    Beschreibung: The production of green hydrogen in Germany is more competitive than expected compared to imports. This is the key finding of a meta-analysis conducted by the Wuppertal Institute on behalf of the North Rhine-Westphalia Association for Renewable Energies (Landesverband Erneuerbare Energien NRW). The hydrogen study focuses primarily on the year 2030 and beyond - and confirms the advantages of green hydrogen produced in Germany from domestic renewable energies, especially when the evaluation is viewed from a holistic system perspective.

    Beschreibung: The food system faces a multitude of challenges, including high greenhouse gas emissions, threats to biodiversity, increased diet-related diseases due to unbalanced diets, and socially problematic complex supply chains. This requires not only a transformation of the agricultural economy but also a change in the diet and lifestyles of all consumers. Developing and using digital and technological innovations can help to solve these challenges. In this context, the study provides impulses on how digitalisation can contribute to transforming production and consumption and which prerequisites have to be given to achieve this. The study describes the approaches for digitalisation along the value chain. These include optimising the use of resources in agriculture - for example with the help of smart farming - and supporting consumers with digital tools and assistance systems - such as apps designed to support grocery shopping. In addition, new business models and a better connection between production and consumption processes are also possible. This includes, for example, new digital sales channels or tracking and communicating sustainability indicators such as CO2 emissions across all steps of the value chain in order to enable all stakeholders to take reliable action.

    Beschreibung: 22 years are left until the German target for climate neutrality should be reached. For the industrial sector, this implies a fundamental change and an acceleration of emission reduction, as from 2000 to 2021 the sector has reduced its greenhouse gas (GHG) emissions by only 13% (ERK, 2022). For the large structures, plants and assets that are characteristic for the energy intensive industrial sectors, the timespan implies no room for delay. One sector facing particular challenges is the chemical industry. Here, fossil resources are used not only for energetic purposes but for feedstock as well, in the petrochemical industry in particular. The efforts made in the petrochemical sector thereby not only affects the sectors own emissions, but the chemicals value chain at large, including the management of end-of-life products. The dependency on energetic resources for material use also means that there is a particular connection from the chemical industry to the energy system at large, which also entails special consideration. The chemical industry also has a particular relevance to the Antwerp-Rotterdam-Rhine-Ruhr-Area (ARRRA) which hosts several large petrochemical clusters in Germany as well as the Netherlands and Belgium, with complexly interlinked production chains. In reaching the climate targets, these regions especially face significant changes and may have the opportunity to position themselves as frontrunners for industrial transformation. That is, if a successful strategy can be found. In the recent years, numerous scenario analyses and roadmaps have been released drawing out pathways for chemical industries to develop in line with national and international climate targets. This can entail mapping of technological options, important prerequisites, particular challenges as well as important opportunities and timeframes. This meta-analysis summarizes and compares the findings of some of the most recent previous works at the national, European and global level. As the goal is to investigate the various strategic options and development paths for Germany and the ARRRA, it has a particular focus on roadmaps for Germany, the Netherlands and Belgium. It takes a quantitative as well as qualitative approach, looking both at resource and production volumes, different emission reduction strategies relative importance, as well as policy recommendations and other important framework conditions. A particular focus is put on the use of non-fossil feedstocks to reduce emissions.

    Beschreibung: Established in 2016, the German-Japanese Energy Transition Council (GJETC) strives to promote bilateral cooperation between Germany and Japan on energy transition. Among other studies and topical papers, an output paper in 2020 (Rauschen et al., 2020) already compared the energy efficiency in buildings in both countries with a particular focus on heating and cooling. One important finding of this output paper was that further efforts in the building sector are needed to improve the energy efficiency of buildings in Germany and Japan. Following the more ambitious climate protection targets in both countries, this study seeks to analyze the German and Japanese policies put in place to accelerate the decarbonization of the building sector. The decarbonization of the vast number of buildings that both Japan and Germany are facing will be a major contribution to achieving the GHG reduction targets of both countries and should continue to be discussed among experts and developed into a discussion among policy makers. This report examines and compares the characteristics of the building stock in both countries, as well as existing policies and new strategies and policies that are planned or discussed to achieve energy conservation and decarbonization of buildings. The current shape of buildings, especially houses, is greatly influenced by the land area of the country corresponding to the available space for buildings, the natural environment surrounding the country, the natural resources available, and the lifestyle and cultural ideas that have been passed down and taken root over time. Therefore, it might be difficult to compare them and the corresponding strategies and policies with the same yardstick, so we also discuss common or deviant situations. Through this joint research, we aim to find each other's advantages and challenges and to develop useful and concrete policy recommendations that will contribute to decarbonization policies in both countries.

    Beschreibung: The idea for the Green Recovery Tracker was born in spring 2020 when governments started making announcements on economic Corona recovery measures. From a climate and resilience perspective it is key that those recovery packages, investments and subsidies are in line with long-term climate and sustainability targets. Thus, recovery packages should not only boost the economy in the short-term, but also strike the path to a just transition towards climate neutrality. Against this background, Wuppertal Institute and E3G have launched the Green Recovery Tracker project in late summer 2020 to shed light on the following questions: What can be considered an effective green recovery? What are good examples, which can be used as an inspiration for recovery programs aiming to support sustainable development? Where do the individual Member States stand with respect to aligning their recovery activities with the climate policy agenda? In this report, you will find our Methodology as well our Policy Briefing highlighting our key takeaways of our country and sectoral analyses. It further includes a section on "What can we learn from our experience with the Green Recovery Tracker?".     Beschreibung: Within the Shaping Digitalisation project, we aim to highlight and discuss the opportunities that digitalisation can bring to Germany. In particular, we are discussing three stand-out areas where action is most needed to achieve ecological transformation: mobility, the circular economy, and agriculture and food. This report addresses the second area in need of action. Up until now, discussions on the circular economy have been limited to recycling and the re-use of materials. We must expand the scope of these discussions to include new, resource-efficient business models and the comprehensive transformation of value chains and industrial structures. Our analysis has found that digitalisation is indispensable for this transformation if used properly. We hope this report will provide the impetus needed to kick-start a climate- and resource-friendly industrial transformation in Germany. Here, we have incorporated the findings of our interdisciplinary workshop on "Shaping the Digital-Ecological Industrial Transformation - Business Models and Political Framework Conditions for Climate and Resource Protection" that was attended by experts from international research institutes, civil organizations, public authorities, and private companies.

    Beschreibung: On the basis of a literature research, this subtask develops a conceptional framework for a common understanding of CE within the project team and for the following work packages and tasks. After a brief introduction into the objectives and the context of a circular economy, a more elaborated look into the necessity of an explicit understanding of CE, the objectives, the spatial perspective of CE and the specific challenges within the CICERONE context will be done, in order to develop a basis for a common understanding within the project context. Circular economy can and has to be understood as an (eco-)innovation agenda. Therefore, the paper investigates the role policy has to play to support innovation for a CE transition, for creating the framework conditions and why CE has also to be build from the ground up. Finally, the paper looks from two perspectives at emerging trends and business models in a CE to sketch next steps towards the transition in a selection of central sectors. Conclusions are drawn on the basis of the insights gained by the preceding chapters.

    Beschreibung: A main goal of this study - which also functions as deliverable 210078-D07 of the Circular Economy Beacons (CEB) project - is to evaluate currently available frameworks that measure and operationalise Circular Economy (CE), with a particular focus on the urban context. The regional focus lies on the Western Balkan region, which is at the centre of the project. Such "Urban Circularity Hotspot Frameworks" (UCHF) aim at providing decision support for policy makers, companies, citizens etc. regarding the transition to CE within cities. Based on the analysis of different frameworks, suggestions are derived regarding UCHF suitable for the specific characteristics of Western Balkan municipalities, i.e. a Circular Economy Beacons Urban Circularity Hotspot Framework (CEB-UCHF) ready for short-term implementation.

    Beschreibung: The challenges and also potentials of the energy transition are tremendous in Germany, as well as in Japan. Sometimes, structures of the old energy world need "creative destruction" to clear the way for innovations for a decarbonized, low-risk energy system. In these times of disruptive changes, a constructive and sometimes controversial dialog within leading industrial nation as Japan and Germany over the energy transition is even more important. The German-Japanese Energy Transition Council (GJETC) released a summarizing report for the first project phase 2016-2018. It includes jointly formulated recommendations for politics as well as a controversial dialogue part. The Council jointly states and recommends that: Ambitious long-term targets and strategies for a low-carbon energy system must be defined and ambitiously implemented; Germany and Japan as high technology countries need to take the leadership. Both countries will have to restructure their energy systems substantially until 2050 while maintaining their competitiveness and securing energy supply. Highest priority is given to the forced implementation of efficiency technologies and renewable energies, despite different views on nuclear energy. In both countries all relevant stakeholders - but above all the decision-makers on all levels of energy policy - need to increase their efforts for a successful implementation of the energy transition. Design of the electricity market needs more incentives for flexibility options and for the extensive expansion of variable power generation, alongside with strategies for cost reduction for electricity from photovoltaic and wind energy. The implementation gap of the energy efficiency needs to be closed by an innovative energy policy package to promote the principle of "Energy Efficiency First". Synergies and co-benefits of an enhanced energy and resource efficiency policy need to be realized. Co-existence of central infrastructure and the growing diversity of the activities for decentralization (citizens funding, energy cooperatives, establishment of public utility companies) should be supported. Scientific cooperation can be intensified by a joint working group for scenarios and by the establishment of an academic exchange program.

    Beschreibung: The German-Japanese Energy Transition Council (GJETC) was established in 2016 by experts from research institutions, energy policy think tanks, and practitioners in Germany and Japan. The objectives and main activities of the Council and the supporting secretariats are to identify and analyze current and future issues regarding policy frameworks, markets, infrastructure, and technological developments in the energy transition, and to hold Council meetings to exchange ideas and propose better policies and strategies. In its second project phase (2018-2020), the GJETC had six members from academia on the Japanese side, and eight members on the German side, with one Co-Chair from each country. From October 2018 to March 2020, the GJETC worked on and debated six topics: 1) Digitalization and the energy transition. 2) Hydrogen society. 3) Review of German and Japanese long-term energy scenarios and their evaluation mechanism. 4) Buildings, energy efficiency, heating/cooling. 5) Integration costs of renewable energies. 6) Transport and sector coupling. The outputs and the recommendations of the second phase of the GJETC are summarized in this report.

    Beschreibung: In the coming years, we must set a course that will allow as to protect our climate, reduce resource consumption, and preserve biodiversity. A profound ecological system change is on the horizon in all central areas of action of the economy and society, or transformation arenas. Digitalisation is a prerequisite for the success in this change and will impact these arenas at multiple levels: Digital technologies and applications will make it possible to improve current procedures, processes, and structures (Improve) and help us take the first steps towards new business models and frameworks (Convert). Despite this, digitalisation itself must be effective enough to facilitate a complete ecological restructuring of our society and lives to achieve more far-reaching economic transformation and value creation (Transform). The ability to obtain, link, and use data is a basic prerequisite for tapping into the potential of digitisation for sustainability transformation. However, data is not a homogeneous raw material. Data only gains value when we know the context in which it was collected and when we can use it for a specific purpose. The discussion on what structures and prerequisites are necessary for the system-changing use of data has only just begun. This study was conducted to serve as a starting point for this discussion as it describes the opportunities and prerequisites for a data-based sustainability transformation. This study focuses on environmental data, data from plants, machines, infrastructure, and IoT products. Our task will be to increase the use this data for systemic solutions (system innovation) within transformation arenas where different stakeholders are working together to initiate infrastructure, value chain, and business model transformation.

    Beschreibung: The project "Plastic Credits - Financing the Transition to the Global Circular Economy" supports the implementation of a waste management structure in India's rural regions. By that it aims to improve the current waste collection and treatment structures in the pilot regions Goa, Maharashtra, and Kerala. Herein, the project focuses on low value plastics (LVP), and especially multi-layer plastics (MLP), that have no market value. In order to analyze the environmental impacts of the project, an Environmental Impact Assessment (EIA) was conducted. The considered environmental components comprise: greenhouse gas emissions, usage of primary resources, impacts on marine and terrestrial wildlife, standard of living, and economic costs.

Next, complete digitalisation will pave the way for new business models and framework conditions (Convert). Finally, comprehensive transformation of the economy and value creation will ensure the effective reorientation of society and lifestyles towards sustainability (Transform). This last step is critical for a successful ecological transformation, or a "green transformation", must be placed front and centre during international debate. Through this report, we aim to highlight and discuss the opportunities that digitalisation can bring to Germany. In particular, we will discuss three exemplary areas of ecological transformation where action is necessary: 1) A digital and circular economy that uses data to increase resource efficiency. 2) Intelligent, sustainable mobility that connects us in eco-friendly ways. 3) Transparent transitions towards sustainable food chains and agriculture.     Beschreibung: Two thirds of today's world trade is based on global value chains and supply networks. Purely regional supply chains have become less important in recent decades. The effects of these globalised structures are manifold. On the one hand, they promote employment and generate prosperity. On the other hand, they are beset by extreme social, ecological and economic imbalances. The COVID-19 pandemic has demonstrated the fragility of existing supply chain systems. The lockdown continues to disrupt complex supply chains and many problems of existing production and consumption continue to worsen. COVID-19 is one example of the crises that can shake globally networked supply chains in the short term. Other crises, such as climate change, develop more insidiously and are less immediately recognisable. Different as they are, such crises have one thing in common: they highlight the vulnerability of global social and economic structures and illustrate the impact of global trade on the regions and people of the world. This is precisely where global sustainability strategy comes in - it aims to fundamentally reduce differences and inequalities in opportunities and quality of life. The COVID-19 pandemic has forced the entire world into upheaval, creating an opportunity to make sustainability a central political resilience strategy. In the wake of the Corona pandemic, the discussion about resilient communities has flared up. In order to guarantee supply in the face of such crises, these should be more strongly regional and circular in their economic approach and global and sustainable in their perspective. The aim should be sustainable, transparent, non-exploitative supply chains that guarantee the security of supply to cover basic needs and public services despite sudden changes and crises. This discussion paper draws a future scenario of globally cooperative, circular regional economies that fundamentally reduce global inequalities in opportunities and quality of life, while at the same time permanently preserving the natural foundations of life.

    Beschreibung: More and more companies are announcing their intention to become climate-neutral and numerous companies already offer climate-neutral products or services: From climate-neutral parcel delivery to air travel. But what exactly do the companies' net-zero targets mean? Is the target set ambitious? And what role does offsetting play, i.e., purchasing carbon credits that are accounted against the company's own climate target? The approaches behind the proclaimed targets are often difficult to understand. Against this background, this Zukunftsimpuls provides ten recommendations for the definition and implementation of neutrality targets. Among other things, the authors advocate the use of a robust database as the basis for net-zero targets, emphasize the importance of transparent communication, and highlight the role that offsetting should play. Purchased carbon credits should make as limited a contribution as possible for meeting climate targets and should only be used to offset emissions that cannot be reduced or avoided. More generally, net-zero targets should not be made the sole criterion for ambitious climate strategies. Rather, they are a building block of a much more comprehensive strategy of corporate climate action.

    Beschreibung: Given that over 50% of Myanmar's urban inhabitants and nearly 75% of the rural population lack access to adequate electricity, the country's development agenda includes electrification as a key policy goal. The government's National Electrification Project (NEP) aims to reach 100% household electrification by 2030. To achieve this ambitious target, the government of Myanmar has established a set of strategic electrification priorities. The primary focus is to electrify the country through extension of the national grid and construction of large power plants based on fossil fuels and renewable energy. For decades, decentralised energy solutions have played a niche role in Myanmar's electrification journey. Local developers have constructed thousands of nominal "mini-grids", powered by a range of sources, including water, diesel, and solar. With the support of local communities, these initiatives provide positive stimuli for the social and economic development of villages across the country. To achieve its electrification goals, the NEP includes a segment to promote the development of new mini-grids through a set of subsidies and private sector cooperation initiatives. These target remote regions, which are difficult to electrify through extension of the main grid. This report takes an in-depth look at decentralised electrification through community-based mini-grids with a focus on renewable energy. The aim is to provide insights into the potential role of sustainable electrification and to identify both enabling and limiting factors related to the institutional and policy landscape (macro), as well as the local conditions (micro). It also aims to explore whether the cooperative model is a suitable organisational framework for the operation of mini-grids in Myanmar. The results of the study will help to inform policymakers and supporters of decentralised electrification about the potential role for cooperatives and provide ways to improve the operating environment for sustainable, community-based mini-grids.

    Beschreibung: The European Union (EU) has established that the goal of achieving climate neutrality by 2050 as a key driver of innovation and growth for industry and the economy in the EU. In addition to offering great opportunities, this also poses considerable challenges for the European economy and, for the most part, for basic industries, which are particularly emission-intensive and face strong international competition. An integrated climate and industry strategy is of central importance to protecting the climate, since the production of steel, cement, basic chemicals, glass, paper, and other materials in the EU and worldwide accounts for roughly one fifth of total greenhouse gas emissions. Even in a greenhouse gas-neutral future, we will not be able to fully eliminate our need for these materials. At the same time, it is particularly challenging to produce these materials without creating emissions given the state of technology and the necessary infrastructures. This applies above all to the question of how large amounts of green energy, including electricity and hydrogen, can be produced at competitive prices. Analyses show that despite the considerable costs involved in process changeover, the costs of transforming the raw materials industry are acceptable to society as a whole, given that the additional costs usually only increase the price of the end products by a few percentage points. However, in the case of crude steel or cement, the price would increase by between one third and 100 per cent. Since almost all raw materials manufacturers face strong global market competition, in most cases they are not able to bankroll the investments in climate-neutral production and the required energy infrastructure without outside support. This paper outlines an integrated climate industrial policy package that allows the EU to utilise its existing technological leadership in many of these industries to build a greenhouse gas-neutral raw materials industry.

    Beschreibung: In the context of the German-Korean Energy Policy Dialogue, integration of renewable power sources and smart grids have been identified as topics with high relevance. This study aims to support mutual learning and exploration of new fields for collaboration by identifying similarities and differences in the respective status quos, strategies and policies in both countries. After a short introduction to the South Korean energy situation, Chapter 2 provides an overview of the South Korean power market, its situation regarding renewable power sources and the Korean definition of smart grids. Chapter 3 of this study highlights the major South Korean energy strategies and regulatory frameworks relevant to integration of renewable energies and smart grids. In Chapter 4, the status and perspectives of renewable energy sources integration and smart grids in South Korea are discussed, presenting various demonstrative examples, new business models and the current situation of technology deployment. Chapter 5 puts South Korea in the global context and compares it to Germany. Finally, Chapter 6 draws conclusions and presents recommendations on suitable areas for mutual learning.

    Beschreibung: Germany's waste management system is one of the world's most advanced - its primary objective is to dispose of waste in a way that is safe for both people and the environ- ment. However, only about 14 per cent of the raw materials used in industry are derived from recycling processes; the remainder are still sourced from primary materials. The circular economy is not yet being implemented on a large enough scale. Recyclates or recycled materials, i.e. secondary raw materials recovered from waste, are being fed back into production and usage processes at volumes that are far below what is possible. If this system were to be improved, loss of value, dependence on volatile commodity markets, lower resource productivity, and externalities in the form of environmental pollution could be avoided. A drive towards digitalisation in industry and the waste management sector could make this happen. A study by the German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB) indicates that no other lead market in the environmental sector stands to benefit from digitalisation more than the circular economy - and that, at the same time, no sector has ever been so poorly positioned.

Both case studies have shown that technological solutions for low carbon development should be embedded in a well-developed institutional framework to foster their deployment and implementation.     Beschreibung: In spite of current multiple political crises, global warming will remain a prime issue on the global agenda. The adoption of the Paris Agreement in 2015 and its quick ratification in 2016 have created a strong momentum for worldwide action against climate change. As global greenhouse gas emissions must decline towards levels close to zero by the middle of the century, the rapid decarbonisation of energy systems is high on the agenda of most countries around the globe. This publication delivers insights into cutting edge research on the necessary transitions towards low carbon societies and by this aims to contribute to international as well as national policymaking. The topics covered in more than 20 concise original articles are among the most important issues for progressing solutions for climate change and sustainable development. The papers discuss recent findings and case studies in the following subject areas: Governance of the necessary long-term transitions in the context of potential known and unknown adverse developments; Policy instruments and strategies that allow for financing the transition to low carbon economies and, at the same time, respond to today's economic and social challenges; Integrated strategies for three of the most important arenas of global decarbonisation: Cities, as much of the change and necessary investment for low carbon societies must take place, be planned, be financed and be built in cities; industry, particularly the energy-intensive processing industries, which are at the core of society's metabolism and are responsible for a large and growing share of global emissions and science as a whole, which must become more solutions-oriented because the transitions needed will rely heavily on research providing solutions for technological as well as societal problems. As a contribution to these great challenges and at the request of the G7 Environment Ministers, the Low Carbon Society Research Network (LCS-RNet) acts as a forum aimed at fostering research and policymaking to jointly achieve decarbonised energy systems in countries around the world.     Beschreibung: This chapter discusses the question of ecologically differentiated value added taxes (VAT) as a tool to overcome tax-related cognitive barriers by connecting to an existing tax system. This is elaborated along several aspects: (a) The role indirect of consumption taxes for the economy, (b) the legal issues of the VAT system, (c) the EU harmonization efforts in this context, (d) the distributional implications of value added taxes. Following this, the chapter develops a proposal for a VAT reform (e). To this end, it looks at potential and existing differentiations between sectors, products and services, and product and service groups and turns to those consumption areas that are widely identified as particularly resource and carbon intensive and sets out how a harmonization of the overall system and an ecological differentiation in single consumption areas could be brought together. Potential impacts and effects are briefly discussed (f) and some conclusions are drawn (g). The subject addressed in the chapter is relevant from a policy perspective but mainly descriptive: It does not use innovative qualitative and quantitative tools.

    Beschreibung: How can renewable energy sources be efficiently integrated into the North African electricity systems? By using techno-economic modeling methods, this book explores optimized electricity system expansion pathways until the year 2030 for the five North African countries - Morocco, Algeria, Tunisia, Libya and Egypt. The results indicate that renewable energy integration is actually a viable business case for the entire region, if wind and solar capacities are properly planned in conjunction with the conventional generation system and under consideration of the country-specific electricity supply-/demand patterns. Further aspects featured in this publication are the impact of renewable power on the transnational electricity transmission system and the question how decision making processes about renewable energy strategies can be improved in the North African context. The book is a contribution to the scientific literature about energy issues in the Middle East and North Africa (MENA), but also seeks to address political and industrial practitioners concerned with the development of the region's renewable energy future.

    Beschreibung: Increasing concerns regarding the world's natural resources and sustainability continue to be a major issue for global development. As a result several political initiatives and strategies for green or resource-efficient growth both on national and international levels have been proposed. A core element of these initiatives is the promotion of an increase of resource or material productivity. This dissertation examines material productivity developments in the OECD and BRICS countries between 1980 and 2008. By applying the concept of convergence stemming from economic growth theory to material productivity the analysis provides insights into both aspects: material productivity developments in general as well as potentials for accelerated improvements in material productivity which consequently may allow a reduction of material use globally.The results of the convergence analysis underline the importance of policy-making with regard to technology and innovation policy enabling the production of resource-efficient products and services as well as technology transfer and diffusion.​

    Beschreibung: Only three days after the beginning of the nuclear catastrophe in Fukushima, Japan, on 11 March 2011, the German government ordered 8 of the country's 17 existing nuclear power plants (NPPs) to stop operating within a few days. In summer 2011 the government put forward a law - passed in parliament by a large majority - that calls for a complete nuclear phase-out by the end of 2022. These government actions were in contrast to its initial plans, laid out in fall 2010, to expand the lifetimes of the country's NPPs. The immediate closure of 8 NPPs and the plans for a complete nuclear phase-out within little more than a decade, raised concerns about Germany's ability to secure a stable supply of electricity. Some observers feared power supply shortages, increasing CO2-emissions and a need for Germany to become a net importer of electricity. Now - a little more than a year after the phase-out law entered into force - this paper examines these concerns using (a) recent statistical data on electricity production and demand in the first 15 months after the German government's immediate reaction to the Fukushima accident and (b) reviews the most recent projections and scenarios by different stakeholders on how the German electricity system may develop until 2025, when NPPs will no longer be in operation. The paper finds that Germany has a realistic chance of fully replacing nuclear power with additional renewable electricity generation on an annual basis by 2025 or earlier, provided that several related challenges, e.g. expansion of the grids and provision of balancing power, can be solved successfully. Already in 2012 additional electricity generation from renewable energy sources in combination with a reduced domestic demand for electricity will likely fully compensate for the reduced power generation from the NPPs shut down in March 2011. If current political targets will be realised, Germany neither has to become a net electricity importer, nor will be unable to gradually reduce fossil fuel generated electricity. Whether the reduction in fossil fuel use will be sufficient to adequately contribute to national greenhouse gas mitigation targets significantly depends on an active policy to promote electricity savings, continuous efforts to increase the use of renewables and a higher share of natural gas (preferably used in combined heat and power plants) in fossil fuel power generation.

    Beschreibung: Considering global warming, increasing commodity prices, and the dramatic consequences of the over-exploitation and overuse of resources, a transition to a renewable energy supply is necessary. This requires an (resource) efficient and renewable supply of operating reserve. In this article, a possible solution to this problem is analysed: the Desertec concept. It is meant to convert solar energy in areas with high solar irradiation into electrical energy by means of Concentrated Solar Power (CSP) transferring this energy by High Voltage Direct Current (HVDC) lines into the whole European Union Middle East and North Africa (EU-MENA) area. In order to assess the resource efficiency potential of Desertec, three different kinds of CSP plants (parabolic trough, Fresnel collector and central receiver of the building classes Inditep, Novatec and Solar Tres) including heat storage systems (Molten Salt and Phase-Changing-Material) and the necessary HVDC are analysed using the Material Input per Service Unit (MIPS) methodology. The assessment is accomplished for three different locations (Morocco, Tunisia and Egypt) and two points of time (2025 and 2050). With these results, a scenario of electricity supply in Germany in 2050 with a 20% share of solar power import is calculated. Central receivers are the most resource efficient ones: their consumption of abiotic materials is only half of parabolic trough plants and two thirds of Fresnel trough plants. Water and air consumption is the lowest of all analyzed CSP plants as well. The scenario for Germany's fuel mix in 2050 shows that a predominantly renewable fuel mix reduces the consumption of abiotic materials by 75%, of water by 60% and of air by 45%. Only the consumption of biotic materials rises due to the higher share of biomass conversion.

    Beschreibung: Multinational mining companies operating in Latin America increasingly publish sustainability reports which outline their contributions to sustainable development. Companies argue that reports help communities better understand the importance of the benefits created by mining. However, we argue that sustainabilityreporting can only play a role in improving a company's performance and reputation if the quality of the reported data is good enough to answer community-raised contentious issues and if such are tackled through a stakeholder engagement process which includes "anti-mining" groups. The paper examines a miningconflict in Argentina's Bajo de la Alumbrera open pit mine. The assessment is based on a content analysis of Alumbrera's Sustainability Report (SR), primarily from 2009, complemented with insights from the 2010 and 2011 reports. The study reveals that environmental and economic indicators are the most contentious and least reported. The reports examined only briefly acknowledge these issues, and fail to detail the procedures followed to identify and engage stakeholders.

    Beschreibung: Managing solid waste is one of the biggest challenges in urban areas around the world. Technologically advanced economies generate vast amounts of organic waste materials, many of which are disposed to landfills. In the future, efficient use of carbon containing waste and all other waste materials has to be increased to reduce the need for virgin raw materials acquisition, including biomass, and reduce carbon being emitted to the atmosphere therefore mitigating climate change. At end-of-life, carbon-containing waste should not only be treated for energy recovery (e.g. via incineration) but technologies should be applied to recycle the carbon for use as material feedstocks. Thermochemical and biochemical conversion technologies offer the option to utilize organic waste for the production of chemical feedstock and subsequent polymers. The routes towards synthetic materials allow a more closed cycle of materials and can help to reduce dependence on either fossil or biobased raw materials. This chapter summarizes carbon-recycling routes available and investigates how in the long-term they could be applied to enhance waste management in both industrial countries as well as developing and emerging economies. We conclude with a case study looking at the system-wide global warming potential (GWP) and cumulative energy demand (CED) of producing high-density polyethylene (HDPE) from organic waste feedstock via gasification followed by Fischer–Tropsch synthesis (FTS). Results of the analysis indicate that the use of organic waste feedstock is beneficial if greenhouse gas (GHG) emissions associated with landfill diversion are considered.

    Beschreibung: In rural areas, access to electricity is required for better living standard, enhance income options and reduce population migration. In last decades, steady progress has been made but the status of electrification significantly varies across countries. In developing countries, about 1.6 billion people live without electricity and another 2 billion have access but to an unreliable extent. Large population also live in remote areas where extension of grid is not feasible, where people continuing to live under distress conditions. International projections reveal that number of un-electrified people will remain same by the year 2030 if similar pace of electrification is continued in future.From this perspective, the study describes what bigger countries such as India, China and Brazil are doing and where rural electrification stands in priority in a poor country like Ethiopia. Is off-grid technologies show an option for such remote locations" The two case studies of Vietnam and South Africa reveal that work carried out through external support in the absence of national policies. As a result, people have experienced the benefits of technologies but unable to retain them in long term. Electricity has given various advantages but poor affordability of the people hinders the acceptance of technologies in rural areas.The study shows the need of a framework to achieve the long-term support for rural electrification. A framework that could direct the national priorities, understands social, economic and environmental aspects of off-grid technologies, identify key areas to be strengthen, allocates the roles and responsibilities at different working levels, maintains a consistent flow of adequate finance, pursue regular monitoring process and incorporate the monitoring results, or, critical success factors into the national policies to make them more effective. Both macro- as well as micro-level approaches have been suggested in this study.

    Beschreibung: This paper addresses future perspectives for the management of resources on an international level. Failures of international open markets result in significant material leakage. Here, taking the example of material used vehicles, we develop elements of an international metal covenant that should allow for a more sustainable management of global material flows in that area. Our proposal is based on two principles: any regulation should actively seek industry participation, taking advantage of business interest in supplying a sufficient quantity of materials while lowering materials costs; and it should also address public issues such as sustainability of recycling and waste. In this paper we first analyse contracts as a tool for bridging gaps in knowledge when multiple actors are involved. We then give empirical evidence for material leakage in the case of used vehicles from Germany, before outlining the elements of a proposed international metals covenant. Finally, we analyse potential impacts and discuss legal and institutional issues.

    Beschreibung: After considerable improvements of wastewater treatment, the loads of nutrients and plant protection agents, deriving from agriculture and heavy metals from urban drainages effluents as well as from erosion of agricultural soils are the main sources of nutrients and harmful substances in the loads of water bodies. The targets of the project were on the one hand the analysis of the political and legislative framework of both policy fields and on the other hand the evaluation of several, selected water protection measures with regard to their contribution to reduce water pollution, their economical effects as well as their political enforceability. The focus was laid on diffuse water pollution caused by agriculture. As main reasons for the diffuse water pollution stagnating at high level, the analysis of the political framework identified a lack of implementation discipline of water law, followed by the fragmented and insufficient water protection legislation itself and the previous design of the common agricultural policy slanted towards increasing productivity. For the future co-operation of agricultural and water authorities in implementation of their reforms and better definition of "Good Farming Practice" are recommended. The second investigation level focuses on the analysis and assessment of selected measures to reduce the input of nutrients and plant protection agents. This part was done with help of calculation models focussing on the specific cost/benefit ratios for water protection. In detail the following measures have been analysed: decoupling of direct payments, coupling of livestock farming to areas, tax on mineral nitrogen, pesticide levy, buffer stripes alongside of watercourses, all season crop cover on arable land, soil cultivation procedures, changing the use of arable land, optimisation of animal nutrition, optimisation of manure storage and application, co-operative agreements, education and training. Co-operations and water protection related education and training can be highly recommended, since they improve knowledge and freedom of action. As the results on county level show, the measure "Decoupling of direct payments" would not lead to appreciable changes as far as the nutrient surpluses on farmland is concerned. "Coupling livestock farming to areas" would decrease the surpluses substantially. For this measure and Tax on mineral nitrogen, varying adaptation reactions could be expected depending on the regional specialisation in cropping or livestock farming areas. On single farm level the measures, protein adapted feeding, optimisation of manure storage and application showed the best cost-efficiency to reduce nutrient surpluses. All season crop cover on arable land and conservation tillage are highly efficient, too, and should be included in farming practice. A stronger limitation of livestock density could mean a reduction of manure, but the implementation of this measure would lead to high losses of income for farmers specialised in animal production. For reduction of diffuse water pollution caused by urban drainage political approaches as well as detailed technical measures are examined. In the area of urban drainage storm water management (especially infiltration and constructed wetlands), unsealing of paved areas and small wastewater treatment structures (for phosphorus reduction) showed best cost-effectiveness.

    Beschreibung: The paper analyzes a Bolivian region for possible cultivation of the oil plant Jatropha curcas for sustainable biodiesel production in order to replace in part Bolivia's diesel imports. The specific site for this study is located in the dry region of Gran Chaco in Santa Cruz. The aim of this work is to analyse the potential of useable land and resources for sustainable biodiesel production from Jatropha without competition with edibles production using economic, environmental and social criteria. In addition the article introduces Jatropha as one of the preferred oil plants for biodiesel production in several countries and indicates its different uses. The recommendation to cultivate Jatropha for biodiesel production is based on an exploration of the possibility of land use in the selected region and the benefits Jatropha production could offer. In this manner a sustainable cultivation of Jatropha in the region of Gran Chaco is recommended to produce biodiesel and to improve some of the environmental problems facing the region.

    Beschreibung: The analysis of different global energy scenarios in part I of the report confirms that the exploitation of energy efficiency potentials and the use of renewable energies play a key role in reaching global CO2 reduction targets. An assessment on the basis of a broad literature research in part II shows that the technical potentials of renewable energy technologies are a multiple of today's global final energy consumption. The analysis of cost estimates for renewable electricity generation technologies and even long term cost projections across the key studies in part III demonstrates that assumptions are in reasonable agreement. In part IV it is shown that by implementing technical potentials for energy efficiency improvements in demand and supply sectors by 2050 can be limited to 48% of primary energy supply in IEA's "Energy Technology Perspectives" baseline scenario. It was found that a large potential for cost-effective measures exists, equivalent to around 55-60% of energy savings of all included efficiency measures (part V). The results of the analysis on behavioural changes in part VI show that behavioural dimensions are not sufficiently included in energy scenarios. Accordingly major research challenges are revealed.

    Beschreibung: The article assesses the material footprints of households living on a minimum amount of social benefits in Finland and discusses the consequences in terms of ecological and social sustainability. The data were collected using interviews and a questionnaire on the consumption patterns of 18 single households. The results are compared to a study on households with varying income levels, to average consumption patterns and to decent minimum reference budgets. The low-income households have lower material footprints than average and most of the material footprints are below the socially sustainable level of consumption, which is based on decent minimum reference budgets. However, the amount of resources used by most of the households studied here is still at least double that required for ecological sustainability. The simultaneous existence of both deprivation and overconsumption requires measures from both politicians and companies to make consumption sustainable. For example, both adequate housing and economic mobility need to be addressed. Measures to improve the social sustainability of low-income households should target reducing the material footprints of more affluent households. Furthermore, the concept of what constitutes a decent life should be understood more universally than on the basis of standards of material consumption.

    Beschreibung: Current production and consumption patterns remain unsustainable: Global economic growth reaches planetary boundaries and puts increasing pressure on the world's natural resources. Whereas most economic actors just react to environmental pressures, proactive market actors and other non-governmental organisations, e.g. greentec firms or fair trade organisations, turn them into market opportunities or even create standards or certification schemes as promising problem-solving market instruments in global value chains. However, how legitimate are standards and certification schemes developed by collaborating non-state actors for sustainability in global value chains? What are conditions for the success of those market-based governance mechanisms? This paper discusses the legitimacy and effectiveness of standard setting in the case of palm oil and focuses on the Roundtable of Sustainable Palm Oil (RSPO) as the first global standard setting initiative in this respect. Conditions for the success of sustainability standard setting in global value chains are identified based on the concept of non-state market-driven (NSMD) governance, based on literature review and expert interviews on standard setting. Results from the case study on RSPO highlight strengths and weaknesses of its standard setting process in the light of increasing market demand for palm oil.

After decades of successful large-scale operating experiences in South Africa, CtL activities in the United States, China and Germany have been fanned by the high oil price in the last years. However, CtL indicates negative techno-economic and resource-related features, such as high capital costs, high greenhouse gas discharges and high water consumption. Therefore, the technology's diffusion strongly depends on a favourable framework of policies and strong technology advocates. Daniel Vallentin analyses interdependencies between technical and non-technical parameters affecting the diffusion of CtL technologies in the United States, China and Germany. Applying the inter-disciplinary technological system approach, he identifies factors which determine the market prospects of CtL in these countries, including costs, the geographic distribution of coal reserves, actor constellations and technology, energy and climate policies. At the end of his study, he derives general conclusions with regard to driving forces and barriers for CtL diffusion. As the investigated countries are major consumers of energy and belong to the world's largest emitters of greenhouse gases, their strategies in substituting crude oil based fuels are of utmost global relevance. Therefore, Vallentin's study is recommended to experts, planners, decision-makers, and politicians in the field of climate and resource protection.

    Beschreibung: Material flows induced by national economies can be regarded as indirect pressure indicators for environmental degradation. Economy-wide material flow analysis and indicators have been designed to monitor material and energy flows at the macroeconomic level and to provide indicators, which could contribute to management of resourceuse and output emission flows from both economic, environmental and broader sustainability points of view. These indicators can serve various purposes including monitoring the material basis of national economies and related environmental pressures, assessment of the material and resource productivity and monitoring the implications of trade and globalisation. The main part of this paper compares the material and resourceuse of the Czech Republic, Germany and the EU-15 by means of DMI and TMR indicators over the period of 1991–2004 (1991–2000 for EU-15). At the aggregate level both indicators in all three economies do not show any clear decreasing or increasing trends over the period considered. This means that environmental pressure related to use of materials for production and consumption purposes remains rather stable. All the economies however, recorded an increase in the efficiency of transforming the material/resource inputs into economic output. The analysis further revealed that most of the dynamics of DMI and TMR in the Czech Republic tended towards a higher similarity with Germany and the EU-15. In the future, further decreases in DMI as well as in TMR of fossils fuels might be expected in the Czech Republic, which could be counteracted by increase in DMI and TMR of metal ores/metal resources and non-metallic minerals/non-metallic resources. The future development of total DMI, TMR and material/resource intensity in both the Czech Republic and Germany will depend on further shifts to less material intensive industries and services and on increasing material efficiency in production and consumption of particular products. This is not only a technological, but also a social challenge, as there are barriers in current mode of governance and in shaping of current economic and social systems to do so.

    Beschreibung: The ongoing increase of the world population entails huge challenges for all countries' agro-food systems. Agriculture has to satisfy growing food requirements both in quantitative and qualitative terms, but the on hand natural resource stock is quickly depleting. Moreover, food production and energy production from biomass are competing for land. The thesis aims at measuring the environmental impact of nutrition in three agri-food systems. The study considers the amount of natural resources used in the production and consumption of food along its life-cycle. It is featured in two parts. In the first one the analysis is restricted to the supply chain of food, and provides a sustainability rating of thirty-seven products, grown through different agricultural practices. The second analysis takes into consideration all the value chain according to three paradigms of agri-food systems. They refers to different models of food production and consumption, observed in Italy. The first one is the dominant paradigm, including conventional and intensive farming practices, long and globalized food chains, retailing in supermarkets. The other models refer to Alternative Food Networks (AFN). The first is the GAS (Gruppi di Acquisto Solidali) initiative, i.e. solidarity purchasing groups, that manage collectively the purchasing of organic food and natural manufactured products mainly from local enterprises and farmers. They aim at accessing high quality and naturally grown food, avoiding the retailing passage and ensuring a fair price to the farmers. The third model refers to UPM (Un Punto Macrobiotico), an international association established in the Marche region in 1980. It manages and controls an entire food chain, since the agricultural production, based on the post-organic technique "Ma-Pi polyculture", till the food purchasing and catering, in sixty-three restaurants spread in the Italian territory. UPM is a very consumer-oriented food chain, in which a very exigent demand (in terms of food naturality and healthiness) drives the agricultural production towards the minimization of the external inputs employment. A further model concerns the reduction of the "Food Miles", i.e. the kilometres covered by food, since the dominant paradigm. Thus, in this model the distances are reduced by an average 90%, while the production practices do not change. The methodology used for assessing the sustainability of food is the Material Input Per Service unit (MIPS) indicator. It estimates the overall environmental pressure caused by products or services by indicating the life-cycle-wide consumption of natural resources in relation to the benefit provided. It includes five resource categories: abiotic and biotic materials (renewable resources), water, air and soil. Results of the first analysis provide a dataset of the material intensity of Italian agricultural products and foodstuffs, which can expedite future research on the topic of nutrition’s sustainability. The second analysis evaluates the natural resource demand for feeding one person during a week, in the paradigms under investigation. With respect to the dominant, the GAS model allows a 58% reduction in the abiotic resource demand, 53% in water and 71% in air. The UPM system, instead, permits a tenfold reduction in abiotic, biotic and water, and 82% decrease in the air category. The insight on the socio-economic features of the systems, together with the environmental sustainability measurement, allowed making some general conclusions and policy recommendations on the sustainability of the different food systems. The role of a low external input technology in agriculture is emphasized as a possible strategy for driving food system towards more sustainable patterns and empowering the small-scale farming.

    Beschreibung: The field of nutrition is facing numerous social, ecological and economic challenges in the coming decades. The food industry belongs to the most significant economic sectors worldwide and the increasing population of 9 billion in 2050 will cause a growing demand on food. So far, changing lifestyles, especially the global rising consumption of meat and dairy products are increasing environmental damage. Moreover our health and wellbeing are the direct result of healthy or unhealthy nourishment and influence follow-up indicators like individual and public health, the expense of the health sector and work productivity. The material footprint is a tool to measure and optimize the resource consumption of both products and their ingredients and the production processes along the whole value chain. It covers the whole life cycle of the products, from the extraction of raw materials to the processing industry, distribution, consumption, recycling, and disposal. In order to decrease resource consumption to a level in line with the planetary boundaries, the material footprint of household consumption should achieve a level of six to eight tonnes per capita in a year by 2050. This means a reduction in natural resource consumption by a factor of 5 to 10 in Western European countries. In order to ensure a decent lifestyle for all people in 2050, also the material footprint of nutrition has to be reduced significantly by 2050. The paper shows the relevance and role of nutrition in the overall material footprint of households on the basis of existing studies on the overall resource consumption caused by household consumption. Quantified meal and diet examples are given. It also discusses the causes of food waste and raises the question how a reduction of food waste is possible and can help decreasing the resource consumption in the food sector.

    Beschreibung: Shifting the resource base for chemical and energy production from fossil feedstocks to renewable raw materials is seen by many as one of the key strategies towards sustainable development. The utilization of biomass for the production of fuels and materials has been proposed as an alternative to the petroleum-based industry. Current research and policy initiatives focus mainly on the utilization of lignocellulose biomass, originating from agriculture and forestry, as second generation feedstocks for the production of biofuels and electricity. These activities act on the assumption that significant amounts of biomass for non-food purposes are available. However, given a certain productivity per area, the current massive growth in global biofuels demand may in the long term only be met through an expansion of global arable land at the expense of natural ecosystems and in direct competition with the food-sector. Although many studies have shown the potential of biofuels production to reduce both, greenhouse gas emissions and non-renewable energy consumption, these production routes are still linear processes which depend on significant amounts of agricultural or forestry production area. Cascading use, i.e. when biomass is used for material products first and the energy content is recovered at end-of-life, may provide a greater environmental benefit than primary use as fuel. Considering waste and production residues as alternative feedstocks could help to further reduce pressures on global arable land. This research focused on thermochemical and biochemical technologies capable of utilizing organic waste or forestry residuals for energy, chemical feedstock, and synthetic materials (polymers) generation. Routes towards synthetic materials allow a closer cycle of materials and can help to reduce dependence on either fossil or biobased raw materials. The system-wide environmental burdens of three different technologies, including (1) municipal solid waste (MSW) gasification followed by Fischer-Tropsch synthesis (FTS), (2) plasma gasification of construction and demolition (C&D) wood for syngas production with energy recovery, and (3) forest residuals use in a biorefinery for polyitaconic acid (PIA) production, were assessed using life-cycle assessment. The first two studies indicated that MSW gasification and subsequent ethylene and polyethylene production via FTS has lower environmental impacts than conventional landfilling. In the future, as societies may shift towards the use of renewable energy, power offset by conventional waste-to-energy systems would not be as significant and chemicals production routes may then become increasingly competitive (in terms of environmental burdens) also to waste incineration. While production cost of Fischer-Tropsch derived chemicals seems not yet competitive to fossil-based chemicals provision, future price increases in global oil prices as well as changes in waste tipping fees, and efficiency gains on site of the waste conversion systems, may alter the economics and allow carbon recycling routes to reach a price competitive to fossil-based production routes. The third study found that plasma gasification of C&D wood for energy recovery has roughly similar environmental impacts than conventional fossil-based power systems. However, process optimization with respect to coal co-gasified, coke used as gasifier bed material, and fuel oil co-combusted in the steam boiler, would allow to significantly lower the system-wide environmental burdens. The fourth study looked at PIA production from softwood hemicellulose in a stream integrated approach (with the partially macerated wood and lignin being used in other existing processes such as pulp & paper plants for conventional pulp and bioenergy production). The assessment indicated lower global warming potential, energy demand, and acidification, for the wood-based PIA polymer, when compared to corn-based PIA and fossil-based polyacrylic acid (PAA). However, water use associated with wood-derived PIA was found to be higher than for fossil-based PAA production and land occupation is highest for the wood-derived polymer. It is hoped that results of this dissertation will add to the current debate on sustainable waste and biomass utilization and to establish future supply chains for green and sustainable chemical products.

    Beschreibung: Purpose - Iran as an energy-rich country faces many challenges in the optimal utilization of its vast resources. High rates of population and economic growth, a generous subsidies program, and poor resource management have contributed to rapidly growing energy consumption and high energy intensity over the past decades. The continuing trend of rising energy consumption will bring about new challenges as it will shrink oil export revenues, restraining economic activities. This calls for a study to explore alternative scenarios for the utilization of energy resources in Iran. The purpose of this paper is to model demand for energy in Iran and develop two business-as-usual and efficiency scenarios for the period 2005-2030. Design/methodology/approach - The authors use a techno-economic or end-use approach to model energy demand in Iran for different types of energy uses and energy carriers in all sectors of the economy and forecast it under two scenarios: business as usual (BAU) and efficiency. Findings - Iran has a huge potential for energy savings. Specifically, under the efficiency scenario, Iran will be able to reduce its energy consumption 40 percent by 2030. The energy intensity can also be reduced by about 60 percent to a level lower than the world average today. Originality/value - The paper presents a comprehensive study that models the Iranian energy demand in different sectors of the economy, using data at different aggregation levels and a techno-economic end-use approach to illuminate the future of energy demand under alternative scenarios.
