    Description: This book examines how the Ming state transformed the multi-ethnic society of Yunnan into a province. Yunnan had remained outside the ambit of central government when ruled by the Dali kingdom, 937-1253, and its foundation as a province by the Yuan regime in 1276 did not disrupt Dali kingdom style political, social and religious institutions. It was the Ming state in the fourteenth to seventeenth centuries through its institutions for military and civilian control which brought about profound changes and truly transformed local society into a province. In contrast to other studies which have portrayed Yunnan as a non-Han frontier region waiting to be colonised, this book, by focusing on changes in local society, casts off the idea of Yunnan as a border area far from civilisation.

    Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations.     Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

    Conflict and Change in EU Budgetary Politics (2021)

    Description: Why did the European Union experience a stark variation in the levels of conflict between the late 1970s, when budgetary disputes dominated European politics, and the 1990s, when political actors were able to settle upon budgetary agreements without major conflicts? This book responds to this key question with a two-step argument: Its first part shows that decision-making rules can be regarded as a key determinant of the level of conflict in EU budgetary politics. It details far-reaching reform in 1988 reduced conflict, because it introduced an institutional setting for multiannual budget planning that corrected the deficiencies of the original budget treaty. Having identified institutional change as the trigger for the reduction of conflict, the second part of this study focuses on the 1988 reform. It shows how a number of ‘reproduction mechanisms’ prevented major institutional change in the 1970s and early 1980s. When these ‘reproduction mechanisms’ lost force, a reform became possible and a new institutional setting emerged in 1988. These findings deliver a sharp insight into the interplay between rules and conflict in the still evolving political system of the EU. Moreover, by identifying precise conditions for the occurrence of institutional change, and by linking political performance of institutions to their stability this is a significant contribution to institutionalist research in social science. This book is an excellent resource for students and scholars of the European Union, Political Science, International Relations, Public Policy and Public Finance.

Why this interest now? Hypothesis is that the texts address convergences between past complicities and current forms of participation in the wrongdoings of neoliberalism. These issues are related, since justifications of past involvement established the terminology, narratives, and heuristics in which mass violence has been subsequently discussed, thus forming the frame for the negotiation of current problematic involvement. Stepanova’s text stands out from the large corpus of contemporary family history narratives. First, it inverts the common order of critical discourse, as the literary text discusses theoretical concepts of memory studies, most notably Hirsch’s “postmemory.” Secondly, this discussion challenges a Western bias of memory studies, where political violence is portrayed as a traumatizing element of a past era handed down through transgenerational transmission. Stepanova outlines that in Eastern Europe, the experience of totalitarian terror and mass violence spread over several eras and multiple generations, creating a “traumatic enfilade” that comprises even the narrator’s present. In Memory of Memory addresses the critical participation of analysis in forming the aftermath of terror and mass violence.

    Description: This chapter analyses Konstantin Simonov’s thought from the largely understudied point of view of de-Stalinization. Simonov showed already in 1956 how the representation of the Great Patriotic war was tightly intertwined with the personality cult of Stalin, and how this entanglement had caused literature and art either to portray Soviet reality in a distorted manner or to keep silent about social difficulties. By criticizing key authoritative documents of the early post-war years, Simonov revealed how Stalin’s wish to forge the image of the Great Patriotic war resulted in the widespread tendency of embellishing reality in Soviet literature and art. The chapter also tracks how the Party rebuked Simonov’s claims without mentioning him as the initiator of the ideas. The chapter thus testifies to some of the problems of ‘de-Stalinization’ and how some of its key issues could not be openly discussed in the Soviet Union until the late 1980s. The chapter is based on previously untapped archival material, and it contributes to the scholarly discussion of the thaw-era de-Stalinization, Simonov’s roles within the Soviet literary establishment, and questions of the representation of reality in Soviet art in general and the representation of the Great Patriotic war in particular.

    Description: The present work explores brain functional changes in drug-naïve Parkinson's disease (PD) patients by means of molecular imaging techniques. Thirty-one consecutive drug-naïve PD patients from the Neurological Clinic of the University of Flor-ence underwent clinical assessment, neuropsychological assessment, MRI, [123I]FP-CIT SPECT, [18F]FDG PET. First, [18F]FDG-PET was employed to identify in drug-naïve PD patients brain metabolic alteration uniquely related to disease process and not modulated by anti-parkinsonian therapeutic intervention. Second, [18F]FDG-PET and [123I]FP-CIT SPECT were employed together to explore the early functional changes in brain function related to dopaminergic depletion in the putamen and in the caudate nucleus.

By focusing on grievances and grounding analysis in the empirical reality as it is shared and narratively constructed by those who are at the heart of the phenomenon, it moves beyond the moralistic and politicised debates that characterise the field. Interviewees include non-violent and violent engagement for causes and conflicts related to the Arab World, such as sympathisers or members of groups and causes from a variety of ideological orientations, including Shiite militias, Salafi-jihadist groups, radical left-wing groups, Palestine-specific, Kurdish groups, and others such as right-wing or unspecified affiliations. By choosing individuals with different forms of political engagement, both non-violent and violent, and different ideological orientations, it helps readers to get a better grasp of how similar grievances may lead to different outcomes. In focusing on three markedly different geopolitical contexts, the book also provides a crosscontextual understanding of mobilisation for political and violent action. The interviewees also include experts and peripheral actors such as professionals, researchers, policymakers, friends, or family members. Their perspectives complement and enrich some of the findings by providing external yet in-depth ‘expert knowledge’.     Description: Nikolai Bukharin’s (1888–1938) anti-fascist activity in the mid-1930s and his status as a cultural theoretician have been a neglected topic thus far. After losing his position as General Secretary of the Comintern’s executive committee and being expelled from the Politburo in 1929, Bukharin still found a platform as the chief editor of Izvestiya, in which he published several analyses of fascist ideology until his arrest in 1937. As a response, and in order to surpass the achievements of German high culture, which had fallen under the spell of bourgeois fascism, Bukharin relied on his own interpretation of Marxist philosophy, which he had sketched already in the 1920s but tried to ‘dialecticise’ in the 1930s after being criticised for his overly mechanistic views. The apex of these aspirations are his works Philosophical Arabesques and Socialism and its Culture, written in 1937 while in prison. Both are in many respects rather enigmatic works. In them, Bukharin defended socialist humanism as the only real alternative to fascism. At the same time he was not only silent about the crimes of Stalin, but he also considered the violent and dictatorial features that became branded as Stalinism abroad as a necessary ‘destructive’ force in the dialectical process of history of building communism. In this chapter, Vesa Oittinen and Elina Viljanen analyse the premises of Bukharin’s philosophy of culture and explain its repercussions.

The chapter argues that the Maria Luz Incident was not a seminal moment when rights talk was introduced to Japan. Rather, the incident was due to a lack of consensus in international law regarding whether the ‘coolie trade’ was free labour or slavery. The research traces how international law and narrow ideas of freedom (the freedom to enter contracts) became aligned with the workings of Japanese licensed prostitution.

Using an in-depth case study of Albania and its two main destination countries, Italy and Greece, the book demonstrates that instead of being viewed as a linear path between origin and destination, migration should be seen as a segmented, or cyclical pattern that may involve several localities and more than two countries. Characterised by important previous historical, social, economic and political linkages, geographical proximity but also high migration volatility and sustained flows in either directions, Albanian migration to Italy and Greece offers an optimal case study for analysing complex return, reintegration and mobility processes. While interesting as a unique regional migration system, the lessons learned cast light on important migration and mobility dynamics that are relevant for labour migration in Europe, also from other important migrant origin countries in the EU’s neighbourhood such as for instance Morocco or the Ukraine.     Description: Covid-19 and the Global Political Economy investigates and explores how far and in what ways the Covid-19 pandemic is challenging, restructuring, and perhaps remaking aspects of the global political economy. Since the 1970s, neoliberal capitalism has been the guiding principle of global development: fiscal discipline, privatisations, deregulation, the liberalisation of trade and investment regimes, and lower corporate and wealth taxation. But, after Covid-19, will these trends continue, particularly when states are continuing to struggle with overcoming the pandemic and violating one of neoliberalism’s key principles: balanced budgets? The pandemic has exposed the fragility of the global political economy, and it can be argued that the intensification of global trade, tourism, and finance over the past 30 years has facilitated the spread of infectious diseases such as Covid-19. Economies in lockdown, jittery markets, and massive government spending have therefore caused a re-evaluation. This volume brings together leading and upcoming critical scholars in international relations and international political economy to provide novel, timely, and innovative research on how the Covid-19 pandemic is impacting (and will continue to impact) the global economy in important dimensions including state fiscal policy, monetary policy, the accumulation of debt, health and social reproduction, and the future of austerity and the fate of neoliberalism. This book will be of great interest to students, scholars, and experts in the fields of international relations and international political economy, as well as history, anthropology, political science, sociology, cultural studies, economics, development studies, and human geography.

The Moscow court sourced pharmaceuticals from Asia, Africa, Western Europe, and the Americas, in addition to its own sprawling empire, to heal its ailing tsars. Mixing Medicines explores the dynamic and complex world of early modern Russian medical drugs, from its enthusiasm for newly imported American botanicals to its disgust at Western European medicines made from human corpses. Clare Griffin draws from detailed apothecary records to shed light on the early modern Russian Empire’s role in the global trade in medical drugs. Chapters follow the trade and use of medical ingredients through networks that linked Moscow to Western Europe, Asia, and the Americas; the transformation of natural objects, such as botanicals and chemicals, into medicines; the documentation and translation of medical knowledge; and Western European influence on Russian medical practices.     Description: This book examines the politics of Banking Union and EMU reform in the EU, and draws lessons for what it means for international politics, both in Europe, and for international relations more broadly. It demonstrates that most of the reforms in Europe to break free of the Eurozone and banking crises in which Europe continues to find itself focus on building up the capacities of national authorities rather than European ones. The result is that national authorities remain largely in control of the decisions and funds that are to be deployed to prevent economic disaster if a single EU bank fails. The likely outcome is an accelerated balkanization of the European market for the foreseeable future. The book also contends that power politics, and realism in particular, is a defining feature of European politics with coercion and enforced national responsibility at the demand of Germany; the dominant form of institution-building that established the responsible sovereignty model, and shut down the possibility of alternatives. In making this case, the book demonstrates that the dominant view in international relations, that power politics best explains the behaviour of states, also apply to the EU. This text will be of key interest to scholars and students of the Eurozone crisis, EU politics, economic policy, and more broadly to political economy, public policy and international relations.

    Description: Bua and Bussu's (2021) article charted transitions between democracy-driven and governance-driven institutional reforms in the case of Barcelona. Their work is useful in identifying dynamism and tipping points shifting between elite-led and bottom-up forms of democratic governance. Building on this work, this chapter adds comparative analytical leverage to Bua and Bussu's insights by comparing the paradigmatic cases of “democracy-driven governance” in Barcelona (Spain) and “governance-driven democracy” in Nantes (France). Based on an analytical framework derived from previous work explaining the institutionalisation of participatory governance (Bussu 2012; Fung and Wright 2003; Heller 2001), the chapter develops knowledge as to the conditions under which DDG-like forms of participatory governance develop, flourish and are sustained or undermined. Nantes and Barcelona are appropriate cases because they have governance histories and contextual features but vary on the recent development of DDG in Barcelona and the sustenance of GDD in Nantes. This chapter explains this divergence, seeking to identify conditions that support DDG.

    Description: Parliaments are complex and pluralistic organizations. They are called upon to represent political and territorial diversities and to cover at least potentially any subject matter. In the case of bicameral parliaments, the level of complexity is at least doubled, as the internal structure is duplicated in two parallel Houses: these may either be of similar or of dissimilar composition, they usually hold different functions and act independently from one other. This chapter aims to provide a comparative analysis of the various solutions that parliaments have arrived at in addressing this universal challenge. It presents an overview of the three main formats resulting from the comparative analysis of bicameral parliamentary administrations. The chapter analyses the features of each of these formats, examining the motivations behind choices in favour of a more divided or a more integrated administrative arrangement in bicameral parliaments.

Beginning by addressing the idea of a 'paradox of desire', whereby we must desire to end desire, the varieties of desire that are articulated in the Pali texts are examined. An exploration of the concept of ditthi(view or opinion) is also provided, exploring the way in which 'holding views' can be seen as analogous to the process of desiring.     Description: This chapter introduces Discourse Network Analysis (DNA). DNA argues that actors are communicative agents that discursively seek to promote their policy preferences in a contested domestic political arena, by building coalitions of like-minded. Thus, DNA bridges the gap between Foreign Policy Analysis (FPA) and public policy by integrating domestic politics into the analysis of foreign policy decision-making. DNA rests on two methodological approaches. First, it uses qualitative content analysis for gathering and coding the statements of actors. Second, it utilizes social network analysis to link statements and actors in networks, and thus makes discursive strategies and processes of coalition-building visible. To illustrate the applicability of DNA to FPA, this chapter discusses the debates in the British House of Commons on the Iraq War of 2003.

By questioning the knowledge of climate change and subsequent labelling of people, this book will spark debate in studies of global climate politics and transnational policy networks. Rather than considering the issue of climate change as a given phenomenon, the author explores how the politicized knowledge of climate change has been produced in international negotiations and how that knowledge is transmitted from global forums to local country levels via climate change action plans and resilience projects. This book introduces the concept of multi-scalar knowledge brokers (MKBs) – individual actors who work at multiple levels (local, national, and international) to transmit the knowledge of climate change from global level to local level. The author uses the primary case study of Bangladesh to demonstrate how the dominant actors in global climate politics – the Intergovernmental Panel on Climate Change (IPCC), the United Nations Framework Convention on Climate Change (UNFCCC), and the World Bank, as well as the USA and the UK – interact with the government and local NGOs in Bangladesh regarding transmitting the knowledge of climate change, labelling the uprooted people, and implementing resilience projects. He was assassinated in Casablanca by French counter-terrorists in June 1955, a 'turning point' event which pushed the French government to grant independence to Morroco. Was he a rabble-rouser, a demagogue, a betrayer of French interests at home and overseas or a reformer, a patriot, a hero of the anti-German resistance, and a champion of Franco-Moroccan solidarity?

    Description: Examining Russia–EU relations in terms of the forms and types of power tools they use, this book argues that the deteriorating relations between Russia and the EU lie in the deep differences in their preferences for the international status quo. These different approaches, combined with economic interdependence and geographic proximity, means both parties experience significant difficulties in shaping strategy and formulating agendas with regards to each other. The Russian leadership is well aware of the EU’s "authority orientation" but fails to reliably predict foreign policy at the EU level, whilst the EU realizes Russia’s "coercive orientation" in general, but cannot predict when and where coercive tools will be used next. Russia is gradually realizing the importance of authority, while the EU sees the necessity of coercion tools for coping with certain challenges. The learning process is ongoing but the basic distinction remains unchanged and so their approaches cannot be reconciled as long as both actors exist in their current form. Using a theoretical framework and case studies including Belarus, Georgia and Ukraine, Busygina examines the possibilities and constraints that arise when the "power of authority" and the "power of coercion" interact with each other, and how this interaction affects third parties.

    Description: This book examines how the Ming state transformed the multi-ethnic society of Yunnan into a province. Yunnan had remained outside the ambit of central government when ruled by the Dali kingdom, 937-1253, and its foundation as a province by the Yuan regime in 1276 did not disrupt Dali kingdom style political, social and religious institutions. It was the Ming state in the fourteenth to seventeenth centuries through its institutions for military and civilian control which brought about profound changes and truly transformed local society into a province. In contrast to other studies which have portrayed Yunnan as a non-Han frontier region waiting to be colonised, this book, by focusing on changes in local society, casts off the idea of Yunnan as a border area far from civilisation.

    Description: This edited volume presents a compendium of emerging and innovative studies on the proliferation of new working spaces (NeWSps), both formal and informal (such as coworking spaces, maker spaces, fab labs, public libraries, and coffee shops), and their role during and following the COVID-19 pandemic in urban and regional development and planning. This book presents an original, interdisciplinary approach to NeWSps through three features: (i) situating the debate in the context of the COVID-19 pandemic, which has transformed NeWSp business models and the everyday work life of their owners and users; (ii) repositioning and rethinking the debate on NeWSps in the context of socioeconomics and planning and comparing conditions between before and during the COVID-19 pandemic; and (iii) providing new directions for urban and regional development and resilience to the COVID-19 pandemic, considering new ways of working and living.
