    Description: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning.     Description: This volume of the Peacebuilding Compared Project examines the sources of the armed conflict and coup in the Solomon Islands before and after the turn of the millennium. The Regional Assistance Mission to Solomon Islands (RAMSI) has been an intensive peacekeeping operation, concentrating on building ‘core pillars’ of the modern state. It did not take adequate notice of a variety of shadow sources of power in the Solomon Islands, for example logging and business interests, that continue to undermine the state’s democratic foundations. At first RAMSI’s statebuilding was neither very responsive to local voices nor to root causes of the conflict, but it slowly changed tack to a more responsive form of peacebuilding. The craft of peace as learned in the Solomon Islands is about enabling spaces for dialogue that define where the mission should pull back to allow local actors to expand the horizons of their peacebuilding ambition.

    Description: Citizens in democracies complain that political parties’ positions on major issues are too ambiguous for them to confidently understand. Why is party position ambiguity so common? Are party positions ambiguous because political parties fail in forming clear policies or because they deliberately blur their positions? Rationality of Irrationality argues that political parties are motivated to strategically blur their position on an issue when they struggle with a certain disadvantage in the issue. Specifically, political parties present an ambiguous position when their own supporters are divided in their stances on the issue. A political party also blurs position stances when voters do not acknowledge that the party has the ability and integrity to solve problems related to the issue. Political parties blur their position in these cases because ambiguous party positions divert voters’ attention from the issue. Voters support a political party whose policy positions on major issues are close to their own stances. However, voters cannot confidently and exactly estimate party positions on an issue when they are only ambiguous.

    Description: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East’s only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government’s ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

    Description: Indonesia suffered an explosion of religious violence, ethnic violence, separatist violence, terrorism, and violence by criminal gangs, the security forces and militias in the late 1990s and early 2000s. By 2002 Indonesia had the worst terrorism problem of any nation. All these forms of violence have now fallen dramatically. How was this accomplished? What drove the rise and the fall of violence? Anomie theory is deployed to explain these developments. Sudden institutional change at the time of the Asian financial crisis and the fall of President Suharto meant the rules of the game were up for grabs. Valerie Braithwaite’s motivational postures theory is used to explain the gaming of the rules and the disengagement from authority that occurred in that era. Ultimately resistance to Suharto laid a foundation for commitment to a revised, more democratic, institutional order. The peacebuilding that occurred was not based on the high-integrity truth-seeking and reconciliation that was the normative preference of these authors. Rather it was based on non-truth, sometimes lies, and yet substantial reconciliation. This poses a challenge to restorative justice theories of peacebuilding.

    Description: May 19, 2000. Fiji’s democratically elected multiracial government is hijacked by a group of armed gunmen led by George Speight, and held hostage for fifty days. Suva, the capital, is torched and looted as Speight’s supporters gather on the lawns of the parliamentary complex, dancing, cooking food, celebrating the purported abrogation of the constitution that brought the People’s Coalition government to power. The country is plunged into darkness yet again, enduring the pain of three coups in a period of just thirteen years. The process of healing and reconciliation, symbolised by the enactment of a new Constitution, unanimously approved by Parliament and blessed by the powerful Great Council of Chiefs, lies discarded, as winds of ethnic chauvinism sweep through the countryside, damaging the fragile fabric of multiculturalism that was carefully constructed by so many over many years. The economy is on the brink of collapse, investor confidence has vanished, and the best and the brightest are seeking succour on other shores. Fiji falls victim, yet again, to the prejudice and greed of a section of its people. This book gathers together a handful of memoirs of those tragic events in Fiji. They were written while the gun was still smoking; personal, anguished reactions of people from all walks of life, concerned about a country they all love but deeply distressed by the developments there. They are first reactions. They will in time become essential building blocks for a larger interpretive framework of academic analysis about origins, processes and impacts. Straight from the heart, these memoirs will be remembered as the people of Fiji and their friends elsewhere contemplate the wreckage and ruin brought about by that act of madness in the month of May 2000.

    Description: Opposing Power argues that perceptions of regime vulnerability and mutual dependency by opposition elites shape the building of opposition alliances. When electoral autocracies are consistently dominant, opposition parties eschew fully fledged alliances. At best, they allocate only one candidate to contest against the incumbent in each subnational electoral district to avoid splitting the opposition vote. However, when multiple regime-debilitating events strike within a short period of time, thus pushing an incumbent to the precipice of power, opposition elites expect victory, accepting costly compromises to build alliances and seize power. Opposing Power shows how oppositions build these alliances through case study comparisons in East and Southeast Asia—between the Philippines and South Korea in the late 1980s, and between Malaysia and Singapore from 1965 to 2020.

    Description: In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintenance of politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called "feudal anarchy" that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.

    Description: The Prosperous Justice Party (PKS) is the most interesting phenomenon in contemporary Indonesian politics. Not only is it growing rapidly in membership and electoral support, it is also bringing a new and markedly different approach to Islamic politics, one which has no precedent in Indonesian history. Understanding PKS and analysing its political behaviour presents challenges to scholars and observers. This is partly due to the fact that the party represents a new trend within Indonesian Islam which has few parallels with preceding movements. Yon Machmudi has rendered us a valuable service. In this book, he provides a thoughtful and authoritative context for viewing PKS. He critiques the existing categorisations for Indonesian Islam and points to their inadequacy when describing the PKS and the campus-based Tarbiyah movement from which it sprang. He reworks the santri typology, dividing it into convergent, radical and global substreams. This offers new possibilities for explaining the PKS phenomenon and assists in differentiating between various types of Islamic revivalism in contemporary Indonesia. It also allows a more understanding of the accommodatory stance which PKS has towards the state and other political forces. Yon’s text provides a good overview of the development of PKS from its Tarbiyah movement origins to its impressive success at the 2004 general elections. It considers the party’s attitude towards the issues of sharia implementation and community welfare and closes by examining the future challenges facing PKS. It is a well written and authoritative account from a scholar who has done wideranging research on the party.

    Description: This book offers a new approach to the extraordinary story of Timor-Leste. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice – feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia’s 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice. Adérito Soares is the Anti-Corruption Commissioner for Timor-Leste.

    Description: In The Politics of the Welfare State in Turkey, author Erdem Yörük provides a politics-based explanation for the post-1980 transformation of the Turkish welfare system, in which poor relief policies have replaced employment-based social security. This book is one of the results of Yörük’s European Research Council-funded project, which compares the political dynamics in several emerging markets in order to develop a new political theory of welfare in the global south. As such, this book is an ambitious analytical and empirical contribution to understanding the causes of a sweeping shift in the nature of state welfare provision in Turkey during the recent decades—part of a global trend that extends far beyond Turkey. Most scholarship about Turkey and similar countries has explained this shift toward poor relief as a response to demographic and structural changes including aging populations, the decline in the economic weight of industry, and the informalization of labor, while ignoring the effect of grassroots politics. In order to overcome these theoretical shortages in the literature, the book revisits concepts of political containment and political mobilization from the earlier literature on the mid-twentieth-century welfare state development and incorporates the effects of grassroots politics in order to understand the recent welfare system shift as it materialized in Turkey, where a new matrix of political dynamics has produced new large-scale social assistance programs.

    Description: Latin America underwent two major transformations during the 2000s: the widespread election of left-leaning presidents (the so-called left turn) and the diffusion of conditional cash transfer programs (CCTs)—innovative social programs that award regular stipends to poor families on the condition that their children attend school. Combining cross-national quantitative research covering the entire region and in-depth case studies based on field research, Human Capital versus Basic Income: Ideology and Models of Anti-Poverty Programs in Latin America challenges the conventional wisdom that these two transformations were unrelated. In this book, author Fabián A. Borges demonstrates that this ideology greatly influenced both the adoption and design of CCTs. There were two distinct models of CCTs: a “human capital” model based on means-tested targeting and strict enforcement of program conditions, exemplified by the program launched by Mexico’s right, and a more universalistic “basic income” model with more permissive enforcement of conditionality, exemplified by Brazil’s program under Lula. These two models then spread across the region. Whereas right and center governments, with assistance from international financial institutions, enacted CCTs based on the human capital model, the left, with assistance from Brazil, enacted CCTs based on the basic income model. The existence of two distinct types of CCTs and their relation to ideology is supported by quantitative analyses covering the entire region and in-depth case studies based on field research in three countries. Left-wing governments operate CCTs that cover more people and spend more on those programs than their center or right-wing counterparts. Beyond coverage, a subsequent analysis of the 10 national programs adopted after Lula’s embrace of CCTs confirms that program design—evaluated in terms of scope of the target population, strictness of conditionality enforcement, and stipend structure—is shaped by government ideology. This finding is then fleshed out through case studies of the political processes that culminated in the adoption of basic income CCTs by left-wing governments in Argentina and Bolivia and a human capital CCT by a centrist president in Costa Rica.

    Description: Multilingualism is an ever-present feature in political contexts around the world, including multilingual states and international organizations. Increasingly, consequential political decisions are negotiated between politicians who do not share a common native language. Nils Ringe uses the European Union to investigate how politicians’ reliance on shared foreign languages and translation services affects politics and policy-making. Ringe's research illustrates how multilingualism is an inherent and consequential feature of EU politics—that it depoliticizes policy-making by reducing its political nature and potential for conflict. An atmosphere with both foreign language use and a reliance on translation leads to communication that is simple, utilitarian, neutralized, and involves commonly shared phrases and expressions. Contributors examine what happened when unrest engulfed the capital of the small Melanesian country in the aftermath of the 2006 national elections, and consider what these events show about the Solomon Islands political system, the influence of Asian interests in business and politics, and why the crisis is best understood in the context of the country’s volatile blend of traditional and modern politics. Until the disturbances of April 2006 and subsequent deterioration in bilateral relations between Australia and Solomon Islands under the Sogavare government, experts had hailed the Regional Assistance Mission to Solomon Islands (RAMSI) as an unqualified success. Some saw it as a model for ‘cooperative intervention’ in ‘failing states’ worldwide. Following these developments success seems less certain and aspects of the RAMSI model appear flawed. Using the case of Solomon Islands, this book raises fundamental questions about the nature of ‘cooperative intervention’ as a vehicle for state building, asking whether it should be construed as a mainly technical endeavour or whether it is unavoidably a political undertaking with political consequences. Providing a critical but balanced analysis, Politics and State Building in Solomon Islands has important implications for the wider debate about international state-building interventions in ‘failed’ and ‘failing’ states.

    Description: Listing every right that a constitution should protect is hard. American constitution drafters often list a few famous rights such as freedom of speech, protection against unreasonable searches and seizures, and free exercise of religion, plus a handful of others. However, we do not need to enumerate every liberty because there is another way to protect them: an ""etcetera clause."" It states that there are other rights beyond those specifically listed: ""The enumeration in the Constitution, of certain rights, shall not be construed to deny or disparage others retained by the people."" Yet scholars are divided on whether the Ninth Amendment itself actually does protect unenumerated rights, and the Supreme Court has almost entirely ignored it. Regardless of what the Ninth Amendment means, two-thirds of state constitutions have equivalent provisions, or ""Baby Ninth Amendments,"" worded similarly to the Ninth Amendment. This book is the story of how the ""Baby Ninths"" came to be and what they mean. Unlike the controversy surrounding the Ninth Amendment, the meaning of the Baby Ninths is straightforward: they protect individual rights that are not otherwise enumerated. They are an ""etcetera, etcetera"" at the end of a bill of rights. This book argues that state judges should do their duty and live up to their own constitutions to protect the rights ""retained by the people"" that these ""etcetera clauses"" are designed to guarantee. The fact that Americans have adopted these provisions so many times in so many states demonstrates that unenumerated rights are not only protected by state constitutions, but that they are popular. Unenumerated rights are not a weird exception to American constitutional law. They are at the center of it. We should start treating constitutions accordingly.

    Description: In recent years, the federal government’s increasing inability to address major societal challenges has arguably hampered America’s commitment to renewable energy initiatives. Individual U.S. states have stepped into this void and adopted their own policies, leading some to believe that the states can propel America’s renewable energy industry forward. However, we know little about how legislative and regulatory dynamics within America’s states might accelerate or hinder renewable energy policy creation. In Following in Footsteps or Marching Alone?, Srinivas Parinandi explores how states have devised their own novel policies, and how the political workings of legislatures and public utilities commissions have impacted state renewable energy policy design. Through the meticulous study of nearly three decades of state-level renewable energy policy-making, he finds that their creation is primarily driven by legislatures, and that ideologically liberal legislatures largely push the envelope. The book suggests that having a predominantly state-driven renewable energy effort can lead to uneven and patchwork-based policy development outcomes, and a possible solution is to try to more successfully federalize these issues. Parinandi urges readers, scholars, and policy practitioners to consider whether a state-led effort is adequate enough to handle the task of building momentum for renewable energy in one of the world’s largest electricity markets.

It is not surprising that partisanship plays a role and that governing parties usually benefit, although that is not always the case. This book assesses Australian electoral reforms of the past 30 years using personal interview data and parliamentary debates, to provide a picture of the reform process as well as the outcomes. These issues, such as who gets to vote, the use of postal voting, party registration and vote weighting, have a profound impact on who wins elections. It examines in detail the Queensland Parliament from the days of the ‘Labor split’ in the 1950s, through the conservative governments of Frank Nicklin, John Bjelke- Petersen and Mike Ahern, to the fall of the Nationals government led briefly by Russell Cooper in December 1989. The volume traces the rough and tumble of parliamentary politics in the frontier state. The authors focus on parliament as a political forum, on the representatives and personalities that made up the institution over this period, on the priorities and political agendas that were pursued, and the increasingly contentious practices used to control parliamentary proceedings. Throughout the entire history are woven other controversies that repeatedly recur – controversies over state economic development, the provision of government services, industrial disputation and government reactions, electoral zoning and disputes over malapportionment, the impost of taxation in the ‘low tax state’, encroachments on civil liberties and political protests, the perennial topic of censorship, as well as the emerging issues of integrity, concerns about conflicts of interest and the slide towards corruption. There are fights with the federal government – especially with the Whitlam government – and internal fights within the governing coalition which eventually leads to its collapse in 1983, after which the Nationals manage to govern alone for two very tumultuous terms. On the non-government side, the bitterness of the 1950s split was reflected in the early parliaments of this period, and while the Australian Labor Party eventually saw off its rivalrous off-shoot (the QLP-DLP) it then began to implode through waves of internal factional discord.

    Description: East Timor’s violent transition to independence, which began early in 1999, presented the Australian Government with a significant foreign policy crisis. This crisis was not sudden, totally unexpected or ultimately threatening to Australia’s survival. But the crisis consumed the attention of Australian leaders, saw significant national and international resources employed, and led to the largest operational deployment for the Australian Defence Force since the Vietnam War. This crisis also created a significant rupture in the hitherto carefully-managed relationships between Australia and its important neighbor, Indonesia. The events of September 1999 ultimately led to the birth of a new nation and the deaths of many people who might have otherwise expected to enjoy that independence. In this major study, David Connery examines how the Australian Government—at the political and bureaucratic levels—developed and managed national security policy in the face of this crisis. The events, and the policymaking processes that both led and followed, are reconstructed using sixty interviews with key participants. This study identifies certain characteristics of crisis policymaking in Australia that include a dominant executive, secrecy, external actors and complexity.

One tourist pleaded with him to stage a coup in her backyard; in private parties around the capital, Suva, infatuated women whispered ‘coup me baby’ in his presence. It was so easy to overlook the enormity of what he had done in planning and implementing Fiji’s first military coup, to be seduced by celebrity, captivated by the excitement of the moment, and plead its inevitability as the final eruption of long-simmering indigenous discontent. A generation would pass before the consequences of the actions of Fiji’s strongman of 1987, Sitiveni Rabuka, would be fully appreciated but, by then, the die had been well and truly cast. The major general did not live happily ever after. No nirvana followed the assertion of indigenous rights. If anything, misadventure became his country’s most enduring contemporary trait. This is Fiji’s very human story.

Brian Palmer-Rubin contends that we may lay the blame on these countries’ systems of interest representation, which exhibit “biased pluralism,” a system in which the demands of organizations representing economic elites—especially large corporations—predominate. A more inclusive model of representation would not only require a more encompassing and empowered set of institutions to represent workers, but would also feature spaces for non-eliteproducers—such as farmers and small-business owners to have a say in sectoral economic policies. With analysis drawing on over 100 interviews, an original survey, and official government data, this book focuses on such organizations and develops an account of biased pluralism in developing countries typified by the centrality of patronage—discretionarily allocated state benefits. Rather than serving as conduits for demand-making about development models, political parties and interest organizations often broker state subsidies or social programs, augmenting the short-term income of beneficiaries, but doing little to improve their long-term economic prospects. When organizations become diverted into patronage politics, the economic demands of the masses go unheard in the policies that most affect their lives, and along the way, their economic interests go unrepresented.

    Description: Efforts to reform the U.S. campaign finance system typically focus on the corrupting influence of large contributions. Yet, as Raymond J. La Raja and Brian F. Schaffner argue, reforms aimed at cutting the flow of money into politics have unintentionally favored candidates with extreme ideological agendas and, consequently, fostered political polarization. Drawing on data from 50 states and the U.S. Congress over 20 years, La Raja and Schaffner reveal that current rules allow wealthy ideological groups and donors to dominate the financing of political campaigns. In order to attract funding, candidates take uncompromising positions on key issues and, if elected, take their partisan views into the legislature. As a remedy, the authors propose that additional campaign money be channeled through party organizations-rather than directly to candidates-because these organizations tend to be less ideological than the activists who now provide the lion's share of money to political candidates. Shifting campaign finance to parties would ease polarization by reducing the influence of "purist" donors with their rigid policy stances. La Raja and Schaffner conclude the book with policy recommendations for campaign finance in the United States. They are among the few non-libertarians who argue that less regulation, particularly for political parties, may in fact improve the democratic process.

    Description: Following the 9/11 attacks on New York and Washington, DC, there has been an increasing interest among scholars, students, and the interested public to study and learn about the Islamist-oriented terrorist organizations called Jihadi Salafi Groups (JSGs). Considering that these organizations emerged in highly fragile states, S. Yaqub Ibrahimi asks: how and why is state fragility linked to the emergence of JSGs? Ibrahimi bases his study on three events: the establishment of al-Qaeda in Afghanistan in 1998, the rise of Islamic State in the post-Saddam Hussein Iraq, and the failed al-Qaeda effort to establish a base in Saudi Arabia in 2003. These case studies contain major aspects and features of the rise of JSGs and, together, explain the contribution of state fragility to the process of the formation and expansion of these terrorist organizations. International Security in a World of Fragile States stands out as a pivotal work on the interconnection between the root causes of JSGs and state fragility conditions and their amalgamated role in the formation and evolution of these organizations. Aim Sinpeng focuses on the people behind popular, large-scale antidemocratic movements that helped bring down democracy in 2006 and 2014 in Thailand. The yellow shirts (PAD—People’s Alliance for Democracy) that are the focus of the book are antidemocratic movements grown out of democratic periods in Thailand, but became the catalyst for the country’s democratic breakdown. Why, when, and how supporters of these movements mobilize offline and online to bring down democracy are some of the key questions that Sinpeng answers. While the book primarily uses a qualitative methodological approach, it also uses several quantitative tools to analyze social media data in the later chapters. This is one of few studies in the field of regime transition that focuses on antidemocratic mobilization and takes the role of social media seriously.

    Description: The Southern Highlands is one of Papua New Guinea’s most resource-rich provinces, but for a number of years the province has been riven by conflict. Longstanding inter-group rivalries, briefly set aside during the colonial period, have been compounded by competition for the benefits provided by the modern state and by fighting over the distribution of returns from the several big mining and petroleum projects located within the province or impinging upon it. Deaths from the various conflicts over the past decade number in the hundreds. As a result of inter-group fighting, criminal activity and vandalism, a number of businesses have withdrawn from the province. Roadblocks and ambushes have made travel dangerous in many parts and expatriate missionaries and aid workers have left. Many public servants have abandoned their posts with the result that state services are not provided. Corruption is rife. Police are often reluctant to act because they are outnumbered and outgunned. This volume brings together a number of authors with deep experience of the Southern Highlands to examine the underlying dynamics of resource development and conflict in the province. Its primary purpose is to provide some background to recent events, but the authors also explore possible approaches to limiting the human and economic costs of the ongoing conflict and breakdown of governance.

    Description: The main theme of this volume is a discussion of the ways in which legal mechanisms, such as the Land Groups Incorporation Act (1974) in PNG, and the Native Title Act (1993) in Australia, do not, as they purport, serve merely to identify and register already-existing customary indigenous landowning groups in these countries. Because the legislation is an integral part of the way in which indigenous people are defined and managed in relation to the State, it serves to elicit particular responses in landowner organisation and self-identification on the part of indigenous people. These pieces of legislation actively contour the progressive evolution of landowner social, territorial and political organisation at all levels in these nation states. The contributors to this volume provide in-depth anthropological case studies of social structural and cultural transformations engendered by the confrontation between states, developers and indigenous communities over rights to customarily owned land.

    Description: It is gradually being recognised by both Indigenous and non-Indigenous Australians that getting contemporary Indigenous governance right is fundamental to improving Indigenous well-being and generating sustained socioeconomic development. This collection of papers examines the dilemmas and challenges involved in the Indigenous struggle for the development and recognition of systems of governance that they recognise as both legitimate and effective. The authors highlight the nature of the contestation and negotiation between Australian governments, their agents, and Indigenous groups over the appropriateness of different governance processes, values and practices, and over the application of related policy, institutional and funding frameworks within Indigenous affairs. The long-term, comparative study reported in this monograph has been national in coverage, and community and regional in focus. It has pulled together a multidisciplinary team to work with partner communities and organisations to investigate Indigenous governance arrangements–the processes, structures, scales, institutions, leadership, powers, capacities, and cultural foundations–across rural, remote and urban settings. This ethnographic case study research demonstrates that Indigenous and non-Indigenous governance systems are intercultural in respect to issues of power, authority, institutions and relationships. It documents the intended and unintended consequences–beneficial and negative–arising for both Indigenous and non-Indigenous Australians from the realities of contested governance. The findings suggest that the facilitation of effective, legitimate governance should be a policy, funding and institutional imperative for all Australian governments. This research was conducted under an Australian Research Council Linkage Project, with Reconciliation Australia as Industry Partner.

The book contributes to a more sober evaluation of West German protest movements, not just terrorism, as it refrains from emotional and moral judgments, but takes the protesters' approaches seriously, which, regarding consumer society, had a rational core.     Description: Righteous Revolutionaries illustrates how states appeal to popular morality—shared understandings of right and wrong—to forge new group identities and mobilize violence against perceived threats to their authority. Jeffrey A. Javed examines the Chinese Communist Party’s mass mobilization of violence during its land reform campaign in the early 1950s, one of the most violent and successful state-building efforts in history. Using an array of novel archival, documentary, and quantitative historical data, this book illustrates that China’s land reform campaign was not just about economic redistribution but rather part of a larger, brutally violent state-building effort to delegitimize the new party-state’s internal rivals and establish its moral authority. Righteous Revolutionaries argues that the Chinese Party-state simultaneously removed perceived threats to its authority at the grassroots and bolstered its legitimacy through a process called moral mobilization. This mobilization process created a moral boundary that designated a virtuous ingroup of “the masses” and a demonized outgroup of “class enemies,” mobilized the masses to participate in violence against this broadly defined outgroup, and strengthened this symbolic boundary by making the masses complicit in state violence. Righteous Revolutionaries shows how we can find traces of moral mobilization in China today under Xi Jinping’s rule. In an era where states and politicians regularly weaponize moral emotions to foment intergroup conflict and violence, understanding the dynamics of violent mobilization and state authority are more relevant than ever before.

Network Propaganda challenges that received wisdom through the most comprehensive study yet published on media coverage of American presidential politics from the start of the election cycle in April 2015 to the one year anniversary of the Trump presidency. Analysing millions of news stories together with Twitter and Facebook shares, broadcast television and YouTube, the book provides a comprehensive overview of the architecture of contemporary American political communications. Through data analysis and detailed qualitative case studies of coverage of immigration, Clinton scandals, and the Trump Russia investigation, the book finds that the right-wing media ecosystem operates fundamentally differently than the rest of the media environment. The authors argue that longstanding institutional, political, and cultural patterns in American politics interacted with technological change since the 1970s to create a propaganda feedback loop in American conservative media.     Description: The Port Authority of New York and New Jersey has morphed in ways that would be unrecognizable to its founders. Its mission evolved from improving rail freight to building motor vehicle crossings, airports, office towers, and industrial parks and taking control of a failing commuter rail line. In its early years, the agency was often viewed with admiration; however as it drew up plans, negotiated to take control of airfields and marine terminals, and constructed large bridges and tunnels, the Port Authority became the object of less favorable attention. It was attacked as a “super-government” that must be reined in, while the mayors of New York and Newark argued that it should be broken up with its pieces given to local governments for their own use. Despite its criticisms and travails, for over half a century the Port Authority overcame hurdles that had frustrated other public and private efforts, built the world's longest suspension bridge, and took a leading role in creating an organization to reduce traffic delays in the New York-New Jersey region. How did the Port Authority achieve these successes? And what lessons does its history offer to other cities and regions in the United States and beyond? In a time when public agencies are often condemned as inefficient and corrupt, this history should provide some positive lessons for governmental officials and social reformers. In 2021, the Port Authority marked its 100th birthday. Its history reveals a struggle between the public and private sectors, the challenges of balancing democratic accountability and efficiency, and the tension between regional and local needs.     Description: International communication as a field of inquiry is, in fact, not very “internationalized.” Rather, it has been taken as a conceptual extension or empirical application of U.S. communication, and much of the world outside the West has been socialized to adopt truncated versions of Pax Americana’s notion of international communication. At stake is the “subject position” of academic and cultural inquirers: Who gets to ask what kind of questions? It is important to note that the quest to establish universally valid “laws” of human society with little regard for cultural values and variations seems to be running out of steam. Many lines of intellectual development are reckoning with the important dimensions of empathetic understanding and subjective consciousness. In Internationalizing "International Communication," Lee and others argue that we must reject both America-writ-large views of the world and self-defeating mirror images that reject anything American or Western on the grounds of cultural incompatibility or even cultural superiority. The point of departure for internationalizing “international communication” must be precisely the opposite of parochialism – namely, a spirit of cosmopolitanism. Scholars worldwide have a moral responsibility to foster global visions and mutual understanding, which forms, metaphorically, symphonic harmony made of cacophonic sounds.

    Description: Walking the Gendered Tightrope analyzes the gendered expectations for women in high offices through the examples of British Prime Minister Theresa May and U.S. Speaker of the House Nancy Pelosi. Even at their highest positions, and while completing their greatest achievements, both May and Pelosi faced gendered critiques and intraparty challenges to their leadership. While other books have analyzed the barriers to higher office that women face, this book reveals how women in positions of power are still forced to balance feminine stereotypes with the perception of power as masculine in order to prove their legitimacy. By examining intraparty dynamics, this book offers a unique comparison between a majoritarian presidential and Westminster parliamentary system.     Description: Of the many challenges in public sector management, few are as complex as the management of whistleblowing. Because it can lead to the discovery and rectification of wrongdoing, public interest whistleblowing is widely acknowledged as being positive for organisations and for society at large. However, the conflicts and reprisal risks often associated with whistleblowing also support a widespread belief that every whistleblower is destined to suffer, and nothing can be done to protect them from reprisals. Even if they did it once, sensible employees are often seen as unlikely to ever blow the whistle a second time around. The extensive research in this book reveals a more complex and, fortunately, more positive picture. The product of one of the world’s most comprehensive research projects on whistleblowing, evidence from over 8,000 public servants in over 100 federal, state and local government agencies shows that whistleblowers can and do survive, and that often their role is highly valued. Public sector managers face significant challenges in better managing and protecting whistleblowers. There is great variation between the many public agencies making the effort, and the many agencies where the outcomes — for managers and whistleblowers alike — are still likely to be grim. This book is compulsory reading for all public sector managers who wish to turn this negative trend around, and for anyone interested in public accountability generally.

    Description: The Global Financial Crisis (GFC) is the most serious economic crisis since the Great Depression. Many books have explored its causes, but this book systematically explores its consequences. The focus is primarily on the policy and political consequences of the GFC. This book asks how governments responded to the challenge and what the political consequences of the combination of the GFC itself and policy responses to it have been. Based on workshops held in the United States and the United Kingdom, it brings together leading academics to consider the divergent ways in which particular countries have responded in different ways to the crisis, including China, France, the United Kingdom, and the United States. Part of what is happening is a structural shift in economic power from east to west, but China has its fragilities while Germany offers an example of a largely successful Western model. The book also assesses attempts to develop global economic governance and to reform financial regulation and looks critically at the role of credit rating agencies. Unlike earlier crises, no new paradigm has emerged to challenge existing ways of thinking, meaning that neoliberalism has emerged relatively unscathed. The crisis has lacked a coherent and innovative intellectual response and has been characterized by remarkable policy stability.

    Translating Human Rights in Education (2022)

    Description: The 2006 United Nations Convention on the Rights of Persons with Disabilities (UN CRPD) is the first human rights treaty to explicitly acknowledge the right to education for persons with disabilities. In order to realize this right, the convention’s Article 24 mandates state parties to ensure inclusive education systems that overcome outright exclusion as well as segregation in special education settings. Despite this major global policy change to tackle the discriminations persons with disabilities face in education, this has yet to take effect in most school systems worldwide. Focusing on the factors undermining the realization of disability rights in education, Julia Biermann probes current meanings of inclusive education in two contrasting yet equally challenged state parties to the UN CRPD: Nigeria, whose school system overtly excludes disabled children, and Germany, where this group primarily learns in special schools. In both countries, policy actors aim to realize the right to inclusive education by segregating students with disabilities into special education settings. In Nigeria, this demand arises from the glaring lack of such a system. In Germany, conversely, from its extraordinary long-term institutionalization. This act of diverting from the principles embodied in Article 24 is based on the steadfast and shared belief that school systems, which place students into special education, have an innate advantage in realizing the right to education for persons with disabilities. Accordingly, inclusion emerges to be an evolutionary and linear process of educational expansion that depends on institutionalized special education, not a right of persons with disabilities to be realized in local schools on an equal basis with others. This book proposes a refined human rights model of disability in education that shifts the analytical focus toward the global politics of formal mass schooling as a space where discrimination is sustained.

    Description: Michael Meeropol argues that the ballooning of the federal budget deficit was not a serious problem in the 1980s, nor were the successful recent efforts to get it under control the basis for the prosperous economy of the mid-1990s. In this controversial book, the author provides a close look at what actually happened to the American economy during the years of the "Reagan Revolution" and reveals that the huge deficits had no negative effect on the economy. It was the other policies of the Reagan years--high interest rates to fight inflation, supply-side tax cuts, reductions in regulation, increased advantages for investors and the wealthy, the unraveling of the safety net for the poor--that were unsuccessful in generating more rapid growth and other economic improvements. Meeropol provides compelling evidence of the failure of the U.S. economy between 1990 and 1994 to generate rising incomes for most of the population or improvements in productivity. This caused, first, the electoral repudiation of President Bush in 1992, followed by a repudiation of President Clinton in the 1994 Congressional elections. The Clinton administration made a half-hearted attempt to reverse the Reagan Revolution in economic policy, but ultimately surrendered to the Republican Congressional majority in 1996 when Clinton promised to balance the budget by 2000 and signed the welfare reform bill. The rapid growth of the economy in 1997 caused surprisingly high government revenues, a dramatic fall in the federal budget deficit, and a brief euphoria evident in an almost uncontrollable stock market boom. Finally, Meeropol argues powerfully that the next recession, certain to come before the end of 1999, will turn the predicted path to budget balance and millennial prosperity into a painful joke on the hubris of public policymakers. Accessibly written as a work of recent history and public policy as much as economics, this book is intended for all Americans interested in issues of economic policy, especially the budget deficit and the Clinton versus Congress debates.     Description: The US commitment to stability—both domestically and abroad—has been a consistent feature in the way Washington, DC carries out international relations. This commitment is complimented by the increased overlap between the economic and political spheres in international affairs. Consequently, this US approach to foreign interaction is informed by an assumption that foreign policy tools can influence global stability for the better. In order to investigate this assumption, this book details the foundations of what Amir Magdy Kamel refers to as the US Stability Policy—how it evolved over time and how it was implemented in Egypt. He finds that domestic and global forces were left unaccounted for by the Stability Policy, ultimately leading to a failure to achieve the self-stated stability goals. Kamel’s analysis is informed through a unique mixed-method approach that sheds light on how and why this policy fared so poorly under Mubarak’s Egypt. He develops and tests a unique and particular way of examining the Stability Policy and presents a framework for future work to replicate and build on in the quest to understand other state-on-state relationships and the effectiveness of other foreign economic policies in achieving stability goals. Floundering Stability reflects on what Kamel’s findings mean for the relationship between the US and Egypt, as well as specific US foreign policy suggestions on how the same mistakes can be avoided in the future.

    Description: Why did enduring traditions of economic and political liberty emerge in Western Europe and not elsewhere? Representative democracy, constitutionalism, and the rule of law are crucial for establishing a just and prosperous society, which we usually treat as the fruits of the Renaissance and Enlightenment, as Western European societies put the Dark Ages behind them. In The Medieval Constitution of Liberty, Salter and Young point instead to the constitutional order that characterized the High Middle Ages. They provide a historical account of how this constitutional order evolved following the fall of the Western Roman Empire. This account runs from the settlements of militarized Germanic elites within the imperial frontiers, to the host of successor kingdoms in the sixth and seventh centuries, and through the short-lived Carolingian empire of the late eighth and ninth centuries and the so-called “feudal anarchy” that followed its demise. Given this unique historical backdrop, Salter and Young consider the resulting structures of political property rights. They argue that the historical reality approximated a constitutional ideal type, which they term polycentric sovereignty. Salter and Young provide a theoretical analysis of polycentric sovereignty, arguing that bargains between political property rights holders within that sort of constitutional order will lead to improvements in governance.
