    Description: Bij zekerheid wordt meestal gedacht aan gevaren die van buitenaf komen. Om zich tegen dergelijke risico’s te verdedigen ontwikkelt elke samenleving betrouwbare voorzieningen. Denk aan het vormen van een dijkenstelsel, een leger of een verzorgingsstaat. Maar hoe onszelf te beschermen tegen gevaren die van binnen uit komen? Daarvoor heeft de mensheid in de loopt van haar geschiedenis uiteenlopende oplossingen bedacht. Omdat veel jagers en verzamelaars vormen van animisme omarmen, zoeken ze bescherming in het ritueel. Omdat religie in boerensamenlevingen doorgaans belangrijk is, kan het geloof in God voor innerlijke zekerheid zorgen. Kenmerkend voor moderne burgers daarentegen is dat ze veel vertrouwen in zichzelf stellen en geloven dat de eerdere arrangementen niet meer nodig zijn. Dat komt op een gevaarlijke illusie neer, gegeven de innerlijke onzekerheid waar we vandaag de dag mee worstelen.

    Description: For numerous public interests there are supervisory bodies, such as the Netherlands Authority for the Financial Markets (AFM) and the Netherlands Authority for Consumers and Markets (ACM). Drawing on the multidisciplinary Transformative Equality Approach that was developed in the UU Gender and Diversity Hub, we argue that it is high time to establish a Netherlands Authority for Emancipation (NEMA). Rather than putting the onus for emancipation and equality on those who suffer from inequality, the government should take ownership of inequality problems by establishing a supervisory body for effective compliance and enforcement of equal treatment legislation.

    Description: It remains very exceptional when highly gifted women musicians are crowned maestra, conductor of a symphony orchestra. There are various explanations for this deprivation. Contextualised in historical and statistical data, this article zooms in on what I refer to as the ‘baton barrier’. Not so much of an invisible boundary as has become known as the glass ceiling, preventing women their upward mobility, for ages, this musical barrier has been in our face: literally, the image, the portrayal of the traditionally masculine orchestral director.

    Description: The fire brigade was the first to dispatch emergency teams to the disaster area and provide assistance day and night, thanks to its omnipresence and versatility. This meant that local, voluntary firefighters were probably among the first rescue workers to fall victim. This contribution thrusts the fire brigade as a rescue service during the flood into the spotlight. This shows both the initial and the subsequent assistance provided by local fire brigades and additional units from outside the disaster area. Research has shown that the role played by the Dutch fire service – not to mention the Italian fire brigade –was massive and hugely significant, especially considering they worked under very dire circumstances and with limited resources.

    Description: De Friese adel van de late middeleeuwen opereerde in een niet-feodaal gebied dat lange tijd geen landsheer kende. Hadden de leden, hoofdelingen genaamd, zich uit de boerenstand omhooggewerkt of vormden ze vanouds een gesloten stand? Hoe zat het met hun vermogen? Dit boek zoomt in op Rienck Hemmema en zijn vrouw Ath Roorda. Zij exploiteerden in de jaren 1569-1573 een boerderij in Hitzum onder Franeker. Uit Riencks Rekenboeck blijkt dat hij geen eigenerfde boer was, maar een edelman met een royale levensstijl en meer inkomsten dan uit die ene boerderij. Een ruimtelijke reconstructie van zijn bezit en dat van zijn voorgeslacht toont hoe agrarisch kapitaal per generatie werd gevormd en overgedragen. Dit beeld wordt getoetst aan een Quote 200 uit 1513 en huwelijksakten uit 1450-1550. Een belangrijke conclusie is dat de Friese adel getalsmatig omvangrijk was, met veel families die leefden van twee of drie boerderijen. De figuur van de edelman-boer kwam dus vaak voor.

    Description: Grensverleggende analyse van Duitse propaganda in België in de beginfase van WOI Tijdens de Eerste Wereldoorlog probeerde de Duitse bezetter België intern te splijten. Dat gebeurde door het voeren van een Flamenpolitik, een beleid dat erop gericht was de Vlamingen of in elk geval de Vlaamse beweging in het harnas te jagen tegen België. Dat lukte, want een klein deel Vlaamsgezinden, de zogenaamde activisten, collaboreerde inderdaad. Vanaf de nazomer van 1914 zou Berlijn in het bezette land de Vlaamse beweging onophoudelijk bestoken met een grootscheepse mediacampagne. De Duitse diensten, gesteund door hun Oostenrijkse bondgenoten, maakten daarbij vooral gebruik van vlugschriften en de geschreven pers, niet alleen in België maar ook in het neutrale Nederland. In de zomer van 1915 was het activisme een feit: een anti-Belgisch Vlaams-nationalisme, waarvan de gevolgen tot op heden voelbaar zijn, had het daglicht gezien. De propaganda die eraan ten grondslag lag was zó vernuftig en ingenieus dat ze niet alleen tijdgenoten overtuigde, maar zelfs meer dan een eeuw later nog steeds historici misleidt. Het is een mooi staaltje van “fake news” avant la lettre.

This means that the Dutch government needs to be alert in its response to the risks and opportunities presented by a rapidly changing world. Addressing this issue, the Scientific Council for Government Policy (wrr) offers some reflections in this report, guided by the question how the Netherlands can develop a foreign policy strategy that matches the changing power relations in the world and the radically changed character of international relations. The answer to this question is a reorientation. This means making transparent choices, making smarter use of Europe as our dominant arena, and, finally, choosing an approach that makes better use of the growing role of non-state actors. The report's recommendations not only underline the necessity of reorientation but also show how this could be accomplished in practice.

De wereld om ons heen is onderhevig aan veranderende machtsverhoudingen, wordt bevolkt door andere spelers dan in het verleden, en wordt gekenmerkt door een sterkere verknoping van nationale en internationale vraagstukken. Dit vraagt om nieuwe antwoorden, om een heroriëntatie op het buitenlandbeleid. Het rapport wordt op 30 november namens de regering in ontvangst genomen door de minister van Buitenlandse Zaken, dr. U. Rosenthal. Het rapport stelt vast dat de internationale betrekkingen radicaal van karakter zijn veranderd. De vertrouwde afbakening tussen binnen- en buitenland vervaagt steeds verder, met name in Europa. Een groot deel van de Nederlanders ervaart dit evenwel nog anders. Tegelijkertijd neemt hun onzekerheid over de positie van Nederland in de wereld toe, mede door de recente financiële crisis. Het WRR-rapport bepleit een strategischer aanpak van de buitenlandpolitiek en schetst daarvoor een afwegingskader. Hiermee kunnen duidelijke keuzes worden gemaakt. Bijvoorbeeld door de nadruk te leggen op beleidsterreinen waarop Nederland sterk is en zich langere tijd wil profileren, zoals water, voedsel, of internationaal recht. De keuzes moeten ertoe bijdragen dat het profiel, de zichtbaarheid en de invloed van Nederland worden vergroot. Door in het buitenlandbeleid de samenhang tussen nationale en internationale belangen sterker te benadrukken, zal dat beleid in eigen land op ruimere steun kunnen rekenen, verwacht de WRR. De nieuwe aanpak zal er volgens de WRR toe leiden dat de algemene buitenlandstrategie een zaak van de gehele ministerraad wordt. Deze aanpak impliceert geen herijking of ontkokering van het buitenlandbeleid. Het vraagt een andere benadering, een andere houding. De Europese Unie is en blijft voor Nederland de meest dominante arena voor internationale samenwerking. Wie zijn doelen in het buitenlandbeleid wil bereiken, moet juist hier invloed uitoefenen, juist hier excelleren om zijn nationale belangen te realiseren. Volgens de WRR vergt dit een antwoord op de vragen: in wat voor Europa willen wij leven en hoe kunnen we onze invloed aanwenden om dit Europa naar vermogen mee vorm geven? Daarbij zou het passen wanneer ons land de praktijk van de ons omringende landen volgt en de minister-president daadwerkelijk tot eerstverantwoordelijke voor het EU-beleid aanwijst, aan het hoofd van het 'ministerie van Algemene en Europese Zaken'. Een strategischer buitenlandbeleid vraagt om een adequate uitvoering. Naast organisatorische aanscherpingen, kunnen bestaande instrumenten beter worden benut. Zo meent de WRR dat het postennet van diplomatieke vertegenwoordigingen in de wereld niet gebaseerd moet zijn op vaste reflexen, maar een afgeleide dient te zijn van een heldere strategie. Tevens zijn nieuwe vormen van samenwerking met andere landen noodzakelijk, waarbij ook nadrukkelijk ruimte en erkenning ontstaan voor samenwerking met niet-statelijke actoren zoals bedrijven, ngo's en belangenorganisaties. Kortom: de WRR bepleit in de buitenlandse politiek strategisch-inhoudelijk scherp te kiezen, te streven naar excellentie binnen Europa en een faciliterend medespeler te worden in de wereld van niet-statelijke actoren.     Description: Het Internationaal Instituut voor Sociale Geschiedenis (IISG) is een van de meest vooraanstaande onderzoeksinstituten ter wereld op het terrein van de sociale geschiedenis, zowel in het wetenschappelijk onderzoek als in het verzamelen en beheren van een unieke internationale collectie archieven. Dit boek onderzoekt de geschiedenis van het Instituut van 1935 tot 1989. Centraal staat de ontwikkeling van het Instituut in de richting van een steeds sterkere professionalisering. Een ontwikkeling in wisselwerking met een driehoek van externe invloeden: de politieke en maatschappelijke context; de ontwikkeling van sociale geschiedenis als academische discipline; en het institutionele en bestuurlijke kader. Het is het verhaal van betrokken historici en activisten, die het erfgoed van en uit de arbeidersbeweging en andere emancipatiebewegingen wilden veiligstellen en voor onderzoek beschikbaar maken. Het boek neemt de lezer mee naar spectaculaire reddingsacties van archieven en bibliotheken die bedreigd waren door de opkomst van Hitler, de ineenstorting van het IISG tijdens de bezetting, en de wonderbaarlijke terugkeer van de meeste collecties na de oorlog. Tijdens de wederopbouw volgde een zoektocht naar een plaats in de academische infrastructuur. Intern raakte het Instituut ontregeld tijdens de roerige jaren zestig en zeventig. In de jaren tachtig vond het IISG de weg naar verdere professionalisering zonder zijn oorspronkelijke bestaansrecht en drijfveren uit het oog te verliezen.

    Description: Achttien bekende Belgen bieden een unieke blik op het Belgische collectieve geheugen Welke gebeurtenissen, plekken en figuren blijven er hangen in het geheugen van achttien prominente Belgen als ze aan hun land denken? Op deze vraag zochten Franstalige en Nederlandstalige academici gedurende enkele jaren een antwoord. Ze organiseerden ontmoetingen met Belgische duo’s uit uiteenlopende maatschappelijke domeinen: de journalisten Nina Verhaeghe en Christian Laporte, de politici Herman Van Rompuy en Philippe Moureaux, de dichters Dirk Van Bastelaere en Laurence Vielle, de regisseurs Jan Verheyen en Adil El Arbi, de schrijvers Kristien Hemmerechts en Vincent Engel, de atleten Laurence Rase en Jean-Michel Saive, de zakenmensen Yves Noël & Christ'l Joris, de syndicalisten Caroline Copers en Felipe Van Keirsbilck, en de imam en islamleraar Brahim Laytouss en theologe Myriam Tonus. Je ontdekt in deze unieke dialogen hoe er tijdens de ontmoetingen gedeelde herinneringen zijn – zoals de Rode Duivels op het WK in 1986 of de zaak Dutroux – maar ook waar de herinneringen tussen de gesprekspartners sterk uiteenlopen – over de Eerste Wereldoorlog bijvoorbeeld, of over Brussel. De verschillen lopen vaak langs de lijnen van de gemeenschappen van ons land, maar zeker niet altijd. Ook verschillen tussen de maatschappelijke domeinen van de gesprekspartners worden duidelijk. In een uitgebreide conclusie brengen de redacteurs de belangrijkste rode draden en lacunes in de gesprekken samen: wat zit er in het Belgische collectieve geheugen, wat niet en hoe komt dat geheugen naar boven in de gesprekken. Dialogen over België biedt een unieke blik op België met herkenbare herinneringen en verrassende inzichten voor Belgen en niet-Belgen.

    Description: "Alles verandert altijd" is een onmisbaar instrument voor de literair vertaler in opleiding en de beginnende en gevorderde professional bij het vertalen in en uit het Nederlands. Het behandelt helder en bevattelijk de belangrijkste aspecten van het literair vertalen: de zakelijke en financiële aspecten, de basiskennis en vaardigheden die deze activiteit veronderstelt, de algemene kernbegrippen en uitdagingen, het vertalen van de traditionele literaire genres, maar ook van kinder- en jeugdliteratuur, literaire non-fictie en filosofie, en de ‘nazorg’ in de vorm van revisie, marketing en promotie. Deze herziene editie werd uitgebreid met bijdragen over vertalen en stijl, over (digitale) professionele zichtbaarheid en over digitale technologie voor literair vertalers. Het boek is een initiatief van het Expertisecentrum Literair Vertalen (ELV), en bevat bijdragen van 26 vertaalexperts (wetenschappers, opleiders en vertalers), onder eindredactie van Lieven D’hulst en Chris Van de Poel. Het ELV is een partnerschap van de Taalunie, de KU Leuven en de Universiteit Utrecht, in samenwerking met het Nederlands Letterenfonds en Literatuur Vlaanderen. i.s.m. Juan Luis Vives heeft nog meer dan Erasmus met de Nederlanden te maken. Zijn tussenkomst, via zijn mecenas Willem van Croy, is beslissend geweest bij de uiteindelijke aanvaarding van het Collegium Trilingue door de Leuvense Universiteit.     Description: This article presents a close reading of gothic features in Simone Atangana Bekono’s novella Zo hoog de zon stond (‘As high as the sun stood’, 2022). This analysis serves as a way to comment on recent academic debates about the end, or ends, of critical theory, more specifically about ways of reading: surface reading or symptomatic reading. Supporting Esther Peeren’s recent plea for a return to symptomatic reading, I argue that a clearcut opposition between surface and depth is untenable.

    Description: The impact of the EU on everyday life is huge, but not always visible. Educating young people to become informed and empowered EU citizens requires a strategy of active learning to prepare them for civic responsibility and democratic participation. This book is a practical guide for secondary or higher education teachers aiming to train their students to be critical citizens through a variety of different subjects and courses. Stories based on cases dealt with by the Court of Justice of the European Union stimulate students to think critically. These stories illustrate the impact of the EU on numerous aspects of the daily lives of its citizens: from the internal market and the free movement of goods and persons, to issues relating to democracy, equality, privacy, social rights, consumer protection, the environment and migration. Through various learning activities and teaching methods the book provides insight into the DNA of the EU and EU citizenship. European citizenship in the classroom is therefore a must-read for anyone who wants to understand European citizenship better or who wants to stimulate young people to reflect on it critically. Concrete casussen op basis van rechtszaken behandeld door het Hof van Justitie van de Europese Unie stimuleren studenten tot kritisch nadenken.     Description: Hoe komt het toch dat onze relatief genereuze verzorgingsstaat vaak geen effectieve hulp biedt aan mensen die de voorzieningen het hardst nodig hebben? Waardoor belanden velen dus ondanks hulp keer op keer in schulden, armoede en isolement? Aan de hand van ervaringen van eenouder gezinnen (i.c. moeders) in de bijstand betogen we dat deze mismatch een gevolg is van de impliciete voorwaarden van de verzorgingsstaat. De (materiele) sociale zekerheid die de verzorgingsstaat biedt, is slechts toereikend bij een solide basis van emotionele en relationele veiligheid. Alleenstaande bijstandsmoeders (en waarschijnlijk ook andere multiprobleemgezinnen) ontberen deze. Daardoor komt de (materiële) zekerheid die de verzorgingsstaat biedt, niet tot zijn recht. We besluiten met voorstellen om de benodigde relationele en emotionele zekerheid in het stelsel een plaats te geven.

    Description: In 1869, Dutch military doctor Cornelis de Mooy invented the litter, ‘raderbaar’, a stretcher on wheels. It was a major improvement in several ways compared with the old brancards. It was comfortable for patients and only one hospital soldier was needed to move the wounded. Starting with the Aceh Wars (1873-1910), it became a huge medical success in the military as well as the civilian world. It was gradually replaced around the 1920s. The litter – and some other inventions he made – hugely reduced the wounded soldiers’ suffering and because of this De Mooy was praised by many as a great humanitarian, but in fact it was military efficiency that drove him. A better, swifter and less strenuous way of transporting the wounded was a means of improving military capabilities.

    Description: During Antwerp's Golden Age, the city replaced Bruges as the primary trading hub of Western Europe. Antwerp transformed from a medium-sized Brabantine town to an unparalleled metropolis in the Low Countries with over 100.000 inhabitants. Although little is known regarding the impact of this transformation on the city's governance, Antwerp serves as an intriguing and exceptional case study. Unlike other trading metropolises such as sixteenth-century Lyon or seventeenth-century Amsterdam, where merchants increasingly occupied positions in the city council, this was not the case in Antwerp. This book ‘Macht in de Metropool’ reconstructs the compositions of Antwerp’s city council between 1400 and 1550. It examines the profile of the different aldermen and mayors and how they evolved over time. Furthermore, the research analyses the real estate investments of this group and their relationship with key groups in society such as the merchants, the nobility, and the central administration.

National and local developments interacted. This anthology offers a fascinating insight into the Indonesian historiography of the revolution.

    Description: Yearbook for Dutch Book History, Volume 29/2022 Education and Pedagogy The Yearbook for Dutch Book History publishes articles in the Dutch and English language on all aspects of the book history of the Low Countries. The central theme of Volume 29 (2022) of the Yearbook is ‘Education and Pedagogy’. Contributions to the volume encompass a broad scope. The seventeenth and eighteenth centuries are discussed from the perspectives of Catholic and Protestant schoolbooks, and their roles in contemporary theological disputes, as well as the manner in which the Disaster Year (1672) was canonised in the Nieuwe Spiegel der Jeugd (New Mirror of Youth), which was repeatedly in print between 1674 and 1780. Later periods are treated by contributions detailing handbooks for artists in the nineteenth century and the illustrations of Cornelis Jetses in Bremer schoolbooks. Knowledge and illustrations of the clitoris stand at the heart of a contribution on biological education. The section of thematic articles is concluded by an interview with two publishers of schoolbooks who detail contemporary developments in the schoolbook market. Unrelated to the annual theme, the Yearbook also contains contributions on the printer Peter van Selow and his supposed Dutch background, the survival of editions of the Reformed Liturgy in the later sixteenth and early seventeenth centuries, and an article on so-called Neusboekjes (Nose-books), short comical works from the seventeenth and eighteenth century with pronounced satirical insights into Dutch politics and social norms.

Tot nu toe was nauwelijks bekend hoe de ruim tweeduizend rechters die Nederland telt over deze en andere vragen denken. Als onderdeel van een breder onderzoek heeft de WRR in de eerste helft van 2012 meer dan vierhonderd rechters uit alle sectoren van de rechtspraak geïnterviewd en geënquêteerd over allerhande kwesties in relatie tot transparantie. In dit boekje worden de resultaten van dit onderzoek gepresenteerd. Als er één ding duidelijk wordt, is het wel dat het onderwerp sterk onder rechters leeft. Een grote meerderheid van hen is voor méér transparantie. Daarbij maken ze nadrukkelijk een onderscheid tussen transparantie op het niveau van de individuele zaaksbehandeling en dat van het instituut rechtspraak. Als het gaat om de vraag hoe transparantie te organiseren, blijken de meningen overigens ook flink uiteen te lopen. Al met al geeft deze publicatie een rijk en gedetailleerd beeld van de overwegingen van rechters pro en contra meer transparantie.

    Description: This article contains the personal account of Sergeant Reinder van de Put of the national police force, based on his correspondence after he was sent to the area affected by the 1953 North Sea flood. It first focuses on the unique letters and photographs that Reinder sent home from where he was deployed in Nieuw-Helvoet. These documents provide an insight into the national police’s work there and his personal experiences. The article describes what the national police faced one month on from the disaster and also provides an insight into the impact of the disaster on Reinder and his colleagues in Doornspijk, who were very close with each other – not only in how they stood together in solidarity but also how they supported each other.

    Description: After the occupation by German troops in May 1940, the German authorities demanded the Dutch fire service be remodelled in line with their own example. In Germany, firefighting had been a police task since 1938. Fire service columns were formed to stop the spread of large-scale fires after air attacks. A great deal of organisation was needed to deploy the large number of pumps, men and large quantities of water. In the Netherlands two mobile columns were formed, which ultimately comprised about 1200 men in two large units, each consisting of four companies with a total of 223 vehicles. The firefighters were trained in the German way and became highly disciplined. The units were deployed after air raids on Rotterdam, Amsterdam and Haarlem in 1943, and Nijmegen and The Hague in 1944. From February 1944, however, the Dutch units were also sent to help in different German cities under attack. The Dutch fire service columns were stationed in eight depots in The Hague, Rotterdam, Baarn, Weesp, Deurne and Winterswijk. The last of the Dutch column was disbanded and sent to the German Fire Service School in Beeskow near Berlin in September 1944.

    Description: The requiem (or the death mass) is one of the oldest and longest surviving genres in Western music history. For hundreds of years it only existed in its original Gregorian guise, but from about 1450 many great composers were inspired to write of masterly new death masses Dies Irae introduces the reader to these masterpieces in an accessible way, without any prior musical knowledge being required. After an introduction to the meaning and structure of the text and music of the ancient Latin Mass for the Dead, a chronicle in three parts follows that guides the reader through the history of the requiem. In separate chapters, all the major and well-known requiems (including by Mozart, Brahms, Verdi, Fauré, Britten and Webber), as well as some less popular but equally poignant works (such as the requiems by Ockeghem, Schütz, Weill, Ligeti, Stravinsky and Zimmermann). Each requiem is discussed according to a fixed pattern, so that the reader can freely browse through different periods and compositions: first each work is situated music-historically, followed by a short discussion of each part separately. By linking the discussions to one reference recording per work, the reader can immediately test the explanation against listening practice. Under the direction of Pieter Bergé, and with the cooperation of Jan Christiaens, all contributions to 'Dies Irae. Chronicle of the Requiem' written by authors who are affiliated with the Musicology research unit of KU Leuven as teachers, researchers or alumnus.

    Description: In 1869, Dutch military doctor Cornelis de Mooy invented the litter, ‘raderbaar’, a stretcher on wheels. It was a major improvement in several ways compared with the old brancards. It was comfortable for patients and only one hospital soldier was needed to move the wounded. Starting with the Aceh Wars (1873-1910), it became a huge medical success in the military as well as the civilian world. It was gradually replaced around the 1920s. The litter – and some other inventions he made – hugely reduced the wounded soldiers’ suffering and because of this De Mooy was praised by many as a great humanitarian, but in fact it was military efficiency that drove him. A better, swifter and less strenuous way of transporting the wounded was a means of improving military capabilities.

    Description: This article engages in genealogical inquiry into Zwarte Piet (Black Pete), to gain deeper insight into the multiple semantic layers of this cultural icon. I argue that the ‘roetpiet’ (soot Pete) or chimney sweep is rooted in at least as solid an iconological tradition as that of the Moorish child slave. I infer some suggestions for non-offensive Sinterklaas celebrations from this historical excursion. While Zwarte Piet in his Moorish guise is indeed a flawed and racist trace of colonial slavery, his chimney sweep connotations may actually be of value to the cultural remembrance of the by now largely forgotten history of child labour that was so crucial to the early industrialization in Europe, and often still is to economies in the Global South.

    Description: Sociale investeringen staan in veel Europese landen op de beleidsagenda. Hierbij gaat het om een omslag van klassiek herverdelend sociaal beleid naar activerend sociaal beleid. Hoewel deze agenda een verlaging van de armoede beoogt, vrezen sommigen juist voor averechtse effecten. Uit vergelijkende studies blijkt dat sociaalinvesteringsbeleid vooralsnog weinig effect heeft gehad op de ontwikkeling van de Europese armoedecijfers. Een verklaring hiervoor lijkt te zijn dat in de meeste landen – mede door het optreden van de financiële crisis – de verschuivingen in de uitgaven van traditioneel naar activerend sociaal beleid betrekkelijk beperkt in omvang zijn. Echter, vanwege politiek-economische redenen en trends als verdergaande economische globalisering, is het goed denkbaar dat sociale investeringen in de toekomst een belangrijker plek krijgen in sociale stelsels.

    Description: Between 1924 and 1979, 50 municipal police forces in the Netherlands were involved in transporting injured people by motor vehicle. As well as genuine ambulances, they also used auxiliary ambulances or multi-purpose vehicles, i.e. cars fitted with a stretcher. This task fell under their duty to maintain public order and deal with road accidents, which was entrusted to the police. During the German occupation of the Netherlands between May 1940 and May 1945, the police continued its task of transporting wounded people. After the Second World War, several police forces purchased multi-purpose vehicles, especially in smaller towns. Their busiest period came in the 1950s and 60s as a wave of traffic accidents swept across the Netherlands. In 1979, the role of the police in transporting wounded people came to an end because ambulance care had professionalized and the police wanted to focus on traditional tasks.

Zij ontwikkelden een hervormingsprogramma, waarin de geestelijke omvorming van de mens centraal stond. Als broeder van het gemene leven speelde Gerard Zerbolt hierin een prominente rol. Hij gaf leiding aan een intensieve boekproductie, ijverde voor kerkelijke erkenning van de broederschap en maakte zich haar charisma eigen. Zo schreef hij twee toonaangevende handboeken voor de geestelijke weg. Meer dan Grote en Radewijns legde Gerard Zerbolt de grondslag voor een eigen spiritualiteit van de Moderne Devotie. De spiritualibus ascensionibus was nog niet in modern Nederlands vertaald. Reeds de Middelnederlandse vertaling droeg de titel Geestelijke opklimmingen. Dit boek beschrijft de weg van de mens, die uit de ongelijkenis met zijn Schepper wil terugkeren tot de oorspronkelijke gelijkenis. Tegenover de ondeugden die mensen kunnen bezielen, plaatst Gerard Zerbolt als tegenkrachten de deugden. Zijn geschrift bevat alle elementen om ook ons als mensen van deze tijd te helpen tot een nieuw mensbeeld en een nieuwe visie op de samenleving te komen.

Niet alleen legt de overheid risico’s steeds meer bij de burger, ook neemt de behoefte aan maatwerk en eigen regie door de burger toe. Zekerheid en sparen worden onderdeel van financiële planning over levensloop. Dit stelt nieuwe eisen aan het stelsel van sociale zekerheid, met een spilfunctie voor de kapitaalgedekte aanvullende pensioenen. Met name is er behoefte aan grotere flexibiliteit en meer ruimte voor maatwerk. Daarbij passen ook modernere vormen van sturing van het individueel gedrag. Meer ‘zacht paternalisme’ door gerichte keuze-architectuur in plaats van het ouderwets ‘hard paternalisme’ van verplichte uniforme regelingen. Dit betekent niet dat alle sociale verzekeringen vervangen worden door sparen: voor grote individuele (‘idiosyncratische’) risico’s en voor risico’s laat in het leven – zoals ouderenzorg – blijft verzekeren essentieel.

Not only do they have to keep working as much as possible, they are expected to actively participate in their own treatment, like finding out where you can get the best doctor or how to give yourself injections. Also they have to participate in client councils of the hospital. In this book, Margo Trappenburg discusses the positive but foremost the negative aspects of this hyper- democratization of health care.
    Description: Nog niet zo lang geleden betekende ziek zijn dat je was vrijgesteld van maatschappelijke verplichtingen. Zieken mochten verzuimen van hun werk en zieken hoefden niet mee te doen aan sociale evenementen die zij niet aankonden. Ziek zijn was misschien niet leuk, maar je rustte er wel lekker van uit. Tegenwoordig ligt dat heel anders. Van zieken wordt verwacht dat zij zoveel mogelijk blijven werken en hun normale taken blijven doen. Teveel rust heet therapeutisch onverantwoord. Naast de normale verplichtingen van gezonde burgers krijgen zieken er zelfs een groot aantal taken bij. Zij moeten actief participeren in hun eigen behandeling, ze moeten zichzelf leren prikken, stoma-zakjes verwisselen, oefeningen doen, uitzoeken waar de beste arts zit voor hun specifieke kwaal, en uitzoeken bij welke verzekeraar zij zich het best kunnen inschrijven als klant. Daarnaast moeten ze idealiter meepraten in de cliëntenraad van het ziekenhuis of de instelling waar zij worden behandeld, meedenken met de medici die richtlijnen opstellen over hun ziekte, meepraten met onderzoekers die van hen willen horen waarnaar zij onderzoek zouden willen doen, meedenken met de overheid over zorgvoorzieningen en het basisverzekeringspakket en meedoen aan talloze cursussen, symposia, en themamiddagen over vraagsturing, empowerment en 'het patiëntenperspectief'. Margo Trappenburg bespreekt in Genoeg is genoeg de positieve, maar vooral ook de negatieve gevolgen van deze hyperdemocratisering in de zorg.

    Description: This article investigates ‘nose books’ (neusboekjes) and their social functions in the Early Modern Low Countries. Nose books are short literary texts written in the form of joyful ordinances that can be found in bound volumes (Sammelbände). These volumes contain a number of separately printed works, such as almanacs, prognostications and popular texts, which were subsequently bound together. Unlike previous studies, which have largely considered nose books as purely entertaining, this article demonstrates that nose books were initially sold as a form of political satire. As such, they encouraged societal engagement. However, over the course of the eighteenth century, the political undertone of nose books was no longer part of people’s reading experiences. These later readers appreciated the parody of the official ordinance instead.

Buikema analyses the work of El Anatsui and Nandipha Mntambo to illustrate the power of this poetics of recycling and gives the example of an exhibition in which the Museum of Equality and Difference (MOED) re-curated the cultural heritage of abolitionism, giving centre stage to the black, previously enslaved woman Sojourner Truth, rather than the white Dutchman Nicolaas Beets. She concludes that the collective fijield of decolonial feminism envelops engaged scholars and artists like a sensitive skin that continuously responds to the context in which it fnds itself.

Maar bestaanszekerheid is een steeds groter begrip geworden, dat ook te maken heeft met vraagstukken van identiteit en veiligheid. Door grote migratiebewegingen veranderde in relatief korte tijd, vooral in de grote steden, de samenstelling van de bevolking. Daarnaast werd veiligheid een steeds groter thema, enerzijds door de reële toename van de problemen, anderzijds door een groeiend maatschappelijk onbehagen. De zekerheid van het bestaan is niet alleen een materiële kwestie, maar heeft steeds meer te maken met het wegvallen van (veronderstelde) vanzelfsprekendheden. Daarbij is de afstand tussen publieke sector en burgers gegroeid. Het komt erop aan de zekerheid weer meer rond burgers te organiseren. De vervreemdende werking van de instituties zal moeten worden omgezet in nieuwe arrangementen van kleine zekerheden.

This study gives an overview of 227 chambers of rhetoric, the rhetorical culture in the Southern Netherlands and gives a fresh new look on the cultural history of the Netherlands.
    Description: In de vijftiende en zestiende eeuw ontwikkelde zich in Vlaanderen en Brabant een bijzondere instituut: de rederijkerskamer. Gewone stedelingen legden zich in gildenverband toe op toneel en lyriek, zowel in besloten kring als publiekelijk, naar aanleiding van allerlei feestelijkheden. In deze studie wordt, vertrekkend van een repertorium van 227 rederijkerskamers, de rederijkerscultuur in de Zuidelijke Nederlanden in kaart gebracht. Het uitvoerige bronnenmateriaal biedt nieuwe, vaak verrassende inzichten in het ontstaan van de rederijkerscultuur, de sociale achtergrond van de rederijkers, de verhouding van de rederijkerskamers tot stad en vorst, de betrokkenheid in de Reformatie en de Opstand en, tenslotte, de veranderende functie in de zeventiende eeuw. Dit leidt ook tot een verfrissende kijk op de cultuurgeschiedenis van de Nederlanden. De auteur komt tot de conclusie dat zich in de Zuidelijke Nederlanden een bijzonder dynamische stedelijke cultuur vormde waarbinnen de basis werd gelegd voor het 'mirakel' van de Gouden Eeuw.

    Description: Lang ging het debat over de toekomst van de sociale zekerheid vooral over de vraag wat er aan technische aanpassingen aan het stelsel aangebracht moeten worden. Inmiddels dienen zich twee fundamentelere vragen aan. Allereerst lijkt het stelsel niet meer per definitie sociale zekerheid te bieden omdat het idee over wat zekerheid is, zelf aan verandering onderhevig is: inkomenscompensatie is niet per definitie de hoogste vorm van zekerheid. Ten tweede ontwikkelt de moderne economie zich op een manier die steeds minder past bij het stelsel van sociale zekerheid: contracten zijn steeds minder permanent, de termen werkgever en werknemer zijn steeds minder passend en werken en leren zijn steeds minder te scheiden. Verkend wordt langs welke wijze het stelsel zich zou moeten ontwikkelen om een adequaat antwoord te zijn op deze ontwikkelingen.

    Description: On 13 March 1908, the National Bureau for the Collection of Data on the Trade in Women and Girls was founded. The 47-year-old H.J.A. Simons de Ruyter was appointed National Police Commissioner. He proved to be the best person for the job owing to his passion for gathering and recording vital data, his knowledge of languages and his dedicated, helpful and generous personality. The Bureau and the police worked with women’s organisations to monitor activities and carry out checks at stations and ports where women and girls who could be exposed to a lewd lifestyle might be travelling. After legislation on morality was passed in 1911, the Bureau was given an additional task in 1914 to tackle trade in lewd publications. After the First World War erupted that year, there was not much more to do at the Bureau, which led Simons de Ruyter to support the immigration authorities in Amsterdam at his own request. This consisted mainly of finding accommodation, providing healthcare, food, clothing and financial assistance and helping to repatriate Belgian refugees.

Het publiek moet via live-beelden het doen en laten in de rechtszaal kunnen volgen, rechters hebben volgens de minister aan hun 'imago' te werken en de samenleving wenst inzicht in de kosten en baten van het 'product' geschilbeslechting. Er is, zowel binnen als buiten de rechtszaal, een roep om transparantie, in de zin van moderne varianten van de klassieke openbaarheid van rechtspraak. Centraal in deze verkenning staat de vraag in hoeverre de rechtspraak haar werkwijze en strategie moet aanpassen in het licht van deze ontwikkeling. Wat is, als het op transparantie aankomt, een gerechtvaardigde vraag vanuit de samenleving en waar begint een onwenselijke inmenging met de onafhankelijke positie van de rechterlijke macht? Tot op heden heeft dit instituut de kaarten in hoofdzaak ingezet op transparantie in de zin van meer zichtbaarheid en begrijpelijkheid. Het is de vraag of dat voldoende zal zijn. Deze verkenning beoogt vanuit een diversiteit aan invalshoeken en veel nieuw empirisch materiaal - burgers en rechters zelf aan het woord - een bijdrage te leveren aan dit vraagstuk.

    Description: During the First World War, the German occupier tried to split Belgium internally. This was done by pursuing a Flamenpolitik, a policy aimed at scaring the Flemish, or at least the Flemish movement, against Belgium. That worked, because a small number of Flemish supporters, the so-called activists, did indeed collaborate. From the late summer of 1914, Berlin in the occupied country would incessantly bombard the Flemish movement with a large-scale media campaign. The German services, supported by their Austrian allies, mainly made use of pamphlets and the written press, not only in Belgium but also in the neutral Netherlands. In the summer of 1915 activism was a fact: an anti-Belgian Flemish nationalism, the consequences of which have been felt to date, had seen the light of day. The propaganda underlying it was so ingenious and clever that it not only convinced contemporaries, but still misleads historians even more than a century later. It is a fine example of “fake news” avant la lettre.
    Description: Tijdens de Eerste Wereldoorlog probeerde de Duitse bezetter België intern te splijten. Dat gebeurde door het voeren van een Flamenpolitik, een beleid dat erop gericht was de Vlamingen of in elk geval de Vlaamse beweging in het harnas te jagen tegen België. Dat lukte, want een klein deel Vlaamsgezinden, de zogenaamde activisten, collaboreerde inderdaad. Vanaf de nazomer van 1914 zou Berlijn in het bezette land de Vlaamse beweging onophoudelijk bestoken met een grootscheepse mediacampagne. De Duitse diensten, gesteund door hun Oostenrijkse bondgenoten, maakten daarbij vooral gebruik van vlugschriften en de geschreven pers, niet alleen in België maar ook in het neutrale Nederland. In de zomer van 1915 was het activisme een feit: een anti-Belgisch Vlaams-nationalisme, waarvan de gevolgen tot op heden voelbaar zijn, had het daglicht gezien. De propaganda die eraan ten grondslag lag was zó vernuftig en ingenieus dat ze niet alleen tijdgenoten overtuigde, maar zelfs meer dan een eeuw later nog steeds historici misleidt. Het is een mooi staaltje van “fake news” avant la lettre.

    Description: De Indonesische onafhankelijkheidsoorlog is in Nederland lange tijd aangeduid met versluierende termen als ‘politionele acties’. In werkelijkheid was het een ware oorlog waarin Nederlandse troepen met moderne wapens de strijd aangingen. De inzet van artillerie, bommenwerpers en scheepsgeschut werd niet geschuwd in het streven de gewapende ‘opstand’ de kop in te drukken. Wat waren de gevolgen van bombardementen en beschietingen met dergelijk grof geschut? In welke gevallen werden deze middelen ingezet en in hoeverre werd gepoogd burgerslachtoffers te voorkomen? Voor het eerst is op systematische wijze de toepassing van vooral artillerie en luchtstrijdkrachten in de onafhankelijkheidsstrijd onderzocht. Grof geschut biedt zowel statistische overzichten als analyses van gevechten waarbij op grote schaal zware wapens zijn ingezet. Daarbij komt ook de vraag aan de orde hoe de inzet van deze middelen zich verhield tot het geweldsgebruik in het algemeen. Deze studie vormt een onmisbare bijdrage aan onze kennis over de aard en omvang van extreem geweldgebruik door de Nederlandse krijgsmacht in de Indonesische onafhankelijkheidsoorlog.

Reeds kort na de Belgische onafhankelijkheid in 1830 zien we de aanzet van wat men een katholieke zuil is gaan noemen. Godsdienstige groepen en kerken verkeren steeds in een spanning tussen een hang naar maatschappelijk isolement en bekeringsijver, tussen bescherming en verovering. Deze termen worden in de christelijke organisatiewereld dan ook ervaren als geladen, negatieve begrippen. In deze KADOC-bundel noemen sociologen en historici het verschijnsel nochtans onomwonden bij de naam. Zij zoeken nuchter naar de historische oorsprong en de verklaringsgronden van de katholieke zuilvorming. De focus wordt daarbij gericht op de beslissende momenten.     Description: In de zeventiende eeuw ging vrijwel iedere toneelvoorstelling gepaard met muziek. Er werd niet alleen gemusiceerd tussen de bedrijven, maar ook in het toneelstuk zelf. Muziek diende als achtergrond en versiering en was functioneel geïntegreerd in de handeling van het drama. Uit de rekeningen van de Amsterdamse Schouwburg blijkt dat men professionele musici in dienst had; daarnaast werd er gezongen en gedanst door de acteurs. In navolging van buitenlandse toneelmuziekstudies wordt in dit boek voor het eerst uitvoerig aandacht besteed aan de zeventiende-eeuwse theatermuziek in de Nederlanden. Centraal staat de toneeldichter Jan Harmensz Krul, die de muziek op vakkundige manier in zijn toneelstukken verweefde en die in 1634 de Amsterdamse Musyck-kamer oprichtte - een stichting die geheel gewijd was aan het samengaan van poëzie en muziek op het toneel. Aan de hand van vijf karakteristieke muzikale scènes uit zijn werk (de wachterscène, gevangenisscène, serenade, offerscène en slaapscène) wordt een beeld geschetst van de toenmalige Amsterdamse toneelmuziekpraktijk. Zulke muzikale scènes waren ook geliefd bij andere toneeldichters, in binnen- en buitenland. Zij hadden voor het publiek een signaalfunctie: het waren direct herkenbare situaties, ijkpunten in het drama, die standaard met muziek werden geassocieerd. Dichters varieerden hierop naar hartelust. Voor toneelschrijver en toeschouwer waren die stereotiepe muzikale scènes wat muziek was voor de personages in de toneelstukken: een effectief middel om te manipuleren - een perfecte verleiding, van oog, oor en hart.

Daarbij probeerden zowel edellieden als koninklijke en keizerlijke vertegenwoordigers het conflict op diplomatieke en verzoenende wijze te beslechten. Deze studie gaat over deze vredehandel. Welke verzoeningspogingen werden ondernomen? Waarom werden die telkens opnieuw ondernomen? En vooral, in welke mate konden deze toenaderingspogingen succes boeken? Op basis van archivalische en gedrukte bronnen brengt dit boek de redenen, modaliteiten en mogelijkheden van de vredesonderhandelingen tijdens de beginjaren van de Opstand in kaart. Vanuit de raak- en breekpunten tussen adellijke en Habsburgse verzoeningspogingen werpt dit boek een nieuw licht op de vraag waarom de onderhandelde hereniging met Filips II gedeeltelijk plaatsvond in 1579-1580 en zo een bijkomend motief creëerde voor het Plakkaat van Verlatinge in 1581.

Een analyse van politieke debatten in de Verenigde Staten, Duitsland en Nederland sinds 1945 leert dat er tegen een dubbele nationaliteit heel verschillend wordt aangekeken, afhankelijk van de context en de groep waarover gesproken wordt. Het boek beschrijft op gedetailleerde wijze hoe de geweldsopvattingen, collectieve identiteit en rivaliteiten van hooligans tot stand komen en hoe deze zich verhouden tot de dominante club- en supporterscultuur. De sociale interactie tussen hooligans, supporters en autoriteiten staat hierbij centraal. Ramón Spaaij pleit voor een multi-institutioneel beleid met een grotere nadruk op sociale preventie. Hij wijst op het belang van het terugdringen van de drijfveren van hooliganisme, in het bijzonder de agressieve masculiene normen en de soms alomvattende wij-zijtegenstellingen van hooligans. Hij pleit voor de terugkomst van de gematigde fan met ware liefde voor het spel.

    Description: The Cold War was a tense time. The Netherlands took precautions to protect its people from potential disasters, in particular nuclear threats. One crucial aspect of this was the establishment of the Civil Defence Corps. The organisation played a key role in setting up command stations and training centres, such as the one in Overvoorde, Rijswijk, near The Hague, which ran exercises and training to prepare people for possible disasters. From large practice ruins to advanced alarm systems, the complex was fully equipped to deal with a broad range of threats. Although the threat of a nuclear attack subsided and the Civil Defence was officially disbanded in 1985, these command stations retained their importance. Many of them have since been repurposed, from storage sites to museums. The bunkers in Overvoorde now serve as an educational centre under the management of Korpora, the Public Safety Heritage Centre. By preserving these sites, we can ensure that future generations can learn from the past and the sacrifices that were made for their safety.

    Description: Marine painting, paintings of ships and the sea, is a four hundred year old traditional Dutch art discipline. In the nineteenth century the genre had a special artistic prestige and status. This study explores the background, training, studio practice, stylistic development and subject matters of the Dutch nineteenth-century marine painter. A Reference List of Marine Painters, which is a new overview of the true specialists in the genre in this period, is added. The key question is how marine painting was looked at by the marine painters themselves, their fellow painters at the artists associations, in art theory and in art criticism. It turns out that within Dutch art circles throughout the nineteenth century, marine painting was perceived as a bearer of national pride. By placing the genre in a broader cultural-historical context it reveals how marine painting, together with the glorification of maritime history, was embedded in nationalist ideology.

    Description: On 17 August 1945, two days after the Japanese surrender that also brought an end to the Second World War in Asia, Indonesia declared its independence. The declaration was not recognized by the Netherlands, which resorted to force in its attempt to take control of the inevitable process of decolonization. This led to four years of difficult negotiations and bitter warfare. In 2005, the Dutch government declared that the Netherlands should never have waged the war. The government’s 1969 position on the violence used by the Dutch armed forces during the war remained unchanged, however: although there had been ‘excesses’, on the whole the armed forces had behaved ‘correctly’. As the indications of Dutch extreme violence mounted, this official position proved increasingly difficult to maintain. In 2016, the Dutch government therefore decided to fund a broad study on the dynamics of the violence. The most important conclusions of that research programme are summarized in this book. The authors show that the Dutch armed forces used extreme violence on a structural basis, and that this was concealed both at the time and for many years after the war by the Dutch government and by society more broadly. All of this – like the entire colonial history – is at odds with the rose-tinted self-image of the Netherlands.

    Description: Sociale gelijkheid is goed voor iedereen. Het vormt een buffer tegen drugsgebruik, criminaliteit, gezondheidsproblemen (lichamelijk én psychisch) en wantrouwen (van mensen jegens elkaar en de gemeenschap). Streven naar meer gelijkheid is dan ook geen filantropische onderneming, maar een zinvolle en noodzakelijke activiteit om het welzijn van anderen én van onszelf te verbeteren. Sociale ongelijkheid is een complex vraagstuk. Wetenschappelijk inzicht, opgebouwd over een langere tijd en vanuit meerdere perspectieven, is onontbeerlijk voor structurele oplossingen. De Universiteit van Amsterdam (UvA) heeft een brede expertise op dit terrein. Ongelijkheid is een speerpunt in het onderzoek. Het Amsterdam Centre for Inequality Studies, verbonden aan de sociale faculteit van de UvA, combineert wetenschappelijke expertise op dit gebied met maatschappelijk engagement. Onderzoekers van verschillende disciplines werken er samen om greep te krijgen op het ontstaan én het voorkomen van ongelijkheid. De hoofdstukken in deze bundel laten hiervan mooie voorbeelden zien. De auteurs presenteren niet alleen wat ze al weten, maar formuleren ook nieuwe kennisvragen. In de verschillende bijdragen staan grootstedelijke vraagstukken centraal: over wonen, mobiliteit, duurzaamheid, onderwijs, radicalisering en arbeidsparticipatie.     Description: By describing their present as ‘enlightened’, eighteenth-century intellectuals inevitably altered their relationship to the past. In search of an explanation for this Enlightenment, eighteenth-century authors created a historical narrative which connected European countries in a linear history from antiquity, through the barbarous Middle Ages, to the progress of the scientific revolution and, finally, to the enlightened present in which seventeenth-century knowledge was perceived as increasingly benefiting society as a whole. Even though this narrative served as a shared European history and identity, national varieties soon emerged. This book shows that, in the context of the European ‘Enlightened narrative’, the Dutch Republic formed an extraordinary case. Here, the narrative of progress collided with a simultaneous debate on national decline and a deeply rooted humanistic tradition. Dutch intellectuals, moreover, were forced to reconsider their national past and national identity. The Batavian myth, for two centuries the primary historical foundation of national identity, increasingly came to be viewed as ‘barbaric’. Consequently, the concept of a seventeenth-century Golden Age was invented. It replaced the Batavian myth with a celebration of seventeenth-century Dutch economic prosperity, commercial politeness and moral rectitude more in line with enlightened historical thought.

    Description: How to think philosophically about religion? The separation of church and state takes form in the nineteenth century. In public universities in the Netherlands, systematic, church-related theology is replaced by philosophy of religion. As a window on academic thinking about faith, Willem B. Drees, Leiden University's last professor of philosophy of religion, reads the work of his predecessors. They were mostly modernists, who expected to find their footing in the use of reason, in historical knowledge about religions, or in personal faith. After World War I, faith is perceived more as a wager, to trust that life is meaningful. Later, we see agnostic reticence that is religiously motivated, because God is always greater than we think, a mystery. And scholarly reticence, because in academic terms nothing definitive can be said about God. Do we thus see a development from modern certitude to charged silence?

    Description: In this essay I discuss Buikema’s ideas about the specific function of literature in times of social upheaval and political violence. Buikema resists the current tendency to reduce engaged novels to their political views and statements about the world. To their author’s intentions, basically. A literary analysis has to do justice to the ways in which political themes are represented, which largely escape authorial control. Close (inter)textual analysis can arrive at different experiences of a work of art. Buikema illustrated this conviction with an analysis of Coetzee’s Disgrace. I continue her analysis and read Disgrace for its stunning literary representation of hegemonic masculinity and how a white macho man is transformed and healed. Women and blacks guide him in this process.

    Description: Scholen moeten aan dreigende schooluitvallers niet alleen onderwijs geven, maar ook alle sociaal-emotionele zorg en steun die nodig is om een plaats in de samenleving te veroveren. Alleen op scholen met een dergelijke brede taakopvatting bestaat een reële kans om te voorkomen dat de meest kwetsbare jongeren volledig buiten de maatschappij komen te staan. De regering moet scholen en ROC's actief stimuleren dit bredere 'plus-pakket' aan te bieden. Dat schrijft de Wetenschappelijke Raad voor het Regeringsbeleid (WRR) in zijn rapport aan de regering Vertrouwen in de school. Over de uitval van 'overbelaste' jongeren. In dit rapport richt de Raad zijn aandacht op één categorie van (dreigende) uitvallers, namelijk 'overbelaste' jongeren. Dat zijn jongeren die gebukt gaan onder een opeenstapeling van problemen, uiteenlopend van beperkte vaardigheden en gedragsproblemen tot gebroken gezinnen, armoede, schulden of verslaving. Bij deze jongeren is schooluitval vaak de voorbode van algehele maatschappelijke uitval. Op basis van vele gesprekken in het veld en bestudering van de binnen- en buitenlandse literatuur formuleert de Raad in dit rapport aanbevelingen voor een effectieve preventie van voortijdig schoolverlaten bij deze jongeren. De centrale aanbeveling van de WRR is dat scholen aan deze jongeren 'structuur' en 'verbondenheid' moeten bieden. De raad pleit voor een school die uitgaat van een bredere taakopvatting dan alleen het overdragen van kennis en noemt scholen met dergelijke brede maatschappelijke taakopvatting 'plusscholen'. De school kan zo uitgroeien tot veilige haven die tegenwicht biedt aan de chaos en risico's in hun leven.

    Description: Het vormsel: een omstreden sacrament. In Vlaanderen wordt het officieel verbonden met een plechtige herdenking van het doopsel en een geloofsbelijdenis. Voor de meesten betekent het vormsel een overgangsritueel, een toegangsticket tot de wereld van de volwassenen met alle daaraan verbonden voordelen, zoals horloge, bankrekening, vooraan in de auto zitten... Er zijn er die het beleven als een ""volwassen engagement"" in de Kerk, voor anderen is het een ""tot ziens"" of een adieu aan de Kerk. Was het vroeger anders? In deze bundel met bijdragen van historici, sociologen en theologen wordt aangetoond dat het vormsel, zoals wij dat nu kennen, een recent verschijnsel is. Pas in de 19de eeuw slaagde de Kerk erin het sacrament aan belang te doen winnen. Na het tweede Vaticaans Concilie kreeg het langzaam zijn huidige vorm en betekenis. Deze bundel benadert het vormsel vanuit verschillende invalshoeken. Het resultaat: een boeiende doorlichting, waaruit blijkt dat het vormsel als overgangsritueel nog toekomst heeft. In een kerkgemeenschap die wordt opgevat als een open volkskerk, biedt het vormsel de pastoraal nieuwe perspectieven. Mits een juiste aanwending van catechese en liturgie kan dit sacrament aangegrepen worden als een kans tot verdere evangelisering, zowel van jongeren als van volwassenen.

    Description: Waaraan herkennen wij een spreker als een Amsterdammer met een Marokkaanse achtergrond? En waaraan horen wij dat iemand een Nijmegenaar met Turkse wortels is? Wat heeft het taalgebruik van mensen met een Marokkaans een mensen met een Turkse achtergrond gemeen? Welke eigenaardigheden dringen door in 'inheemse' verschijningsvormen van het Nederlands?〈br〉〈br〉In dit boek gaat het om deze en dergelijke vragen. Behalve het Marokkaanse en Turkse Nederlands komen daarbij onder meer het Surinaamse Nederlands en het Indonesische Nederlands, maar bijvoorbeeld ook het Joodse Nederlands aan de orde.〈br〉〈br〉Het Nederlands varieert in toenemende mate ook in de culturele ruimte, die allereerst bepaald wordt door de oorspronkelijke godsdienstige en etnische achtergronden van de sprekers. Dit noem je etnolecten. 〈br〉〈br〉Etnolecten bevatten in het algemeen niet alleen exotische verschijnselen, zoals elementen uit de oorspronkelijk moedertaal. Maar ook verschijnselen die kenmerkend zijn voor tweedetaalverwerving (〈i〉de meisje, de mooie meisje die daar loopt〈/i〉).〈br〉〈br〉Etnolecten hebben onder jongeren een groeiend prestige en zijn deel van hun identiteit. Woorden en uitspraakgewoonten uit etnolecten komen via de straatcultuur, muziek, media en bekende figuren (Ali B) in de taal van jongeren terecht. Het boek is rijkelijk geïllustreerd met voorbeelden uit onder meer populaire tienersoaps.
