    Notizen: Government funding is directed towards the refurbishment ofrun-down high-rise blocks and estates of local authority housing throughEstate Action. While glossy annual reports advertise excellent results,what independent evidence is there to support the policies recommendedby PEP and Estate Action? The number of follow-up surveys is extremelylimited. When the sums of money spent annually through Estate Action areconsidered, this unaccountability is surely not acceptable.Additionally, on a local scale, individual local authorities should takethe time to discover whether or not their schemes have been assuccessful with the tenants as they were intended to be and to ensurethat any feedback is incorporated into future projects. Tenant surveysof two refurbished high-rise tower blocks have been undertaken. Theintention was to determine the levels of tenant satisfaction andrelative success of the two schemes. Were these schemes an effective andefficient use of funds? Have they solved at least some of the wide rangeof problems which tower blocks such as these typically experience?Additionally, estate managers were interviewed to determine their viewson the relative success of each scheme. Have these schemes indeedmanaged to "improve the quality of life of run down housingestates through refurbishment, tenant/ management initiatives andpartnerships with the private sector..." (Sir George Young, 1985speech as Minister for Housing and Planning, launching the Urban Housingand Renewal Unit (UHRU) later to become Estate Action).

Cautionsthat much of the enhanced performance depends on the microstructure ofthe concrete, which in turn depends significantly on a proper mixdesign, with or without PFA. Proposes that water reduction is adesirable property of PFA. However, considers it possible to accommodatePFA characteristics in the mix design and by the use of plasticizer toproduce good quality PFA concrete. Briefly discusses the characteristicsof Hong Kong locally produced PFA.

    Notizen: Suspended timber floors are probably the most common form ofconstruction for ground floors in existing British housing, althoughthey exist in only a small proportion of newly built houses. If moisturebuilds up in the crawl space beneath the floor, wet or dry rot maybegin, leading to structural damage to the floor and foul smellsentering the living areas. The crawl space is ventilated by air bricksto prevent this happening, but this is often inadequate, and many housessuffer from damp conditions in the crawl space which are potentiallyharmful. These can be alleviated by increasing the ventilation, but theincreased flow of cool outside air beneath the floor leads to higherheat losses in winter. Examines the relationship between crawl spaceventilation rate and relative humidity.

    Notizen: Consulting engineers have, in the recent past, had to investigatenumerous claims for subsidence damage to residential buildings on behalfof insurance companies and/or their loss adjusters. In most cases, theyhave had to repudiate the claim, institute a monitoring programme,specify minor repairs, or recommend that the afflicted property beunderpinned. Factors often taken into account in arriving at any one ofthe above decisions include: the history of the foundation movement; thecausative agent(s); the severity of the damage, and the likelihood ofprogressive movement. When underpinning is recommended, the engineeroften has to specify whether underpinning of the whole property isrequired or whether partial underpinning (i.e. restricting the underpinto only a part - usually the damaged part - of the property)would suffice. Partial underpins also automatically result when asemidetached, a mid-terraced or an endterraced property is underpinned.Addresses the long-term effectiveness of partial underpins. Reviews thecircumstances that may favour a partial underpin and, using previouscase histories, develops guidelines for ensuring the appropriaterecommendation of partial underpins as a long-term solution tosubsidence problems.

Two artificiallymanufactured lightweight aggregates and one normal weight aggregate (forcomparison) were used in the investigation. Concrete mixes designed tohave compressive strengths varying from 20 MPa to 60 MPa were used inthis study. Presents the results of static and dynamic moduli ofelasticity, Poisson's ratio, ultrasonic pulse velocity, compressivestrength and tensile strength tests. Observes that the static modulus ofelasticity in tension is nearly equal to the static modulus ofelasticity in compression at a stress level of one-third the ultimatestress. Compressive modulus values are shown to be dependent on thestress level and type of modulus, i.e. either secant or tangent. On theother hand, the tensile modulus is not affected by the stress level. Themodulus of elasticity of lightweight aggregate concrete is about 60-70per cent of that of normal weight concrete. Compares the test resultsobtained in this study with research work carried out on otherlightweight aggregate concretes by other investigators. Also presentsthe relationships between static modulus of elasticity, dynamic modulusof elasticity, compressive strength, and Poisson's ratio, and equationsfor estimating elastic modulus and Poisson's ratio.
