    Description / Table of Contents: Natural stone is considered to be a versatile, durable and aesthetically pleasing building material. From the beginning of civilization, important structures and monuments have been built from, or based on, natural stone. Until the end of the nineteenth century, the use of local stone resources was mostly in balance with the local environment. Strict environmental legislation has resulted in the closing of many long-standing quarries in industrialized countries, which has led to a shortage of traditional stone varieties. This has caused problems for restoration practice. Cheap, imported stone from less industrialized countries has become more widely available in recent years. Some of the issues related to built stone conservation and restoration covered by this volume are: the establishment of inventories of possible replacement stones; understanding the decay mechanism and use of preventive conservation methods for slowing down decay processes; evaluation of the properties of natural stone; and assessing the risks of using replacement stones of different qualities.

The optimal allocation policy depends on a range of country specific and exogenous factors. Despite the variety of factors influencing optimal design, most countries use similar solutions. In particular, when auctions or administrative procedures are used, most governments opt for simple simultaneous multi-object sealed-bid rounds. While this may appear to be paradoxical, there is a practical explanation. It is true that more complex bidding forms might increase rent capture at bidding. However, the potential marginal gain is often limited, owing to most E&P projects’ high level of uncertainty and risk. In addition market mechanisms, such as joint bidding and secondary markets, and the fiscal regime are widely used in the petroleum sector to correct inefficiency at the time of allocation.

    Description / Table of Contents: Energy is intrinsic to urban settlements, embedded in the built environment, and directly used to power socio-economic activity, transport and communications, and enable the provision of municipal services. In response to the crucial role of urban energy efficiency for environmentally sustainable and inclusive development processes, ESMAP’s Energy Efficient Cities Initiative (EECI) was launched in October 2008 to facilitate the implementation of practical energy solutions that meet the development priorities of cities, and simultaneously build their climate resilience. Chapter 1 begins with a contextual background on the inter-related associations between energy, socio-economic progress and urbanization. This edited volume compiles seven topical papers presented at the two EECI sponsored sessions during the World Bank’s fifth Urban Research Symposium, held at Marseille, France, June 28-30, 2009. Chapters 2–8 comprise the papers presented at these sessions: i) tools and assessment approaches on energy efficient urban development, and ii) good practices that promote low carbon sectoral interventions. The analytical tools and policy insights offered in this volume extend from integrated assessments of new cities to the impacts of socio-economic, climate and demographic changes on existing cities. Sector-specific interventions are discussed in the context of tools to ‘green’ buildings in Australia, the transformation to efficient lighting systems in the Philippines, and Demand Responsive Transport Systems in France. In addition, the documentation and benchmarking of a variety of low-carbon and carbon neutral good practices provides a range of practical insights on plausible energy efficient interventions in urban sectors. Thus the chapters in this publication comprise significant contributions to the ESMAP objective of mainstreaming and leveraging knowledge and initiatives on urban energy efficiency. Following from them, the last chapter 9 provides a contextual overview of ESMAP’s programmatic priorities to support energy efficient urban growth, to be effected through EECI.

    Description / Table of Contents: This study from the Independent Evaluation Group draws lessons for development and climate change mitigation from the World Bank Group’s far-reaching portfolio of projects in energy, forestry, transport, coal power, and technology transfer. Reviewing what has worked, what hasn’t, and why, the evaluation’s key findings include: Energy efficiency can offer countries direct economic returns that dwarf those of most other development projects, while also reducing greenhouse gas emissions. Tropical forest protected areas, on average, significantly reduce tropical deforestation, preserving carbon and biodiversity. Deforestation rates are lower in areas that allowed sustainable use by local populations than in strictly protected areas. Deforestation rates were lowest of all in indigenous forest areas. For renewable energy projects, long-duration loans have been important in making projects financially viable.. But at prevailing carbon prices, carbon offset sales had little impact on most renewable energy projects’ rate of returns, and did not address investors’ need for up-front capital. Technology transfer – broadly understood to include diffusion of technical and financial innovations related to low-carbon development – has worked well when the logic of piloting and demonstration is well thought out, and when grants are used to mitigate the risk of pioneering efforts.

    Description / Table of Contents: District heating can make a substantial contribution to a sustainable energy future in Central Europe and the former Soviet Union. It is a critical energy source for countries in transition, covering 60 percent of heating and hot water needs. These systems can save energy and boost energy security, but a stronger policy framework is needed to encourage wise management and investment. With such a framework, district heating systems in former Socialist countries could save the equivalent of 80 billion cubic meters of natural gas a year through generation improvements alone. This is roughly the annual natural gas consumption in Germany. Reforming district heating is also essential for social reasons in cold countries in transition. District heating companies need to become more customer-oriented. Policy makers can help propel them in this direction either through new market mechanisms or an improved regulatory framework. Coming in from the Cold: Improving District Heating Policy in Transition Economies provides policymakers with a guide to key district heating issues. Countries need a clear policy on district heating, given the significant economic, social and environmental implications of this sector. This is true for IEA member and non-member countries alike if they are to improve their heat supply.

Since then, his studies in Germany's Laacher See, the Canary Islands, the Troodos Ophiolite of Cyprus, and many other regions have forged great fundamental advances. Such contributions have been recognized with his receipt of several international awards and clearly give him a strong base for writing the book.However, as a scientist who has focused on the challenges of monitoring the very diverse activities of volcanoes, I think that the text's overriding emphasis on the rock record has its cost. The group of scientists who are struggling with their goals to reduce or mitigate the hazards of the eruptions of tomorrow need to learn more about the options of technology, instrumentation, and methodology that are currently available. More than 500 million people live near the more than 1500 known active volcanoes and are constantly facing serious threats of eruptions. An extremely energetic earthquake caused the horrific tsunamis of 2004.     Description / Table of Contents: This scientific assessment has been carried out by the WCRP project on Stratospheric Processes and their Role in Climate (SPARC). The objective of the report is to critically review measurements of water vapour in the stratosphere and upper troposphere, in order to consolidate our knowledge and understanding of the distribution of water vapour and its variability on time scales ranging from the seasonal to the long-term inter-annual. Considering the fundamental role of water vapour in climate, and the scarcity of information concerning its distribution, variability and long-term evolution, the need for such an assessment was recognised by the SPARC Scientific Steering Group. The lack of knowledge on water vapour also leads to a large uncertainty in the prediction of climate change. One of the objectives of the assessment was therefore to support the Third IPCC Assessment Report on Climate Change due to be published in 2001. Great effort has been made to prepare the best data sets possible, to retrieve historical data sets, and to make them all available to the assessment team. This report contains an extensive description of the measurements and their associated uncertainties, an assessment of data quality based on comparison studies of the various data sets, and a description of the understanding of the distribution and variability of water vapour in the stratosphere and upper troposphere which ensues from the data. Finally, recommendations are made to ensure that the difficulties met during this work are overcome in order that the remaining uncertainties in our knowledge and understanding can be resolved. The preceding summary also appears in SPARC Newsletter number 16 (January 2001). The outline of the assessment was determined during an international workshop held at NCAR, Boulder, Colorado, USA, 26-28 August 1998. The drafts of the chapters were prepared in the following year and a number of new data sets were produced. The first draft report was examined by an international panel of reviewers both by mail peer review and at a meeting in Paris, France in January 2000. During the review meeting the responses to the mail review comments were proposed by the authors and discussed by the participants. This rigorous review greatly improved the report, the contribution of the reviewers being significant. A second draft report was reviewed by mail review in August 2000. The success in producing the Report is the result of the intensive work and enthusiastic cooperation of a large number of scientists world-wide who have worked towards improving the quality of the measurements and our understanding of the observations. The work of the contributors and reviewers was generously supported by many organisations and agencies including WMO, WCRP, SPARC, DG Research of the European Commission, NASA, NOAA, NCAR, CNRS, CNES, Forschungszentrum Jülich, Imperial College and other national research programmes and institutions.
