tramcars significantly.

The influence of the circumferential stiffness of the tread blocks on the tyre/road noise is discussed afterwards.

    Description: Amorphes Siliciumdioxid findet als Füllstoff verbreitet Anwendung. Es wird u.a. durch die Vermischung einer Silikatlösung mit einer Säure hergestellt. Dabei entsteht intermediär ein Gel. Mit dieser Arbeit wird ein Beitrag zur Steuerung der Eigenschaften des Produktpulvers geleistet. Es wird eine Formel vorgestellt, mit der die Gelierzeit aus den Konzentrationen der Einsatzstoffe abgeschätzt werden kann. Für die Fragmentierung des Gels werden Parallelen zum Aufbruch hochviskoser Tropfen gezeigt.

    Description: There is increasing evidence that the first few years after birth are particularly important in child development and present opportunities for enrichment but also vulnerabilities do to poverty and other social stressors. Elected officials have begun proposing potentially costly programs to intervene early in the lives of disadvantaged children. Have such interventions been demonstrated to yield substantial benefits? To what extent might they pay for themselves through lower welfare and criminal justice costs incurred by participating children as they grow into adults? This study synthesizes the results of a number of previous evaluations in an effort to answer those questions. Conclusions are that under carefully controlled conditions, early childhood interventions can yield substantial advantages to recipients in terms of emotional and cognitive development, education, economic well-being, and health. (The latter two benefits apply to the children's families as well.) If these interventions can be duplicated on a large scale, the costs of the programs could be exceeded by subsequent savings to the government. However, the more carefully the interventions are targeted to children most likely to benefit, the more likely it is that savings will exceed costs. Unfortunately, these conclusions rest on only a few methodologically sound studies. The authors argue for broader demonstrations accompanied by rigorous evaluations to resolve several important unknowns. These include the most efficient ways to design and target programs, the extent to which effectiveness is lost on scale-up, and the implications of welfare reform and other safety net changes.

    Description: Based on a qualitative, longitudinal and constructivist research approach, the project at hand explores the decision-making process within the inclusive transition from secondary school I to further education from the perspectives of teenagers with disabilities and parents (with/without disabilities). The narratives of 5 families (3 teenagers with disabilities, 3 fathers, 5 mothers with/without disabilities) are of interest. The interviews were conducted three times (every year) during the transition-/decision-making process along the method of intensive interviewing (Charmaz 2014). The analysis of the qualitative data (32 interviews) was based on the coding process according to Charmaz (2014). Through data analysis three types of decision-making could be identified (giving up decision, forcing decision, taking over decision) as subforms of two higher-level decision-making mechanisms named make an independent decision and make a(n) (independent) decision with support. The expectation of an independent decision-making individual is central for teenagers with disabilities and their parents. Different types of “volition” are connected to the decision-making processes, depending on if the teenagers with disabilities make an independent decision (really want it), make a decision with support ((don’t) want it) or make a decision owing to given opinions (have to). Due to the longitudinal research design the educational trajectories of teenagers with disabilities are also reconstructed.
    Description: Ausgehend von einem qualitativ, längsschnittlich und konstruktivistischen Forschungsdesign untersucht die vorliegende Studie das Erleben von Entscheidungsprozessen am inklusiv verstandenen Übergang von Sekundarstufe I in weitere schulische Bildung aus Sicht von Jugendlichen mit Behinderung und Eltern (mit/ohne Behinderung). Im Mittelpunkt stehen die Erzählungen von 5 Familien (3 Jugendliche mit Behinderung, 3 Väter, 5 Mütter mit/ohne Behinderung), die im Übergangs-/Entscheidungsprozess drei Mal im Abstand von einem Jahr mittels intensiv interviewing (Charmaz 2014) befragt wurden. Zur Auswertung des qualitativen Datenmaterials (32 Interviews) wurde auf die Kodierschritte von Charmaz (2014) zurückgegriffen. Die Datenanalyse offenbart drei Varianten des Entscheidens (entscheiden abgeben, entscheiden forcieren, entscheiden müssen) als Ausdifferenzierungen der übergeordneten Entscheidungsformen selbstständig entscheiden und unterstützend (selbstständig) entscheiden. Zentral ist die Erwartung eines selbstständigen Entscheidungssubjekts, an der sich die Jugendlichen mit Behinderung und Eltern orientieren. Damit einher gehen unterschiedliche Varianten des Wollens, wenn Jugendliche mit Behinderung als Entscheidungssubjekte selbstständig (es wirklich wollen), mit Unterstützung (es (nicht) wollen) oder innerhalb vorselektierter Optionen (es müssen) eine Wahl treffen. Durch das längsschnittliche Forschungsdesign können zudem die Bildungsverläufe der Jugendlichen mit Behinderung nachgezeichnet werden.

    Description: Okinawan life, at the crossroads of American militarism and Japanese capitalism, embodies a fundamental contradiction to the myth of the monoethnic state. Suspended in a state of exception, Okinawans have never been officially classified as colonial subjects of the Japanese empire or the United States, nor have they ever been treated as equal citizens of Japan. As a result, they live amid one of the densest concentrations of U.S. military bases in the world. By bringing Foucauldian biopolitics into conversation with Japanese Marxian theorizations of capitalism, Alegal uncovers Japan's determination to protect its middle class from the racialized sexual contact around its mainland bases by displacing them onto Okinawa, while simultaneously upholding Okinawa as a symbol of the infringement of Japanese sovereignty figured in terms of a patriarchal monoethnic state. This symbolism, however, has provoked ambivalence within Okinawa. In base towns that facilitated encounters between G.I.s and Okinawan women, the racial politics of the United States collided with the postcolonial politics of the Asia Pacific. Through close readings of poetry, reportage, film, and memoir on base-town life since 1945, Shimabuku traces a continuing failure to "become Japanese." What she discerns instead is a complex politics surrounding sex work, tipping with volatility along the razor's edge between insurgency and collaboration. At stake in sovereign power's attempt to secure Okinawa as a military fortress was the need to contain alegality itself-that is, a life force irreducible to the legal order. If biopolitics is the state's attempt to monopolize life, then Alegal is a story about how borderland actors reclaimed the power of life for themselves. In addition to scholars of Japan and Okinawa, this book is essential reading for anyone interested in postcolonialism, militarism, mixed-race studies, gender and sexuality, or the production of sovereignty in the modern world. This work however envisages possible coexistence through a pedagogical approach. Today's global challenges have prompted the call for global values despite the heterogeneity of humanity. The prospect for such values must begin with a kind of 'value-mental-set', aimed at uniting the different kinds of humanity irrespective of colour, race, language, culture, religion or nationality of the individual. The route to the "promised Land" calls for human solidarity based on sustainable justice, partnership and friendliness; which takes cognizance of gender as well as intergenerational solidarity.

    Description: This Open Access book analyses the interplay between governing, evaluation and knowledge with an empirical focus on Swedish higher education. It investigates the origins, logics, and mechanisms of evaluation and quality assurance reforms and their dynamic interactions with institutional, national and European policy contexts. The chapters report findings from extensive empirical studies that offer detailed insight into the work of governing in higher education, by giving voice to actors at various levels and positions including the ministry, national agency and University employees. Central themes include the influence of European policy, changing system designs, media relations and quality assurance enactments in University institutions. The book also explores the ways in which an emerging professional cadre, labelled qualocrats, enacts and mediates evaluation and quality assurance policy and practice. Taken together, the expanding evaluation machinery in Swedish higher education highlights the pivotal role of knowledge as a governing resource, and points to special features of evaluation as a particular form of practice that makes knowledge work for governing.

    Description: This open access book includes a series of relevant policy research articles, elaborared in the framework of the “Quality in higher education: internationalisation and databases to enhance the Romanian education system” project, implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI), together with the Ministry of Education. The project aims to develop and implement systemic measures at tertiary education level, leading to an increased quality of the overall higher education system and universities better prepared for labour market requirements and international standards. The book focuses on areas of interest for Romanian higher education, such as systemic measures to improve access, participation and completion for (vulnerable) students, better promotion of the Romanian higher education to attract students, as well as instruments for a more efficient use of data at higher education level. Each article includes evidence-based policy proposals that could support new strategic initiatives in higher education, including new legislation. Additionally, the collection of articles tells a comprehensive story about the audacity of a higher education system which went through significant challenges to align itself with both European and international trends, as well as respond to national imperatives. Over the last three decades, since the fall of the Iron Curtain, Romanian higher education has undergone significant transformations, aiming to align itself to the latest developments and trends at European and international level. The National Law on Education no. 1/2011 has set the stage for a full implementation of the Bologna Process action lines, taking into account that Romania was already a part of the largest European intergovernmental process – currently the European Higher Education Area (EHEA) – as a founding member. However, since the adoption of this normative framework, the law suffered numerous amendments, making it challenging to observe and achieve coherence in its implementation. Furthermore, Romania is also currently redesigning the strategy for the alocation of European structural funds 2021-2027, based on two strategic documents - the new Education and Employment Operational Programme and the National Recovery and Resilience Plan which highlight the reform and investment priorities at a national level. At the same time, 2021 is a good time to analyze the level of implementation for the objectives and measures included in the National Strategy for Tertiary Education 2015-2020, the Europe 2020 Strategy, and the Bologna Process action lines in the 2010 – 2020 timeframe. Therefore, the present moment may be an important time to assess the impact of strategic documents and actions in the last decade and, possibly, to draft a new National Education Law, better adapted to current realities, starting from the recent initiative by the President of Romania – the Educated Romania strategic vision which was also politically assumed by the Romanian Government.
