    Description: This Wuppertal Paper analyses the energy transition models of Colombia and Germany. The emphasis of the exercise is on an analysis of options for the complete decarbonization of the energy system in Colombia as a Global South country. To this end, it analyses the current situation, projections, public policy and narratives, and contrasts it with Germany as one of the countries of the Global North with which Colombia has historically maintained energy trade relations and is currently collaborating in the exploration of energy alternatives for decarbonization. Detailed analysis of sectoral energy consumption in Colombia shows the sectors with the highest fossil energy consumption (in this order): transport (fuels), industry (gas, coal), electricity generation (gas, coal) and residential (gas). We show the projected increase in demand for fuels and electricity, and calculate the amount of electricity theoretically needed to substitute fossil sources in each sector. We estimate the total electricity required for decarbonization via sector coupling and derive a first estimation of the range of additional renewable energy capacities needed to supply this demand. We find that required capacities are expectedly large (56-110 GW), depending on decarbonization pathways, and that export capacity beyond national demand may be limited. Our analysis of the policy and scenario arena in both countries finds that Colombia is still lacking both sector-specific decarbonization strategies and an embedding in a systemic vision of a systemic energy transition. Germany has more advanced sector strategies and (national) systemic visions, but lacks embedding assumptions on energy imports in a global-system analysis, i.e. in the analysis of an energy transition in potential exporting countries like Colombia. We formulate requirements to close these gaps in our conclusions.

    Description: Considering that 40% of the European Union's energy consumption can be traced back to its buildings, it is essential to improve their energy efficiency in order to achieve the EU's energy efficiency targets. Both the rate of energy renovation and its depth, i.e. the amount of energy savings during a renovation, need to be improved. Energy Performance Certificates (EPC), regulated by the EU's Energy Performance of Buildings Directive (EPBD), are an important instrument to enhance the market uptake of energy-efficient new buildings and the energy-efficient renovation of existing buildings. Against this background, the Horizon2020 funded project QualDeEPC will work on EU-wide convergence of the building assessment and the issuance, design, and use of quality-enhanced EPCs as well as their recommendations for building renovation. The aim is to make these recommendations coherent with deep energy renovation towards a nearly-zero energy building stock by 2050. The first part of the QualDeEPC project (work package 2) aims to identify the priorities for elements of EPC schemes that show a need to be improved, and for which the project will investigate further and propose how the elements can be improved. The first step in identifying these priorities is taking stock of the existing EPC schemes. Based on the input from all national consortium partners and other sources, the Wuppertal Institute prepared this detailed overview of the country-specific EPC assessment and certification procedures and their links to other policies and programmes, existing initiatives, and projects. The analysis was based on a list of almost 50 potential options for enhancing the existing EPC schemes. The aim of this deliverable is to present this stock-taking by a detailed analysis on which of the potential enhanced EPC elements are already implemented in which form in which country, covering all 28 countries that were EU member states until 31 January 2020. All partners conducted bilateral interviews with the major actors in the EPC procedures, including executive bodies on EPC at regional and/or national level. For countries not represented in the Consortium, Wuppertal Institut and EAP conducted specific literature research, e.g. from the Concerted Action EPBD, and aimed to obtain contributions from other member states. The information collected allows a detailed presentation on the elements implemented as well as a cross-country comparison matrix (see Annex I) in this report, which outlines the current EPC practices across the EU regarding the elements of a good practice scheme or innovative improvement options, their comparability, compliance with EU legislation, and to which extent they differ or converge. The results show, once more, the high diversity in EPC schemes across the EU. They also provide useful information in at least two directions: 1) which improvement options are not yet implemented at all or in sufficient quality in most QualDeEPC partner countries as well as other EU member states, and could therefore be interesting candidates for the further work of the QualDeEPC project in development, testing, discussion, and possibly implementation of elements for enhanced and converging EPC schemes; and 2) which countries, within or beyond the QualDeEPC project, offer good practice examples for the implementation of these options that could serve to guide the development and implementation in other countries. This deliverable will thus serve as a basis for the upcoming tasks to develop priorities and actual proposals for improvement of EPC schemes.

    Description: Within the Shaping Digitalisation project, we aim to highlight and discuss the opportunities that digitalisation can bring to Germany. In particular, we are discussing three stand-out areas where action is most needed to achieve ecological transformation: mobility, the circular economy, and agriculture and food. This report addresses the second area in need of action. Up until now, discussions on the circular economy have been limited to recycling and the re-use of materials. We must expand the scope of these discussions to include new, resource-efficient business models and the comprehensive transformation of value chains and industrial structures. Our analysis has found that digitalisation is indispensable for this transformation if used properly. We hope this report will provide the impetus needed to kick-start a climate- and resource-friendly industrial transformation in Germany. Here, we have incorporated the findings of our interdisciplinary workshop on "Shaping the Digital-Ecological Industrial Transformation - Business Models and Political Framework Conditions for Climate and Resource Protection" that was attended by experts from international research institutes, civil organizations, public authorities, and private companies.

    Description: A main goal of this study - which also functions as deliverable 210078-D07 of the Circular Economy Beacons (CEB) project - is to evaluate currently available frameworks that measure and operationalise Circular Economy (CE), with a particular focus on the urban context. The regional focus lies on the Western Balkan region, which is at the centre of the project. Such "Urban Circularity Hotspot Frameworks" (UCHF) aim at providing decision support for policy makers, companies, citizens etc. regarding the transition to CE within cities. Based on the analysis of different frameworks, suggestions are derived regarding UCHF suitable for the specific characteristics of Western Balkan municipalities, i.e. a Circular Economy Beacons Urban Circularity Hotspot Framework (CEB-UCHF) ready for short-term implementation.

    Description: This thesis conceptualizes the school as a socio-technical system, in which change towards sustainable development and a transition towards more climate awareness are necessary. The multi-level perspective (MLP) framework is applied to the German school system and to climate protection projects (CPPs) as examples of niche activities integrating climate protection (CP) in the school. The thesis utilizes the analytical levels of the MLP (landscape, regime, and niche) and the concept of regulative, cognitive, and normative rules and addresses the question: How do actors in CPPs perceive drivers and barriers for transitioning towards more climate awareness in the German school system? The data were collected through expert interviews and analyzed by conducting a qualitative content analysis. The results show that the German school system is characterized by an inherent rigidity, deep-set normative role dynamics, and an unappreciated role of schools in society. They also highlight the importance of public pressure, strategic CP orientation, and hands-on approaches. CPPs can be a driving force for this in individual schools, but, overall, CP needs to be addressed more systematically in the school and more substantial efforts and reforms are necessary. Highly motivated niche actors play an important role and represent key drivers for such developments. This thesis reveals the complex and systemic nature of the challenges the German school system is faced with. It highlights the difficulties of integrating CP and the importance of substantial and transformative political action. The thesis demonstrates the crucial need to recognize the significance of schools and their actors for society and to integrate new methods and approaches into the school. This thesis also contributes to the body of literature on socio-technical systems and sustainability transitions. It offers an operationalization of the MLP and reveals strengths and limits as well as future research outlooks.

    Description: As the worldwide remaining carbon budget decreases rapidly, countries across the globe are searching for solutions to limit greenhouse gas emissions. As the production and use of coal is among the most carbon-intensive processes, it is foreseeable that coal regions will be particularly affected by the consequences of a transformation towards a climate-neutral economy and energy system. Challenges arise in the area of energy production, environmental protection, but also for economic and social aspects in the transforming regions - often coined with the term "Just Transition". For the decision makers in coal regions, there is an urgent need for support tools that help to kick off measures to diversify the local economies while at the same time supporting the local workers and communities. The Wuppertal Institute aims to support coal regions worldwide by developing a Just Transition Toolbox, which illustrates the challenges and opportunities of a sustainable transition for a global audience. It comprises information about strategy development, sets recommendations for governance structures, fostering sustainable employment, highlights technology options and sheds light on the environmental rehabilitation and repurposing of coal-related sites and infrastructure. The toolbox builds on the work of the Wuppertal Institute for the EU Initiative for Coal Regions in Transition and takes into account country-specific findings from the SPIPA-partner countries India, Indonesia, South Africa, Japan, South Korea, Canada and the USA. The acronym SPIPA is short for "Strategic Partnerships for the Implementation of the Paris Agreement" an EU-BMU programme co-financed by the GIZ.

    Description: The project "Plastic Credits - Financing the Transition to the Global Circular Economy" supports the implementation of a waste management structure in India's rural regions. By that it aims to improve the current waste collection and treatment structures in the pilot regions Goa, Maharashtra, and Kerala. Herein, the project focuses on low value plastics (LVP), and especially multi-layer plastics (MLP), that have no market value. In order to analyze the environmental impacts of the project, an Environmental Impact Assessment (EIA) was conducted. The considered environmental components comprise: greenhouse gas emissions, usage of primary resources, impacts on marine and terrestrial wildlife, standard of living, and economic costs.

    Description: Two thirds of today's world trade is based on global value chains and supply networks. Purely regional supply chains have become less important in recent decades. The effects of these globalised structures are manifold. On the one hand, they promote employment and generate prosperity. On the other hand, they are beset by extreme social, ecological and economic imbalances. The COVID-19 pandemic has demonstrated the fragility of existing supply chain systems. The lockdown continues to disrupt complex supply chains and many problems of existing production and consumption continue to worsen. COVID-19 is one example of the crises that can shake globally networked supply chains in the short term. Other crises, such as climate change, develop more insidiously and are less immediately recognisable. Different as they are, such crises have one thing in common: they highlight the vulnerability of global social and economic structures and illustrate the impact of global trade on the regions and people of the world. This is precisely where global sustainability strategy comes in - it aims to fundamentally reduce differences and inequalities in opportunities and quality of life. The COVID-19 pandemic has forced the entire world into upheaval, creating an opportunity to make sustainability a central political resilience strategy. In the wake of the Corona pandemic, the discussion about resilient communities has flared up. In order to guarantee supply in the face of such crises, these should be more strongly regional and circular in their economic approach and global and sustainable in their perspective. The aim should be sustainable, transparent, non-exploitative supply chains that guarantee the security of supply to cover basic needs and public services despite sudden changes and crises. This discussion paper draws a future scenario of globally cooperative, circular regional economies that fundamentally reduce global inequalities in opportunities and quality of life, while at the same time permanently preserving the natural foundations of life.

    Description: Nutrition is one of the most important areas for the great transformation. So how can a shift towards a sustainable food system be achieved? This paper addresses this question - based on more than ten years of research on sustainable nutrition at the Wuppertal Institute. It focuses on public catering, because even small changes - for example in the choice of ingredients - have a huge impact here. With appropriate policy frameworks, public catering can serve as an easily accessible place for consumers to experience sustainable food and at the same time be a reliable buyer of biodiversity and climate-friendly food from farmers. However, other actors are also needed for a transformation of the food system: The "Zukunftsimpuls" addresses politics, (agricultural) industry, science and every individual - because the transformation of the food system is a task for the entire society.

    Description: More and more companies are announcing their intention to become climate-neutral and numerous companies already offer climate-neutral products or services: From climate-neutral parcel delivery to air travel. But what exactly do the companies' net-zero targets mean? Is the target set ambitious? And what role does offsetting play, i.e., purchasing carbon credits that are accounted against the company's own climate target? The approaches behind the proclaimed targets are often difficult to understand. Against this background, this Zukunftsimpuls provides ten recommendations for the definition and implementation of neutrality targets. Among other things, the authors advocate the use of a robust database as the basis for net-zero targets, emphasize the importance of transparent communication, and highlight the role that offsetting should play. Purchased carbon credits should make as limited a contribution as possible for meeting climate targets and should only be used to offset emissions that cannot be reduced or avoided. More generally, net-zero targets should not be made the sole criterion for ambitious climate strategies. Rather, they are a building block of a much more comprehensive strategy of corporate climate action.

    Description: The European Union (EU) has established that the goal of achieving climate neutrality by 2050 as a key driver of innovation and growth for industry and the economy in the EU. In addition to offering great opportunities, this also poses considerable challenges for the European economy and, for the most part, for basic industries, which are particularly emission-intensive and face strong international competition. An integrated climate and industry strategy is of central importance to protecting the climate, since the production of steel, cement, basic chemicals, glass, paper, and other materials in the EU and worldwide accounts for roughly one fifth of total greenhouse gas emissions. Even in a greenhouse gas-neutral future, we will not be able to fully eliminate our need for these materials. At the same time, it is particularly challenging to produce these materials without creating emissions given the state of technology and the necessary infrastructures. This applies above all to the question of how large amounts of green energy, including electricity and hydrogen, can be produced at competitive prices. Analyses show that despite the considerable costs involved in process changeover, the costs of transforming the raw materials industry are acceptable to society as a whole, given that the additional costs usually only increase the price of the end products by a few percentage points. However, in the case of crude steel or cement, the price would increase by between one third and 100 per cent. Since almost all raw materials manufacturers face strong global market competition, in most cases they are not able to bankroll the investments in climate-neutral production and the required energy infrastructure without outside support. This paper outlines an integrated climate industrial policy package that allows the EU to utilise its existing technological leadership in many of these industries to build a greenhouse gas-neutral raw materials industry.

    Description: Germany's waste management system is one of the world's most advanced - its primary objective is to dispose of waste in a way that is safe for both people and the environ- ment. However, only about 14 per cent of the raw materials used in industry are derived from recycling processes; the remainder are still sourced from primary materials. The circular economy is not yet being implemented on a large enough scale. Recyclates or recycled materials, i.e. secondary raw materials recovered from waste, are being fed back into production and usage processes at volumes that are far below what is possible. If this system were to be improved, loss of value, dependence on volatile commodity markets, lower resource productivity, and externalities in the form of environmental pollution could be avoided. A drive towards digitalisation in industry and the waste management sector could make this happen. A study by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) indicates that no other lead market in the environmental sector stands to benefit from digitalisation more than the circular economy - and that, at the same time, no sector has ever been so poorly positioned.

    Description: Alternative power initiatives are socio-ecological innovations that substantially contribute to city's sustainable development and, therefore, are of particular societal benefit and value. Cities should, consequently, have an inherent interest in their existence and proliferation. This, however, asks for strategic innovation management. While, acknowledgement of the project's innovativeness constitutes the precondition for management, in the further process of steering activity the tasks to reduce hurdles, create open space and support the project's capacities need to be mastered. Thereby, cities are increasingly asked to become innovative themselves in order to find ways to optimally make use of their available tools and capacities.

    Description: Increasing concerns regarding the world's natural resources and sustainability continue to be a major issue for global development. As a result several political initiatives and strategies for green or resource-efficient growth both on national and international levels have been proposed. A core element of these initiatives is the promotion of an increase of resource or material productivity. This dissertation examines material productivity developments in the OECD and BRICS countries between 1980 and 2008. By applying the concept of convergence stemming from economic growth theory to material productivity the analysis provides insights into both aspects: material productivity developments in general as well as potentials for accelerated improvements in material productivity which consequently may allow a reduction of material use globally.The results of the convergence analysis underline the importance of policy-making with regard to technology and innovation policy enabling the production of resource-efficient products and services as well as technology transfer and diffusion.​

    Description: In communication sciences partnerships between entertainment media professionals and sustainability organizations conveying prosocial messages are called "Entertainment-Education (E-E) collaborations". Whereas comprehensive research takes place in countries such as the Netherlands and the US, the field is a terra incognita in Germany. Even though German E-E collaborations are designed and implemented they still are unusual experiments. The qualitative study presents first results on characteristics, conditions and forms of E-E collaborations in Germany's television field since the 1990s. It reveals various factors leading to a highly complex situation for the collaborating partners. One central factor is the media legislation, which does not provide a clear orientation standard for the partners. Another one is the public acceptance of E-E collaborations. Some forms are accepted while others are not. Hence, for German television formats, forms with a low to medium level of collaboration (E-E service and E-E license partnerships) should be preferred in contrast to high level collaboration forms (E-E co-productions and E-E inscript participations).

    Description: Only three days after the beginning of the nuclear catastrophe in Fukushima, Japan, on 11 March 2011, the German government ordered 8 of the country's 17 existing nuclear power plants (NPPs) to stop operating within a few days. In summer 2011 the government put forward a law - passed in parliament by a large majority - that calls for a complete nuclear phase-out by the end of 2022. These government actions were in contrast to its initial plans, laid out in fall 2010, to expand the lifetimes of the country's NPPs. The immediate closure of 8 NPPs and the plans for a complete nuclear phase-out within little more than a decade, raised concerns about Germany's ability to secure a stable supply of electricity. Some observers feared power supply shortages, increasing CO2-emissions and a need for Germany to become a net importer of electricity. Now - a little more than a year after the phase-out law entered into force - this paper examines these concerns using (a) recent statistical data on electricity production and demand in the first 15 months after the German government's immediate reaction to the Fukushima accident and (b) reviews the most recent projections and scenarios by different stakeholders on how the German electricity system may develop until 2025, when NPPs will no longer be in operation. The paper finds that Germany has a realistic chance of fully replacing nuclear power with additional renewable electricity generation on an annual basis by 2025 or earlier, provided that several related challenges, e.g. expansion of the grids and provision of balancing power, can be solved successfully. Already in 2012 additional electricity generation from renewable energy sources in combination with a reduced domestic demand for electricity will likely fully compensate for the reduced power generation from the NPPs shut down in March 2011. If current political targets will be realised, Germany neither has to become a net electricity importer, nor will be unable to gradually reduce fossil fuel generated electricity. Whether the reduction in fossil fuel use will be sufficient to adequately contribute to national greenhouse gas mitigation targets significantly depends on an active policy to promote electricity savings, continuous efforts to increase the use of renewables and a higher share of natural gas (preferably used in combined heat and power plants) in fossil fuel power generation.

    Description: The Sino-German project "Low Carbon Future Cities" (LCFC) aims to develop a low carbon strategy for its Chinese pilot city Wuxi. The strategy primarily focuses on carbon mitigation, but also considers links with the issues of resource efficiency and adaption to climate change. This report written by Daniel Vallentin, Carmen Dienst and Chun Xia offers strategic examples of good practice and makes recommendations to Wuxi city government about the changes that key sectors can adopt in order to comply with its low carbon targets. The recommendations are based on scientific analyses which were undertaken earlier in the LCFC project.

By any stretch of imagination, it will not be possible that all citizens of the world will share in the fossil fuel-based, money-driven development model - with all its attendant paraphernalia - that has come to hold sway in the world today. The biosphere, as we know it, may give in. Against this background, the book probes Western-style development, examines its hidden assumptions, its glamour, its obsessions and the hopes it holds out for a better life. Moreover, it examines under various aspects if sustainability (truly conceived) - comprising both ecology and social fairness - is incompatible with the worldwide rule of economism.     Description: This paper addresses future perspectives for the management of resources on an international level. Failures of international open markets result in significant material leakage. Here, taking the example of material used vehicles, we develop elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. Our proposal is based on two principles: any regulation should actively seek industry participation, taking advantage of business interest in supplying a sufficient quantity of materials while lowering materials costs; and it should also address public issues such as sustainability of recycling and waste. In this paper we first analyse contracts as a tool for bridging gaps in knowledge when multiple actors are involved. We then give empirical evidence for material leakage in the case of used vehicles from Germany, before outlining the elements of a proposed international metals covenant. Finally, we analyse potential impacts and discuss legal and institutional issues.

After the rise of new economic powers such as China, India, and Brazil, global competition has perceptibly increased strategic concerns as regards high commodity prices and possible supply shortages. Germany, the EU, the United States, and many others have formulated raw material strategies that put concern over access and supply at center stage - but the environmental and the socio-political dimensions are widely neglected in these strategies. In order to answer these questions the theoretical energy potential of process residues from commercially produced agricultural crops in Tanzania is evaluated. Furthermore, a set of sustainability indicators with focus on environmental criteria is applied to identify risks and opportunities of using these residues for energy generation. In particular, the positive and negative effects on the land-use-system (soil fertility, water use and quality, biodiversity, etc.) are evaluated. The results show that energy generation with certain agricultural process residues could not only improve and secure the energy supply but could also improve the sustainability of current land-use practices.

    Description: Sustainable energy technologies are widely sought-after as essential elements in facing global challenges such as energy security, global warming and poverty reduction. However, in spite of their promising advantages, sustainable energy technologies make only a marginal contribution to meeting energy related needs in both industrialised and developing countries, in comparison to the widespread use of unsustainable technologies. One of the most significant constraints to their adoption and broad diffusion is the socio-economic context in which sustainable energy technologies are supposed to operate. The same holds true for community-based energy projects in developing countries supported by the WISIONS initiative. Practical strategies dealing with these socio-economic challenges are crucial elements for project design and, particularly, for the implementation of project activities. In this paper experiences from implementing community-based projects are reviewed in order to identify the practical elements that are relevant to overcome socio-economic challenges. In order to systematise the findings, an analytical framework is proposed, which combines analytical tools from the socio-technical transition framework and insights from participative approaches to development.

    Description: This PhD aims to generate a better understanding of corporate social responsibility (CSR) in global production networks. CSR is an umbrella term that deals with voluntary activities undertaken by companies and that indicate an ethos to act responsibly in society. This research focuses on CSR practices that aim towards improving working conditions in outsourced production factories by implementing so-called social standards, which often derive from core norms of the International Labour Organization and intend to secure decent working conditions. While companies claim that they take responsibility for workers via CSR practices, civil society actors like the Clean Clothes Campaign criticize CSR as public relations exercise as companies still fail to take "sufficient" responsibility. Based on this contradiction this PhD aims to reveal the political contestation surrounding CSR and the struggles over CSR between companies and civil society organizations claiming to represent workers in global production networks. The main questions are: What practices do companies use to take responsibility for workers in outsourced production, how do they legitimize these practices, and how are these approaches contested? The research is based on theoretical concepts of "shared responsibility", "political CSR" and "democratic legitimacy". The "global production network" framework and a framework for analysing private regulation, referring to legislative, judicial, and executive regulation, are applied. Empirically, the research analyses two private standards initiatives that define and institutionalize CSR practices, namely the Fair Wear Foundation (FWF) and the Business Social Compliance Initiative (BSCI). The findings are mainly based on 150 qualitative interviews with representatives from companies, civil society, auditing companies, and governments. Additionally, documents are evaluated. Empirical research was undertaken in Europe (mainly Germany & Switzerland) and Asia (India & Bangladesh). The research findings suggest that the CSR practices defined by BSCI and the FWF are based on rather different interpretations of the causes of worker injustice. The BSCI is based on a belief in a concept of liberal democracy. In this view companies do not need to legitimate their activities, as long as they comply with national laws. Responsibility is based on a liability model that blames producers and national governments for neglecting their responsibility towards workers. Companies joining the BSCI take the responsibility of initiating processes in developing countries that demand governments, producers and civil society actors in these countries to take responsibility. In contrast, the approach of the FWF is based on an understanding of "structural injustice" and "shared responsibility". In this view violations of labour rights are identified to be inherent in the complexities of global production networks themselves. No single actor can be blamed for the injustices, and therefore corporations "share" a responsibility, and must engage in public discourses according to their power and abilities, what is seen as a "political" form of CSR.

    Description: This thesis explores the opportunities and constraints for the adoption of a post-growth economy as a plausible approach towards sustainability by social movements. With the transdisciplinary perspective of sustainability science, the qualitative study of social movements and post-growth found that Germany does not have a post-growth movement. Nevertheless, the environmental movement and, in particular, Friends of the Earth Germany are suitable candidates of change for post-growth. However, they have not adopted post-growth yet because of certain gaps in bridging concepts of post-growth with their own work. To fill this gap, the study recommends to operationalize post-growth in five steps: (1) to distinguish between "sustainable liberalism" and "fair de-growth" as two major types of post-growth, (2) to re-frame the promises of economic growth as myths, (3) to complement "political choice" as means towards post-growth with "social choice", (4) to identify and compile areas of a post-growth economy, and (5) to overcome the inherent power dilemma between agents of change and actors of these areas, that are required to be transformed, while forming coalitions between both. If these recommendations are taken into account by academics and activists, the environmental movement is more likely to successfully activate causal mechanisms of change for the transition to a post-growth economy. With its critique on the current comprehension of progress as economic growth, postgrowth is initiating a new, more fruitful phase of the sustainability discourse.

    Description: The exploitation of coltan in Central Africa can be considered a case of conflict minerals due to its nature. Many international organizations and bodies, national governments and private sector organizations seek to address this conflict, in particular via transparency, certification and accountability along the material supply chain. This paper analyses the international trade dimension of coltan and gives evidence on the dimension of illicit trade of coltan. The authors start from the hypothesis that illicit trade of coltan sooner or later will enter the market and will be reflected in the statistics. The paper is structured in the following manner: first, a short section gives a profile of coltan production and markets; second, an overview of the mining situation in the Democratic Republic of Congo (DRC) and related actors. The third section addresses mechanisms, actors and measurement issues involved in the international trade of coltan. The final part draws lessons for certification and conflict analysis and offers some guidance for future research. The paper identifies two main possible gateways to trace illegal trade in coltan: the neighboring countries, especially Rwanda, and the importing countries for downstream production, in particular China. Our estimation is that the value of such illicit trade comes close to $ 27 million annually (2009), roughly one-fifth of the world market volume for tantalum production. With regard to any certification the paper concludes that this will become challenging for business and policy: (a) Central Africa currently is the largest supplier of coltan on the world market, many actors profit from the current situation and possess abilities to hide responsibility; (b) China will need to accept more responsibility, a first step would be the acceptance of the OECD guidelines on due diligence; (c) better regional governance in Central Africa comprises of resource taxation, a resource fund and fiscal coordination. An international task force may provide more robust data, however more research will also be needed.

    Description: Purpose - The purpose of this paper is to summarize and discuss the results from the LIVING LAB design study, a project within the 7th Framework Programme of the European Union. The aim of this project was to develop the conceptual design of the LIVING LAB Research Infrastructure that will be used to research human interaction with, and stimulate the adoption of, sustainable, smart and healthy innovations around the home. Design/methodology/approach - A LIVING LAB is a combined lab-/household system, analysing existing product-service-systems as well as technical and socioeconomic influences focused on the social needs of people, aiming at the development of integrated technical and social innovations and simultaneously promoting the conditions of sustainable development (highest resource efficiency, highest user orientation, etc.). This approach allows the development and testing of sustainable domestic technologies, while putting the user on centre stage. Findings - As this paper discusses the design study, no actual findings can be presented here but the focus is on presenting the research approach. Originality/value - The two elements (real homes and living laboratories) of this approach are what make the LIVING LAB research infrastructure unique. The research conducted in LIVING LAB will be innovative in several respects. First, it will contribute to market innovation by producing breakthroughs in sustainable domestic technologies that will be easy to install, user friendly and that meet environmental performance standards in real life. Second, research from LIVING LAB will contribute to innovation in practice by pioneering new forms of in-context, user-centred research, including long-term and cross-cultural research.

    Description: This paper focuses on market incentives by the introduction of a construction minerals tax as an example of a resource tax. Currently, various European countries levy taxes or duties on primary construction materials, but a harmonisation of the taxation is not planned. Provided the tax rate has a perceptible price effect, the taxation of a resource can foster a demand management or the reduction of the raw material consumption and the governance of side and secondary effects. A construction minerals tax can target the stimulation of demand for secondary raw materials and recycled products, and - because the reuse of construction and demolition waste has technical limits - a stronger emphasis on the conservation of buildings and infrastructures. This has positive effects on the environment and the innovation efforts and it helps to internalise externalities. Germany, used as a case study in this paper, does not raise any taxes on other raw materials than energy sources at the federal level. For this reason, potential impacts of the introduction of a construction minerals tax will be explored and the results of a simulation will be provided.

Based on a comprehensive study of the diffusion of transdisciplinary sustainability research in Germany, this article analyzes the institutional dimension of a changing science-society relation in the German science system.     Description: Increasing urbanisation and climate change belong to the greatest challenges of the 21st century. A high share of global greenhouse gas emissions are estimated to originate in urban areas (40 % to 78 % according to UN Habitat 2010). Therefore, low carbon city strategies and concepts implicate large greenhouse gas (GHG) mitigation potentials. At the same time, with high population and infrastructure densities as well as concentrated economic activities, cities are particularly vulnerable to the impacts of climate change and need to adapt. Scarce natural resources further constrain the leeway for long-term, sustainable urban development. The Low Carbon Future Cities (LCFC) project aims at tapping this three-dimensional challenge and will develop an integrated strategy / roadmap, balancing low carbon development, gains in resource efficiency and adaptation to climate change. The study focuses on two pilot regions - one in China (Wuxi) and one in Germany (Düsseldorf+) - and is conducted by a German-Chinese research team supported by the German Stiftung Mercator. The paper gives an overview of first outcomes of the analysis of the status quo and assessment of the most likely developments regarding GHG emissions, climate impacts and resource use in Wuxi. The project developed an emission inventory for Wuxi to identify key sectors for further analysis and low carbon scenarios. The future development of energy demand and related CO2 emissions in 2030 were simulated in the current policy scenario (CPS), using five different sub-models. Selected aspects of Wuxi's current material and water flows were analysed and modelled for energy transformation and the building sector. Current and future climate impacts and vulnerability were investigated. Recent climatic changes and resulting damages were analysed, expected changes in temperature and precipitation in the coming four decades were projected using ensembles of three General Circulation Models. Although Wuxi's government started a path to implement a low carbon plan, the first results show that more ambitious efforts are needed to overcome the challenges faced.

    Description: To achieve an efficient use and allocation of limited water resources and thus resolve increasing water use conflicts due to fast rising societal water demands, in 2000, the Chinese government started a management strategy of 'Construction of a Water Saving Society (WSS)'. It is guided by the principle that socio-economic development should consider the carrying capacity of the ecosystem and focuses on institutional innovation, building on the water rights concept. This paper explores the innovation process during the transition towards WSS by investigating the development course of the innovation process during the transition towards WSS, and the adaptive capacity of the existing water management regime underlying the innovation process. Accordingly, an analysis framework consisting of three types of governance activities and factors determining a regime's adaptive capacity was developed, based on the theory of transition management and adaptive governance. The Tianjin and Zhangye WSS experiments were selected for a deep understanding of local innovations. It is revealed that co-evolution of all three types of governance activities that are claimed to be essential for transition has taken place. However, the current adaptive capacity of the regime still needs further enhancement to support the transition towards the desired WSS in China. Finally, some general insights are provided for policy innovations in other political economies.

    Description: For decades, the Chinese government has been searching for solutions to cope with the increasing imbalance between the supply and demand of water in the Yellow River Basin. This paper aims at a better understanding of the development of the water allocation regime in the Yellow River Basin between 1950 and 2009, introducing a fresh perspective based on the notion of "regime transition". Accordingly, we investigated 1) whether so-called "Windows of Opportunity for Transition (WOPTs)" emerged, triggering a transition, and whether WOPT(s) resulted in a stable transition towards the new regime; 2) how informal learning processes and epistemic communities have contributed to the regime change. We adapted Kingdon's "multiple stream model" and identified four WOPTs from the 1950s, analyzing the reconfiguration process of the regime after the onset of the transition. Our examples of two types of informal learning processes demonstrate their contribution to the creation of WOPTs and the reconfiguration of the regime. Furthermore, this study indicates, in a qualitative manner, how epistemic communities contribute to the knowledge base of the regime, and thus to its development. Finally, we have provided a general insight into the further development of the water allocation regime and highlighted potential avenues for further studies.

    Description: This study aims to investigate whether, to what extent and how a transition toward integrated flood management has taken place in the Dongting Lake area at the middle Yangtze. Accordingly, we conducted a longitudinal research of its flood management (1949–2009). We developed an analytical framework linking regime components to two societal learning types (double and triple-loop learning) that are key to a regime transition. Our study shows that the transition toward integrated flood management has already started, but the whole regime transformation will still take time to complete, due to, for example, the not-yet-ready decision-making processes that shape the structure changes as well as the incompatibilities between what is on paper and real implementation. To understand how the regime transition took place, we investigated where and how triple-loop learning was initiated as well as how so-called "informal learning processes" has contributed to the transition of Dongting flood management.

Our results provide insights into the public understanding and knowledge of energy related issues and CCS topics.
