To reflect the economics' of these Chinese hybrid projects new columns on hybrid economics have been included. Outside China some plants in Italy and a the third generation CSP pilots G3P3 have been added.

The repository contains mainly two datasets: multiplicative-contributions.csv / .nc prepost-growth-rates.csv / .nc Both datasets exist in CSV and NetCDF file format for convenience. The dataset multiplicative-contributions contains year-to-year change factors of GDP, population, energy-intensity, and carbon-intensity for every country in our study. The dataset prepost-growth-rates contains growth over a multi-year period pre- and post- crisis for each country and each crises in our study.

    Description: This version of CSP.guru has been compiled by Richard Thonig and Johan Lilliestam in collaboration with the SolarPACES secretariat and reflects the CSP market in the middle of 2022. The Chinese market develops favorably with many new projects announced to be completed by 2024. At the end of 2021, the Chinese beam-down tower project was finished with 5 out of 15 initially planned towers completed. Staying conservative we continue to include only those projects that can be verified as under construction. In South Africa Redstone is finally under construction. Moreover, several pilot stations moved forward. We deleted three plants because we couldn't verify that they are under construction or will still be completed after the Chinese Feed-in-Tariff ran out at the end of 2021, those are: OpenCSP_ID 132,133,134 "Shenzhen Jinfan Akesai - 50MW Molten Salt Trough", "Shouhang Yumen 100 MW Tower", "Supcon Delingha 135 MW Tower".

    Description: The marine environment, subject to multiple pressures, is transboundary by nature. For ocean management and conservation, there is a need of enhanced collaboration and cross-sectoral solutions. This project aimed to develop a participatory dialogue platform that strengthens cooperation within and between marine regions in line with the 2030 Agenda. The “Marine Regions Forum” brings together stakeholders for joint learning and exchange of good practices, developing recommendations or building of partnerships across sectoral and territorial boundaries. The report shows that the informal format of the "Marine Regions Forum" can complement global discussions and regional efforts alike and thus support processes of ocean governance.

    Description: The APExpose_DE dataset is a long-term (2010-2019) dataset providing ambient air pollution metrics at yearly time resolution for NO2, NO, O3, PM10 and PM2.5 at the NUTS-3 spatial resolution level (corresponding to the Landkreis/Kreisfreie Stadt in Germany). The sources used for the production of the dataset were Airbase, from the European Environmental Agency (https://www.eea.europa.eu/themes/air/explore-air-pollution-data) and the CAMS global reanalysis EAC4 (https://www.ecmwf.int/en/forecasts/dataset/cams-global-reanalysis). Stations of the types "Traffic" and "Industrial" were left out for being considered unrepresentative to long-term exposure, those of the type "Background" were included. Each station was geo-located within, and each computed yearly value associated to, a NUTS-3 unit. Within each NUTS-3 unit and for each metric, the yearly values per station were averaged in three ways, giving preference to different station sitings, each representing a different scenario: average, urban, remote. The monitoring data were produced for the NUTS-3 units and the years where monitoring data for a given pollutant is available. In order to complete the dataset for the NUTS-3 units where no monitoring data for a given pollutant is available, the Copernicus Atmospheric Monitoring Service (CAMS) EAC4 reanalysis (https://www.ecmwf.int/en/forecasts/dataset/cams-global-reanalysis) was used. The yearly-averaged rasters from CAMS were vectorized and scaled to available monitoring data to obtain values for each NUTS-3 units. As a final step, the Airbase and CAMS derived data were combined to produce the APExpose_DE dataset.

    Description: The questionnaire was designed as a collaboration between researchers of the EU H2020 projects SENTINEL and PANDORA to study the impact of the coronavirus disease 2019 (COVID-19) on the stakeholder engagement in energy and fishery research. We developed it as an explorative, semi-quantitative, self-completion online questionnaire, using the online tool “LimeSurvey”. The study by Süsser et al. (2021) investigates the effects of the COVID-19 crisis on European energy research, in particular the stakeholder work, during the first wave of the coronavirus in spring and summer 2020. The questionnaire presented here has been adapted to the energy research context. We performed an online survey study among people responsible for stakeholder engagement who work in energy research projects across Europe. A similar questionnaire has been adapted and applied for the study by Köpsel et al. (2021) on "Stakeholder engagement vs. social distancing—how does the Covid-19 pandemic affect participatory research in EU marine science projects?".

    Description: This spatio-temporal dataset contains capacity factors timeseries for locations on a grid with 50km edge length in Europe. The data is resolved in one hour timesteps and comprises the years 2000--2016. It has been generated using Renewables.ninja and is based on MERRA-2 reanalysis data. For each of the ~2700 onshore location, it contains one time series for onshore wind turbines and five time series for PV installations with different orientations and tilts. PV time series exist for (1) installations on open fields, (2) installations on all possible rooftops, (3) south-facing and flat rooftops, (4) east- and west-facing rooftops, (5) north-facing rooftops. For each of the ~2800 offshore location there is one timeseries for offshore wind turbines. Two GeoTIFF files contain spatial information of onshore and offshore locations. For each of the three technologies -- onshore wind, offshore wind, and PV -- there is one NetCDF file determining the temporal dimension and containing the data. The GeoTIFF and NetCDF files are linked through unique IDs for all locations. This data serves as input data to euro-calliope, a model of the European electricity system.

    Description: This is the second version of CSP.guru produced during the openCSP project. The Noor Energy 1 project and Dubai and Cerro Dominador in Chile were updated to reflect recent developments. Both projects were checked for the role of colocated PV on their economics, and expected generation was deleted to reflect the fact that CSP-only generation is unknown. The GPS locations were converted to decimal for better handling. Additional data on the Chinese CSP stations was included based on information from Chuncheng Zang and Alina Gilmanova.

Wirtschaftliche Aktivitäten in der Region, wie Fischerei, Schifffahrt, Abbau und Transport von Rohstoffen sowie Tourismus, erhöhen den Druck auf die Umwelt zusätzlich. Die Anstrengungen für einen ambitionierten Umweltschutz in der Arktis müssen weltweit – und auch von nicht-arktischen Staaten – gesteigert werden, um sie zu erhalten. Dieser Forschungsbericht führt Ergebnisse des UBA-Vorhabens zu „Umweltleitlinien deutscher Arktispolitik“ zusammen. Er zeigt mögliche Ansatzpunkte des deutschen Umweltressorts auf, den Umweltschutz in der Arktis auch aus der Position eines nicht-arktischen Staats zu fördern. Der Bericht beschreibt zudem die Aktivitäten des Vorhabens, die das Bewusstsein in der Öffentlichkeit dafür steigern sollten, dass wichtige Verbindungen zwischen Deutschland und der Arktis bestehen. Dazu zählen unter anderem ein Erklärfilm und eine öffentliche Veranstaltung.
    Description: The Arctic environment faces many influences that threaten its very existence: climate change and its impacts already present challenges for many ecosystems. Economic activities within the region, as fisheries, shipping, mining and transport of resources as well as tourism, add to the pressures on the environment. All states – including non-Arctic states – need to raise their ambitions for environmental protection in the Arctic to maintain its current situation. This research report contains the results of the UBA-project “Environmental guidelines of a Geman Arctic policy”. It highlights several starting points for the German environmental department to foster environmental protection in the Arctic, even from a non-Arctic state’s point of view. The report also describes the activities undertaken within the project to raise awareness with the general public on existing links between Germany and the Arctic. Those activities include inter alia an explanatory video and a public event.

    Description: Methan ist ein besonders wirksames Treibhausgas sowie ein Vorläufer von bodennahem Ozon, einem Schadstoff, der die menschliche Gesundheit und Ökosysteme belastet. Die Methankonzentrationen sind derzeit etwa dreimal höher als in vorindustriellen Zeiten und steigen weiter an. Eine genaue Abschätzung der Folgen erfordert hochwertige Modellierungswerkzeuge und gute Emissionsdaten. Wir haben die Behandlung von Methan in einer Auswahl von repräsentativen und verbreitet benutzten Modellen untersucht. Drei Modellen im regionalen Maßstab und einem Modell im globalen Maßstab wurden ausgewählt, mit einem besonderen Fokus darauf, wie die Behandlung von Methan die Ozonproduktion beeinflusst. Die weltweiten Methanemissionen, insbesondere aus natürlichen Quellen, sind nach wie vor mit erheblichen Unsicherheiten behaftet. Die hier untersuchten Modelle stützen sich nur begrenzt auf Methanemissionsdaten, sondern passen die modellierten Methankonzentrationen so an, dass sie mit den Beobachtungen übereinstimmen. Aufgrund der relativ langen Lebensdauer von Ozon in der Troposphäre müssen alle Modelle Informationen über die Ozonproduktion aus Methan im globalen Maßstab enthalten. Basierend auf vorhandenen Modelldatensätzen haben wir den Beitrag von Methan zum jährlichen durchschnittlichen bodennahen Ozon in Deutschland auf 20 μg/m³ quantifiziert, wobei nur 3,2 μg/m³ davon auf die Oxidation von Methan im europäischen Raum zurückzuführen sind. Zukünftige Arbeiten sollten sich auf den Vergleich alternativer Methoden zur Quellenzuordnung von Ozon konzentrieren, einschließlich des Beitrags verschiedener Ozonvorläufer zu politisch relevanten Expositionsmetriken. Bei der Simulation von bodennahem Ozon bestehen weiterhin große Unterschiede zwischen den Modellen. Ein besseres Verständnis dieser Unterschiede ist für eine genauere Simulation von bodennahem Ozon weiterhin erforderlich.
    Description: Methane is a powerful greenhouse gas as well as a precursor of ground-level ozone, a pollutant which is damaging to the health of both humans and ecosystems. Methane concentrations are currently about 3 times higher than in pre-industrial times, and are still rising. Accurate assessment of the consequences requires high quality modelling tools along with good emission data. We systematically examine the treatment of methane in a representative selection of widely-used models: three regional-scale models and one global-scale model, with a special focus on how this treatment of methane influences the production of ozone. There is still considerable uncertainty about global methane emissions, especially from natural sources. None of the models studied here rely exclusively on methane emission data, but rather adjust their modelled methane concentrations to be consistent with observations. Due to the relatively long lifetime of ozone in the troposphere, all models must include information about ozone production from methane at the global scale. Based on existing model datasets, we quantify the contribution of methane to annual-average surface ozone in Germany at 20 μg/m³, with only 3.2 μg/m³ of this due to oxidation of methane in the European region. Future work should focus on intercomparison of alternative methods for source attribution of ozone, including the contribution of different ozone precursors to policy-relevant exposure metrics. Large inter-model differences remain in the simulation of ground-level ozone. A better understanding of these differences is still required for more accurate simulation of ground-level ozone.

The overall objective was to stimulate debate on the Common Heritage of Mankind and its benefit sharing element by discussing first ideas how the benefit sharing required by Article 140 paragraph 2 UNCLOS could be appropriately conceptualized in order to meet with the spirit and the requirements of the Common Heritage of Mankind principle. The participants discussed the legal framework of the common heritage of mankind, in particular its benefit sharing provision and the option of a full economic assessment of deep seabed mining operations.

Das Umweltbundesamt in Kooperation mit dem Institut for Advanced Sustainability Studies führte den Workshop vom 26. bis 29. November 2018 in Potsdam durch.     Description: Dieser Bericht ist ein Ergebnis des Forschungs- und Entwicklungsprojektes "Ökologische Leitplanken für den Tiefseebergbau", Oktober 2015 bis Dezember 2017, in Auftrag gegeben durch das Umweltbundesamt, UBA. Aufgrund des in den letzten Jahren wiedererwachten Interesses für einen Abbau von Rohstoffen in der Tiefsee, und Anstrengungen, den notwendigen Rechtsrahmen in nationalen und internationalen Gewässern zu schaffen, wird jetzt dringend auch ein Konzept für den effektiven Schutz der Meeresumwelt vor den Folgen des Rohstoffabbaus erforderlich. Im sogenannten "Gebiet", dem Meeresboden jenseits nationaler Grenzen, hat die Internationale Meeresbodenbehörde, ISA, die Aufgabe, den Meeresboden und seine Rohstoffe im Namen von und zum Vorteil der gesamten Menschheit (‘for the benefit of mankind as a whole‘) zu verwalten. Dazu gehört der Erlass von Regeln, Bestimmungen und Verfahren, welche die Auswirkungen der mit der Erkundung und dem Abbau von Rohstoffen im Gebiet zusammenhängenden Tätigkeiten in einem Rahmen hält, welcher die Vorgaben für den "effektiven Schutz der Meeresumwelt vor den Folgen der Tätigkeiten", wie im internationalen Seerecht gefordert, einhält. Der vorliegende Text zeigt Möglichkeiten auf, wie die ISA mit dem Instrumentarium des modernen vorsorgenden und präventiven Umweltmanagements die regulatorische Kontrolle über die Umweltbelastungen durch Tätigkeiten im Gebiet ausüben kann. Angesichts der großen Wissenslücken über die potentiell betroffenen Tiefseeökosysteme und die möglicherweise eingesetzte Technik scheint es allerdings zur Zeit unmöglich, auch mit den besten Verfahren den Grad der zu erwartenden Umweltschäden einzuschätzen. Daher ist schon der Weg das Ziel, indem die ISA sich als moderne, umweltbewusste Organisation präsentiert, welche den Vorsorgeansatz und internationale Verpflichtungen zum Schutz der Meeresumwelt und zur nachhaltigen Entwicklung ernst nimmt und ihr Mandat unter Einbeziehung der derzeitigen und voraussichtlich zukünftigen Veränderungen der Meeresökosysteme bis in die Tiefsee ausübt.
    Description: This report presents findings from the research and development project "Ecological Safeguards for Deep Seabed Mining" commissioned by the German Environment Agency (UBA) to the Institute for Advanced Sustainability Studies (IASS) (October 2015 - December 2017). Interest in seabed mineral mining has renewed in recent years for various reasons and new offshore mining legislation is currently being developed for national and international waters. For this reason, agreement on the meaning of ‘effective protection of the marine environment from adverse effects arising from activities’ related to mining is needed. The International Seabed Authority (ISA) is mandated to manage access to and benefits from the seabed, subsoil and its mineral resources in the Area on behalf of mankind as a whole. This legal mandate comprises the development of rules, regulations and procedures for mining-related activities in the Area, which must prevent, reduce and control harm to the marine environment and ensure that such harm does not breach the standard of ‘effective protection’. The present text provides suggestions for how the ISA could effectively regulate the environmental effects of activities in the Area using a toolkit of modern, precautionary and preventive governance and management instruments and measures. However, due to large gaps in ecological knowledge and technical experience pertaining to the deep sea, it is currently impossible to predict with any certainty the degree of risk mining activities pose to deep sea ecosystems. By developing such a toolkit, the ISA could spearhead a modern, comprehensive approach to precautionary governance of the Area in line with today’s environmental challenges.

Das Ergebnis der Studie, ein Konzeptentwurf für wirksame nationale Beteiligungspraxis, beruht auf einer Gegenüberstellung von (1) offenen Gestaltungsfragen, die sich aus der Analyse von gegenwärtigen gesellschaftspolitischen Herausforderungen, den Schwierigkeiten von nationalstaatlichen Beteiligungsvorhaben und dem potenziellen Wirkvermögen unterschiedlicher Partizipationskonzepten ergeben sowie (2) von Gestaltungsmustern guter Beteiligungspraxis, die auf Grundlage einer Analyse von bestehenden Verfahren und theoretischen Konzepten kommunaler, regionaler und nationalstaatlicher Beteiligung extrahiert und herausgearbeitet werden. Das am Ende der Studie entwickelte innovative und praxistaugliche Modell, die Bundesbeteiligungswerkstatt, reagiert auf die beschriebenen Anforderungen – die offenen Gestaltungsfragen – und integriert die aus den Praxisbeispielen abgeleiteten Gestaltungsmuster. Es beinhaltet eine mögliche Einbettung der Bundesbeteiligungswerkstatt ins parlamentarisch-repräsentative System und lässt einen Gesamtverfahrensablauf erkennbar werden.
    Description: The study Federal Republic of Germany 3.0 contributes to stimulate the representative democracy in Germany by designing an innovative concept for participation on a national level. The concept emerged from a generative design process with experts from the background of designing and facilitating public participation processes as well as from theoretical political sciences and constitutional law. The result of this study, a concept for effective and inclusive national public participation, is based on (1) outstanding design questions, which emerge from actual socio-political challenges as well as difficulties and potential effects on national public participation projects combined with (2) design patterns based on an analysis on tested participation procedures and theoretical concepts of local, regional and national public participation. The result is a conceptual design for a "Bundesbeteiligungswerkstatt" (Federal Participatory Workshop). It is a future institutionalised national body for conducting participatory procedures as part of the overall democratic system of the Federal Republic of Germany. The Federal Participatory Workshop is an answer to the described requirements, design questions, and it integrates the design patterns derived from the examined case examples. The concept includes potential ways of embedding the model into the formal political structures to strengthen and enhance the democratic system by introducing more participation.

Our data concerns national policy measures, but ignores policies enacted on higher (e.g. EU-level in Europe) or lower (e.g. state-level policies in Canada, USA) political levels. For example, the “no support” entry for the United Arab Emirates indicates that there were no national-level policies: all policies were, in this case, emirate-specific.
