    Description: "The Politics of Trauma and Integrity uses the lenses of gender and trauma to tell the stories of narratives testified by two contrasting Japanese “comfort women” survivors. Through an innovative interdisciplinary study of the politics of gendered memory and trauma in historical context, with numerous primary sources for analysis including diaries, interviews, letters and oral testimonies, this book uncovers the life-or-death struggles of Japanese survivors in pursuit of public recognition as the victims of state violence against women. It is set within a gender history of modern Japan, supplemented by feminist activist methodology premised upon political agency that seeks social justice. The author’s analysis draws upon three key concepts: trauma, coherence of the self, and integrity. Focusing upon the role of gender and trauma as the nexus between memory construction and identity formation in modern Japan, the author reveals these women’s relentless quest for their recovery and creation of new identities.     Description: "The European Union’s (EU) impact on the political governance of the European neighbourhood is varied and sometimes opposite to the declared objectives of its democracy support policies. The democracy promotion literature has to a large extent neglected the unintended consequences of EU democracy support in Eastern Europe and the Middle East and North Africa. The EU has left multiple imprints on the political trajectories of the countries in the neighbourhood and yet the dominant explanation, highlighting the EU’s security and economic interests in the two regions, cannot fully account for the unintended consequences of its policies. The literature on the ‘pathologies’ of international organisations offers an explanation, emphasizing the failures of the EU bureaucracy to anticipate, prevent or reverse the undesired effects of its democracy support in the neighbourhood."

    Description: This book explores the ethics of national security intelligence institutions operating in contemporary liberal democracies. Intelligence collection by agencies such as the CIA, MI6, and Mossad involves practices that are apparently inconsistent with the principles of ordinary morality – practices such as lying, spying, manipulation, and covert action. However, in the defence of national security, such practices may not only be morally permissible, but may also under some circumstances be morally obligatory. One approach to the ethics of national security intelligence activity has been to draw from the just war tradition (so-called ‘just intelligence theory’). This book identifies significant limitations of this approach and offers a new, institutionally based, teleological normative framework. In doing so, it revises some familiar principles designed for application to kinetic wars, such as necessity and proportionality, and invokes some additional ones, such as reciprocity and trust. It goes on to explore the applications of this framework and a revised set of principles for national security intelligence institutions and practices in contemporary and emerging political and technological settings. This book will be of much interest to students of intelligence studies, ethics, security studies and International Relations.

    Description: Climate change is perhaps the greatest threat to humanity today and plays out as a cruel engine of myriad forms of injustice, violence and destruction. The effects of climate change from human-made emissions of greenhouse gases are devastating and accelerating; yet are uncertain and uneven both in terms of geography and socio-economic impacts. Emerging from the dynamics of capitalism since the industrial revolution — as well as industrialisation under state-led socialism — the consequences of climate change are especially profound for the countryside and its inhabitants. The book interrogates the narratives and strategies that frame climate change and examines the institutionalised responses in agrarian settings, highlighting what exclusions and inclusions result. It explores how different people — in relation to class and other co-constituted axes of social difference such as gender, race, ethnicity, age and occupation — are affected by climate change, as well as the climate adaptation and mitigation responses being implemented in rural areas. The book in turn explores how climate change – and the responses to it - affect processes of social differentiation, trajectories of accumulation and in turn agrarian politics. Finally, the book examines what strategies are required to confront climate change, and the underlying political-economic dynamics that cause it, reflecting on what this means for agrarian struggles across the world. The 26 chapters in this volume explore how the relationship between capitalism and climate change plays out in the rural world and, in particular, the way agrarian struggles connect with the huge challenge of climate change. Through a huge variety of case studies alongside more conceptual chapters, the book makes the often-missing connection between climate change and critical agrarian studies. The book argues that making the connection between climate and agrarian justice is crucial. The chapters in this book were originally published in The Journal of Peasant Studies.

    Description: Steep socioeconomic hierarchy in post-industrial Western society threatens public health because of the physiological consequences of material and psychosocial insecurities and deprivations. Following on from their previous books, the authors continue their exploration of the geography of early mortality from age-related chronic conditions, of risk behaviors and their health outcomes, and of infant and child mortality, all due to rigid hierarchy. They divide the 50 states into those that gave their electoral college votes to Trump and those that gave theirs to Clinton in the 2016 presidential election and compare the two sets for socioeconomic and public health profiles. They deliberately apply only simple standard statistical methods in the public health analyses: t-test, Mann-Whitney test, bivariate regression, and backward stepwise multivariate regression. The book assumes familiarity with basic statistics. The authors argue that the unequal power relations that result in eroding public health in the nation and, in particular, in the Trump-voting states, largely cascade from the collapse of American industry, and they analyze the Cold War roots of that collapse. In two largely independent chapters on economics, they explore both the suppression of countervailing forces, such as organized labor, and the diversion of technical resources to the military as essential foundations to the population-level suffering that expressed itself in the 2016 presidential election. This interdisciplinary book has several primary audiences: creators of public policies, such as legislators and governmental staff, public health professionals and social epidemiologists, economists, labor union professionals, civil rights advocates, political scientists, historians, and students of these disciplines from public health through the social sciences.     Description: This introductory chapter sets out with a review of the existing literature on differentiation in the European Union (EU); it explains the related concepts and includes a cursory glossary of them at the end. In a nutshell, we conceive of differentiation as an umbrella term covering a wide range of both integrationist and – albeit to a much lesser extent – disintegrationist techniques and processes such as multi-speed Europe, variable geometry, and à la carte Europe. While differentiation has not been a constituent feature in the early stages of the European project starting after World War II, it became ever more central since the 1970s and, in particular, in the aftermath of the Treaty of Maastricht when the EU was characterized as a system of differentiated integration rather than integration only. In light of ‘Brexit’, i.e. the United Kingdom’s withdrawing from the EU, however, differentiation also accounts for processes of disintegration. Most importantly, differentiation may ultimately also prove to be an important element towards sustaining – if not self-reinforcing – integration. Finally, this chapter also provides overview of contemporary studies of differentiation in the EU and provides an overview of the contents and contributions of this Handbook.

Simulation modeling is flexible enough to accommodate different levels of detail, precision and time frameworks. It also serves the purpose of a concrete communication platform that facilitates scenario analysis, what-if alternatives and forward looking. We specifically define agent-based modeling within the larger simulation domain, provide a brief overview of other computation modeling methodologies and discuss the concepts of multiple models, verification, validation and calibration.     Description: Whether it is possible to ensure stability, peace and social cohesion in countries with deep societal divisions where identity prevails over other bases of mobilisation is one of the central political questions of our time. What type of institutional design suits deeply mobilised cleavages? This chapter discusses the different institutional approaches adopted in three federations of Africa to manage politically mobilised cleavages, and examines whether institutional design matters in addressing demands from politically mobilised groups. The main issue is whether such divisions should be treated as building-blocks for political engagement and institutions built around them, or rather be diffused and deliberately divided into several sub-units. It is argued that institutional design does matter, particularly when there are deep territorially-based divisions, and proposes consociational parliamentary federations as opposed to integrationist presidential federations. The latter aim to divide major ethnic groups into many small-size states denying their self-government right, while the former aim to empower groups by redrawing territories to ensure they become a majority at sub-state level. They also bring the major political actors into power and minimise the risks of ‘winner-takes-all’ politics associated with presidential systems.

    Description: Does the fact that the majority of Turkey's population is Muslim form a hindrance to its EU membership? According to a recent policy advice by the Netherlands Scientific Council for Government Policy (WRR), the answer is an adamant 'no'. Why is this issue of Turkish Islam relevant? After all, Turkey should not be judged by standards other than the Copenhagen criteria. The answer is that the public debate outside 'Brussels' will not be limited to these official criteria. Many people in Europe are worried about Turkey's 'Islam factor'. They believe that Muslims are (potentially violent) fundamentalists who want to establish a theocracy. By explicitly examining the role of Turkish Islam and Muslims in Turkey, the WRR wants to contribute to a well-informed European public debate on Turkey's accession.     Description: Constitutional considerations of protective laws for women were the analytical battlefield on which the legal community reworked the balance between private liberty and the state's authority to regulate. Julie Novkov focuses on the importance of gender as an analytical category for the legal system. During the Progressive Era and New Deal, courts often invalidated generalized protective legislation, but frequently upheld measures that limited women's terms and conditions of labor. The book explores the reasoning in such cases that were decided between 1873 and 1937. By analyzing all reported opinion on the state and federal level, as well as materials from the women's movement and briefs filed in the U.S. Supreme Court, the study demonstrates that considerations of cases involving women's measures ultimately came to drive the development of doctrine. The study combines historical institutionalism and feminism to address constitutional interpretation, showing that an analysis of conflict over the meaning of legal categories provides a deeper understanding of constitutional development. In doing so, it rejects purely political interpretations of the so-called Lochner era, in which the courts invalidated many legislative efforts to ameliorate the worst effects of capitalism. By addressing the dynamic interactions among interested laypersons, attorneys, and judges, it demonstrates that no individuals or institutions have complete control over the generation of constitutional meaning.     Description: Political scientists have always accorded interest organizations a prominent place in European Union (EU) policy-making because they connect the EU institutions to citizens, provide important information to EU policy-makers, and control resources that impact on the problem-solving capacity of EU policies. In other words, they are vital to both the input legitimacy and the output legitimacy of the EU. So far, research on interest organizations in EU policy-making has concentrated on EU-level interest organizations and EU-level politics. This edited book draws attention to the role national interest organizations play in the EU multilevel system. All contributions present state-of-the-art research on that subject in the form of theory-driven empirical analyses. The ten chapters indicate that national interest organizations have adapted to the EU’s multilevel polity in terms of their strategies; their relations with parliaments, governments, and the EU institutions; as well as their collaboration with EU umbrella organizations. Especially, they offer new insights into the alignments among national interest organizations and decision-makers, the Europeanisation of these organizations in established EU member states and candidate countries, and the existence of bias in national and EU interest group populations. The chapters in this book were originally published in a special issue of West European Politics.

    Description: As the guardian of the euro, the European Central Bank (ECB) oversees a prime example of differentiated integration. Against the backdrop of the multiple crises of the euro’s second decade, this contribution asks how the ECB has dealt with differentiation. It analyses both the historical development of the ECB’s relationship with euro outsiders – discerning between ‘old’ opt-outs and ‘new’ accession countries in the context of EU enlargement – and how differentiation affects ECB policymaking across its various tasks. Specifically, we analyze three logics of ‘deepening’ and ‘widening’: (1) Is the ECB encouraging euro membership among the ‘outs’? (2) Does it seek to reduce the impact of differentiation by keeping the ‘outs’ on board as much as possible? (3) Or does the ECB further cement differentiation by excluding the ‘outs’ from decision-making or deepening integration among the ‘ins’ only? We find that, in the past, the ECB has been hesitant to support ‘more Europe’. When the sovereign debt crisis posed a potentially existential threat, however, the ECB started adopting a more proactive role through both monetary policies and discursive acts. The COVID-19 crisis appears to confirm that the ECB has shed its narrow technocratic focus in order to provide political leadership in the EU. Yet, in our view, this does not suggest that the ECB is a competence maximizer ‘hardwired’ to ever closer union. Rather, the evidence suggests that it merely accepted greater powers and a deepening of integration to avert the threat of (differentiated) disintegration.

    Description: The field of public participation is developing fast, with phenomena such as citizen science and crowdsourcing extending the resource base of research, stimulating innovation and making science more accessible to the general population. Promoting public participation means giving more weight to citizens and civil society actors in the definition of research needs and in the implementation of research and innovation. As yet, there is limited understanding of the implications of widespread use of public participation and as a result, there is a risk that it will become a burden for research and an obstacle to bridging the gap between research and society. This volume presents the findings of a three-year international study on innovative public participation. The resulting work studies the characteristics and trends of innovative public participation through a global sample of 38 case studies. It provides theoretical generalisations on the dynamics of public participation, suggestions for an evaluation framework and clear empirical examples of how public participation works in practice. Illustrated by best practice cases, the authors identify characteristics which contribute to successful public participation.     Description: This book examines the ‘European refugee crisis’, offering an in-depth comparative analysis of how public attitudes towards refugees and humanitarian dispositions are shaped by political news coverage. An international team of authors address the role of the media in contesting solidarity towards refugees from a variety of disciplinary perspectives. Focusing on the public sphere, the book follows the assumption that solidarity is a social value, political concept and legal principle that is discursively constructed in public contentions. The analysis refers systematically and comparatively to eight European countries, namely, Denmark, France, Germany, Greece, Italy, Poland, Switzerland and the United Kingdom. Treatment of data is also original in the way it deals with variations of public spheres by combining a news media claims-making analysis with a social media reception analysis. In particular, the book highlights the prominent role of the mass media in shaping national and transnational solidarity, while exploring the readiness of the mass media to extend thick conceptions of solidarity to non-members. It proposes a research design for the comparative analysis of online news reception and considers the innovative potential of this method in relation to established public opinion research.     Description: This book charts the new phase of global struggles around gender equality and sexual democracy: the ultraconservative mobilization against "gender ideology" and feminist efforts to counteract it.     Description: Citizens in democracies complain that political parties’ positions on major issues are too ambiguous for them to confidently understand. Why is party position ambiguity so common? Are party positions ambiguous because political parties fail in forming clear policies or because they deliberately blur their positions? Rationality of Irrationality argues that political parties are motivated to strategically blur their position on an issue when they struggle with a certain disadvantage in the issue. Specifically, political parties present an ambiguous position when their own supporters are divided in their stances on the issue. A political party also blurs position stances when voters do not acknowledge that the party has the ability and integrity to solve problems related to the issue. Political parties blur their position in these cases because ambiguous party positions divert voters’ attention from the issue. Voters support a political party whose policy positions on major issues are close to their own stances. However, voters cannot confidently and exactly estimate party positions on an issue when they are only ambiguous.

    Description: The alpine cryosphere including snow, glaciers and permafrost are critical to water management in the Aral Sea Basin (ASB) and larger Central Asia (CA) under changing climate: as they store large amounts of water in its solid forms. Most cryospheric components in the Aral Sea Basin are close to melting point, and hence very vulnerable to a slight increase in air temperature with significant consequences to long-term water availability and to water resources variability and extremes. Current knowledge about different components of cryosphere and their connection to climate in the Basin and in the entire Central Asia, varies. While it is advanced in the topics of snow and glaciers, knowledge on permafrost it rather limited. Observed trends in runoff point in the direction of increasing water availability in July and August at least until mid-century and increasing possibility for water storage in reservoirs and aquifers. However, eventually this will change as glaciers waste away. Future runoff may change considerably after mid-century and start to decline if not compensated by increasing precipitation. Cryosphere monitoring systems are the basis for sound estimates of water availability and water-related hazards associated with snow, glaciers and permafrost. They require a well-distributed observational network for all cryospheric variables. Such systems need to be re-established in the Basin after the breakup of the Soviet Union in the early 1990s. This process is slowly emerging in the region. Collaboration between local operational hydro-meteorological services and academic sector, and with international research networks may improving the observing capabilities in high mountain regions of CA Asia in general and the ASB specifically.

    Description: "This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. This book will be of key interest to scholars and students of migration and asylum studies, immigration, (multilevel) global governance and more broadly to comparative politics, European studies/politics, and public policy."

    Description: Linking environmental sustainability with poverty reduction and social justice, and making science and technology work for the poor, have become central practical, political and moral challenges of our times. These must be met in a world of rapid, interconnected change in environments, societies and economies, and globalised, fragmented governance arrangements. Yet despite growing international attention and investment, policy attempts often fail. Why is this, and what can be done about it? How might we understand and address emergent threats from epidemic disease, or the challenges of water scarcity in dryland India? In the context of climate change, how might seed systems help African farmers meet their needs, and how might appropriate energy strategies be developed? This book lays out a new 'pathways approach' to address sustainability challenges such as these in today's dynamic world. Through an appreciation of dynamics, complexity, uncertainty, differing narratives and the values-based aims of sustainability, the pathways approach allows us to see how some approaches are dominant, even though they do not produce the desired results, and how to create successful alternative 'pathways' of responding to the challenges we face. As well as offering new ways of thinking about sustainability, the book also suggests a series of practical ways forward - in tools and methods, forms of political engagement, and styles of knowledge-making and communication. Throughout the book, the practicalities of the pathways approach are illustrated using four case studies: water in dryland India, agricultural seeds in Africa, responses to epidemic disease and energy systems/climate change. Indeed, these events have given extremists and fundamentalists a much more prominent position than they might ever have dreamt of. In Reformation of Islamic Thought, the prominent Egyptian scholar Nasr Abû Zayd examines the positive, liberal, and inclusive reaction embedded in the writings of Muslim thinkers. He takes the reader on a critical journey across the Muslim World, where Muslim thinkers from Egypt and Iran to Indonesia seek to divest Islam of traditionalistic and legalistic interpretation.     Description: Traditionally, the Netherlands has enjoyed being a test market for many ideas in the media. But over the last decade, progress has been severely hampered by lengthy discussions on the future structure of just one sector of media, namely public broadcasting via radio and television. The narrow approach results in a lot of paper, speeches and theories, but little in the way of definitive policy making. In a report to the government, published in February 2005, the Scientific Council for Government Policy (WRR) argued for very different approaches to policy making. The recommendations are not only much broader than "broadcasting"; they tackle the challenges of making robust policy from new angles. Instead of trying to repair the old compass, the approach has been to find new instruments to help policymakers navigate the stormy and often confusing waters ahead. Perhaps the problem in the Netherlands is not accepting the new media, but rather accepting that the role "old" media has undergone a paradigm shift.     Description: From Austria to New Zealand, coalition governments often pave the road to foreign policy. In Western Europe, nearly 90 percent of postwar governments include two or more political parties. Israel, the Middle East’s only consolidated democracy according to many, has never experienced single-party rule in its history. Even the United Kingdom, known for its long streak of single-party rule, now navigates multiparty cabinets. Coalitions are everywhere, but we still have little understanding of how they act in foreign affairs. History shows that coalitions can sometime engage in powerful international commitments such as participating in military operations, but at other times, they postpone their decisions, water down their policy positions, or promise to do less than they otherwise would. What explains these differences in behavior? Governing Abroad unpacks the little-known world of coalition governments to find out. Oktay argues that the specific constellation of parties in government explains why some coalitions can make more assertive foreign policy decisions than others. Building on the rich literature in political science on coalitions, legislatures, and voting behavior, the book weaves together sophisticated statistical analyses of foreign policy events across thirty European countries alongside in-depth case studies from Denmark, the Netherlands, and Finland. It brings political parties back into the study of foreign policy, demonstrating that the size of the coalition, the ideological proximity of the governing parties, and their relationship with the parliamentary opposition together influence the government’s ability to act in the international arena. This book challenges our existing perceptions about the constraints and weaknesses of coalition governments. It sheds new light on the conditions that allow them to act decisively abroad.

    Description: Capitalism, Coronavirus and War investigates the decay of neoliberal financialised capitalism as revealed in the crisis the novel coronavirus triggered but did not cause, a crisis that has been deepened by the conflict over Ukraine and its repercussions across the globe. Leading domestically to economic and political breakdown, the pandemic accelerated the decline of the US-led capitalist world’s imperial power, intensifying the tendency to lash out with aggression and militarism, as seen in the US-led West’s New Cold War against China and the proxy war against Russia over Ukraine. The geopolitical economy of the decay and crisis of this form of capitalism suggests that the struggle with socialism that has long shaped the fate of capitalism has reached a tipping point. The author argues that mainstream and even many progressive forces take capitalism’s longevity for granted, misunderstand its historical dynamics and deny its formative bond with imperialism. Only a theoretically and historically accurate account of capitalism’s dynamics and historical trajectory, which this book provides, can explain its current failures and predicament. It also reveals why, though the pandemic—by revealing capitalism’s obscene inequality and shocking debility—prompted the most serious critiques of capitalism to emerge in decades, hopes of ‘building back better’ were so quickly dashed. This book sheds searching light on the dominant narratives that have normalised the neoliberal financialised capitalism and the dollar creditocracy dominating the world economy, with even critics unable to link capitalism’s neoliberal turn to its financialisations, historical decay, productive debility and international decline. It contends that only by appreciating the seriousness of the crisis and rectifying our understanding of capitalism can progressive forces thwart a future of chaos and/or authoritarianism and begin the long task of building socialism. This book will be of great interest to students, scholars and researchers of international relations, international political economy, comparative politics and global political sociology.

    Description: Opposing Power argues that perceptions of regime vulnerability and mutual dependency by opposition elites shape the building of opposition alliances. When electoral autocracies are consistently dominant, opposition parties eschew fully fledged alliances. At best, they allocate only one candidate to contest against the incumbent in each subnational electoral district to avoid splitting the opposition vote. However, when multiple regime-debilitating events strike within a short period of time, thus pushing an incumbent to the precipice of power, opposition elites expect victory, accepting costly compromises to build alliances and seize power. Opposing Power shows how oppositions build these alliances through case study comparisons in East and Southeast Asia—between the Philippines and South Korea in the late 1980s, and between Malaysia and Singapore from 1965 to 2020.

    Description: In this book, Vladimir Gel’man considers bad governance as a distinctive politico-economic order that is based on a set of formal and informal rules, norms, and practices quite different from those of good governance. Some countries are governed badly intentionally because the political leaders of these countries establish and maintain rules, norms, and practices that serve their own self-interests. Gel’man considers bad governance as a primarily agency-driven rather than structure-induced phenomenon. He addresses the issue of causes and mechanisms of bad governance in Russia and beyond from a different scholarly optics, which is based on a more general rationale of state-building, political regime dynamics, and policy-making. He argues that although these days, bad governance is almost universally perceived as an anomaly, at least in developed countries, in fact human history is largely a history of ineffective and corrupt governments, while the rule of law and decent state regulatory quality are relatively recent matters of modern history, when they emerged as side effects of state-building. Indeed, the picture is quite the opposite: bad governance is the norm, while good governance is an exception. The problem is that most rulers, especially if their time horizons are short and the external constraints on their behavior are not especially binding, tend to govern their domains in a predatory way because of the prevalence of short-term over long-term incentives. Contemporary Russia may be considered as a prime example of this phenomenon. Using an analysis of case studies of political and policy changes in Russia after the Soviet collapse, Gel’man discusses the logic of building and maintenance of politico-economic order of bad governance in Russia and paths of its possible transformation in a theoretical and comparative perspective.

From the collapse of the Soviet Union to the 1997 and 2008 financial crises to the Arab Uprisings and the European migrant crisis and the COVID-19 pandemic, assessments of many events with lasting consequences on the global order have begun with: “why didn’t we see this coming?” There is much to learn from how phenomena that affect the global order generate uncertainty and what effects such uncertainty has on actors and issues. Presenting perspectives from all corners of the discipline and emerging and established scholars the book provides an up-to-date overview of the state of the literature; a concise yet conceptually rich theoretical framework; a mix of regional and global contemporary issues; process-oriented empirical evidence and methodological tools to assess different forms of uncertainty and propose practical solutions to addressing uncertainty in diverse contexts. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities.     Description: Since the start of the Syrian conflict in 2011, different types of Syrian-run organizations in Lebanon have been providing support and assistance to Syrian refugees. Whether in areas which are difficult for international providers to access, or in major towns and cities where international actors including the UN, INGOs and states have been providing assistance, Syrian diaspora organizations (DOs) have played a vital role. These DO initiatives have often taken the form of secular non-governmental organizations, or faith-based responses. At times, they have been actively funded by international donors or developed in formal partnership with UN agencies and INGOs, while in other contexts they have taken place on the margins of (or at times in ways that directly challenge) formal humanitarian aid structures. This chapter draws on lessons from anthropological, sociological, and IR studies, to construct a deeper understanding of secular and faith-based aid provision by members of displaced communities themselves in settings of the global South, which geographically (and geopolitically) neighbor new and ongoing crises. Based on long-standing research vis-à-vis local, national and international responses to displacement from Syria, it examines such endeavors through the framework of “refugee-led responses."

    Description: It is only in the last 250 years that ordinary people (in some parts of the world) have become citizens rather than subjects. This change happened in a very short period, between 1780 and 1820, a result of the foundations of democracy laid in the age of revolutions. A century later local governments embraced this shift due to rapid industrialization, urbanization, and population growth. During the twentieth century, all democratic governments began to perform a range of tasks, functions, and services that had no historical precedent. In the thirty years following the Second World War, Western democracies created welfare states that, for the first time in history, significantly reduced the gap between the wealthy and everyone else. Many of the reforms of that postwar period have been since rolled back because of the belief that government should be more like a business. Jos C.N. These questions inspired the Dutch Scientific Council for Government Policy (wrr) to examine what form development aid should take in the era of globalization. At the start of 2010, on the basis of over 500 interviews with experts and an extensive literature survey, the wrr presented its far-reaching recommendations. In October 2010, the new Dutch government decided to use the report as the basis of a thorough modernization of its development policy. This book is based on the wrr report. It builds on the many responses to the report, resulting in more elaboration on specific lines of reasoning, coverage of new themes and more comprehensive analyses, without changing the core of the original report. Driven by nostalgia for past certainties or fear of what is coming next, references to normalcy have been creeping into political discourse, with people either vying for a return to a past normalcy  or coping with the new normal.  This book traces main discourses and practices associated with normalcy in world politics. The historical development of parliamentary administrations has taken different forms in different countries, making it difficult to generalize. The most delicate issue regarding parliamentary administrations concerns the nature of the activity they perform. The comparative analysis of the data contained in the various country-specific chapters demonstrates several commonalities and differences in relation to certain fundamental organizational and functional options of parliamentary administrations. The very first observation in this context concerns the size of parliamentary administrations. A second dimension of framing the distinctive features of parliamentary administrations is the degree of budgetary autonomy. Looking more closely at recent developments, a number of contemporary challenges can be identified that parliamentary administrations have had to confront in the 21st century.

    Description: Federalism as a mode of governance has been a popular response to most conflicts which stemmed from ethnic/language/religious mobilisation. However, the track record of resolving communal or identity conflicts has not always been good, the least of all in Somalia, Sudan and South Sudan. Why the lack of success? Is the federal solution inherently inappropriate for communal accommodation by exacerbating the problem? If not inevitably or inherently inappropriate, is it then a question of poor design? Or is it merely ineffectual implementation of the ‘federal solution’? The chapter argues that federal arrangements in Africa have been the last measure to hold countries together; therefore federalism per se cannot blamed for persistent conflicts. Whether federalism is able to address communal conflicts depends much on constitutional designs dealing with both ethnic issues and federal concepts in general. Where federal solutions have been tried, it is highly centralised, and even then often superficially and reluctantly implemented. To judge the efficacy of federal arrangements in constitutions they first must be implemented. This depends again on a broader embrace of constitutionalism; democracy, separation of powers, limited government, and the rule of law have to become part of political/legal culture of a country.

    Description: This book explores the existential redistributions that extractivist frontiers create, going beyond existing studies by bringing into the English-language discussion much of the wisdom from Latin American rural and forest communities’ understandings of extractivist phenomena, and the destruction and changes in lives and lived environments they create. The author explores the many different types of extractivism, ranging from agroextractivist monocultures to mineral extraction, and analyzes the differences between them. The existential transformations of Brazil's Amazon and Cerrado regions, previously inhabited by Indigenous people but now being deforested by colonizers who expand soybean plantations, are analyzed in detail. The author also compares extractivisms with the local and broader existential changes through global production networks and their shifts, produced by monoculture plantation-based extractivist operations. Anchored in the author’s own ethnographic data and comparison of lessons across multiple extractivist frontiers, the chapters integrate the many accounts of violence, and onto-epistemic and moral changes in extractivist enclaves, looking at these with the help of political ontology.     Description: This book introduces readers to the age of intra-African migration, a period from the mid-19th century onward in which the center of gravity of African migration moved decisively inward. Most books tend to zoom in on Africa’s external migration during the earlier intercontinental slave trades and the more recent outmigration to the Global North, but this book argues that migration within the continent has been far more central to the lives of Africans over the course of the last two centuries. The book demonstrates that only by taking a broad historical and continent-wide perspective can we understand the distinctions between the more immediate drivers of migration and deeper patterns of change over time. During the 19th century Africa’s external slave trades gradually declined, whilst Africa’s expanding commodity export sectors drew in domestic labor. This led to an era of heightened mobility within the region, marked by rapidly rising and vanishing migratory flows, increasingly diversified landscapes of migration systems, and profound long-term shifts in the wider patterns of migration. This era of inward-focused mobility reduced with a resurgence of outmigration after 1960, when Africans became more deliberate in search of extra-continental destinations, with new diaspora communities emerging specifically in the Global North. Broad ranging in its temporal, spatial, and thematic coverage, this book provides students and researchers with the perfect introduction to age of intra-African migration.
