    Notes: Abstract Can animals, and especially cattle, be the subject ofmoral concern? Should we care about their well-being?Two competing ethical theories have addressed suchissues so far. A utilitarian theory which, inBentham's wake, extends moral consideration to everysentient being, and a theory of the rights orinterests of animals which follows Feinberg'sconceptions. This includes various positions rangingfrom the most radical (about animal liberation) tomore moderate ones (concerned with the well-being ofanimals). Notwithstanding their diversity, theseconceptions share some common flaws. First, as anextension of primarily anthropocentric theories (aboututility or rights) they still participate in the flawsof the original setting. Second, extending them tonon-human beings raises the problem of the borderwhich is to be drawn between what can be included inthe purview of moral consideration and what is leftoutside. Third, such theories are not able to distinguishbetween an ethics of wildlife and an ethics ofdomestic life, which too often leads to preposterousstatements. We would like to argue (i) that we should distinguishbetween environmental ethics (concerned withpopulations, species, biotic communities) and animalethics (where animals are taken into consideration individually);(ii) that individualist animal ethics are not relevantfor animal rearing; (iii) that animal rearing is a hierarchicalrelationship which rules are to be found in the fiction of a domesticcontract. Hence, we would like to construct a new conception ofthe ethics of the relation between men and the cattlethey breed based on the idea of a domestic contract.Our main assumption is Mary Midgleys's anthropologicalassumption, according to which human communities,since the Neolithic age, have always included variousanimals, so that relations of sociability have alwaysexisted between human beings and animals within thedomestic community (a mixed community). In order tospecify the hierarchical and non-egalitarian, butinclusive reciprocal obligations and relations insidesuch a community, we will elaborate on the notion ofa ``domestic contract'', an implicitly assumedidea traced back to Lucretius and whichwe will follow up to the physiocrats and Adam Smith.We will show that such an idea relies upon theassumption of communication between cattle farmer andanimals, of shared experience and exchanges betweenthe two parties. We will then show how modern factory,or battery animal farming, can be seen as unilaterallybreaking this domestic contract, forsaking ourduties towards domestic animals.

    Notes: Abstract Despite the application of 2.5 million tons ofpesticides worldwide, more than 40% of all potentialfood production is lost to insect, weed, and plantpathogen pests prior to harvest. After harvest, anadditional 20% of food is lost to another group ofpests. The use of pesticides for pest control resultsin an estimated 26 million human poisonings, with220,000 fatalities, annually worldwide. In the UnitedStates, the environmental and public health costs forthe recommended use of pesticides total approximately$9 billion/yr. Thus, there is a need for alternativenon-chemical pest controls, and genetic engineering(biotechnology) might help with this need. Diseaseand insect pest resistance to various pests has beenslowly bred into crops for the past 12,000 years;current techniques in biotechnology now offeropportunities to further and more rapidly improve thenon-chemical control of disease and insect pests ofcrops. However, relying on a single factor, like theBacillus thuringiensis toxin that has beeninserted into corn and a few other crops for insectcontrol, leads to various environmental problems,including insect resistance and, in some cases, athreat to beneficial biological control insects andendangered insect species. A major environmental andeconomic cost associated with genetic engineeringapplications in agriculture relates to the use ofherbicide resistant crops (HRC). In general, HRCtechnology results in increased herbicide use but noincrease in crop yields. The heavy use of herbicidesin HRC technology pollutes the environment and canlead to weed control costs for farmers that may be2-fold greater than standard weed control costs. Therefore, pest control with both pesticides andbiotechnology can be improved for effective, safe,economical pest control.

Todate, arguments have focused most strongly on thepotential human health risks, the flow of geneticmaterial to related species, and ecologicalconsequences. Little attention appears to have beengiven to a more fundamental concern, namely, who willbe the beneficiaries of this technology? Given the prevalence of chronic hunger and thestark economics of farming, it is arguable thatfarmers and the hungry should be the mainbeneficiaries of agricultural research. However, theapplication of genetic engineering appears unlikely tobenefit either of these two groups. This technology islargely controlled by the private sector, and itscontinued development hinges on its profitability.Thus, the only likely beneficiaries of the applicationof genetic engineering in agriculture are companieswith the capacity to use it.

    Notes: Abstract This paper demonstrates the ability of Polish agriculture to adapt to predicted climate change according to GISS and GFDL scenarios. Both climate-change scenarios will significantly affect farming conditions in Poland through water deficit, shifts in planting and harvesting seasons, changes in crop yields and crop structure. Neither scenario seems to endanger the self-sufficiency of Poland as long as preventative measures are taken. Moreover, the realization of GISS creates the possibility of a surplus in production. It must be emphasized that regardless of the scenario, the adaptation of agriculture to an expected climate change cannot be handled by the farming community itself.

    Notes: Abstract The Environmental Monitoring and Assessment Programwas initiated in 1989 by the United StatesEnvironmental Protection Agency to collect, analyze,and report quantitative, statistically unbiasedinformation about the state of the nation'senvironment on a regional basis. During a pilotprogram in Nebraska we measured a habitat suitabilityindex for a probability sample of 40 windbreaks andexpanded the results to estimate the potential valueof windbreaks as wildlife habitat in Nebraska. Theindex estimates the suitability of a windbreak ashabitat for wildlife including breeding birds, smallmammals, and deer. Index values range from zero toone, where a value of one indicates maximal habitatvalue. We estimated that 50% (±13% at 90%confidence) of windbreaks in Nebraska have a habitatsuitability index of 0.25 or less and that nowindbreaks have a suitability index greater than 0.6. Our results indicate that increasing the area ofindividual windbreaks is the most effective way toimprove their value as wildlife habitat. Monitoringwindbreak condition over time would alert wildlifemanagers to changes in the resource that might affectwildlife populations. Because our data were highlyvariable, the power to detect change in habitatcondition between two measurement periods was low. Amuch larger sample would be required to detect smallchanges in habitat condition. Variability may bereduced, and power increased, by carefully andconsistently constructing the sampling frame, keepingdata collection as simple as possible, appropriatelystratifying sample selection, and using a small numberof well-trained data collection teams. However, wesuggest adapting the index for use with aerialphotography in future efforts to evaluate windbreaksas wildlife habitat in extensive areas.

    Notes: Abstract The condition of 25 stream sites in the Yakima River Basin, Washington, were assessed by the U.S. Geological Survey's National Water-Quality Assessment Program. Multimetric condition indices were developed and used to rank sites on the basis of physical, chemical, and biological characteristics. These indices showed that sites in the Cascades and Eastern Cascades ecoregions were largely unimpaired. In contrast, all but two sites in the Columbia Basin ecoregion were impaired, some severely. Agriculture (nutrients and pesticides) was the primary factor associated with impairment and all impaired sites were characterized by multiple indicators of impairment. All indices of biological condition (fish, invertebrates, and algae) declined as agricultural intensity increased. The response exhibited by invertebrates and algae suggested a threshold response with conditions declining precipitously at relatively low levels of agricultural intensity and little response at moderate to high levels of agricultural intensity. This pattern of response suggests that the success of mitigation will vary depending upon where on the response curve the mitigation is undertaken. Because the form of the community condition response is critical to effective water-quality management, the National Water-Quality Assessment Program is conducting studies to examine the response of biota to gradients of land-use intensity and the relevance of these responses to water-quality management. These land-use gradient pilot studies will be conducted in several urban areas starting in 1999.

    Notes: Abstract Agriculture in Kazakhstan is sensitive to climate, and wheat yields could be reduced up to 70% under climate change. With the transition from a socialist economy to a free market economy, decisions are being made now that will affect Kazakhstan's ability to cope with climate change. A team of Kazakh and American researchers examined the cost-effectiveness and barriers to implementations of adaptation options for climate change. Twelve adaptation options that increase flexibility to respond to climate change were identified using a screening matrix. Four options, forecasting pest outbreaks, developing regional centers for preserving genetic diversity of seeds, supporting a transition to a free market, and reducing soil erosion through the use of changed farming practices, were examined. The Adaptation Decision Matrix (ADM) was then applied to estimate benefits using expert judgment (using an arbitrary numerical scale, not monetary values) and benefits estimates were compared to costs to determine cost-effectiveness. The ADM uses subjective measures of how well adaptation options meet policy objectives. Controlling soil erosion was estimated to have the highest benefits, but the high costs of implementation appears to make it relatively cost-ineffective. Supporting a transition to a free market was ranked as the most cost-effective measure, with regional centers second. However, use of different scales to quantify benefits or different weights can result in regional centers being more cost-effective than the transition to a free market. Regional centers was also judged to have fewer barriers to implementation than a transition to a free market. These results will be incorporated in Kazakhstan's National Action Plan. The ADM and other tools are relatively easy to apply, but are quite subjective and difficult to evaluate. The tools can be quite useful by decision makers to analyze advantages and disadvantages between different adaptation options, but should be supplemented with additional, particularly quantitative analysis.

    Notes: Abstract This work presents a framework for viewing agricultural adaptation, emphasizing the multiple spatial and temporal scales on which individuals and institutions process information on changes in their environment. The framework is offered as a means to gain perspective on the role of climate variability and change in agricultural adaptation, and developed for a case study of Australian agriculture. To study adaptation issues at the scale of individual farms we developed a simple modelling framework. The model highlights the decision making element of adaptation in light of uncertainty, and underscores the importance of decision information related to climate variability. Model results show that the assumption of perfect information for farmers systematically overpredicts adaptive performance. The results also suggest that farmers who make tactical planting decisions on the basis of historical climate information are outperformed by those who use even moderately successful seasonal forecast information. Analysis at continental scales highlights the prominent role of the decline in economic operating conditions on Australian agriculture. Examples from segments of the agricultural industry in Australia are given to illustrate the importance of appropriate scale attribution in adapting to environmental changes. In particular, adaptations oriented toward short time scale changes in the farming environment (droughts, market fluctuations) can be limited in their efficacy by constraints imposed by broad changes in the soil/water base and economic environment occuring over longer time scales. The case study also makes the point that adaptation must be defined in reference to some goal, which is ultimately a social and political exercise. Overall, this study highlights the importance of allowing more complexity (limited information, risk aversion, cross-scale interactions, mis-attribution of cause and effect, background context, identification of goals) in representing adaptation processes in climate change studies.

    Notes: Abstract Swainson's hawks (Buteo swainsoni) were observed in the grasslands (pampas) of Argentina during the austral summer of 1995–96. Widespread agrochemical use to control insects had a profound effect on flocks of hawks foraging on grasshoppers and caterpillars throughout the pampas. We describe 19 mortality incidents and an estimated 5,095 dead hawks. Forensic analysis indicated that the organophosphate insecticide monocrotophos was responsible for the deaths at six separate sites, accounting for over 4,000 of the mortalities. Brain cholinesterase was lethally inhibited (〉95%) and monocrotophos residues (n=31/45, mean=0.20 ppm, range 0.05–1.08 ppm) were found in the contents of the gastrointestinal tract. No other insecticide residues were found. Sample analyses, combined with interviews with farmers, indicated that monocrotophos was responsible for deaths at 17 of 19 mortality incidents.

    Notes: Abstract CERES-Wheat, a dynamic process crop growth model, is specified and validated for eight sites in the major wheat-growing regions of China. Crop model results are then used to test the Mitscherlich-Baule and the quadratic functional forms for yield response to nitrogen fertilizer, irrigation water, temperature, and precipitation. The resulting functions are designed to be used in a linked biophysical-economic model of land-use and land-cover change in China. While both functions predict yield responses adequately, the Mitscherlich-Baule function is preferable to the quadratic function because its parameters are biologically and physically realistic. Variables explaining a significant proportion of simulated yield variance are nitrogen, irrigation water, and precipitation; temperature was a less significant component of yield variation within the range of observed year-to-year variability at the study sites. Crop model simulations with a generic soil with median characteristics of the eight sites compared to simulations with site-specific soils showed that agricultural soils in China have similar and, in general, low-to-moderate water-holding capacities and organic matter contents. The validated crop model is useful for simulating the range of conditions under which wheat is grown in China, and provides the means to estimate production functions when experimental field data are not available.

    Notes: Abstract A novel approach to the problem of estimating climate impact on social systems is suggested. This approach is based on a risk concept, where the notion of critical events is introduced and the probability of such events is estimated. The estimation considers both the inherent stochasticity of climatic processes and the artificial stochasticity of climate predictions due to scientific uncertainties. The method is worked out in some detail for the regional problem of crop production and the risks associated with global climate change, and illustrated by a case study (Kursk region of the FSU). In order to get local climatic characteristics (weather), a so-called “statistical weather generator” is used. One interesting finding is that the 3% risk level remains constant up to 1.0–1.1°C rise of mean seasonal temperature, if the variance does not change. On the other hand, the risk grows rapidly with increasing variance (even if the mean temperature rises very slowly). The risk approach is able to separate two problems: (i) assessment of global change impact, and (ii) decision making. The main task for the scientific community is to provide the politicians with different options; the choice of admissible (from the social point of view) critical events and the corresponding risk levels is the business of decision makers.

    Notes: Abstract The influence of the cultivated plant stand, subject to the timing of sampling, on the occurrence of selected carabid species is investigated for three years running. Due to the nominal character of the factors (cultivar, timing, carabid species and year) we used log-linear models of four dimensional contingency tables under certain hypotheses of independence. A coefficient of contingency is calculated for characterizing the partial association between two factors respectively. The difference in G 2 's between two nested models is used to test if there are differences between the three years concerning the strength of partial association between the number of beetles in the selected species and the cultivar or the sampling time respectively.

    Notes: Abstract Current trends in Mediterranean agriculture reveal differences between the Northern and Southern Mediterranean countries as related to population growth, land and water use, and food supply and demand. The changes in temperature and precipitation predicted by general circulation models for the Mediterranean region will affect water availability and resource management, critically shaping the patterns of future crop production. Three companion papers analyze in detail future impacts of predicted climate change on wheat (Triticum aestivum L.) and maize (Zea mays L.) production in Spain, Greece, and Egypt, and test farm- level adaptation strategies such as early planting and cultivar change with the aid of dynamic crop models. Strategies to improve the assessment of the potential effects of future climate change on agricultural production are discussed.

    Notes: Abstract This study evaluates the theoretical impact of climate change on yields and water use of two crops with different responses to increased CO2 and which represent contrasting agricultural systems in Spain. In all cases the simulated effects of a CO2-induced climate change depended on the counteracting effects between higher daily ET rates, shortening of crop growth duration and changes in precipitation patterns as well as the simulated effects of CO2 on the water use efficiency of the crops. For summer irrigated crops such as maize, the yield reductions and the exacerbated problems of irrigation water availability simulated with climate change may force the crop out of production in some regions. For winter dryland crops such as wheat, productivity increased significantly in some regions, suggesting a northward shift of area suitable for wheat production in future climates. The study considered strategies for improving the efficiency of water use based on the optimization of crop management decisions in a CO2-driven warmer climate.

Egypt appears to be particularly vulnerable to climate change because of its dependence on the Nile River as the primary water source, its large traditional agricultural base, and its long coastline, already undergoing both intensifying development and erosion. A simulation study characterized potential yield and water use efficiency decreases on two reference crops in the main agricultural regions with possible future climatic variation, even when the beneficial effects of increased CO2 were taken into account. On-farm adaptation techniques which imply no additional cost to the agricultural system, did not compensate for the yield losses with the warmer climate or improve the crop water-use efficiency. Economic adjustments such as the improvement of the overall water-use efficiency of the agricultural system, soil drainage and conservation, land management, and crop alternatives are essential. If appropriate measures are taken, negative effects of climate change in agricultural production and other major resource sectors (water and land) may be lessened.

    Notes: Abstract Current trends in Mediterranean agriculture reveal differences between the Northern and Southern Mediterranean countries as related to population growth, land and water use, and food supply and demand. The changes in temperature and precipitation predicted by general circulation models for the Mediterranean region will affect water availability and resource management, critically shaping the patterns of future crop production. Three companion papers analyze in detail future impacts of predicted climate change on wheat (Triticum aestivum L.) and maize (Zea mays L.) production in Spain, Greece, and Egypt, and test farm- level adaptation strategies such as early planting and cultivar change with the aid of dynamic crop models. Strategies to improve the assessment of the potential effects of future climate change on agricultural production are discussed.

    Notes: Abstract While many studies have explored how agriculture changes when population density rises, this paper examines actions farmers may take to control whether population density rises. Using information from ethnographic fieldwork, colonial archives, and air photography, two agricultural groups migrating into an agricultural frontier in the Nigerian savanna are compared. Population density in Kofyar communities has risen to over 100/km 2 ; Tiv communities, although older, have maintained population densities of around 50/km 2 , in part through intimidation of encroachers. This use of intimidation is a component of a distinctive adaptive strategy that includes settlement stability, high population mobility tied to witchcraft accusations, relatively extensive cultivation allowing considerable off-time, and reliance on social networks to facilitate residential mobility and land access. Population pressure must be seen as an integral part of this adaptive strategy, rather than as cause or consequence.

    Notes: Abstract This paper explores the process of change in a Brazilian indigenous community, relating it to historical, economical, and political forces at the regional and national levels, as well as to environmental variables. In the light of current fieldwork, we examine the predictions of a model constructed 20 years ago based on fieldwork in this and three other Indian communities of Central Brazil by Daniel Gross and collaborators. This model ascribed involvement in the market economy of small-scale communities primarily to land circumscription and resulting environmental degradation, increasing the labor cost of subsistence food production. We find that in the case of the Xavánte community entry into the market was more the result of a top-down government plan to implement mechanized rice production on Xavánte reservations. With the collapse of the project the Xavánte have, on the one hand, returned to a more “traditional” economy based on hunting, gathering, and swidden agriculture and, on the other hand, are innovating by marketing their cultural image through connections with national and international environmentalist organizations.

    Notes: Abstract The project on Biodiversity Uncertainties and Research Needs (BURN) ensures the advancement of usable knowledge on biodiversity by obtaining input from decision makers on their priority information needs about biodiversity and then using this input to engage leading scientists in designing policy-relevant research. Decision makers articulated concerns related to four issues: significance of biodiversity; status and trends of biodiversity; management for biodiversity; and the linkage of social, cultural, economic, legal, and biological objectives. Leading natural and social scientists then identified the research required to address the decision makers' needs and determined the probability of success. The diverse group of experts reached consensus on several fundamental issues, helping to clarify the role of biodiversity in land and resource management. The BURN participants identified several features that should be incorporated into policy-relevant research plans and management strategies for biodiversity. Research and assessment efforts should be: multidisciplinary and integrative, participatory with stakeholder involvement, hierarchical (multiple scales), and problem- and region-specific. The activities should be focused regionally within a global perspective. Meta-analysis of existing data is needed on all fronts to assess the state of the science. More specifically, the scientists recommended six priority research areas that should be pursued to address the information needs articulated by decision makers: (1) characterization of biodiversity, (2) environmental valuation, (3) management for sustainability—for humans and the environment (adaptive management), (4) information management strategies, (5) governance and stewardship issues, and (6) communication and outreach. Broad recommendations were developed for each research area to provide direction for research planning and resource management strategies. The results will directly benefit those groups that require biodiversity research to address their needs—whether to develop policy, manage natural resources, or make other decisions affecting biodiversity.

Adaptation to climate should therefore increase the sustainability of agriculture under a long-term drought. Progress towards sustainability and adaptation in the the Senegal River Basin is hampered by an existing set of social and ecological relationships that define the control over the means of production and how people interact with their environment. These relationships are sensitive to the technological inputs and the administration of food production, or the factor bias in the different policy alternatives for rural development. One option is based on state-controlled, irrigated plantations to provide rice (Oryza) for the capital, Dakar. This policy emphasizes a top-down management approach, mechanized agriculture and a reliance on external inputs which strengthens the relationships introduced during the colonial period. A time series decomposition of the annual flow in the Senegal River at Bakel in Senegal suggests that water resources availability has been substantially curtailed since 1960, and a review of the water resources budget or availability in the basin suggests that this policy's food production system is not sustainable under the current climate of the basin. Under these conditions, this program is exacerbating existing problems of landscape degradation and desertification, which increases rural poverty. A natural resource management policy offers two adaptation strategies that favour decentralized management and a reduction of external inputs. The first alternative, “Les Perimetres Irrigués”, emphasizes village-scale irrigation, low water consumption cereal crops and traditional socio-political structures. The second alternative emphasizes farm-level irrigation and agro-forestry projects to redress the primary effects of desertification. The water requirements of both the rice import substitution program and the natural resource management program are calculated. A water resources simulation model/optimization analysis using dynamic programming is used to compare these two alternatives to the rice import substitution programs. Results indicate that the natural resource management policy could potentially bring a large area into production while using far less water than the rice import substitution program. The natural resource management policy, in particular the second alternative with its emphasis on individual ownership and ecological rehabiliation, defines a different set of social and ecological relationships that appear to enhance the sustainability of food production under a long-term drought.

    Notes: Abstract The potential impact of climate change on rice and corn crops in the Philippines was assessed using preliminary results from four general circulation models and the Decision Support System for Agrotechnology Transfer. The results showed both increases and decreases in the yield of two rice varieties. The results for corn showed a consistent decrease in yield. The decrease in crop yield may be due to a shorter maturity period and an increase in potential evapotranspiration as a result of increased daytime and nighttime temperatures, which are critical to dry matter production. Rainfall in tropical areas such as the Philippines is generally high, and so a decrease in rainfall of only 10% may not affect the water supply significantly, but an increase of the same magnitude may affect crop production tremendously because of frequent occurrences of floods. One potential negative impact not included in this analysis is the effects of strong winds due to typhoons.

    Notes: Abstract The Regional Workshop on Climate Change Vulnerability and Adaptation Assessment in Asia and the Pacific metto present and discuss assessments of vulnerability and adaptation to climate change in agriculture, forests, coastal resources, and water resources. Discussions were held in breakout and plenary sessions about the state of the science for vulnerability and adaptation assessment, conclusions that can be drawn about the vulnerability of the region to climate change, and where future research efforts should be directed. The workshop concluded that sea level rise is of greatest concern to island and coastal nations in the region, climate change will have a significant effect on agriculture, water resources are sensitive to changes in average climate conditions and to tropical monsoons and cyclones, and forests could be significantly affected by climate change. The workshop recommended that efforts to improve general circulation models continue and that countries in the region cooperate on the analyses of vulnerability and addressing adaptation measures. The workshop also concluded that results of vulnerability and adaptation assessments should be presented to policy makers and the public and that assessments continue to be undertaken to improve our understanding of the issue.

    Notes: Abstract About 60% of the nearly 40 x 106 t of rice produced in Indonesia are from the island of Java. However, the rice self-sufficiency that has been attained and maintained since 1984 could be threatened by changing climate, and has been affected by the climate variability effects of the El Nino/Southern Oscillation phenomenon. To aid policy makers and planners in formulating strategic policy options, the effects of recurring droughts and possible climate change on rice yields were studied using climate and crop models. Three models were used to simulate climate change: those of the Goddard Institute for Space Studies, Geophysical Fluid Dynamics Laboratory, and the United Kingdom Meteorological Office. Several climate scenarios were generated for Ngawi, in East Java, and Sukamandi, in West Java. These models indicate that doubling greenhouse gases would increase solar radiation by 1.2–2.1%, minimum and maximum temperatures by 7.6–16.8°C, and precipitation by 20.5–91.7%. The Goddard Institute for Space Studies transient climate change scenarios indicate that maximum and minimum temperatures would increase by 3.5 and 4.9%, respectively, in 2010, 6.9 and 9.8%, respectively, in 2030, and 11.1 and 15.7%, respectively, in 2050. The rainfall Agrotechnology Transfer crop model slightly under-predicts lowland rice yields of several experimental plots in three sites in Java and one site in Sumatra, but the results are almost equal to or a little higher than farm level yields. Nevertheless, the simulation outputs and experimental plots yields are closely related with a coefficient of determination value of 87%. Changes in climate in the decades of 2010, 2030, and 2050 could drastically reduce rice yield: the rice yield is estimated to decrease by about 1 % annually in East Java and less in West Java.     Notes: Abstract This paper discusses the vulnerability and adaptation of the agricultural sector of China to global warming. Based on a summarization of Chinese agricultural and general circulation model trends, adverse impacts on China's agriculture caused by a warming and drying climate were identified. Because of limited irrigation potential, the sustainable development of Chinese agriculture will be difficult. Six sensitive agricultural areas located on the edges of different agroecological zones, and seven provinces with high vulnerability to the impacts on agriculture, were identified. On the basis of an estimation ofthe potential supply of agricultural products and demand for food, the annual incremental costs for adaptation to climate change would be US$0.8–3.48 billion; without adaptation, the annual agricultural loss due to global warming would be US$1.37–79.98 billion from 2000 to 2050. Adaptive measures discussed include intensive management and the possibility of a tripartite structure of planting that would entail coordinated development of gain crops, feed crops, and cash crops.

    Notes: Abstract A simulation study was conducted to assess the vulnerability of foodgrain production in Bangladesh to potential climate change. Simulation runs were made for high yield varieties office for Aus (March-August), Aman (July-November), and Boro (February-July), the traditional growing seasons, using the CERES-Rice model. Simulation runs were made for wheat, which is grown from November through March, using the CERES-Wheat model. Three scenarios (baseline, Canadian Climate Centre Model, and Geophysical Fluid Dynamics Laboratory) and sensitivity analyses for temperature increases of 2 and 4°C at three levels of CO2 (330, 580, and 660 ppm) were used. In the simulation, increased CO2 levels increased rice yields over baseline, and considerable spatial and temporal variations were noted. Higher temperatures reduced the yields in almost all study locations and in all seasons, and it was particularly pronounced with a 4°C increase. The detrimental effect of temperature rise was observed even with increased CO2 levels. Wheat yields increased with increased CO2 level in all three locations. The adverse effects of increased temperature were more pronounced for wheat than for rice at all levels of increased CO2. In the scenarios of the Canadian Climate Centre Model and Geophysical Fluid Dynamics Laboratory, both rice and wheat yields were decreased (35% and 31 %, respectively) over baseline in all seasons, especially in the Aus season, and in all locations. The adverse effects of the climate under the Geophysical Fluid Dynamics Laboratory scenario were more pronounced for wheat that for rice. The greatest reductions in aggregated production for both crops were noted at 330 PPM CO2 with a 4°C temperature rise. The greatest increases in aggregated production for rice and wheat were observed at a 660 ppm CO2 with no temperature increase.

    Notes: Abstract This study assessed the impacts of potential climate change on maize yields in China, using the CERES-Maize model under rainfed and irrigated conditions, based on 35 maize modeling sites in eastern China that characterize the main maize regions. The Chinese Weather Generator was developed to generate a long time series of daily climate data as baseline climate for 51 sites in China. Climate change scenarios were created from three equilibrium general circulation models: the Geophysical Fluid Dynamics Laboratory model, the high-resolution United Kingdom Meteorological Office model, and the Max Planck Institute model. At most sites, simulated yields of both rainfed and irrigated maize decreased under climate change scenarios, primarily because of increases in temperature, which shorten maize growth duration, particularly the grain-filling period. Decreases of simulated yields varied across the general circulation model scenarios. Simulated yields increased at only a few northern sites, probably because maize growth is currently temperature-limited at these relatively high latitudes. To analyze the possible impacts of climate variability on maize yield, we specified incremental changes to variabilities of temperature and precipitation and applied these changes to the general circulation model scenarios to create sensitivity scenarios. Arbitrary climate variability sensitivity tests were conducted at three sites in the North China Plain to test maize model responses to a range of changes (0%, +10%, and +20%) inthe monthly standard deviations of temperature and monthly variation coefficients of precipitation. The results from the three sites showed that incremental climate variability caused simulated yield decreases, and the decreases in rainfed yield were greater than those of irrigated yield.

    Notes: Abstract The tea industry is Sri Lanka's main net foreign exchange earner and source of income for the majority of laborers. Tea yield is greatly influenced by weather, and especially by droughts, which cause irreparable losses because irrigation is seldom used on tea plantations. At the other extreme, heavy rains erode top soil and wash away fertilizers and other chemicals. In the recently published Sri Lanka country report on climate change, it was reported that the island will experience extreme rainfall intensities and warmer temperatures as a result of climate change. The possibility of a 10% increase in the length of dry and wet seasons per year in the main plantation area was also indicated. Thus both drought damages and soil losses in tea production areas will increase in the years to come. An analysis of the results of field experiments with weather data shows that increases in temperature, soil moisture deficit, and saturation vapor pressure deficit in the low elevations will adversely affect growth and yield of tea. Reports have also shown that about 30 cm of soil has already been eroded from upland tea plantations. Under these circumstances, the tea industry in Sri Lanka is clearly vulnerable to predicted climate changes, and subsequently greater economic, social, and environmental problems. This paper discusses the various aspects of the adverse effects of climate change on Sri Lanka's tea industry.

    Notes: Abstract Assessments of current and future development paths require comprehensive sets of indicators covering all essential aspects. From a holistic systems point of view, most currently proposed indicator sets are incomplete and deficient. Assessments of sustainable development require a full representation of the satisfaction states of the “basic orientors” (=fundamental interests) of constituent sector systems, and of their contribution to basic orientor satisfaction of the total system. Basic orientors are value dimensions (existence, effectiveness, freedom of action, security, adaptability, coexistence) emerging from a self-organizing system's interaction with its environment, and its fundamental properties (normal environmental state, scarce resources, variety, variability, change, other systems). Basic orientors are also reflected in human emotions, societal punishment, psychological and social needs, life styles, and values emerging in self-organization of artificial life. The relative weight assigned to basic orientors of partner systems is a question of ethics. Based on these concepts, a general scheme for finding a “complete” set of indicators of viability and sustainability is derived, and it is applied to deriving a comprehensive set of indicators of sustainable development for society and its sector systems (infrastructure, economic system, social system, individual development, government, environment and resource system). The method can be applied at different levels of complexity and regional resolution. A full set of regional indicators for sustainable development is presented, a method for compact assessment of development paths using orientor stars is described, and the approach for application at the community level is outlined.

    Notes: Abstract The Clean Air Act Amendments of 1977 designated national parks and wilderness areas larger than 1894 ha to be class I areas for air quality management, setting more restrictive criteria than the National Ambient Air Quality Standards. Class I areas are afforded the greatest degree of air quality protection under the Clear Air Act of 1970. In recent years, several studies have documented air pollution effects in the Great Smoky Mountains National Park (GSMNP), the second-largest class I area in the eastern United States. Air pollution problems of greatest concern in the GSMNP are effects of acid deposition, visibility impairment, and tropospheric ozone. Several recent events have increased concerns about air quality management in the class I area of the GSMNP. A forum, sponsored by the Southern Appalachian Man and the Biosphere Cooperative (SAMAB), was held in March 1992, which involved representative. parties-at-interest and began to address strategies for better management of air resources in the Southern Appalachians. This paper summarizes those discussions and recommendations and reports actions occurring as a result of the forum. Another objective of this paper is to present a conceptual framework for more effective management of the class I area of the GSMNP.

    Notes: Abstract The economic inputs and outputs for the Possum Point Biological Station in Belize during 1990–1992 are described to illustrate some aspects of an ecotourism operation. Eight hundred fifty-four people in 59 groups visited Possum Point during the study period to tour rain forests, estuaries, and coral reefs. The economic input to Possum Point from these groups increased from $74,552 in 1990 to $166,268 in 1992. Outputs were for license fees, capital improvements, goods and services, labor, fossil fuels, and development of a historic sugar mill site. An annual donation was also made to a scholarship fund for local Belizean students. The net cash balance of income and outputs changed from negative (−$6678) in 1990 to positive (+$4811) in 1992, suggesting development of the economic operation. Possum Point meets the economic criteria for ecotourism by feeding back some tourist monies for community and environmental support, particularly donations for the sugar mill site and the scholarship fund. Most of the outputs from Possum Point (about 80%) were retained in the local economy through employment and purchases, which have a positive influence on the local community. We conclude that ecotourism operations, such as Possum Point, offer important sustainable development opportunities for Belize.

    Notes: Abstract Since the end of the 1980s the concept of sustainable development has gained general acceptance, but much uncertainty still exists on how to operationalize this concept. In forestry the concept of sustainability has been an accepted principle since the 18th century. The experiences with its application in forestry may contribute towards obtaining a better insight into the implications and operational significance of the concept of sustainability. This article describes the history of sustainability in forestry, including the various social values on which its interpretation has been based. The original principle of sustained yield has gradually been broadened to a more inclusive principle of sustainable forest management. The dynamics in social valuation of forest resources resulted in various attempts at practical operationalization of the principle. Notwithstanding 200 years of efforts to operationalize the concept of sustainability, its exact application in forestry remains troublesome. Three lessons are drawn: (1) the need to recognize the different nature of ecological limits and social dynamics, (2) the role of dynamic social values with respect to forest resources, and (3) the significance of operational experiences in trying to attain sustainability within a concrete context.

    Notes: Abstract This paper attempts to identify the main threats to and sources of sustainability in African agricultural systems by examining cases of unsustainability and resilience at various levels. Current concepts of sustainable agriculture are based mainly on the experiences and norms of western industrial nations and may not be appropriate to sub-Saharan Africa and other developing regions. The things we want to sustain comprise a hierarchy of attributes, components, and systems at increasing scales, and it is important to examine the dynamics of sustainability at each significant level as well as the impacts of events at one level on others. Cases of crop declines and of collapses of larger systems indicate that extreme perturbations, both biophysical and social, are more important as causes of unsustainability than suggested in the literature, while the significance of resource degradation or of overuse of technological inputs have been overemphasized. Survey data from Kenya and Nigeria show that the main causes of crop disappearances have been major disease or pest outbreaks, followed by changes in crop preferences. Fertility and land use stresses have been only a tertiary factor. Sources of resilience that have buffered households and larger systems from the impacts of these range from farmers' strategies of crop and income diversification and searches for resistant cultivars to interventions by national and international bodies. Numerous population and large-scale system collapses have also occurred over the past century in Africa, almost all caused by extreme social and/or biophysical perturbations. There is no evidence that land degradation or land use pressure has played a significant role in these. Increased land use pressure has led to the disappearance or alteration of many prior practices, though farmers have generally adapted to these. Resource management systems have also declined due to outmigration as regions undergo a transition from remote and relatively closed systems to more open systems. These may call for a greater rather than lower use of modern technology to enhance the income earning potential of agricultural production.

    Notes: Abstract European emissions of reduced nitrogen, arising principally from agriculture, are comparable with those of oxidised nitrogen from mobile and stationary combustion sources. It is therefore important to include ammonia emissions in working towards a new protocol on nitrogen under the programme of the UN Economic Commission for Europe on the control of transboundary air pollution. However the nature of the sources and the subsequent atmospheric transport and chemistry are very different from other acidifying pollutants. This paper describes work in hand under the MARACCAS project to compare agricultural activities in different European countries and to assess the applicability and efficacy of potential abatement measures. The aim is to derive abatement costs for each country relating successive emission reductions to the costs of achieving them, to be used by the UN ECE Task Force on Integrated Assessment Modelling (TFIAM) — in particular with our Abatement Strategies Assessment Model, ASAM. The paper will also address the large uncertainties involved in integrated assessment modelling with respect to ammonia, and suggest how these may be allowed for in deriving cost-effective abatement strategies.

    Notes: Abstract After a critical analysis of the strategies for conservation of the environment in Latin America and of large-scale development projects (agriculture and livestock raising, mining and electrical power plants) in the Amazon region of Brazil, this paper deals with the use of high-resolution satellite imagery for environmental monitoring. Two areas were considered in the study, Tucurui and Altamira. Spot/XS and Landsat/TM multispectral images were used, together with color aerial photographs of these areas. A computer-assisted visual interpretation procedure was employed to analyze images, and linear multispectral transformation was applied in selected subscenes in order to improve information extraction. The results indicate that high-resolution satellite imagery is generally compatible with the scale of the environmental problems in Amazonia and is a very efficient source of detailed information at a local scale on many aspects of the environment, in particular for monitoring changes over time in selected areas. Therefore, commercial satellite imagery, processed by specialized software, can accommodate a variety of analysis needs for decision makers and can also be an effective means of verification of international agreements on conservation of the environment in Amazonia.

    Notes: Abstract All major journalism ethical codes explicitly state that journalists should protect editorial copy from undue influence by outside sources. However, much of the previous research on agricultural information has concentrated on what information various media communicate (gatekeeping studies) or communication's role in increasing innovation adoption (diffusion studies). Few studies have concentrated specifically on organizational and structural constraints that might adversely affect agricultural journalists' ethical standards; those that have, focus largely on farm magazines. A study of newspaper reporters who cover agricultural news found that the most pressing ethical concern is the effect of advertiser (agri-business) pressure on editorial copy, and that their concerns in general parallel those of farm magazine writers and editors. The majority reported being in situations in which they might be exposed to advertiser pressure, including pressures to change or withhold editorial copy. Large minorities suggested that advertising pressures affect the overall environment in which agricultural journalists work, and more than one in ten said they allow advertiser pressures to influence editorial decisions. The newspaper reporters who cover agricultural beats showed slightly more resistance to advertiser pressure than did farm magazine editors in a parallel study.

    Notes: Abstract Landsat TM scenes for 1985 and 1991 are used to produce a georeferenced map of land cover and land use for an area of the Amazon estuary inhabited by three populations of caboclos with distinct patterns of land use. This information is combined in a geographic information system with ethnographic and survey research carried out over the past 5 years to develop representative spectral “signatures” which permit measurement and differentiation of land uses and the detection of change even between small areas of managed floodplain forest and unmanaged forest, and between three distinct age/growth classes of secondary succession following deforestation. Implementation of these procedures permit the scaling up or down of research at different resolutions. Three distinct patterns of land use are examined with differential impact on the environment. Mechanized agriculture at one site has eliminated virtually all the mature upland forest and is now dominated by secondary successional vegetation. The more traditional system of diversified land use at the next site shows a subtle cycling of flooded forest to managed palm forest through time in response to the price of palm fruit and cycling in the use of fallow land. A third site, based on palm fruit extractivism, shows minimal changes in land cover due to persistent specialization on management of flooded forest extraction. There is little evidence that the community with the greatest impact on forest cover is any better off economically than the two communities which have minimal impact on the landscape. This study suggests how a balance between use and conservation in Amazonia may be achieved in floodplain and estuarine areas, and the effectiveness of monitoring these types of land cover from satellite platforms.

    Notes: Abstract The striped bass (Morone saxatilis) population of the Sacramento-San Joaquin Delta has declined approximately 80% since the mid-1970s. This decline has been attributed to factors such as water diversions, pollution and reduced abundance of food organisms. One source of potential pollutants is agricultural return water. The Colusa Basin Drain discharges water from over 150 000 acres and can account for over 20% of the flow of the Sacramento River. Because discharge occurs at the same time striped bass are spawning, early developmental stages could be adversely affected. Toxicity studies conducted over a 3 year period consistently demonstrated acute toxicity to striped bass larvae and to opossum shrimp (Neomysis mercedis), an important food organism for juvenile striped bass. Acute toxicity was also demonstrated with striped bass embryos. In addition, a model based on pesticide use more effectively predicted striped bass recruitment during the period of decline than did a model based on historically important river flows and delta diversions. These studies indicate that agricultural return water should not be disregarded when considering potential causes of the decline of striped bass.

    Notes: Abstract Even though “sustainable development” seems to have emerged as the development paradigm of the 1990s, a great deal of vagueness still surrounds the meaning, definition, and theoretical underpinnings of the concept. There is also a general lack of emphasis on the spatial dimension of sustainable development when developing relevant conceptual or environmental accounting frameworks. In clarifying the concept, this article proposes a definition that explicitly incorporates the temporal as well as the spatial dimension of sustainability. It also develops a logically consistent conceptual framework for the analysis and evaluation of sustainable development, following a spatial systems approach. Five interconnected aspatial subsystems or subsets of a spatial system are identified and their respective operational dimensions discussed. A proposed composite index calleddegree of stainable development (DSD) and its five component indicators are also outlined. The difficulties involved in operationalizing the DSD measure and the conceptual framework are noted, and the various tasks that need to be undertaken in this regard are specified. It is concluded that future research utilizing the proposed conceptual framework should not only foster the development of appropriate methodologies for the comparative evaluation of sustainable development at global, national, or regional scales, but also offer insights to appropriate decision makers at various levels regarding available options and alternative actions for the healthy development of their respective societies.

    Notes: Abstract We evaluate a proposal to double sockeye salmon production from the Fraser River and conclude that significant changes will be required to current management processes, particularly the way available catch is allocated, if the plan is to be consistent with five major principles embodied in the concept of sustainable development. Doubling sockeye salmon production will not, in itself, increase economic equity either regionally or globally. Developing nations may actually be hindered in their attempts to institute other, nonsalmon fisheries in the North Pacific Ocean as a result of the possible interception of salmon. Further, other users of the Fraser River basin will have to forgo opportunities so that salmon habitat can be conserved. If doubling sockeye salmon production is to meet the goal of doing more with less, it will be necessary to develop more efficient technologies to harvest the fish. If increasing salmon production is to reflect the integration of environmental and economic decision making at the highest level, then a serious attempt must be made to incorporate environmental assets into national economic accounting. Finally, to promote biodiversity and cultural self-sufficiency within the Fraser River basin, it will be important to safeguard the small, less-productive salmon stocks as well as the large ones and to allocate a substantial portion of the increased production to the Native Indian community.

However, there is little evidence that this integration is occurring in either mainstream development planning or environmental planning. This is a function of the history, philosophies, and evolved roles of both. A brief review of the experience and results of mainstream planning, environmental planning, and ecosystem science suggests there is much in past scientific and professional practice that is relevant to the goal of integrated planning for environment and development, but still such commonly recommended reforms as systems and multidisciplinary approaches, institutional integration, and participatory, goal-oriented processes are rarely achieved. “Ecosystem approaches,” as developed and applied in ecology, human ecology, environmental planning, anthropology, psychology, and other disciplines, may provide a more transdisciplinary route to successful integration of environment and development. Experience with ecosystem approaches is reviewed, their advantages and disadvantages are discussed, and they are compared to traditional urban and regional planning, environmental planning, and ecosystem science approaches. Ultimately a synthesis of desirable characteristics for a framework to integrate environment and development planning is presented as a guide for future work and a criterion for evaluating existing programs.

    Notes: Abstract A large literature exists that deals with economic issues of development and growth. It includes various approaches that can be classified as formal-theoretical, empirical-statistical and qualitative-verbal. Recently, the issue of sustainable development has been discussed much, which has given rise to some novel views on the relationship between development and environment. Most of these contributions utilize a more or less qualitative approach. A comprehensive inquiry of the relationship between economy, development, growth and environment may include an analytical approach as well. An analytical framework is proposed here for studies of environment-economy-development relationships that separates between economy, development, environment, and value system. A distinction is made between direct and indirect economy-environment interactions. To overcome disadvantages of assumptions of determinism in long term analysis a sustainable development feedback mechanism is proposed. It reflects anticipative behaviour to natural environmental changes in making long term decisions. This can be seen as a specific element of endogenous growth, namely one based on environmental factors. To illustrate the ideas a number of theoretical models are discussed that can be regarded as dynamic formal extensions of the concept of carrying capacity. Different cases include combinations of internal and external feedback mechanisms to an economy. The results demonstrate that in addition to behaviourial patterns that have been obtained by more complex studies other patterns may emerge.

    Notes: Abstract Amongst possible economic incentives to encourage reduced nitrate contamination of water, this paper emphasizes a nitrogen tax as a possible solution. This finding is based on models estimated from panel data for 100 intensive livestock farms. For each farm a threshold is established (nitrogen units which can be spread per hectare without damage) above which there is an excess of nitrogen. The 100 farms can consequently be classified into two subsamples. The demand for nitrogen is derived for each sub-sample using the dual approach. Both categories are pooled together and a tobit model is estimated. This is used to derive total nitogen demand if all farms were under the threshold. A mineral nitrogen tax would lead to a reduced nitrate concentration in water supplies, because of a more efficient use of organic nitrogen together with a reduction in the use of mineral nitrogen in crop production.

    Notes: Abstract An interdisciplinary course was designed as an introduction to the applications of, and the socio-economic issues associated with, biotechnology. College students enrolled in the course were surveyed prior to the first formal lecture, and again upon completion of the course. Assessment was made of the impact of the educational materials on the attitudes and perceptions of the students toward the applications of biotechnology to agriculture. Data were collected for the first three semesters in which the course was offered. Answers to survey questions were analyzed on a before and after basis. It was found that students were very accepting of biotechnology prior to taking the course, despite a generally low level of exposure to this type of technology. The course was effective in increasing the knowledge base of the students, but not as effective in allaying their perceptions of risks associated with biotechnology.

    Notes: Abstract In the final analysis, sustainable agriculture must derive from applied ecology, especially the principle of the regulation of the abundance and distribution of species (and, secondarily, their activities) in space and time. Interspecific competition in natural ecosystems has its counterparts in agriculture, designed to divert greater amounts of energy, nutrients, and water into crops. Whereas natural ecosystems select for a diversity of species in communities, recent agriculture has minimized diversity in favour of vulnerable monocultures. Such systems show intrinsically less stability and resilience to perturbations. Some kinds of crop rotation resemble ecological succession in that one crop prepares the land for successive crop production. Such rotations enhance soil organic processes such as decomposition and material cycling, build a nutrient capital to sustain later crop growth, and reduce the intensity of pest buildup. Species in natural communities occur at discrete points along the r-K continuum of reproductive maturity. Clearing forested land for agriculture, rotational burning practices, and replacing perennial grassland communities by cereal monocultures moves the agricultural community towards the r extreme. Plant breeders select for varieties which yield at an earlier age and lower plant biomass, effectively moving a variety towards the r type. Features of more natural landscapes, such as hedgerows, may act as physical and biological adjuncts to agricultural production. They should exist as networks in agricultural lands to be most effective. Soil is of major importance in agroecosystems, and maintaining, deliberately, its vitality and resilience to agricultural perturbations is the very basis of sustainable land use.

    Notes: Abstract The 1988 drought conditions, which prevailed over the southern portion of the Canadian prairie provinces, resulted in severe impacts on agriculture, water resources, forestry, and waterfowl production. In this paper, the climatological aspects of the drought are reviewed and the impacts of the drought are described. In addition, a number of the environmental factors that may have aggravated the drought's impacts are discussed. Processes contributing to the 1988 drought are considered in terms of their scales, relative importance and possible effects. It was evident from the information needs of government agencies and private businesses which had to cope with the effects of the 1988 drought, that studies are needed to effectively monitor drought and adjust to its impacts. In this paper, these needs are discussed; several specific hypotheses concerning drought-related processes are advanced and a framework for addressing the scientific aspects of droughts on the Canadian prairies is proposed. It is anticipated that many of these identified research needs and opportunities are applicable to other drought-prone areas of the world.

    Notes: Abstract The Gallatin Petrified Forest of Montana, USA, is a unique resource. The extensive area of the fossil forests, the numerous petrified trees in upright positions, and the large number of vertical layers of “successive” forests are unparalleled in the world. Collection by permit is permitted, but damage to the petrified forest by indiscriminate collection occurs. To assess the impact, a comparative examination of replicate (over 13 yr) photography of selected specimens was undertaken. The amount of change over time, the possible cause of change, and the relationship of the location of the specimen to that amount of change were determined. It was found that although considerable loss continues, impacts prior to a 1973 collection policy were most severe. There was more loss by natural erosion than by collection, but the collections are additive to the natural changes. Size of petrified outcrops and the steepness of the slope on which they were found did correlate with the amount of natural change occurring over time. Human-induced change was associated with the distance of the outcrops from the main trailheads and the specimen size. This method provides a tool with which to monitor impacts and develop a future policy aimed towards conservation of a unique resource in light of the need for appreciative recreation and some specimen collection. Recommended changes in present management policy are provided.

    Notes: Abstract Burning fossil fuel in the North American continent contributes more to the CO2 global warming problem than in any other continent. The resulting climate changes are expected to alter food production. The overall changes in temperature, moisture, carbon dioxide, insect pests, plant pathogens, and weeds associated with global warming are projected to reduce food production in North America. However, in Africa, the projected slight rise in rainfall is encouraging, especially since Africa already suffers from severe shortages of rainfall. For all regions, a reduction in fossil fuel burning is vital. Adoption of sound ecological resource management, especially soil and water conservation and the prevention of deforestation, is important. Together, these steps will benefit agriculture, the environment, farmers, and society as a whole.

    Notes: Abstract This paper reconsiders two widely held hypotheses about the effects of the green revolution, that it led to biological simplification and instability. The hypothesis of biological simplification (genetic erosion) is tested with evidence from Andean agriculture, where farmers maintain a significant degree of crop diversity even as they adopt modern crop varieties. The hypothesis of increased instability is tested with evidence from Asia where wheat and rice yields show no general pattern of increased instability. Neither of these hypotheses is confirmed. The conventional wisdom about the green revolution should be reconsidered with emphasis on resilience and variation in modernizing farming systems.

    Notes: Abstract Evaluation of conservation education programs can: (1) provide accountability in demonstrating a program's worth, (2) offer an opportunity for receiving feedback and improving programs, (3) further our understanding of the process of program development, and (4) promote conservation education by substantiating claims about its benefits. The Planning-Process-Product systems evaluation model provides feedback needed for making decisions about the development, implementation, and outcome of a program. Planning evaluation was useful in assessing the needs, goals, opportunities, and constraints of a number of programs in Costa Rica and Belize, such as a forestry education project and a zoo outreach program. It provided a basis for making planning decisions incorporating specific objectives, such as the reforestation of a region or a change in knowledge and attitudes in program participants. Process evaluation provided a Costa Rican sustainable development program with feedback during its implementation and enabled it to modify and improve its newsletter for local farmers and its ecology classes for school children. Product evaluation assessed project accomplishments, such as the $700,000 raised by the Children's Rainforest group and the 20 miles of riparian land under conservation management as part of the Belize Community Baboon Sanctuary project. Outcomes are compared with the programs original monetary or land management objectives to determine the success of the programs and to provide feedback for improvement.

    Notes: Abstract The Central Himalayan region is suffering from severe ecological problems as a consequence of deforestation and that threatens the subsistence population of the region. We analyze this problem and propose a plan for ecologically sustainable development for the region based on an analysis of the interrelationships of various ecosystems, particularly cropland and forest ecosystems, around which most human activities are concentrated. Each energy unit of agronomic yield leads to expenditure of about 12 energy units of forest/grazing land energy. Because with rapidly declining forest area, this form of agriculture is no longer sustainable and cannot be converted into a fossil fuel-based agriculture, we propose that agriculture in the mountain region has to be largely replaced with farm forests to revitalize the environment and to generate the basic needs of the subsistence economy of the hill population whose food grain needs can be met from the plains. We conclude by describing the advantages that are likely to accrue to the people for their long-term future. In terms of both energy and money, the value of resources collected from the forest to support agriculture in the present systems far exceeds the value of food grain that would be required to enable the proposed farm forest-based systems to function. At regional level, the proposed system would generate more energy than the existing systems, not only because the productivity of forest is about tenfold greater than that of cropland, but also because the proposed plan promotes recovery of various ecosystems.

    Notes: Abstract Rapid increases in livestock production in the Netherlands have changed manure from a valuable input into a mere waste product. This is especially true for the southern and eastern parts of the country, where specialized pig and poultry farms have concentrated on sandy soils. As these farms generally own very little land, they largely depend on imported feedstuffs. As a consequence, manure is applied to the land in such large quantities that serious environmental problems have resulted: (1) eutrophication of surface water by phosphate emissions; (2) pollution of groundwater by nitrate emissions; and (3) acidification by ammonia emissions. In the last few years the Dutch government has developed a manure policy to counteract these effects. Our analysis of that policy has revealed at least three fundamental defects, which render the manure policy ineffective and inefficient. In this paper proposals are made to remove the defects in current manure policy. Much attention is paid to the problem of designing a mixture of policy instruments which is both effective as well as efficient in limiting the environmental problems caused by manure. It is shown that the use of financial incentives in regulation can substantially improve the efficiency of the manure policy. Finally, the main economic consequences of the proposed policy are examined for the public sector as well as for the agricultural sector.

A brief background is given, covering the historical development of the concept, the constituent ecological and social concerns that lie behind it, and some aspects of the sustainability debate in Australia. Some attributes of a sustainable future, as evident from the literature, are listed. The value base of the concept is recognized, and the correct place for sustainability concerns is identified within a simple policy-making model. The complexity of such a model in the real world is explored using a list of thecontexts of sustainability, illustrated with examples from Australian natural resource management. Finally, the more dynamic and flexible nature of patterns of production and consumption in more sustainable societies is recognized and explained, as are two guiding directives to be applied in the search for models which display characteristics of sustainability.

    Notes: Abstract This research uses aggregate statistical sources to describe agricultural diversity in a 31 county area of Appalachian Kentucky over the period 1880–1910. In particular, it considers the distribution and duration of forest farming in this region. It examines the causes of agricultural diversity by testing a series of hypotheses conceptually based in ecological theory. For 1880, counties differed in the degree to which they had the characteristics expected for forest farming. This variation was geographically patterned. While there was still geographical variation in county agricultural characteristics in 1910, sufficient change had occurred so that none of the counties continued to closely conform to the pattern expected for forest farming. Variation and change in county agricultural characteristics were found to be related to population density and growth, soil quality, the presence of railroads, and the development of commercial coal mining.

    Notes: Abstract Farmers attempting to subsist in tropical uplands often rely upon unsustainable resource use practices that lead to soil erosion, declining crop yields, and a loss of soil productivity capacity. Other uses of tropical uplands, including logging and conversion of forest to rangelands, have similar results. The undesirable effects of these actions are felt on-site, at the watershed level, and even nationally. Ecological cause-effect relationships are poorly understood, and few examples exist of the successful integration of ecological knowledge with upland development. It is hypothesized that recent results of ecological research could be applied to uplands management so that stable sustainable systems of human use may be established. A second hypothesis is that statistically reliable data can be obtained from experiments in upland situations, although natural variations of soils, weather, and vegetation are great. To test these hypotheses, research involving multinational collaboration among American and Southeast Asian scientists has begun. The objective of the work is to provide credible quantitative information to help policy and decision makers and resident farmers to plan and implement improved practices based on ecological principles. Some findings to date include: 1. Ecological principles are difficult to relate to the practical context of upland agroecosystems. Indeed, the null hypothesis is necessary for planning experiments and demonstrations. 2. The “signal-to-noise” ratio in these field experiments is low, and the detection of changes due to human intervention in soil erosion, nutrient movement, and plant productivity is difficult. 3. Obstacles to field research in developing countries include logistic, cultural, political, and institutional factors. It is essential that local land managers participate from the start with scientific researchers in designing experiments. 4. Planned collaboration among academic and government scientists facilitates design of relevant research and the implementation of results. 5. The idea of ecologically based management has been well received by researchers and government officials in Asia. There is little argument with the logic of the approach. 6. Pressures for quick responses to urgent problems in the uplands conflict with the need for careful, long-term, statistically valid scientific research. 7. Ecological principles are vaguely understood and poorly articulated in the scientific literature. The transfer and application of ecological science to the developing world would be enhanced by clearer statements of principles.

    Notes: Abstract Common property resources (CPR) tend to be particularly susceptible to depletion and degredation. This creates problems for sustainable development and for resource stewardship in general since many of the key global resources are common property. The article explores the different definitions of CPR and the traps associated with the harvesting of CPR without understanding the social, economic, and environmental costs related to their exploitation. The commons problem may be approached in terms of a private property solution, the allocation of individual quotas to fishermen, or a communal property solution in which communities of fishermen basically manage their own fisheries. The offshore fishery of Barbados lends itself to the private property solution, and the inshore fishery of Jamaica, to the communal property solution. Drawing from case studies of Jamaica and Barbados fisheries, four principles of CPR use are proposed: (a) the solution of the CPR problem starts with the control of access to the resource, (b) increasing production from a CPR depends on the conservation of the resource base, (c) the sustainable utilization of a CPR is closely connected to the use of technology appropriate for the harvest, and (d) local-level management improves prospects for the sustainable use of a CPR. The case studies illustrate that there may be local, national, and international levels of interest over the resource. Hence, the successful management of such resources as Barbados and Jamaica fisheries requires that conflicting demands for the resources be taken into account, perhaps using a cooperative management approach.

    Notes: Abstract Shifting cultivation has traditionally been characterized as a highly productive system in terms of the ratio of energy outputs to inputs. This characterization, however, does not take into account the energy contribution of the natural vegetation cleared in preparing the field for cultivation. As a result, the central feature of shifting cultivation, the exploitation of the natural vegetationsoil complex as a substitute for human labor, has been ignored. The omission of the biomass contribution can be attributed to both a focus on the practices involved rather than the underlying strategy of the shifting cultivator, and an excessive preoccupation with the renewability of the energy sources involved in different agricultural systems. A definition of shifting cultivation is proposed that focuses attention on the relationship between the natural vegetationsoil complex and the shifting cultivator. Two methods of including the energy contribution of forest biomass in calculating the productivity of shifting cultivation systems are compared. When the biomass contribution is included, shifting cultivation appears to be an extremely unproductive system of agriculture.

    Notes: Abstract An ancient, sustainable, and low risk Colocasiataro monoculture has persisted until modern times among the Mountain Ok peoples of central New Guinea. There is a monoculture-polyculture axis in the region with taro monocultures predominant in the rain forests of the mid-altitude fringe. We argue that when examined from the standpoint of ecosystem simplification, biological variability, and subsistence vulnerability, the taro monocultures exhibit many ecological and systemic properties commonly attributed to polycultures. Monoculture is not an exclusive category; specific cases must be placed in a broader context of the larger ecosystem and the options people have at their disposal. Reduction of the taro monoculture is occurring in response to modernization pressures.

    Notes: Abstract Studies of Río Negro subsistence farming and fishing activities are used to estimate the human carrying capacity for the region and the likely pattern of human land-use during prehistory. Ceramic evidence suggests human presence in the region more than 3000 years ago. Traditional farming is labor intensive and relatively unproductive. Nevertheless, farmers achieve an energy return of 15.2∶1, and produce 2600 kcal per work hour. Fish are the major protein source, but fish catch per unit of effort and fish yield per hectare of floodplain are very low; fishermen are probably exploiting local fish resources very close to their limit. The low human population density would suggest that the Río Negro forest has been relatively undisturbed. Nevertheless, charcoal is widespread and abundant in forest soils. This charcoal is probably from anthropogenic or natural wildfires. These results suggest a much more complex history for Amazonia than previously thought.

    Notes: Abstract The energy flows in a seventeenth century agroecosystem in Jiaxing region of eastern China were analyzed on the basis of historical data. The agroecosystem included cropping, mulberry-silkworm, livestock, and fishing systems. In terms of energy, the agroecosystem was sustainable. Human labor provided all the power with inputs of about 3700 hr per hectare of farmland. Most or 70% of the labor was expended in the cropping system. Human and animal manure provided most of the nutrients for crop and mulberry production. About two-thirds of the total manure was used in crop production and one-third in the mulberry plantations. The only fossil energy input was a few hand tools. Approximately 55% of the grain was consumed directly by local residents, about one-third of the grain was used to make an alcohol drink and produce distillers'grains, which was fed to pigs, and only 2% of the grains were exported outside the agroecosystem. About two-thirds of the harvested crop residues were used as household fuel, while the remainder was returned to the field as an organic fertilizer. Pork accounted for 85% and silk cocoons 14% of the total animal products produced. Even though the agroecosystem was generally sustainable in terms of energy, the major environmental problem was that two-thirds of the harvested crop residues were used for household fuel. This reduced nutrient cycling in the system. Insufficient land was available to produce fuelwood;thus, crop residues were the primary source of fuel for the people.

    Notes: Abstract The cropping systems of seventeenth century traditional organic agriculture in the Jiaxing region of eastern China required about 2000 hr of labor per hectare for rice production. Rice and related grain crops were produced employing only human power. The input was about 200 times that for most mechanized grain production today. The charcoal or fossil energy input to produce simple hand tools accounted for only 1–2% total energy in the crop systems. Organic wastes including manures, pond sediments, and green manure crops supplied most of the nutrients. Rice yields, ranging as high as 6700–8400 kg/ha, were similar to some of the highest yields today. The energy output/input ratio ranged from 9 for compost-fertilized rice to 12 for green manure-fertilized rice production. These ratios were 2–10 times higher than most mechanized rice production systems of today. Knowledge of the crop and soil system enabled the early Chinese farms to maintain high crop yields and sustain highly productive soils.

    Notes: Abstract The “Boserup hypothesis” contends that land-intensive systems of agriculture will be adopted only when high population density precludes the use of land-extensive methods. In the Kerayan District of East Kalimantan (Indonesia) the Lun Dayeh practice permanent-field rice cultivation despite very low human densities. An examination of the relative labor efficiencies of shifting and permanent-field agriculture in the Kerayan, as well as of local environmental and historical variables, explains why this “anomalous” situation exists. It is argued that since relative success in production of rice by shifting- and permanent-field irrigated methods depends on many natural and social conditions other than levels of population density, the “environment-free” Boserup hypothesis cannot adequately explain or predict the occurrence of particular forms of rice agriculture.

    Notes: Abstract Analysis of faunal remains from prehistoric southwestern pueblo sites reveals certain commonly occurring species of mammals and birds, the latter including ducks and geese, hawks and eagles, American Kestrel, Mourning Dove, owls, Horned Lark, Common Raven, and jays. This phenomenon is examined with the analysis of bird bones from four New Mexican pueblos located in north-central and west-central New Mexico. Recovered faunal remains date to specific periods between A.D. 1250 and the present. Over 70 species of birds represent various ecological situations; many of these species presently do not occur near the pueblos and a few occur only in the extreme southeastern portion of the state. Marsh and riparian areas along the river systems and richer grasslands on the floodplains would account for most of these species occurring near the sites prehistorically. However, rather than attribute unusual species to climatic change, trade, or long-distance hunting expeditions by the Indians, an alternative explanation is offered which attributes high species diversity to areas of human disturbance. Disturbed areas such as agricultural fields can increase species diversity in an area and aid in the range extension of many animals. The primary factor in this situation, besides the crops themselves, is believed to be insects, which attract other animals, particularly birds and their predators. In addition, field irrigation systems act to extend riparian growth from the river across the floodplain, creating habitats for these animals. Finally, certain groups of birds and mammals have developed a natural attraction to human settlements and agricultural areas and these include species whose remains commonly occur in prehistoric pueblo sites. The avifauna from these sites also reveals information on the prehistoric use of birds as inferred from bone modification, cut marks, burials, and articulated wings.

    Notes: Abstract Archival and ethnographic research carried out in northeastern Tanzania provides evidence of significant changes in production and consumption of staple food crops between 1850 and the present. The banana, which provided the bulk of calories and other nutrients in precolonial times, has been successively replaced by Irish potatoes, maize, and cassava in different localities. The reasons for the adoption of each of these introduced crops are explored, and their implications for human nutrition in the area are discussed.

    Notes: Abstract Changes in worldwide grain production area are analyzed to assess the impact of major agricultural activity onglobal biomass. During the 26-year study period, nearly 1% of the earth's ice-free land surface was converted to grain production. This increase in agricultural area reduced the planetary biomass; however, it had minimal effect on net primary productivity. Geographically, the overall change caused by increased grain production has been to redistribute the planetary biomass poleward.
