    Beschreibung: Memory in Place brings together Indigenous and non-Indigenous scholars and practitioners grappling with the continued potency of memories and experiences of colonialism. While many of these conversations have taken place on a national stage, this collection returns to the rich intimacy of the local. From Queensland's sweeping Gulf Country, along the shelly beaches of south Sydney, Melbourne’s city gardens and the rugged hills of South Australia, through Central Australia’s dusty heart and up to the majestic Kimberley, the collection charts how interactions between Indigenous people, settlers and their descendants are both remembered and forgotten in social, political, and cultural spaces. It offers uniquely diverse perspectives from a range of disciplines including history, anthropology, memory studies, archaeology, and linguistics from both established and emerging scholars; from Indigenous and non-Indigenous contributors; and from academics as well as museum and cultural heritage practitioners. The collection locates some of the nation’s most pressing political issues with attention to the local, and the ethics of commemoration and relationships needed at this scale. It will be of interest to those who see the past as intimately connected to the future.

    Beschreibung: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements-the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations-across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences-beneficial and negative-arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

    Beschreibung: Agreements between the mining industry and Indigenous people are not creating sustainable economic futures for Indigenous people, and this demands consideration of alternate forms of economic engagement in order to realise such ‘futures’. Within the context of three mining agreements in north Australia this study considers Indigenous livelihood aspirations and their intersection with sustainable development agendas. The three agreements are the Yandi Land Use Agreement in the Central Pilbara in Western Australia, the Ranger Uranium Mine Agreement in the Kakadu region of the Northern Territory, and the Gulf Communities Agreement in relation to the Century zinc mine in the southern Gulf of Carpentaria in Queensland. Recent shifts in Indigenous policy in Australia seek to de-emphasise the cultural behaviour or imperatives of Indigenous people in undertaking economic action, in favour of a mainstream conventional approach to economic development. Concepts of ‘value’, ‘identity’, and ‘community’ are key elements in the tension between culture and economics that exists in the Indigenous policy environment. Whilst significant diversity exists within the Indigenous polity, Indigenous aspirations for the future typically emphasise a desire for alternate forms of economic engagement that combine elements of the mainstream economy with the maintenance and enhancement of Indigenous institutions and ‘livelihood’ activities. Such aspirations reflect ongoing and dynamic responses to modernity, and typically concern the interrelated issues of access to and management of ‘country’, the maintenance of Indigenous institutions associated with family and kin, access to resources such as cash and vehicles, the establishment of robust representative organisations, and are integrally linked to the derivation of both symbolic and economic value of livelihood pursuits.

    Beschreibung: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Beschreibung: Indigenous policy is a complex domain motivated by a range of social, cultural, political and economic issues. The Council of Australian Governments 'closing the gaps' agenda for addressing Indigenous disadvantage in Australia now includes six targets with well defined and measurable outcomes for policy action. In this context there is a continuing and pressing need for robust debate to understand how meaningful improvement in Indigenous outcomes might be achieved. This monograph presents the peer-reviewed proceedings of the 2011 CAEPR/ABS conference on 'Social Science Perspectives on the 2008 National and Aboriginal Torres Strait Islander Social Survey'. It is the fourth CAEPR monograph since 1992 to reflect on national surveys of Indigenous Australians. The conference covered topics including child development, crime and justice, culture, wellbeing, the customary economy, demography, education, employment, fertility, health, housing, income and financial stress, mobility, poverty, social exclusion, and substance abuse. The papers summarise the strengths and limitations of the 2008 NATSISS, discuss the types of policy-relevant questions it can inform, and consider future survey design. A social survey such as the NATSISS can ultimately never tell those responsible for developing public policy what to do, but it can provide useful information to inform policy decisions. This volume will be useful for researchers and policy makers, and relevant to the wider national debate and, in particular, Indigenous communities and organisations.

    Beschreibung: In the early decades of the 19th century, Indigenous Australians suffered devastating losses at the hands of British colonists, who largely ignored their sovereignty and even their humanity. At the same time, however, a new wave of Christian humanitarians were arriving in the colonies, troubled by Aboriginal suffering and arguing that colonists had obligations towards the people they had dispossessed. These white philanthropists raised questions which have shaped Australian society ever since. Did Indigenous Australians have rights to land, rationing, education and cultural survival? If so, how should these be guaranteed, and what would people have to give up in return? Would charity and paternalism lead to effective government or dismal failure - to a powerful defence of an oppressed people, or to new forms of oppression? In Good Faith? paints a vivid picture of life on Australia's first missions and protectorate stations, examining the tensions between charity and rights, empathy and imperialism, as well as the intimacy, dependence, resentment and obligations that developed between missionary philanthropists and the people they tried to protect and control. In this work, Mitchell brings to life hitherto neglected moments in Australia's history, and traces the origins of dilemmas still present today.

    Beschreibung: The Indigenous Enumeration Strategy (IES) of the Australian National Census of Population and Housing has evolved over the years in response to the perceived 'difference' of the Aboriginal and Torres Strait Islander populations. Its defining characteristics are the use of locally recruited, mostly Indigenous collector interviewers, and the administration of a modified collection instrument in discrete Indigenous communities, mostly in remote Australia. The research reported here is unique. The authors, with the assistance of the Australian Bureau of Statistics, were able to follow the workings of the IES in the 2006 Census from the design of the collection instrument to the training of temporary census field staff at the Northern Territory's Census Management Unit in Darwin, to the enumeration in four remote locations, through to the processing stage at the Data Processing Centre in Melbourne. This allowed the tracking of data from collection to processing, and an assessment of the effects of information flows on the quality of the data, both as input and output. This study of the enumeration involved four very different locations: a group of small outstation communities (Arnhem Land), a large Aboriginal township (Wadeye), an 'open' town with a majority Aboriginal population (Fitzroy Crossing), and the minority Aboriginal population of a major regional centre (Alice Springs). A comparison between these contexts reveals differences that reflect the diversity of remote Aboriginal Australia, but also commonalities that exert a powerful influence on the effectiveness of the IES, in particular very high levels of short-term mobility. The selection of sites also allowed a comparison between the enumeration process in the Northern Territory, where a time-extended rolling count was explicitly planned for, and Western Australia, where a modified form of the standard count had been envisaged. The findings suggest that the IES has reached a point in its development where the injection of ever-increasing resources into essentially the same generic set and structure of activities may be producing diminishing returns. There is a need for a new kind of engagement between the Australian Bureau of Statistics and local government and Indigenous community-sector organisations in remote Australia. The agency and local knowledge of Indigenous people could be harnessed more effectively through an ongoing relationship with such organisations, to better address the complex contingencies confronting the census process in remote Indigenous Australia.

    Beschreibung: As the global ‘data revolution’ accelerates, how can the data rights and interests of indigenous peoples be secured? Premised on the United Nations Declaration on the Rights of Indigenous Peoples, this book argues that indigenous peoples have inherent and inalienable rights relating to the collection, ownership and application of data about them, and about their lifeways and territories. As the first book to focus on indigenous data sovereignty, it asks: what does data sovereignty mean for indigenous peoples, and how is it being used in their pursuit of self-determination? The varied group of mostly indigenous contributors theorise and conceptualise this fast-emerging field and present case studies that illustrate the challenges and opportunities involved. These range from indigenous communities grappling with issues of identity, governance and development, to national governments and NGOs seeking to formulate a response to indigenous demands for data ownership. While the book is focused on the CANZUS states of Canada, Australia, Aotearoa/New Zealand and the United States, much of the content and discussion will be of interest and practical value to a broader global audience.

    Beschreibung: Research over the past decade in health, employment, life expectancy, child mortality, and household income has confirmed that Indigenous Australians are still Australia's most disadvantaged group. Those residing in communities in regional and remote Australia are further disadvantaged because of the limited formal economic opportunities there. In these areas mining developments may be the major—and sometimes the only—contributors to regional economic development. However Indigenous communities have gained only relatively limited long-term economic development benefits from mining activity on land that they own or over which they have property rights of varying significance. Furthermore, while Indigenous people may place high value on realising particular non-economic benefits from mining agreements, there may be only limited capacity to deliver such benefits. This collection of papers focuses on three large, ongoing mining operations in Queensland, Western Australia and the Northern Territory under two statutory regimes—the Aboriginal Land Rights (Northern Territory) Act 1976 and the Native Title Act 1993. The authors outline the institutional basis to greater industry involvement while describing and analysing the best practice principles that can be utilised both by companies and Indigenous community organisations. The research addresses questions such as: What factors underlie successful investment in community relations and associated agreement governance and benefit packages for Indigenous communities? How are economic and non-economic flows monitored? What are the values and aspirations which Indigenous people may bring to bear in their engagement with mining developments? What more should companies and government do to develop the capacity and sustainability of local Indigenous organisations? What mining company strategies build community capacity to deal with impacts of mining? Are these adequate? How to prepare for sustainable futures for Indigenous Australians after mine closure? This research was conducted under an Australian Research Council Linkage Project, with Rio Tinto and the Committee for Economic Development of Australia as Industry Partners.

The two decades from 1970 to the Bicentennial in 1988 saw the emergence of a new landscape in Australian Indigenous politics.     Beschreibung: Edward M. Curr (1820-89) was a pastoralist, horse trader, stock inspector, Aboriginal administrator, author and ethnologist. A prominent figure in the history of the Colony of Victoria, he rose to a senior position in the public service and authored several influential books and essays. He is best remembered for his nostalgic memoir, Recollections of Squatting in Victoria (1883), which has become a standard historical source. This book is the first comprehensive biography of Curr and explores both his life and legacy. In particular, it considers his posthumous influence on the Yorta Yorta native title case (1994-2001), when his written account of the Yorta Yorta ancestors played a key role in the failure of the claim. By exploring Curr’s interactions with Aboriginal people—as a pastoralist and Aboriginal administrator—this book advocates a more nuanced, critical, and historically informed interpretation of Curr’s ethnological writings than was evident in the Yorta Yorta case.

China’s Dilemma discusses key questions that will have an impact on China’s growth path and offers some in-depth analyses as to how China could confront these challenges. The authors address the effect of the global credit crunch and financial shocks on China’s economic growth; China’s contribution to greenhouse gas emissions and emissions reduction schemes; the environmental consequences of foreign direct investment in China; the relationship between air pollution and mortality; the effect of climate change on agricultural output; the coal industry’s compliance with tougher regulations; and the constraints water shortages may impose on China’s economy.     Beschreibung: Indigenous efflorescence refers to the surprising economic prosperity, demographic increase and cultural renaissance currently found amongst many Indigenous communities around the world. This book moves beyond a more familiar focus on ‘revitalisation’ to situate these developments within their broader political and economic contexts. The materials in this volume also examine the everyday practices and subjectivities of Indigenous efflorescence and how these exist in tension with ongoing colonisation of Indigenous lands, and the destabilising impacts of global neoliberal capitalism. Contributions to this volume include both research articles and shorter case studies, and are drawn from amongst the Ainu and Sami (Saami/Sámi) peoples (in Ainu Mosir in northern Japan, and Sapmi in northern Europe, respectively). This volume will be of use to scholars working on contemporary Indigenous issues, as well as to Indigenous peoples engaged in linguistic and cultural revitalisation, and other aspects of Indigenous efflorescence.

Considering the auspicious symbolism surrounding the fenghuang, it is fitting that on 18 October 2017, President Xi Jinping took to the stage of the Nineteenth Party Congress to proclaim the beginning of a ‘new era’ for Chinese socialism. However, in spite of such ecumenical proclamations, it became immediately evident that not all in China would be welcome to reap the rewards promised by the authorities.     Beschreibung: "Today, increases of so-called ‘low-skilled’ and temporary labour migrations of Pacific Islanders to Australia occur alongside calls for Indigenous people to ‘orbit’ from remote communities in search of employment opportunities. These trends reflect the persistent neoliberalism within contemporary Australia, as well as the effects of structural dynamics within the global agriculture and resource extractive industries. They also unfold within the context of long and troubled histories of Australian colonialism, and of complexes of race, labour and mobility that reverberate through that history and into the present. The contemporary labour of Pacific Islanders in the horticultural industry has sinister historical echoes in the ‘blackbirding’ of South Sea Islanders to work on sugar plantations in New South Wales and Queensland in the late nineteenth and early twentieth centuries, as well as in wider patterns of labour, trade and colonisation across the Pacific region. The antecedents of contemporary Indigenous labour mobility, meanwhile, include forms of unwaged and highly exploitative labouring on government settlements, missions, pastoral stations and in the pearling industry. For both Pacific Islanders and Indigenous people, though, labour mobilities past and present also include agentive and purposeful migrations, reflective of rich cultures and histories of mobility, as well as of forces that compel both movement and immobility. Drawing together historians, anthropologists, sociologists and geographers, this book critically explores experiences of labour mobility by Indigenous peoples and Pacific Islanders, including Māori, within Australia. Locating these new expressions of labour mobility within historical patterns of movement, contributors interrogate the contours and continuities of Australian coloniality in its diverse and interconnected expressions. "

This has been a painful history but what emerges in this account is a sense of Tai cultural identity that is vigorous and adaptive. “The Tai ethnic category is thus a complex and dynamic construct which takes place within the context of changing power relations and socio-economic conditions where the past is reconstructed to give meaning to the present and hope for the future.” In his account of the labours, rituals and beliefs of the Tai villagers of Daikong, Professor Yos brings contemporary ethnic identity to their life. Among the patchwork paddyfields and haphazard laneways of Lak Chang we come to a greater understanding of how global and regional processes of modernisation are managed and selectively incorporated by one local community.

    Beschreibung: This collection deals with an ancient institution in Eastern Polynesia called the rahui, a form of restricting access to resources and/or territories. While tapu had been extensively discussed in the scientific literature on Oceanian anthropology, the rahui is quite absent from secondary modern literature. This situation is all the more problematic because individual actors, societies, and states in the Pacific are readapting such concepts to their current needs, such as environment regulation or cultural legitimacy. This book assembles a comprehensive collection of current works on the rahui from a legal pluralism perspective. This study as a whole underlines the new assertion of identity that has flowed from the cultural dimension of the rahui. Today, rahui have become a means for indigenous communities to be fully recognised on a political level. Some indigenous communities choose to restore the rahui in order to preserve political control of their territory or, in some cases, to get it back. For the state, better control of the rahui represents a way of asserting its legitimacy and its sovereignty, in the face of this reassertion by indigenous communities.

    Beschreibung: The impact of neoliberal governance on indigenous peoples in liberal settler states may be both enabling and constraining. This book is distinctive in drawing comparisons between three such states—Australia, Canada and New Zealand. In a series of empirically grounded, interpretive micro-studies, it draws out a shared policy coherence, but also exposes idiosyncrasies in the operational dynamics of neoliberal governance both within each state and between them. Read together as a collection, these studies broaden the debate about and the analysis of contemporary government policy.The individual studies reveal the forms of actually existing neoliberalism that are variegated by historical, geographical and legal contexts and complex state arrangements. At the same time, they present examples of a more nuanced agential, bottom-up indigenous governmentality. Focusing on intense and complex matters of social policy rather than on resource development and land rights, they demonstrate how indigenous actors engage in trying to govern various fields of activity by acting on the conduct and contexts of everyday neoliberal life, and also on the conduct of state and corporate actors.

    Beschreibung: The book analyses the results of a large scale victimisation survey that was conducted in 2005-06 with businesses in Hong Kong, Shanghai, Shenzhen and Xi’an. It also provides comprehensive background materials on crime and the criminal justice system in China. The survey, which measured common and non-conventional crime such as fraud, IP theft and corruption, is important because few crime victim surveys have been conducted with Chinese populations and it provides an understanding of some dimensions of crime in non-western societies. In addition, China is one of the fastest-growing economies in the world and it attracts a great amount of foreign investment; however, corruption and economic crimes are perceived by some investors as significant obstacles to good business practices. Key policy implications of the survey are discussed.

Reluctant Representatives gives us a rare glimpse into the working world of the individuals behind the Indigenous public sector employment statistics. This empathetic exposé of the challenges of representative bureaucracy draws on interviews with Aboriginal and Torres Strait Islander Australians who have tried making it work. Through Ganter’s engaging narration, we learn that the mere presence of Aboriginal and Torres Strait Islanders in the public service is not enough. If bureaucracies are to represent the communities they serve, Aboriginal and Torres Strait Islander public servants need to be heard and need to know their people are heard.

    Beschreibung: Classical Aboriginal societies in Australia have commonly been described in terms of social organisation and local organisation. This book presents rich detail on a third and related domain that has not been given the same kind of attention: linguistic organisation. Basing their analyses on fieldwork among the Wik peoples of Cape York Peninsula, north Australia, Peter Sutton and Ken Hale show how cosmology, linguistic variation, language prehistory, clan totemic identities, geopolitics, land use and land ownership created a vibrant linguistic organisation in a classical Aboriginal society. This has been a society long in love with language and languages. Its people have richly imbued the domain of rights and interests in country—the foundations of their native title as recognised in Australian law—with rights and interests in the abundance of languages and dialects given to them at the start of the world.

For better or worse humankind is a Community of Shared Destiny 命运共同体. The People’s Republic of China under the leadership of the Chinese Communist Party and its ‘Chairman of Everything’, Xi Jinping, has declared that it shares in the destiny of the countries of the Asia and Pacific region, as well as of nations that are part of an intertwined national self-interest. The Party, according to Marxist-Leninist-Maoist theory, is the vanguard of progressive social forces; it cleaves to the concept of shared destiny and its historical role in shaping that destiny. Since its early days nearly a century ago it has emphasised the collective over the individual, the end rather than the means. It addresses majority opinion while guiding and moulding the agenda both for today, and for the future.

    Beschreibung: Environmental pollution poses serious challenges for China, including to its economy as well as public health. The China Story Yearbook 2015: Pollution looks at how China’s Communist Party-state addresses these problems and how Chinese citizens have coped with and expressed their concerns about living with chronic, worsening pollution. This Yearbook also explores the broader ramifications of pollution in the People’s Republic for culture, society law and social activism, as well as the Internet, language, thought, and approaches to history. It looks at how it affects economic and political developments, urban change, and China’s regional and global posture. The Chinese Communist Party, led by ‘Chairman of Everything’ Xi Jinping, meanwhile, has subjected mainland society to increasingly repressive control in its new determination to rid the country of Western ‘spiritual pollutants’ while achieving cultural purification through ‘propaganda and ideological work’. To adulterate, contaminate, spoil or violate—these are among the metaphorical and literal connotations of pollution expressed in this Yearbook via the character ran 染, which forms part of the word for pollution in Chinese, wuran 污染. As the world increasingly relies on economic ties with China, the complexities of China’s one-party system and the Chinese government’s attitudes towards ‘pollution’ are of increasing global significance.

    Beschreibung: On Taungurung Land: Sharing History and Culture is the first monograph to examine how the Taungurung Nation of central Victoria negotiated with protectors and pastoralists to retain possession of their own country for as long as possible. Historic accounts, to date, have treated the histories of Acheron and Mohican Aboriginal stations as preliminary to the establishment of the more famous Coranderrk on Wurundjeri land. Instead of 'rushing down the hill' to Coranderrk, this book concentrates upon the two foundational Aboriginal stations on Taungurung Country. A collaboration between Elder Uncle Roy Patterson and Jennifer Jones, the book draws upon Taungurung oral knowledge and an unusually rich historical record.     Beschreibung: China’s accession to the World Trade Organization (WTO) has had profound consequences for the structure of its economy, and there will many more before the full benefits of an open trading regime will be realised. Agriculture and Food Security in China explains the background to China’s WTO accession and links accession to reforms beginning as far back as 1979. The book highlights China’s policymakers’ decision to move away from protectionism and gain self-sufficiency, and illustrates how China’s step away from direct participation in the agricultural sector to indirect regulatory involvement and liberalisation could encourage further economic growth. Yet not all economic growth is cost-free. Agriculture and Food Security in China explores the short-term impacts of WTO accession as well as the mid and long-term implications of greater market involvement at an economy-wide and regional level. Growing divides between coastal and inland regions—and differences in rural and urban growth—will require a better understanding of the consequences of greater market dependency. Agriculture and Food Security in China adds to the existing knowledge of China’s agricultural growth as well as the impacts and interrelationships between WTO accession and China’s participation in other regional free trade agreements.

    Beschreibung: China’s change to a new model of growth, now called the ‘new normal’, was always going to be hard. Events over the past year show how hard it is. The attempts to moderate the extremes of high investment and low consumption, the correction of overcapacity in the heavy industries that were the mainstays of the old model of growth, the hauling in of the immense debt hangover from the fiscal and monetary expansion that pulled China out of the Great Crash of 2008 would all have been hard at any time. They are harder when changes in economic policy and structure coincide with stagnation in global trade and rising protectionist sentiment in developed countries, extraordinarily rapid demographic change and recognition of the urgency of easing the environmental damage from the old model. China’s economy has slowed and there are worries that the authorities will not be able to contain the slowdown within preferred limits. This year’s Update explores the challenge of the slowdown in growth and the change in economic structure.     Beschreibung: Australia is unique in the world for its diverse and interlocking systems of Indigenous social organisation. On no other continent do we see such an array of complex and contrasting social arrangements, coordinated through a principle of ‘universal kinship’ whereby two strangers meeting for the first time can recognise one another as kin. For some time, Australian kinship studies suffered from poor theorisation and insufficient aggregation of data. The large-scale AustKin project sought to redress these problems through the careful compilation of kinship information. Arising from the project, this book presents recent original research by a range of authors in the field on the kinship and social category systems in Australia. A number of the contributions focus on reconstructing how these systems originated and developed over time. Others are concerned with the relationship between kinship and land, the semantics of kin terms and the dynamics of kin interactions.

    Beschreibung: Outstations, which dramatically increased in numbers in the 1970s, are small, decentralised and relatively permanent communities of kin established by Aboriginal people on land that has social, cultural or economic significance to them. In 2015 they yet again came under attack, this time as an expensive lifestyle choice that can no longer be supported by state governments. Yet outstations are the original, and most striking, manifestation of remote-area Aboriginal people’s aspirations for self-determination, and of the life projects by which they seek, and have sought, autonomy in deciding the meaning of their life independently of projects promoted by the state and market. They are not simply projects of isolation from outside influences, as they have sometimes been characterised, but attempts by people to take control of the course of their lives. In the sometimes acrimonious debates about outstations, the lived experiences, motivations and histories of existing communities are missing. For this reason, we invited a number of anthropological witnesses to the early period in which outstations gained a purchase in remote Australia to provide accounts of what these communities were like, and what their residents’ aspirations and experiences were. Our hope is that these closer-to-the-ground accounts provide insight into, and understanding of, what Indigenous aspirations were in the establishment and organisation of these communities.

    Beschreibung: Where the last three decades of the 20th century witnessed a China rising on to the global economic stage, the first three decades of the 21st century are almost certain to bring with them the completion of that rise, not only in economic, but also political and geopolitical terms. China’s integration into the global economy has brought one-fifth of the global population into the world trading system, which has increased global market potential and integration to an unprecedented level. The increased scale and depth of international specialisation propelled by an enlarged world market has offered new opportunities to boost world production, trade and consumption; with the potential for increasing the welfare of all the countries involved. However, China’s integration into the global economy has forced a worldwide reallocation of economic activities. This has increased various kinds of friction in China’s trading and political relations with others, as well as generating several globally significant externalities. Finding ways to accommodate China’s rise in a way that ensures the future stability and prosperity of the world economy and polity is probably the most important task facing the world community in the first half of the 21st century. The book delves into these issues to reflect upon the wide range of opportunities and challenges that have emerged in the context of a rising China.

    Beschreibung: In 2002 China enters the WTO. Long awaited by the world’s trading economies, it now comes in a year of global recession. What effect will China’s entry into the WTO have at a difficult time? The rapid expansion of China’s trade has required large adjustment in its trading partners, and the expansion and adjustment will accelerate with WTO entry. The internal adjustment pressures in China from WTO entry are also immense. Recently dubbed Australia’s Ambassador to the region by Rowan Callick of the Financial Review, Ross Garnaut was Australia’s ambassador to China through an earlier exciting period when China took its first major steps towards opening to international trade and investment. He was instrumental in the development of China’s thinking about the WTO. Ross Garnaut is Chairman of the China Economy and Business Program at The Australian National University. Australian members of the Program and their associates gather each year for the China Update. Ligang Song is leading authority on the internationalisation of the Chinese economy and on the development of the private sector in China. He has worked at Peking University and People’s University in Beijing and at the International University in Tokyo.

    Beschreibung: The engagement of Indigenous Australians in economic activity is a matter of long-standing public concern and debate. Jon Altman has been intellectually engaged with Indigenous economic activity for almost 40 years, most prominently through his elaboration of the concept of the hybrid economy, and most recently through his sustained and trenchant critique of policy. He has inspired others also to engage with these important issues, both through his writing and through his position as the foundation Director of The Australian National University’s Centre for Aboriginal Economic Policy research from 1990 to 2010. The year 2014 saw both Jon’s 60th birthday and his retirement from CAEPR. This collection of essays marks those events. Contributors include long‑standing colleagues from the disciplines of economics, anthropology and political science, and younger scholars who have been inspired by Jon’s approach in developing their own research projects. All point to the complexity as well as the importance of engaging with Indigenous economic activity — conceptually, empirically and as a strategic concern for public policy.

    Beschreibung: In 1883, the New South Wales Board for the Protection of Aborigines was tasked with assisting and supporting an Aboriginal population that had been devastated by a brutal dispossession. It began its tenure with little government direction – its initial approach was cautious and reactionary. However, by the turn of the century this Board, driven by some forceful individuals, was squarely focused on a legislative agenda that sought policies to control, segregate and expel Aboriginal people. Over time it acquired extraordinary powers to control Aboriginal movement, remove children from their communities and send them into domestic service, collect wages and hold them in trust, withhold rations, expel individuals from stations and reserves, authorise medical inspections, and prevent any Aboriginal person from leaving the state. Power and Dysfunction explores this Board and uncovers who were the major drivers of these policies, who were its most influential people, and how this body came to wield so much power. Paradoxically, despite its considerable influence, through its bravado, structural dysfunction, flawed policies and general indifference, it failed to manage core aspects of Aboriginal policy. In the 1930s, when the Board was finally challenged by Aboriginal and non-Aboriginal groups seeking its abolition, it had become moribund, paranoid and secretive as it railed against all detractors. When it was finally disbanded in 1940, its 57-year legacy had touched every Aboriginal community in New South Wales with lasting consequences that still resonate today.

    Beschreibung: Asia looks and feels very different now compared to the days of the Cold War. The sense that Asia now works differently can be traced to a single source – the re-emergence of China. China was the dominant power in greater Asia for most of recorded history. This historical norm was interrupted from the early 19th century, too far into the past to be recognisable and readily accommodated by the actors in today’s international arena. A powerful China feels new and unfamiliar. Arriving peacefully at mutually acceptable relationships of power and influence that are very different from those that have prevailed for the past half century will be a demanding process. The world’s track record on challenges of this kind is not terrific. It will call for statesmanship of a consistently high order from all the major players, and building the strongest possible confidence among these players that there are no hidden agendas.

    Beschreibung: The end of the very long-standing Community Development Employment Projects (CDEP) scheme in 2015 marked a critical juncture in Australian Indigenous policy history. For more than 30 years, CDEP had been among the biggest and most influential programs in the Indigenous affairs portfolio, employing many thousands of Aboriginal and Torres Strait Islander people. More recently, it had also become a focus of intense political contestation that culminated in its ultimate demise. This book examines the consequences of its closure for Indigenous people, communities and organisations. The end of CDEP is first situated in its broader historical and political context: the debates over notions of ‘self-determination’ versus ‘mainstreaming’ and the enduring influence of concerns about ‘passive welfare’ and ‘mutual obligation’. In this way, the focus on CDEP highlights more general trends in Indigenous policymaking, and questions whether the dominant government approach is on the right track. Each chapter takes a different disciplinary approach to this question, variously focusing on the consequences of change for community and economic development, individual work habits and employment outcomes, and institutional capacity within the Indigenous sector. Across the case studies examined, the chapters suggest that the end of CDEP has heralded the emergence of a greater reliance on welfare rather than the increased employment outcomes the government had anticipated. Concluding that CDEP was ‘better than welfare’ in many ways, the book offers encouragement to policymakers to ensure that future reforms generate livelihood options for Aboriginal and Torres Strait Islander Australians that are, in turn, better than CDEP.

    Beschreibung: For the people of Timor-Leste, independence promised a fundamental transformation from foreign occupation to self-rule, from brutality to respect for basic rights, and from poverty to prosperity. In the eyes of the country’s political leaders, revenue from the country’s oil and gas reserves is the means by which that transformation could be effected. Over the past decade, they have formulated ambitious plans for state-led development projects and rapid economic growth. Paradoxically, these modernist visions are simultaneously informed by and contradict ideas stemming from custom, religion, accountability and responsibility to future generations. This book explores how the promise of prosperity informs policy and how policy debates shape expectations about the future in one of the world’s newest and poorest nation-states.

    Beschreibung: The Lives of Stories traces three stories of Aboriginal–settler friendships that intersect with the ways in which Australians remember founding national stories, build narratives for cultural revival, and work on reconciliation and self-determination. These three stories, which are still being told with creativity and commitment by storytellers today, are the story of James Morrill’s adoption by Birri-Gubba people and re-adoption 17 years later into the new colony of Queensland, the story of Bennelong and his relationship with Governor Phillip and the Sydney colonists, and the story of friendship between Wiradjuri leader Windradyne and the Suttor family. Each is an intimate story about people involved in relationships of goodwill, care, adoptive kinship and mutual learning across cultures, and the strains of maintaining or relinquishing these bonds as they took part in the larger events that signified the colonisation of Aboriginal lands by the British. Each is a story in which cross-cultural understanding and misunderstanding are deeply embedded, and in which the act of storytelling itself has always been an engagement in cross-cultural relations. The Lives of Stories reflects on the nature of story as part of our cultural inheritance, and seeks to engage the reader in becoming more conscious of our own effect as history-makers as we retell old stories with new meanings in the present, and pass them on to new generations.

    Beschreibung: Colonial exploration continues, all too often, to be rendered as heroic narratives of solitary, intrepid explorers and adventurers. This edited collection contributes to scholarship that is challenging that persistent mythology. With a focus on Indigenous brokers, such as guides, assistants and mediators, it highlights the ways in which nineteenth-century exploration in Australia and New Guinea was a collective and socially complex enterprise. Many of the authors provide biographically rich studies that carefully examine and speculate about Indigenous brokers’ motivations, commitments and desires. All of the chapters in the collection are attentive to the specific local circumstances as well as broader colonial contexts in which exploration and encounters occurred.     Beschreibung: China’s efforts in searching for new sources of growth are increasingly pressing given the persistence of the growth slowdown in recent years. This year’s book elucidates key present macroeconomic challenges facing China’s economy in 2017, and the impacts and readiness of human capital, innovation and technological change in affecting the development of China’s economy. The book explores the development of human capital as the foundations of China’s push into more advanced growth frontiers. It also explores the progress of productivity improvement in becoming the primary mechanism by which China can sustain economic growth, and explains the importance of China’s human capital investments to success on this front. The book demonstrates that technical change is a major contributor to productivity growth; and that invention and innovation are increasingly driving technical change but so far lumpily across regions, sectors and invention motivations. Included are chapters providing an update on reform and macroeconomic development, educational inequality, the role of intangibles in determining China’s economic growth, and China’s progress in transitioning towards being an innovative country. The book also covers the regional dimension of innovation and technological progress by sector: in agricultural productivity, renewable energy and financial markets. Chapters on trade, investment, regional cooperation and foreign aid explore further the mechanisms through which technological change and innovative activities are emerging locally and internationally.

    Beschreibung: "The Australian Federal Native Title Act 1993 marked a revolution in the recognition of the rights of Australia’s Indigenous peoples. The legislation established a means whereby Indigenous Australians could make application to the Federal Court for the recognition of their rights to traditional country. The fiction that Australia was terra nullius (or ‘void country’), which had prevailed since European settlement, was overturned. The ensuing legal cases, mediated resolutions and agreements made within the terms of the Native Title Act quickly proved the importance of having sound, scholarly and well-researched anthropology conducted with claimants so that the fundamentals of the claims made could be properly established. In turn, this meant that those opposing the claims would also benefit from anthropological expertise. This is a book about the practical aspects of anthropology that are relevant to the exercise of the discipline within the native title context. The engagement of anthropology with legal process, determined by federal legislation, raises significant practical as well as ethical issues that are explored in this book. It will be of interest to all involved in the native title process, including anthropologists and other researchers, lawyers and judges, as well as those who manage the claim process.     Beschreibung: This book represents the first consolidated history of vocational education and training in the Northern Territory. Not only does the story present a chronological account of events, people and institutions, it also offers an explanation of how the system actually works and this has application well beyond the Territory. The mix of historical accounting and operational analysis comes from a unique perspective. It is proposed that the best way to understand the behaviour of the government ministers who have responsibility for vocational training is to compare their decisions and actions with those of wealthy philanthropists.

    Beschreibung: Labour and civil society are two fundamental components of international discussions concerning China today. Whether it is the arrest of labour activists or rights lawyers, the adoption of new industrial policies, or the passing of draconian rules on non-governmental organisations, the events occurring in these areas in China often make global headlines. At the same time, in spite of the grave challenges for workers and activists, the Chinese labour movement is witnessing significant developments, with the occurrence of some of the largest strikes in decades. All of this calls for more serious analysis from both scholars and practitioners, as well for critical engagement with a broader global audience interested in forging international solidarity. It is with these aims in mind that we have compiled this Made in China Yearbook 2016: Disturbances in Heaven, a collection of original articles by both scholars and activists, analysing the most important trends in Chinese labour and civil society over the past year. With its unique blend of in-depth scholarly work written in a direct, accessible style, this volume will allow readers to situate events and policies related to Chinese labour and civil society in a wider context, and serve as an indispensable reference book for international activists, practitioners, and policy-makers.

    Beschreibung: The Chinese economy has entered a new phase of development in which sources of growth are not so much dependent upon pure increases in labour, investment and credit expansion, but from productivity improvement, structural changes, technological progress and the benefits from improvement of the social security and welfare improvement. When market functions are fully established to become a main channel for allocating resources, the entrepreneurship will flourish engaging in more innovative activities, workers will move more freely and have more incentives to improve their skills, firms will become more productive through market entry and exit, the economic structure will become more balanced because of the improved resource allocation, and in the end, growth will become more spontaneous and sustainable. In this sense, reforms could deliver ‘dividend’ by raising China’s potential economic growth rates. For China to confront all the challenges it faces at present, the reforms undertaken now have to be deep, comprehensive and far-reaching in order to succeed in paving the way for China to complete the task of transformation in the long-term. There is no better alternative than deepening the market-oriented reform in advancing the course of China’s modernisation for future development and prosperity and lifting China to the status of a developed economy in the next two decades. The recent China update books have covered the topic of reform from different angles and this new book is another attempt to address this important issue.
