    Notes: This paper highlights the significance of environmental effects and movements on the performance of tile adhesive. Discusses the selection of the appropriate tile adhesive for outdoor applications where the adhesive is subjected to thermal and moisture movements. The study has shown that the effect of temperature during and after application on the development of bond strength is significant. It was shown that adhesive with approximately 50 per cent of the water replaced by a polymer latex has the most consistent performance in the achievement of bond strength. Adhesive with 100 per cent of the water replaced by a polymer latex was found to dry up too rapidly to allow sufficient time for the adhesive to interact with the substrate at the adhesive/substrate interface. The results reflect the importance of a proper mix design, especially when work has to be carried out in hot and dry weather.

    Notes: Infrared thermography is said to be a technique that can detect external finishes defects. However, there exist numerous parameters that can affect the accuracy of this technique. Its use should be subject to strict control and the results cannot be considered as conclusive. This paper discusses the complications of the thermal signature and the possible procedures when carrying out the survey. It also indicates that such a technique may be useful to the building control authority for mass-screening of a large batch of buildings to justify the issuance of statutory orders.

    Notes: Britain and The Netherlands both have a large stock of historic buildings dating from pre-Roman to modern. Both provide some degree of state funding and each has a series of national bodies that concern themselves with historic building preservation both by the allocation of grants and the awarding of special "listing" status. In both cases the creation of societies to protect historic buildings dates to the second half of the nineteenth century. Despite these similarities, there are substantive differences in the current approach to the preservation of historic buildings. In terms of government intervention The Netherlands employs a far more localised approach than is found in Britain. Tax deduction and government subsidies provide a substantial incentive to building maintenance in contrast to the British laissez faire approach. The private sector in The Netherlands also contrasts substantively with that of Britain. Most conservation work is undertaken by a relatively small number of large firms who belong to a close-knit federation, in contrast to the British approach of a large number of small firms operating in a free market.

    Notes: A number of local authority-built properties in the Aberdeen area were found to display evidence of horizontal cracking. An investigation carried out on one of these properties suggested that this damage resulted from sulphate attack of the mortar joints and it was assumed that this was the cause of damage in similar properties at the same location. However, this paper argues that wall-tie corrosion is a more probable cause of the damage evident in these properties. It is suggested that the only effective and reliable method to establish an incidence of cavity wall-tie corrosion is to carry out a direct inspection through the removal of a sample of ties.

    Notes: In order to improve efficiency and enhance the integration of information within the construction industry, it is necessary to establish an appropriate information structure using state of the art technologies. This paper reports on the modelling and integration of construction information within the context of integrated databases as a means of improving integration. The work is being undertaken by the OSCON (Open Systems for Construction) project at Salford University. The project aims to structure and model this information, providing a framework of information into which the modelling of different domains within the construction industry fits. The central idea in the establishment of the model is the ability to allow information to be viewed from different perspectives and different levels of abstraction depending on the requirements of the user. This leads to the necessity of integrating the models in order to permit the sharing of information. This paper also presents a model of transferring advanced technologies based on OSCON to the construction sector through lessons learnt from the research being undertaken.

    Notes: Ground movement is responsible for over 60 per cent of structural defects in low-rise residential properties. Since 1971, insurance companies have been responsible for the significant rectification costs. Repair strategies are currently two-fold, being determined by whether or not the foundations are underpinned. The Hoopsafe system uses a grid of post-tensioned concrete beams, cast at foundation level, to restore the structural integrity of the property. The system can provide an alternative to traditional underpinning at an economic cost. Additional benefits include minimal disruption on site and short contract periods; the necessity for homeowners to vacate their properties is usually avoided. These benefits have been demonstrated by illustrative case studies. Professional consultants must consider all options to determine the most effective and appropriate repair technique. The Hoopsafe system can provide an alternative option in the selection process.

    Notes: This paper examines some of the key aspects of the process of maintenance management of the built cultural heritage. It is primarily based on responses to a questionnaire from a number of maintenance managers all of whom are responsible for significant stocks of historic buildings within their portfolios. The research identifies two types of organisation; "heritage focused" and "non-heritage focused". It examines differences in approach between them in the following key areas: aims and objectives of the organisation, the use of external consultants and condition surveys, prioritisation and costs. The paper identifies areas for further research. It also suggests that the identification of cultural significance embodied in the fabric of historic buildings and consideration of its vulnerability should be a prerequisite for determining approaches to maintenance management.

    Notes: This paper arises from findings which emerged during the preparation of the Good Practice Guide to Maintenance Cost Forecasting. This Guide was commissioned by the Housing Corporation to assist Registered Social Landlords forecast the future maintenance costs of their stocks. It became apparent during the work that client experiences of stock condition surveys had been far from satisfactory. The surveys had often been carried out by professional surveyors and yet many had fundamental weaknesses in their specification, execution and use of data. The level of dissatisfaction expressed, coupled with recent evidence regarding the quality of domestic building surveys, should give cause for concern to the surveying profession. The paper identifies some causes of this dissatisfaction and suggests lessons that can be drawn from the experience. Further investigation is recommended into this crucial area of practice.

    Notes: To enhance and promote quality construction, the Construction Quality Assessment System (CONQUAS) was introduced in Singapore in 1989 to evaluate the quality performance of building contractors using numerical scores. Apart from the CONQUAS system, the ISO 9000 quality management standards were also introduced in the Singapore construction industry in 1991. Is there a relationship between certification to ISO 9000 standards and the achievement of higher construction quality standards as indicated by CONQUAS scores? As several years have passed since the introduction of the CONQUAS system and ISO 9000 in the Singapore construction industry, this paper aims to ascertain if the implementation and certification of quality management systems to ISO 9000 standards in construction firms has helped them to achieve higher construction quality standards through higher CONQUAS scores.

    Notes: The Government has recognised the significance of exposures in houses to the natural radioactive gas radon and has over the past decade initiated various campaigns in conjunction with NRPB, BRE and local authorities to mitigate its effects. This article explains the principal features of the programme to reduce radon exposures in existing housing, which is based on encouraging occupiers to measure radon levels in their homes and publicising the availability of cheap and effective remedies. The important role is noted of professional groups such as surveyors in the housing market and detailed descriptions provided of the main methods of reducing radon levels and their suitability for particular buildings. The importance of raising radon awareness amongst professionals is noted and sources of further information are provided including technical reports on remedial measures.

    Notes: This paper sets out to analyse and interpret factors which bear upon building components and to explore underlying relationships among the number of building components forming a construction entity. The research hypothesis was set as follows: building surveyors do not agree in assessing the strength of each of design, construction, age, changing standards and vandalism as a causative factor for defects on building components. Previous studies have established the factors pertaining to defects in the building structure. What is in dispute is the extent to which these factors are important in causing defects. The objective of the study presented in this paper is therefore to assess the impact of each of five key factors - design, construction, standards, vandalism and age - on 28 selected building components with the aid of questionnaire information provided by 45 local authority building surveyors involved in the day-to-day diagnosis of defects in public housing stock. In so doing, the tangible influence of the factors in terms of how they affect defect causation in building components for the sample is established.

    Notes: This paper reports research on the human error causes of defects, which has important implications for design professions involved in supervising new and refurbished building work. Modern thinking on human factors related to failures is beginning to stress managerial forces influencing the event rather than concentrating on the individual actions of a single error perpetrator. The current work develops this thinking and applies it to the problem of avoiding defects in construction. Field research involving a survey of construction industry practitioners, a statistical study of 23 house-building sites and a further series of unstructured interviews reveals that: managerial influences underlie many errors leading to defects; the "pathology" of error occurrence exhibits systemic characteristics, with errors high in the managerial chain having a noticeable influence on errors committed by operatives; and the emphasis placed by publications on correct technical solutions is misplaced and factors related to managers (such as better management training and education) should be given greater emphasis.

    Notes: Recent years have seen a growth in the importance afforded to environmental issues, including the environmental aspects of property. One manifestation of this growth is the emergence of the Building Research Establishment Environmental Assessment Method (BREEAM) developed by the Building Research Establishment (BRE). Using a limited research vehicle, this paper examines the basic requirements for a BREEAM assessment and the skills required to undertake such an assessment. It compares these skills with those held by building surveyors and considers whether building surveyors are sufficiently well placed to offer BREEAM assessments as part of their portfolio of services. The conclusion is that BREEAM assessments do represent a potential market opportunity which merits consideration.

    Notes: Singapore and the UK share the same common law heritage. English law was imported into Singapore through the colonisation of the island in the nineteenth-century. Singapore law developed in a similar manner to English law, subject to exceptions to reflect the different ethnic and religious identity of Singapore. It is not true to say that English law and Singapore law are identical, despite their common law roots. Since the passing of the Application of the English Law Act in 1993, English statutes are no longer automatically followed in Singapore; however, English common law principles reflected in case law continue to be important. This paper looks at applications in contract law of key areas relating to building defects, such as materials, workmanship and design, in the context of contract law in Singapore.

There have been limited attempts to quantify the embodied energy consumed in construction. Some embodied energy studies have been relatively detailed. The potential significance of the energy embodied in fixtures, fittings and furniture has yet to be established. Aims to establish the likely importance of the energy embodied in fixtures, fittings and furniture relative to other life cycle energy requirements of office buildings in temperate climates. Implementation actions are suggested for the optimisation of the energy embodied in fixtures, fittings and furniture used in buildings. Assists facility managers and businesses with their decision making with respect to the environmental impacts associated with energy use throughout the life cycle of their buildings.

    Notes: The city of São Paulo, as one of the World's mega-cities, has considerably increased the quantity of commercial floor space recently, with around 160,000m2 added in this sector in 1998 and another 400,000m2 planned for 1999. For this post-occupancy evaluation (POE), the building chosen was a recently designed office building, considered to be high-tech which has a total of 34 floors including six underground levels, 1,033m2 of useful area per floor and circulation of more than 3,000 people per day. The unique situation of the different users, with their particular layouts, is an area that has still not been analyzed in POEs in Brazil. This paper will present the results of a pilot POE applied to four floors occupied by the headquarters of a manufacturer of domestic appliances, focusing on the methodological approach.

    Notes: Providing and maintaining safe and comfortable conditions in sport centres raises many issues, particularly cost. The paper gives an overview of the factors associated with sport centre servicing and attempts to highlight the governing factors associated with this, particularly energy costs. A total of 19 sport centres in the City of Liverpool in the UK are investigated, using data elicited from the Liverpool Leisure Services Directorate. The energy operating costs were analysed using statistical methods. Six models were developed to predict total energy costs. Testing and validation results showed a high level of model accuracy. The models would be of use to professionals involved in feasibility studies at the design stage.

    Notes: "Facilities management" (FM) has been described as a hybrid management discipline that combines people, property and process management expertise to provide vital services in support of the organisation. The UK and parts of Europe are beginning to reap rewards in terms of better industrial practices and efficiency. These have been made possible by the use of benchmarking and the identification of best practices; both within a particular industry and also outside them. FM has only recently been adopted in Asia. This paper will analyse the development of practice, research and education, particularly in Hong Kong. Comparisons will also be drawn between the Asian examples and the UK.

    Notes: This paper presents the views of 16 fully sighted people who carried out typical office tasks under eight different lighting systems. This work is taken from a much larger study, primarily involved with the lighting of office tasks for visually impaired people. Non-parametric statistical tests show there are significant differences of opinion about the different lighting systems in terms of adequacy and comfort. Whilst there is a general trend in the results which suggest that increasing task illuminance and wall illuminance is preferred by the test subjects, other issues are identified which can influence aspects of lighting quality.

However, difficulties in establishing universally-accepted definitions of the FM function and its management process continue to confound the identification and application of a generic set of performance parameters. This paper describes the process of developing a management-by-variance tool for monitoring the performance of the FM function of a major financial services company. The dual problems of the absence of a standardised set of key performance indicators (KPIs) and the lack of existing data for performance evaluation were addressed using a Delphi group. The principle of management-by-variance is based on the monitoring and analysis of performance trends, which is done by monitoring changes in performance using a bespoke (rather than generalised) set of performance indicators. This paper describes the process of creating the pilot version of a management-by-variance tool in sufficient detail to allow the process to be replicated to create other sets of bespoke KPIs. The process and outcomes of the exercise to short-list, rank, and weight a finalised list of 23 KPIs are discussed. The KPIs are analysed in the context of the method of their selection, prioritisation and weighting for their intended custom application.

The Homebuyer form of report was used in a test of survey standards. A sample of ten surveyors examined the same house in controlled circumstances. Only one surveyor identified each of the three key defects within the property. The research considers the method of assessment of quality within surveys and reports upon the identification of defects and the levels of recognition. The research concludes that there is an unexpectedly high level of reporting that falls below an acceptable standard. Recommendations are made for the improvement of standards, an assessment of the skills required and the requirements for the education process for surveyors.

    Notes: The lack of attention to quality control by house builders in the Australian State of Victoria has been a contentious issue for more than two decades. In an attempt to improve the quality of housing, various mechanisms have been adopted and discarded by industry-based organisations and government legislation. While builders are encouraged to improve construction quality, little is known and published about the quality of housing produced by owner builders. This paper presents findings from an ongoing research project that compares the defects in houses built by owner builders with those of registered builders. The initial findings suggest that there is no significant difference between the quality of housing procured by owner builders and registered builders. The functional elements within a house where defects are likely to occur are identified and discussed. The paper concludes by suggesting that the use of a registered builder's management expertise does not necessarily guarantee a better quality product.

    Notes: This paper considers the value of using computer models to store, manage and illustrate records of historic buildings. The paper is based upon the research and development work carried out by a team at the University of the West of England (UWE) in building such a model. It considers some of the problems that were encountered and reflects upon the skills and resources necessary for its construction. Multiple media are now available for data acquisition and entry. More overt and explicit classification and codification of facts is necessary using computers. The chosen media and descriptors will enhance or limit the later use of such data. Few heritage organisations have achieved maturity in their use of computer-based information systems. Such use necessarily starts with acquisition of an archive of data but ought to proceed to being able to answer locational questions such as "where" and "when" and ultimately to the support of strategic analysis and "what-if" speculation. It is argued that both media and descriptors have to be chosen appropriately to support these longer term applications. This paper explores some options, discusses criteria for selection, and considers how organisations will need to collect, assemble and use data in order to construct such models.

This paper discusses the current state of property management in Shanghai and reviews the challenges and opportunities for facility management in this city.     Notes: Presents findings from research on open-plan measures in the determination of facilities space management. The aim of the research is to determine the impact of open-plan measures on the effectiveness of facilities space management of CBD commercial office buildings - the end-view being to establish criteria for effective management and re-engineering of open-plan workspaces. A review of the literature reveals that this issue has not been definitively investigated. Hence, open-plan measures remain virtually under-exploited for the purpose of greater effectiveness of facilities space management. A sample of 102 open-plan offices was studied, and data analysed using descriptive (such as mean, standard deviation, range) and inferential statistics (such as Spearman's rho and partial correlations, multiple regression and path analysis). Direct and indirect associations were found between open-plan and the effectiveness of facilities space management measures. However, some of the relationships were partly and wholly explained by management control measures. Though only multiple regression results are presented here, for reasons of brevity, this study concludes that, in many ways, certain open-plan measures independently determine the effectiveness of facilities space management. This conclusion serves as a basis for developing criteria for effective management and re-engineering of open-plan workspaces.

Under these headings the project investigated the views of peripheral workers and their supervising managers within a facilities management environment. The data reveal a highly positive response to the topics with a significant degree of consistency across all groups of respondents. Through empirical study no association was found between financial incentives and job satisfaction or staff motivation, and a positive correlation was found between staff-centred programmes and staff satisfaction and staff motivation, which has implications for the working practices for these workers in the NHS.     Notes: Attempts to introduce multi-skilled "hotel services" workers in several NHS trusts have been studied using Scott-Morgan's Unwritten Rules of the Game methodology. In-depth interviews reveal that, even for staff traditionally regarded as "marginal" and low paid, pride in helping patients is a powerful motivator, one which frequently ensures services are maintained, especially during periods of compulsory competitive tendering (CCT). A traditional "command and control" style of management and the fear engendered by CCT produced powerful barriers to different performance levels from multi-skilling. We contrast this approach with a more emergent exercise fostered in a group of wards where responsibility for the ancillary workers was transferred to the wards' director of nursing. These wards have now developed more highly motivated, confident support workers and demonstrate a number of resulting performance gains. We interpret the results in terms of the cultivation of a new pattern and a systemic positive feedback.

    Notes: Although there is a growing international movement toward the use of engineered or performance-based fire safety design, current practice is dominated by prescriptive-based design. In prescriptive-based fire safety design, only those requirements prescribed by appropriate building regulations, installation standards, or approved documents tend to be applied. Because these requirements typically include fire protection measures, such as fire detection and signaling systems, automatic sprinkler systems, fire compartmentation, and emergency egress systems, there is often an assumption that occupants, employees, and users of a facility will be safe should a fire occur. However, there are a variety of factors that could affect the actual fire safety of a facility that comply with the appropriate regulations. Fuel type, loading, configuration, and location can change, leading to an increase in fire risk. Occupants may not see, hear or understand fire alarm signals as fire alarm signals. Fire detection and signaling systems, fire suppression systems, or smoke management systems may not be 100 percent functional at all times. Fortunately, many of these factors can be controlled for, if they are understood and addressed, within a fire safety management plan. To assist with such planning, this paper discusses various human behavior and response issues that may affect life safety during a fire or emergency, and provides suggestions for integrating these issues into a fire safety management plan.

    Notes: A review of research, interviews and experiments at an IKEA building are presented with results that could affect the planning and real time management. Subjects had to choose between a normal exit and an emergency exit in different conditions. The results show that the majority of subjects choose the normal exit even if the distance is double compared to the emergency exit. The only exception is when the emergency exit is open and it is possible to see the daylight outside. Findings show that a ring signal is often misunderstood but a spoken message is understandable.

    Notes: This paper reviews the human behaviour and risk communications which occurred during a number of major fires (Beverly Hills Supper Club, Summerland, Woolworth's, Bradford, King's Cross) and a crowd crush (Hillsborough). The paper draws on official Inquiry reports and related research, including a series of five underground station evacuation studies modelled on the King's Cross fire scenario. The pattern of delay in warning the public is considered in terms of misconceptions about "panic" and the performance of public facilities as a communication system consisting of design, technology, management and occupancy (setting in use). The paper advocates performance-based design, warning system technology and facilities management (organisational and occupant response) criteria, allied to minimally sufficient early warning of the public on a risk communication timeline. The latter needs to address and accommodate the timing and duration of occupant response, shelter and escape behaviour from different locations as an emergency unfolds.

    Notes: Research and experience show that occupants tend to ignore fire alarm signals and continue their activities in large public buildings. Alternative means to alert the public in the event of an emergency and to initiate evacuation movement are discussed. The use of a standardized Temporal-Three fire alarm signal is advocated to ensure occupant recognition of the fire alarm. Also, a communication system combined with closed-circuit televisions (CCTVs) is recommended to convey precise information to the public. Building managers are considered responsible for developing a fire safety plan, and for ensuring that employees are well trained and that communication among staff is efficient in order to transmit information to the public that will prompt fast and safe evacuation movement.

    Notes: The paper discusses the problems encountered in the management and quantitative evaluation of fire risk and safety in a building. Rational methods for obtaining solutions to these problems are provided by non-deterministic mathematical models rather than deterministic models. This is due to the fact that the occurrence and spread of an accidental (not arson) fire are random phenomena affected by uncertainties caused by several factors. Non-deterministic models discussed briefly in the paper include simple statistical and probabilistic models, regression methods, probability distributions, fault and event trees and stochastic models. The paper only provides a framework for applying these models to any type of facility. For any type, it may be necessary to modify these techniques, collect all the relevant data and perform the analyses to derive results and conclusions applicable to that type.

GPS, currently consisting of 24 satellites, is used by the military for navigation, precision weapons delivery, and the future digital battlefield. In the civilian sector, GPS is widely used as the primary or secondary aid for land, water, and air navigation; as a surveying aid; as a vehicle location system; and as a precision time standard for cellular and ATM sites. In the aviation community, GPS is becoming an integral part of the WAAS (Wide Area Augmentation System) and the LAAS (Local Area Augmentation System) for en route navigation in North America and Category II and III precision approach, and for surface navigation.     Notes: The growing importance and effectiveness of the Global Positioning System (GPS) in positioning geophysical surveys is now well established. In Ecuador's Amazon basin the use of GPS was the determining factor in the successful completion of a gravity survey carried out in 1994. Over 500 gravity stations, spaced from 1 to 5 km apart and positioned by GPS, were collected in the jungle environment in the country's southeast, where the preexisting data, of variable and unknown quality, were mostly confined to areas along the major rivers. This station densification, which includes the reoccupation of selected points, contributed to increase the gravity coverage; it also allowed us to evaluate and correct 1100 preexisting data points in the area, so that the different surveys can be merged. The composite data set is used for a geologic analysis of the study area, where previously unknown structures are discovered. © 1999 John Wiley & Sons, Inc.

    Notes: The permanent GPS tracking site at Annapolis, MD shows a 7-mm seasonal signal primarily in its horizontal position. It is suggested that thermal expansion of the pier on which the antenna rests is the source of this motion. A simple numerical model of the pier reproduces the observed motion of the GPS antenna, lending credence to this hypothesis. Although adding an additional level of complexity, this motion is predictable and the site retains it s value for high precision monitoring. Although the arrangement of this GPS site it somewhat uncommon, these results emphasize the importance of the underlying antenna monumentation when measuring crustal motions. © 1999 John Wiley & Sons, Inc.

It is the key to fast and high-precision relative GPS positioning. Critical in the application of ambiguity resolution is its reliability. Unsuccessful ambiguity resolution, when passed unnoticed, will too often lead to unacceptable errors in the positioning results.     Notes: The largest error in currently used GPS orbit models is due to the effect of solar radiation pressure. Over the last few years many improvements were made in modeling the orbits of GPS satellites within the International GPS Service (IGS). Howeer, most improvements were achieved by increasing the number of estimated orbit and/or solar radiation pressure parameters. This increase in the number of estimated satellite parameters weakens the solutions of all estimated parameters (not only orbit parameters). Because of correlations the additional orbit parameters may introduce biases in other estimated quantities, for example the length of day. We present a recently developed solar radiation pressure model for the GPS satellites. This model is based on experiences and results gained at the Center for Orbit Determination in Europe (CODE) in the context of its IGS activities since June 1992. The performance of the new model is almost an order of magnitude better than that of the existing ROCK models. It also allows a reduction of the number of orbit parameters that have to be estimated. © 1999 John Wiley & Sons, Inc.

    Notes: A solar-powered GPS receiver has been installed near Beaver Lake, Antarctica, to monitor postglacial isostatic rebound that may be occurring as a result of ice thinning near the Lambert Glacier since the last glacial maximum. The equipment is 400 km from the nearest Australian Antarctic base and is completely automated. It is expected that there will be sufficient solar power to operate the equipment from January 1998 to May 1998, but the data will not be recovered until the following summer season. The scatter in height computed from the first 25 days of data is ± 7.5 mm. If such precision is representative of the accuracy of the height estimates, isostatic rebound of 〈 1 mm/yr will be able to be detected after a few years of observations at the site. © 1999 John Wiley & Sons, Inc.

    Notes: Automatic analysis of geodetic-quality GPS data is available with the use of e-mail and ftp (file transfer program) as an interface to a computer at the Jet Propulsion Laboratory (JPL), where precise transmitter parameters – GPS ephemerides and clock errors – are computed regularly. The interface is such that e-mail from an external user causes the JPL computer to fetch the user's data. The computer than analyzes the data, and places the results in an area accessible to the user. An e-mail to the user gives information on the location of the analysis results, which the user can subsequently fetch.     Notes: Investigations of deformation styles in Asia have already led to new kinematic models that predict the spatial and temporal evolution of deformations in the region. Testing these models is now within realm of current GPS technology. In this study, GPS data during 4 months from six stations in Asia, including a new station from Hong Kong whose data were not in public domain, were analyzed for generating kinematic geophysical constraints for the deformations at the regional scale. Processing of 4 months' continuous GPS data from all stations shows small relative station velocities (Wuhan, Shanghai, Xian, and Hong Kong stations in China), except the Lhasa station, which has a northeasterly velocity of about 3 cm/year with respect to the fixed GPS station operating in Taiwan. © 1999 John Wiley & Sons, Inc.

    Notes: Accurate estimates of the velocity and acceleration of a platform are often needed in high dynamic positioning, airborne gravimetry, and geophysics. In turn, differentiation of GPS signals is a crucial process for obtaining these estimates. It is important in the measurement domain where, for example, the phase measurements are used along with their instantaneous derivative (Doppler) to estimate position and velocity. It is also important in postprocessing, where acceleration is usually estimated by differentiating estimates of position and velocity. Various methods of differentiating a signal can have very different effects on the resulting derivative, and their suitability varies from situation to situation. These comments set the stage for the investigations in this article. The objective is twofold: (1) to carry out a comprehensive study of possible differentiation methods, characterizing each in the frequency domain; and (2) to use real data to demonstrate each of these methods in both of the measurement and position domains, in conditions of variable, high, or unknown dynamics. Examples are given using real GPS data in both the measurement domain and in the position and velocity domain. The appropriate differentiator is used in several cases of varying dynamics to derive a Doppler signal from carrier phase measurements (rather than using the raw Doppler generated by the receiver). In the statistic case, it is seen that the accuracy of velocity estimates can be improved from 4.0 mm/s to 0.7 mm/s by using the correct filter. In conditions of medium dynamics experienced in an airborne gravity survey, it is demonstrated that accelerations as the 2–4 mGal level (1 mGal = 0.00001 m/s2) can be obtained at the required filtering periods. Finally, a precision motion table is used to show that when using the correct filter, velocity estimates under high dynamics can be improved by an order of magnitude to 27.0 mm/s. © 1999 John Wiley & Sons, Inc.

    Notes: LandStar is a differential global positioning service (DGPS) that provides 24-h real-time positioning for various applications on land, water, and air in North America, Australia, New Zealand, Europe, and Africa. Its focus is on real-time applications requiring a submeter positioning capability such as agriculture, forestry, Geospatial Information Systems (GIS), survey/mapping, and land/vehicular navigation. LandStar uses a Wide Area Network of reference stations to derive DGPS corrections to model the variation of GPS error sources over a large area. These model parameters are used by the Virtual Reference Station processors to calculate standard corrections that are available for all predefined locations in the network. The corrections are transmitted to the user by L-band satellite communication in the standard RTCM SC104 DGPS correction format. This article investigates the performance of the LandStar Mk III system under various operational conditions and assesses its performance in both static and kinematic modes. Four field tests were conducted during 12 months that tested the sysem in clear static and kinematic conditions as well as suboptimal environments associated with low and heavy foliage conditions. Both the accuracy and availability of the system under these conditions is investigated, with an emphasis on whether the above variables are caused by the LandStar system differential corrections, the GPS measurements, or a combination of both. © 1999 John Wiley & Sons, Inc.

    Notes: A modular approach consisting of three steps is presented for precise positioning with GPS: integrity, monitoring (data validation), ambiguity resolution, and positioning. Results of one step are used as input for the next. After a brief description of reliability and testing and techniques for GPS ambiguity resolution, the observation equations for the geometry-free GPS model are given, used for integrity monitoring, followed by those for single-difference relative positioning with the double-difference ambiguities removed. © 1999 John Wiley & Sons, Inc.

    Notes: The Global Positioning System (GPS), in addition to providing precise navigation and positioning information, produces precise time and frequency measurements. These measurements result from the atomic clocks in the GPS satellites, which are closely coupled to Universal Coordinated Time as maintained by the U. S. Naval Observatory [UTC(USNO)]. The application of these measurements to timekeeping and other systems requiring precise time and frequency is distinct from the navigation/positioning mission. This article will describe the differences in application of GPS to time and frequency uses. These uses will be described in the major areas of timekeeping; stationary uses, such as communications networking; and mobile use for aircraft and shipboard applications. The major considerations in application and operation with precise and less-capable oscilators will be described.     Notes: High-accuracy real-time GPS-based attitude determination requires that integer ambiguities be resolved very quickly so that the attitude angles can be output with minimum delay. This article describes an attitude determination algorithm that can resolve integer ambiguities instantaneously, relative to one antenna of a multi-antenna array configuration. The carrier phase and pseudorange observations are used with fixed baseline length constraints and fiberoptic gyro data. Real-time stochastic model improvement using empirical elevation-dependent standard deviation function and an estimated scale factor are a feature of this algorithm. Integer ambiguity search using the LAMBDA method, sophisticated validation criteria, and an adaptive procedure has also been implemented within the software. An experiment was carried out using four Leica dual-frequency GPS receivers (but only the L1 carrier phase and pseudorange data were used) and a low-cost fiberoptic on a car. The results indicate that integer ambiguities can be resolved on a single-epoch basis with a 98.9% success rate. © 1999 John Wiley & Sons, Inc.

    Notes: Considering GLONASS as one of the pillars of the international Global Navigation Satellite System (GNSS), the Russian Federation works toward the integration of GLONASS with other navigation systems, cooperates with the internal user community, and contributes to the development and coordination of standards concerning GLONASS and the combined use of GLONASS and the global positioning system (GPS). This work is pursued in conformity with recommendations of respective international organizations. Most users recognize that the GLONASS/GPS combination has better characteristics in terms of availability, accuracy, integrity, and so on. However, the combined use of these satellite systems raises problems that must be addressed. This article reviews problems encountered when using two different navigation systems. Solutions developed thus far are outlined. The potential of GLONASS and approaches for high accuracy UTC time transfer are discussed. The transformation between the WGS 84 and PZ 90 reference frames and their conformity with the international terrestrial reference frame (ITRF) is considered. Various solutions are viewed in connections with recommendations made by the International Civil Aviation Organization (ICAO), the Global Navigation Satellite System Panel (GNSP), and the Consultative Committee for Definition of the Second (CCDS) concerning the desirability of using either or both systems interchangeably. © 1999 John Wiley & Sons, Inc.

    Notes: The hybridization of GPS with GLONASS has formed a first stage in GNSS development. We examine the performance of the hybrid system in the position domain for both code and carrier phase cases. Several major differences exist between GPS and GLONASS; most significant is GLONASS's signal frequency diversity, which can lead to measurement bias, particularly so when a pair of receivers are operating at different temperatures. Unless signal frequency diversity is addressed either on-receiver or at the data processing stage, positioning errors can occur at the centimeter level.     Notes: The precise point whose position is being measured when a GPS baseline is determined is generally assumed to be the phase center of the GPS antenna. However, the phase center of a GPS antenna is neither a physical point nor a stable point. For any given GPS antenna, the phase center will change with the changing direction of the signal from a satellite. Ideally, most of this phase center variation depends on satellite elevation. Azimuthal effects are only introduced by the local environment around each individual antenna site. These phase center variations affect the antenna offsets that are needed to connect GPS measurements to physical monuments. Ignoring these phase center variations can lead to serious (up to 10 cm) vertical errors. This article will describe the procedure by which the National Geodetic Survey is calibrating GPS antennas and how this information may be obtained and used to avoid problems from these antenna variations. © 1999 John Wiley & Sons, Inc.

    Notes: Since its official start in January 1994, the International GPS Service (IGS) has been distributing, as part of its product combination, two distinct Earth rotation parameter (ERP) series: the IGS Rapid series and the IGS Final series. Initially, the IGS Rapid ERP values were interpolations of the International Earth Rotation Service (IERS) Bulletin A, whereas the IGS Final ERP series was based on the IERS Bulletin B. Since June 1996, the IGS has been generating its own Final ERP series consistent with the IGS combined orbit products and based on weighted means of individual IGS analysis center (AC) solutions. At first, only the polar motion (PM) coordinates and their rates were combined. Length of Day (LOD) and Universal Time (UT) solutions, also based on separate weighted mean combinations, followed in March 1997. Currently, the IGS Rapid and Final combinations are produced and made available within 17 hours and 11 days, respectively, after the last observation. Both IGS and the best AC series are consistent and precise at the 0.1-milliarcsecond (mas) level for PM and at about 30 μs for LOD. Biases in some AC solutions may exceed these consistency levels. Comparisons of both IGS ERP series with external standards, such as the IERS multitechnique Bulletins and atmospheric angular momentum series, confirm the estimated precisions. © 1999 John Wiley & Sons, Inc.

    Notes: The Jet Propulsion Laboratory's (JPL's) automated GPS data analysis service, which is available via the Internet, has been tested. This service is attractive not only because data submission and retrieval are entirely automated on the Internet, but also because it makes centimeter positioning possible for individual dual-frequency receivers. To learn more about this service, the repeatability of position solutions were investigated by means of two simple experiments. The positions of a continuously operating reference station have been computed repeatedly for observation times ranging from 1 hour to 24 hours. In addition, short baseline repeatability and accuracy were tested. Centimeter-level results were obtained. The difference in the vertical definition of the electronic center for antennas of different types could readily be identified. The JPL service is easy to use, even in its present form (which one might label version 1.0). © 1999 John Wiley & Sons, Inc.

Accidental interence by extraneous radio transmissions on the GPS frequency also can cause loss of service. Jamming has become a serious issue for GPS, and the U. S. military is making a significant effort to mitigate jamming effects. While jamming is a major concern of the military, interference is of a no lesser concern to the civilian sector. In fact, with varying emphasis both jamming and interference are concerns of the entire GPS user community. This article explores jamming and interference threats to the GPS.     Notes: Recent studies have shown the capabilities of Global Positioning System (GPS) carrier phases for frequency transfer based on the observations from geodetic GPS receivers driven by stable atomic clocks. This kind of receiver configuration is the kind primarily used within the framework of the International GPS Service (IGS). The International GPS Service/Bureau International des Poids et Mesures (IGS/BIPM) pilot project aims at taking advantage of these GPS receivers to enlarge the network of Time Laboratories contributing to the realization of the International Atomic Time (TAI). In this article, we outline the theory necessary to describe the abilities and limitations of time and frequency transfer using the GPS code and carrier phase observations. We report on several onsite tests and evaluate the present setup of our 12-channel IGS receiver (BRUS), which uses a hydrogen maser as an external frequency reference, to contribute to the IGS/BIPM pilot project. In the initial experimental setup, the receivers had a common external frequency reference; in the second setup, separate external frequency references were used. Independent external clock monitoring provided the necessary information to validate the results. Using two receivers with a common frequency reference and connected to the same antenna, a zero baseline, we were able to use the carrier phase data to derive a frequency stability of 6 × 10−16 for averaging times of one day. The main limitation in the technique originates from small ambient temperature variations of a few degrees Celsius. While these temperature variations have no effect on the functioning of the GPS receiver within the IGS network, they reduce the capacities of the frequency transfer results based on the carrier phase data. We demonstrate that the synchronization offset at the initial measurement epoch can be estimated from a combined use of the code and carrier phase observations. In our test, the discontinuity between two consecutive days was about 140 ps. © 1999 John Wiley & Sons, Inc.
