    Description: Acta Slavica Estonica is an international series of publications on current issues of Russian and other Slavic languages, literatures and cultures. The first part of the book contains chapters about the general history of school textbooks for reading and the story of the heritage of two authors (Vyazemsky and Fet) in them. The second part of the book presents chapters on various Russian poets (Batyushkov, Zhukovsky, Pushkin, Koltsov, Tyutchev, Maikov) whose poems found a firm place in the reading materials for schools. The chapters of the monograph give an idea of different aspects of the history of these texts and their reception. The monograph has two supplements. In the first there is a list of 108 textbooks and books of reading which are all included in the unique data base accessible in the Internet (www.ruthenia.ru/canon). The second supplement offers a list of the most popular authors and their texts included in the textbooks of the 19th century.

    Description: Acta Slavica Estonica is an international series of publications on current issues of Russian and other Slavic languages, literatures and cultures. This issue of the subseries “Blokovskii sbornik” continues the series of studies started by Zara Mints in 1964. The majority of works from Section I of the book, “The Art of А. Blok in the Context of 19th–20th Century Literature,” is devoted to the study of the poet’s works, his perceptions of preceding writers’ works, and his biographical and artistic contacts with contemporaries. The articles in Section II, “Silver Age Literature: Creative and Social Strategies,” are mainly focused on artistic works and essays of modernist literati contemporary to Blok or to some extent resonating with his poetry and artistic worldview.

    Description: In the stem-derivational perfective-imperfective opposition of Slavic the role of prefixes and suffixes has to be assessed jointly. The article evaluates the diachronic backdrop and parameters appropriate for classificatory categories. Special attention is paid to the criteria applied by aspectologists to determine aspect pairs and to aspect triplets. The assessment ends up with a paradox resulting from Maslov’s criteria of ‘trivial pairednessʼ, which require not only identical lexical meaning, but an ontology for which telic events are the sole basis in the derivation of aspect pairs.

    Description: This essay analyses the individual’s alienation from the natural environment caused by the commodification of nature. The analysis focuses on the novels “Proščanie s Matëroj” (Farewell to Matyora, 1976) by Valentin Rasputin and “Zona zatoplenija” (Flood Zone, 2015) by Roman Senčin, and seeks to highlight how literature, both in the Soviet Union and in modern Russia, deals with the critical discourse on environmental issues, the protection of nature, human freedom, and dignity of living beings.

    Description: This article explores the diplomatic correspondence sent to the Doge of Venice by Peter I (1721) and by his daughter Empress Elizabeth I (1743), informing him of peace treaties that had recently been concluded between Russia and Sweden. Analyzing these letters in the context of Russia’s diplomatic and epistolary relations with Venice in the 17th and 18th centuries, we examine their structure and composition with particular attention to the presence of diplomatic and epistolary formulae to identify evolutionary changes in the diplomatic and epistolary etiquette employed by Peter I and his successors.

    Description: De Friese adel van de late middeleeuwen opereerde in een niet-feodaal gebied dat lange tijd geen landsheer kende. Hadden de leden, hoofdelingen genaamd, zich uit de boerenstand omhooggewerkt of vormden ze vanouds een gesloten stand? Hoe zat het met hun vermogen? Dit boek zoomt in op Rienck Hemmema en zijn vrouw Ath Roorda. Zij exploiteerden in de jaren 1569-1573 een boerderij in Hitzum onder Franeker. Uit Riencks Rekenboeck blijkt dat hij geen eigenerfde boer was, maar een edelman met een royale levensstijl en meer inkomsten dan uit die ene boerderij. Een ruimtelijke reconstructie van zijn bezit en dat van zijn voorgeslacht toont hoe agrarisch kapitaal per generatie werd gevormd en overgedragen. Dit beeld wordt getoetst aan een Quote 200 uit 1513 en huwelijksakten uit 1450-1550. Een belangrijke conclusie is dat de Friese adel getalsmatig omvangrijk was, met veel families die leefden van twee of drie boerderijen. De figuur van de edelman-boer kwam dus vaak voor.

    Description: The impact of the EU on everyday life is huge, but not always visible. Educating young people to become informed and empowered EU citizens requires a strategy of active learning to prepare them for civic responsibility and democratic participation. This book is a practical guide for secondary or higher education teachers aiming to train their students to be critical citizens through a variety of different subjects and courses. Stories based on cases dealt with by the Court of Justice of the European Union stimulate students to think critically.     Description: Russian-language edition: This three-volume book investigates the Russian transformations of one of the central concepts of Greek Christology, the self-humiliation or kenosis of Christ. The author applies rhetoric (paradox, metaphor, metonymy) as a means to elucidate mechanisms of theological persuasion and to trace the representations of the humiliated Christ and his imitations in various media from liturgy and iconology to everyday practice and literary fiction. The exploration of post-Christian literature of the 19th and 20th century (N. Chernyshevskii, M. Gor’kii, N. Ostrovskii, Ven. Erofeev, Vl. Sorokin) demonstrates the existence of a kenotic Christology after Christianity.

    Description: In 1993 Michael Wachtel published Ivanov’s Russian Faust, comprising two scenes that appear to continue Goethe’s Faust and most likely represent the beginnings of a Faust drama. Ivanov was the first Russian poet to reevaluate the second part of Goethe’s poem for its extremely symbolic content. As a result, he was considerably influenced by Goethe’s creative experience. This article examines these two Faustian scenes and, more generally, the influence of Goethe’s Faust in Ivanov’s work; adopting a comparative approach, we explore the assimilation into Russian literature of a Central European myth.

    Description: As a result of society’s increasing digitisation, the police have ever more opportunities to collect, investigate and combine huge amounts of personal data using advanced technology. Examples are provided from recent cases where police have gained access to millions of encrypted messages from various servers, including Ennetcom, EncroChat and Sky Global. However, the current legal framework is, as yet, ill-equipped to deal with this new reality. Partly for this reason, legislators are facing new questions about how the (further) processing of data in detection should be regulated by law. Commissioned by the WODC, this study examines the legal safeguards in criminal justice data collection in relation to the legal safeguards governing the processing of these data. The Code of Criminal Procedure mainly focuses on the collection of data and to a much lesser extent on its further use, but this may involve a (fresh) invasion of citizens’ privacy. The Police Data Act contains some provisions to data processing, but the relationship with the Dutch Code of Criminal Procedure is not entirely clear. This study identifies the requirements and safeguards under European law for the processing of data for criminal justice purposes. Further inspiration is drawn from experience with the Intelligence and Security Services Act 2017 in which powers of collection and (further) processing are regulated in a single law. Finally, it explores how, in several countries (Germany, Belgium and Norway), the requirements arising from European law have been translated into legal regulations and how these regulations are designed. This study provides tools that legislators can use to reconsider the methods of standardisation and legal regulation design to better protect citizens' privacy. The recommendations thus focus on strengthening the legal framework on data processing and its supervision by creating an explicit legal framework in the Code of Criminal Procedure and establishing an independent supervisor focused on the processing of personal data by investigative authorities.

    Description: In Making Martyrs: The Language of Sacrifice in Russian Culture from Stalin to Putin, Yuliya Minkova examines the language of canonization and vilification in Soviet and post-Soviet media, official literature, and popular culture. She argues that early Soviet narratives constructed stories of national heroes and villains alike as examples of uncovering a person's "true self." The official culture used such stories to encourage heroic self-fashioningamong Soviet youth and as a means of self-policing and censure. Later Soviet narratives maintained this sacrificial imagery in order to assert the continued hold of Soviet ideology on society, while post-Soviet discourses of victimhood appeal to nationalist nostalgia. Sacrificial mythology continues to maintain a persistent hold in contemporary culture, as evidenced most recently by the Russian intelligentsia's fascination with the former oligarch Mikhail Khodorkovsky, the Russian media coverage of the war in Ukraine, laws against US adoption of Russian children and against the alleged propaganda of homosexuality aimed at minors, renewed national pride in wartime heroes, and the current usage of the words "sacred victim" in public discourse. In examining these various cases, the book traces the trajectory of sacrificial language from individual identity construction to its later function of lending personality and authority to the Soviet and post-Soviet state.

    Description: Dutch is an important language, not only in Europe. Beyond Flanders and the Netherlands, there are 200 universities and colleges worldwide where over 15.000 students study Dutch as a language, investigate the language or are being educated to become an interpreter or a translator. Right now, the greatest Dutch university departments are not even situated in the Netherlands or in Flanders. Those departments represent the Dutch culture abroad.     Description: A state's ability to maintain mandatory conscription and wage war rests on the idea that a "real man" is one who has served in the military. Yet masculinity has no inherent ties to militarism. The link between men and the military, argues Maya Eichler, must be produced and reproduced in order to fill the ranks, engage in combat, and mobilize the population behind war. In the context of Russia's post-communist transition and the Chechen wars, men's militarization has been challenged and reinforced. Eichler uncovers the challenges by exploring widespread draft evasion and desertion, anti-draft and anti-war activism led by soldiers' mothers, and the general lack of popular support for the Chechen wars. However, the book also identifies channels through which militarized gender identities have been reproduced. Eichler's empirical and theoretical study of masculinities in international relations applies for the first time the concept of "militarized masculinity," developed by feminist IR scholars, to the case of Russia.

    Description: Yearbook for Dutch Book History, Volume 29/2022 Education and Pedagogy The Yearbook for Dutch Book History publishes articles in the Dutch and English language on all aspects of the book history of the Low Countries. The central theme of Volume 29 (2022) of the Yearbook is ‘Education and Pedagogy’. Contributions to the volume encompass a broad scope. The seventeenth and eighteenth centuries are discussed from the perspectives of Catholic and Protestant schoolbooks, and their roles in contemporary theological disputes, as well as the manner in which the Disaster Year (1672) was canonised in the Nieuwe Spiegel der Jeugd (New Mirror of Youth), which was repeatedly in print between 1674 and 1780. Later periods are treated by contributions detailing handbooks for artists in the nineteenth century and the illustrations of Cornelis Jetses in Bremer schoolbooks. Knowledge and illustrations of the clitoris stand at the heart of a contribution on biological education. The section of thematic articles is concluded by an interview with two publishers of schoolbooks who detail contemporary developments in the schoolbook market. Unrelated to the annual theme, the Yearbook also contains contributions on the printer Peter van Selow and his supposed Dutch background, the survival of editions of the Reformed Liturgy in the later sixteenth and early seventeenth centuries, and an article on so-called Neusboekjes (Nose-books), short comical works from the seventeenth and eighteenth century with pronounced satirical insights into Dutch politics and social norms.

    Description: The monograph focuses on a special type of collocations–Support, or Light, Verb Constructions (SVCs). SVCs consist of a semantically reduced verb together with a noun (as the direct object or embedded in a prepositional phrase) that conveys core lexical meaning to the combination. SVCs often vary cross-linguistically, with languages using different strategies to conceptualize the same denotative situations. This study in line with the principles of the Integrated Contrastive Model, aims firstly to offer a corpus-driven contrastive cognitive-semantic description of SVCs in Russian and Italian based on the Construction Grammar model; and secondly to conduct a Contrastive Interlanguage Analysis of the use of Russian SVCs by Italian-speaking students. The findings of this study, in addition to its theoretical significance, may be useful in teaching Russian as a foreign language and could be of interest for lexicography.

    Description: An image in technicolor. Fifty years of wars in Vietnam 1940-1990 gives a broad and innovative interpretation of the history of Vietnam between 1940 and 1990. Black and white characterisations, one-sided interpretations and prevailing myths are debunked. Instead, a nuanced and multifaceted picture is given in which the United States is less prominent. History is not only written by the victors and, in this case too, the history of Vietnam during this period cannot be attributed solely to Ho Chi Minh and the success of the Communists in 1975. The internal losers, that is, the other political movements and their leaders, must also be given a crucial place in Vietnam’s history. For example, the civil wars that took place between 1940 and 1990 played an unmistakable role. The older, idealised image of North Vietnam is inaccurate. This country was a dictatorial and oppressive police state. After 1954, the North Vietnamese leaders were embroiled in a fierce power struggle and were largely responsible for the war in South Vietnam. The answer to the question of who the legitimate representatives of the Vietnamese nation were also requires a more balanced judgment of non-Communist politicians, such as Bao Dai, Ngo Dinh Diem and Nguyen Van Thieu. As for the role of international players, initially, it was the Cold War that determined the United States’ interference; later, it was American credibility. In the end, it was the support from China and the Soviet Union that was the deciding factor for North Vietnam’s victory. Important new perspectives are given on the role of minorities, the meaning of ‘a third way’, the devastating effects of the strategy, the role of women and girls, and the mental and cultural aspects of the wars.

    Description: The link between language and thought formed a major new exploration of twentieth-century philosophy. Languages nuance our ideas and perceptions. Though from various angles, Heidegger, Derrida, Wittgenstein forged new ways of understanding the relationship between our views of the external world and our culturally and linguistically pre-determined modes of expression. Another giant in this field of exploration is the Romanian philosopher Constantin Noica (1909–1987), who has so far remained generally unknown to the Western World because of the Iron Curtain. The Romanian Sentiment of Being (Sentimentul românesc al ființei), first published in Romanian in 1978, is a philosophical work at the intersection of metaphysics and philosophy of language. The title of this book may be deceptive. “Romanian” does not mean ethnically circumscribed; it does not limit ontology to nationality but rather reflects on how language can carry ontological thought. The Romanian Sentiment of Being invites the readers to meditate on the fundamental theme of being and how it is expressed in a culture in time. This being in time marks the tension between moment and eternity, captured in the fairytale ""Ageless Youth and Deathless Life"" (""Tinerețe fără batrânețe și viață fără de moarte""), which Noica interprets in detail. The translation of the story will be found in the appendix. Noica also analyzes one of the most famous poems in Romanian, Mihai Eminescu’s ""The Evening Star"" (""Luceafărul""), and readers will find its translation in the appendix.

    Description: This article investigates ‘nose books’ (neusboekjes) and their social functions in the Early Modern Low Countries. Nose books are short literary texts written in the form of joyful ordinances that can be found in bound volumes (Sammelbände). These volumes contain a number of separately printed works, such as almanacs, prognostications and popular texts, which were subsequently bound together. Unlike previous studies, which have largely considered nose books as purely entertaining, this article demonstrates that nose books were initially sold as a form of political satire. As such, they encouraged societal engagement. However, over the course of the eighteenth century, the political undertone of nose books was no longer part of people’s reading experiences. These later readers appreciated the parody of the official ordinance instead.

This collective monograph explores the development of national myth on the basis of a variety of materials from Russian culture, beginning from the Late Middle Ages and finishing with the Soviet epoch.     Description: This article discusses some antinomies concerning the category of verbal aspect in Russian, which generate apparent contradictions on a theoretical level. Special attention is paid to Russian aspectual pairs (considered in a cross-Slavic perspective). I focus on antinomies applying to different ways of expressing the aspectual semantics of verbs (lexical, grammatical and derivational), as well as on rules regulating the use of perfective and imperfective verbs. Our study confirms the need to distinguish between lexical and grammatical limits of action in a theory of Slavic aspect.

    Description: The paper analyses the general factual value of the imperfective verbs in Russian and Bulgarian. The first part examines the three main types of the general factual meaning in the past (‘referential’, ‘existential’, and ‘atelic’). We show that in Bulgarian these meanings are rendered by imperfective verbs in the aorist, perfect, and imperfect tense respectively. The second part is dedicated to the future tense. In Russian, the general factual reading of the analytical future has many restrictions while in Bulgarian the general factual meaning is the main meaning of the imperfective future.

    Description: In 1710-1711, at the time of preparation for the Prut campaign, Peter I sent three envoys to Venice, namely Urbich, Boris and Karetta. In 1716-1720, Becklemishev was appointed permanent Russuan economic representative in Venice. The article presents an analysis of credential letters of Peter the Great’s envoys in Venice in connection with the pre-existing tradition and with due regard to the specifics of the Russian diplomatic ceremonial. The author aims to describe stylistic specifics of Peter I’s credential letter and to determine its role for the subsequent tradition.

    Description: On 17 August 1945, two days after the Japanese surrender that also brought an end to the Second World War in Asia, Indonesia declared its independence. The declaration was not recognized by the Netherlands, which resorted to force in its attempt to take control of the inevitable process of decolonization. This led to four years of difficult negotiations and bitter warfare. In 2005, the Dutch government declared that the Netherlands should never have waged the war. The government’s 1969 position on the violence used by the Dutch armed forces during the war remained unchanged, however: although there had been ‘excesses’, on the whole the armed forces had behaved ‘correctly’. As the indications of Dutch extreme violence mounted, this official position proved increasingly difficult to maintain. In 2016, the Dutch government therefore decided to fund a broad study on the dynamics of the violence. The most important conclusions of that research programme are summarized in this book. The authors show that the Dutch armed forces used extreme violence on a structural basis, and that this was concealed both at the time and for many years after the war by the Dutch government and by society more broadly. All of this – like the entire colonial history – is at odds with the rose-tinted self-image of the Netherlands.

    Description: Acta Slavica Estonica is an international series of publications on current issues of Russian and other Slavic languages, literatures and cultures. The volume „Anthropocentrism in language and speech” was prepared in memory of Mikhail Shelyakin (1927–2011), a long-time professor of the Russian language at the University of Tartu. The relation between language and the human being was M. Shelyakin’s central topic during the final period of his research. The articles focus on anthropocentrism of the linguistic sign and its realization in speech. They continue and develop the problems studied by M. Shelyakin mainly on the basis of Russian. The volume consists of three parts: anthropocentrism in word-formation and grammar, anthropocentrism in phraseology and the lexical system, and the impact of anthropocentrism on contrastive studies, translation, and the teaching of foreign languages.

    Description: The aim of this paper is to compare the superlexical prefixes of Russian and Bulgarian. The main focus is on delimitative and attenuative po- in derived PF forms as well as in secondary IPF verbs. Using the Russian-Bulgarian parallel corpus, I show that there is a functional parallelism between PF and IPF delimitatives in Russian and Bulgarian. The semantic similarity between delimitative and attenuative meaning is the basis for expressing special pragmatic functions by means of both PF and IPF poattenuatives in Bulgarian, while attenuative po-verbs in Russian express specific pragmatic meanings primarily via PF forms.

    Description: This paper deals with the different meanings and functions of prefixes in perfective verbs derived from the indeterminate motion verbs chodit’, nosit’ and ezdit’. In some expressions with transitive verbs (e. g. vychodit’, donosit’ and naezdit’) the prefixes are lexical. Their function consists in creating accomplishment verbs with a resultative meaning. On the other side, the prefixes po-, za- and ot- in such verbs as pochodit’, zachodit’, ot’’ezdit’ are superlexical. They have the function of expressing additional meanings which refer to the duration, inception and cessation of the action.

    Description: Russian-language edition: One common explanation for the failure of democracy to take root in Russia more quickly and more thoroughly than it has points to inherited cultural values that predispose Russian citizens to favor an autocratic type of governance. Ellen Carnaghan takes aim at this cultural-determinist thesis in her study of Russian attitudes, based on intensive interviews with more than sixty citizens from all walks of life and a variety of political orientations. What she finds is that, rather than being influenced by an antidemocratic and anticapitalist ideology, these ordinary citizens view the economic and political system in Russia today very critically because it simply does not function well for them in meeting their everyday needs. They long for order not because they eschew democracy and free markets in any fundamental way, but because they experience them currently as chaotic and unpredictable, leading to constant frustration. As a result, there is reason to be optimistic about further progress in democratization: it depends on improving the functioning of existing institutions, not transforming deep-rooted cultural norms. In the Conclusion, Carnaghan applies her argument to elucidating the reasons why Russians have responded favorably to what Westerners see as moves in an antidemocratic direction by Vladimir Putin’s government.

    Description: Giving in the Netherlands provides the macro-economic estimates of philanthropy by households, bequests, foundations, corporations and lotteries. The Center for Philanthropic Studies at Vrije Universiteit Amsterdam has conducted the research since 1995. This is the 13th edition, about giving in the year 2020. Giving in the Netherlands 2022 answers the following questions: How generous are the Dutch in their charitable giving? Who gives to which charitable causes? How has giving behavior developed over the past 25 years? In Giving in the Netherlands, we do not only examine financial contributions, but also volunteer service. Giving in the Netherlands contributes to the visibility of the philanthropic sector in the Netherlands. This is important to legitimize an independent and rapidly growing sector. In 2020, the Netherlands gave € 5.6 billion ($ 5.6 billion, £ 4.9 billion) which equals 0.7% of GDP. As a proportion of GDP, the Netherlands gave slightly less in 2020 than in 2018. In addition, 44% of the population was engaged in volunteer work. Corporations and households give most. Together, corporations and households are responsible for almost 80% of all philanthropy in the Netherlands. While, every source has a favorite charitable cause, health received the most in 2020.

    Description: In the modern multi-linguistic concept of Belarus culture, neo-latin poetry represents an important component. The inclusion in the 1960s of the Latinist poet Nikolai Gusovskij, alongside other Renaissance poets, in Belarusian literature contributed to the growth of the national consciousness of the Russified and Sovietized Belarusians. However, the first translations of The Poem of the Bison in Belarusian and Russian, which showed clear signs of a tendentiousness aimed at adapting the text to the socio-political situation of Soviet times, remain canonical, despite the presence of new translations.

Here, empowerment seems to stand for the autonomy and competence of the individual, who learns to make a positive contribution to society. In this book, Richard de Brabander traces the evolution of the notion of empowerment: whereas its roots can be found in the civil rights movement and its fight against oppression and injustice, nowadays the term is mostly used in strategies to make people adapt to dominant norms. Among them, the equestrian books by Antoine de Pluvinel from the 1620s stand out: Maneige Royal and L'Instruction du Roy / Reitkunst. Ingrid Maier focuses on the Russian translation of L'Instruction du Roy / Reitkunst from 1677, but the history of this edition is inseparable from that of Maneige Royal. The author compares selected fragments of the translations. Even this first selective analysis leads to surprising insights into translation techniques and the translators' interventions in the texts.

TIMSS stands for Trends in International Mathematics and Science Study and measures worldwide developments in knowledge and skills in science and in attitudes of students who have completed four or eight years of formal education. The 'e' of eTIMSS refers to the digital administration of the test. In the Netherlands, group 6 students took the 2019 TIMSS test on a tablet. The students have been tested in mathematics and science (biology, physics and chemistry and physical geography). The present report reports on the outcomes of TIMSS-2019 in the Netherlands. The remainder of this chapter describes the structure of TIMSS-2019.

A Miracle of St Martin – Utrecht a Happy City tells the story of Utrecht and St Martin. At the occasion of Utrecht’s 900th anniversary as a free city, the book elucidates how the bond between Utrecht and its patron saint since the early Middle Ages inspired people to contribute to a happy city. The book is designed as a diptych, focusing first on St Martin’s Utrecht patronage around the year 900, when the settlement built within the walls of the former Roman castellum endured difficult times due to political and climatological troubles. Bishop Radbod (899/900-917) calls upon his fellow citizens to cultivate the commemoration of St Martin and to appeal to the saintly figure in times of hardship. The book includes a translation of Radbod’s Miracle Story of St Martin and unravels the secrets of his Gregorian office for the summer feast of St Martin’s Translation on July 4th. The second part of the book focuses on St Martin’s role in the multicultural twenty-first-century city of Utrecht. The popular St Martin’s Parade establishes a new celebration of the saint with music, street art and a parade of lights. Reflecting on this newly (re-)invented tradition we discover St Martin anew as a symbolic figure representing values of the inclusive city in past and present. The book is lavishly illustrated with images of St Martin and his cult in medieval and modern-day Utrecht.

    Description: The legal systems that shape capitalist societies worldwide contribute to a number of fundamental social problems. An ever-growing public and private debt, environmental pollution, an increasing polarization between rich and poor, and a globally unjust fiscal and financial system are examples of this. from. The capitalist system itself does not address these problems. However, the main legal building blocks of the capitalist socio-economic system are remarkably simple, namely money and the way in which it is created, the (capital) company form and the (neo)liberal state organization that wants to make the markets as free as possible. In How Economics Became the Problem (and What to Do About It), the author, as a specialist in the field, provides a critical analysis of capitalist economics and provides insights into how, for the benefit of our societies, we be able to use the prevailing legal instruments completely differently. The book is the Dutch version of the original English version entitled How Economics Became the Problem. An urgent call to legal action. The Russian translation of the book will be published in 2021. A Chinese version of the book is currently in press.
    Description: De rechtssystemen die de kapitalistische samenlevingen wereldwijd vorm geven, dragen bij tot een aantal fundamentele maatschappelijke problemen. Een almaar groeiende openbare en particuliere schuld, de milieuvervuiling, een toenemende polarisatie tussen rijk en arm, en een wereldwijd onrechtvaardig fiscaal en financieel systeem zijn daar voorbeelden van. Het kapitalistische systeem zelf pakt deze problemen niet aan. Nochtans zijn de belangrijkste juridische bouwstenen van het kapitalistische sociaaleconomische systeem opmerkelijk eenvoudig, namelijk geld en de manier waarop het wordt gecreëerd, de (kapitaal)vennootschapsvorm en de (neo)liberale staatsorganisatie die de markten zo vrij mogelijk wil maken. In Hoe economie het probleem werd (en wat eraan te doen valt) geeft de auteur als specialist ter zake een kritische analyse van de kapitalistische economie en geeft hij inzichten in hoe we, ten bate van onze samenlevingen, de heersende juridische instrumenten volledig anders kunnen inzetten. Het boek vormt de Nederlandse versie van de oorspronkelijke Engelse versie met als titel How Economics Became the Problem. An urgent call to legal action. In 2021 verscheen de Russische vertaling van het boek. Een Chinese versie van het boek is momenteel ter perse.

    Description: The paper is concerned with the history of the Russian verb past’ ‘fall’, which until the mid-19th century used to have biaspectual present forms. The analysis deals both with the historical motivation for this biaspectual behaviour and the factors behind its loss. The most important stage of the process seems to be the gradual disappearance of the primary spatial usages of past’: these came to be expressed by a newly created aspectual pair, padat’/upast’. The latter is close to the so-called two-stem perfectivation verbs, which I examined in more detail in my previous work.

    Description: The present article is the result of the ongoing research of the project ‘The Dynamics of the Classical Reformed Liturgy in the Netherlands: Its Texts and their History’. This Liturgy is recorded in numerous psalm books and Bibles. The question arises how many editions of the Liturgy have not been preserved, or which are not known in publicly accessible collections. To this end, the article analyses a list of forty editions of the Liturgy from the period 1566-1634 that the theologian Gisbertus Voetius included in 1641 in a book entitled Catechisatie Over den Catechismus der Remonstranten. The article examines in particular the extent to which a tried and tested statistical analysis can be helpful in determining the value of this list. The article concludes that the data provided by Voetius not only provides information about a number of specific lost books, but, taking into account a number of uncertain factors, also offers an indication of the probable total number of editions containing the Liturgy that were originally published and are now untraceable.

    Description: This paper deals with Slavic micro-languages in situations of absolute language contact with German (Upper Sorbian, Burgenland Croatian) and Italian (Molise Slavic, Resian). The Slavic way of forming aspectual pairs has been preserved throughout, whereas aspect usage has changed. The behaviour of prefixes in borrowings varies according to the individual contact situations: Sorbian and Burgenland Croatian form prefixed partners even from loan verbs in contrast to Resian and Molise Slavic, borrowing telic verbs as perfectives and forming their imperfective partners by means of suffixation.

    Description: The research reported in this publication concerns the second sub-study of the project Administrative Power and the Effect of Professionalisation Incentives in Secondary Education. This sub-study focuses on the various incentives that the Ministry of Education, Culture and Science and organisations affiliated with OCW (for instance NRO, the Inspectorate and DUO, VO-raad, the Education Council and collective agreements) give to various actor groups in education. The aim is to maintain and improve the professional competencies of those actor groups. Incentives' is another word for professionalisation policy instruments (PBIs) and these can be categorised as PBIs arising from legislation or regulations, PBIs of a financial nature and PBIs intended to entice professionalisation activities through communication. For each PBI aimed at secondary education, the actor(s) targeted and the nature of the incentive were identified. For comparison with secondary education, this has also been done for PBIs in PO and MBO. To gain more insight into the familiarity, use, effectiveness and possible side effects, experts were interviewed and asked to fill in a digital questionnaire. Finally, a focus group meeting was held to discuss our findings in more detail on the basis of various propositions.
    Description: Het onderzoek brengt de stand van zaken met betrekking tot bestuurlijk vermogen en professionalisering in het voortgezet onderwijs in kaart. We doen dat door verschillende opeenvolgende deelstudies. We gaan door secundaire analyses na in hoeverre besturen voor voortgezet onderwijs van elkaar verschillen in gerealiseerde onderwijskwaliteit. Door literatuurstudie en interviews met deskundigen schetsen we vervolgens welke professionaliseringprikkels in het voortgezet onderwijs voorkomen en waar ze toe leiden. De kern van ons onderzoek bestaat uit een combinatie van een surveyonderzoek met (verkennende en verdiepende) casestudies. We onderzoeken in hoeverre besturen beschikken over bestuurlijk vermogen, hoe ze reageren op externe professionaliseringsprikkels en hoe ze interne professionalisering vormgeven. We analyseren de relaties tussen bestuurlijk vermogen, professionalisering en onderwijskwaliteit en gaan de invloed na van bestuurlijke kenmerken. Door expertmeetings met vertegenwoordigers van beleid, praktijk en wetenschap komen we uiteindelijk tot breed gedragen aanbevelingen voor het verbeteren van het voortgezet onderwijs.

    Description: This contribution consists of two interviews with experts from the Dutch educational publishing field. The first interviewee, Rivka Mooren, works as project editor Higher Education at Pearson Benelux. She explains how handbooks and digital learning platforms develop from the conceptual stage to publication. In light of international developments in higher education publishing, Mooren expects that the market will become fully digital, although in Europe more slowly than in the United States. Secondly, Regine Reincke considers the larger trends and developments in Dutch educational publishing. She works as Head of Product for ParnasSys, an administrative system for students that is widely used in Dutch primary schools. She arrived at this position after a career in educational publishing. This allows her to reflect on the role of technology in the classroom, and how it may enhance, but not replace, traditional classes and books.

Door beter aan te sluiten bij de identiteitsbehoeften van jongeren kunnen eventuele radicale gedachten worden bijgestuurd naar positieve politieke of maatschappelijke betrokkenheid. Deze benadering is tot op heden onderbelicht gebleven in onderzoek en ook onvoldoende aanwezig in bestaande beleidsstrategieën voor het onderwijs

    Description: In dit bekroonde boek ('Provinciale prijs historisch onderzoek 2006', van de provincie Vlaams-Brabant) worden de ontwikkelingen die volgden op de splitsing van de Leuvense tweetalige universiteit, op magistrale wijze in kaart gebracht. In 1968 werd een regime van autoritaire monseigneursen statusgevoelige professoren ten grave gedragen. In de euforie om de autonomie koos de nieuwe, Nederlandstalige universiteit voor de vlucht vooruit. Maar in het midden van de jaren 1970 maakte het revolutionaire elan plaats voor gevoelens van ontnuchtering. Daaraan kwam pas in het midden van de jaren 1980 een einde. De universiteit werd toen als het ware ‘heruitgevonden’. Het onderzoek werd geprofessionaliseerd, het onderwijs verruimd, de contacten met de maatschappij benadrukt. Sindsdien werd de horizon steeds weidser. De stad op de berg vertelt op meeslepende wijze het verhaal van de strijd om zelfstandigheid, van contestatie en verzakelijking, van wetenschap en engagement. Het boek is een absolute aanrader voor iedereen die de Leuvense universiteit en haar gemeenschap van professoren en studenten, maar ook van laboranten, bibliothecarissen en technici beter wil leren.

    Description: Although in recent years more and more attention has been paid to the clitoris, often little attention to the attitude towards her existence in the past. This article takes a look at the clitter's history and focuses on her appear in Dutch publications by (and for) doctors and teachers in the last 400 years. The conclusion is that the clitoris has never been completely forgotten or ignored, but that the ignorance about this female organ is due is due to cultural and social factors: a lack of attention to sexuality in general and for the female genitalia in particular. pass in the last decade this has been slowly changing: attention to the full anatomy of the clitoris is widely used for the first time combined with attention to the sexual experience of women within a framework in which she is equal to the man.
    Description: Hoewel er de laatste jaren steeds meer aandacht wordt besteed aan de clitoris, is vaak maar weinig oog voor de houding tegenover haar bestaan in het verleden. Dit artikel gaat in op de geschiedenis van de kittelaar en richt zich op haar voorkomen in Nederlandse publicaties van (en voor) medici en docenten in de laatste 400 jaar. De conclusie luidt dat de clitoris nooit volledig is vergeten of genegeerd, maar dat de onwetendheid over dit vrouwelijke orgaan te wijten is aan culturele en sociale factoren: een gebrek aan aandacht voor seksualiteit in het algemeen en voor de vrouwelijke geslachtsorganen in het bijzonder. Pas in het laatste decennium is dit langzaam aan het veranderen: aandacht voor de volledige anatomie van de clitoris wordt voor het eerst op grote schaal gecombineerd met aandacht voor de seksuele beleving van de vrouw binnen een kader waarin ze gelijkwaardig is aan de man.

    Description: In 1906, a new primer was published in the German city of Bremen: The Bremer Fibel. Its illustrations were created by Cornelis Jetses (1873-1955) one of the bestknown illustrators of teaching material in the Netherlands, his home country, in the first half of the twentieth century. This article focuses on these illustrations and shows how Jetses used his artistic skills to create images which fulfilled the demands of representatives of Reformed Pedagogy, a movement which emerged in Europe around 1900 and placed the child at the centre of education. By creating an overall design for the book that should help children develop a good aesthetic taste and by showing people, objects and situations that were part of the pupils’ everyday world, Cornelis Jetses played a part in establishing a child-oriented education in Bremen. Furthermore, this article also shows how the illustrator used artistic composition principles to create images that helped pupils to learn how to read words and decipher images.

    Description: This paper attempts to identify the factors that either limit the passivization and decausation of Russian idioms containing transitive verbs of movement. Most of these verbs are highly subject to passivization in free structures and produce causative-decausative pairs. But in phraseological units their transformation is not always possible. The purpose of this research is to reveal the semantic and grammatical features that restrict the above transformations, to identify their primary or auxiliary role and to determine the existence of common features that resist both types of transformation.

    Description: Despite attempts by the Dutch government to combat and discourage unlawful residence, there are people who live in the Netherlands without a residence permit. However, little is known about the way they live (or survive) and work in the Netherlands. Although their residence is not legal, this does not mean that migrants without residence permits have no rights. On the contrary, this book connects the legal legislation and regulations on the national and international level with the socio-economic reality of this vulnerable group of migrants. Based on unique empirical material, this study shows the discrepancy between the rights that also apply to migrants without residence permits, for example as workers, as patients or as residents, and shows the absence of protection in everyday practice. The book concludes with an exploration of possibilities for improving the vulnerable position of migrants without residence permits in the Netherlands.

    Description: Imitating models was the main early modern poetical principle. This study discusses Dutch novelistic prose translated from three European bestsellers: François de Bellesforest’s Histoires Tragiques (translation 1612), John Barclay’s Argenis (translations 1640-1681), and Antoine Torche’s Le Chien de Boulogne (translation 1681). Confirming Burke’s thesis of cultural hybridity the translations reflect balancing acts between accepting and resisting the contents and morals of their models. Only Torche’s Chien is transformed into a cultural translation, by adding a new Dutch narrative to its first chapters. Save this added Dutch narrative, all three bestsellers are translated docilely and accurately. This seems to indicate that novelistic prose served to make a profit, financing other commodities of the publishers. Nevertheless, at the same time translators Reinier Telle, Gerbrandt Bredero, Jan Glazemaker, and maybe Timotheus ten Hoorn, like canaries in coal mines, may have given their readers alarming signals on social behavior.

    Description: In the paper morphological processes for creating aspectual pairs in Resian are discussed. A distinction is made between original Slavic verbs and verbs originating from other languages. In the former case the most productive process is prefixation (and perfectivation), whereas in the latter case for verbs of Romance origin the most productive process is suffixation (and imperfectivation). Verbs of Germanic origin also allow prefixation.

    Description: Classical approaches to policy advice envisage a clear division of roles between its providers and recipients, i.e. experts and politicians. However, this dualistic scheme is beginning to erode. In the concept of policy-oriented public advice, which this chapter takes as its starting point, an additional, distinct role is assigned to citizens. Using the heuristic of Römmele and Schober (2011), as well as examples from Germany and Poland, we argue that – under some conditions – ordinary citizens can help develop solutions to complex and ambiguous socio-political challenges. Citizen assemblies offer a methodology that can allow for articulation of citizens’ consultative voice, based on the principle of random selection of participants. The chapter includes a discussion of the characteristics of this format, presents their functions and the boundary conditions that should be met for the use of citizen assemblies to be purposeful and effective. Similarities and differences in the functioning of citizens’ assemblies in Poland and Germany are also presented, particularly regarding the advisory mandate of these bodies.

W koncepcji ukierunkowanego na politykę doradztwa społecznego, którą za punkt wyjścia obiera niniejszy rozdział, dodatkowa, odrębna rola przypada obywatelom. Posiłkując się heurystyką Römmele i Schobera (2011), jak również przykładami z Niemiec i Polski, stawiamy tezę, że zwykli obywatele mogą pomóc w wypracowaniu rozwiązań dla złożonych i niejednoznacznych wyzwań społeczno-politycznych. Metodyką, która – pod pewnymi warunkami – może pozwolić na artykulację głosu doradczego obywateli są panele obywatelskie, opierające się na zasadzie losowego doboru uczestników. Rozdział prezentuje cechy charakterystyczne tego formatu, omawia ich funkcje oraz warunki brzegowe, które powinny zostać spełnione, by zastosowanie paneli było celowe i skuteczne. Przedstawione są również podobieństwa i różnice w funkcjonowaniu paneli obywatelskich w Polsce i Niemczech, w szczególności w odniesieniu do doradczego mandatu tych gremiów.

    Description: Starting from the discussion of the concepts of formality and informality, the paper first examines and analyzes empirical findings from a survey of German and Polish political advisors, lobbyists and experts on their perceptions of the access channels to politics and of politics to experts in Germany and Poland. Which access channels are chosen and why, how open are they, and what imbalances exist in access to experts and experts’ access to politics? A second section looks at the degree of formalization of advisory processes and access channels in both countries. In a third section, the focus is on interpretations of perceptions of access channels and degree of formalization and their implications for policy advice in Germany and Poland. The Polish sub-study finds a considerable gap between the perceptions of policy experts and lobbyists. While the former group enjoys a relatively high reputation in Poland, the reputation of lobbyists is much worse. In the German sample, the sharpness of the distinction between the reputation of lobbyists/interest representatives on the one hand and expert advisers on the other is less visible than in the Polish survey. The chapter concludes that political expert cultures in Poland and Germany are not congruent with regard to the perception of access channels and the play with formality and informality, but nevertheless show fundamental similarities – above all the fundamentally positive assessment of access channels to expertise. But below some very general similarities, the different perceptions of expert cultures begin to emerge. In both countries, a technocratic culture of expert advice is held in high esteem, but in Germany the assessment of interest-driven expert advice is perceived less negative than in Poland.

Jakie kanały dostępu są wybierane i dlaczego, jak bardzo są one otwarte i jakie nierówności istnieją w dostępie polityków do ekspertów i ekspertów do polityki? Druga część tekstu poświęcona jest analizie stopnia sformalizowania procesów doradczych i kanałów dostępu w obu krajach. W trzeciej części skupiono się na interpretacji postrzegania kanałów dostępu i stopnia formalizacji oraz ich implikacji dla doradztwa politycznego w Niemczech i w Polsce. W polskim badaniu cząstkowym stwierdzono znaczny rozdźwięk między percepcją ekspertów ds. polityki a lobbystów. Podczas gdy ta pierwsza grupa cieszy się w Polsce stosunkowo wysoką reputacją, opinia o lobbystach jest znacznie gorsza. W próbie niemieckiej ostrość rozróżnienia między reputacją lobbystów/przedstawicieli grup interesu, z jednej strony, a doradców-ekspertów, z drugiej, jest mniej widoczna niż w badaniu polskim. Rozdział kończy się wnioskiem, że polityczne kultury eksperckie w Polsce i w Niemczech nie są zbieżne pod względem postrzegania kanałów dostępu oraz gry z formalnością i nieformalnością, niemniej jednak wykazują fundamentalne podobieństwa – przede wszystkim zasadniczo pozytywną ocenę kanałów dostępu do wiedzy eksperckiej. Jednak mimo pewnych bardzo ogólnych podobieństw zarysowuje się też odmienność w postrzeganiu kultur eksperckich. W obu krajach technokratyczna kultura ekspercka jest ceniona wysoko, ale w Niemczech ocena doradztwa powiązanego z reprezentacją interesów jest postrzegana jako mniej negatywna niż w Polsce.

    Description: W ostatnich latach coraz większą uwagę zyskują wyzwania stojące przed europejskimi regionami związane ze zmianami strukturalnymi w kierunku zrównoważonego rozwoju. Łużyce, leżące na granicy Niemiec i Polski, doświadczają znacznej presji związanej z transformacją. Krajowe i europejskie programy finansowania, m.in. w ramach Europejskiego Zielonego Ładu, mają na celu łagodzenie skutków odchodzenia od wydobycia i konsumpcji węgla. Niedawno przyjęty unijny Mechanizm Sprawiedliwej Transformacji ma za zadanie wspieranie zrównoważonych zmian strukturalnych poprzez pomoc pracownikom i przyczynianie się do dywersyfikacji gospodarki w najbardziej dotkniętych obszarach. Niniejszy Policy Brief przedstawia trzy rekomendacje związane z wykorzystaniem funduszy UE w polsko-niemieckim obszarze granicznym w celu wspierania sprawiedliwej transformacji. Po pierwsze, fundusze udostępnione w ramach Mechanizmu powinny być wykorzystywane w porozumieniu z regionalnymi interesariuszami w Łużycach w celu uzupełnienia krajowych środków wsparcia. Dalsze programy finansowania ukierunkowane na różne obszary polityki publicznej powinny być wykorzystane w celu wzmocnienia spójności w całym regionie. W tym kontekście szczególnie interesujące są programy zarządzane centralnie przez Komisję Europejską (tzn. nie podlegające zarządzaniu dzielonemu z rządami krajowymi). Ściślejsza współpraca polityczna i gospodarcza, w połączeniu z głębszą wymianą doświadczeń, może przyspieszyć integrację regionalną i ukierunkować procesy przekształceń strukturalnych na osiągnięcie trwałych rezultatów. Użycie tych programów w obszarze granicznym obarczone jest jednak praktycznymi przeszkodami, które należy pokonać. Ponadto powyżej wymienione działania powinny być realizowane zgodne z celami zrównoważonego rozwoju (SDGs), przyczyniać się do osiągnięcia celu, jakim jest neutralność klimatyczna, a także do złagodzenia społecznych skutków transformacji strukturalnej na wszystkich poziomach.
