    Description: Hitler’s seizure of power on 30 January 1933 provided an urgent impetus to stage transnational anti-fascist conferences and rallies on a global scale. One of the first, but almost completely overlooked major conferences was organised in Copenhagen in April 1933 in the form of a Scandinavian Anti-Fascist Conference. The chapter will use the event as a prism to look backwards at anti-fascist activism in the Nordic countries during the preceding years and follow its transformation process in its immediate aftermath. What form did these largely overlooked anti-fascist articulations and manifestations take, and how were they connected to the rising transnational and global anti-fascist mobilisation coordinated in Paris and London? The chapter shows that the establishment of the Third Reich, on the one hand, vitalised anti-fascism in Scandinavia but that it paradoxically, on the other, further sharpened the communist critique of reformist social democracy and empowered social democratic anti-communism. Moreover, small neutral states, especially with social democratic governments, were confronted with an acute dilemma as the German foreign office made it clear that sharp critique of Nazi Germany and Hitler in the Nordic press and social movements had to be limited in order to maintain good bilateral relations.

While Turkey’s EU accession negotiations remain in a state of coma, there is a continuing need for policy convergence and alignment in areas of common interest such as migration governance. With a view to combat irregular migration, the EU has placed the export of its border management norms and rules at the center of its dialogue with Turkey. Thus, EU–Turkey relations in the field of border management represent an appealing case to study policy convergence between the EU and Turkey outside the accession scheme and examine the ever-evolving phenomena of external differentiated integration from both policy-centered and theory-directed angles. The chapter first conceptualizes external differentiated integration and introduces the five explanatory factors that have been recurrently used by the literature to explain the variance in (external) differentiation: politicization, extent of mutual interdependence, asymmetry of interdependence, incentives, and domestic conditions. It then critically assesses the effect of these prevailing drivers of differentiation on the three central issue areas concerning EU–Turkey dialogue on border regime: the implementation of the Integrated Border Management (IBM), Turkey’s operational cooperation with FRONTEX, and the March 2016 EU–Turkey Statement.

    Description: This contribution develops process tracing (PT) as a method for Foreign Policy Analysis (FPA). It explains what it takes to conduct PT, trace a mechanism, and draw conclusions on that basis. Importantly, I lay out an analyticist approach to PT that is amendable to more actor-centered and interpretivist studies. This approach treats mechanisms as akin to Weberian ideal types: abstract constructs that are adduced from multiple concrete, contextually embedded, and largely idiosyncratic instantiations. This creates space for agency and contingency and allows us to a) study how a mechanism or concatenation of mechanisms led to a particular outcome; b) assess how the mechanism(s) functioned in a given context; and c) abstract from the specific instantiation(s) more general propositions about foreign policy making. In an empirical example of state employment of Private Military and Security Contractors, drawing on interpretivist and narrative-based understandings of FPA, I illustrate what this means in practice.

While good governance is a worthy goal, this book argues that it is not a prerequisite for economic growth or development. The book exposes the methodological shortcomings of the commonly-used governance indicators developed within the World Bank. The authors argue that donors should not impose onerous good governance conditions, expecting the developing world to simulate now-developed countries. They contend that most poor countries lack the administrative and financial capacity to achieve these reforms or institutions - so donor conditionality often becomes a recipe for failure. In place of grand government reforms aimed at enhancing market efficiency, the book's position is that the reform agenda should target strategic bottlenecks for development and enhance the state's capacity to deal with these disruptions. Bringing together contributions from leading political scientists, political economists and development practitioners, this is the first book to provide a systematic critical perspective on received notions of good governance.

    Description: The European Union started to coordinate and harmonise the asylum policies of their Member States in 1999 within a common ‘area of freedom, security and justice’, as stipulated by the Treaty of Amsterdam. However, the communitarisation of asylum policies by the EU has not met its main targets, despite the installation of the Common European Asylum System (CEAS) and several attempts to implement and improve these regulations and directives by means of legislative reforms, political programmes and administrative initiatives. Today, we are still far from a European-wide asylum regime that implements harmonised procedures, and grants equivalent protection titles across all Member States (Council of the European Union, 2016a). National asylum systems and recognition rates continue to differ widely within the EU (AIDA, 2017; EASO, 2017a).

Its economic might has made it the center of the Eurozone and the pivotal power of Europe. Like other geo-economic powers, Germany's foreign policy is characterized by a definition of the national interest in economic terms and the elevation of economic interests over non-economic values such as human rights or democracy promotion. This strategic paradigm is evident in German's relationship with China, the Gulf States and Europe, but it is most important in regard to its evolving policies towards Russia. In this book, Stephen F. In this chapter the focus is laid on persistency and change of governance in security affairs, that is, the question of how a Luxembourg political entity overcame a variety of challenges of the (European) security environment until 1940. Indeed, to comprehend the ‘survival’ of the Grand Duchy in face of the vicissitudes of the military-political setting since the princedom’s creation by the Treaty of Vienna (1815), one needs to deploy the full array of the Small-State theory debate in security policy and in the politics of international relations: bandwagoning, balancing, freeriding, hedging, shelter-seeking. Specifically, this report emphasizes the focus on digitalization of health care/social care, education, and protection services, including the use of assistive technologies referred to as "digital welfare." Hence, this book explores the factors potentially leading to whether state actors could be overrun by other non-governmental actors, disrupting the current status quo of welfare services. The book seeks to provide an innovative, enriching, and controversial take on society at large and how various aspects of the public sector can be, and are, affected by the ongoing digitalization process in a way that is not covered by extant literature on the market. This book takes its point of departure in Sweden given the fact that Sweden is one of the most digitalized countries in Europe, according to the Digital Economy and Society Index (DESI), making it a pertinent research case.     Description: Capital Redefined presents a unique perspective on the nature of “capital,” departing from the prevailing reductionist accounts. Hosseini and Gills offer an expanded perspective on Marxian value theory by addressing its main limitations and building their own integrative value theory. They argue that the current understanding of “value” must be re-examined and liberated from its subservient ties to capital while acknowledging the ways in which capital appropriates value. This is achieved by differentiating between “fetish value” created by capital and “true value” generated through various commons-based forms of coexistence. The authors propose a defetishization of value by rejecting the commonly accepted idea of its objectivity. They introduce their “commonist value theory,” which redefines capital as both the product and process of perverting the fundamental commoning causes of true value into sources of fetish value. Capital is theorized through a “modular” framework, where multiple intersecting processes constitute a comprehensive power structure, a “value regime,” representing an unprecedented degree of the domination of capital over life. Their theory reconciles two apparently incompatible views on the notion of value. One view encompasses all inputs involved in capitalist value production and conflates intrinsic and commodity values. The other warns against this conflation as it treats capital as an entity tightly associated only with commodity production and wage labor. The authors believe that establishing alternative forms of value creation based on normative principles of living in commons is crucial as an analytical base for criticizing existing power structures and economic systems. The book offers a theoretical foundation for transforming our life worlds toward “post-capitalist” futures. It appeals to scholars and students in various fields, such as political economy, capitalism, and post-capitalist studies, economic and political sociology, globalization, development studies, social ecology, and ecological philosophy.

While softer forms of such tied funding can be credited with fostering coherence, efficiency, and innovation in the UN’s country-level work, tightly earmarked project funding has substantial, and not yet fully recognized negative implications for the development effectiveness and multilateral functions of the UNDS. Efforts to contain the rise of earmarked funding (which is driven both by political interests of member states and the desire to financially grow UN organizations) and broaden the base of contributors, have so far been ineffective. The UN Funding Compact presents the first systemic answer that brings together member states and UN development organizations. It remains to be seen whether it can slow down harmful funding practices and equip the UNDS with the resources required so that it can act as a catalyst for implementing the 2030 Agenda.

    Description: Between 1967 and 1974 Yugoslavia entered a period of intensive constitutional changes that started with a series of amendments to the 1963 Constitution and ended with the adoption of a new, fourth in less than 30 years, Yugoslav Constitution in 1974. These changes transformed the country into a confederation of republics by transferring ever more powers from the federal centre to the subunits. It soon reached the point of making the centre dependent on consensus among quasi-independent republics, empowered even with certain prerogatives usually reserved for sovereign states. Centrifugal federalism describes this system of progressively empowering the subunits to the point of a break-up. The hybrid structure of Yugoslavia was also manifested in the constitutional definitions of federal and republican citizenship. The political primacy of the republics shifted the centre of citizen’s political activity towards his or her republic. Although republican-level citizenship was almost practically irrelevant for ordinary citizens in their everyday life, politically speaking it was republican belonging and citizenship that increasingly took the leading role.

    Description: Authoritarian Populism and Bovine Political Economy in Modi’s India analyses how the twin forces of Hindu nationalism and neoliberalism unfold in India’s bovine economy, revealing their often-devastating material and economic impact on the country’s poor. This book is a rare, in-depth study of India’s bovine economy under Narendra Modi’s authoritarian populism. This is an economy that throws up a central paradox: On the one hand, an entrenched and aggressive Hindu nationalist politics is engaged in violently protecting the cow, disciplining those who do not sufficiently respect and revere it; on the other hand, India houses and continuously promotes one of the world’s largest corporate-controlled beef export economies that depends on the slaughter of millions of bovines every year. The book offers an original analysis of this scenario to show how Modi’s authoritarian populist regime has worked to reconcile the two by simultaneously promoting a virulent Hindu nationalism that seeks to turn India into a Hindu state, while also pushing neoliberal economic policies favouring corporate capital and elite class interests within and beyond the bovine economy. The book brings out the adverse impacts of these political-economic processes on the lives and livelihoods of millions of poor Indians in countryside and city. In addition, it identifies emerging weaknesses in Modi’s authoritarian populism, highlighting the potential for progressive counter-mobilisation. It will be of interest to scholars in the fields of development studies, South Asia studies, critical agrarian studies, as well as scholars with a general interest in political economy, contemporary authoritarian populism, and social movements.

    Description: There are growing connections between the IR constructivist focus on norms and norm contestation and Foreign Policy Analysis (FPA). FPA has long had a focus on agency within the state, particularly individual and group-based decision-making. Early constructivist work, by contrast, tended to prioritize agency outside of the state – focusing on norm entrepreneurs and transnational advocacy– and then the state itself in the norm institutionalization process. This led to critiques from FPA scholars that it dismissed human agency. Norms research, however, has evolved. It has moved away from an ontologisation of norms – which focused on structural effects rather than on their socially constructed quality – to examine the importance of norm contestations, practices whereby a diversity of societal agents working across the international/domestic divide seek to contest norm meaning. This leads to a focus on how norms are implemented at the domestic level and creates a closer engagement between constructivism and FPA.

    Description: The European Union interest group population is often characterised as being biased towards business and detached from its constituency base. Many scholars attribute this to institutional factors unique to the EU. Yet, assessing whether or not the EU is indeed unique in this regard requires a comparative research design. We compare the EU interest group population with those in four member states: France, Great Britain, Germany and the Netherlands. We diff erentiate system, policy domain and organisational factors and examine their eff ects on interest group diversity. Our results show that the EU interest system is not more biased towards the representation of business interests than the other systems. Moreover, EU interest organisations are not more detached from their constituents than those in the studied countries. Everywhere, business interest associations seem to be better capable of representing their members’ interests than civil society groups. These fi ndings suggest that the EU is less of a sui generis system than commonly assumed and imply the need for more fi ne-grained analyses of interest group diversity.

    Description: Transnational networks of sub-national authorities are an established and growing phenomenon in Europe, where they perform a number of (soft) governance functions for their membership, often in direct connection with European Union institions. This chapter examines networks from the angle of institutional differentiation – an inherent trait of these organisations – in order to expand the analysis of this phenomenon beyond its state-centric confines. The chapter also adds to the study of (differentiated) integration more traditionally defined, both by analogy and insofar as networks are part and parcel of the EU’s system of multi-level governance. Building on original empirical data, we identify three dimensions of differentiation generated by networks – “insider-outsider”, “compound”, and “multi-level” differentiation – and discuss their implications for the efficiency, effectiveness and legitimacy of networks’ actions. Based on our analysis, we also sketch some avenues for future research connecting the national and sub-national dimensions of differentiation in Europe.

Authoritarian Populism and the Rural World reflects on the rural origins and consequences of the emergence of authoritarian and populist leaders across the world, as well as on the rise of multi-class mobilisation and resistance, alongside wider counter-movements and alternative practices, which together confront authoritarianism and nationalist populism. The book includes 20 chapters written by contributors to the Emancipatory Rural Politics Initiative (ERPI), a global network of academics and activists committed to both reflective analysis and political engagement. Debates about ‘populism’, ‘nationalism’, ‘authoritarianism’ and more have exploded recently, but relatively little of this has focused on the rural dimensions. Yet, wherever one looks, the rural aspects are key – not just in electoral calculus, but in understanding underlying drivers of authoritarianism and populism, and potential counter-movements to these. Whether because of land grabs, voracious extractivism, infrastructural neglect or lack of services, rural peoples’ disillusionment with the status quo has had deeply troubling consequences and occasionally hopeful ones, as the chapters in this book show. The chapters in this book were originally published in The Journal of Peasant Studies.

    Description: Since the end of the Cold War, the monopoly of legitimate organized force of many African states has been eroded by a mix of rebel groups, violent extremist organizations, and self-defence militias created in response to the rise in organized violence on the continent.     Description: This study aims to assess the trophic level of Lake Ichkeul and predict the effect of climate change and anthropogenic pressures on European eel using the trophic index TRIX and the Random Forest RF model. The TRIX values show the poor water quality of the lake. While the RF model shows that eel landing depends on water level, turbidity, and salinity. The RF model gave an R2 =58.4% 〉 R2 =40.3% from Multiple linear regression, confirming the high performance of the RF model. The combination of the two models is an appropriate approach to be used in decision making by civil authorities.

    Description: Debating the War in Ukraine discusses whether the war could have been avoided, and, if so, how? In this dialogical book, the authors discuss nodal points of history in terms of counterfactuals and contrastive explanations, concluding by considering future possibilities. They start in the 1990s where several causal elements of the war originate involving Russia’s economic developments and Europe’s security arrangements. Moving on to the next decade, they focus on the Iraq war, colour revolutions, and NATO’s 2008 announcement that Ukraine and Georgia will become members. Finally, they explore the past decade including the Ukrainian crisis of 2013–2014, the annexation of Crimea, and the consecutive war in east Ukraine. The current war can also be seen as a continuum of that war. The authors agree that NATO’s 2008 announcement on Ukraine’s and Georgia’s NATO membership was an unnecessary provocation, and that the implementation of the Minsk agreement could have prevented the current war, but otherwise their analysis of counterfactual possibilities differs, especially when it comes to the action-possibilities of the West (including diverse actors). These differences are not just dependent on different readings of relevant evidence but, importantly, stem from dissimilar contrast spaces and divergent theoretical understandings of the nature of states and mechanisms of international relations and political economy. This short, highly accessible book will be of great interest to all those studying and working in international relations and its various subfields such as peace and conflict studies and security studies, as well as all those wishing to understand more about the backdrop of Russia’s invasion of Ukraine in February 2022.     Description: India’s Princely States covered nearly 40 per cent of the Indian subcontinent at the time of Indian independence, and they collapsed after the departure of the British. This book provides a chronological analysis of the Princely State in colonial times and its post-colonial legacies. Focusing on one of the largest and most important of these states, the Princely State of Mysore, it offers a novel interpretation and thorough investigation of the relationship of king and subject in South Asia. The book argues that the denial of political and economic power to the king, especially after 1831 when direct British control was imposed over the state administration in Mysore, was paralleled by a counter-balancing multiplication of kingly ritual, rites, and social duties. The book looks at how, at the very time when kingly authority was lacking income and powers of patronage, its local sources of power and social roots were being reinforced and rebuilt in a variety of ways. Using a combination of historical and anthropological methodologies, and based upon substantial archival and field research, the book argues that the idea of kingship lived on in South India and continues to play a vital and important role in contemporary South Indian social and political life.

    Description: The article discusses Gustav Shpet’s phenomenology and aesthetic theory as part of early Soviet culture. The author suggests that the ‘official’ acceptance of Shpet’s philosophy, particularly through GAKhN, is emblematic of the internal complexity of the cultural regime in the 1920s. Shpet’s pre-revolutionary phenomenology was praised for its modernizing potential, while his later anti-avant-garde art theory was criticized as old-fashioned and unscientific. Yet both were welcomed by Marxist thinkers and the Bolshevik regime. Shpet’s involvement in Soviet culture from 1917 to 1929 can thus be seen as a reflection of its gradually changing needs. His aesthetics of ‘new realism’ and the ‘inner form of the word’ were deemed useful until the end of the 1920s, when he was finally charged with ‘idealism’ and ‘anti-communism’. Nonetheless, Shpet’s neo-classical cultural conception can be considered part of a broad conservative turn that eventually led to the introduction of socialist realism.

The EU is often seen as a cosmopolitan project. Europe is supposed to be a community of states that aspires to be guided by cosmopolitan norms. The guiding idea of this book is that a deeper philosophical understanding of the normative issues at stake can foster greater conceptual clarity and enrich political debates on the future of European refugee policy. The first part of the book revolves around the question of whether the rise in refugee numbers over the past decade has led to a crisis in the EU and, if so, how this crisis relates to or impacts European values. The second part traces the history of the discourse on “European values” and examines from a philosophical perspective how we can plausibly understand these values in terms of their moral grammar, their normative content and their implications for the behaviour of the EU and its member states. Yuan Xu shines a light on how China’s sulfur dioxide emissions rose quickly in tandem with rapid economic growth but then dropped to a level not seen for at least four decades. Despite this favorable mitigation outcome, Xu details how this stemmed from a litany of policy stumbles within the Chinese context of no democracy and a lack of sound rule of law. Throughout this book, the author examines China’s environmental governance and strategy and how they shape environmental policy. The chapters weave together a goal-centered governance model that China has adopted of centralized goal setting, decentralized goal attainment, decentralized policy making and implementation. Xu concludes that this model provides compelling evidence that China’s worst environmental years reside in the past. This book will be of great interest to students and scholars of Chinese environmental policy and governance, air pollution, climate change and sustainable development, as well as practitioners and policy makers working in these fields.

    Description: This chapter explores the role transnational networks and informal ties play for small-state-status seeking in Central and Eastern Europe. Using the example of Slovakia, I argue that since their accession to Western institutions, these states have continuously sought to carve out a place for themselves on the mental map of European and North American policymakers. Major security-policy conferences have become central nodal points for this kind of activity. They allow the foreign-policy establishment of small states to manage and shape existing status hierarchies by forging personal contacts with decision-makers from more powerful states. I illustrate this phenomenon empirically with reference to the Bratislava Global Security Forum (GLOBSEC), which began in 2005 as a student-led initiative and has since become the main outreach platform of Slovak foreign policymaking.

European construction, despite all the deviations and hesitations that distinguish every single genuine human situation, has been based on a set of values that represent our own identity, in the full recognition of all the differences that simultaneously nourish it. Culture has progressively played a major role in this lasting European undertaking. In this chapter, by honoring a man who hoped for a better spiritual condition for Europe, we reassess one of the main instruments for establishing a cultural path in Europe: the European Capital of Culture (ECOC) project. The record and the tone of the following pages is far beyond the usual scope of mere description.     Description: Development assistance to fragile states and conflict-affected areas can be a core component of peacebuilding, providing support for the restoration of government functions, delivery of basic services, the rule of law, and economic revitalization. What has worked, why it has worked, and what is scalable and transferable are key questions for both development practice and research into how peace is built and the interactive role of domestic and international processes therein. Despite a wealth of research into these questions, significant gaps remain. This volume speaks to these gaps through new analysis of a selected set of well-regarded aid interventions. Drawing on diverse scholarly and policy expertise, eight case study chapters span multiple domains and regions to analyse Afghanistan’s National Solidarity Programme, the Yemen Social Fund for Development, public financial management reform in Sierra Leone, Finn Church Aid’s assistance in Somalia, Liberia’s gender-sensitive police reform, the judicial facilitators programme in Nicaragua, UNICEF’s education projects in Somalia, and World Bank health projects in Timor-Leste. Analysis illustrates the significance of three broad factors in understanding why some aid interventions work better than others: the area of intervention and related degree of engagement with state institutions, local contextual factors such as windows of opportunity and the degree of local support, and programme design and management.

    Description: For many years now debates over America hegemony and its supposed decline have circulated academic circles. The neo-Gramscians have greatly enriched our knowledge in this field, developing some key theoretical tools and concepts, yet ontological inconsistencies, notably the downgrading of structure, has meant their explanation of the dynamics of the contemporary world order remains somewhat incomplete. In this book, Jonathan Pass aims to counter such oversights, drawing directly on the ideas of Antonio Gramsci (amongst others) to elaborate a more sophisticated, overtly materialist, theory of world hegemony, rooted in a critical realist philosophy of science. Through the lens of this Neo neo-Gramscian (NNG) approach the book examines the complex interplay of internal and external social forces responsible for the evolving 'nature' of US hegemony, from its establishment in the 1940s, passing through its different stages of crisis and restructuring up to the present. China's spectacular rise undoubtedly constitutes a 'world event', but is it potentially a 'world hegemon'?
