    Description: A brief stay in France was, for many Chinese workers and Chinese Communist Party leaders, a vital stepping stone for their careers during the cultural and political push to modernize China after World War I. For the Chinese students who went abroad specifically to study Western art and literature, these trips meant something else entirely. Set against the backdrop of interwar Paris, Paris and the Art of Transposition uncovers previously marginalized archives to reveal the artistic strategies employed by Chinese artists and writers in the early twentieth-century transnational imaginary and to explain why Paris played such a central role in the global reception of modern Chinese literature and art. While previous studies of Chinese modernism have focused on how Western modernist aesthetics were adapted or translated to the Chinese context, Angie Chau does the opposite by turning to Paris in the Chinese imaginary and discussing the literary and visual artwork of five artists who moved between France and China: the painter Chang Yu, the poet Li Jinfa, the art critic Fu Lei, the painter Pan Yuliang, and the writer Xu Xu. Chau draws the idea of transposition from music theory where it refers to shifting music from one key or clef to another, or to adapting a song originally composed for one instrument to be played by another. Transposing transposition to the study of art and literature, Chau uses the term to describe a fluid and strategic art practice that depends on the tension between foreign and familiar, new and old, celebrating both novelty and recognition—a process that occurs when a text gets placed into a fresh context.

The essays were originally prepared for a landmark international symposium in Venice in 1995, at which 22 speakers addressed an audience of about two hundred students and scholars in the Aula Magna of the University of Venice. Topics include Tanizaki’s fiction, plays, and film scenarios; his aesthetics; his place in Japanese intellectual history; his depiction of the West; his use of humor; and film adaptations of his works. In 1964 Tanizaki was elected to honorary membership in the American Academy and Institute of Arts and Letters, the first Japanese to be so honored; and it is widely believed that he was being considered for the Nobel Prize in Literature.

    Description: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning.     Description: Citizens in democracies complain that political parties’ positions on major issues are too ambiguous for them to confidently understand. Why is party position ambiguity so common? Are party positions ambiguous because political parties fail in forming clear policies or because they deliberately blur their positions? Rationality of Irrationality argues that political parties are motivated to strategically blur their position on an issue when they struggle with a certain disadvantage in the issue. Specifically, political parties present an ambiguous position when their own supporters are divided in their stances on the issue. A political party also blurs position stances when voters do not acknowledge that the party has the ability and integrity to solve problems related to the issue. Political parties blur their position in these cases because ambiguous party positions divert voters’ attention from the issue. Voters support a political party whose policy positions on major issues are close to their own stances. However, voters cannot confidently and exactly estimate party positions on an issue when they are only ambiguous.

    Description: Anti-Imperialist Modernism excavates how U.S. cross-border, multi-ethnic anti-imperialist movements at mid-century shaped what we understand as cultural modernism and the historical period of the Great Depression. The book demonstrates how U.S. multiethnic cultural movements, located in political parties, small journals, labor unions, and struggles for racial liberation, helped construct a common sense of international solidarity that critiqued ideas of nationalism and essentialized racial identity. The book thus moves beyond accounts that have tended to view the pre-war “Popular Front” through tropes of national belonging or an abandonment of the cosmopolitanism of previous decades. Impressive archival research brings to light the ways in which a transnational vision of modernism and modernity was fashioned through anti-colonial networks of North/South solidarity. Chapters examine farmworker photographers in California’s central valley, a Nez Perce intellectual traveling to the Soviet Union, imaginations of the Haitian Revolution, the memory of the U.S.–Mexico War, and U.S. radical writers traveling to Cuba. The last chapter examines how the Cold War foreclosed these movements within a nationalist framework, when activists and intellectuals had to suppress the transnational nature of their movements, often rewriting the cultural past to conform to a patriotic narrative of national belonging.

    Description: Better known in his own times than later, Huan T’an (43 BCE–25 CE) was a scholar-official, independent in his thought and unafraid to criticize orthodox currents of his time. A practitioner of the Old Text exegesis of the Classics, he maintained a position on the court during a turbulent time of political crises, uprisings, and civil war, spanning the reigns of four emperors. His principal work, Hsin-lun, differs from other books on political criticism in that it does not deal primarily with history but takes many examples from contemporary social and political life. While belonging to the Old Text group of court officials and scholars, Huan T’an differed radically from them in his stress on direct knowledge, in his range of practical experience, and in his outspoken criticism of popular opinions. He was not a systematic philosopher, but his ideas were influential in the return to a more worldly conception of Confucianism. To translate Huan T’an’s writings, one must reconstruct the texts. Timoteus Pokora uses two nineteenth-century fragments as a basis around which to orient quotations from Hsin-lun from sixty-four other sources, primarily encyclopedias and commentaries. Pokora provides notes to give context to these short references and to account for discrepancies between quotations and originals, and he includes a large index to add coherence and points of entry.

    Description: This book presents the first comparative study of notable literary shipwrecks from the past four thousand years, focusing on Homer’s Odyssey, Shakespeare’s The Tempest, and Defoe’s Robinson Crusoe. James V. Morrison considers the historical context as well as the “triggers” (such as the 1609 Bermuda shipwreck) that inspired some of these works, and modern responses such as novels (Golding’s Lord of the Flies, Coetzee’s Foe, and Gordon’s First on Mars, a science fiction version of the Crusoe story), movies, television (Forbidden Planet, Cast Away, and Lost), and the poetry and plays of Caribbean poets Derek Walcott and Aimé Césaire. For survivors who are stranded on an island for some period of time, shipwrecks often present the possibility of a change in political and social status—as well as romance and even paradise. In each of the major shipwreck narratives examined, the poet or novelist links the castaways’ arrival on a new shore with the possibility of a new sort of life.

    Description: Love, and the different manifestations of it, is a common theme in literature around the world. In Cosmopolitan Love, Sijia Yao examines the writings of D. H. Lawrence, a British writer whose literature focused primarily on interpersonal relationships in domestic settings, and Eileen Chang, a Chinese writer who migrated to the United States and explored Chinese heterosexual love in her writing. While comparing the writings of a Chinese writer and an English one, Yao avoids a direct comparison between East and West that could further enforce binaries. Instead, she uses the comparison to develop an idea of cosmopolitanism that shows how the writers are in conversation with their own culture and with each other. Both D. H. Lawrence and Eileen Chang wrote stories that are influenced by—but sometimes stand in opposition to—their own cultures. They offer alternative understandings of societies dealing with modernism and cultural globalization. Their stories deal with emotional pain caused by the restrictions of local politics and economics and address common themes of incestuous love, sexual love, adulterous love, and utopian love. By analyzing their writing, Yao demonstrates that the concept of love as a social and political force can cross cultural boundaries and traditions to become a basis for human meaning, the key to a cosmopolitan vision.

    Description: Was there more to comedy than Chaucer, the Second Shepherds’ Play, or Shakespeare? Of course! But, for a real taste of medieval and Renaissance humor and in-your-face slapstick, one must cross the Channel to France, where over two hundred extant farces regularly dazzled crowds with blistering satires. Dwarfing all other contemporaneous theatrical repertoires, the boisterous French corpus is populated by lawyers, lawyers everywhere. No surprise there. The lion’s share of mostly anonymous farces was written by barristers, law students, and legal apprentices. Famous for skewering unjust judges and irreligious ecclesiastics, they belonged to a 10,000-member legal society known as the Basoche, which flourished between 1450 and 1550. What is more, their dramatic send-ups of real and fictional court cases were still going strong on the eve of Molière, resilient against those who sought to censor and repress them. The suspenseful wait to see justice done has always made for high drama or, in this case, low drama. But, for centuries, the scripts for these outrageous shows were available only in French editions gathered from scattered print and manuscript sources. In Trial by Farce, prize-winning theater historian Jody Enders brings twelve of the funniest legal farces to English-speaking audiences in a refreshingly uncensored but philologically faithful vernacular. Newly conceived as much for scholars as for students and theater practitioners, this repertoire and its familiar stock characters come vividly to life as they struggle to negotiate the limits of power, politics, class, gender, and, above all, justice. Through the distinctive blend of wit, social critique, and breathless boisterousness that is farce, we gain a new understanding of comedy itself as form of political correction. In ways presciently modern and even postmodern, farce paints a different cultural picture of the notoriously authoritarian Middle Ages with its own vision of liberty and justice for all.     Description: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East’s only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government’s ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

    Description: Opposing Power argues that perceptions of regime vulnerability and mutual dependency by opposition elites shape the building of opposition alliances. When electoral autocracies are consistently dominant, opposition parties eschew fully fledged alliances. At best, they allocate only one candidate to contest against the incumbent in each subnational electoral district to avoid splitting the opposition vote. However, when multiple regime-debilitating events strike within a short period of time, thus pushing an incumbent to the precipice of power, opposition elites expect victory, accepting costly compromises to build alliances and seize power. Opposing Power shows how oppositions build these alliances through case study comparisons in East and Southeast Asia—between the Philippines and South Korea in the late 1980s, and between Malaysia and Singapore from 1965 to 2020.

    Description: In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintenance of politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.

This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions.     Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: Proofs of Genius: Collected Editions from the American Revolution to the Digital Age is the first extensive study of the collected edition as an editorial genre within American literary history. Unlike editions of an author’s “selected works” or thematic anthologies, which clearly indicate the presence of non-authorial editorial intervention, collected editions have typically been arranged to imply an unmediated documentary completeness. By design, the collected edition obscures its own role in shaping the cultural reception of the author. In Proofs of Genius, Amanda Gailey argues that decisions to re-edit major authorial corpora are acts of canon-formation in miniature that indicate more foundational shifts in the way a culture views its literature and itself. By combining a theoretically-informed approach with a broad historical view of collected editions from the late eighteenth century to the present (including the rise of digital editions), Gailey fills a gap in the textual scholarship of the editing history of major figures like Emily Dickinson and Walt Whitman and of the American literary canon itself.

    Description: In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.

    Human Capital versus Basic Income (2022)

    Description: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

    Description: Fujiwara Teika is known as the premier poet and literary scholar of the early 13th century. It is not so widely known that he also tried his hand at fiction: Mumyōzōshi (Untitled Leaves; ca. 1201) refers to “several works” by Teika and then names Matsura no miya monogatari (The Tale of Matsura; ca. 1190) as the only one that can be considered successful. The work is here translated in full, with annotation. Set in the pre-Nara period, The Tale of Matsura is the story of a young Japanese courtier, Ujitada, who is sent to China with an embassy and has a number of supernatural experiences while there. Affairs of the heart dominate The Tale of Matsura, as is standard for courtly tales. Several of its other features break the usual mold, however: its time and setting; the military episode that would seem to belong instead in a war tale; scenes depicting the sovereign’s daily audiences, in which formal court business is conducted; a substantial degree of specificity in referring to things Chinese; a heavy reliance on fantastic and supernatural elements; an obvious effort to avoid imitating The Tale of Genji as other late-Heian tales had done; and a most inventive ending. The discussion in the introduction briefly touches upon each of these features, and then focuses at some length on how characteristics associated with the poetic ideal of yōen inform the tale. Evidence relating to the date and authorship of the tale is explored in two appendixes.

    Description: Exciting new scholarship has been emerging as performance studies scholars begin to turn their attention to the performance of politics, nationhood, and jurisprudence. Branislav Jakovljevic’s project on the history and eventual demise of the former Yugoslavia demonstrates how fruitful this approach can be. Jakovljevic considers the concept of theatricality as central to understanding the events that took place in Yugoslavia. He examines the country’s trials, state ceremonies and festivals, army maneuvers, propaganda, and pop culture as “rehearsals and temporary enactments of an ideologically formulated future.” His first chapter reveals the surrealist, avant-garde origins of key members of the Yugoslav bureaucracy after WWII, suggesting that those connections helped the culture of socialist Yugoslavia become a performance-centered culture. Continuing to explore the relationship between the political avant-garde and the artistic avant-garde, he looks at the spectacle of student demonstrations in Belgrade in 1968, and, in their aftermath, the rise of performance art in the country. The third chapter (included here) zeros in on the various political performances of Slobodan Milosevic, including his courtroom testimony at the ICTY, the International Criminal Tribunal for the former Yugoslavia. The fourth chapter discusses the “Peter Handke Affair,” when the Austrian playwright had a major prize revoked after he attended Milosevic’s funeral and recited a poem he had written in Milosevic’s honor.

    Description: Multilingualism is an ever-present feature in political contexts around the world, including multilingual states and international organizations. Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Policymakers tend to disregard politically charged language and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages.

    Description: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

    Description: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

    Description: It has become something of a critical commonplace to claim that science fiction does not actually exist in Argentina. This book puts that claim to rest by identifying and analyzing a rich body of work that fits squarely in the genre. Joanna Page explores a range of texts stretching from 1875 to the present day and across a variety of media-literature, cinema, theatre, and comics-and studies the particular inflection many common discourses of science fiction (e.g., abuse of technology by authoritarian regimes, apocalyptic visions of environmental catastrophe) receive in the Argentine context. A central aim is to historicize these texts, showing how they register and rework the contexts of their production, particularly the hallmarks of modernity as a social and cultural force in Argentina. Another aim, held in tension with the first, is to respond to an important critique of historicism that unfolds in these texts. They frequently unpick the chronology of modernity, challenging the linear, universalizing models of development that underpin historicist accounts. They therefore demand a more nuanced set of readings that work to supplement, revise, and enrich the historicist perspective.

    Description: Why have Latin American democracies proven unable to confront the structural inequalities that cripple their economies and stymie social mobility? Brian Palmer-Rubin contends that we may lay the blame on these countries’ systems of interest representation, which exhibit “biased pluralism,” a system in which the demands of organizations representing economic elites—especially large corporations—predominate. A more inclusive model of representation would not only require a more encompassing and empowered set of institutions to represent workers, but would also feature spaces for non-eliteproducers—such as farmers and small-business owners to have a say in sectoral economic policies. With analysis drawing on over 100 interviews, an original survey, and official government data, this book focuses on such organizations and develops an account of biased pluralism in developing countries typified by the centrality of patronage—discretionarily allocated state benefits. Rather than serving as conduits for demand-making about development models, political parties and interest organizations often broker state subsidies or social programs, augmenting the short-term income of beneficiaries, but doing little to improve their long-term economic prospects. When organizations become diverted into patronage politics, the economic demands of the masses go unheard in the policies that most affect their lives, and along the way, their economic interests go unrepresented.

    Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: Following the 9/11 attacks on New York and Washington, DC, there has been an increasing interest among scholars, students, and the interested public to study and learn about the Islamist-oriented terrorist organizations called Jihadi Salafi Groups (JSGs). Considering that these organizations emerged in highly fragile states, S. Yaqub Ibrahimi asks: how and why is state fragility linked to the emergence of JSGs? Ibrahimi bases his study on three events: the establishment of al-Qaeda in Afghanistan in 1998, the rise of Islamic State in the post-Saddam Hussein Iraq, and the failed al-Qaeda effort to establish a base in Saudi Arabia in 2003. These case studies contain major aspects and features of the rise of JSGs and, together, explain the contribution of state fragility to the process of the formation and expansion of these terrorist organizations. International Security in a World of Fragile States stands out as a pivotal work on the interconnection between the root causes of JSGs and state fragility conditions and their amalgamated role in the formation and evolution of these organizations. It contributes to IR and international security debates by developing a comprehensive but readily understandable narrative of the rise of JSGs in Islamic countries, and examining them in an analytical framework in which their root causes are categorized on individual, group, and international levels.

    Description: Opposing Democracy in the Digital Age is about why ordinary people in a democratizing state oppose democracy and how they leverage both traditional and social media to do so. Aim Sinpeng focuses on the people behind popular, large-scale antidemocratic movements that helped bring down democracy in 2006 and 2014 in Thailand. The yellow shirts (PAD—People’s Alliance for Democracy) that are the focus of the book are antidemocratic movements grown out of democratic periods in Thailand, but became the catalyst for the country’s democratic breakdown. Why, when, and how supporters of these movements mobilize offline and online to bring down democracy are some of the key questions that Sinpeng answers. While the book primarily uses a qualitative methodological approach, it also uses several quantitative tools to analyze social media data in the later chapters. This is one of few studies in the field of regime transition that focuses on antidemocratic mobilization and takes the role of social media seriously.

    Campaign Finance and Political Polarization: When Purists Prevail (2021)

    Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations—rather than directly to candidates—because these organizations tend to be less ideological than the activists who now provide the lion’s share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of “purist” donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: Combining the tools of political, social, cultural, and intellectual history, Consumption and Violence: Radical Protest in Cold-War West Germany explores strategies of legitimization developed by advocates of militant resistance to certain manifestations of consumer capitalism. The book contributes to a more sober evaluation of West German protest movements, not just terrorism, as it refrains from emotional and moral judgments, but takes the protesters' approaches seriously, which, regarding consumer society, had a rational core. Political violence is not presented as the result of individual shortcomings, but emerges in relation to major societal changes, i.e., the unprecedented growth of consumption. This new perspective sheds important light on violence and radical protest in post-war Germany, as previous books have failed to examine to what extent these forms of resistance should be regarded as reactions to changing regimes of provision.

    Description: Righteous Revolutionaries illustrates how states appeal to popular morality—shared understandings of right and wrong—to forge new group identities and mobilize violence against perceived threats to their authority. Jeffrey A. Javed examines the Chinese Communist Party’s mass mobilization of violence during its land reform campaign in the early 1950s, one of the most violent and successful state-building efforts in history. Using an array of novel archival, documentary, and quantitative historical data, this book illustrates that China’s land reform campaign was not just about economic redistribution but rather part of a larger, brutally violent state-building effort to delegitimize the new party-state’s internal rivals and establish its moral authority. Righteous Revolutionaries argues that the Chinese Party-state simultaneously removed perceived threats to its authority at the grassroots and bolstered its legitimacy through a process called moral mobilization. This mobilization process created a moral boundary that designated a virtuous ingroup of “the masses” and a demonized outgroup of “class enemies,” mobilized the masses to participate in violence against this broadly defined outgroup, and strengthened this symbolic boundary by making the masses complicit in state violence. Righteous Revolutionaries shows how we can find traces of moral mobilization in China today under Xi Jinping’s rule. In an era where states and politicians regularly weaponize moral emotions to foment intergroup conflict and violence, understanding the dynamics of violent mobilization and state authority are more relevant than ever before.

    Description: The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use. Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs.     Description: International communication as a field of inquiry is, in fact, not very “internationalized.” Rather, it has been taken as a conceptual extension or empirical application of U.S. communication, and much of the world outside the West has been socialized to adopt truncated versions of Pax Americana’s notion of international communication. At stake is the “subject position” of academic and cultural inquirers: Who gets to ask what kind of questions? It is important to note that the quest to establish universally valid “laws” of human society with little regard for cultural values and variations seems to be running out of steam. Many lines of intellectual development are reckoning with the important dimensions of empathetic understanding and subjective consciousness. In Internationalizing "International Communication," Lee and others argue that we must reject both America-writ-large views of the world and self-defeating mirror images that reject anything American or Western on the grounds of cultural incompatibility or even cultural superiority. The point of departure for internationalizing “international communication” must be precisely the opposite of parochialism – namely, a spirit of cosmopolitanism. Scholars worldwide have a moral responsibility to foster global visions and mutual understanding, which forms, metaphorically, symphonic harmony made of cacophonic sounds.

    Description: Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system.     Description: Shotetsu monogatari was written by a disciple of Shotetsu (1381–1459), whom many scholars regard as the last great poet of the courtly tradition. The work provides information about the practice of poetry during the 14th and 15th centuries, including anecdotes about famous poets, advice on how to treat certain standard topics, and lessons in etiquette when attending or participating in poetry contests and gatherings. But unlike the many other works of that time that stop at that level, Shotetsu’s contributions to medieval aesthetics gained prominence, showing him as a worthy heir—both as poet and thinker—to the legacy of the great poet-critic Fujiwara no Teika (1162–1241). The last project of the late Robert H. Brower, Conversations with Shôtetsu provides a translation of the complete Nihon koten bungaku taikei text, as edited by Hisamatsu Sen'ichi. Steven D. Carter has annotated the translation and provided an introduction that details Shôtetsu’s life, his place in the poetic circles of his day, and the relationship of his work to the larger poetic tradition of medieval Japan. Conversations with Shotetsu is important reading for anyone interested in medieval Japanese literature and culture, in poetry, and in aesthetics. It provides a unique look at the literary world of late medieval Japan.

    Translating Human Rights in Education (2022)

    Description: The 2006 United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) is the first human rights treaty to explicitly acknowledge the right to education for persons with disabilities. In order to realize this right, the convention’s Article 24 mandates state parties to ensure inclusive education systems that overcome outright exclusion as well as segregation in special education settings. Despite this major global policy change to tackle the discriminations persons with disabilities face in education, this has yet to take effect in most school systems worldwide. Focusing on the factors undermining the realization of disability rights in education, Julia Biermann probes current meanings of inclusive education in two contrasting yet equally challenged state parties to the UN CRPD: Nigeria, whose school system overtly excludes disabled children, and Germany, where this group primarily learns in special schools. In both countries, policy actors aim to realize the right to inclusive education by segregating students with disabilities into special education settings. In Nigeria, this demand arises from the glaring lack of such a system. In Germany, conversely, from its extraordinary long-term institutionalization. This act of diverting from the principles embodied in Article 24 is based on the steadfast and shared belief that school systems, which place students into special education, have an innate advantage in realizing the right to education for persons with disabilities. Accordingly, inclusion emerges to be an evolutionary and linear process of educational expansion that depends on institutionalized special education, not a right of persons with disabilities to be realized in local schools on an equal basis with others. This book proposes a refined human rights model of disability in education that shifts the analytical focus toward the global politics of formal mass schooling as a space where discrimination is sustained.

    Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom.     Description: The US commitment to stability—both domestically and abroad—has been a consistent feature in the way Washington, DC carries out international relations. This commitment is complimented by the increased overlap between the economic and political spheres in international affairs. Consequently, this US approach to foreign interaction is informed by an assumption that foreign policy tools can influence global stability for the better. In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel’s analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak’s Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. Floundering Stability reflects on what Kamel’s findings mean for the relationship between the US and Egypt, as well as specific US foreign policy suggestions on how the same mistakes can be avoided in the future.

    Description: For much of the twentieth century, the iconic figure of the U.S. working class was a white, male industrial worker. But in the contemporary age of capitalist globalization new stories about work and workers are emerging to refashion this image. Living Labor examines these narratives and, in the process, offers an innovative reading of American fiction and film through the lens of precarious work. It argues that since the 1980s, novelists and filmmakers—including Russell Banks, Helena Víramontes, Karen Tei Yamashita, Francisco Goldman, David Riker, Ramin Bahrani, Clint Eastwood, Courtney Hunt, and Ryan Coogler—have chronicled the demise of the industrial proletariat, and the tentative and unfinished emergence of a new, much more diverse and perilously positioned working class. In bringing together stories of work that are also stories of race, ethnicity, gender, and colonialism, Living Labor challenges the often-assumed division between class and identity politics. Through the concept of living labor and its discussion of solidarity, the book reframes traditional notions of class, helping us understand both the challenges working people face and the possibilities for collective consciousness and action in the global present.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called “feudal anarchy” that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: When we observe protest marches, striking workers on picket lines, and insurgent movements in the world today, a litany of objects routinely fill our field of vision. Some such objects are ubiquitous the world over, like flags, banners, and placards. Others are situationally unique: Who could have anticipated the historical importance of a flower placed in the barrel of a gun, a flaming torch, a sea of umbrellas, a motorist’s yellow vest, a feather headdress, an AK-47, or a knitted pink hat? This book explores the “stuff” at the heart of protests, revolutions, civil wars, and other contentious political events, with particular focus on those objects that have or acquire symbolic importance. In the context of “contentious politics” (disruptive political episodes where people try to change societies without going through institutions), certain objects can divide and unite social groups, tell stories, make declarations, spark controversy, and even trigger violent upheavals. This book draws together scholars from a variety of fields to discuss symbolic objects in contentious politics: their meanings, uses, functions, and social responses. In bringing these phenomena together, this book offers a serious, distinctive, and cohesive theoretical contribution that draws upon diverse scholarly work in order to form the building blocks for future inquiry in the field. The aim is not merely to “close the gap” in the literature, but to create space in the field for further and more fruitful inquiry.

    Description: In Reciprocity, Truth, and Gender in Pindar and Aeschylus, author Arum Park explores two notoriously difficult ancient Greek poets and seeks to articulate the complex relationship between them. Although Pindar and Aeschylus were contemporaries, previous scholarship has often treated them as representatives of contrasting worldviews. Park’s comparative study offers the alternative perspective of understanding them as complements instead. By examining these poets together through the concepts of reciprocity, truth, and gender, this book establishes a relationship between Pindar and Aeschylus that challenges previous conceptions of their dissimilarity. The book accomplishes three aims: first, it shows that Pindar and Aeschylus frame their poetry using similar principles of reciprocity; second, it demonstrates that each poet depicts truth in a way that is specific to those reciprocity principles; and finally, it illustrates how their depictions of gender are shaped by this intertwining of truth and reciprocity. By demonstrating their complementarity, the book situates Pindar and Aeschylus in the same poetic ecosystem, which has implications for how we understand ancient Greek poetry more broadly: using Pindar and Aeschylus as case studies, the book provides a window into their dynamic and interactive poetic world, a world in which ostensibly dissimilar poets and genres actually have much more in common than we might think.

    Description: Territory is shifting. No longer defined by the dotted line of the border or the national footprint of soil, today’s territories are enacted through data infrastructures. From subsea cables to server halls, these infrastructures underpin new forms of governance, shaping subjects and their everyday lives. Technical Territories moves from masked protestors in Hong Kong to asylum-seekers in Christmas Island and sand miners in Singapore, exploring how these territories are both political and visceral, altering the experience of their inhabitants. Infrastructures have now become geopolitical, strategic investments that advance national visions, extend influence, and trigger trade wars. Yet at the same time, these technologies also challenge sovereignty as a bounded container, enacting a more distributed and decoupled form of governance. Such “technical territories” construct new zones where subjects are assembled, rights are undermined, labor is coordinated, and capital is extracted. The stable line of the border is replaced by more fluid configurations of power.     Description: China’s Revolutions and Intergenerational Relations counters the widely accepted notion that traditional family patterns are weakened by forces such as economic development and social revolutions. China has experienced wrenching changes on both the economic and the political fronts, yet from the evidence presented here the tradition of filial respect and support for aging parents remains alive and well. Using collaborative surveys carried out in 1994 in the middle-sized industrial city of Baoding and comparative data from urban Taiwan, the authors examine issues shaping the relationships between adult Chinese children and their elderly parents. The continued vitality of intergenerational support and filial obligations in these samples is not simply an instance of strong Confucian tradition trumping powerful forces of change. Instead, and somewhat paradoxically, the continued strength of filial obligations can be attributed largely to the institutions of Chinese socialism forged in the era of Mao Zedong. With socialist institutions now under assault in the People’s Republic of China, the future of intergenerational relations in the twenty-first century is once again uncertain.

    Description: The aim of this book is to show that seemingly illogical double identity of the townsman, Sukeroku, and the samurai, Soga Goro, in the play Sukeroku is a surviving element of what was once a complex and coherent structure based on a traditional performance calendar. To show how the calendar function and what Sukeroku's double identity signifies, the book is divided into two parts. Part One studies the structure of Edo kabuki. The first chapter, which outlines that structure, is based for the most part on writings of the Tokugawa period. The second chapter then looks at the concepts of sekai, "tradition," and shuko, "innovation." Kabuki was the product of material that had become a familiar part of Japanese culture by repeated use and dramatization over long periods of time, starting before kabuki began, and material that was relatively new and was used to transform the older, set material. The double identity in Sukeroku came about as a result of this interplay between what was received by way of traditional and what was added by way of innovation. Part Two considers the significance of the double identity. The author concludes that Sukeroku's double identity gave Edo audiences a hero who was an idealization of the contemporary Tokugawa townsman and at the same time a transformation of a samurai god-hero of the past. The first chapter of Part Two traces the development of Sukeroku's Soga Goro/samurai identity, from its origins in the early dramatic forms of no, kowaka, and ko-joruri, to the representation of Soga Goro in kabuki by Ichikawa Danjuro I. The seconds then looks at the transformation of Soga Gorointo Sukeroku by discussing the origins of Sukeroku and its introductions to Edo kabuki by Ichikawa Danjuro I and his son, Danjuro II, since their work was the basis of all later developments.

    Description: Love, and the different manifestations of it, is a common theme in literature around the world. In Cosmopolitan Love, Sijia Yao examines the writings of D. H. Lawrence, a British writer whose literature focused primarily on interpersonal relationships in domestic settings, and Eileen Chang, a Chinese writer who migrated to the United States and explored Chinese heterosexual love in her writing. While comparing the writings of a Chinese writer and an English one, Yao avoids a direct comparison between East and West that could further enforce binaries. Instead, she uses the comparison to develop an idea of cosmopolitanism that shows how the writers are in conversation with their own culture and with each other. Both D. H. Lawrence and Eileen Chang wrote stories that are influenced by-but sometimes stand in opposition to-their own cultures. They offer alternative understandings of societies dealing with modernism and cultural globalization. Their stories deal with emotional pain caused by the restrictions of local politics and economics and address common themes of incestuous love, sexual love, adulterous love, and utopian love. By analyzing their writing, Yao demonstrates that the concept of love as a social and political force can cross cultural boundaries and traditions to become a basis for human meaning, the key to a cosmopolitan vision.

    Description: Historically, national borders have evolved in ways that serve the interests of central states in security and the regulation of trade. This volume explores Canada–US border and security policies that have evolved from successive trade agreements since the 1950s, punctuated by new and emerging challenges to security in the twenty-first century. The sectoral and geographical diversity of cross-border interdependence of what remains the world’s largest bilateral trade relationship makes the Canada–US border a living laboratory for studying the interaction of trade, security, and other border policies that challenge traditional centralized approaches to national security. The book’s findings show that border governance straddles multiple regional, sectoral, and security scales in ways rarely documented in such detail. These developments have precipitated an Open Border Paradox: extensive, regionally varied flows of trade and people have resulted in a series of nested but interdependent security regimes that function on different scales and vary across economic and policy sectors. These realities have given rise to regional and sectoral specialization in related security regimes. For instance, just-in-time automotive production in the Great Lakes region varies considerably from the governance of maritime and intermodal trade (and port systems) on the Atlantic and Pacific coasts, which in turn is quite different from commodity-based systems that manage diverse agricultural and food trade in the Canadian Prairies and US Great Plains. The paradox of open borders and their legitimacy is a function of robust bilateral and multilevel governance based on effective partnerships with substate governments and the private sector. Effective policy accounts for regional variation in integrated binational security and trade imperatives. At the same time, binational and continental policies are embedded in each country’s trade and security relationships beyond North America.

    Description: Yosano Akiko (1878–1942) has long been recognized as one of the most important literary figures of prewar Japan. Her renown derives principally from the passion of her early poetry and from her contributions to 20th-century debates about women. This emphasis obscures a major part of her career, which was devoted to work on the Japanese classics and, in particular, the great Heian period text The Tale of Genji. Akiko herself felt that Genji was the bedrock upon which her entire literary career was built, and her bibliography shows a steadily increasing amount of time devoted to projects related to the tale. This study traces for the first time the full range of Akiko’s involvement with The Tale of Genji. The Tale of Genji provided Akiko with her conception of herself as a writer and inspired many of her most significant literary projects. She, in turn, refurbished the tale as a modern novel, pioneered some of the most promising avenues of modern academic research on Genji, and, to a great extent, gave the text the prominence it now enjoys as a translated classic. Through Akiko’s work Genji became, in fact as well as in name, an exemplum of that most modern of literary genres, the novel. In delineating this important aspect of Akiko’s life and her bibliography, this study aims to show that facile descriptions of Akiko as a “poetess of passion” or “new woman” will no longer suffice.

In Australia, newspapers were not only the main source of periodical fiction, but the main source of fiction in general. Because of their importance as fiction publishers, and because they provided Australian readers with access to stories from around the world—from Britain, America and Australia, as well as Austria, Canada, France, Germany, New Zealand, Russia, South Africa, and beyond—Australian newspapers represent an important record of the transnational circulation and reception of fiction in this period. Investigating almost 10,000 works of fiction in the world’s largest collection of mass-digitized historical newspapers (the National Library of Australia’s Trove database), A World of Fiction reconceptualizes how fiction traveled globally, and was received and understood locally, in the 19th century. Katherine Bode’s innovative approach to the new digital collections that are transforming research in the humanities are a model of how digital tools can transform how we understand digital collections and interpret literatures in the past.

In the late Ming dynasty, so-called “Japanese pirates” raided southeast coastal China. Hideyoshi invaded Korea. Europeans sailed for overseas territories, and Chinese maritime merchants and emigrants founded diaspora communities in Southeast Asia. Travel writings, histories, and fiction of the period jointly narrate pirates and China’s Orient in maritime Asia. Wang shows that the late Ming discourses of pirates and the sea were fluid, ambivalent, and dialogical; they simultaneously entailed imperialistic and personal narratives of the “other”: foreigners, renegades, migrants, and marginalized authors. At the center of the discourses, early modern concepts of empire, race, and authenticity were intensively negotiated. Connecting late Ming literature to the global maritime world, Writing Pirates expands current discussions of Chinese diaspora and debates on Sinophone language and identity.

    Description: South Korea is sometimes held as a dream case of modernization theory, a testament to how economic development leads to democracy. Seeds of Mobilization takes a closer look at the history of South Korea to show that Korea’s advance to democracy was not linear. Instead, while Korea’s national economy grew dramatically under the regimes of Park Chung Hee (1961–79) and Chun Doo Hwan (1980–88), the political system first became increasingly authoritarian. Because modernization was founded on industrial complexes and tertiary education, these structures initially helped bolster the authoritarian regimes. In the long run, however, these structures later facilitated the anti-regime protests by various social movement groups—most importantly, workers and students—that ultimately brought democracy to the country. By using original subnational protest event datasets, government publications, oral interviews, and publications from labor and student movement organizations, Joan E. Cho takes a long view of democratization that incorporates the decades before and after South Korea’s democratic transition. She demonstrates that Korea’s democratization resulted from a combination of factors from below and from above, and that authoritarian development itself was a hidden root cause of democratic development in South Korea. Seeds of Mobilization shows how socioeconomic development did not create a steady pressure toward democracy but acted as a “double-edged sword” that initially stabilized autocratic regimes before destabilizing them over time.

    Description: When does a reigning great power of the international system supplement military containment of a challenging power by restricting its economic exchanges with that state? Scholars of great power politics have traditionally focused on examining a reigning power’s military containment of a challenging power. In direct contrast, Compound Containment demonstrates that these conventional studies are flawed without a sound understanding of the multilayered aspects of containment strategy in great power politics. Since economic capacity and military power are intimately linked to one another, countering a challenging power requires addressing both economic and military dimensions. Nonetheless, this nexus of security and economy in a reigning power’s response to a challenging power cannot be explained by traditional theories that dominate research in international security. Author Dong Jung Kim fills a gap in the scholarship on great power competition by investigating when a reigning power will make its military containment of a challenging power “compound” by simultaneously employing restrictive economic measures. Its main theoretical claims are corroborated by an analysis of key historical cases of reigning power-challenging power competition. This book also offers policy prescriptions for the United States by examining whether the United States is in a position to complement military containment of China with restrictive economic measures.

    Description: Officeholders in contemporary parliaments and cabinets are more likely than not to be male, wealthy, middle-aged or older, and from the dominant ethnicity, whereas young adults have an insufficient presence in political office. Young adults—those aged 35 years or under—comprise a mere ten percent of all parliamentarians globally, and three percent of all cabinet members. Compared to their presence in the world’s population, this age group faces an underrepresentation of one to three in parliament and one to ten in cabinet. In this book, Stockemer and Sundström provide a holistic account of youths’ marginalization in legislatures, cabinets, and candidacies for office through a comparative lens. They argue that youths’ underrepresentation in political office constitutes a democratic deficit and provide ample evidence for why they think that youth must be present in politics at much higher rates. They further embed this book within what they label a vicious cycle of political alienation, which involves the declining political sophistication of the young, their waning electoral participation, and their insufficient of representation in office. Empirically, the authors combine a global focus with in-depth studies, discussing the country-level, party-level, and individual-level factors that bar young adults’ entry to positions of political power. This is the first comprehensive book on youth representation and it has relevance for those broadly interested in issues of representation, democracy, inequality, and comparative politics.

    Description: As shown by China’s relationship to Japan, and Japan’s relationship to South Korea, even growing regional economic interdependencies are not enough to overcome bitter memories grounded in earlier wars, invasions, and periods of colonial domination. Although efforts to ease historical animosity have been made, few have proven to be successful in Northeast Asia. In previous research scholars anticipated an improvement in relations through thick economic interdependence or increased societal contact. In economic terms, however, Japan and China already trade heavily: Japan has emerged as China’s largest trading partner and China as second largest to Japan. Societal contact is already intense, as millions of Chinese, Koreans, and Japanese visit one another’s countries annually as students, tourists, and on business trips. But these developments have not alleviated international distrust and negative perception, or resolved disagreement on what constitutes “adequate reparation” regarding the countries’ painful history. Noticing clashes of strong nationalisms around the world in areas like Northeast Asia, numerous studies have suggested that more peaceful relations are likely only if countries submerge or paper over existing national identities by promoting universalism. Pride, Not Prejudice argues, to the contrary, that affirmation of national identities may be a more effective way to build international cooperation. If each national population reflects on the values of their national identity, trust and positive perception can increase between countries. This idea is consistent with the theoretical foundation that those who have a clear, secure, and content sense of self, in turn, can be more open, evenhanded, and less defensive toward others. In addition, this reduced defensiveness also enhances guilt admission by past “inflictors” of conflict and colonialism. Eunbin Chung borrows the social psychological theory of self-affirmation and applies it to an international context to argue that affirmation of a national identity, or reflecting on what it means to be part of one’s country, can increase trust, guilt recognition, and positive perception between countries.

Rejuvenating Communism: Youth Organizations and Elite Renewal in Post-Mao China seeks to understand what motivates young and educated Chinese to commit to a long-term career in the party-state and how this question is central to the Chinese regime’s ability to maintain its cohesion and survive. Jérôme Doyon draws upon extensive fieldwork and statistical analysis in order to illuminate the undogmatic commitment recruitment techniques and other methods the state has taken to develop a diffuse allegiance to the party-state in the post-Mao era. He then analyzes recruitment and political professionalization in the Communist Party’s youth organizations and shows how experiences in the Chinese Communist Youth League transform recruits and feed their political commitment as they are gradually inducted into the world of officials. As the first in-depth study of the Communist Youth League’s role in recruitment, this book challenges the assumption that merit is the main criteria for advancement within the party-state, an argument with deep implications for understanding Chinese politics today.
