    Beschreibung: En el contexto de la profunda crisis civilizatoria que vive la humanidad, se da igualmente una severa crisis de las izquierdas en diferentes partes del mundo. Las propuestas alternativas que fueron representadas por los denominados gobiernos progresistas en América Latina, en lo fundamental, fracasaron en términos de los objetivos que se transformadores que se propusieron. La incapacidad de la izquierda »oficial« para reflexionar crítica y autocríticamente sobre estas experiencias impide aprender de éstas, con lo cual no puede sino profundizarse la crisis de dicha izquierda como alternativa al capitalismo y, más ampliamente, a civilización en crisis.

What if Whitehead, instead of Heidegger, had set the agenda for postmodern thought? While Heidegger asks: "Why is there something and not rather nothing?", Whitehead asks: "How is it that there is always something new?" Shaviro argues that, in a world where virtually everything - from popular music to DNA - is being sampled and recombined, Whitehead's question is arguably the most pressing.
    Beschreibung: En Sin Criterios, Steven Shaviro nos propone explorar una fantasía filosófica: imaginar un mundo en el que Alfred North Whitehead toma el lugar de Martin Heidegger. ¿Qué habría pasado si Whitehead, en vez de Heidegger, hubiese fijado la agenda del pensamiento posmoderno? Mientras que Heidegger pregunta: “¿Por qué hay algo y no más bien nada?”, Whitehead pregunta: “¿Cómo es que siempre hay algo nuevo?” Shaviro argumenta que, en un mundo donde prácticamente todo –desde la música popular al ADN– está siendo sampleado y recombinado, la pregunta de Whitehead es sin duda la más urgente.

    Beschreibung: Este resumen para los tomadores de decisiones está basado en el informe “Ecological Baselines of the Southeast Atlantic and Southeast Pacific – Status of Marine Biodiversity and Anthropogenic Pressures in Areas Beyond National Jurisdiction” y proporciona información consolidada sobre las principales características biológicas y ecológicas de las zonas fuera de la jurisdicción nacional (ABNJ, por sus siglas en inglés) en el Pacífico Sudeste, así como, destaca las principales presiones que ejercen sobre ellas las actividades humanas. Las ABNJ incluyen la columna de agua (alta mar) y el lecho marino (la Zona) fuera de la Zona Económica Exclusiva (ZEE) de los estados ribereños y cubren aproximadamente la mitad de la superficie de la Tierra. El presente resumen tiene por objeto informar a los agentes e interesados pertinentes para reforzar su conocimiento de la función e importancia de la diversidad biológica marina en las ABNJ y la necesidad de adoptar medidas apropiadas de conservación y gestión. El informe se preparó como parte del proyecto Strengthening Regional Ocean Governance for the High Seas (‘STRONG High Seas’) – financiado por el Ministerio Federal Alemán de Medio Ambiente, Protección de la Naturaleza y Seguridad Nuclear (BMU) a través de la Iniciativa Internacional sobre el Clima (IKI).

    Beschreibung: El seguimiento, control y vigilancia (SCV) de las actividades humanas en el océano es fundamental para el éxito de la conservación y gestión marina, pero el SCV eficaz sigue siendo un reto. Esto es especialmente cierto en el caso de las aguas profundas y distantes de las áreas marinas situadas fuera de la jurisdicción nacional (ABNJ, por sus siglas en inglés), que se caracterizan por un marco de gobernanza fragmentado y la dependencia de los Estados de bandera para garantizar el control de los buques. Existe una serie de instrumentos, instituciones y directrices internacionales que son relevantes para el seguimiento, control y vigilancia en las ABNJ, mientras que los enfoques tradicionales de estas actividades de control —observadores a bordo, cuadernos de bitácora y aviones de vigilancia— se ven complementados cada vez más por una serie de nuevas e innovadoras herramientas tecnológicas. Los Estados miembros de las Naciones Unidas (ONU) están negociando actualmente un instrumento internacional jurídicamente vinculante (ILBI, por sus siglas en inglés) para la conservación y el uso sostenible de la diversidad biológica de las áreas marinas fuera de la jurisdicción nacional (BBNJ, por sus siglas en inglés), y existe un interés creciente en la forma en que las herramientas y políticas de SCV pueden contribuir a la gestión de este vasto patrimonio común mundial. Por lo tanto, las negociaciones brindan una importante oportunidad de aprender de la rica experiencia adquirida hasta la fecha y de reforzar las disposiciones existentes, facilitando así un sistema armonizado y eficaz de seguimiento, control y vigilancia que, en última instancia, garantice la aplicación efectiva de las normas relativas a la conservación y el uso sostenible de la biodiversidad marina. En este contexto, el presente informe explora la forma en que las negociaciones sobre la BBNJ pueden fortalecer el seguimiento, control y vigilancia en las ABNJ y destaca la forma en que el SCV puede contribuir a la aplicación del nuevo instrumento. El informe ofrece una visión general de los marcos jurídicos existentes, las herramientas tecnológicas y las iniciativas de SCV, y destaca algunos de los desafíos a los que se enfrenta un SCV eficaz. El informe ofrece algunas sugerencias para reforzar el seguimiento, control y vigilancia en las ABNJ, así como tres propuestas concretas de disposiciones que podrían incluirse en el futuro instrumento internacional: 1) Reforzar en el texto las obligaciones del Estado de bandera en materia de SCV y garantizar que los principios y las obligaciones correspondientes de cooperación y coordinación, transparencia e información se apliquen a lo largo de todo el acuerdo; 2) Especificar que un mecanismo de intercambio de información servirá como plataforma para compartir buenas prácticas de SCV, intercambiar datos sobre las actividades de SCV y satisfacer las necesidades de creación de capacidad en relación con las herramientas y métodos de evaluación de SCV; y 3) Requerir a los Estados Parte que presenten una estrategia de seguimiento, control y vigilancia junto con propuestas de herramientas de gestión basadas en áreas (ABMT, por sus siglas en inglés) y áreas marinas protegidas (AMP) que consideren las posibles herramientas tecnológicas y los acuerdos institucionales disponibles para garantizar el cumplimiento.

    Beschreibung: Las negociaciones para la elaboración de un instrumento internacional jurídicamente vinculante sobre la conservación y el uso sostenible de la BBNJ brindan una oportunidad única para fortalecer las disposiciones internacionales sobre seguimiento, control y vigilancia. Esto se puede hacer a través del futuro tratado BBNJ (Cremers et al., 2020a) pero también a través de los marcos ya existentes, incluso a nivel regional. En este contexto, en el presente informe se ofrecen recomendaciones a los Estados Miembros de la Comisión Permanente del Pacífico Sur (CPPS) con miras a apoyar las decisiones sobre la forma de fortalecer el seguimiento, control y vigilancia en la región.

(14, 15 y 16 de Septiembre de 2017, Valle del Grío, Provincia de Zaragoza) Desde sus inicios en el año 2001, el grupo de Paleomagnetismo de Iberia ha realizado reuniones de carácter periódico, generalmente bianuales. Estas reuniones se han caracterizado por su carácter familiar y cercano, en busca de la interacción positiva entre las personas que aúnan en sus estudios las ciencias de la tierra y el magnetismo, en todas sus disciplinas. Por ello, son bienvenidos trabajos de investigación en todas sus fases de desarrollo, ya sean trabajos finalizados o trabajos en estado de desarrollo que permitan la discusión entre los asistentes, e incluso puedan ayudar con sus sugerencias a la finalización de los mismos. También son recibidos otros trabajos que, si bien no totalmente relacionados, puedan permitir nuevas líneas de colaboración con otras disciplinas, pues si algo caracteriza al paleomagnetismo s.l. es su gran aplicabilidad en numerosos campos, diferentes entre sí.

    Beschreibung / Inhaltsverzeichnis: The authors completed collecting and arranging plates of photomicrographs for common pollen and spores in Quaternary strata. Given China's vast territory, complex vegetation types, a variety of plants, and polen grains with similar morphology probably produced by different plant species in different regions. We have organized this book's photomicrographs of pollen grains and spores in the division of China into five regions, i.e. northwest,northern, southeast, south and southwest China. Photomicrographs of pollen grains and spores in each region are arranged by plant classification system i.e. in order of algae, bryophyte, pteridophyte, gymnosperm, and angiosperm. All 409 plates of color photomicrographs for pollen grains and spores are finally illustrated and described.
