    Beschreibung: "The Politics of Trauma and Integrity uses the lenses of gender and trauma to tell the stories of narratives testified by two contrasting Japanese “comfort women” survivors. Through an innovative interdisciplinary study of the politics of gendered memory and trauma in historical context, with numerous primary sources for analysis including diaries, interviews, letters and oral testimonies, this book uncovers the life-or-death struggles of Japanese survivors in pursuit of public recognition as the victims of state violence against women. It is set within a gender history of modern Japan, supplemented by feminist activist methodology premised upon political agency that seeks social justice. The author’s analysis draws upon three key concepts: trauma, coherence of the self, and integrity. Focusing upon the role of gender and trauma as the nexus between memory construction and identity formation in modern Japan, the author reveals these women’s relentless quest for their recovery and creation of new identities. This book provides a better understanding of the victims of sexual violence and encourages readers to listen to the voice of trauma, as well as making a significant contribution to the existing research on the ongoing history of sexual violence against women in Japan, the rest of Asia and beyond. It will be of interest to scholars, researchers, activists and all who are interested in the issue of women’s human rights. It provides supplementary reading and research material for history and politics courses relating to Japan and East Asia, memory, identity, trauma, gender, war and feminist activism. Privileged students benefit from a number of advantages in the competition for selective and scarce places: access to information, lower aversion to debt, higher expectations, better previous schooling and higher academic achievement. The chapters present a critical analysis of equity policies in different countries – with or without affirmative action policies, within a context of neoliberal policies or within a social democratic model – and the reasons why they have failed to promote equity and fairness, preventing students from achieving their full educational potential.     Beschreibung: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences.     Beschreibung: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

Simulation modeling is flexible enough to accommodate different levels of detail, precision and time frameworks. We specifically define agent-based modeling within the larger simulation domain, provide a brief overview of other computation modeling methodologies and discuss the concepts of multiple models, verification, validation and calibration.     Beschreibung: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

    Beschreibung: This open access book examines why Japan discontinued its quarter-century history of troop contribution to UN Peacekeeping Operations (1992–2017). Japan had deployed its troops as UN peacekeepers since 1992, albeit under a constitutional limit on weapons use. Japan’s peacekeepers began to focus on engineering work as its strength, while also trying to relax the constraints on weapons use, although to a minimal extent. In 2017, however, Japan suddenly withdrew its engineering corps from South Sudan, and has contributed no troops since then. Why? The book argues that Japan could not match the increasing “robustness” of recent peacekeeping operations and has begun to seek a new direction, such as capacity-building support.

    Beschreibung: Citizens in democracies complain that political parties’ positions on major issues are too ambiguous for them to confidently understand. Why is party position ambiguity so common? Are party positions ambiguous because political parties fail in forming clear policies or because they deliberately blur their positions? Rationality of Irrationality argues that political parties are motivated to strategically blur their position on an issue when they struggle with a certain disadvantage in the issue. Specifically, political parties present an ambiguous position when their own supporters are divided in their stances on the issue. A political party also blurs position stances when voters do not acknowledge that the party has the ability and integrity to solve problems related to the issue. Political parties blur their position in these cases because ambiguous party positions divert voters’ attention from the issue. Voters support a political party whose policy positions on major issues are close to their own stances. However, voters cannot confidently and exactly estimate party positions on an issue when they are only ambiguous.

    Beschreibung: Listeners with hearing impairments have difficulties understanding speech in the presence of background noise. Although prosthetic devices such as hearing aids and cochlear implants may improve the hearing capability, listeners with hearing impairments still complain about their speech perception in the presence of noise. The basic tonal audiometry only gives a cursory idea of the degree of difficulty in spoken communication caused by hearing loss because it does not assess the ability to understand speech. Therefore, the use of speech-in-noise tests to measure hearing loss in complex scenes is an integral part of a patient's audiological study. Most research has concentrated on studying only stationary sound sources, but in natural acoustic scenes, conversations may become very difficult to understand in the presence of moving sound sources such as a moving talker or a passing vehicle. Therefore, this thesis deals with quantifying speech perception in the presence of moving maskers through virtual sound sources presented binaurally via headphones. Significant differences in several conditions were found, revealing that the auditory system assesses differently the moving maskers than the stationary maskers. Therefore, the inclusion of moving conditions in clinical listening tests is recommended, in order to assess speech-in-noise perception in a more realistic environment.

Drawing on the multidisciplinary expertise of the network’s members, the book explores the impact of the phenomenon of post-truth politics on European integration and the European Union. It places particular emphasis on how post-truth politics has played out in the public sphere and asks what impact the phenomenon has had on public deliberation, but reflects also on its implications for democracy in a wider sense. This book is primarily written for audiences with an interest in politics and policy making, including academics, policy makers and civil-society actors. Thanks to its accessible style, the book should however also be an asset to wider audiences.

Nicht ohne Grund nannte der spätere österreichische Bundeskanzler Bruno Kreisky die Arbeit der OEEC eine „Elementarschule der europäischen Politik."

    Beschreibung: Die Teilchenphysik als Teilgebiet der modernen Physik gewinnt zunehmend an Bedeutung im schulischen Physikunterricht. In dieser Arbeit wird erstmalig das von Lehrkräften benötigte Fachwissen zur Teilchenphysik modelliert, wobei Fachwissen als ein Teil des Professionswissens verstanden wird. Als Fachwissensdimensionen werden die Inhaltsbereiche und die Wissensarten in den Fokus genommen, für welche jeweils Subfacetten identifiziert und präzise beschrieben werden. Nach einem überblick über die wesentlichen Ideen der Teilchenphysik wird in der Arbeit die sukzessive Modellierung des Fachwissens im Rahmen einer qualitativ und quantitativ angelegten Delphi-Studie vorgestellt. In drei Befragungsrunden wurden zwischen 35 und 65 internationale Expertinnen und Experten aus der teilchenphysikbezogenen Forschung (Fachwissenschaft und Fachdidaktik) und öffentlichkeitsarbeit (u.a. Wissenschaftsjournalismus) sowie erfahrene Lehrkräfte zu den für das Fachwissen relevanten Themen der Teilchenphysik befragt. Empirische Analysen der Befragungsrunden ergaben, dass sich die Dimension Inhaltsbereiche im deklarativen Wissen aus zehn teilchenphysikalischen Themen (z.B. Teilchen in der Hochenergiephysik, die vier fundamentalen Wechselwirkungen) zusammensetzt, von welchen sechs als besonders relevant eingeschätzt wurden. Im Anschluss an die letzte Befragungsrunde wurde theoriegeleitet eine erste Modellierung der Inhaltsbereiche für die Wissensarten des prozeduralen und konditionalen Wissens vorgenommen.

In The Rise of Trump: America’s Authoritarian Spring, Matthew MacWilliams argues that Trump’s rapid rise through a bewildered Republican Party hierarchy is no anomaly; rather, MacWilliams argues, it is the most recent expression of a long-standing theme in American political life, the tendency and temptation to an ascriptive politics—a political view that builds its basic case on ascribing to any relatively disempowered group (whether defined by race, ethnicity, gender, sexual orientation, religious belief, or other identifying category) a certain set of qualities that justify discriminatory treatment. The ascriptive tradition in American politics, though longstanding, has generally been kept to a relatively small minority—a minority whose rights, perhaps paradoxically, have been protected by the principles of Madisonian democracy, even though central to its worldview is the need and urgency of limiting the rights of some. It has found champions in years past in such figures as Andrew Jackson, Huey Long, Joseph McCarthy, and Pat Buchanan. But in Donald Trump this tradition has found a significant new voice, one emboldened by deeper shifts in the American political landscape. Trump’s swift and unsettling rise to the pinnacle of presidential politics may point toward the emergence of more significant and substantial questions about the future course of a democratic government committed to principles of equality and the freedom of expression, association, and conscience.

    Beschreibung: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East’s only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government’s ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

    Beschreibung: Diese Arbeit systematisiert die bereits im Jahr 2005 eingeführten brasilianischen Stromauktionen erstmals umfassend und bewertet sie anhand von Experteninterviews und empirischen Erhebungen. Aus dem funktionalen Rechtsvergleich mit dem deutschen Ausschreibungsmodell ergeben sich wesentliche Erkenntnisse für das EEG 2017 im Bereich der Technologieoffenheit und der Realisierungsquote bezuschlagter Projekte. Denn die EEG-Ausschreibungen verstoßen infolge niedriger Teilnehmerzahlen in weiten Teilen gegen die unionsrechtliche Vorgabe der EE-Richtlinie 2018 zur wettbewerbsorientierten Vergabe von Fördermitteln. Zudem verfehlen sie die national gesetzten Ausbauziele. Als Lösungsvorschlag wird ein auf den brasilianischen Vorschriften basierender Regelungsentwurf zur automatischen technologieübergreifenden Umverteilung der ausgeschriebenen Leistung erarbeitet. Ferner zeigt diese Arbeit auf, dass die Regelungen des EEG 2017 Projektabbrüche kaum sanktionieren. Daher sollte erwogen werden, nach brasilianischem Vorbild Projektabbrüche mit dem Ausschluss von zukünftigen Ausschreibungen zu pönalisieren. A functional legal comparison of German renewable energy auctions, introduced comprehensively in 2017, with Brazilian energy auctions, introduced already in 2005, provides relevant insights for the German system. This work offers the first comprehensive systematisation of relevant Brazilian regulations, and assesses their effectiveness using expert interviews and empirical analysis. It highlights several solutions to problems regarding technology neutral auctions and the realisation rate of successful projects, that could be valuable for the German model. Due to low participant numbers, many German energy auctions violate the european energy directive of 2018, which states that the awarding of funding must be competition-oriented. This work proposes a solution to this problem, based on a similar mechanism adopted by Brazilian regulations, which automatically redistributes tendered capacity across different technologies. Legal comparisons made in this work demonstrate that project cancellations in Germany are not sanctioned sufficiently. As such, to ensure that expansion targets are met, it is worth considering following the Brazilian example of sanctioning project cancellations by limiting participation in future auctions.

Leading domestically to economic and political breakdown, the pandemic accelerated the decline of the US-led capitalist world’s imperial power, intensifying the tendency to lash out with aggression and militarism, as seen in the US-led West’s New Cold War against China and the proxy war against Russia over Ukraine. The geopolitical economy of the decay and crisis of this form of capitalism suggests that the struggle with socialism that has long shaped the fate of capitalism has reached a tipping point. The author argues that mainstream and even many progressive forces take capitalism’s longevity for granted, misunderstand its historical dynamics and deny its formative bond with imperialism. Only a theoretically and historically accurate account of capitalism’s dynamics and historical trajectory, which this book provides, can explain its current failures and predicament. It also reveals why, though the pandemic—by revealing capitalism’s obscene inequality and shocking debility—prompted the most serious critiques of capitalism to emerge in decades, hopes of ‘building back better’ were so quickly dashed. This book sheds searching light on the dominant narratives that have normalised the neoliberal financialised capitalism and the dollar creditocracy dominating the world economy, with even critics unable to link capitalism’s neoliberal turn to its financialisations, historical decay, productive debility and international decline. It contends that only by appreciating the seriousness of the crisis and rectifying our understanding of capitalism can progressive forces thwart a future of chaos and/or authoritarianism and begin the long task of building socialism. This book will be of great interest to students, scholars and researchers of international relations, international political economy, comparative politics and global political sociology.

However, when multiple regime-debilitating events strike within a short period of time, thus pushing an incumbent to the precipice of power, opposition elites expect victory, accepting costly compromises to build alliances and seize power. Opposing Power shows how oppositions build these alliances through case study comparisons in East and Southeast Asia—between the Philippines and South Korea in the late 1980s, and between Malaysia and Singapore from 1965 to 2020.

    Beschreibung: In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintenance of politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.

    Beschreibung: This is an Open Access book. The primary objective of this book is to seek out insights into the concept of high-quality growth (HQG). It explores the essential attributes of HQG, such as inclusiveness, sustainability, and resilience, as well as its relationship with transformation, by drawing principally on illustrative cases and instances of international cooperation. The United Nations document on Sustainable Development Goals (SDGs) states that “We resolve to create conditions for sustainable, inclusive and sustained economic growth, shared prosperity and decent work for all.” As such, the concept of quality growth is inherent in many aspects of the SDGs. A similar approach can be seen in the Development Cooperation Charter announced by the Japanese government in 2015. According to the Charter, one of the most important challenges of development is quality growth and the reduction of poverty achieved through such growth. The approach in the Charter emphasizes inclusiveness, sustainability, and resilience. This volume is a pioneering study on quality growth as well as its relationship with SDGs and transformation. Comprehensive studies on quality growth are very few. The case study approach distinguishes the present volume from some previous literature that discussed quality growth within the framework of general policy. Instead, in this book, concrete cases and experiences provide insights into hands-on “ingredients”. Through the case studies, it can be seen more clearly that transformation and quality growth are phenomena that do not occur automatically but, rather, ones that require specific, properly designed strategies and approaches. Another unique feature of this book is that it aims to make explicit some of the consistent, but implicit, principles of Japan’s international cooperation.

    Beschreibung: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

    Beschreibung: Das Wachstum des zivilen Luftverkehrs bedeutet eine große Herausforderung für die Luftfahrtbranche. Nur durch effizientere Triebwerke können der spezifische Verbrauch von fossilen Energieträgern und die spezifischen Emissionen reduziert werden und so der Zugang zu Flugreisen für die wachsende Weltbevölkerung sichergestellt werden. Einen maßgeblichen Beitrag zur Steigerung der Effizienz kann die Optimierung der Kühlung von heißen Komponenten des Kerntriebwerks leisten. Gerade im thermisch hoch belasteten Bereich der ersten Turbinenstufen werden große Mengen an Kühlluft verwendet, die sich negativ auf den thermischen Wirkungsgrad auswirken. Neue Kühlverfahren ermöglichen es, den Kühlluftbedarf bei gleichen Standzeiten der Bauteile zu verringern. Vor einem möglichen Einsatz müssen diese neuen Verfahren untersucht und ihre Leistungsfähigkeit bestimmt werden, vor allem die Vorhersage der Materialtemperatur der Schaufeln muss hoch präzise erfolgen. Die vorliegende Arbeit präsentiert neue Verfahren zur Kühlung von Rotorschaufeln. Es wird speziell auf die Drallkühlung eingegangen, die sich in grundlegenden Untersuchungen und in Verbindung mit den sich rapide verbessernden Möglichkeiten der additiven Fertigung als vielversprechendes Verfahren herausgestellt hat. Zur Beurteilung der neuen Konzepte werden Untersuchungen durchgeführt, bei denen die wichtigen strömungsmechanischen Ähnlichkeitskennzahlen der Maschine eingehalten werden. So können die Ergebnisse unmittelbar auf den Einsatz im Triebwerk übertragen werden. Die Untersuchungen bedeuten eine Herausforderung für die als Messtechnik eingesetzte Infrarotthermographie. Neue Kalibrierverfahren werden entwickelt und überprüft. Durch Anwendung dieser Verfahren kann die Oberflächentemperatur der Prüflinge hoch genau bestimmt werden. Anhand der mit den neuen Verfahren bestimmten Verteilung der Oberflächentemperatur und weiteren aerodynamischen Messungen werden abschließend Empfehlungen formuliert, wie ein auf Drallkühlung basierendes Kühlsystem für Turbinenrotorschaufeln leistungsfähiger werden kann und so die geforderte Lebensdauer dieser Bauteile sicherstellen kann.

    Beschreibung: This book introduces readers to the age of intra-African migration, a period from the mid-19th century onward in which the center of gravity of African migration moved decisively inward. Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. The book demonstrates that only by taking a broad historical and continent-wide perspective can we understand the distinctions between the more immediate drivers of migration and deeper patterns of change over time. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.

    Beschreibung: In Zeiten, in denen die Komplexität gesellschaftlicher, politischer, wirtschaftlicher und technologischer Probleme zunehmend steigt, ist der Erwerb einer naturwissenschaftlichen Grundbildung für die persönliche Meinungsbildung von zentraler Bedeutung. Hierzu gehört das Erlernen von naturwissenschaftlichen Erkenntnismethoden wie dem Experimentieren. Erkenntnisse zu experimentierspezifischen Kompetenzen zeigen, dass Lernende über unterschiedliche Vorstellungen bezüglich des Experimentierens verfügen. Diese zeigen sich in unterschiedlichen Vorgehensweisen, die mehr oder weniger stark von der Vorgehensweise in realer wissenschaftlicher Forschung abweichen. Ziel der vorliegenden Studie ist eine differenzierte Erfassung und Analyse individueller Prozessstrukturen sowie prozessbezogener Niveaustufen von Experimentierprozessen Lehramtsstudierender der Biologie. Die Ergebnisse zeigen, dass die meisten Experimentierprozesse nicht, wie in idealisierten Modellen angenommen, einem linearen Prozessverlauf verlaufen, sondern wiederholte Wechsel zwischen den Experimentierphasen aufweisen. Insbesondere die Durchführung nimmt hier eine zentrale Stellung ein. Die Vernetzung der Experimentierphasen ist unterschiedlich ausgeprägt und steht in einem positiven Zusammenhang mit der Qualität eines Experimentierprozesses. Die prozessbezogenen Niveaustufen weisen Ausprägungen über alle Niveaus hinweg auf. Aus den Ergebnissen werden Hinweise zur Gestaltung von Unterricht und universitärer Lehre sowie Implikationen für die fachdidaktische Forschung abgeleitet.

Drawing on nearly 100 interviews with key actors in Vancouver, Calgary, Toronto, and Montreal, as well as extensive participant observation, Smith argues that institutional differences across cities interact with ideas regarding homelessness to contribute to very different models of governance. Socially unpopular cuts contributed to the occurrence of violent movements that both opposed austerity policies and created animosity towards the politicians who implemented them. Combining qualitative and quantitative comparative analyses from anti-austerity movements in 14 Eurozone states from 2007 to 2015, Joanna Rak develops an original typology of patterns of a culture of political violence to explain why some anti-austerity movements turned to violence and others did not, despite having shared goals and political values. She uncovers the very nature of the differences and similarities between cultures of political violence, identifies their sources, and determines their differing results. Simultaneously, she opens a discussion on the exploratory and explanatory utility of the category of a culture of political violence in the Social Sciences. As digital tools allow media users to share ever more suave selfies and success stories, psychologists promote 'the gifts of imperfections' and point to perfectionism as a catalyst for rising depression and burnout complaints and suicide rates among millennials. As sound technologies increasingly permit musicians to 'smoothen' their work, composers increasingly praise glitches, noise, and cracks. As genetic engineering upgrades with swift speed, philosophers, marketeers, and physicians plea 'against perfection' and supermarkets successfully advertise 'perfectly imperfect' vegetables. Meanwhile, cultural analysts point at skewed perspectives, blurry images, and other 'deliberate imperfections' in new and historical cinema, painting, photography, music, and literature. While these and other experts applaud imperfection, scholars in fields ranging from disability studies to tourism critically interrogate a trend to fetishize imperfection and poverty. They rightfully warn against projecting privileged (and, often, emphatically western-biased) feel-good stories onto the less privileged, the distorted, and the frail.     Beschreibung: Ein zentrales Ziel der fachdidaktischen Forschung stellt die Verbesserung schulischen Unterrichts dar. Eine Transferstrategie zur flächendeckenden Verbreitung wissenschaftlicher Erkenntnisse bildet die Bereitstellung evidenzbasierter, innovativer materialgestützter Unterrichtskonzeptionen. Allerdings fällt das Materialnutzungsverhalten von Lehrkräften individuell sehr unterschiedlich aus, wobei das Zusammenspiel verschiedener Einflussfaktoren auf die Materialnutzung bislang wenig erforscht ist. Ziel der vorliegenden Arbeit ist es daher, dieses Wirkgefüge unter authentischen Bedingungen genauer zu untersuchen. Dazu wurde kriteriengeleitet eine evidenzbasierte, fachdidaktisch innovative Unterrichtskonzeption ausgewählt (das Münchener Unterrichtskonzept zur Quantenmechanik) und den teilnehmenden Lehrkräften fakultativ zur Verfügung gestellt. Mittels eines qualitativen Forschungsansatzes wurden elf Lehrkräfte bei der Implementierung des Konzepts durch ein Interview zu Beginn und am Ende einer Unterrichtsreihe zur Quantenmechanik sowie zwei Unterrichtsbeobachtungen mit je einem anschließenden stimulated recall begleitet. Aus den Ergebnissen folgt, dass die Probanden sich überwiegend heuristisch mit der Konzeption auseinandersetzten und lediglich Elemente auf Sichtstrukturebene implementierten. Das nachgewiesene Wirksamkeitspotential von evidenzbasierten, innovativen Unterrichtskonzeptionen scheint sich folglich lediglich unter bestimmten Bedingungsfaktoren zu entfalten.

    Beschreibung: In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.

    Beschreibung: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

    Beschreibung: Multilingualism is an ever-present feature in political contexts around the world, including multilingual states and international organizations. Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Policymakers tend to disregard politically charged language and they are constrained in their ability to use vague or ambiguous language to gloss over disagreements by the need for consistency across languages.

With the population increase and urban expansion, the need for transport infrastructure and mobility within Dar es Salaam is continuously growing. To manage transport development under these conditions of rapid urban growth, the Dar es Salaam Master Plan of 1979 was the last official master plan authorised by the Ministry of Lands, Housing and Human Settlements Development and has not been replaced Daladalas, small buses and the even smaller microbuses called vipanya are by far the most common way to travel in Dar es Salaam. The World Bank notes that Dar es Salaam’s four primary roads and arterial roads are dominated by public transit and walking. However, walking has not yet been sufficiently considered in transport policies in Dar es Salaam, which – unlike Nairobi – does not have a Non-Motorised Transport Policy to date.

Language makes us human. It is an intrinsic part of us, although we seldom think about it. Language is also an extremely complex entity with subcomponents responsible for its phonological, syntactic, and semantic aspects. In this landmark work, Angela Friederici offers a comprehensive account of these subcomponents and how they are integrated. Tracing the neurobiological basis of language across brain regions in humans and other primate species, she argues that species-specific brain differences may be at the root of the human capacity for language. Friederici shows which brain regions support the different language processes and, more important, how these brain regions are connected structurally and functionally to make language processes that take place in milliseconds possible. She finds that one particular brain structure (a white matter dorsal tract), connecting syntax-relevant brain regions, is present only in the mature human brain and only weakly present in other primate brains. Is this the “missing link” that explains humans' capacity for language? Friederici describes the basic language functions and their brain basis; the language networks connecting different language-related brain regions; the brain basis of language acquisition during early childhood and when learning a second language, proposing a neurocognitive model of the ontogeny of language; and the evolution of language and underlying neural constraints. She finds that it is the information exchange between the relevant brain regions, supported by the white matter tract, that is the crucial factor in both language development and evolution.

    Chapter 8 The Role of Constitutional Judges in Protecting Territorial Self- Government (2022)

    Beschreibung: This chapter seeks to explore to what degree judges have used their key role regarding the distribution of powers in order to protect the territorial self-government of subnational entities in federal systems, especially if they are characterized by the presence of national minorities. This question gains particular salience from the insight that the role of courts is often ambivalent, as they may in fact contribute to both “making” federalism and “unmaking” it. The chapter starts with a clarification of key concepts and a justification of the selection of federal systems that it draws evidence from. This selection is based on two criteria: first, the existence of a constitutional court entrusted with the ultimate interpretation of the country’s constitution and, secondly, the employment of federalism as a tool to ensure the territorial self-government of one or more national minorities. The chapter then goes on to analyze from a comparative perspective to what degree judges have protected territorial self-government in four countries, namely Canada, India, Belgium and Spain. It does so with a focus on the distribution of powers and thereby covers jurisprudence on three of the most important dimensions of how responsibilities are allocated. These dimensions are exclusive subnational powers, concurrent powers and the suspension of subnational powers under provisions of emergency rule, all of which are litmus tests for the judicial protection of self-government. On this basis, the chapter’s comparative conclusions point out that judges in each of the four countries have strongly protected territorial self-government in some of the three analyzed dimensions of the distribution of powers and less so in others, thus confirming the importance of a differentiated and in-depth approach. They also discuss whether a change from the traditional role of judges as federal arbiters enforcing the constitution to a new role as active facilitators of conflict management can be useful for guaranteeing that interests of subnational entities are respected.

    Beschreibung: Das selbstgesteuerte Experimentieren ist laut den nationalen Bildungsstandards sowie den Lehrplänen im Fach Chemie ein wichtiger Bestandteil der naturwissenschaftlichen Schulbildung. Offene Experimentierformen sind jedoch wenig etabliert. Um das selbstgesteuerte Experimentieren in die Unterrichtspraxis zu implementieren, wurde im Rahmen dieses Forschungsprojekts eine eintägige Lehrkräftefortbildung zur Konzeption von selbstgesteuerten Experimenten im Chemieunterricht durchgeführt. Dazu wurde ein literaturbasiertes Strukturierungskonzept entwickelt, mit dem die Lehrkräfte kochbuchartige Schulversuche zu selbstgesteuerten und kompetenzorientierten Experimenten mit beliebigen Öffnungsgraden modifizieren können. Begleitend zur Fortbildung wurde im Prä-Post-Follow-Up-Design das fachdidaktische Wissen der Teilnehmenden hinsichtlich der Planung von selbstgesteuerten Experimenten empirisch überprüft. Zur Erfassung dieses Konstrukts wurde ein neues Messinstrument literaturbasiert entwickelt und die Güte des Messinstruments evaluiert. Die Auswertungen zeigen, dass die Fortbildung hinsichtlich des fachdidaktischen Wissens der Lehrkräfte kurz- sowie langfristig lernförderlich ist und die Fortbildung von den Teilnehmenden positiv bewertet wird. Die Reliabilitätsanalyse sowie die Validierungsstudie zeigen, dass der Test sowohl reliabel als auch valide ist. In Folgestudien könnte die langfristige Verhaltensänderung der Lehrkräfte bezüglich der Implementierung des selbstgesteuerten Experimentierens in den Unterricht untersucht werden.

In recent years, opposition to the processes of globalisation and the programme of closer European integration, understood as a threat to the sovereignty of individual member states, has led to an intensification of Eurosceptic sentiments on the Old Continent. The results of the European parliamentary elections in 2014 and 2019, the Brexit referendum and electoral results in different European countries are all testament to the considerable growth of radical populist-nationalist and conservative-sovereignist movements and parties. The common idea that binds these groups, both in Western Europe and in Central and Eastern Europe, is a hostile attitude towards the idea of (an ever-more integrated) united Europe. These parties reject not only the project of building a European federation, but also the current model of the European Union and the values underlying its attitudes. They are united by their criticism of EU policies, in particular those concerning security, emigration, multiculturalism, gender equality and the rights of minorities, as well as economic liberalism and the common currency. However, this criticism manifests itself with varying degrees of intensity, and not all parties fit the classic definition of Euroscepticism but instead represent its mild form, Eurorealism. The authors bring together reflections on the organic and complex critique of the European Union, its policies and cultural and ideological character. The book provides a comparative analysis of this criticism at the transnational level. This book will be of interest to researchers of European politics, the radical right and Euroscepticism.

    Beschreibung: This open access book presents an actor-centered study on Europeanization, based on the assumption that EU-driven reforms are highly dependent on the behavior and interests of the key domestic actors. Whether or not a state pursues a European and democratic agenda depends on domestic lawmakers. Further, political elites are pre-eminent in deciding on the nature, form and content of any law, and on the extent to which the rule of law is actually enforced. Elites can overcome structural or institutional barriers that stand in the way of achieving their goals. The empirical study on Romania presented here lends this observation a more profound meaning: it shows how, in contexts where high level corruption is the norm rather than the exception, self-serving political elites cannot be expected to genuinely commit to adopting sound anti-corruption reform. The book is an inquiry into the motivations that drive legislators to make particular decisions, but also into the structural characteristics and dynamics of the elite that invite a selfish rather than responsible and responsive behaviour.     Beschreibung: "This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics, and public policy."
